AN EXCITING SUMMER OF EVENTS Summer is almost here which means that like me you probably have your fingers crossed for some lovely weather. I’m hoping for hot weather partly for selfish reasons as I have two trips to Devon planned in the coming months but mainly because in June, July and August, Harpenden hosts some brilliant outside events. Summer event season kicks off with the Harpenden Carnival that the Town Council delivers in partnership with Harpenden Round table. Last year we estimated that around 15,000 people attended throughout the day and this year we are expecting similar numbers especially if the sun shines! You will find in the middle pages of this edition of Forum, the event programme for the 2019 Harpenden Carnival. This is the first time we have included it in this way and we hope that it helps to ensure that everyone in Harpenden hears about it and provides you with everything you need to know about what is happening on the day.

THE HARPENDEN HOPPER The Harpenden Hopper community bus service has been back up and running since early April and has seen good usage so far. The Town Council purchased two minibuses which it leases to the Hopper organisers, Harpenden Connect, so that they can operate the bus service. On the next page we have more dedicated information on the Hopper including a voucher that entitles you to one free single journey on the bus, please do take advantage of this offer which can be used by any aged resident.

Another first for the Carnival this year is the introduction of activities being held throughout the High Street on our green spaces. Usually the Carnival is confined to the Common, but we hope extra things to do will encourage people to explore the High Street and drop into our brilliant local independent businesses.

As part of our agreement with Harpenden Connect, the minibuses will also be used to transport some of our more vulnerable members of the community to our events. This will hopefully mean that they become more accessible and enjoyed by a wider number of people.

The Town Council doesn’t just deliver the large-scale events like the Carnival, we also have lots of smaller free initiatives running too that try to appeal to different people across the Town. Lydekker Park is the host venue for many of our smaller events and the one I am particularly looking forward to on 31 August is Music in Lydekker.

HARPENDEN TOWN COUNCIL ANNUAL REPORT

Music in Lydekker will be running for a second year after a successful debut in 2018. The event will see the Tennessee Boogie Boys entertaining the audience with their repertoire of 1950 style rockabilly, country and rock and roll hits. The event runs from 11am to 2pm.

It has been another busy year for the Town Council and we have made great progress in delivering the objectives in our business plan. Anyone can use the bus which costs just £2.00 for an adult single journey. (Children under 16 - £1.00). Bus passes will be accepted. The service is a “Hail and Ride” service, so simply hold out your hand to alert the driver and the bus will stop. Once on the bus, tell the driver where you want to get off and you will be dropped at the closest safe place along the route. The Hopper is run by a local charity called Harpenden Connect and is supported by Harpenden Town Council who have purchased the two new buses. To help celebrate the relaunch we are offering local people a free single journey on the Hopper when presenting the token below.

News in brief...

CLASSICS ON THE COMMON

This year’s classic car show on Harpenden Common will be held on Wednesday, 24th July. With over 1,000 vehicles being displayed, Rotary in Harpenden CIO, the organisers, suggest that residents should, if possible, avoid using the Harpenden-St Albans road (A1081) between noon and dusk on this date. There will be considerable congestion with classic vehicles entering and leaving the Common opposite The Silver Cup public house and in Southdown Road. As usual, there will be no entry charge for the public but, in return for the chance to enjoy the spectacle of classic and exotic vehicles, motorcycles and scooters, Rotary in Harpenden asks everyone to donate as generously as possible at any of the collection points. The charities that will benefit most from the money raised will be: Luton & Harpenden Samaritans, Alzheimer’s society, Carers in Hertfordshire and Rotary Doctor Bank. Caring is what Harpenden Trust is good at The Trust has been learning how to bend to meet the needs of everchanging lifestyles for more than 70 years – so it has a mountain of experience. But is still learning. The newest lessons to be learned, and newest needs to be met, revolve round those in our society who are lonely, or isolated, or struggling with a million problems, and who are silently crying out for support and companionship. So, the Trust is hoping to extend its group of trained befrienders – those who will usually visit for an hour or so per week. We call on a dozen or so people regularly, but we know there are many more who would love to talk to someone who will listen and support, and who will not judge. A relatively new phenomenon across the country is the rise in the number of younger people …. perhaps single parent families or those with no relatives … who might need a friendly ear. We know that our town is no different in this regard. Befriending can make such a difference, so if you feel you might like to help, please get in touch. Likewise, if you know of someone – perhaps a neighbour, young or old, or someone who has been bereaved and might need support – please tell us in confidence and we will be able to offer our help. The Care Fund is always looking for volunteers to undertake all sorts of supporting work in our town. Our band of volunteers is hugely experienced, and always given training. New volunteers are welcome. MY MAYORAL YEAR

CLLR DAVID HERITAGE It has been a great privilege to serve as Town Mayor for the first time during 2018/19 and it has been a wonderful and enlightening experience meeting so many organisations and members of our local community and finding out about all the good things that happen here. It has also been great fun raising money for my nominated charities! The two charities I chose to support this year were Herts Young Homeless and Harpenden Mencap. Both charities do such important work reaching out to and supporting some of the most vulnerable members of our community. Herts Young Homeless has been supporting 16 24 year old’s in Hertfordshire since 1998 who are homeless or threatened with homelessness and Harpenden Mencap provides services to people with a learning disability and helps to enable them to live more independent lives. In order to raise funds for my charities, I held three charity events which have included our well-established Mayor’s Quiz; a wine tasting evening exploring ‘Old Favourites and New Upstarts’ and a children’s film matinee. I am very grateful to everyone who supported these events and would like to thank everyone who attended, donated or helped out in any way. I was very pleased to exceed my fundraising target of £10,000 over my mayoral year; which will I am sure be put to good use. It has also been a great honour to represent the Town at a number of events over the past year as Harpenden’s ‘First Citizen’, including our annual Summer Carnival, which had a ‘Wild West’ theme, the Harpenden Lions’ Highland Gathering, 6

Rothamsted Research’s Festival of Ideas which celebrated 175 years of the Centre and Sauncey Wood Primary School’s Christmas Fair and Santa Run! I have also had the pleasure of attending a number of outstanding musical and theatrical performances including performances of Oliver! and South Pacific by the Harpenden Musical Theatre Company and the Harpenden Schools Spring Music Festival. Over the festive period, I also had the enjoyable (but difficult) task of choosing a winning design for my Christmas Card and judging the annual Christmas Window competition. As always, the standard of entries for both of these competitions was very high. The Town decked itself out in its usual sparkling lights display again this year and the Christmas Carnival was once again an enormous success. In addition to my civic duties, the role of Town Mayor also means acting as Chairman of the Council. I was very pleased that, after much hard work and commitment from Councillors, Officers and community representatives Harpenden’s Neighbourhood Plan was adopted after a Referendum in February. I would like to thank all those who made myself and my Consort feel so welcome at all their events and the Officers of the Town Council who continue to work so hard to deliver so much for the Town. Finally, I would like to wish the new Town Mayor a most enjoyable and rewarding mayoral year.

Carnival Chair Welcome WE LOOK FORWARD TO WELCOMING YOU! Harpenden Carnival is just around the corner and hopefully the weather we’ve pre-ordered won’t let us down! This year’s theme is “Harpenden Get Active” and we’ve done our best to provide you with a wide array of entertainment and activities to get you and your families active! The procession kicks the day off and we’re delighted to have “Rampage” join us once again. Their fantastic display of colour and Notting Hill style music makes the start of the Carnival go with a bang. A huge thanks to Fairview for sponsoring the procession! Our arena has acts throughout the day ranging from Steve Colley’s motorbike stunt show through several fantastic local dance acts and includes some crowd participation opportunities from some local keep fit groups. We’ve ensured that there is plenty for you to have a go at yourselves this year. This includes a Zip Wire, a 150ft inflatable it’s a knock out course and a “last man standing” challenge which I’m sure will be popular later in the day. We can’t forget the traditional favourites such as the Savills Dog Show (pre-registration is available via www.harpendencarnival.com), Ferret Racing, the Inflatables, the Tea Tent and a wonderfully diverse group of stall holders. For those with a thirst or hunger we have foods for all tastes and bars serving drinks from Champagne, Gins through to Beer and Ale with licenced areas to ensure you can enjoy your favourite tipple. On the main music stage, we have a strong line up with some very familiar bands leading the way including the wonderful Poppy Scarlett and Lea Singers performing in the afternoon. We are delighted that with our theme, many local sports and activity clubs are joining us this year so you can meet some the people behind the local groups. You’ll find them near the Cricket Club so when you are enjoying Carnival pop into their stalls and enjoy their activities as many of these are all volunteer groups and without your support would struggle. Charities

Whilst our core objective is to put on an enjoyable and inclusive community event, it’s a charity event and thanks to the kind donations of visitors and commitment of sponsors, we typically raise between £10,000 and £20,000 for distribution to our chosen Charities each year. The event is free to attend, but we do hope that if you enjoy yourselves that you’ll donate into the collection buckets across the event such that our chosen charity is able to benefit. On that note, for 2019, we have chosen charities that match our theme and we’re delighted to have chosen a local initiative as our main charity, the Playground Action Rothamsted Committee (PARC). This is a local charity tasked with raising the funds needed to redevelop Rothamsted Park play area. As most of Roundtable are Dads, we felt that to support a local charity when our theme was “Get active” was a very fitting choice.

We will also continue to support many local groups with the proceeds at Carnival including the Mayors chosen charities as well as the Scouts and Army Cadets who exchange their time for much needed donations for their own groups. Every penny donated by visitors goes to charities and local good causes. Neither Round Table nor Harpenden Town Council retain any profit. Every business attending donates to carnival. So, if you pay for a ride, food or drink, or buy from a stall, you are supporting a business that has helped cover the costs of the event and contribute to the profits of charity.

Mayor’s Welcome Following the marvellous success of last year’s ‘Wild West’ themed Carnival where we saw lasso shows, horseback stunts, line dancing, rodeo rides and cowboy corner, Harpenden Town Council are delighted to again be working in partnership with Harpenden Round Table to bring you the spectacular family event! This year’s ‘Get Active’ theme will see us being joined by a number of the local sports clubs who will be organising plenty of activities for you to get involved in as well as an obstacle course, zip wire and inflatable wipeout. Of course, we’re not forgetting our favourites and 2019 Carnival will include the Savills sponsored Dog Show, craft stalls, bouncy inflatables and children’s activities along with food and drink. The Arena and Stage both have a wonderful line up of entertainment and the timetables and details of these can be found in this programme. Don’t miss the traditional Carnival procession where many groups from across the Town will parade through the High Street at 12pm. Many thanks go to Fairview New Homes Ltd for sponsoring the 2019 procession.

Round Table Putting on an event like Carnival wouldn’t happen without a myriad of people putting in many hours behind the scenes to make things happen. One group is Harpenden Roundtable which organises Carnival with Harpenden Town Council. This is a volunteer group of local people who meet twice a month to enjoy a range of activities from White Water Rafting and Go-Karting through to visits to local landmarks and attractions. The programme is extremely varied and offers something for everyone. With no expectation on attendance, the Roundtable is a fantastic fraternal group where friendships are made and a sense of community spirit nurtured. This spirit lends itself to our

two biggest charitable fund raisers of the year – Harpenden Carnival and the Santa Collections. These are achieved by a group of less than 10 active members but with a much larger support network without whom we wouldn’t be able to pull this off. For Harpenden Carnival there is a committee of just 6 people who must juggle work and family life alongside the organising of Carnival. At times this is extremely challenging and without the support of each other and those around us I’m sure things wouldn’t have happened. A key person in this respect is Harriet Tamke who holds our hand through the planning stages, acts as reasoned counsel on some of the more “unusual ideas” and generally has our back to ensure that this great event is put on each year.

There are a range of local groups such as the Lions, Ladies Tangent, 41 Club, Scouts, Cadets and many others, if I have missed anyone off, I apologise without your help we simply don’t have the man power to pull this off. It would be very remiss of me to not mention our sponsors. For most, their financial support of the event is basic philanthropy and we have many regular sponsors who when we approach always say “yes of course, the same as last year”. For 2019 a special mention, no pun intended, should go to Specialist Cars who are our main sponsor. Their support has directly enabled us to book Rampage who really do kick off Carnival in the most spectacular way. The Town Council’s competitions are now up and running for 2019 and we would like to invite the residents of Harpenden to get involved. We have two sunflower competitions which are open to young people aged 11 years and under and sunflower seeds are available at the Town Hall for anyone who doesn’t have any. A best communal garden competition is also running for business’s or residences with shared community areas. The competition closing dates are Friday 21 June. Dorothy Mills became a Councillor at Harpenden Parish Council, as it was known at the time, in May 1983, becoming Chairman to the Council in May 1988. It was during this period that the Council went from being a Parish to a Town Council. Therefore, Councillor Mrs Mills became the first Town Mayor of Harpenden on the 30 January 1989. A role that she embraced like most things in her life with determination and drive. Dorothy moved to Harpenden from Heston in Middlesex with her Husband Frank after her two children had grown up, soon after taking up a position as a playground assistant at St Dominic’s School. However, Dorothy wanted to offer more to the children, so studied to be a teacher and returned to St Dominic’s in her new role as a teacher following her studies, educating and nurturing countless children over the years at the school. During her retirement from teaching, Dorothy became very interested in politics, so joined the Town Council to inject her enthusiasm into something new. Her biggest passion was her garden and the outdoors, so it was only natural that she became a committee member; and Chairman on many occasions of the Commons and Greens Committee over her 20-year tenure as a Town Councillor. She was also a very active member of numerous other Committees over the years including Policy and Finance, Allotments, General Purposes, Business Forum and many other working parties. But it was Harpenden in Bloom that was the brainchild and passion of Dorothy, who took great pride in seeing Harpenden at its bright and colourful best when the flowerbeds in the town centre bloomed, and enjoyed encouraging the residents of Harpenden to take pride in their own gardens by entering the annual Harpenden in Bloom competitions. Dorothy retired from the Town Council in May 2003, receiving an Honorary Townsman award in 2004 for her five terms of service, to this day an accolade no other Town Councillor has achieved. But she continued to be very active and involved in various clubs and groups in Harpenden including helping with the Meals on Wheels service run from the Day Centre and received an MBE in 2010 for services to Harpenden. Dorothy and Frank moved to a care home in St Albans a few years ago, with Frank passing away only last year. It is sure to say that both the Town Council and the Town of Harpenden was a better place for the input and enthusiasm of Dorothy Mills.

Muddy Mice started meeting down in their own woodland den at Hammonds End Farm in Harpenden in September last year. Set up by two local mums, Muddy Mice run classes for pre-school age children and their accompanying adult, which teach children about farming and nature. The classes follow the seasons, with children experiencing what happens on the farm and seeing the changes around them in wildlife. Some of the activities include making scarecrows, nature hunts, feeding and holding lambs, collecting eggs from the chickens, tractor and trailer rides and even a Bear Hunt across fields and through the woods! Emma Roberts, one of the founders of Muddy Mice, lives at Hammonds End Farm with her husband, the farmer and their three sons. Emma says, “I have always enjoyed sharing our farm with visitors, especially children, with events like Open Farm Sunday and school visits, so we decided it was the perfect place to set up regular sessions to allow young children to get outside and explore in a fun, relaxed and hands-on way.” Local mum of four, Bernie Davis, the co-founder of Muddy Mice is delighted with the way the business has started. She says, “We have really enjoyed getting to know the children and the adults they bring along. The children have grown so much in confidence. We have also been lucky enough to welcome special guests including Grandma Beekeeper, Farmer Chas and Father Christmas!” Ruth Dreyer who brings her four-year-old son every week said, “Daniel was quite nervous about exploring outdoors and getting his hands muddy, so I was really keen to bring him along. The change in him has been amazing, he gets stuck in with all the activities and always shares his ideas, knowledge and questions with Emma and Bernie.” Classes are 10.45am every Tuesday and 9.45am every Friday (term time). LIVELY IN LYDEKKER PARK WILD FEST IN LYDEKKER

On Saturday 13th July, Harpenden Town Council will be celebrating all local wildlife found in Harpenden and all the brilliant local organisations that look after wildlife nearby. The event will run from 10am to 2pm and will be filled with activities for all the family and be a fantastic opportunity for everyone to learn about what Harpenden’s green spaces have to offer. Activities on the day will include sweep netting, dead wood discovery, pond dipping, dragon fly watching, storytelling, bird watching, tree walks, scavenger hunts, animal Olympics, nature crafts and much more! This event is suited to all ages so why not bring the whole family and invite your neighbours and friends too!

The annual Teddy Bears Picnic will once again take place in Lydekker Park (off Sun Lane) on Wednesday 1 August from 11am to 2pm. The event runs in line with National Play Day. The incredibly popular event is a Harpenden tradition and sees Lydekker Park come alive with teddy bears and their small owners. The fun-filled day offers a variety of FREE activities for children including crafts, wildlife activities, a bouncy castle, soft play, and a spectacular children’s entertainer! Come and join the Town Mayor for this family event with lots to keep you entertained in Harpenden’s secret garden. Don’t forget your picnic and your teddy bear.

Back in 2019 for a second year, Music in Lydekker is a spirited event that showcases musical talent. The town council will once again be organising a Saturday afternoon band stand in Lydekker Park on Saturday 31st August between 11am and 2pm. This year, the Tennessee Boogie Boys will be entertaining the audience with their repertoire of 1950’s -style rockabilly, country and rock ‘n roll hits. Bring your deck chairs and blankets and enjoy an afternoon of music in the park.
