County considers second animal shelter

Pizano said that

her team has been trying to undo an antiquated 150-year-old animal welfare system that is currently “set up for failure,” and that while San Marcos is trapped in this system currently, there is a great opportunity to help people and pets in other ways. Per the study, a shelter facility should be the last option for pets when all other alternatives for placement have been exhausted. Research has indicated that most pets entering shelters are often from socioeconomically disadvantaged pet owners in underserved communities, and that oftentimes, they want to keep their pets — they just need some temporary help. Because SMRAS is currently the only intake animal shelter in the county, it experiences overcapacity, expensive operational costs, volunteer staffing issues and more. A new shelter

would alleviate much of the stress that is placed on SMRAS, which often shares on social media its urgent need for adopters and fosters to help alleviate the overflow of animals kept in cages in the front office or the shelter having to make difficult decisions about an animal’s fate. Additionally, proactive programs could dramatically reduce the number of pets entering the shelter system. The new shelter would also be able to offer veterinarian services for the county, including microchips and trap/spay/neuter/release programs, which were recommended to be run by a nonprofit organization. The total estimated cost of the new shelter is around $23.3 million, and would include an interior and exterior pet resource center and open door model veterinary care clinic facilities totaling nearly 24,000 square feet

Clary was the swim and water polo team coach for Hays HS, and part of the HCISD family since August 2000. Local cooling center receives donation BY BRITTANY ANDERSON SAN MARCOS — As temperatures soar, cooling centers are becoming a necessity for communities, especially for individuals who may not have reliable access to air conditioned spaces. The Southside Community Center (SSCC) in San Marcos has opened up its gym to serve as a cooling center during these hot summer days, offering members of the community a chance to cool off indoors with water and a snack. SSCC provides transitional shelter and food, emergency assistance, housing for low-income and the elderly and neighborhood housing improvement to residents around Hays County. While the cooling center aims to reach unhoused individuals, anyone is welcome to use the facility. Local organizations like the H.O.M.E. Center have used resources to help the center out so it can continue to serve the community.

Members gathered at SSCC on June 24 to donate multiple cases of water bottles and hand sanitizer to the center, using funds they received from the city of San Marcos Human Services Grant to purchase the items. The H.O.M.E. Center was awarded $93,500 in grant funds following the city’s human services board recommendations for 2022 funding. The funds H.O.M.E.

received are going towards servicing hundreds of unhoused individuals in the area by providing hotel stays, access to the local food pantry, referrals for educational and medical services and more. The center also provides rental and utility deposits to streamline efforts towards finding permanent housing. H.O.M.E. Center board president Grant Snow said that they often work with SSCC, and felt called to use some of their grant money to help the center out during these hot summer months.

SSCC is open every day of the week as a cooling center. On days that hit triple digits, it will remain open between 1 p.m. and 5:30 p.m. On days when the temperature are under 100 degrees, they will remain open between 3 p.m. and 5:30 p.m. It is also accepting bottled water and packaged snacks to assist those coming through the center. The International Immersion Center (INIC) Preschool, founded in south Austin in 2012, is a Spanish-language immersion school for children aged 3 months to 5 years. Owner Nik Ciccone said that most students that come to the school, as well as their parents, have “zero Spanish skills” when they start. Ciccone said that while knowing Spanish is a big advantage to have when living in Texas, young children who are bilingual also have higher

learning levels in a variety of academics. “It’s not just about being bilingual and learning Spanish to learn Spanish because we live in Texas, but also because of the stimulation it creates throughout the brain that helps their development in so many other ways,” Ciccone said. “Young brains can really absorb a lot of information; they’re very flexible in the way they work. They can adapt to new stimuli like a language a lot more effectively than someone who is older.” Ciccone explained that during a typical day at INIC, children have time to play and interact with other students, and that they receive full curriculum for several hours that

Scott said that being able to “break down the walls of the hospital” and extend its services to the community in such a way is powerful, showing the community that support from chaplains and others does not have to be exclusively for those who have had major surgeries, are in critical care or experienced some sort of trauma. “We try to focus on creating the best in class

experiences … We think outside of the box of what we can offer BS&W users that others are not,” Scott said. The feature has also opened up the opportunity for chaplains to refer users to crisis hotlines or make other health recommendations, helping those who may not know where or whom to reach out to, while enlarging the system’s ministry. “It has been a really pleasantly surprising thing for us,” Mullender said. “It was very meaningful to me to see what other people were sharing and see other people praying for others. In the world today, most features are putting people in opposition to each other or in conflict, so this is a place where we see people at their best.” More information on the feature, which is available through the MyBSWHealth app or website to users who are both patients and nonpatients, can be found at www.bswhealth.com/ patient-tools/patientportal.

Three arrested in deaths of 53 migrants Three people were arrested last week by federal authorities in connection with a human smuggling incident that left 53 migrants dead. The migrants were discovered inside a tractortrailer on San Antonio’s Southwest Side, according to the San Antonio ExpressNews. The victims were from Mexico, Guatemala and Honduras. Eleven other people were rescued from the trailer. “We are devastated by the news,” Cesar Espinosa, an immigrant advocate with FIEL Houston, an immigrant rights organization, told the Express-News. “Unfortunately, this is not the first time, and unfortunately, it won’t be the last time that it happens as long as we don’t have a pathway for people to migrate safely into the U.S.” Meantime, Gov. Greg Abbott announced additional truck checkpoints would immediately be established targeting semi-trucks, and strike teams consisting of 20 troopers are being

sent to the Eagle Pass region “to detect and defer unlawful border crossings and apprehend illegal migrants.” The trailer had passed through a federal Border Patrol checkpoint.

MORE CASES OF MONKEYPOX REPORTED

Multiple cases of monkeypox have been reported in Texas by the Texas Department of State Health Services and local health departments. A dozen cases have been identified in people who did not travel outside the state, meaning they were exposed in Texas. “With the sharp increase in monkeypox cases worldwide, it’s not surprising to see the virus spread in Texas,” said Dr. Jennifer Shuford, chief state epidemiologist. “We want people to know what the symptoms are, and if they

have symptoms, to avoid the types of close contact with other people that can spread the disease.” Monkeypox is a viral illness with symptoms such as fever, headache, muscle aches, swollen lymph nodes, chills, and exhaustion. People who develop a rash should avoid direct contact with other people and contact their health-care provider for next steps. A vaccine is available and can be given to people within four days of exposure.

ADDITIONAL FUNDING FOR SCHOOL SAFETY, MENTAL HEALTH

Abbott and other state leaders last week announced the transfer of $105.5 million to support additional school safety and mental health initiatives through the end of August 2023. “This additional funding will boost actions the state of Texas has already taken to make schools safer and support the mental health of children, teachers, and families following the

tragedy at Robb Elementary School in Uvalde,” according to a news release. Roughly half of the funds are going for bulletresistant shields. Funding is also being provided for mental-health services and other school safety services.

TEXANS URGED TO ‘STAY DRY’ WHILE BOATING

Boaters are being urged to fight back against the aquatic invasive species that threaten Texas lakes. “The best way to prevent the spread of many destructive aquatic invasive species is to clean, drain and dry your boats and equipment – every time,” said Brian Van Zee with the Texas Parks & Wildlife Department. Zebra mussels and giant salvinia remain the biggest threats to Texas lakes, though other invasive species are being spread, including water hyacinth, crested floating heart and quagga mussels. Zebra mussels are found in 33 Texas lakes, while giant salvinia is present on 23 East Texas lakes and numerous rivers, creeks

and marshes between Houston and Beaumont. “Boaters need to remove all plants, mud and debris from boats, trailers, vehicles and gear and drain all water from the boat, equipment and on-board receptacles before leaving the lake. In addition, boats should be dried completely before visiting another lake, preferably for at least a week,” according to TPWD. Transporting prohibited aquatic invasive species is illegal and punishable with a fine of up to $500 per violation.

NO SURPRISE: IT’S STILL HOT AND DRY

Above-normal temperatures and a lack of rainfall in the past month mean the risk of wildfires remains high across the state. “State and local first responders have been incredibly busy this year without much reprieve and forecast conditions indicate that we may be facing a very busy summer season as well,” said Wes Moorehead, Texas A&M Forest Service fire

chief. “We urge Texans to be cautious and prevent wildfire ignitions this summer.” There are three active wildfires, the largest being the Dempsey Fire which covers 11,598 acres and is 60% contained. A total of 181 counties are under burn bans.

COVID-19 CASES RISE ONCE AGAIN

COVID-19 cases in Texas during the past week rose to 74,652, according to the Coronavirus Resource Center at Johns Hopkins University, up 21% from the previous week, with 111 deaths reported. was probably too busy that summer knocking over banks in the Sooner State to venture south of the Red River. Born in Georgia, Charles Arthur Floyd was brought up in the Cookson Hills of far eastern Oklahoma. When the strapping sixfooter was not working from dawn to dusk on the family farm, he was guzzling a local concoction called Choctaw Beer. His fondness for the brew earned him the only nickname he ever liked – Chock. Twenty year old Floyd married his teenaged sweetheart in 1921 and spent the next four years trying to scratch a living out of an uncooperative piece of land. Deciding survival should not be so hard, he swapped several jugs of moonshine for a pearlhandled revolver and lit out for St. Louis with a pair of like-minded pals. The amateur crooks relieved a courier of an $11,000 payroll on Sep. 11, 1925 and hurried home to celebrate. The good times rolled until the law dug up the balance of the stolen money on Floyd’s farm and returned him in chains to the scene of the crime. The out-of-state offender was sentenced to five years in the Missouri penitentiary. Bad news was waiting for Floyd, when he made

parole in March 1929. His father was murdered in cold blood while he was locked up, and a jury acquitted the killer. In accordance with the time-honored custom of the hills, the son took his revenge and his first life. Floyd fled to Kansas City, the midwestern mecca of organized crime where fugitives were always welcome. He got a crash course in armed robbery from stick-up specialists as well as a new nickname from a wisecracking madam, who greeted the good-looking stranger with, “I want you for myself, pretty boy.” Barely a year after Missouri turned him loose, an Ohio judge gave Floyd 15 years for a bank job that ended in the death of a pursuing policeman. But a funny thing happened on the way to prison. Floyd’s traveling companions nodded off, and he jumped from the speeding train. Aided by Bill “The Killer” Miller, whose claim to fame was the murder of his own brother, Floyd rattled tellers’ cages across Michigan. Stopping in Kansas City just long enough to pick up two women and permanently silence their protesting boyfriends, the deadly duo turned their attention to Kentucky. A main-street shootout with Bowling Green police in June 1931 cost Floyd his partner-in-crime and, more importantly, his anonymity. The bereaved mother of a Kansas City victim asked if “Pretty Boy” made it out of Kentucky alive, and the press transformed

the obscure outlaw into a national celebrity. Once again, Floyd found sanctuary in Kansas City. Prohibition agents stormed his hiding place in July, but the two-gun tough guy shot his way out leaving a mortally wounded liquor lawman in his wake. The federal casualty elevated the bandit to the top of the most-wanted list. Fearing the price on his head would prove too tempting for underworld cronies, Floyd took refuge among the only mortals on earth he trusted. The hill people rolled out the red carpet for their Robin Hood, the fellow Okie who had turned the tables on the heartless bankers so fond of foreclosures. Food, shelter and the shirts off their aching backs were his for the asking. But the posses that combed the Cooksons

could not pry the time of day out of his protectors. To quote a character from the dust-bowl novel The Grapes of Wrath, “When Floyd was loose and goin’ wild, law said we got to give him up an’ nobody give him up.” “Pretty Boy” and his new sidekick, an ornery ex-preacher, emptied so many vaults over the next 18 months that insurance companies doubled the rates for Oklahoma banks. Floyd heard the governor on statewide radio offer $6,000 for his apprehension and replied in writing, “I have robbed no one but moneyed men.” The machine-gun massacre of four law enforcement officers and their handcuffed prisoner at the Kansas City train station in June 1933 appalled the country. Despite an absolute lack of evidence, the feds blamed Floyd for the bloodbath

causing his popularity to plummet. The four and a half year chase ended in an Ohio cornfield in October 1934. “Pretty Boy” died like Jesse James, his boyhood idol, with a bullet in the back. Twenty thousand attended the funeral for Charles Arthur Floyd. Morbid curiosity accounted for the presence of many, but most were the rural poor hardest hit by the Great Depression. They came to pay defiant tribute to their fallen hero and to collectively thumb their noses at the rich and powerful they blamed for hard times. “Texas Entertainers: Lone Stars in Profile” is full of talented Texans who deserve a curtain call. KYLE - Over 100 people gathered at the annual state of the city address, delivered by Kyle Mayor Travis Mitchell. Sponsored by different community members and companies, the address looked back on the successes of 2021 and highlighted how the city is preparing for the future in 2022. The address started with a new theme this year, “building momentum,” alongside a broad overview of the different events and projects recently completed or upcoming in the city of Kyle, such as Heroes Memorial Park, La Verde Park and Mary Kyle Hartson Park. It was also noted that Heroes Memorial Park will be receiving a time capsule dated to open on the hundredth anniversary of 9/11, 2101. “If you can imagine a merry-go-round, you want to make it go as fast as possible. You give it that first heave, it just doesn’t go very fast at all. You’ve got to slowly start building momentum and building momentum, and getting it going,” Mitchell said. “Eventually, it’s flying so fast, you're barely touching it, and it’s going, and people come around and say, ‘how did you get it going so fast?’ And it’s one gentle push at a time.” In addition to the project updates, Mitchell also brought attention to the increased growth, starting with the sales tax of Kyle jumping from $6.4 million in 2016 to over $14 million in 2022. Another notable statistic shared was the growth in the true taxable evaluations of the city, which is what appears on the tax rolls, which jumped up from $2.3 billion in 2016 to $5.6 billion in 2022. “As our city continues

to grow, our gold standard development practices are living through every project within the city of Kyle,” Robert Rizo, Kyle Mayor Pro Tem, said. “Kyle is no longer known just for the Dairy Queen or as a suburb of Austin.” Mitchell ran through the numerous new businesses that are opening up in the Kyle area, including a long list of restaurants coming to the city, such as Freebirds World Burrito, Zaxby's, Rudy's "Country Store" and Bar-B-Q, Kerbey Lane, Z Tejas, Willie’s Ice House, Torchy’s, Tiff's Treats and many more. In addition to the smorgasbord of food options, the mayor also highlighted some of the newest and biggest installations and projects in Kyle such as the homestead tax exemption and the pipeline from the

Carrizo-Wilcox Aquifer in partnership with Alliance Water. Mitchell then closed out the address with an announcement of an upcoming road bond and a final focus on resilience and empathy within the community. “The sun will rise tomorrow. The sun will rise the day after tomorrow. And what we choose to do, we can choose to be a critic. We can choose to stand back, we can choose to be timid,” Mitchell said. “Or we can choose to be a victor, to play it as if the world is against us. Or, we can choose to lean in, we can choose to show love, empathy and respect for our neighbors, and I want to implore you if you are a developer, a staff member or council like myself, to lean in to each other and show love.”

HAYS COUNTY - Kitties and puppies were aplenty at the Hays County Courthouse on July 2nd, as County Judge Ruben Becerra hosted his birthday and July 4 celebration. As a way to raise awareness for animals and bring the community together, Becerra also dedicated the party to all the pets of Hays County. With a dedication to all of Hays County’s furred friends, the celebration offered numerous ways to put your pet in the

spotlight, or alternatively, adopt a new member into your family. The PAWS Shelter was onsite, offering animals for adapotion, while the Hays County Animal Shelter was offering microchipping for pets. “What’s really lucky for me is that I see the things around me and draw them in to create harmony, because we need every opportunity to heal and come together as a community,” said Becerra. “And so, I say I dedicate my birthday and America’s birthday to all things pets, and it’s coming together as a community on the

From chihuahuas to poodles, 12 pets went down the runway, but in the end, it was the 18-year-old chihuahua Lola who took home the grand prize of $100. “This is her first ever pageant, and she did superduper well for 18 years old,” said Arlee Ingle, Lola’s owner. The Hays County Animal Shelter acts as not only the primary shelter for animals from San Marcos, but all cities within Hays County, including Buda, Kyle and Dripping Springs. Pets captured in any of these cities are typically brought to the shelter, which might be half an hour or more away from where they were originally found. “This event is to help raise awareness for spay,

The shelter, which is currently acting at max capacity, advocates that chipping an animal is the most effective way to ensure pets are identified, as collars may be lost. Boyett also warned that the Fourth of July, and other

holidays featuring fireworks, are the days animals are most likely to feel frightened and run away, as they are more likely to be in a foreign area and be startled by loud noises. “We have more than 140 pets in our municipal animal shelter here in San Marcos, and it is overworked, the people are overworked, and the pets don’t have the support,” Becerra said. “So, of the myriad things that can be done for prevention of ending up in the shelter,

HAYS COUNTY — While many are flocking to Texas for more opportunities without breaking the bank, a recent report by doxo, a digital bill payment center, ranked Texas as the 20th most expensive state for household bills. According to doxo’s 2022 State by State Bill Pay Market report, Texas residents on average spend $1,956 per month on the 10 most common household bills: mortgage, rent, auto loan, auto insurance, utilities, health insurance, life insurance, cable and satellite, mobile phone and alarm and security. This average is 2.3% lower than the monthly national average of $2,003, but still eats up 37% of Texans’ monthly income. Data from the report reflects bill payment activity from households — everyone living under one roof — across more than 97% of U.S. zip codes. doxo relies on anonymized data from its 7 million customers paying more than 120,000 billers to give an accurate perspective into what households are paying for their bills. Aside from rent and mortgage information, all other data points are based on payments made on the doxo platform. In Hays County, Buda,

Dripping Springs and Kyle all ranked within the top 70 most expensive cities in Texas for these household bills, while Wimberley and San Marcos saw some lower averages. According to the report: · Buda ranked #10. Residents pay an average of $2,627 a month on bills — 34% higher than the state average, 31.2% higher than the national average and taking up 40% of household income · Dripping Springs ranked #19. Residents pay an average of $2,512 a month on bills — 28.4% higher than the state average, 25.4% higher than the national average and taking up 30% of household income · Kyle ranked #64. Residents pay an average of $2,163 a month on bills — 10.6% higher than the state average, 8% higher than the national average and taking up 36% of household income · Wimberley ranked #96. Residents pay an average of $1,962 a month on bills — 0.3% higher than the state average, 2% lower than the national average and taking up 33% of household income · San Marcos ranked #161. Residents pay an average of $1,688 a month on bills — 13.7% lower than the state average, 15.7% lower than the national average and taking

up 50% of household income A May 2022 doxoINSIGHTS survey also showed that 9 out of 10 Americans (89%) noticed a jump in their household bills over the past year, seeing the biggest rise in their utility bills. This is in line with what doxo has seen from utility bill payments from April 2021 to April 2022, with heating oil and propane rising 28%, gas rising 11%, electric rising 5%, waste and recycling rising 4% and water and sewer rising 3%. The survey also revealed that nearly 90% of Americans believe that rising inflation rates have had a negative impact on their overall financial health and 87% said that they worry about their ability to pay their bills if inflation rates continue to rise. A representative from doxo said that while they don’t exactly know what the latest Consumer Price Index will reveal in the future, it’s crucial that consumers are armed with the tools they need to protect their financial time, as it is likely to be some time before bills trend back downward. “I don't know if, when we open up, it'll be called Papa Jacks, since I have several restaurants open to lease it out,” Henry said. “Right now, we're keeping our head down and cleaning the property.” While the debris removal is currently ongoing, and will be followed by inspections of the building, there is no set date for when any option will be chosen, or when anything will open. However, Henry has said that they will be trying to settle on a decision as soon as possible. "We're going to move as quickly as we can, but there's a lot of moving parts," Henry said.
