Buda City Council awards $10K to Crawfest BY CJ VETTER BUDA – On April 5, the City Council of Buda awarded a $10,000 reimbursement to Happy Hobo LLC for the advertisement of Buda Crawfest. The reimbursement is to assist with the cost of advertising the event, which will be hosted at the Buda amphitheater. As part of the Hotel Occupancy Reimbursement grant, or HOT, the organization was able to receive up to $10,000 in reimbursement to promote tourism, as well as enhance local hotel and convention industries. The amount awarded to Happy Hobo LLC was originally requested to be $7,500 for advertising and $2,500 for artist fees related to the performers that attended the event. However, the council voted to allocate the entire budget towards advertising; due to Texas law, there is a yearly cap on the amount of money that can be spent on art and culture from the city budget, in which the $2,500 would count towards. “When using occupancy tax, you can only use 15% percent of the tax on arts and cultures,” said Lysa Gonzalez, Destination Services Director. “We calculated it all out, but moving forward, if people are asking for artist fees, we have to consider it because there’s only so

KYLE – With a 5-2 vote, the Kyle City Council approved the extension of city manager Scott Sellers’ contract through December 2025 on April 5. The vote included any amendments SELLERS made by the council Council members Yvonne Flores-Cale and Michael Tobias, the two dissenting votes, voiced their concerns with the contract, with both saying they felt the dais needed more time to review the contract. Mayor Travis Mitchell, however, said that the original draft of the contract was presented on March 1, and that council members were given the opportunity to provide feedback to Sellers in order to try to come to a consensus before voting. Two issues Tobias brought up were in regards to the contract’s policy on the city manager’s sabbatical leave and health insurance, and said that constituents had also mentioned these concerns to him as well. The contract states that in “recognition of the city manager’s extremely demanding work schedule … the council wishes to allow him extended leave time” by granting 90 days of continuous paid sabbatical leave during the contract period. During this time, the city manager will not be on call for routine business. An interim city manager will be authorized to act on his behalf, but the city manager will still be expected to be available to deal with any extraordinary situations that arise. Tobias said he was looking at the situation “very objectively” and not trying to discredit what Sellers has done for the city or employees. “The way I look at it [the sabbatical], why can’t you use earned sick/vacation/ holiday time for any of that like any other regular employee to be fair and equal on that end?” Tobias said. Sellers said that if it was council’s prerogative to make the amendment, it would be something he is willing to discuss. “I believe in the seven and a half years I’ve been here, I haven’t taken more than two weeks of vacation

City of Hays holds candidate forum ahead of election BY BRITTANY ANDERSON
The small city of Hays is gearing up for an election next month that could make waves in the community. A candidate forum was held on April 9 at Hays City Hall for candidates to talk to their constituents about their goals if elected and for residents and other attendees to ask the candidates questions ahead of the May 7 election. Running for office are Billy Maphies and Lydia Bryan-Valdez (incumbent, Mayor Pro Tem) for Mayor; Glennell Strawn and Thomas Lemmon for City Council Place 2; and Tony S. Valdez and Richard Gibbens (incumbent) for City Council Place 3. Candidates were given six minutes each to introduce themselves and
address their top priorities, as well as discuss transparency, infrastructure and funding, which were vetted by forum chairperson Linda McKnight as some of the most important questions to address. Audience members were given the opportunity to write down questions they had for candidates which were later compiled into six cohesive questions by members of the Hays Free Press to sort any duplicates, assure topics of greatest interest were asked in a timely manner and to put any personal questions aside. Candidates then had two minutes each to respond to each of these questions. Hot button topics like the city not having been audited in several years, longstanding problems with their well water system and a controversial develop-
ment with MileStone Community Builders have been the community’s focus for the last several months — some for years. “An audit is the first thing we’re going to do,” Bryan-Valdez said. “The money has to be accounted for … we need to be good stewards of your money,” adding that there are systemic problems to no end within their government, but that there are solutions they can find with feedback, monitoring and unity. Strawn, who served on the internal records review committee for the city, noted that while she would ensure an audit, she did not see any issues in regards to misallocation of funds. “There may have been ways that we needed to better monitor or handle

Bob and Moe would be proud
I
n July of 1993, I was attending Southwest Texas State University trying to find my path in life, when I first walked into the Hays Free Press. I stopped into the office on FM 2770 because the phones were down in Mt. City where I lived at the time and I was looking for one that worked. The phones were out at the office too, but the then-production person, who was also an SWT student, showed me around the office and we were talking about photography and I had mentioned that I enjoyed taking photos and had done a lot of dark room work in school. That’s when publisher Bob entered the room from his separate office and said “you’re hired,” then left the building. I didn’t know I was looking for a job, but that day I started my career as a journalist. I knew I wanted to do something with multimedia, but wasn’t sure what it was, so I just started doing whatever I could at the newspaper and tried to fill any void that needed to be filled. So, in addition to taking photos and running the darkroom and attending smoke-filled Kyle City Council meetings, I tried to learn the process of the paper. I learned that it was an ever-evolving process with few rules other than to tell the truth. We didn’t have internet or email or digital pagination in 1993. I didn’t own a cell phone for another few years. So those first few years were exciting as we rapidly changed with the times. Since then, I feel like I’ve become family with some of the mainstays from the paper like Bob Barton who has since passed and Bob’s daughter-in-law Cyndy who was publisher for the past couple of decades and the rest of the Barton family and many of the people that entered this institution as haphazardly as I did. Many passionate, intelligent, creative and eccentric people have come and gone through my 28 years at the paper and I’m proud to still call many of them friends. But now it’s time to hang up my proverbial hat to continue with my second career — working in the Hays CISD communications department.

There are a lot of fresh new faces at the paper and I’m excited to see how the new and upcoming staff lead the paper … excuse me … lead this news organization. After doing things the same for many years, we have fresh and eager individuals that are ready to take on the latest challenges that journalists and small town newspapers face. Senior reporter, Megan Wehring, will take on the role of editor and reporters Brittany Anderson and CJ Vetter will continue covering all the latest news. Free Press/News-Dispatch followers can see what Anderson and Vetter are working on every week in our weekly Hays Free Press/News-Dispatch News Flash on Facebook Live along with advertising/social director Kim Fannin. Catalina Sanchez has taken over as lead graphic designer and will head up our social media campaigns. Elizabeth Garcia will continue to update our website and fulfill graphic design duties. Photographers Wayland Clark and Albert Sanchez continue to promote the accomplishments of many of our student athletes, and office manager Arlene Monroe will continue to keep the trains running on time, so to speak, dabbling in circulation, legal notices and being the first face you see when visiting the office. Two faces you might not see very often, but make it all happen are mother-daughter team and owners of the Hays Free Press and News-Dispatch Tania French and Ashley Kontnier who handle the business side of the paper. Leaving the paper is like tearing a piece of myself away, but I’m glad there’s a team here invested in continuing the fight. I think the newspaper’s co-founders Bob Barton and Moe Johnson would be proud of the legacy they created nearly 60 years ago.

ost of us watched the Final Four and saw Kansas win, but were they really the best team? Remember the Chiefs-Bills overtime game back in January? Was there really a winner besides us football fans? Such close games, often determined by one mistake or a bad call by a blind referee, don’t really tell us which team is better. And in life, some folks have a hard time choosing what they like and if there’s something better. Like Kim Kardashian’s choice in husbands. Now I don’t have trouble deciding what’s best. Okay, I seesaw back and forth deciding what’s my favorite beer. I’ve been trying hard to decide which is the best. I’ve got it narrowed down to 20, but I plan to work on this problem this weekend. Other than that, I have a list of what’re the best things in life. There’s nothing better than the first bite of a perfectly grilled T-bone steak. What’s more beautiful than a Texas hillside covered in bluebonnets? I can’t think of anything more relaxing than sitting on the beach in Port Aransas. Ain’t nothin’ better than

There’s not much more irritating than coming up on a bunch of bicyclists hogging the road when you are trying to get home from that sketchy taqueria on the edge of town. So, those are some of the best and worse things in my life. Some of y’all might agree with my choices, and some might not. Who knows, I might decide on something better next week, but one thing I’m sure of is there’s no place in the world I’d rather live than right here in Texas.
Is there a Mary Magdalene in your life?
I
f you could be the proverbial “fly on the wall,” what Biblical event would you most like to witness? I realize some of you don’t accept the Bible in the first place. But if you do believe it, what scene would you love to see unfold before your eyes? I imagine most people would go the Cecil B. DeMille route. They would choose something spectacular, such as the Israelites passing through the Red Sea, Noah’s ark riding out the Flood or Daniel remaining faithful in the lions’ den. Me? I would love to see the early-morning encounter between Jesus Christ and Mary Magdalene on Resurrection Sunday. I can think of lots of words to describe the mood of Mary Magdalene and the other friends/followers of Jesus immediately following his arrest, mock trial and crucifixion: blindsided, dejected, disillusioned, heartbroken, anxious, fearful, rudderless… Two days after the crucifixion, when Mary Magdalene discovered the

Section 5. Voting. Electronic voting machines may be used in holding and conducting the Election on Election Day; provided, however, in the event the use of such electronic voting machines is not practicable, the Election may be conducted on Election Day by the use of paper ballots (except as otherwise provided in this section). Electronic voting machines or paper ballots may be used for early voting by personal appearance (except as otherwise provided in this section). As required by the Election Code, the District shall provide at least one accessible voting system in each polling place used in the Election. Such voting system shall comply with Texas and federal laws establishing the requirement for voting systems that permit voters with physical disabilities to cast a secret ballot. Paper ballots may be used for early voting by mail. Each voter desiring to vote in favor of the Proposition shall mark the ballot indicating “FOR” the Proposition, and each voter desiring to vote against the Proposition shall mark the ballot indicating “AGAINST” the Proposition. Voting will be conducted in accordance with the Election Code. Section 6. Early Voting. The Board hereby appoints the Administrators as the regular early voting clerks for the voters of the District within their respective Counties. Early voting, both by personal appearance and by mail, will be conducted in accordance with the Election Code. 1
The Administrators are hereby authorized and directed to designate the early voting ballot board and other officers required to conduct early voting for the Election. Section 7. Conduct of Election. The Election shall be conducted by election officers, including the precinct judges and alternate judges or clerks appointed by the Board, in accordance with the Election Agreements, the Education Code, the Election Code and the Constitution and laws of the State and the United States of America. The President of the Board of Trustees, the Superintendent, and their respective designees, are authorized to enter into, execute and deliver one or more Election Agreements, in accordance with applicable provisions of the Election Code. The terms and provisions of each Election Agreement are hereby incorporated into this Election Order. To the extent of any conflict between this Election Order and an Election Agreement, the terms and provisions of the Election Agreement shall prevail, and the President of the Board of Trustees, the Superintendent, and their respective designees, are authorized to make such corrections, changes, revisions and modifications to this Election Order, including the exhibits hereto, as are deemed necessary or appropriate to conform to the Election Agreement, to comply with applicable state and federal law and to carry out the intent of the Board, as evidenced by this Election Order. The Administrators shall be responsible for establishing the central counting station for the ballots cast in the Election and appointing the personnel necessary for such station. Section 8. Bilingual Election Materials. All notices, instructions, and ballots pertaining to the Election shall be furnished to voters in both English and Spanish and persons capable of acting as translators in both English and Spanish shall be made available to assist Spanish language speaking voters in understanding and participating in the election process. Section 9. Delivery of Voted Ballots; Counting; Tabulation; Canvassing of Returns; Declaring Results. The ballots shall be counted by one or more teams of election officers assigned by the presiding judges, each team to consist of two or more election officers. After completion of his responsibilities under the Election Code, including the counting of the voted ballots and the tabulation of the results, the presiding judge shall make a written return of the Election results to the District in accordance with the Election Code. The Board shall canvass the returns and declare the results of the Election. If a majority of the resident, qualified electors of the District voting at the Election, including those voting early, shall vote in favor of the Proposition, then the issuance and sale of the bonds described in the Proposition shall be authorized in the maximum amount contained therein, and the bonds shall be issued and sold at the price or prices and in such denominations determined by the Board to be in the District’s best interest. Section 10. Training of Election Officials. Pursuant to the Election Code, a public school of instruction for all election officers and clerks may be held as arranged or contracted by the Administrators. Section 11. Notice of Election; Voter Information Document. Notice of the Election shall be given in the manner required by the Election Code and other applicable law. A voter information document for the Proposition in the form attached hereto as Exhibit C is hereby approved, together with such revisions as may be approved by the Superintendent or Chief Financial Officer, and shall be posted in accordance with law. To the extent required by law, each notice of the Election shall include the District’s internet website address, which is https://www.hayscisd.net/. Section 12. Notice of Meeting. The Board officially finds, determines, recites and declares that written notice of the date, hour, place and subject of the meeting at which this Election Order is adopted was posted on a bulletin board located at a place convenient to the public at the District’s administrative offices for a least seventy-two (72) hours preceding the scheduled time of the meeting; that a telephonic or telegraphic notice of such meeting was given to all news media who have consented to pay any and all expenses incurred by the District in connection with providing such notice, both as required by the Open Meetings Law, Chapter 551, Texas Government Code, as amended; and that such meeting was open to the public as required by law at all times during which this Election Order and the subject matter thereof was discussed, considered and formally acted upon. Section 13. Mandatory Statement of Information. (b) Based upon market conditions as of the date of this Election Order, the maximum net effective interest rate for any series of the bonds is estimated to be 3.75%. Such estimated maximum interest rate is provided as a matter of information, but is not a limitation on the interest rate at which the bonds, or any series thereof, may be sold. In addition, the estimate contained in this subsection (b) is (i) based on certain assumptions (including assumptions concerning prevailing market and economic conditions at the time(s) of issuance of the bonds) and derived from projections obtained from the District’s financial advisor, (ii) subject to change to the extent that actual facts, circumstances and conditions prevailing at the time that the bonds are issued differ from such assumptions and projections, (iii) provided solely in satisfaction of the requirements of Section 3.009, Texas Election Code, and for no other purpose, without any assurance that such projections will be realized, and (iv) not intended to and does not give rise to a contract with voters or limit the authority of the Board to issue bonds in accordance with the Proposition submitted by this Election Order. Section 14. Authority of the Superintendent. The Superintendent shall have the authority to take, or cause to be taken, all reasonable or necessary actions to ensure that the Election is fairly held and returns properly counted and tabulated for canvass by the Board, which actions are hereby ratified and confirmed. Se celebrará una elección (la “Elección”) el 7 de mayo de 2022 (el “Día de Elección”), fecha que es setenta y ocho (78) días o más posterior a la fecha de la adopción de esta orden (la “Orden de Elección”), dentro del Distrito y por todo el territorio de este, en la cual todos los votantes habilitados residentes del Distrito tendrán derecho a votar. Por la presente, la Junta halla que celebrar la Elección en dicha fecha es de interés público. El horario en el cual estarán abiertos los lugares de votación el Día de Elección será de 7:00 a.m. a 7:00 p.m. Sección 2. Precintos electorales, lugares de votación, funcionarios electorales. Salvo que se disponga lo contrario en esta orden, por la presente, los límites y los territorios de los respectivos precintos electorales de los condados que se encuentran parcial o totalmente dentro de los límites territoriales del Distrito son designados como los precintos de votación del Distrito para la Elección y los números de precintos para los precintos electorales del Distrito corresponderán al número de precintos del condado de cada precinto. Sección 5. Votación. Sección 7. Celebración de la Elección. La Elección la llevarán a cabo funcionarios electorales, incluidos jueces y jueces alternos o funcionarios de los precintos designados por la Junta, en conformidad con los Convenios Electorales, el Código de Educación, el Código Electoral y la Constitución y leyes del Estado y de los Estados Unidos de América. Por el presente se aprueba un documento de información para los votantes para la Proposición en el formulario adjunto al presente como Anexo C, junto con las revisiones que pueda aprobar el Superintendente o el Director Financiero, y se publicará de acuerdo con la ley. En la medida requerida por la ley, cada aviso de la Elección incluirá el sitio web del Distrito, el cual es https://www.hayscisd.net/. Sección 12. Aviso de asamblea. La Junta halla, determina, detalla y declara oficialmente que se colocó un aviso por escrito con la fecha, la hora, el lugar y el asunto de la asamblea en la cual esta Orden de Elección es adoptada, en una cartelera de anuncios ubicada en un lugar conveniente para el público en las oficinas administrativas del Distrito por al menos setenta y dos (72) horas antes de la hora programada de la asamblea; que se dio aviso telefónico o telegráfico de tal asamblea a todos los medios de prensa que acordaron pagar todos y cada uno de los gastos incurridos por el Distrito en conexión con la entrega de dicho aviso, ambos como lo requiere la Ley de Asambleas Públicas, Capítulo 551 del Código de Gobierno de Texas y sus enmiendas; y que tal asamblea estuvo abierta al público según lo requiere la ley en todo momento en que esta Orden de Elección y su asunto fueron tratados, considerados y se tomaron medidas oficiales al respecto. Sección 13. Declaración de información obligatoria. Local veteran volunteers for mission to Ukraine with nonprofit BY CJ VETTER
BUDA – Local veteran Greg Miller is partnering with the Warriors Journey to help with the crisis in Ukraine. Once there, Miller will connect with other members of the organization to help deliver supplies, provide medical help and training, and set up distribution points. Greg Miller, 57, is a retired special forces medic, who served 22 years in Afghanistan and is a purple heart recipient. He lives in New Braunfels and has family in Hays County, and operates Re-UP men’s clinic located in Schertz. On Feb. 22, Russia invaded Ukraine under false peace-keeping pretenses. Hundreds of Americans felt the call to action, and Miller was one of them. After consideration with his long-time friend Tyler Schmidt, Miller decided to travel to Ukraine and help in the humanitarian effort along with Schmidt. “I’ve been watching the situation for a while, and I called my brother, and he said we should be going over there. We picked a date, and decided to be back by July 4,” Miller said. “My friend and myself, that was Tyler Schmidt, decided to do this ourself; we were going one way or not.” To fund their travel, Schmidt started a fundraiser on the website Gofundme.com where people could donate to their mission; Miller and Schmidt were then approached by the Warriors Journey nonprofit organization after their story was told by a Colorado newspaper. Warriors Journey volunteer Patrick Brennan partnered with the pair and helped them organize how they would be reaching Ukraine, as well as help fine-tune the details of their mission.

The Warriors Journey is a 501 non-profit organization that was founded in 2016 and is based on helping veterans transition from life in the military to life as a civilian. So far, they have helped over 10,000 soldiers during their operations. They also offer resources and support to both veterans and activeduty soldiers struggling with emotional, social, and spiritual difficulties.

Founding TWJ member Daniel Bell has been one of the people who have helped organize Miller’s mission to Ukraine. “We have a liaison in Poland and a team that’s in Ukraine in Lviv, there are 11 special forces veterans already there, and they’re working on three things; transporting supplies to people, providing prehospital care and training, and setting up distribution points,” Bell said. Miller left the U.S. on April 8 and hopes to return by July 4. As a former special operations soldier, Miller chose to volunteer out of a sense of duty and a call to action. He has left behind his family, as well as his business, to help. Although putting his life on pause, he isn’t afraid of the mission ahead, only ‘cautiously apprehensive’. He was especially proud to have served as board president of the North East Hays County Rural Fire District from 1984-1990. Nolan was a hard worker, but he enjoyed his free time as well. Playing tennis with friends and competing in senior competitions as he got older gave him great joy. He was an active member of the Onion Creek Seniors. Domino games, especially "42," were his games of choice at the center. He even organized many of their "42" tournaments. Working with stained glass in his garage was an activity he became very good at. He created several beautiful works of art that he donated to his longtime home church, Buda United Methodist Church. Nolan was loved and respected by so many in the community, but no one loved him more than his family. He is already greatly missed. He is survived by his beloved wife of 62 years, Deanie; his daughter, Kim (Rene); his daughter-inlaw, Rhonda Kunkel; his four grandchildren, Pres-
ton Kunkel, Emma Kunkel, Quinton Rodriguez, and Lauren Rodriguez; and his sister-in-law, Jeanette Box (Gordon). Also, his nieces and nephews and their spouses, who meant a lot to him. He was predeceased by his parents, Manfred and Eleanora (nee Buch) Kunkel; his siblings, Clarice Gross (Erwin), Betty Griffin, and Lloyd Kunkel (Carla); his sons, Mark and Darren Kunkel; and his niece, Rebecca Griffin Gore. What a family reunion they had when Nolan made it home! A memorial will be held Friday, April 22, 2022, at 1:00 pm at Buda United Methodist Church. A reception will be held within walking distance in the Kunkel Room of the Historic Buda School. Interment of his ashes will take place at Live Oak Cemetery in Manchaca, Texas, at a later date and will be just family in attendance. The first step for assault survirors to heal is support

April is both Sexual Assault and Child Abuse Awareness month. 2 in 5 women and 1 in 5 men will experience a form of sexual assault in their lifetime. In its infancy, the HCWC — with its limited staff — managed hotline calls while board members and volunteers responded to area hospitals to serve community members who experienced family violence, dating violence, sexual assault and child abuse. As the HCWC grew and hired more staff, the need to offer Advocacy Training to its staff was necessary to keep up with the demands of the community. This allowed the HCWC to officially launch the HEARTeam Program in 1985. The Hospital Emergency Advocate Response Team (HEARTeam) provides 24-hour crisis response to survivors of family violence, dating violence, sexual assault and child abuse at hospitals located in Hays or Caldwell county. The role of the HEARTeam Advocate is to provide emotional support, information and assistance after one or more of these incidents. A HEARTeam Advocate will respond to a hospital at the request of a law enforcement officer or when a survivor presents themselves at an area hospital for treatment of physical violence, sexual assault, or both. When a HEARTeam Advocate responds to a hospital, one of their responsibilities is to determine if a Sexual Assault Nurse Examiner (SANE) is available at the dispatched hospital to collect medical evidence. Every staff member of HCWC spends time with victims during hospital calls, including those who are hired to do accounting or assist with fundraising. It does not take a direct service professional or a counselor to make a good advocate. Good advocates are people willing to show up. They aren’t there to fix anything or answer every question. The advocate sits with survivors, provides

basic information about HCWC services, listens to as much or as little as they want to share, and offers the support of being a person who believes them. Advocates are the first step in the healing process and truly make a difference. Evidence shows that when survivors have advocates, they experience less distress during the hospital visit and receive medical services at a higher rate. The HEARTeam Coordinator will follow up with the survivor after each call to connect with them for continued care through the many services which are offered at HCWC. The goal of HCWC and the HEARTeam Program is to help during the recovery and healing process through compassion, patience and acceptance. HCWC staff member Rachel Mayorga describes the impact of the experience, saying, “Being a HEARTeam advocate can be challenging, but
the reward you get from knowing you were able to support someone in an extremely difficult situation is a great one. As an advocate, I get an immense feeling of fulfillment by being able to tell a survivor that not only do you believe them, but there’s a whole team of people behind you who also believe them and are here for them.” If you or a loved one are in a crisis, call 911 or go to the nearest emergency room and request the hospital to contact a HEARTeam Advocate at (512) 396-HELP. We encourage our allies to participate and share our message with their friends and relatives to listen without judgment, believe without prejudice and support our neighbors that have suffered abuse. Texas ranked ninth most stressful state to live in and first in number of average hours worked per week BY CJ VETTER Texas – According to a report published by personal-finance website WalletHub, Texas was ranked the ninth most stressful state to live in. Louisiana was ranked first, while Utah was ranked the lowest at 50. The report determined the level of stress by comparing 41 key metrics across the states. Things such as credit score, housing cost, crime rate, divorce rate and more were observed, and then combined to determine the overall stress of living in each state. For example, Texas was ranked first in the number of average hours worked per week. Texas also scored very highly when it came to stress related to work, coming in second only to Alaska, and followed closely by Louisiana. During the COVID-19 epidemic, and the sudden burst of economic and population growth, it’s no wonder that many Texans

Texas also came in at fourth most stressed in matters regarding family, earning it a very high ranking overall. “I am a mindfulness researcher and I am convinced that above the lowest threshold, awareness of what brings us joy versus what stresses us out is the most important thing to sculpt a life worth living,” Doctor Maryanna D. Klatt, a professor at the Ohio State University College of Medicine said. However, Texans were able to slip out of the top five by a few metrics; one place where Texans weren’t stressed was in the wallet. When ranked by stress induced by money, Texans got off easy at rank 32, and while not precisely high, Texans did escape the top ten when it came to stress involving health and safety, landing at rank 14. Michele Schalin of Mindful Metamorphosis, a local therapy group, believes that

Lions Club members Charles and Nancy Handrick are two of the volunteers helping get the races up and running. “We have put the information out there, and she said she has a little over a 100 dogs registered already, and that’s preregistration. So, on the day of, we have a lot of walk ups,” Charles Hendrick said. The history of the Buda Wiener Dog Races traces back 25 years, after one of the Lions Club members witnessed a Wiener Dog race elsewhere;
inspired, the club member took the idea back to her Buda club and organized the event. The race quickly gained the attention of the public after CBS journalist Bill Geist did a story over it, and soon, it grew from a 35 dog race to an over 400 hound destination for dachshund lovers nationwide. While the number of wiener dogs participating has gone down since then, and the past two years were skipped, the club is eager to get things started again. The races, which are done with four to five hounds at a time, can get competitive with strict regulation in place. “For us, we put them in the back of the box, and you
come around to the front of the box. You get your pups attention; then we’ll ask the owner to back up 70 feet, and then 15 feet further back, so long as you keep your dog’s attention, and with one of the stipulations being no real food in the race track,” Charles Hendrick said. “The true racers that come there that are racing for the money, they have their dogs trained, and have been training. I’d say about 90 percent of them are here for the atmosphere.” The Lions Club has had some losses however, with the most noticeable being the passing of James Michael (Mike) Huckaby in February

This year will mark the use of a new pedal operated racing gate, as well as a new poster and theme spoofing the "Lion King", dubbed the "Wiener King." The theme itself was developed for the Lions Club by William Marketing, and like previous years' themes "Wonder Wiener" and "Game of Wieners," it will be available to purchase on the website as a poster alongside other merchandise. William Marketing also provide the massive first place trophy. “They love their dogs. Don’t say anything derogatory about the little wiener dogs. This year,
this poster, it was hand drawn; well it’s, we didn’t actually hold up a dog, because some lady done called us and told us ‘that is not how you hold a wiener dog,” Charles Handrick said. “Yes ma’am, no dogs were harmed in the making of this poster.” The Lions Club is an international nonprofit dedicated to helping serve their communities and help those with vision impairments. at one time,” Sellers said. “There’s really not a single day I’ve taken a vacation from the city. I work every day. Weekends; when I’m on vacation. City managers do not have the luxury to take vacation. We’re always on.” Mayor Pro Tem Robert Rizo said that the contract should be clarified so “no one is worried you’re taking 90 days [of sabbatical] per year,” since this would be on top of the already-allocated paid sick/vacation/holiday time. “I know when you’re out of pocket, we still call you. This is a very active council and we’re definitely always in your ear,” Rizo said. “I guess those having reservations with the 90 days would like to see that broken down to maybe 30 days per year in the contract … that way it’s justified to three weeks a year.” A motion to amend the contract to break up the sabbatical leave was moved by Mitchell and seconded by Rizo, and carried 7-0. Regarding health insurance, the contract states that the city will pay the premiums for health, hospitalization, vision, dental and comprehensive medical insurance for the city manager and his/ her qualified dependents. The city will provide these benefits at no cost to the manager or his dependents upon retirement if the manager continues employment through at least March 2025, or retires on or after March 2025. The benefits will stop when the manager and their dependents reach the age of full Medicare eligibility.

Two issues Tobias brought up were in regards to the contract’s policy on the city manager’s sabbatical leave and health insurance, and said that constituents had also mentioned these concerns to him as well. “Once you retire, the taxpayers of Kyle would have to continuously have you on a payroll for insurance for any dependents,” Tobias said. “If there’s a way for us to look at this and really dissect it to make it fair, not just for you, Mr. Sellers, but for everybody else … this is a representation of our city and our taxpayer money.” Flores-Cale said she didn’t believe the dais had enough time to discuss the contract, that as a group had discussed it for “maybe 30 minutes,” and said that had she had more time, her “vote would hopefully be a lot different.” “I’m kind of sad and disappointed that we did not get a fair opportunity for each council member to discuss their concerns and issues,” Flores-Cale said. “I’m equally disappointed that my concerns and issues were put on the back burner and I’m being forced to vote right now. I don’t find it fair that you’re requesting us to take a vote on information we don’t have, or conversations we haven’t spoken about.” Council member Dex Ellison said that council blocked out “an hour or so” during one executive session to discuss the contract amongst all seven members. A few weeks later, they had another 30 to 45 minute discussion,
excluding Tobias, who had to leave early. “There’s been documentation pulled. I have a good sense in myself, and we all have to make that decision for ourselves,” Ellison said. “There’s going to be give and take. Let’s start making motions and get the contract that we feel is best for our city. I do not want to look at this budget after a budget season. This should be decided prior to budget season.” Tobias moved that the city manager agree to cover his cost of insurance to qualified dependents upon retirement, or at least up until 2025 which is when his current contract is set to expire, and to remove health benefits for qualified dependents upon age of eligibility. The motion was seconded by Flores-Cale. The motion, however, failed 2-5, so the amendment to the contract was not made. Mitchell earlier reiterated his pride for Sellers’ work and accomplishments, citing his work ethic and ability to put together good deals that work in the city’s best interest. “I understand that there will be desires to go down various paths to potentially delay [the vote], but as far as I’m concerned, there are a lot of reasons to continue moving forward with the manager we have,” Mitchell said.
She said including both types of information on the application and the ballot carrier envelope with help alleviate the chances of ballot rejection. “Once the voter has completed this portion of the carrier envelope, they can seal the flap, sign over the flap in the red box and mail the ballot back to the Hays County Election Office,” she said. “Both the ID number and the signature are required for the ballot to be accepted.” Doinoff emphasized that the new legislation offers voters the opportunity to correct any defects on their ballot in enough time to be counted. “Make sure you include your phone number and email address under the flap so we can contact you if you need to make a correction on your ballot envelope,” she said. “The Elections Office, or the Early Voting Ballot Board, can contact you to certify your ID or sign your ballot should you forget those items before your submission.” “By contacting the Elections Office early, that will help make sure you have enough time to receive the packet, complete the ballot, fill out all the information on the envelope, mail it back and make any corrections if necessary,” Doinoff said. “But one of the best ways
to ensure your vote counts is to completely fill in all of the requested information on the ballot and the ballot envelope.” She also reminds voters that annual vote-by-mail applicants can apply every year in January to receive ballots for that year. Ballots must be received by the Hays County Elections Office by 5 p.m. the day after Election Day and postmarked no later than 7 p.m. on Election Day to be counted. “Our goal is to help all eligible vote-by-mail users to better understand the process,” Doinoff said. “Knowing this information will ensure that your ballot is accepted and counted in timely manner.”

This is following the Crawfest event that occurred in February, and was proposed as the
second part of the event to end the crawfish season in May. The first event had over 2,500 people in attendance, with an additional 60 nights’ worth of hotel reservations, and offered live music, cornhole, boutique vendors, a kid zone, and of course, plenty of crawfish. “In a lot of ways, this is year one for a lot of these events coming into the amphitheater,” said council member Matt Smith. The event’s success was
calculated by post-entrance surveys, where attendees were asked questions, such as if they stayed for multiple nights, or if they were planning to see other attractions in the area. The city also took steps to ensure that the internal organizations of the city didn’t give overlapping money to the event. Once a voter receives their ballot, they should complete it fully and accurately. “After you complete your ballot,” Doinoff explained, “place it in the secrecy envelope then place that in the carrier envelope, which is white with a purple stripe.” She added, “Before you seal the carrier envelope, lift the flap and fill in the blanks under the “Required Information” section.” Doinoff said this was a step that some voters missed during the primary election and the information helps identify that the voter is the same person that requested the ballot. “The section under the flap is where the voter will enter either their Texas-issued ID, or last four of their Social Security Number that matches the ID on their voter registration record,” she said. “Our office recommends that voters include both pieces of information.”
