It is with great pleasure and excitement that I address you in this issue of the magazine that will be released to coincide with the WCIT I IDECS 2023. This year’s event is significant as it follows the resounding success of WCIT Penang in the previous year. The fact that we are hosting another world-class event so soon after the last speaks volumes about Malaysia’s prowess in organising and hosting international gatherings, and it underscores our country’s efforts to become a global digital hub. WCIT I IDECS 2023 promises to be an unforgettable experience, a convergence of brilliant minds and technological innovations that will chart the course for our digital future. It serves as a testament to our commitment to fostering innovation, embracing digital transformation and creating a vibrant ecosystem for technology and businesses. As we welcome delegates from around the world, I am confident that this event will not only showcase Malaysia’s capabilities but also provide invaluable insights and opportunities for our tech industry. In recent months, PIKOM has been actively engaged in various initiatives that have further solidified our position as a leading force in the tech landscape. The inaugural PIKOM CIO Conference 2023 was a remarkable event, bringing together CIOs and tech leaders to discuss the latest trends and challenges in the industry. Our commitment to recognising innovators and leaders was evident through the PIKOM Unicorn Tech Awards, an initiative that celebrated groundbreaking achievements in our field. These endeavors have been instrumental in fostering collaboration, sharing knowledge and driving innovation within the tech community. Another notable event on our calendar was the ASOCIO Smart City Summit held in Taiwan from August 20 to 23. It provided a platform for us to exchange ideas and best practices with our international counterparts on smart cities. Such collaborations are essential as we continue to strive for excellence and innovation in building the cities of the future.

In closing, I would like to say that the past year has been a testing period, but it has also showcased our resilience and adaptability. NO MORE HEADACHES AS HOSPITALS GO FULLY DIGITAL Some may disagree but revolutionising the healthcare industry starts at the dusty backend with the rows of cabinets, heaps of papers and stacks of flimsy X-ray files. Going digital enhances healthcare processes and leads to improved overall patient care, Origin Integrated Studios CEO Kenneth Kee tells RACHAEL PHILIP.

ore and more private healthcare facilities are going paperless and this transition is definitely healthier for all stakeholders, including the environment. “Digitalisation in the healthcare industry saves space, it is secure, it reduces mistakes and the time spent on routine tasks. It redirects time and energy to patient care. It’s a win-win for the environment and the healthcare industry,” said Origin Integrated Studios CEO Kenneth Kee. OIS is making a name for itself in the industry with its three core solutions, namely Electronic Medical Record (EMR), Hospital Information System (HIS), and newly-launched Mobile Health Applications (MHA). With these forward-thinking solutions coupled with a concern for the environment, the eightyear-old company today dominates the market with over 40 clientele, a majority of them are hospitals in Malaysia and a small but fastgrowing segment are healthcare facilities in the region particularly in Indonesia.

DIGITAL SOLUTIONS On his solutions, Kenneth explains that EMR digitally stores patient information such as their medical history, diagnoses, treatments, medications and test results. HIS handles other aspects of the hospital, like registration, inventory, procurement and more. MHA has three applications, namely DoctorApp, NursingApp and PatientApp. It tracks data outside of the hospital and brings it back in. “These solutions allow for all the information to be gathered in one place without anything getting lost. Also, we’ve partnered with various vendors and integrated their systems, from financial and HR systems to medical equipment and laboratory systems, using an HL7 integration tool as a bridge,” he said. In the complex field of healthcare services, embracing new solutions and changes can sometimes be tricky but Kenneth assures that OIS makes the transitioning stage hassle free for all stakeholders. Besides the hardware and software, his team of experts are on-call in person and virtually for support. “Our applications are browser based. We use Java and we don’t

rely on proprietary tools that may go obsolete. We are developers not implementors,” he said, stressing that these digital solutions are interoperable and comprehensive local programs that work well in Malaysia hospital context and expandable to the global market. OIS’ edge is in its willingness to listen to its clients and to customise processes for them. If it is something that is good for the industry, OIS will adopt it and configure it for its other clients. In this way, their products are constantly growing. “Some 80-90% of our core functionalities meet the requirement of the next hospital. What remains is just tweaking of digital forms and customising enhancements for our clients. “Besides catering to a multidiscipline hospital, we also can work with specialists’ centres such as oncology, cardio, women’s and children set up,” he added. One critical factor to consider when designing user-friendly and efficient digital platforms for healthcare professionals is to ensure that it is compatible with all kinds of devices and different

screen sizes with the support of handwriting input using stylus pen. “By meticulously testing and optimising our platform, we guarantee seamless functionality and visual coherence,” he explained.

NICHE JOB Kenneth’s career in the tech industry started 25 years ago. Working for a renowned local tech company, he was involved in the digitisation of data and documents for healthcare companies. The work involved scanning and retrieval solutions to converting paper-based documents into digital formats. This makes it easier to store, manage and access the documents.

Soon, the work advanced into digitalisation where systems or processes were developed that allowed users to enter information directly onto digital forms. The creation of the EMR platform streamlined the work doctors, consultants and nurses did, allowing them to access, update and share patient information seamlessly. “Everything was now just a few clicks away! This made the process smoother and also ensured that information was readily available at their fingertips while maintaining security and efficiency in data sharing among the stakeholders in the healthcare industry,” Kenneth explained.

With his long experience in selling document management solutions and due to a restructuring of the company, he ventured out with a team of eight developers, and took on the niche but colossal task of digitising the healthcare industry.

INDUSTRY PEOPLE Kenneth is driven by the opportunity to enhance workflow in the healthcare setting, to lessen errors that can occur when information is manually entered and to reduce the use of paper which is not sustainable in the long-run. “One of the challenges we frequently encounter is staying on


EMPOWERING THE HEALTHCARE SECTOR The days of carrying files or paper of any sort and walking from one counter to another at health facilities, and staff overloaded by heavy paperwork and manual processes, are coming to an end – at private hospitals, at least – thanks to digitising and connected technology. “Digital integration has made things convenient by connecting medical devices in various departments such as the laboratory and the radiology departments, as well as vital signs monitor,” said Origin Integrated Studios CEO Kenneth Kee. “Now we don’t have to waste time manually entering test results and vital signs figures. The system automatically takes care of it for us! We can have graphs, charts and data pop up in our EMR system and for reporting, KPI tracking and management dashboard without any effort,” he said. “Together with its digital forms technology with this integration has made our work much easier and faster. It reduces time and manpower whereby now they can focus more on patient care instead mundane work.”

Besides developers and programmers, OIS hires industry people such as consultants, nurses, bio-medical specialists, integrator specialists and medical equipment experts who have a unique understanding of the ecosystem of a hospital. Their expertise is sought from the beginning in order to come up with the best solutions. “We are a relatively small set up with less than 60 staff including three each in Indonesia and Penang. We are a somewhat traditional company growing gradually and organically.”

FULL TRANSITION From the pushing of paper and reports from one desk to another to

a transformation which promotes a smoother workflow process using digital strategies and solutions, the impact of digitalising on the healthcare industry has been prodigious. Kenneth said that there are efforts to totally eliminate physical paperwork and transition towards a fully digital hospital environment, where traditional paper-based medical records are no longer stored. “By implementing these measures, significant reductions in paper use can be achieved, leading to tangible benefits such as decreased deforestation and a substantial decrease in the carbon footprint associated with paper production and disposal. “This shift towards a paperless system aligns with sustainability initiatives and underscores the healthcare industry’s commitment to environmental stewardship.

ROLE OF AI Emerging technologies such as artificial technologies, meanwhile, will play a major role in the future of the healthcare industry. “AI offers significant benefits

LOOKING FORWARD Kenneth foresees significant emphasis on analytics-driven approaches to enhance healthcare outcomes. Besides accessibility and sharing of medical records among healthcare providers, the industry – sitting on a landmine of data – is looking to collect, synthesize and analyse these data either remotely or in real time. “AI can spot patterns and give useful insights to aid in early detection of disease. It’s all about improving healthcare and catching diagnoses earlier so that people can get treatment sooner. It’s really cool how they’re using data to make a difference in patient care. And for this reason, with AI as the catalyst, OIS is ready to serve the community to make a difference. “The industry is moving towards patient-centric apps and systems that can be used in the public domain. These apps are connected to the hospitals and also to insurance companies,” he said, adding that OIS will be ready to launch its apps for patients by mid-2024. such as streamlining keyword searches, eliminating duplicate information, enhancing data accuracy and reducing redundancy. “AI-driven diagnostic systems can help doctors make better diagnoses by cross-checking symptoms. By harnessing the power of AI, healthcare providers can optimise workflows, improve efficiency, and ultimately enhance patient outcomes. “It is a must-have technology for future application especially in the healthcare industry. OIS is working closely with some AI technology provider and evaluating some freely available in the market.” ◆

PIKOM UNICORN TECH AWARDS 2023 The PIKOM Unicorn Tech Awards was a glamourous event recognising innovators, pioneers and tech-driven men, women and even school children who contributed to the development of the industry, their businesses and society.

IKOM continues to recognise excellence in innovation and outstanding contributions to the development of the technology industry in Malaysia. At the annual PIKOM Unicorn Tech Awards Night held on July 27, 2023 in Kuala Lumpur, both tech personalities and organisations were cheered as they went on stage to collect their trophies. The event was graced by YB Teo Nie Ching, Deputy Minister of Communications and Digital. There were close to 1,000 industry representatives present. In his welcoming remark, PIKOM Chairman Ong Chin Seong, congratulated all the award

recipients and highlighted PIKOM’s commitment to continuously strive to be the voice of the industry. “Be it for policy and regulatory change, addressing the issues that can impact the digital economy, talent gap, industry pain points, business growth, ESG and other issues pertinent to the industry. We work with various ministries and agencies as well as other players in the ecosystem to benefit our members, the industry and the country,” he stated. During her opening speech, YB Teo called out to the players in the tech industry to come together to advance the awareness on cybersecurity, and to strengthen their

approach towards data protection. “This is critical as we foresee Malaysia becoming a digital hub of Asia but more importantly, we must protect the rakyat from more losses resulting from future cyber-attacks,” she said.

FIRST CIO CONFERENCE A SUCCESS, SETS TONE FOR FUTURE EVENTS The inaugural PIKOM CIO Conference held in May this year zoomed in on the relevant topic of ESG – that it is not solely the domain of the large and listed companies but the business of every business. Participants went home with a clear plan for their company’s overall performance.

SG may be the current corporate buzzword but the super heroes of the day can be found in the IT sphere where buzzwords become action plans. At the inaugural PIKOM CIO Conference 2023, or PCC 2023, tech industry experts and leaders gathered, listened and networked with other professionals on what needs to be done with regards to ESG. Themed Elevating ESG with IT: Driving Sustainability and Responsibility in the Digital Age, the full-day conference held at Pullman KLCC saw five keynote speakers and 206 delegates, made up of CIOs,

CISOs, CXOs, those in government, education and the media.

COMMITMENT In his speech, PIKOM Chairman Ong Chin Seong praised the committee for tackling ESG in its inaugural conference. “ESG factors have become increasingly important in the business world with investors, stakeholders and customers demanding more transparency and accountability from companies on how they operate and impact the environment and society,” he said. This makes the adoption of sustainable practices a critical

element of a company’s longterm success, and no longer a consideration only for public-listed companies. With the rapid transformation in the tech world, Ong explained that new digital tools and platforms are emerging every day, transforming the way we live, work and communicate. “These innovations present us with unprecedented opportunities to leverage technology to achieve our sustainability goals, Ong said, adding that he was confident the discussions during the conference will provide all participants with valuable insights and ideas on how technology can be used to drive sustainability.


ACTION PLAN Organising Chair for the conference Ngoh Chee Hung extended a warm welcome to all present. He said the objective of the event was to bring CIOs together to discuss and share current issues pertinent to all businesses. One such issue was ESG adoption. He said with ESG becoming increasingly important in today’s business world, IT can play a key role in ESG implementation and acceptance. “IT can help businesses reduce their environmental impact, improve their social impact and strengthen their governance.” As examples, he said IT can help businesses to reduce their energy consumption by using more efficient IT equipment and by deploying cloud computing. It can also reduce wastes by using more sustainable materials and by recycling more of their wastes. Companies can also improve their social impact by providing employees with more flexible work arrangements

by supporting diversity and inclusion initiative and by giving back to the community. Finally, companies can strengthen their governance by implementing robust risk management processes by ensuring data security and by complying with environmental and social regulations. “IT can help businesses to become more sustainable, inclusive and responsible,” he said. “We must adopt sustainable practices in our digital consumption, promote responsible digital citizenship and ensure that our use of technology is guided by ethical principles and values.” He ended his speech urging all present to work together to build a better and more sustainable future for all.

INSIGHTFUL SESSIONS The morning’s event proceeded with keynote speakers making their presentations. Among them were Global Cloud Business Sangfor Chief Technology Officer Nicholas Tay, Dell Technologies Systems Engineering Presales Lead Terence Kumar, Edgenta NXT Chief Product Officer Alwyn Chan, Complete Human Network CTO Vilakshan Jakhu and OpenText Cybersecurity Director of Product Solution APJ Eugene Teh. Post-lunch, saw a stimulating panel discussion dissecting the topic of Introduction of ESG, Frameworks, the Current State of Adoption in Malaysia and the Region, and the Possible Direction and Support from the Government. The moderator for this session was ESG Association of Malaysia

Secretary General and Ficus Capital Co-founder and Adjunct Prof Rina Neoh. Among the esteemed panelists were Sunway University School of Biological Science Associate Professor and Head of the Jeffrey Sachs Centre Assoc Prof Dr Chen Jit Ern, Acer Malaysia GM for Sales, Product and Marketing WH Chan and Matrade Sustainability Lead and Director S Jai Shankar. Panel Session 2 dived deep into the topic of Use Case Sharing – What has been Done, What are the Challenges, Where to Start, What can be Ignored or Pushed to Later, Experiences and Such. The moderator for this session was Flextronics Technology (Penang) Sdn Bhd VP IT Dato Lee See Nee. The distinguished panelists for this session were none other than Hartalega Holdings Bhd GM IT Lawrence Leang, Sunway University Director of Education Studies, UN Sustainable Development Solutions Network Karen Chand, Mydin Holdings Director of IT, Digital, HR and LPS Malik Murad Ali and Arus Oil CEO Syazwan Majid. Closing remarks were made by PIKOM CIO Chapter Chairman Malik Murad Ali who, in thanking the attendees for their participation, stressed that technology is key for successful sustainability practices. The event closed with a lucky draw session and the much-anticipated PCC 2023 Networking Session. ◆

PIKOM PROVIDES FEEDBACK ON PDPA UPDATES AND AMENDMENTS A fruitful lunch meeting in July 2023 saw a small group of tech people – PIKOM members, lawyers, academia and the media – brainstorming and collating reaction and comments on the proposed amendments to the PDPA 2010.

I

n January this year, Communications and Digital Minister Fahmi Fadzil said the Personal Data Protection Department (JPDP) is looking at several improvements to the amendments of the Personal Data Protection Act 2010 (PDPA) before extending it to the AttorneyGeneral’s Chambers. These amendments were prepared by the previous government. Fahmi said he expects the amendments to be tabled by Parliament by year end. There has been reports that said the Act could be reviewed and amended by 2025. Stakeholders feel an amendment to the Act is timely, as it will help the country align its data protection law with international standards, in particular the European Union’s General Data Protection Regulation (GDPR). The GDPR is applied to companies offering goods or services to consumers in the EU and European Economic Area.

CHAMPIONING THE NEEDS OF THE INDUSTRY In February 2020, JPDP issued a paper called the Public Consultation Paper No 01/2020 on Review of the PDPA.

These are the five “pillars” PIKOM is reviewing upon which updates will likely be made on the proposed amendments: 1. The Right to Data Portability 2. Imposing Certain Obligations on Data Processors 3. Data Protection Officer 4. Outbound Data Transfer 5. Data Breach Notification

Here, 22 general ideas within the PDPA were proposed to be amended together with notes explaining the proposed amendments. Public feedback was sought. PIKOM, as the voice of the tech industry, has engaged with JDPD and provided inputs for more than a decade to ensure a balanced and pragmatic implementation of the law. “It has come to PIKOM’s attention that [the ministry] and JDPD are working on an update to PDPA,” PIKOM said in a statement. “In the same spirit of championing the needs of the tech industry through partnership and collaboration with the government, we would like to take this opportunity to re-open engagements to provide inputs on these proposed updates.”

PIKOM has also proposed for additional inputs which are not within the Public Consultation Paper No. 01/2020 to be considered. They are: 1. The PDPA should be applied to Federal Government, State Government and entities conducting non-commercial activity 2. The processing of personal data in cloud computing 3. Disclosure of data to government agencies 4. Simplify and standardise consent request for data subjects 5. Data Privacy Impact Assessment 6. Civil litigation against data user

PIKOM VIEWS ON THE PLANNED PDPA UPDATES The tech association would like to share the following views. First, the enforcement of the existing Act needs to evaluated, and the impact analysed and shared publicly for feedback visibility. Second, PDPA significantly affects every industry, including the tech industry. Hence, public consultation of the draft and soliciting feedback will ensure the updates are pragmatic. It will also avoid adverse consequences to people and businesses. ◆

ANGKASA-X’S MAIDEN SATELLITE NOW ORBITS EARTH The collaborative effort by government agencies, academia and industry partners made this a momentous and joyous event.

J

une 27, 2023 will be remembered by many for a long time. On this day Malaysian space tech company Angkasa-X launched its maiden satellite, called A-seansat-PG1, into space. The launch was streamed live from Vostochny Cosmodrome, Russia, across four locations in Malaysia, namely Universiti Sains Malaysia in Penang, Sarawak Digital Economy Corporation Bhd in Kuching, the headquarters of the Malaysian Space Agency and the GreenPro Capital office, both in Kuala Lumpur. The event was particularly significant for the state of Penang as the Malaysian-made satellite project was based in Penang. “As we stand on the verge of witnessing the launch of the Penang1 satellite tonight, let us remember that this is just the beginning of an extraordinary journey,” Penang Chief Minister Chow Kon Yeow said just minutes prior to the countdown. “This first satellite launched by Angkasa-X is aptly named after the state of Penang, showcasing our ability to lead the way in developing the space tech ecosystem “It also symbolises our unwavering commitment to continuous growth and exploration in the realm of space technology. The sky is no longer the limit.”

A MILESTONE Penang, he said, will continue to strive for excellence, innovation, and progress. To lend the event some

perspective, he said Malaysia is the first country in Southeast Asia to design, assemble and launch homegrown LEO satellites, the first in 2009 with RazakSAT-1, and now PG1 in 2023. Meanwhile, Dr Sean Seah, Group Executive Chairman and CEO of Angkasa-X said the launch was an extraordinary milestone for both his company and the dedicated team of Malaysian engineers. “It exemplifies the incredible talent and their brilliant engineering skills coupled with their relentless pursuit of innovation to propel the Asean space economy,” he said. He added that Angkasa-X plans to lead the way towards the eventual forming of constellations of lowearth orbit satellites which will also be designed and assembled in Malaysia in the coming years. These satellite constellations will then work together to offer an innovative Satellite-as-a-Service offering to countries in the region. “After years of hard work, R and D and fundraising, we are finally here! It

is a giant step for Angkasa-X’s dream since our incorporation in 2021 to launch our designed-in-Malaysia satellite into space. “Through the launch of PG1 and the subsequent satellites, we intend to establish a robust space economy, especially within Asean to create a world where data connectivity and crucial information will be easily accessible and affordable for all,” he said. Also at the launch of the satellite were state transport and infrastructure committee chairman Zairil Khir Johari, state entrepreneurial development, trade and industry committee chairman Datuk Abdul Halim Hussain, USM vice-chancellor Prof Dr Datuk Abdul Rahman Mohamed, Angkasa-X mission and systems engineering director Zulkifli Abdul Aziz and other invited guests. ◆

DAYTHREE IS NOW LISTED ON THE ACE MARKET Seven-year-old Daythree Digital Bhd – already a force to be reckoned with in the competitive GBS sector – goes public to enhance its brand recognition.

aythree Digital Bhd made its debut on the ACE Market of Bursa Malaysia on July 26, 2023. Its share price opened at 65 sen a share, more than double its initial public offering price of 30 sen a share. The company raised RM33.1 million in the exercise. It had a market capitalisation of RM144 million upon listing. Managing Director and Founder Raymond Devadass said the listing will enhance the brand recognition

of the company. The listing will also enable the company to attract top talent and give it access to capital. He said this is necessary as the local GBS industry is likely to continue growing. The country’s GBS sector grew from RM22.1 billion in 2021 to RM23.4 billion in 2022, and is expected to grow at 6% per annum over the next five years. “Businesses are looking at a leaner capital structure and are outsourcing more. Malaysia’s aspiration to attain

a digital economy is also expected to see to more businesses adopting digitisation in their operations, thus leading to increased demand for GBS services,” the company said in its latest quarterly report. “As more businesses move towards digitisation and adopt GBS, providers of contact centre-asa-service are expected to be key beneficiaries due to its relatively low-cost investment and scalability as businesses grow and companies expand their operations.” ◆

Located on the ground floor of Menara Maxis, Maxis Business Innovation Centre spans over 9,000sq ft of space where customers can access an IoT lab, auditorium with state-of-the-art AV technology, co-sharing workspace to collaborate and innovate, and multi-industry use cases enabled by cloud, AI, IoT, Machine Learning and more. The centre will provide an opportunity for businesses of all sizes and across industries to harness the power of digital technology. “My ministry has been given the task to drive the digital economy forward in Malaysia as part of our strategic framework. RAYA FETE SEES THE LAUNCH OF INTERNSHIP PROGRAM The 12-week program will see tertiary students being assigned mentors who will guide them in growing their skills and knowledge.

t its annual Hari Raya celebrations in May this year, the National Tech Association of Malaysia launched a promising and timely initiative to bridge the skills gap in the digital industry. The initiative, called the PIKOM Industry Internship Program, kicked off in June 2023. It sees the association collaborating with Nottingham University, HELP University and Sunway University. It has plans to collaborate with more institutions of higher learning later in the year. Through the program, participants will have the opportunity to gain hands-on experience in the tech industry through paid internship at participating PIKOM member companies. “The ICT industry is one of the fastest-growing sectors in Malaysia, and there is a growing demand for skilled tech workers,” said Ong Chin Seong, Chairman of PIKOM. “The PIKOM Industry Internship Program is a structured program that will help to bridge the skills gap by providing students with the opportunity to gain practical experience in the industry.”

VALUABLE EXPERIENCE The program will run for a period of 12 weeks, and participants will be assigned to a mentor who will guide them in growing their skills and knowledge. Participants will also be given the opportunity to network with other tech professionals.

“We are confident that the PIKOM Industry Internship Program will be a valuable experience for students and will help them to develop the skills they need to succeed in the tech industry,” said Ong. In the pipeline is also an apprenticeship program for

graduates in partnership with LGMS Bhd for Cybersecurity and HT Consulting (Asia) Sdn Bhd for software development. The program enrolment will be expanded with support from AP EMCO Executives Sdn Bhd and Talent in Motion Sdn Bhd.

He went on to beat 104 other players at PIKOM Charity Golf Championship held at the prestigious Kota Permai Golf and Country Resort on Sept 6, 2023.
