County contributes to new KASZ facility

KYLE – To serve more members of the community, the Kyle Area Senior Zone (KASZ) has been working to acquire a new facility. That dream is one step closer to becoming a reality.
On Nov. 22, the Hays County Commissioners Court approved $106,000 of American Rescue Plan Act (ARPA) funds to be allocated to help KASZ’s efforts in building a new space.
City of Kyle staff and planners reviewed and approved shovelready construction documents prepared by an architect. Hays County, the city of Kyle and KASZ are each contributing $200,000 for the total $600,000 cost of the documents.
With start-up funds to cover a salary of $60,000 for the first year, KASZ is also
seeking to hire a fulltime director position to help with the facility and programming.
Formed in 2006, KASZ continues to operate in the Krug Activity Center, the former Kyle City Hall building, located at 101 S Burleson Street. It’s a place where KASZ members can meet on a regular basis to form relationships with other seniors, enjoy meals together, learn new skills, take trips together and participate in volunteer and job opportunities.
But the COVID-19 pandemic has disproportionately affected the senior population and caused social isolation by family members and living facilities as a health-protective measure. When the pandemic prevented in-person gatherings, KASZ worked to ensure members maintained social connections
by increasing the use of technology and communication.
“Nobody will argue the need that our community has grown so fast and doesn’t really have enough public places,” said Ellen Ermis, communications coordinator for KASZ. “The park remodel is wonderful but it doesn’t have public restrooms and the only building that is on there is shared by people who rent it, the seniors and the city and the different functions they need
Kyle council runoff election continues

KYLE — The Nov. 8 election results have been all but finalized, with two Kyle City Council hopefuls — Amanda Stark and Bear Heiser — going into a runoff election.
Six candidates vied for the vacant District 1 seat on the Kyle City Council during the general election on Nov. 8, with Stark garnering 3,128 votes and Heiser 2,220 votes.
A runoff election was called as none of the candidates garnered more than 50% of the vote; Stark and Heiser were the two candidates with the highest number of votes (around 29% and 20% of the vote, respectively), thus
entering the runoff. Heiser is a small business owner in Kyle whose goals, if elected,
include addressing infrastructure gaps in Kyle and ensuring small businesses are supported and able to succeed.
“The only way to effectively represent an entire city is by knowing what its people are thinking, feeling and needing,” Heiser said. “That's why I’ve knocked on more than 2,500 doors this election. I am running to ensure that every resident of Kyle lives in a safe neighborhood, drives on good roads and has access to affordable housing.”
Stark has served as a volunteer in various capacities around the city and has also been active in the district’s schools, and said if elected would

BUDA — The city of Buda recently hired Wendy L. Smith as its new assistant city manager.
Smith began undertaking the duties of her new role with the city on Nov. 28. A native of Austin, she has more than 25 years of city management experience, managing a wide range of local government disciplines. For Buda, Smith will generally oversee the development services and public works departments, as well as capital projects
“We are so pleased to have Wendy join Buda’s team,” city manager Micah Grau said in a news release. “She brings a wealth of experience, and we know that she will hit the ground running.”
Smith said that she is looking at addressing the long-term needs of growing Buda after voters approved a bond program in 2021.
“I look forward to helping deliver quality transportation and park projects identified in these propositions, as well as utility and other infrastructure improvements prioritized by the city council,” Smith
Hays council denies preliminary plat for development

HAYS — Another piece of Hays Commons, a large development proposed in the small city of Hays, has been denied by the city council in the hopes that developer MileStone Community Builders can provide a clearer, more accurate picture of the development’s plans.
Hays council members denied the preliminary plat presented “as is” for Hays Commons during a special meeting on Nov. 30. Council members Tony Valdez and Candace Blake and mayor pro tem Roxanne O’Neal voted to deny the plat; council member Glennell Strawn abstained and council member Hannah Ballou was not present during the meeting. Mayor Billy Maphies
only votes in the event of a tie.
The preliminary plat presented by MileStone for council’s consideration during the meeting showed 290.1 acres with 20 single-family lots, two multi-family/condo lots, three parkland/open spaces lots, three utility lots and one commercial lot.
Per Hays city engineer Don Rauschuber, the single-family lots would span 190 acres, multi-family lots would span nearly 88 acres, the parkland/ open spaces lots would span nearly 140 acres and 13 acres are proposed for the commercial lots.

Kyle celebrates Santa’s arrival

KYLE — Kicking off Kyle’s 25 Days of Christmas was Santa’s arrival to Mary Kyle Hartson City Square Park on Dec. 1.
Following a crowd countdown with Kyle City Council members and Santa himself, thousands of dazzling lights simultaneously lit up the park, marking a beloved annual Kyle tradition that brightens the downtown square.
A number of Hays CISD school choirs performed throughout the evening, along with the Wallace Middle School and Chapa Middle School Mariachi groups and City of Kyle Baton Twirlers. Dozens of holiday market vendors and festive food trucks lined the square, and Santa took pictures inside the Krug Activity Center throughout the event. The Grinch was even spotted wandering around and taking in all the sights and sounds.
Kyle’s Parks and Recreation department is spearheading the city’s 25 Days of Christmas festivities all month long at the park. However, some council members and residents have not been easily swayed by MileStone’s plans so far. Many have voiced their concerns for the development, as it would sit on top of the sensitive Edwards Aquifer Recharge Zone where karst features have already been identified.
Because of this, there are also concerns about the amount and type of water and wastewater services that would be needed by a development of this size.

Mike Clifford with the Greater Edwards Aquifer Alliance also outlined five main objections of the plat: incompleteness of the development’s plans, inadequate buffer zones for karst features, potential plot flooding, issues with impervious cover percentages and limits and habitat concerns within wooded areas.
“On a personal note, I have an engineering background, and I’ve never seen a plat this incomplete, even as a preliminary plat,”

Ultimately, the denial of the plat stemmed from some of the council’s concerns with various inconsistencies, incompleteness and unanswered questions, both with the preliminary plat and larger development agreement, which was first written and signed in 2013 and is still being amended.
Hays City Council will next meet on Dec. 12.
Texas State announces new football coach

SAN MARCOS — On Friday morning, Texas State University officially announced its new head football coach, G.J. Kinne.
The decision came a few days after the university fired former Texas State head coach Jake Spavital.
“We are poised for new heights at Texas State and coach Kinne rose to the top as the right leader for the Bobcats,” said Don Coryell, Texas State’s athletic director, in a press release.
Kinne signed a five-year contract with Texas State and will remain the head coach at the University of Incarnate Word (UIW) through its run in the FCS Playoffs. The Cardinals will compete against Sacramento State in the third round of the FCS playoffs on Dec 9 at 9:30 p.m. after beating Furman on Saturday (41-38).
So what exactly makes Kinne the right fit for the Bobcats?
Experience
Well, experience for one thing. According to the press release, there was a “tremendous” amount of candidates interested in the position, but Kinne stood out due to his background in the NFL and pedigree rooted in Texas.
The 34-year-old played in the NFL and CFL before venturing into his own coaching career at SMU, Arkansas, the Philadelphia Eagles, Hawaii, UCF and UIW. Kinne has also worked and played for some of the top offensive play callers like Gus Malzahn, Doug Pederson, Mike Norvel and Chip Kelly.
Following a five-year professional playing career, Kinne began his coaching career as a graduate assistant at SMU in 2017. A year later he joined Arkansas as an offensive analyst.
Kinne also played in the NFL for the New York Jets (2012), Philadelphia Eagles (2013-15) and New York Giants (2015), as well as in the Canadian Football League for the Calgary Stampeders and Saskatchewan Roughriders in 2016.
Kinne replaced UIW’s former head coach, Eric Morris, in 2021. Morris had coached UIW the last four years, leading the team to the Southland Conference title and reaching the NCAA FCS Second Round, finishing with a 10-3 record.

Buda gets into holiday spirit

BUDA — Thousands of people turned out for the annual Budafest, a weekend-long Christmas celebration held in the heart of Buda.
The festival kicked off at Buda Amphitheater and City Park on Dec. 2 with a tree lighting ceremony and free holiday movie screening. Saturday’s festivities included a lighted parade, fireworks show and live music by Asleep at the Wheel at the amphitheater. The weekend rounded out with a 5K with AMVETS Central Texas Post 115 on Sunday morning, followed
by a “Reindog” parade — dogs in their best Christmas attire — and local music performances in the afternoon. Plus, all weekend long, there were dozens of food and market vendors, carnival rides, pictures with Santa, artisan workshops, family-friendly activities and shopping down Main Street.

Lack of funds forces Teacher Reuse to temporarily close

KYLE — Giving Tuesday didn’t go as expected for the Kyle Teacher Reuse. A week and a half after celebrating its grand opening, the Kyle Teacher Reuse had to say goodbye to its building, located at 3700 Kyle Crossing, within 48 hours on Nov. 29.
The Teacher Reuse, a nonprofit organization that offers free school supplies and other teaching materials to teachers for their classrooms, did not make the anticipated funding needed to pay for its lease.

After hearing the news, community member Neila Barrera did not have to think twice about stepping up to help. Barerra has a 3,000-square-foot building on her property and with the help of her neighbors, they cleaned it up for the Teacher Reuse to move their items.
Barerra, who comes from a long line of educators, was in disbelief as to how they could be thrown out onto the street without a place.

What are they trying to hide?
Despite numerous requests, the city of Kyle continues to stonewall and use delay tactics to withhold information regarding finances, employment and internal investigations.
It’s no secret to most who attempt to take a closer look at the inner-workings of the city of Kyle that there is something a bit off.
We live in a day and age where the whole of the world’s knowledge is available to us on the device in our pockets. So, when we look to see what is happening in our local governments, most of this information is readily available to us from the comfort of our own couch. But, when local residents look to the city of Kyle for information, they may be shocked to find that access is lacking.
For example, a majority of the governmental entities around us have free online access to financial disclosure reports for elected officials. The purpose of this is to disclose sources of income for officials so that community members are able to see if a conflict of interest exists for the council member related to specific topics. Currently, the only way to obtain this from the city of Kyle is to request the documents through the online records request.
To get an idea of how long it would take to get this information in comparison to other local entities, our office requested these documents at 12:21 p.m. on Wednesday, Nov. 16. We received the
documents on Friday, Dec. 2 at 4:40 p.m.
In the time we waited for the documents, council conducted a special meeting to choose a firm to assist in hiring a city manager. If there had been a conflict of interest, which would be seen in the financial disclosures, it would have been too late to object by the time documents were received. Depending on the timing of a request, waiting two weeks and two days for a response means someone could miss both meetings of the month, with numerous items voted and potentially approved.
And finances are not the only records that are hard to come by at the city of Kyle. In July 2022, the Hays Free Press began investigating the now resigned city manager, Scott Sellers. Although the details were vague at first, it ultimately came to light that the city had received multiple sexual harassment complaints from employees.
At the July 5 meeting, the first council meeting following Sellers going on an unplanned sabbatical, council went into executive session to discuss, among other items, a “personnel issue.” Through open records requests, the Hays Free Press discovered that, during that executive session, council members Dex Ellison (now resigned,) Yvonne Flores-Cale, Ashlee Bradshaw, Daniela Parsley, Michael Tobias, Mayor Pro Tem Robert Rizo (now unseated) and Mayor Travis Mitchell were given and asked to sign non-disclosure agreements.
The agreements stated: 1. By signing this Agreement, I
acknowledge and understand that the information discussed, heard, or read in City Council executive session on July 5, 2022 regarding resolution of a personnel matter (the "Matter') is received by me in the course and scope of my duties as a City Council member and that the release of such information could adversely affect the property, government, or affairs of the City.
2. I further agree not to make disparaging remarks in any form and to anyone, whether oral, written or electronic, and whether to the community or on social media about the Matter.
I agree that I shall not respond to any written or verbal requests for information about the Matter and shall refer all such requests to the Interim City Manager or City Attorney. The obligations in this clause continue after the employee involved in the personnel matter is no longer employed with the City.
As reported in September, this is a strict violation of the council members’ First Amendment rights.
Following this meeting, there seemed to be little talk as to why Sellers was not in the office. Then, in a morning meeting on Saturday, July 23, council voted to put Sellers on paid administrative leave pending the results of an internal investigation
Ultimately, council accepted resignation from Sellers on Sept. 6. In a press release after, the city stated, “After thoroughly investigating, the city found no unlawful harassment or discrimination.
However, considering all factors both internally and externally, Sellers has decided to resign.”
However, according to
a response to an open records request, the city found “no responsive records.” The request was for "A copy of report of findings for any investigations performed by, ordered by or paid for by the City of Kyle in reference to complaints against former city manager Jeffrey Scott Sellers."
On Oct. 6, the Hays Free Press requested clarification in the form of an email to all council members and the city secretary, Jennifer Holm. One council member responded that they would look into it. As of publication time, no response or clarification has been received, which begs the question: was an investigation actually conducted or is the city hoping to hide behind vague language until interest dies down?
Fortunately for residents and taxpayers, the Hays Free Press is not the only news source in the area requesting documents. News outlets in Austin and San Antonio have done stories recently regarding information they have requested from the city.
Unfortunately, despite digging deep into records for the last six months,
we fear that what we are finding is only the tip of the iceberg. Other documents the Hays Free Press has requested that the city of Kyle sent to the Attorney General include:
• The report of the investigation into Scott Sellers for misconduct.
• Communication from Union Pacific Railroad wherein it rejected the pedestrian tunnel project.
• Communication wherein council was notified that the pedestrian tunnel project was found not viable.
• The severance agreements between multiple former employees of the city, to include the former city manager.
The Open Records Act provides the AG 45 business days to respond to requests — in addition to the 10 days the city has to send notice it is requesting AG ruling — and five days to explain why it is claiming to exempt the records. In the end, this causes a delay to receive timely information.
More recently, the Hays Free Press has requested an update on the professional services agreement with RSM US, LLP, in an estimated amount of $45,000. This

It is a common sentiment that where there is smoke, there is fire. When the majority of responses to inquiries involving the city of Kyle come from its legal representation at Knight Law Firm, one might consider that to be smoke.
As journalists, it is our responsibility to be watchdogs for the people by being unbiased and transparent in our reporting. When there is a lack of transparency and accountability within the community, it is our duty to bring this to light and ensure that we are getting all sides of the story. With the weather being so sketchy these days, I went ahead and climbed up on the roof on that one sunny day we had last week. So, my house is now lit up like drunks stumbling down 6th Street, and I have some time to sit in my recliner, sip on some egg nog and finish my Christmas shopping.

I have dined numerous times at Whataburger, and you can count the number of times I visited Chick-fil-A on one hand and still have fingers left over to pick your nose. I reckon other retailers do the same thing, selling stuff with their company logo on it and hop ing customers wear it to a crowded mall to entice other shoppers to rush over to the food court for a grilled chicken sandwich like the one on your sweatshirt. I don’t mind spending a few bucks on fine cuisine, but I don’t think I should have to spend hard-earned money on merchandise that should be given away to their best customers. It doesn’t seem right to me that I would buy stuff that essentially is free advertising for

Oh, don’t get me wrong. I have several caps from Tractor Supply and Cabela’s, but I got most of them for free. Well, not exactly free. I got ‘em after spending a ton of money on keeping my cows alive and just the opposite for feral hogs. I don’t mind wearing these caps, but why would I want a cap with a picture of waffle fries on it?
I once bought a cap with the logo of Lone Star beer on it. I don’t recall where I bought it, but I bet it was after I sampled a few long necks and still had enough cash to buy the cap.
Enough of this talk about free advertising. I’ve got some shop ping to do. With the weather being cold and damp, I may have to grab my Southern Comfort blanket and settle on the couch for my shop ping spree.

Marie Brown Marie Walker
Warren Brown, of San Marcos, Texas, was called home to be with our Lord on Friday, December 2, 2022. She was born in San Angelo, Texas on August 6, 1927 and was raised in Telegraph Texas, outside of Junction where she attended High School.
Marie married Bill Warren on September 14, 1946 in Junction, Texas. They spent the majority of their early years up until retirement in Texas City where her husband Bill worked at
Monsanto. Upon their retirement they built a home in Kyle near her dear cousin Carolyn. In January, 2006, she lost her husband of almost 60 years. Marie relied on her faith, family and friends to get her through her loss.
While attending Sunday School, she met Rev. Del Brown, a fellow widower and the two became inseparable. In June of 2007, they were married, and Marie inherited three children and many grandchildren who loved her dearly. She quickly became a bonus mom and an adored grandmother.
Marie was a social butterfly who loved sharing her joy with others. She loved telling stories of her brother who she lost in WWII in Italy and is buried outside Florence, as well as her mother who she adored, and her two cousins and best friends Carolyn and
Patti. Carolyn’s sons, Bryan and Derek, and Patti’s son Clay were also always a topic she was so proud to have with her friends. She was an avid Bridge player, belonging to many groups in the Kyle and San Marcos area.
She loved entertaining family and friends, fashion, sewing, shopping, volunteering at Twice Blessed Consignment Shop and First United Methodist Church, San Marcos.
She is preceded in death by her parents, Walter and Gladys Walker; brother George Walker; first husband Bill Warren; Aunt and Uncle Cecil and Opal Birch; Cousins Patti Mitchell and Carolyn Timmons.
She is survived by her husband, Rev. Del Brown of San Marcos, TX; cousin in law Don Mitchell; Clay and Carol Mitchell and family; Bryan and Karen

and 2,900-8,400 flu deaths. Influenza-like illness, defined medical visits for fever and cough or sore throat were high or very high in 35 states through Nov. 19, according to the CDC.
Dr. Karen Smith, a family practice physician for Baylor Scott & White, said that the first step to receiving care when you get sick is visiting your primary care doctor.
“If not that, you can go to their partner doctors in the office, nurse practitioners or physician assistants that work with them,” Smith said. “[They] know them and how they take care of patients. Then, if you are lucky to be part of a system like Baylor Scott & White that has extended hour care [or] regional hubs for urgent care, go to one of those.”
She added that it’s important to find a primary care doctor when people are not sick.
“Creating a relationship with a primary care
doctor, nurse practitioner or physician assistant is really important for a lot of reasons,” Smith explained. “But number one, it gives you access when you are sick and if you can do that, they can guide you through the system. That becomes your medical home.”
Smith highly advises patients to stay out of the ER if they are
not undergoing an emergency.
“The ER is not a place for the flu because it spreads,” Smith said.
Smith said that patients should go to the ER if they have the following:
• Difficulty breathing
• Can’t keep food down
• Feeling weak
• Dizziness
• Chest pains
“Go to the ER if it feels
like an emergency,” Smith said. “If you know you have risk factors, like diabetes or years of smoking, remember that but try to use your doctor’s office for regular illnesses, even flu or COVID, unless you are having dangerous symptoms. That will help us to save our ERs for people whose lives are really in danger.”

Kinne also worked one season in the NFL as an offensive assistant for special projects for the Philadelphia Eagles in 2019 under head coach Pederson. The Eagles made the playoffs after winning the NFC East division.
Looking Ahead Kinne said that they are going to surround their players with coaches who are teachers at heart.
“I’m excited to hit the ground running and compete for championships,” Kinne said. “We are going to play fast, have relentless energy, and when the going gets tough, have the mental confidence to win tight games in the second half and represent the state of Texas.”
Texas State President Kelly Damphousse said his goal was to hire an individual who demonstrated
leadership experience and had success as a head coach. On top of that, Damphousse was looking for a candidate who had success developing and recruiting players.
He also wanted a candidate who has established relationships with Texas football coaches.
"It was also important that our next coach understood that my commitment to increasing institutional support for football is coupled with an expectation for success on the field, including the minimum goal of quickly building a team that is bowl-eligible,” the president said. “After meeting with several candidates with a wide variety of experience this week, it became clear to me that Coach Kinne is the right person to lead our football program forward.”

Shelly O’Donnell, founder and director of the Teacher Reuse was overcome with emotion after receiving a large amount of support from the community.
“I just can’t believe … how the community stepped up,” O’Donnell said.
O’Donnell expected operating funds to be around $60,000, with
a hefty portion of that estimate being the lease. But since March, the nonprofit had only received about $6,000 in funding.
Despite receiving temporary storage, the Teacher Reuse is not out of the woods yet, as funding remains pertinent to the operation of their organization.
“We need funds,”
O’Donnell said.
The retired teacher also emphasized that the temporary closure does not just affect Hays County as the organization serves teachers from any public or charter school in Central Texas.
“We were up til 4
o’clock moving, and we just don’t want to move again and again. We don’t have the energy,” she said. “Just this move is costing us probably $1,000 by the time we box up, pay for a U-Haul and pay for our movers.”
O’Donnell also noted that the longer the Teacher Reuse is closed, the longer teachers go without supplies for their students.
“That’s why this is so urgent,” she said.

Hays Hawks twins commit to Rhode Island

BUDA — Megan and Madison Disu committed to play volleyball for the Rhode Island Rams on Sept. 11, but their journey to collegiate volleyball differs from most.
The twin sisters grew up playing basketball; however, when they got to middle school and tried out for the volleyball team, they noticed their love for the sport grow.
But for Megan, it took her more time and it wasn’t until her sophomore year that she began changing her mindset.
“I would just start working a lot harder, practicing outside of our school practices and club practices and I think that’s when I knew,” Megan said.
After Megan’s junior school and club season, she couldn’t see herself not playing college volleyball.
But for Madi, it was instant.
“Ninth grade, I was like, yeah, this what I’m gonna do,” Madi said.
One of Madi’s favorite volleyball memories was traveling to Florida with her club team, Roots Volleyball, for a tournament where she blocked a Nebraska commit.
“We all just started screaming and going crazy,” Madi said.
The 17-year-olds decided to commit to Rhode Island because they loved the
environment and the team. But what solidified their decision were the lobster rolls.
“We’re both pescetarians and so the coaches took us to this place and we had the best lobster rolls we’ve ever had in our life,” Madi said. “I feel like they just had everything that we were looking for in a school.”
Another reason why the Disus committed to Rhode Island was because they thought that Rhode Island’s head volleyball coach Angel Agu would continue to elevate their athletic performance.
“I just think that especially given that we started so late, we have so much potential and finding a program that was going to continue to grow us as athletes and just as people, in general, was very important to us,” Madi said.
Former Hays Hawks head volleyball coach Ashley Davis said the twins have grown “significantly” in the three years she coached them and was excited to hear about their commitment.
“I kind of always just knew they were up-andcoming,” Davis said. “The exciting part about them that I kind of always knew is their ceiling is really high. I don’t think they’re anywhere close to having reached their athletic potential, which should be exciting for a college coach.”
Although their athleticism and
versatility helped, their recruitment journey was challenging as many other schools only had room for one of them.
“In the beginning, we just started shutting it down. If they didn’t have room for both of us, we were just kind of like, ‘No,’” Megan said.
And other times, schools weren’t exactly aware that they were a package deal.
“Probably the hardest thing was when we were getting separate interests or there [were] a lot of times where I’d be like, ‘Oh, I’m interested in going with my sister,’ and they’d be like, ‘Ok, well we’re gonna call her, too, we didn’t even know there was two of y'all,’” Madi said. “There’d be some times when a coach would come and watch and they thought we were the same person,” she said.
“They would get us mixed up,” Megan laughed.
Aside from Rhode Island, the twins visited St. Edwards University in Austin and Long Island University in New York.
Megan has logged 543 kills, 118 blocks and 63 aces in the 2022-2023 volleyball season. Madi has 765 kills, 116 blocks and 119 aces total this season.
In the future, Madi hopes to study criminal justice and psychology.
Megan hopes to study criminology.
But regardless of what they study, it is clear that this dynamic duo has a bright future ahead.
