Welcome to this year’s publication of ‘The Direct Seller’.
The past year has been an exciting yet challenging time for our industry. While we experienced continuous double-digit growth over the past few years, particularly during and after the COVID-19 pandemic, last year saw some adjustments in annual sales for the industry, however, it is not limited to Malaysia, but a global phenomenon.
DSAM would like to start with a note of gratitude to the Ministry of Domestic Trade and Cost of Living (KPDN) for their continuous unwavering support to the Direct Selling industry. Our partnership with KPDN on various matters, both locally and globally are notable outcomes of this collaboration, namely KPDN’s participation in the 17th WFDSA World Congress held in Dubai last October where KPDN showcased the vibrancy and progressive nature of Direct Selling in Malaysia through participation in one of the panel discussions, and the various DSAM engagement sessions with, amongst others, KPDN’s “Bahagian Pembangunan Jualan Langsung”, “Penguatkuasaan” and “Bahagian Undang Undang”. DSAM and members also held various engagement sessions with MOH’s National Pharmaceutical Regulatory Agency (NPRA) and Food Safety and Quality Division (BKKM), Department of Personal Data Protection and HASIL (LHDN).
In July this year, DSAM organized a benchmarking trip with KPDN, facilitating meetings with the Federal Trade Commission of Korea and several Korean Direct Selling companies. This experience allowed us to gather valuable insights from the second-largest Direct Selling market in the world. In October, DSAM in collaboration with KPDN will lead the Malaysian delegation to Shanghai for the International Symposium on Regulation and Enforcement in the Direct Selling Industry. This event, organized by China’s State Administration for Market Regulation (SAMR) in cooperation with World Federation of Direct Selling Associations (WFDSA) is significant for our industry as China focuses on enhancing its legal framework and enforcement mechanisms governing direct selling.
As we move forward with the implementation of e-Invoice, several of our members initiated the e-Invoice process on 1 August of this year. DSAM will continue to monitor this landscape and with our engagements with HASIL (LHDN), update all members on the status. This will ensure that members are well-informed and prepared as we enter the second phase, set for 1 January 2025.
During our 45th Anniversary Celebrations last year, we were particularly excited about signing the Memorandum of Understanding (MOU) with Lazada. DSAM is pleased to share that this MOU materialised on 1 October of this year.
On this day, Lazada sent notices to all their sellers about the requirement for a Letter of Authorization (LOA) to sell Direct Selling products on their platform. Sellers will have a period to comply with this requirement. This is a significant milestone and we have been informed by WFDSA that this is a global first.
On the global stage, DSAM is proud to collaborate with WFDSA on several key initiatives. One of the most prominent is the Social Economic Impact Study on Direct Selling in Malaysia. With our ranking of 4th in Asia Pacific and 6th globally, acquiring actual data on the industry’s contribution to our country is invaluable. This study, funded by WFDSA, underscores Malaysia’s significance in the global standing.
I am also pleased to announce that DSAM has retained the Platinum standard conferred by WFDSA, recognizing outstanding association management and contributions to the industry. This is the highest standard awarded by WFDSA and our achievement is made possible by the continuous support of our Code Administrator, Tan Sri Noor Hisham, DSAM Board and our member companies.
While we anticipate that the coming year may pose challenges for our industry, I am confident that the resilience and determination of DSAM and members will guide us through these times. Together, we will not only face the challenges but also thrive in this evolving market.

In 2023, PM-International also received the ‘Bravo International Growth Award’ for the 3rd consecutive year testifying to the company’s reputation as the fastestgrowing international direct sales company among the ‘DSN Global 100’. The report by WFDSA reveals that the direct selling industry has shown tremendous resilience over the past several year amidst global changes. The direct selling industry has harnessed opporrtunities from the various

movements across the globe comprising economic evolutions and the growth of independent work. This amounted to direct sales recording half a trillion US dollars in sales between 2020 and 2023, through the delivery of goods and services. The direct selling
industry has marked a good growth trajectory, especially with people moving away from traditional work roles or jobs to explore and engage in direct selling.
From the perspective of global retail markets, sales increased in the years 2020 and 2021 by 2.2 % and 2.0 % respectively. However, in 2023 sales took a dip by 1.0% and in 2023, sales fell further by 2.3%.
The direct selling industry has gained traction across the globe. From an overall perspective, the market penetration of direct selling across the world recorded the Americas as the region with the highest penetration at 73%, followed by Asia Pacific at 37% and Europe at 15%.
Focusing the perspective on individual countries across the globe, the countries with the highest market penetration are Malaysia (2.286%), Korea (0.952%), Peru
(0.796%), Bolivia (0.760%) and Ecuador (0.752). However, the world still holds great opportunities for further growth of the direct selling industry, with Ireland (0.005%), United Arab Emirates (0.006%), the Netherlands (0.011%), Israel (0.0125) and Denmark (0.0215).
The report stated that in 2023, a total of 21 markets recorded sales of USD1billion or more, compared to 24 markets in 2022. Annual sales in Australia, the Philippines and Vietnam dipped below USD1billion. Meanwhile, Germany shifted from 3rd to 2nd and Korea from 2nd to 3rd. Indonesia moved from 19th to 18th, while Russia moved from 18th to 19th. Finally, Poland moved up the ranking to 21st place.
As consumers become more health conscious , wellness products were recorded to have the largest product category accounting for one-third or 31.7% of global sales, followed by cosmetics and personal care at 24.2% as well as household goods and durables at 17.0%.
While 2024 is expected to have a modest increase in direct sales, the growth potential of the industry remains substantial, this drawing more people to participate in the direct selling industry. The industry holds hope for entrepreneurial opportunities.
THE RESILIENT GROWTH OF MALAYSIA’S DIRECT SELLING INDUSTRY: A COMPREHENSIVE OVERVIEW
The direct selling industry in Malaysia has demonstrated remarkable resilience and adaptability, achieving tenfold growth over the past two decades. From a modest RM3.0 billion in 2001, the industry expanded to an impressive RM32.0 billion in 2023. This growth trajectory, marked by consistent performance and strategic adaptation, highlights the sector’s importance within Malaysia’s economy.
SALES TURNOVER AND PRODUCT SEGMENTATION
The direct selling industry in Malaysia demonstrated impressive resilience in both 2022 and 2023. In 2022, the industry reached a significant milestone with sales amounting to RM32.4 billion, marking a substantial increase from the RM27.5 billion recorded in 2021. This growth highlights the

strong demand and adaptability of the industry in the face of economic challenges.
For 2023, the industry maintained its robust performance, with projected sales slightly adjusting to RM32.0 billion. The overall trend underscores the industry’s stability and sustained consumer interest. The direct selling sector continues to capitalise on diverse product offerings, enabling it to maintain its position as a key player in Malaysia’s economy.
SALES METHODS AND ORDERING TRENDS
In 2023, DSAM member companies saw significant shifts in product categories and sales methods. Household goods and durables emerged as the dominant category, accounting for 35% of sales, a notable rise from 16% in 2022. Meanwhile, wellness products saw a sharp decline, dropping from 47% in 2022 to 30% in 2023, reflecting changing consumer preferences. Home care also experienced a significant increase, from 3% in 2022 to 15% in 2023, showing increased demand in this category.
In terms of sales methods, person-to-person or door-to-door selling remained the most popular, representing 40% of sales, a slight increase from 39% in 2022. Online transactions, including social media sales, maintained a steady contribution at 37% for both years. Interestingly, party plan selling and group selling surged to 19%, up from 18% in 2022, indicating a growing interest in social selling models.
DSAM MEMBER COMPANIES STATISTICS
Where ordering methods are concerned, online channels dominated the landscape, with 38% of orders placed via computer or social media platforms, while 27% came from mobile devices, reflecting the increasing importance of digital channels. Physical locations
remained consistent at 26%, and phone orders saw a slight decline to 8%, emphasising the ongoing shift towards digital and mobile-based sales processes.
COMPANIES’ SALES PERFORMANCE
The sales performance of companies within the direct selling industry saw varying trends between 2022 and 2023 across different turnover tiers. Companies with turnovers below RM5 million remained the largest group, with a slight increase from 44 companies in 2022 to 45 in 2023. However, there was a notable reduction in the RM5 million to RM15 million turnover range, where the number of companies dropped from 34 in 2022 to 24 in 2023. Conversely, the RM15 million to RM30 million tier saw a modest rise, with 13 companies in 2022 increasing to 16 in 2023.
For larger turnover brackets, companies with revenues between RM45 million and RM60 million grew from 5 in 2022 to 7 in 2023, while those in the RM60 million to RM75 million range also saw an uptick from 3 to 4 companies. However, the highest revenue tier, those exceeding RM120 million, witnessed a slight decline, with the number of companies decreasing from 18 in 2022 to 16 in 2023, reflecting some consolidation or shifts at the top end of the market. This indicates a mixed performance across the board, with growth primarily concentrated in the midrange turnover brackets.
DISTRIBUTOR DEMOGRAPHICS
DSAM continues to reflect the diverse approaches used by its members to reach consumers, with the majority—124 members— operating under Multilevel Marketing (MLM) plans. This model, which emphasises

recruitment and building a network of sellers, remains a dominant force in the direct selling industry. Meanwhile, 11 members use SingleLevel Marketing (SLM) plans, focusing on direct sales without recruitment, and 2 members adopt Mail Order (MO) plans, a more traditional method of selling. This breakdown highlights the evolving strategies within the direct selling landscape in Malaysia, as companies adapt to different consumer needs and market dynamics.
The direct selling industry in Malaysia, as represented by DSAM, continues to show substantial growth in the number of distributors. In 2023, there were 9,635,896 registered distributors, compared to 13,232,682 in 2022. Out of these, 3,514,459 were active distributors, a slight decrease from 3,891,852 in 2022. The industry also reported 2,264 stockists in 2023, compared to 2,793 the previous year.
The percentage breakdown of distributors paints a dynamic picture of involvement in direct selling. 22% of distributors worked full-time, down from 26% in 2022, while 28% were part-time, maintaining the same percentage as in the previous
year. The inactive distributor segment increased slightly to 28% in 2023 from 26% in 2022, indicating that a significant portion of distributors were not actively participating. Another 22% fell into the “other distributors” category, which remained unchanged from 2022 levels.
This data reflects the evolving nature of direct selling in Malaysia, with a noticeable shift in fulltime involvement. Amidst various changes, the industry remains a key player in providing flexible earning opportunities across the nation.
The direct selling industry also plays an important role in employment, with 6,118 full-time employees recorded in 2023. The workforce is primarily focused on administration (24%), customer service/distributor training (20%), and marketing (16%), highlighting the industry’s operational priorities.
On the economic front, Malaysia’s direct selling sector has made impressive progress in exports, reaching a total export value of RM76.42 million in 2023, a notable increase from RM43.06 million in 2022. In contrast, imports declined from RM2.01 billion in
2022 to RM1.65 billion in 2023, indicating a growing self-sufficiency within the industry and an enhanced focus on exporting locally.
CORPORATE SOCIAL RESPONSIBILITY
Corporate Social Responsibility (CSR) remains a key priority for the industry, with monetary donations totaling RM7.06 million and in-kind donations valued at RM1.65 million in 2023. These contributions reflect the industry’s commitment to giving back to the community and supporting various social causes. In terms of infrastructure, the industry continued to have a strong presence across Malaysia with 1,159 retail shops and customer service centers in 2023. On the other hand, distributor centers and warehouses increased, underscoring the industry’s focus on strengthening its distribution networks to support its growing operations.
CONCLUSION
In conclusion, the direct selling industry in Malaysia has not only demonstrated remarkable growth but also showcased its ability to adapt to changing consumer
preferences and market dynamics. With a strong foundation built over two decades, the sector’s expansion from RM3.0 billion in 2001 to RM32.0 billion in 2023 highlights its significant contribution to the national economy. Despite challenges, the industry remains
resilient, driven by diverse product offerings, evolving sales methods, and an increased focus on digital platforms. Moreover, the industry’s commitment to Corporate Social Responsibility and a growing emphasis on exports underscore its dedication to both community
welfare and local economic selfreliance. As Malaysia’s direct selling sector continues to innovate and adapt, it remains a vital source of income, employment, and growth, solidifying its position as a key pillar of the economy.
