President’s Message Dear Members, 2023 has been an incredible year for MRCA, with numerous successful activities and initiatives. We are thrilled to share that we have organized over 250 events in the past year, despite the challenging Dato’ Sharan Valiram business landscape. President 2022-2024 We are proud to Malaysia Retail have brought hope Chain Association and restoration to many of our members’ businesses. Although the pandemic has significantly impacted the retail industry, we have witnessed its evolution, particularly in terms of digitalisation. We have had the opportunity to collaborate with the government and other associations to move forward initiatives to benefit the retail industry. Our recent engagements include meetings with Mesyuarat Majlis Tindakan Sara Hidup Negara Bilangan 1 Tahun 2023, HRD Corp, the Minister of Transport Malaysia, and the International Women’s Federation of Commerce and Industry Malaysia. Additionally, through our Branding Education Charity Foundation, we have contributed to nation-building and supported various communities. Our recent visit to Pertubuhan Nur Hati and donation of RM20,000 to the organisation’s children during the Hari Raya Aidilfitri celebrations is a testament to our commitment to giving back.

Our Digitalisation and E-Commerce Pillar committee conducted a survey entitled “MRCA Retail Digital Transformation Survey 2023” to understand our members’ level of readiness in utilizing digital transformation and their appetite for digital transformation assistance. We also carried out the Malaysia Retail Sales Survey – 1st Quarter 2023 to assess the state of the retail industry and its impact on the overall economy in Malaysia. Once the data is gathered and analyzed, we will share the results. As a retail industry professional, you may already know that technological advancements have disrupted the fundamentals of many businesses. The shift to online shopping and mobile devices has forced brick-and-mortar stores to adapt by investing in new technologies and strategies such as omnichannel retailing and mobile commerce. Building strong relationships with customers is also crucial. In today’s hyperconnected world, consumers have access to more information than ever before and frequently share their experiences and opinions on social media. Therefore, delivering excellent customer service, along with offering high-quality products, is critical to retaining customers’ trust and loyalty. prominent manufacturer and supplier of derma skincare products, eBeauty is continuing to revolutionise skincare with its full range of professional salon care products. Reminiscing on the company’s entry into the Southeast Asian market, Dr Zhang Guo Shun and his wife Karen Qu Huan, founders of eBeauty Group, share about their foray into the business. Dr Zhang is a medical doctor practising general medicine majoring in Oral and Maxillofacial surgery; while Karen is a Swisscertified cosmetologist.

MAKING IN-ROADS INTO THE COSMETICS INDUSTRY Dr Zhang explains that Nature’s Lab Sdn Bhd is the first company that was established under the eBeauty Group in 1996 – a project and investment approved by MIDA (Malaysian Investment Development Authority). Subsequently, in the year 2000, eBeauty Group’s growth trajectory received a significant boost with the addition of Professor Dr. Qu Kui Zun, a highly esteemed Malaysia Retailer Vol 10 No 4

dermatologist from China, who joined the company as a consultant. As the company grew in prominence and stature, so did the leadership of eBeauty Group – in 2016, the husband-and-wife team welcomed their son onboard the company, Stanwin Zhang – a pharmaceutical graduate from the International Medical University in Kuala Lumpur. THE MAGIC OF TECHNOLOGY Manufacturing revolutionary skincare and personal care solutions is no easy task. Recognising that, eBeauty utilises advanced technology to ensure that its products are both effective and safe. “Our technology includes a special purification method to extract the best plant concentrates, cold-pressed oils to preserve nutrients, and we developed our own mild cleansing formula. We also use liposomes technology to deliver active ingredients deep into the skin for visible results, with a focus on quality and effectiveness,” says Dr Zhang. “Recently, we have incorporated artificial intelligence to enhance product efficiency, and to deliver personalised skincare solutions. We are also committed to using biotechnology to make our production methods more sustainable and environmentally friendly,” Stanwin elaborates further.

Despite the challenges in the market, coupled with the pandemic, eBeauty has remained customeroriented and continues to work closely with its clients to deliver outstanding products. This has enabled the company to maintain a loyal customer base. “We are always ready to produce the latest and best products, regardless of market fluctuations. As the market becomes increasingly unpredictable, we are now accepting small to large scale orders to cater to more customers who seek globalstandard products,” adds Karen.

FUTURE DIRECTION To a question on its future direction, Dr Zhang shares, “At eBeauty, we believe that beauty can be achieved safely and naturally. We adopt green and sustainable approach in our production line and we insist on using the finest quality natural ingredients, without any harsh chemicals in our products, offering worry-free solutions to both beauty entrepreneurs and their customers.” “We are really committed to providing world class high-quality products, delivered with zest, while also doing our part in Corporate Social Responsibility,” he adds. Dr Zhang reveals that the secret to keeping up with the high-intensity

and accelerating evolution of the cosmetics and beauty industry, is to maintain a combination of innovation, agility, and customercentricity. “Firstly, innovation is key to staying ahead of the curve in this industry. Secondly, agility is crucial in the fast-paced world of cosmetics and beauty, which means being able to pivot our business strategies and product offerings as needed, and being flexible enough to respond to unexpected challenges and opportunities. Finally, we must listen to our customers, understand their needs and preferences, and create products and experiences that exceed their expectations,” he continues.

BRAND NEW PREMISES In line with its expansion, eBeauty is constructing a new manufacturing facility in Bandar Kinrara. The project is near-completion and will be ready for occupation by early 2024. Providing a glimpse into the new factory premises, Dr Zhang shares, “Our new factory is designed with sustainability in mind, and features rainwater collection and solar panels to reduce our environmental impact. Additionally, we are increasing our production line capacity by three times, from its current capacity,

The new factory features AI technology in its production processes – the first of its kind in Malaysia, demonstrating eBeauty’s commitment towards innovation while staying ahead of the competition in the industry. “Furthermore, we are committed to following ESG and cGMP principles, which means we prioritize environmental, social, and governance factors in our business decisions. We recognise the importance of sustainable and responsible practices and strive to integrate them into our operations,” Karen highlights.

Beefing Up The Nation’s Economy

udget 2023 was tabled in Parliament on 24 February 2023, with the theme “Developing Malaysia Madani” Budget 2023 which focuses on 12 main initiatives based on three objectives, namely; 1. Driving an inclusive and sustainable economy, 2. Institutional reform and governance to restore confidence; and 3. Social justice to reduce the imbalance Budget 2023 involves an allocation of RM388.1 billion, with RM289.1 billion for operating

expenditure and RM99 billion for development expenditure, including RM2 billion in contingency savings. Records are broken yet again with the RM388.1 billion Madani Budget (surpassing even last year’s un-tabled record-breaking budget of RM372.3 billion) being earmarked for operating expenses (74.5%) and development expenses (25.5%). On the other hand, global economic growth is expected to slow down to 2.9%. The government is buoyant that Malaysia will achieve a GDP of 4.5% for 2023, while the fiscal deficit is projected at 5% of GDP (2022: 5.8%). A decline in the

2023 government revenue to RM291 billion (2022: RM294 billion) is expected due to the lower crude oil prices. Nonetheless, the government is optimistic about achieving a record tax revenue collection of RM218.3 billion (2022: RM208.8 billion). It is comforting to note that the government is in touch with the current and real hardship faced by the Rakyat and has no plans to reintroduce a consumption tax. However, in the effort to achieve sustainability, it is proposed that a luxury goods tax and a capital gains tax to be introduced upon further deliberation. Malaysia Retailer Vol 10 No 4

The M40 group can now rejoice as they are set to enjoy a reduction of their personal income tax rate by 2%, while the T20 group will be contributing more with an increase in their personal income tax rate by 0.5%–2% as part of the MADANI key drivers under Care and Compassion (Ihsan), where the vulnerable groups are supported. The plight of local businesses is not forgotten either, with a proposed reduction in the tax rate for micro, small, and medium enterprises (MSME) from 17% to 15%. The income tax rate is to be reduced from 17% to 15% for the first RM150,000 of chargeable income from YA 2023 for resident companies with paid up capital of RM2.5 million and below (or limited liability partnerships resident in Malaysia that have a total contribution of capital of RM2.5 million or less) and annual sales turnover not exceeding RM50 million. Stamp duty exemption is applicable to instruments of transfer and loan agreements for the purchase of a first residential property with a value of RM500,000 or less. On the contrary, stamp duty exemption has increased from 50% to 75% for a first residential property with a value greater than RM500,000 to RM1 million. Stamp duty on transfers of property by way of love and affection is fully exempt for the first RM1 million of the property’s value and 50% on the remaining balance of the property’s value, which applies to instruments of transfer of property by way of love and affection executed from 1 April 2023, and the recipient of the property must be a Malaysian citizen. Not only that, to ensure healthy citizens and better healthcare, the government provides additional tax relief for the medical bills up to RM10,000 compared to last year, 2022 which was only pegged at RM8,000 as well as, cost for recovery for neurodevelopmental disorders such as autism, down syndrome, and specific learning disabilities capped at RM4,000. In an initiative by the government to encourage better financial planning for those aged 40 to 54 with less than RM10,000 in their EPF account 1, the government is willing to contribute RM500 for a peaceful retirement. Even those with PTPTN loans who earn RM1,800 and less need not worry as the government has given a six months moratorium for repayments. Besides that, all PTPTN loan holders are eligible for a 20% discount on PTPTN loan repayments for three months starting from 1 March 2023.

of RM150,001 to RM600,000 is still taxed at 17%; excess income is taxed at the current rate of 24%. This signals the government’s commitment to achieving prosperity under the MADANI principle. To appreciate local products, from 1 January 2023 until 31 December 2025, hoteliers will receive a special tax deduction of up to RM150,000 on the purchase of qualified Malaysian-made handicraft products from local handicraft entrepreneurs registered with Perbadanan Kemajuan Kraftangan Malaysia. For tax payers who have not

declared their taxes, they may use this golden opportunity to come forward and voluntarily disclose any unreported taxes or duties, as a Special Voluntary Disclosure Programme (SVDP) has also been reintroduced by the Inland Revenue Board (IRB) and the Royal Malaysian Customs Department that grants a 100% waiver of penalty for voluntary disclosure made from 1 June 2023 to 31 May 2024. The special flat tax rate of 15% for non-Malaysian individuals holding C-suite positions in electrical and electronics companies relocating their operations to

Malaysia, will be extended to the year 2024. The government proposes tax cuts for contributions to the Community Film and National Film Development Funds under FINAS. In addition, import duty and sales tax exemptions on studio and filming production equipment are available to providers of studio equipment, production, and post production services for a period of three years. The government has taken incentives to protect the welfare of national athletes, providing a fund of RM5 million to the National Athlete Welfare Foundation (YAKEB) starting in the year 2023. At the same time, the government has also proposed a tax deduction for employers who hire former national athletes. The Unity Government is sensitive to women’s needs, especially those who have to stop working after their maternity leave to look after their children because the cost of childcare is high. The government is proposing to extend the tax relief for childcare centre fees. With this extension, employers are also encouraged to utilise the existing tax incentive on the cost of providing childcare centres in offices. In line with the 12th Malaysia Plan to transform Malaysia into a key player in the aerospace industry, it is proposed that the tax incentive be extended for a period of 3 years. Existing income tax exemptions and investment tax allowances for the

aerospace industry are extended to 31 December 2025. Existing tax breaks for shipbuilding and ship repairing are extended until 31 December 2027. The government proposes extending the Green Investment Tax Allowance (GITA) and Green Income Tax Exemption (GITE) incentives until 31 December 2025. Prisoners also deserve a new lease on life. To ensure their successful reintegration into society, prisoners will continue to receive adequate training through the Skill for Inmate Programme. Employers are also encouraged to employ ex-prisoners, including former residents of the Henry Gurney School and JKM protection and rehabilitation institutions, and are eligible for additional tax deductions. This is effective from YA 2023 until YA 2025.

OTHERS In line with international best practices, the government will study the introduction of a capital gains tax for the disposal of unlisted shares by companies beginning in 2024 at a lower rate.

INDIRECT TAXES The government is taking a more progressive approach to broadening the tax base to those with means. In this way, the government can increase the revenue from taxes for better development. A new tax called “Luxury Goods Tax” is to be introduced in 2023 on

luxury goods of a certain value and/ or type, for example, luxury watches and fashion items. It is a form of progressive tax on high-value goods that aims to widen the tax base by primarily targeting high-income earners. Hence, this tax should impact the wealthy, as opposed to the vast majority of the population. Further details, including the mechanism and effective date, have yet to be announced. An excise duty will be imposed on nicotine-containing gel or liquid products used for electronic cigarettes and vaping, with 50% of the proceeds going to the Ministry of Health (MOH) to improve the quality of healthcare services.

MRCA Members Meeting May 2023 RCA hosted its Members Meeting for the month of May 2023 at PJLA Theatre at Jaya One in Petaling Jaya. Dato’ Sharan Valiram, President, warmly welcomed the members to the session. The session featured the Secretary-General’s Report followed by important announcements. During the meeting, membership updates were provided, with Ordinary members recording 277, Associate members recording 251 and 19 Affiliate members. There were also business presentations by several members before a sharing session was held. Between February 2023 and May 2023, MRCA hosted 8 events and activities, 21 meetings and dialogues with government ministries and agencies, 11 meetings and activities with NGOs, 13 networking events, and 2 charitable activities – recording a grand total of 55 activities for this period. Tiara Teh, Head of Asset Management, Jaya One Management Sdn Bhd shared about the company’s offerings and the advantages of its venue and facilities. Jaya One hosted the MRCA Members’ Meeting for the month of May 2023. Nur Asrul gave the members six valuable tips which include ignoring calls from unknown numbers, ending the call if it is not relevant to you, inform friends or family members of scam calls received, do not give personal

information to any party, check with the relevant agency or department, and that authorities do not conduct investigations by phone calls. He urged the members to always be vigilant and careful, especially with personal data or information. Supt. Nur Asrul also highlighted the Commercial Crimes social media page and e-Book as well as the National Scam Response Centre’s (NRSC) hotline at 997. During the session, a birthday celebration was held for members with birthdays in the month of May. RCA Youth organised a visit to the prestigious and renowned Royal Selangor in Setapak, Kuala Lumpur. The visit gave members the opportunity to learn about Royal Selangor’s unique offerings, its 138-year history and the company’s journey to become a global brand. Chen Tien Yue, Executive Director of Royal Selangor and the 4th generation member of the founding family, was at hand to welcome the guests and share some insights on this historic enterprise. Sunway Malls Q1 2023 Sales Performance Outperforms Q1 2022 espite inflationary headwinds and absence of EPF withdrawals, Sunway Malls sales performance beat expectations and registered 19% growth for Q1 2023 year-on-year on the back of a stronger festive quarter and healthy demand for out-of-home dining. The mall group operator with seven physical malls and one digital mall saw its sale performance came in above expectations with sales growth at 12% in January, 25% in February and 22% in March respectively. Commenting on the performance, HC Chan, CEO of Sunway Malls & Theme Parks said “Certainly, Sunway Malls is off to a good start with a strong Q1 providing a strong footing for the remaining quarters. And this is achieved without the liquidity infusion from EPF easing.” For the record, the retail industry had benefitted from the RM150 billion EPF withdrawals over the last two years which provided stimulus to the industry. “Certainly, this large scale liquidity which was bigger than the individual GDP of 100 countries and once-in-a-lifetime booster was unprecedented. It is unlikely to be repeated,” added Chan. For the mentioned quarter, Sunway Malls’ 19% sales growth y-o-y was largely driven by high growth from the travel related, entertainment, fashion, beauty, F&B, health & personal care categories. As international borders opened up, pent-up demand and an uptick in travel saw the travel related category grow the highest at 178% among Sunway Malls’ retail categories.

Large blockbusters, more movie releases and healthy demand for leisure pushed entertainment up by 52%. The beauty as well as health & personal care categories saw an improvement of 21% respectively while fashion category registered 24% up from a year ago. Within the fashion category, better than expected performance by men fashion saw a growth of 94%. Footwear also performed well with a growth rate of 34%. Other commendable growths were unisex fashion at 27%, bags at 26%, children’s wear at 25% and ladies fashion at 24%. The performance was largely attributed to strong festive buying. Similarly, in the F&B category, demand for out-of-home dining and premium dining accelerated growth for family dining with an uptick of 40% while casual dining came in with 20% growth. “There has been a breakthrough as F&B category now emerges as one of the Top 20 sales categories in

Sunway Malls, which was previously dominated by non-F&B categories,” shared Chan. This is in tandem with the growing dominance of F&B categories in recent times whereby it occupied 25%-30% of the total net lettable area. This trend is expected to move further heading to 35%40% in the near future. In line with the growing importance of F&B, Sunway Malls has in its pipeline as well in its current portfolio a host of F&B casual dining & family dining brands that include Pokok, Serai, Tujoh, Ah Yum by Kampong Kravers, Me’nate Steak House and others to cater to the increased demand. The mall group operator takes cognizance several key headwind themes prevailing – inflationary pressure, labour market shortage, global supply chain disruption, interest rate and tariff hikes, climate change, amongst many others which continue to drive business costs up and weigh heavily on margin and profitability for the remaining of the year. However, it remains optimistic given its proven track record, strong branding and network of retail partners. In spite of the current and future headwinds, Sunway Malls continues its expansion mode with development of more retail space. The mall group will undergo 800,000 sq ft retail space AEI (Asset Enhancement Initiative) exercise in Sunway Pyramid and Sunway Carnival. Orbituary MADAM TEOH TAI CHOO MRCA is deeply saddened by the news of the passing of Dato’ Eddie Choon’s beloved mother, Madam Teoh Tai Choo. Aged 94, Madam Teoh passed away peacefully on 5 April 2023. Funeral services were held at Nirvana 2 followed by the burial ceremony at Fairy Park in Klang. MRCA expresses its heartfelt condolences to Dato’ Eddie and family.
