elcome to the March edition. Like us, you are probably heaving a sigh of relief that March is here, which means…springtime! Following the rain, floods and gales of winter, spring can’t come soon enough. March is a busy month: Mother’s Day falls on the Sunday 6th, and Easter arrives on Good Friday 25th March. In a special message to Handy Mag York readers, turn to page 33 for some words of wisdom from the Archbishop of York, Dr John Sentamu, as he continues his Pilgrimage of Prayer Witness and Blessing in Yorkshire and Teesside, which started in December 2015 and will finish at York Minster on 22 May this year. Here in the Handy Mag office, we love Easter. It’s such a special time of year; nature starts to really wake up, and the days begin to get noticeably
lighter. The daffodils brighten up the roadsides and gardens around York and I can walk the dogs in daylight although dark mornings have never bothered them – they’re always up for a walk! So aside from chocolate Easter Eggs, there are lots of Easter events taking place in York, so check out our events pages starting on page 38. March also features Apprenticeship Week from 14th to 18th March. While many young people choose to study A Levels and degrees, these are not the only routes to gaining satisfying employment. For more information, see Derwent Training’s details on page 35. As part of our commitment to supporting York’s businesses, we’ve teamed up with Vale Radio this spring, so we can work together to help promote local companies. See page 10 for details. Cubs 100 – The Wildest Party Ever! Haxby and Wigginton Cub Scouts will join other groups across the nation to celebrate the Cubs centenary, an event that hopes to be ‘the Wildest Party Ever’! Forest, York in July. Pack leaders show now have details about this event.

arah Bellwood, member of the York Cubs100 committee and Leader of the 2nd Haxby and Wigginton Falcons pack, said: “Cub scouting is as popular as ever as York groups prepare to celebrate the centenary. “We have three events lined up to mark the milestone, and we are hoping for 600 to 700 Cubs to be involved in the celebrations. We are inviting anyone who’s been involved in the past to take part in the festivities.” First to take place is the ‘Thank You’ event on 18th June in St Sampson’s Square, York. Local Cub groups would like to invite anyone who’s helped with Cub Scouts in the York area as a way of saying a massive ‘thanks’ for their time and effort. Anyone who has been involved in the Cub movement, past or present, can get in touch with Sarah Bellwood, details below, to arrange an official invite. There will be refreshments at the event, an opportunity to share memories and stories and the chance to receive a special commemorative coin.
The third and final event takes place on 16th December and will be a huge party for all Cubs, Leaders and helpers to mark the official 100th birthday of the Cub movement. At 19:16hrs precisely, all those present will say ‘The Promise’ in unison, as will all Cub packs up and down the country – an emotional moment to mark the centenary of this wonderful organisation. And 2016 is a double celebration as the 2nd Haxby and Wigginton Scout Group has its 70th birthday. The very first Scout group in Haxby and Wigginton was called the 1st Haxby Troop, registered in 1927. Four years later, the 1st Wigginton Scout Group was established. The date of this group’s closure is not certain but in January 1946, the 2nd Haxby and Wigginton Scout Group was formed. Julie Wilson explains why the new £1 million Inheritance Tax limit is a red herring. So let’s take a look at the detail. The actual limit is still £325,000. And remains so until 2021. There’s a new ‘main residence nil rate band’ – an additional £175,000 – which comes fully into effect from 2021. I must admit I did grapple a bit with this ‘main residence nil rate band’ nonsense. Why not just increase the limit to £500,000 and be done with it. Then I twigged. It’s all smoke and mirrors. The £325,000 exemption can be used more than once. You give £325,000 away. You survive for 7 years. You get another £325,000. You give it away. You survive for 7 years, You get another £325,000 and so on. But this new ‘main residence nil rate band’ is claimed on death. A ‘once in a lifetime opportunity’. (Unless you can think of a way of dying more than once.) But it gets even sneakier.

ur mates Dave and George had little choice but to introduce a £1 million Inheritance Tax limit. They’ve been banging on about it since at least 2008. So it was no great surprise that the ‘major changes to Inheritance Tax’ included in the Autumn budget statement promised us the £1 million. Only on close inspection, it didn’t.
If house prices continue to rise as they have done, the new allowance will have been swallowed up by house price increases by 2021. Which means the taxable proportion remains exactly the same.
Firstly, the £1 million limit is per couple. So that’s £500,000 each. Well that’s not a million then is it? So single and divorced people only get half of what was promised.

n recent years, the number of Tax Enquiries has doubled, and more staff within HM Revenue & Customs (HMRC) are being retraining as Tax Inspectors. HMRC have also spent millions of pounds in developing their super computer “Connect”. This allows them to map a person’s financial fingerprint, by comparing what’s been declared on Tax Returns, to what information they hold on an individual from around 30 other sources, such as the Land Registry, Department of Work & Pensions and information given by third parties such as Letting Agents.

VEHICLE CRIME By Jimmy Hannon, PCSO 5637 In recent weeks there has been an increase in thefts from unattended motor vehicles around the City of York. A wide range of items have been taken from vehicles, including satellite navigation systems, mobile phones and cash. Many of the vehicles have been parked outside their home addresses on the street in residential areas. These crimes are opportunistic in nature and require little or no pre planning. Individuals have simply walked down a street looking into parked cars and when they have seen something of value they have smashed the window, leant in and grabbed whatever they can see. To avoid becoming a victim of just such a crime our advice is simple. Please remember to remove any items of value from your vehicle whenever you park it anywhere, or at the very least place any items out of sight within the vehicle. It only takes a matter of moments to remove a satellite navigation system or similar from your vehicle and keep it inside whilst your vehicle is parked unattended. If there is nothing obvious on display a thief is very unlikely to attack your vehicle as these offences are typically very quick. It is also important to consider where you park your vehicle. Whenever possible try to park your car in a garage, or if that is not possible in well lit and public areas. It goes without saying that you should always make sure that the windows on your vehicle are properly closed and that the doors are locked, even if you are only leaving the vehicle for a minute or two. Your local Police teams can also mark any valuables that you may have with our Dot Peen machine which makes a permanent engraving of your postcode and house number. This mark will not affect the functionality of any device and will make it far more likely that should the worst happen and you are a victim of a theft that the property can be returned to you. he Wilberforce Way is a 60.5 mile linear trail devised to mark the bicentenary of the 1807 Act of Parliament abolishing British involvement in the Transatlantic Slave Trade. William Wilberforce was also a passionate supporter of other charitable causes including the education of blind and partially sighted people.This dedication was the inspiration for the modern day Wilberforce Trust. There will be six interconnected challenge walks, including one shorter accessible walk, to take part in which between them cover the whole of the Wilberforce Way. The walks visit some stunning Wolds landscapes as well as covering locations of special importance in the struggle for human freedom and dignity. The team at Wilberforce Trust are hoping to reach their £10,000 target, which will provide the funds they need to put towards the Yorsight EyeVan. The van will take information for people with sight loss into the remoter parts of Yorkshire where help is not currently available to them.

rom 1 December 2015 to 22 May 2016, I am undertaking a Pilgrimage of Prayer, Witness and Blessing – from the coast, over moor and dale, along highways and byways, through both rural and urban communities and across an area which spans the Humber to the Tees and the A1 to the coast. As you read this I have journeyed through Whitby, Guisborough, Middlesbrough, Stokesley, Mowbray, Northern Ryedale, Bridlington, Scarborough, Harthill, North Holderness, Howden, Hull West, Beverley, and central Hull! My pedometer tells me that I am averaging around 7 miles per day – some days have been longer, and the Pilgrimage continues up to Trinity Sunday – 22 May, 2016, finishing at York Minster. Praying for those who come to know Christ is a great privilege and a joy. In many ways – it feels like I am returning to my roots! I’m a follower of Jesus Christ. That
is what I am trying to do: Follow wherever he leads. Throughout my pilgrimage and especially as you prepare for Easter, I would like to encourage you to try praying, to be open to encountering Jesus Christ, for a mighty outpouring of the Holy Spirit, and receive the gift of the joy promised by Jesus Christ – and be thankful. As you celebrate Easter day, and enjoy your Fairtrade Easter Eggs, I pray that you will know God very close at hand, and that He will give you a sense of hope for all that you are and all that you can be. I pray that God will give you the courage to have dreams that transform not only your lives, but the lives of all those you meet, for the better. Pray with me, and join me on the road! The Tang Hall area Women’s World Day of Prayer will be held at 2pm at St Lawrence’s Church Hall , Lawrence Street, York. An international, ecumenical prayer movement that invites women from a different part of the world each year, to prepare a worship service through which their hopes and fears for their country may be brought before the whole world in prayer. An estimated 3 million people in over 170 countries and islands will gather to observe this day of prayer using an order of service written by christian women in Cuba and translated into over 60 languages and 1000 dialects. The magnificent gardens and grounds offer yet more to enjoy. Adventurous visitors can navigate the yew tree maze, while the giant board games including chess and snakes and ladders will keep the whole family entertained. The Children’s Corner is the perfect place to relax and spot the butterflies and bees emerging to enjoy the spring flowers. The courtyard café will be open for visitors to enjoy homemade meals and treats. Meanwhile, the Gift Shop and Home & Garden Shop will be full of the new season’s gifts. RSPB, YORK GROUP 16 MARCH Illustrated talk on “Hassacarr Nature Reserve, Dunnington” by Terry Weston.
Terry will be talking about his role as volunteer warder for the Hassacarr Local Nature Reserve, a post he has held for 23 years. The reserve is 3.7 acres of wetland just outside Dunnington, a Site of Importance for Nature Conservation. The place name “Hassacarr” comes from the Old English word for tussocky marsh so the site will have been wetland for many centuries, leading to an unusually rich array of flora and fauna. 20 species of dragonflies, 21 of mammals, 24 butterflies, 70 beetles, 132 winged insects and over 220 species of plants have been observed. Whilst 2016 remains fairly fresh and still ripe with opportunities to come, many are possibly still grasping onto the hope that ‘this is my year’. I began to wonder whether this truly was our finest year as the human race. Going back a few decades, when thinking of the far-flung future, we dreamt of hover boards, self-driving cars and artificial intelligence that took over our mundane chores. Just watch Back To The Future: II and you’ll understand how crazy our expired dreams were. So how far have we actually come? Instead of these inspiring inventions that change life as we know it, it seems we are in the age of electrification. Whilst this sounds exciting, what it really means is that we’ve pumped electricity through the veins of old inventions and called them new: books, cars, cigarettes, maps. Although there are obvious benefits to this, health-wise, economically, environmentally and so on, it doesn’t change the fact that reality is massively out of sync with expectation.

Maybe we’re not quite in the same boat as we were during the industrial revolution, believing that “everything that can be invented has been invented!”, causing us to enhance old inventions, but we do seem to be in the mind-set of ‘everything that has been invented is essential’. Which to some extent, is true... When the floods hit York a couple of months back, we saw a glimpse into how dependent we really are. Unfortunately, some places lost electricity, and in doing so lost their means of contact, gaining information or withdrawing money to buy essentials. It felt like a post-apocalyptic world! Of course, this was only for a few of days. Whilst it highlighted to me how reliant we are on modern technology, I realised it wasn’t necessarily a bad thing. Just because we choose to read an electronic book over a paper book doesn’t signify anything; it doesn’t make us any less or more literate. However, there is a fine line between dependency and obsession that should be recognised... By Solange Hando form of entertainment by ladies of ill repute, it took Paris by storm around 1916 and is now a classical art, listed Intangible Cultural Heritage by UNESCO.
O
n the banks of the River Plate, Argentina’s capital is the most European of all Latin American cities. Spanish mansions, Italian buildings, French parks and Belle Epoque villas, it was largely shaped by immigrants fleeing the turmoil in Europe at the turn of the 20th century. In this sparsely populated country, everyone was welcome and Buenos Aires was the first port of call. As the birthplace of the 1810 revolution and later independence, Plaza de Mayo is the historical heart of the city, looking across to the neo-classical cathedral which guards the eternal flame and the pink Government House where the popular First Lady, Eva Peron, delivered her last speech before passing away aged just 33. Sadly for some, she rests in the family mausoleum in Ricoleta, surrounded by the affluent elite she fought most of her life. Up on the hill, Ricoleta is one of the most exclusive districts but

down in the city centre there are plenty of stylish domes and façades, modern sculptures such as the giant lotus flower opening its petals in the daylight and vast ‘dog walkers’ parks garlanded in roses, eucalyptus and jacaranda. Maybe that’s why it’s called the city of ‘good air’, with ample space for designer boutiques, pedestrian lanes and the world’s widest avenue. Landmarks include the Obelisk paying tribute to the town’s foundation and a panoramic tower donated by British settlers. To the south-east, the new district of Puerto Madero is a lovely place to stroll along the river and gaze at the latest skyscrapers glinting in the sun, yachts, galleon, red brick warehouses turned trendy restaurants and elegant bridges named after famous women. But just a short walk away, San Telmo claims the city’s oldest neighbourhood, its cobbled streets lined with antique shops and tango clubs, for it is here that the traditional dance of Argentina originated in the 1890s. First a
Beyond the old transporter bridge, neighbouring La Boca is equally picturesque with its brightly-painted houses jostling for space, traditional dancers and Italian taverns. Once upon a time, the Genoese settlers attempted to proclaim their own Republic but their flag was promptly brought down by the President himself. Today in the bustling alleyways, visitors are more likely to see effigies of the Argentinian Pope or the yellow and blue flag of the illustrious football club, Boca Juniors. The colours were inspired by a Swedish ship sailing into harbour and the home stadium is affectionately known as Bombonera, the chocolate box. Boca means ‘mouth’ for the Rio de la Plata is in fact an estuary formed by the confluence of the Parana and Uruguay rivers. Just north of the city, the Parana delta is a winding maze of islands and waterways, no roads, no cars, just a sprinkling of pretty houses on stilts with pontoons and boats where everything is delivered by water, from ice cream to the daily post. Weekend retreats nestle discreetly under the trees, following in the footsteps of Sarmiento, the enlightened president who opened up the delta while caring for its environment. His wooden home still stands at the waterside, enclosed in a glass case that never fails to intrigue all who sail past.

If the boundaries of your garden are uninteresting or drab, then it is time to think about some vertical gardening. Upright surfaces are itching to be clothed in glorious climbers or wall shrubs, and if you have several vertical sites then so much the better. Start by looking at the surface you have, the size, the direction the wall faces and the amount of sun or shade the plants growing on the wall or fence are likely to receive. Soil type is important as the plant you choose must be suited to the site. Some climbers are quite quick growing and will look good later this year, and improve as the years pass. Many provide strong colour and others will be a useful backdrop for the garden as a whole. Most buildings can have climbers grown against them, so if you have an unsightly shed, garage or even a fairly uninteresting looking back to your house, then consider erecting some sort of support system on which to grow your climbers.

Climbers are best planted in open ground as they tend to have sizeable root systems. If grown in containers you must re-pot regularly. For ground planting, dig a large hole at least 18 inches from the wall and incorporate plenty of compost or well rotted manure. Soak the plant’s root ball and place in the hole, ideally at a 45 degree angle so that it leans towards the wall, then spread out the roots and plant. Keep climbers well watered, particularly if they are on or near a sunny wall. That’s Mans Work, That Is Iain Betson dreams that many TLAs make light work. Men! Ever washed your car? Vacuumed the inside? Waxed the paintwork or shampooed the upholstery? Of course you have, ever since the dawn of the motorcar, that’s what Sundays have been for. Now the same question to the ladies? I bet the answer is mostly in the negative. I was contemplating this as I gave one of our cars a bit of TLC. On occasion, as it’s not a big car, I give it a good manual clean, apply some elbow grease and spend time with a bucket, sponge and wax, on the drive. And when it comes to the interior it’s always me, bi-weekly, with the upright and the duster. To diverge slightly, we have moved around a fair bit, about 8 moves in 10 years and as a result my wife and I have made a fair number of house viewings. Sometimes I would leave a property saying, “That’s the one for us” only to evoke a response of “No way, did you see the colour of the bathroom”. On the surface, to a man, this seems quite baffling - bathrooms can be replaced, so why the negative answer? Women, by nature I think, are more house proud, for some reason - genes, conditioning, peer pressure or whatever - they just are. Yet this is in stark contrast to the state of the cars the sexes drive. My wife will gladly drive a car which has an interior with more pebbles in the footwell than Brighton beach and soot blackened wheels to rival the cast of Oliver; whereas I look at it and think, “That’s a job for Sunday”. So why this clean car, clean house role reversal? Sorry to be blunt but, in short, I don’t know, haven’t a clue, I’m a bloke. From

The other day I had a test of the new VW Golf GTi and the accompanying press information contained well over ten TLAs (Three Letter Abbreviations) for the features and functions this car boasts. HBA, ABS, ESP, TCS… I could go on. Anyway, most of the TLAs referred to the way these systems affected the going, the handling and the stopping. All well and good: a better responding car leads to a more enjoyable and safer ride, all good points well made. But I doubt whether the majority of drivers know or care about these features; they simply want to own and run a car that will get them safely from A to B with little fuss or effort. However, if the manufacturers want to sell bucket loads of cars, here is one TLA feature I think they should pour millions into developing and immediately fit to their entire range. A TLA that would be close to all of our hearts I think the first manufacturer to provide it would clean up for good. In fact, I may patent it myself. My TLA car feature would be called SCC - Self Cleaning Car… I’ll leave you dreaming, I’m off to the Patent Office! By Iain Betson

Helping older people & their pets stay together “Keep Your Pet” is a scheme run in partnership with Age UK York, Age UK Selby and the RSPCA York. It aims to provide a short term solution for older or vulnerable pet owners, who live in the York and Selby areas, if they are unable to look after their pets for short periods due to illness, hospital admission or other emergencies. These short term services may include taking an animal to the vet, short term fostering, sitting, walking or feeding any kind of domestic pet. All KYP volunteers have undergone rigorous vetting and training and all fosterers have had a home assessment by the RSPCA York and District Branch.

In England from 6th April 2016 all dogs will need to be microchipped and registered on a microchip database. Microchipping is a permanent means of identification and has many benefits for the owners, principally reuniting them with straying animals. Other reasons for making microchipping compulsory for dogs is to help tackle puppy farming, theft and encourage responsible dog ownership. Microchips are small devices, about the size of a grain of rice that are implanted under the skin on the back of the neck near the shoulder blades. This is done through a sizeable needle in a well restrained animal and is a quick procedure. Once implanted chips are very reliable though owners must remember to update their contact details if they change. For pets travelling abroad via the pet passport scheme microchipping is also compulsory. Other species can also be microchipped for the same reasons and there are countless wonderful tales of pets being reunited with their families after all sorts of adventures. The cost is low – we charge £9.99 +vat for a chip. Veterinary surgeons, dog wardens and animal welfare organisations have scanners to read the chips and then trace the owner. Occasionally chips migrate from their initial implant position, but there is a standard way of scanning animals where chips that aren’t immediately picked up at the back of the neck which. Rarely the chips fail and a new one can be implanted with records kept of both. All horses are required to have a passport these days and in order to have one they must also be microchipped, with newborn foals requiring this by 6 months of age or the 31st December in the year that they are born, whichever is later.
