alaysia must prepare for a possible reappearance of the COVID-19 virus and other contagious illnesses such as tuberculosis in order to prevent lockdowns or Movement Control Orders (MCO) that could negatively impact homes and businesses. Industries Unite (IU) co-founder Dato’ David Gurupatham said business operations across all industries and sectors globally were greatly affected by the COVID pandemic, which intensified in 2020. “In addition to the current economic difficulties – the rising cost of living, the difficulty in securing financing and the higher cost of building materials – there is an increase in COVID cases today. TB is also making a comeback. We can’t rest on our prior achievements,” he said. “Together, we must find ways to lessen the impact of these challenges.”

WORKING TOGETHER Many retailers and small businesses are physical, not virtual. Not
designed for lockdowns, their foundation lies in the communities they cater to. The retail industry, particularly small stores, faced difficult trading conditions during COVID due to the restrictions on physical shopping, including social distancing measures, stricter hygiene and cleaning regulations, limiting the number of customers in stores, and consumer reluctance to shop in physical stores. In addition, fewer foot traffic, job losses and store closures had a major negative influence on the neighbourhood’s shopping districts. The year 2020 had been the worst for Malaysian retailers since 1987. The retail sector, worth RM107.5 billion in 2019, fell short of Retail Group Malaysia’s 2020 projections, primarily as a result of the COVID-19 pandemic. Retailers were already suffering from lower consumer spending prior to the MCO as Malaysians tightened their belts in the face of a slowing economy. Even Chinese New Year sales were sluggish that year.
Overall retail revenues fell 18.8 per cent from the year before. According to David, there are currently concerns about what lies ahead for independent smallbusiness owners, retailers and other enterprises. He recommended that efforts to better understand the effects of lockdowns, social distancing measures and other business restrictions, the effects of government support and stimulus programmes, and the ways in which businesses can continue to adapt their operations should be continued by the government and all stakeholders. He also hoped that there would be better coordination and understanding between the various ministries, the federal and state governments, legislators, law enforcement and, above all, the public, the private sector and the government.

Gurupatham and Koay formed IU in 2020. The body is a coalition of 120 Malaysian SME associations. It’s aim – to help people and businesses. David was called to the bar in England and Wales as a Barrister in 1992 and has been in practice for 30 years. He has extensive experience in Dispute Resolution and Corporate Advisory Services and is a certified mediator. David said that his goal in becoming a lawyer was to help society. “IU was formed with the intention of collaborating with the government to handle the COVID situation in a way that would allow businesses to continue operating. Like the virus, the circumstance was novel, and nobody knew how to respond to it. “We believed that discussions with the government via IU would lead to some certainties in policy making. At that time, most of the industries were under lockdown. Sanctions and fines were imposed if business operators broke the rule. Our priority was to help these businesses,” said David. The association quickly organised a meeting with the Minister of International Trade and Industry at the time. IU made a few suggestions, such as allowing some industries to open but with certain operating procedures in place to keep people safe from the transmission of the virus. “The proposal was sort of a testbed. If it worked, then it could be extended to other industries. “The decision was made at that meeting to allow some industries to remain open. It was successful, and that gave us hope. We took that to the various members of the industry,” he said.
A RAY OF HOPE David recalled that many business operators – especially those from the F&B industry – were suffering during the COVID period. “Many were unemployed. They didn’t have money for food, or even money to buy gas to cook their meals. My friend Hansjeet Singh and I came up with an idea to help as
many hungry people as we could. We started the Pay-it-Forward project. “As part of the initiative, customers will pay a standard amount, such as RM8, for a meal. A large number of people donated RM8 so that others could eat a good meal. We were feeding 2,000 people two meals a day. “Additionally, the RM8 allowed F&B owners to earn a tiny profit, which they could then use to pay their employees, cover operating expenses and prepare meals. The outlets didn’t have to shut down even during the second lockdown. It was a success,” he said. During the first lockdown, David was also asked to advise F&B operators on how to move forward. He founded Persatuan Pemilik Bistro dan Restoran Malaysia and used this platform to lobby for certain things for industry players. This produced fruitful outcomes. “Still, things deteriorated during the second lockdown. People couldn’t do business. They had to
5 pay for mortgages, their staff’s wages and other operational costs, and there were no sales coming in. We decided to look at more avenues to assist them during the turmoil,” he said.
MRCA STEPS UP According to David, MRCA was supportive of the recommendations made by UI and played a crucial role in assisting businesses during COVID-19. IU collaborated with MRCA. The team proposed, among other things, that the Ministry looks into the potential of more companies opening up with SOPs in place. David said that with SOPs in place, IU and MRCA kept a number of industries from complete lockdown. After a meeting with the Minister of Health, David said the green light was given for bars and nightclubs to open with strict SOPs, including closing dance floors and mandating physical distance between patrons. “We gave strong reasons in favour of nightclubs remaining open. The SOPs were laid out and all applicable licence and compliance requirements were scrupulously followed by entertainment venues. “Prior to this, these premises – which also run a kitchen and provide food service – were closed. These entertainment venues are popular tourist destinations, they hire and pay workers and support the nation’s economy. They were crucial to the country’s economic recovery. “Local businesses could see hope for the future. The take home message here is that remarkable things can be accomplished when public and private sectors collaborate. Retail is at the centre of this, and MRCA was at the centre of the entire initiative,” David said. David reminded that MRCA also played a key role in lobbying for the moratorium and the lifting of restrictions. The two declared
moratoriums gave companies time to rebuild while the easing of the restrictions gave businesses a breather. “It would have been tough for businesses to escape this gloom without these two relief measures. We also lobbied for a decrease in fines for businesses that broke the law during the MCOs and lockdowns. “Looking back, we are grateful to the various ministries for keeping their doors open to us for meetings. We were able to implement some of these policies because of that direct access to the government,” he said.
A SHINING STAR The IU and MRCA also joined forces to provide mental health services to the public. Many individuals experienced mental health problems during the lockdowns as they were confined to the four walls of their homes. This affected others in the family, especially their children. In aid of them, IU and MRCA conducted numerous online consultations with mental health professionals. MRCA also organised a successful fund-raiser to help distribute food to a large number of people who struggled to get food on the table during that difficult time. A number of other associations decided to follow suit on their own initiatives. “Many were kept in a cheerful state of mind by these kind gestures. We sincerely thank everyone who contributed to this operation. Looking back, it is these things which make the MRCA shine. “This is what associations are for. Besides networking and conducting business, it is a safe haven, a resource for helping those in need. And for this reason, it is crucial that members continue to support the association. MCRA is already accomplishing a lot on its own and, together, we can accomplish a lot more.”
MOVING FORWARD Retailers, business owners and the general public should strive to maintain some of the practices from the 2019-2021 COVID period and continue to remain vigilant. David said the lessons learned during the pandemic underscore the importance of implementing effective policies to improve the food services industry, encourage physical activity and protect the health and well-being of families. By capitalising on these lessons, one can strive to create a stable future for businesses, postpandemic. “Businesses will suffer if we do not exercise caution. Since COVID, we have made an effort to enhance communication among all ministries, including small businesses. We still have to work on this,” he said. Second on the list are policies, which must be effectively shared all the way down to the local level. “Reducing bureaucracy is another area the government should consider since it is causing difficulties to a lot of people. We must cut back on bureaucracy,” he declared. According to David, it is critical to make Malaysia a lucrative and alluring place for investors. FDI is crucial for generating jobs and, as the labour force grows, so too will the nation’s GDP. “Investors are leaving the country creating an outflow of funds. We had a lot of investments coming in prior to the Asian crisis. In order to attract foreign investors and visitors to Malaysia, we must create a favourable atmosphere. “A more attractive Malaysia My Second Home programme and more transparent policies are required for that. It’s a burden that everyone has to share, in my opinion. I believe MRCA and IU can play a key role here,” he said. ■ Malaysia Retailer Vol 11 No 2

Productive Trade Mission to Ho Chi Minh City, Vietnam The event gave MRCA members the chance to meet and mingle with potential business partners in what is Malaysia’s second largest trading partner in ASEAN.
t was an invigorating four-day three-night trade mission to Ho Chi Minh City, Vietnam, filled to the brim with visits, meetings and prospects. The group of 21 MRCA members left KLIA on November 2, 2023. The three-pronged objectives of the trade mission were to promote bilateral trade between Vietnam and Malaysia, to provide opportunities to meet potential retailers and franchisers in Vietnam and to look for business opportunities and investments in Vietnam. Upon arrival, the group didn’t waste any time. First on the agenda was a welcoming lunch at Pizza 4P’s Phu My Hung. The eatery is rated as the best fusion pizza restaurant in

the country. After a delicious meal, the team travelled to the Saigon Exhibition and Convention Centre for the Vietnam International Retailtech and Franchise Show.
MIDDLE-CLASS SPURT The MRCA team heard the opening keynote delivered by Phi Ngiyen, the Founder of Go Global Holding and the Organising Chairperson of the exhibition. Next, MRCA Vice President and Organising Chairman of the Trade Mission Dato’ Vincent Choo, made his introductory remarks. He said, among the Southeast Asian countries, Vietnam’s middle class is projected to experience the most rapid growth with an estimated expansion of 50%. “By 2030, the number of middle-
class households in Vietnam is set to reach approximately 21 million, positioning the country as the third-largest market in terms of the number of consumers and the fifthlargest in terms of total spending within the region,” he added. As the 2nd largest ASEAN investor in Vietnam, Malaysia has a good foothold in Vietnam, and is able to provide advice and guidance to potential investors. The delegates then witnessed an MOU signing between MRCA and the Vietnam Franchise Network, followed by the Youth Achievement Records Presentation witnessed by Chairwoman of VFLN, Nguyen Tuan Quynh, Vice -Chairman of VFLN and Dato’ Vincent Choo. Later the delegates visited the exhibition

BUSTLING CITY Next on the agenda was a visit to the Crescent Mall on District 7. This is one of the largest and busiest commercial centres in the Eastern region of the city. The mall is proudly one of the first international standard shopping complex in the country. After a warm welcome and presentation by the Crescent Mall’s team, the group was led on a tour of the large mall, which offers approximately 45,000sq m of retail space. Day 2 kicked off with corporate visits to The Global City (TGC) Sales Gallery and Grand Marina, Saigon. This was followed by a presentation by Masterise Homes, TGC Deputy Head of Sales Shirley Ng and Leasing Projects for Retail Business, Sales Director of International Business Jerry Kwong After lunch at the Le Thanh Ton, Michelin Bib Gourmand Guide, the group then made their way for an official visit to the Investment and Trade Promotion Centre (ITPC). This government agency facilitates investments and trade, with the mission to promote the growth of the city’s enterprises and Malaysia Retailer Vol 11 No 2
foreign investors. With a network of over 20 international BSO partners, the ITPC offers their services to help enterprises export, develop business capabilities, find overseas partners, enter new markets and to help foreign investors develop their projects in Vietnam. Those present heard two impactful speeches delivered by Vincent and ITPC Deputy Director – The Professional Divisions, Cao Thi Phi Van. This was followed by a Q&A session. The group was then whisked away to the Club Royale for an informative briefing by Malaysia External Trade Development
Corporation Trade Commissioner to Vietnam Rosmizah Mat Jusoh. This was followed by a fruitful networking session between MRCA and the Malaysian Business Chamber in Vietnam. Dato’ Theng Bee Han, President of Malaysia Business gave his insights and valuable advice of doing business in Vietnam.
MALL VISITS The next day saw the team making two important corporate visits. Keppel Land Vietnam in Saigon Centre is a subsidiary of Singaporean company Keppel Corp. The visit included a tour of the Saigon Centre mall.

Keppel Corp is geographically diversified in Asia, with China, Singapore and Vietnam as its key markets, while it continues to scale up in other markets such as India and Indonesia. In Vietnam, the company owns residentials projects, shopping malls including Saigon Centre, Estella Place, commercial towers as well as hotels. Keppel Land was represented by Takashi Yamaguchi, who received the Malaysian delegation. The delegation then visited Vincom Retail, a premier operator of shopping malls, which owns four distinct brands, namely Vincom Center, Vincom Mega Mall, Vincom
Plaza, and Vincom+. Since the opening of its first shopping mall in 2004, Vincom Retail has become the largest owner of retail space in Vietnam. The Vincom Retail team headed by Nguyen Viet Dung offered the Malaysians a warm welcome and a site tour. He also gave a very comprehensive presentation of the group to the delegation . Overall, the trade mission accomplished all it had set out to do. Although hectic, the trip was productive and informative based on the number of visits and networking sessions on the itinerary. ■ Malaysia Retailer Vol 11 No 2

CEO Get-Together Exploring the power of technology and innovation with Fusionex.
he CEO Get-Together session held at Fusionex’s office in Petaling Jaya, proved to be an insightful experience. Lim Ben Jie, Organising Chairman, welcomed the delegates and thanked them for taking the time to join this session. “As leaders of our communities and organisations we have responsibilities that are bigger than us, however let’s be reminded to put ourselves first especially when opportunities to learn, grow and network exist,” Ben Jie reminded the attendees. In addressing the attendees, Dato’ Sharan, President of MRCA said that the CEO Get Together sessions are inspiring and that he always takes the opportunity to attend these sessions as there is so much to learn. He welcomes the attendees and thanked them for their presence while acknowledging that there are many new faces among the CEOs present. Dato’

Sharan also thanked Dato’ Seri Ivan Teh, Group CEO of Fusionex and his team for being strong supporters of MRCA over the years. In delivering his presentation and stressing how important sharing sessions are, Dato’ Seri Ivan said, “Travelling throughout the world and going to different countries always gives us the opportunities to learn the good things and learn from the experiences of other countries as well.” He expounded on the transformation of the world from the first to the fourth industrial revolutions, and how these changes have impacted the world. Dato’ Seri Ivan highlighted that today, digitalisation, the internet of things, the cyberworld, e-commerce, social media, AI, electric vehicles, and robotics among others, have come together to form a nexus of forces which cannot be avoided. He pointed out that amidst many crisis, Malaysians have survived and are
resilient. Dato’ Seri Ivan shared about his experience in Dubai and the desert-nation’s transformation into a thriving oasis despite the scarcity of water and other resources. The moral of his sharing was that “tough times, create tough people” and “tough people create fantastic things”. Jacob Isaac, Group Managing Director of Fusionex, expounded on the company’s achievements and track record over the years, which has earned the company several global awards. He added that the Fusionex is focused on big data analytics, data security, machine learning and AI revolving around retail, e-Commerce, trade facilitation, e-payments and hospitality, among others. Apart from Malaysia, Fusionex has a footprint in 18 countries across the world serving the USA, Europe, Australia, New Zealand and China, with 1,500 employees globally. The session also featured a presentation on Inspiring Sustainable

Members’ Meeting September 2023
he Members’ Meeting for September 2023 was held at Signature Flagship Store in Kota Damansara. The session commenced with welcome remarks by the Secretary-General, Stan Singh, who expressed his appreciation to members for taking the time out of their busy schedules to attend the meeting. Dato’ Sharan, President, also extended a warm welcome in his speech and encouraged members to be more active and take the opportunity to participate in upcoming MRCA events. He pointed out that MRCA has held various events, networking sessions and gatherings to help members

expand their business relationships and to create a thriving business community. Dato’ Sharan also thanked Signature Kitchen for hosting the event in September. This was followed by the SecretaryGeneral’s Report encompassing past events held by MRCA as well as membership updates. He reported that since the last members’ meeting in May 2023, MRCA has held 71 activities and events for its members. The SecretaryGeneral also revealed that MRCA’s membership continues to grow, and to-date has 566 members on its membership roll. Members such as BinaPavo and Signature Kitchen had the opportunity to deliver business
presentations and to enlighten the members on their business interests and offerings. Signature Kitchen gave an inspiring presentation on their business operations, journey over the years and plans to expand their presence in the local and regional markets. With a presence spanning 3 decades, Signature Kitchen which was once renowned only for its kitchen and wardrobe solutions, is currently recognised as a total home and living provider. Apart from kitchen and wardrobe solutions, the company also delivers design and built solutions. Currently, Signature Kitchen has 31 outlets in Malaysia and by the end of this year the company hopes to have 50 outlets.

The company also collaborates with other brands such as Baagus. During their presentation, BinaPavo encouraged MRCA members to capitalise on the training programmes lined up. MRCA Academy has entered a partnership with BinaPavo to deliver these highimpact programmes. The learning sessions are in line with MRCA Academy’s “Charting Excellence” theme. The members were reminded to continue to upskill themselves and their employees so that a centre of excellence can be established.
In ensuring this, MRCA Academy not only provides short courses but also professional certification to enhance the effectiveness of members’ organisations. Members were also urged to leverage on the HRDCorp learning provisions to prepare their businesses and employees for the rapid evolution of the market and business landscape. In planning and designing the learning programmes, the values indicated by the members have been incorporated, which include respect, continuous improvement,
life-long learning, nurturing together “members help members”, and innovation. The session culminated in a Memorandum of Understanding (MoU) signing ceremony between MRCA and BinaPavo in delivering impactful courses, programmes, workshops and masterclasses. The members’ meeting also comprised a special segment to celebrate the birthdays of members in September, with a cake-cutting ceremony. A Visit To Monin Asia ONIN Asia hosted MRCA members at its manufacturing plant in Rawang. All in, it was a fabulous session of exploring flavours and the unique heritage of the MONIN brand. ■

Sharing the Light of Hope with the Needy The MRCA’s charity arm has helped hundreds of people since its inception. The recent visit to Pertubuhan Kebajikan Ephratha Rawang Selangor for Deepavali brought cheer to the children. n 2010, the Malaysia Retail Chain Association under the leadership of Past President Dato’ Tay Sim Kim set up the MRCA Branding Education Charity Foundation in 2010 with the RM1 million fund raised. With the set-up of this foundation, the MRCA was keen to ease the burden of the less fortunate through visits and donations to charitable homes and the needy. One of foundation’s main objectives is to give back to the community, and in conjunction with the Deepavali celebration this year, the MRCA Branding Education Charity Foundation visited Pertubuhan Kebajikan Ephratha Rawang Selangor. Pertubuhan Kebajikan Ephratha Rawang Selangor is a social service organisation established in 2005. It shelters the homeless and serves the distressed, mainly children and the destitute. The donation handing over ceremony was attended by the MRCA Branding Education Charity Foundation Chairman Datuk Seri Nelson Kwok, MRCA Foundation Founder Chairman Dato’ Tay Sim Kim, Head of MRCA CSR Jordan Ng and MRCA Council Members. Recognising the Academic Efforts of Our Children The MRCA Encouragement Fund 2022 celebrates the academic achievements of 23 top students who sat for the SPM, STPM and UCE examinations.
he MRCA Encouragement Fund 2022 held a cheque presentation ceremony on November 29 at the MRCA office. The annual event recognised the academic achievements of MRCA members’ children. The event saw the attendance of the students, as well as their parents and MRCA committee members for the ceremony. MRCA Secretary-General Stan Singh said it was a great pleasure and honour to welcome the guests to the event. The initiative was an opportunity to encourage students to reach their goals. It was also a way to use the funds effectively, he said. MRCA Branding Education Charity Foundation Chairman Datuk Seri Nelson Kwok said it gave him great pleasure to recognise the outstanding achievements of students of MRCA members. “Although the money is not much, we want to recognise your effort in getting good results, and we hope that you will perform better in your future undertakings. I am sure this small fund will benefit you in some ways,” he said. Nelson also said he hopes more students will apply for the Encouragement Fund, and that MRCA members will continue to support the fund. He also paid tribute to parents, particularly mothers, who must have given attention to their children’s education resulting in the good results of the students. ■

Purchase of Tangible Fixed Assets Any plans to purchase tangible fixed assets for business use is to be made before the year-end, so that the company can enjoy the FULL year of capital allowance claim in the Year of Assessment 2023. 2. Estimated Tax Submission CP204 To forecast corporate tax for Year of Assessment 2023 and to voluntarily make higher CP204 tax payments if forecasted tax estimate will be higher than the submitted tax estimate CP204. This can be used as a basis to appeal against any underestimation penalty at a later date.
3. Closing Inventories For companies with closing inventories, do consider carrying out a detailed review of the stock-inhand for any obsolete and slowmoving stocks in order to reduce tax profits to improve cash-flow. 4. Overdue Trade Receivables Check on long outstanding trade receivables (i.e., old trade debts) and ascertain if there is a need to write-off and/or take the necessary actions to recover them. 5. For YA 2024, please note there is additional revision allowed on the 11th month of the basis period. 7. e-Invoicing An e-Invoice is a digital representation of a transaction between a supplier and a buyer. e-Invoice replaces paper or electronic documents such as invoices, credit notes, and debit notes. An e-Invoice contains the same essential information as traditional document, for example, supplier’s and buyer’s details, item description, quantity, price excluding tax, tax, and total amount, which records transaction data for daily business operations. A Celebration of Culture, Cuisine, Entertainment The event gathered visitors from ASEAN member countries to promote cashless transaction, to celebrate the rich tapestry of our cultures and to honour the region’s high achieving young people. he ASEAN Festival Cashless Day Extravaganza was launched at LaLaport Bukit Bintang City Centre early December 2023. Paynet and Alipay+ Launches Cross Border Digital Payment The move allows travellers with Alipay+ supported e-wallets from eight Asian travel corridors to now enjoy seamless digital payments in Malaysia.
ayments Network Malaysia Sdn Bhd (PayNet) and Ant Group launched their crossborder digital payment collaboration early November to enable travellers from eight countries to use PayNet’s DuitNow QR in Malaysia, further boosting international tourism and trade among these countries. With this collaboration, travellers with Alipay+ supported wallets from Alipay (China), AlipayHK (Hong Kong SAR), HelloMoney by AUB (Philippines), Hipay (Mongolia), MPay (Macau SAR), Naver Pay (Japan), Toss Pay (South Korea) and TrueMoney (Thailand), can now enjoy the convenience of travelling cashless to Malaysia and make digital payments simply by scanning PayNet’s DuitNow QR at its network of over 1.8 million merchant touchpoints throughout the country. DuitNow QR is the National QR Standard operated by PayNet, which enables participating merchants to accept real-time payments from customers of participating banks and e-wallet in Malaysia, as well as in other connected countries with a single unified QR code. More Alipay+ payment partners are in the pipeline and will be progressively enabled in Malaysia. The reciprocal connection to enable DuitNow QR users in Malaysia to make payment at Alipay+ global merchants is expected to gradually be in place from 2024 onwards. Living Life To The Fullest Enliven Women drew participants from all walks of life to join in a day-long programme of exercise, mindfulness and inner transformation.
t was a Saturday well spent as 150 women gathered at Tropicana Golf and Country Club early November to invest in themselves. Each participant found the time and space to turn their focus inwards as they reflected, learned and worked out together. The event, called Enliven Women – organised by the founder of Yoga for Mums, Caleen Caseryn Chua – helped women discover their inner potential, build an empowering mindset and expand their identity and personal growth. The yoga and mindfulness coach said women need a strong and resilient mind to help them, especially mothers, face the hectic life of the modern world. “A strong mind, a positive attitude and calmness from within can help women manage the challenges and negative emotions

from life’s pressures,” said Caleen, who is also Adidas Malaysia’s yoga ambassador. Mothers, she said, are constantly overwhelmed with tasks and duties from all angles, be it from their careers or family life. life, mothers still carry much of the tasks and duties of managing the household and taking care of the children,” she stressed, adding that inner positive energy and tranquillity are skills that can be taught to help one navigate through life’s challenges. Regular sessions such as this not only aims to rejuvenate and realign

Enliven Women is an offshoot from Caleen’s Mind and Body Transformation Programme, launched three years ago as her personal pledge “to give back something positive to society”. The programme has trained more than 120 students, 95% of whom are mothers. Enliven Women highlighted the benefits of being grateful and mindful. It introduced exercises and workshops on gratitude and mindfulness. There was also a session on the Life Wheel and a sharing session featuring a powerhouse panel of presenters namely TV host, emcee, speaker and radio announcer Aisha Sinclair, Director and Group CEO of Nandos Malaysia and Singapore Mac Chung Lynn, Million Dollar Wealth Planner Kaka Lam and Co-founder of PolicyStreet, InsurTech Winnie Chua. The programme was a collaboration with Thrive Well. Every ticket sold for Enliven Women contributed to B40 women attending the event. Some 10 women received sponsored tickets to attend the event. The success of this event has prompted Caleen to plan for a
retreat for women next year. The event, Enliven Women Retreat on 2-3 March 2024, coincides with International Women’s Day. She has already created communities of over 200 women and believes that when women come together to support one another, it can have a positive impact on
families, and even communities. “I truly resonate with this famous quote by Helen Keller: Alone we can do so little, together we can do so much.
