While Embleton feels that Kyle’s city ordinance regarding dangerous animals could be ‘stiffened up,’ his wife Linda wants to have the state pass a law that makes it a criminal offense for a person to allow their dog kill another dog. Even with the city ordinance, Embleton said a major problem lies in the ‘hole in the reporting system.’

The state’s power grid could still be at risk under extreme winter conditions, according to the Electric Reliability Council of Texas, but should operate fine under normal conditions. The Seasonal Assessment of Resource Adequacy, issued Friday, said the grid can meet normal and even moderately challenging weather conditions but could break down if the state faces winter storms such as occurred last February. During Winter Storm Uri, much of the state experienced prolonged blackouts. “We expect there’s a 10% chance that demand will exceed what ERCOT considers to

Kyle to receive final Kinder Morgan gas pipeline payment BY BRITTANY ANDERSON Kyle is set to receive its second and final payment of $1.35 million from Kinder Morgan for the Permian Highway Pipeline. The 430-mile long, 42-inch natural gas pipeline goes through Hays County, including the south side of Kyle.

In addition to the total $2.7 million payment to the city, Kinder Morgan is not allowed to convert the pipeline from natural gas to crude oil. Allen Fore, Vice President of Public Affairs for Kinder Morgan, presented city council with information on

KYLE — A new assistant city manager was announced for Kyle on Nov. 16. Amber Lewis comes from Rollingwood, where she served as the city administrator LEWIS overseeing the policy, direction and executive leadership for the effective operations of all municipal services. Additionally, she has experience as a grant writer, city planner and finance director. “We are honored to bring someone with as much experience as Amber to Kyle,” City Manager Scott Sellers said. “She went through a rigorous recruitment process that drew qualified candidates from across the country, but Lewis’ experience and passion for local government made her an exceptional candidate to service the community.” Lewis will oversee community development, infrastructure and capital improvement projects, business growth and economic development in Kyle. “Kyle has incredible potential, growth and remarkable opportunity,” Lewis said. “I am looking forward to serving the residents of Kyle and working together with the council and staff to build towards Kyle’s progress and long-term vision for success.” Lewis’ official start date is Dec. 6.

BUDA — Buda is gearing up to host the Texas International Wine Competition (TIWC) for the third time. Destination Services Director Lysa Gonzalez presented city council with information regarding the upcoming competition and a request for a hotel occupancy tax grant for TIWC, which was unanimously approved during the Nov. 16 meeting. The competition will take place at The Lodge at Grace from Dec. 2 to 5. Twenty-six judges will be coming to Buda from six different states and countries to taste over 800 wines from 16 different countries. TIWC accounted

Gonzalez said that per the rules in place of $85 per room night, the price comes out to $8,860. Gonzalez said that staff recommendation is to bump up to $9,000 to give them additional room nights that may come in. That money would reimburse promotion costs used for the event to get judges

to register with them, as well as the wine makers they had come in. Additionally, the city will host a “welcome reception” for the judges on Dec. 2, followed by a city sponsored “judges night on the town” on Dec. 3 which will include dinner at Mudbugs and line dancing at Mavericks. The dinner cost is projected to be around $1,200. With the $9,000 room night and $1,200 city sponsored dinner, TIWC

Small Business Saturday, Nov. 27 The holiday season is around the corner, and small businesses everywhere have been pivoting to serve a post-COVID shopping landscape. As consumers are poised to return to brick-and-mortar stores in force this holiday selling season, local mom-and-pop shops, restaurants and service providers can maximize the opportunity by participating in Small Business Saturday. Small Business Saturday, which takes place on Nov. 27 this year, encourages consumers to support local businesses by shopping small. American Express launched this shopping holiday in 2010, at the height of the Great Recession, as a way of redirecting holiday shopping to local stores. A decade later, it’s observed in all 50 states, and in 2011, the Senate passed a resolution recognizing Small Business Saturday. Consumers have been more than eager to jump on board and support their local small business community. Last year, the U.S. Small Business Administration reported Americans spent nearly

$20 billion on Small Business Saturday, and in the years before that, consumers spent a cumulative $100 billion-plus on this shopping holiday. For every dollar spent at a small business, it is estimated that an average

of $0.67 stays in that business's local community. This has the potential to boost sales during the 2021 holiday season, with many small businesses still working to make up the revenue lost during the pandemic.

When Thanksgiving and Christmas collide These days, we’re all used to walking through retail stores in October and dodging Christmas displays of inflatable Baby Yoda yard art while we’re still trying to find the perfect Halloween pumpkins to decompose on our front porches. The real holiday season mashup controversy, though, emerges in November, when we try to determine when it’s appropriate to start slipping our disks by dragging out the Christmas décor and festooning the living room with enough sparkly baubles to trigger our glitter jitters. Do we wait until we finish digesting our Thanksgiving giblets or move on into full-blown Yuletide beast mode? I say go ahead and get jiggy with your tree trimming. Because let’s face it. Thanksgiving, while a worthy exercise in expressing gratitude for our blessings by replacing all of our bodily fluids with gravy, is a little like a pre-game warmup for Christmas. In fact, you’re likely to have some Thanksgiving leftovers mutating in your refrigerator when December 25 rolls around. So why not combine the celebrations into a giant two-month carb-laden extravaganza? Besides, the two holidays already have a lot in common. For instance, both involve eating until you doubt your self-worth and your digestive skills. Not only that, but we enjoy some of the same foods at Thanksgiving and Christmas–including that cranberry sauce that comes out of the can looking like a sunburned segment of a giant earthworm. Both holidays also involve experiencing an entire year’s allotment of family irritation within the space of around twelve hours. No wonder grandmother lives over the river and through the woods. And that particular song reminds me that both holidays have classic Charlie Brown specials-the best! (I still think Snoopy deserves a good old-fashioned neutering.) Most importantly, these celebrations give us a chance to thank the

Lord for the greatest gift ever given to humanity. And I really don’t think He gives a rip that Starbucks starts selling the Peppermint Mocha Frappuccino the first week of November. I realize this philosophy will draw the ire of Thanksgiving purists who relegate Santa, Rudolph, Frosty, the Grinch, Scrooge, Ralphie in his pink bunny pajamas, Buddy the Elf, and Cousin Eddie in his bath robe to holiday quarantine until the clock strikes midnight after Turkey Day. (Ironically, these are probably the same folks who keep a forgotten string of elderly Christmas lights clinging to their houses for dear life year round.) I’ve always loved both holidays and never could resist humming a few Christmas carols while unpacking our ceramic turkey salt and pepper shakers in early November. I’ve even been known to start putting out Christmas decorations, a few at a time, in the run-up to Thanksgiving, and no one seems to be bothered by it. (Then again, I’m pretty sure I could install a lifesized replica of Cousin Eddie’s dilapidated RV in the middle of the living room, and my three teenage daughters wouldn’t notice – unless it interfered with the WiFi.) Yes, I agree that Thanksgiving is an important occasion and deserving of its own traditions (especially the pie), but I also believe in bipartisanship, and if Santa wants a seat at my Thanksgiving table, he is always welcome to an extra slice of canned cranberry sauce. HAYS COUNTY — Despite the fact that Hays County could lose thousands in federal funding for its rent and utility relief program, it continues to help residents in need. In Texas, 16 cities or counties might have to return unspent federal funds because they did not meet the 30% distribution requirement by Sept. 30 — Hays County is one of them. By the deadline, the county had spent nearly $167,000 or less than 3% of the $6.9 million allocated for the Emergency Rental Assistance Program (ERA). While the funds were disbursed to Hays County back in January, the program was not launched until mid-July. Commissioners were originally going to hire an outside company to administer it but because guidelines only allotted 10% for administration fees, the county brought everything in-house. The county could lose around $650,000, according to numbers given to the county by the auditor’s office, but it would still have millions left. “Even though there might be some funding that gets taken away from us and reallocated to someone else,” said Kim Hilsenbeck, communications manager for Hays County, “we are still going to have funds available to help people. We are still going to continue to work all of those tickets and take in new applications.” More than 70 households have been helped, with about $307,630 paid out to landlords, hotels and utility companies

She credits the staff in the ERA office for helping as many people as they can with the resources they have. “They are spending as much time as possible trying to get people approved so they can get the help they need,” Hilsenbeck said. “I know of a case where a mom came in at 4:30 in the afternoon. Her power was turned off and our group made the call. Because of that relationship and that they knew she applied for the funds, they turned her lights back on that day.” Last week, the county submitted a Program Improvement Plan to the Treasury Department that outlined how the county will improve and expedite the process. It’s unknown when the Treasury will inform Hays County of its decision. “We are looking at it from a human standpoint,” Hilsenbeck said. “We’ve helped 73 households and the average household has about 2.5 people. That means we are helping human individuals in the worst days of their lives and we are able to try to get their lights back on, get them into a hotel or stop them from getting evicted.”

KUT reported recently that natural gas producers and suppliers can opt out of any mandates to winterize their production facilities, while power plants must do so under a bill passed by the Texas Legislature during the regular session.

ELECTION AUDIT DIVISION FUNDS ALLOCATED Gov. Greg Abbott and GOP legislative leaders announced Friday that $4 million has been shifted from the state prison system to the secretary of state’s office to pay for county election audits as required under the state’s new elections law. The Dallas Morning News reported the secretary of state’s office, which is under

the governor’s control, would create an Election Audit Division that could conduct random county audits of elections under the new law. “Ensuring the integrity of our elections is critical to our democracy, and the Texas Secretary of State’s office deserves the resources and support needed to thoroughly complete this ongoing task,” Abbott said. Abbott said the audit of Dallas, Harris, Tarrant and Collin counties is “the largest forensic audit in the country.” Former President Trump called for a statewide review of the 2020 presidential election despite winning the state by more than 600,000 votes.

SHIPPING CONTAINERS USED TO CREATE BORDER WALL Abbott directed National Guard and Department of Public Safety troops to place about 20 large shipping containers along the banks of the Rio Grande to form a “steel curtain” to prevent illegal crossings from Mexico. The Houston Chronicle reported the move came while the world is facing a shortage in shipping containers that is contributing to the supply chain disruptions being experienced as a result of pandemic-related shutdowns. The shipping containers were placed next to

the international bridge at Eagle Pass. “Large shipping containers, resources, and personnel are being used to protect communities and property owners. Texas is securing the border,” Abbott said in a tweet.

WINTER RAINBOW TROUT STOCKING BEGINS The Texas Parks and Wildlife Department begins its annual stocking of more than 350,000 rainbow trout throughout the state this week, a program that continues until early March. “TPWD stocks catchable-sized fish during winter months to create angling opportunities throughout Texas,” Carl Kittel, rainbow trout program director, said. “Rainbow trout love cold water, can be caught on a variety of baits and lures and are great to take home and eat. Our winter rainbow trout program has been a favorite with anglers for over 40 years.” TPWD manages 18 neighborhood fishing lakes in the state’s major urban areas, as well a number of cityand county-managed park ponds. COVID-19 CASES STEADY BUT DEATHS DROP The number of new COVID-19 cases in the past week in the state was largely unchanged from the previous week, with 22,976 reported by the Coronavirus Resource Center at Johns Hopkins University. A total of 591 deaths were reported, down 30% from the previous week. The number of lab-confirmed COVID-19 hospitalizations in Texas stood at 2,663 as of Sunday, according to the Texas Department of State Health Services. That is down just slightly from the previous week. The number of Texans who are fully vaccinated totals 15.78 million, which is 54.1% of the state’s population, according to DSHS. In addition, 2.42 million people in the state have received an additional dose of the COVID-19 vaccine. Gary Borders is a veteran award-winning Texas journalist. Oil sealed fate of two mining towns (Hard as it may be to believe, this is my 2,000th column! My sincere thanks to the newspapers and, most of all, the readers who made it possible. – BH.) The post office at Thurber closed permanently on Nov. 30, 1936, leaving the once thriving mining town with hardly a pulse and neighboring Mingus on the critical list. Separated by two miles and the Erath-Palo Pinto county line, the two shared a mutual prosperity in the boom times of the coal-burning locomotive. The future was bright for the mining mecca and the rail center until the dawn of the oil age pulled the rug out from under them both. Mingus was a quiet, off-the-beaten-track village in 1886, when the coal digging operation began at the nameless camp just over the hill. After the local owners failed to make payroll two years later, angry miners turned in their picks and shovels forcing the paralyzed enterprise to fold. The shafts were reopened in a matter of months by the Texas and Pacific Coal Company, a subsidiary of the railroad by the same name. Texas Rangers were assigned the task of keeping the lid on

Thurber and Mingus enjoyed the good life during the First World War, as their combined population surpassed 15,000. Who could have guessed that the oil bonanza 20 miles away at Ranger would bring it all to a screeching halt? By 1920 the Texas and Pacific Railroad had converted to the more economical oil-powered locomotive. As a result, coal production at Thurber was drastically reduced, and the company tore up the contract with the UMW. The union retaliated with a walkout, and the T&P sealed the mines on May 1, 1921. With their greatest concentration of dues-paying members in the Thurber local, the United Mine Workers provided unprecedented support. The national office rushed hundreds of surplus army tents to the strike site to shelter families evicted from their company homes and contributed $65,000 a month in relief over the next two years.

Ignoring the fact that they too were expendable, the shop workers in the Mingus rail yard went on strike in July 1922. As the months dragged by, discouraged miners and railroad men gradually gave up on their lost causes. What started as a trickle mushroomed into a mass exodus as the two towns slid together into oblivion. The final nail in the Thurber coffin came in 1933, when the Texas and Pacific headquarters moved to Fort Worth. Not only was the town abandoned, but buildings were razed or carted away in pieces and the gas and water mains were ripped out of the ground. In 2017 Thurber reported 48 inhabitants, and Mingus was a sleepy hamlet of 248. Casualties of the march of progress, the unlucky neighbors are hanging on for dear life. Continued from pg. 1 “I would like to see people get educated on reporting the dogs,” Embleton said. “When people use Facebook and Nextdoor instead of reporting it to animal control, animal control officers have no idea a dog is loose or has attacked.” Brecher echoes similar sentiments. “Our ability to contact a pet owner before an issue becomes a chronic one can potentially avoid a bigger incident,” Brecher said. “We can provide them with options or resources they may not have known were available. We make every effort to return animals to their owners and avoid bringing animals to the shelter.” Embleton said he still tries to walk everyday with his other dog, Petra. He wears a photo of Ale’ around his neck on his walks. “She’s walked 8,000 miles with me,” Embleton said through tears. “I’m just trying to get to 9,000.” While Embleton and his family have been able to find some semblance of closure knowing that the dog is no longer in their neighborhood, he still said that the ‘human side of this’ can be negative — something Holly Jones of Buda can relate to. Jones is still searching for the dog who broke through her backyard fence and viciously killed her German Shepherd Hagrid on Nov. 5. “Hagrid was a 90-pound German Shepherd. The attack that he went through, I don’t know if a human would have survived that,” Jones said. “At this point we’re looking for a dog who has marks of a struggle. He was definitely left with our dog’s blood. The evidence is fading away. Somebody is evil enough to not have a conscience to not even report that their dog did something.”

While both of these families are left reeling from the loss of their furry family members, their hope is that by bringing awareness to this issue, these senseless attacks can be prevented, and tighter policies will be put in place. “I don’t want Hagrid to have died for nothing,” Jones said.

BRECHER’S TIPS FOR PREVENTING DOG ATTACKS Walk your fence line periodically to monitor for

damage. Broken, missing or loose pickets can allow an animal to get out of its fenced-in yard. Wood fences can deteriorate in a short time due to weather. Gates should be kept locked so no one can leave gates open for the dog to escape. Dogs should be taught to not run out of doors, including garage doors. When walking dogs on leashes, owners need to be aware of how their dogs interact with other dogs

and people. Dogs should be walked with properly fitted collars or harnesses so the animal cannot escape, and owners should have a secure hold on the leash. Nylon or leather leashes no longer than six feet in length are recommended. Retractable leashes are not recommended. Dogs can be protective of their owners on walks, and the farther away from the owner, the less control you have of them.

Jones said she is now paranoid to be in the backyard with her 19-month-old daughter for fear of what could break through. “Her toys are 10 feet away from where the hole in the gate was,” Jones said. “It could have been a human. It could have been my child ... Never has it crossed my mind that our backyard was not a safe place.” Like Embleton, Jones believes that there needs to be stricter rules regarding both attacking dogs and their owners. “I understand breeds can differ on how they’re raised, but there has to be some sort of record of, if your dog escapes, the owners need to be held liable,” Jones said. “If it escapes one time, it’s going to escape again. There has to be some way of holding pet owners responsible, especially in residential areas. I feel like this should be common sense

but it’s obviously not.” Jones, who reported the attack to animal control and has been in contact with them since, said that she has done a lot of the ‘police work’ in trying to find leads. She said that, through the help of eye witnesses and new footage, she feels she has been able to positively identify a vehicle and dog. She is also concerned that this situation could be tied to pitbulls being bred for fighting — but has not received any solid feedback from animal control. “I know I’m not the only [animal control] case, but I feel like this is also a very time-sensitive case,” Jones said, adding that she is planning on reaching out to members of the community who have ties to the city manager in hopes that the police department can get involved and take the matter seriously.
