PARKS AND REC OFFERING EMPLOYEE INCENTIVES

New pool hours going into effect KYLE — The Kyle Parks and Recreation Department is looking for ways to incentivize employees, which would in turn offer upsides to the community, such as helping keep the allnew James Adkins Pool schedule a reality. Kyle City Council members unanimously approved the Kyle Parks and Recreation Department to create an incentive program for its staff during its July 5 meeting. During the June 7 council meeting, parks

and recreation director Mariana Espinoza said that because of lifeguard shortages, the James Adkins Pool days and hours of operation would be cut to just Fridays and Saturdays from 1 p.m. to 5:30 p.m. As a result, the parks staff was directed to come up with a plan on how to open the pool six days a week for six hours a day. “The people who use the pool, oftentimes, it's one of their only options for recreation,” Mayor Travis Mitchell said. “So, denying them, that seems like we’re taking away a quality of life for

potentially hundreds and hundreds of our residents.” During the July 5 meeting, Espinoza said that they have since been able to hire and train enough staff to open the pool four days a week (Tuesdays, Thursdays, Fridays and Saturdays) for six hours a day (12 p.m. to 6 p.m.), which went into effect on July 12. Mitchell said that with the new schedule, there are now at least more options for residents to be able to swim. Even with new staff and pool days and hours, the parks department, along with the human resource department, still came up with more ideas to help incentivize employees and make this schedule — and other opportunities — possible. Brooke Collins, the park department’s aquatics and athletics programmer, outlined six ideas to address this: • Increase the hourly pay rate. Currently, lifeguards, the head lifeguard and the pool manager make $15 an hour once certified. The department suggested boosting pay up to $20 an hour for lifeguards, $22 an hour for the head lifeguard and $24 an hour for the pool manager. • Use existing resources (personnel.) Eligible employees would receive overtime based on a base rate of a lifeguard as $20 an hour and be paid time and a half, effectively receiving $30 an hour.

The city of Kyle is undergoing lifeguard shortages at the James Adkins Pool, causing the city council to consider ways to incentivize employees. • Hire full-time and part-time assistants. The department would hire either two recreational leaders or two recreational specialists in order to assist staff with yearround activities with aquatics, athletics, special events and other programs. Additionally, college students would have the opportunity to intern with the department. • Offer recruitment incentives. A $250 referral program would be implemented, where if an applicant is hired and completes the season, the

staff member who made the referral would receive $250 on their check. • Offer enticing incentives for employees. The department would provide a bi-weekly meal for seasonal employees, as well as weekly snacks. • Use promotional marketing. Increase promotion for hiring and allow for representation of all ranges. Recreation manager Aimee Garcia said that out of all of the ideas, the recruitment and employee incentive programs would offer the department the most traction.

BY BRITTANY ANDERSON

“It not only gives back to the current employees, but also brings a bit more of a ‘wow factor’ of why to come work for the city,” Garcia said. The unanimously approved incentive program will cost the city $19,500 and allow for staff to receive biweekly meals, weekly snacks and take part in the $250 referral program. The cost will be taken from the existing allotted seasonal budget, which has approximately $65,000 leftover. Garcia said that the lifeguard shortage effectively saved the department money that can be used for the incentive program. There may also be future discussion on hiring more employees, which Espinoza said would allow for more athletic programs such as flag football, softball leagues and volleyball leagues to be implemented, help fulltime programmers during off-season, and even help the pool. “As we go into budget season, I want the council to be aware that when we’re promoting the city and we’re trying to bring in more items for residents to do around the city, we should really consider the recommendations here,” Mayor Pro Tem Robert Rizo said. “[It’s] the reason I’m willing to wait until the budgets, because then we have a clear road. One of the things that residents ask me all the time is, ‘What can we do in the city?’ Having more programming for them would be key, and I think would really inspire more residents to come out and see who we are and what we’re about.” In the meantime, for more information on the pool’s operation times, costs, programs, events and more, go to www.cityofkyle.com/ recreation/aquaticsjames-adkins-pool.

DESIGNING HEROES MEMORIAL PARK

No more uniforms at Simon MS

Creating a space for heroes and peace BY CJ VETTER KYLE – Heroes will soon have a dedicated space in Kyle. As Heroes Memorial Park comes closer to opening, landscape architect Philip Koske, of Nudge Design, discussed the process of designing the park and how the team worked with the community to create a space appropriate for all heroes. Koske, Toni Toscano, and Annie Furlong were the three designers responsible for the architecture of the new park, which is located in the 138-acre pedestrianfocused mixed-use development in The Brick and Mortar District, located at FM 1626 and Kohlers Crossing. The park was originally designed with veterans in mind, but has since been expanded to honor heroes of all kinds, including first responders. “The project, at its most basic level, was that the veteran community was trying to get a veteran memorial place, not really considering it a park, but still a space in a public setting away from the VFW where they could establish a memorial, and that had been on the council’s radar,” Koske said. "At some point in the political leadership, there was discussion about wanting the park to be as inclusive as possible – every one that they saw as putting their life on the line – and that sort of changed the concept of a veteran memorial to being a heroes memorial. That brought a much bigger umbrella of recognition, like fire, EMS, law enforcement, and the branches of the military that fall under the pentagon." Many features, themes and design elements were put into consideration as the team went about creating the initial drafts of Heroes Memorial Park. As the community worked with the team, all groups involved gravitated towards the park being monumental, but casual.

KYLE — Students at Simon Middle School will no longer be required to wear uniforms, following a change that will take effect during the 2022-2023 school year. Simon Middle School has had uniforms since the school first opened in 2009. Hays CISD chief communications officer Tim Savoy said that while there are some benefits to uniforms, they also present some challenges for families, such as making sure they have the proper uniform and enough of them to last between laundry cycles. In a campus-wide statement, Simon principal Laura Briones said that as the school has continued to grow and evolve over the last 13 years, she has received feedback on uniforms, and that students have also been vocal and working with administration to help with planning efforts as they move forward with this change. Despite the absence of a uniform, a standardized student dress code policy that is in accordance with the Hays CISD dress code policy will still be maintained and enforced. Per the school’s dress code, the following clothing items are not permitted: • Tops: tank tops, muscle

The city of Kyle held a groundbreaking of the Heroes Memorial Park in May 2021 — veterans, first responders and community heroes are now awaiting its opening. "I think one of the special things was how all of the groups approached it in the same way, with all the groups gravitated towards specific words like “impressive” and “monumental” but at the same time, they wanted it to have a casual feel, and that's a really different pairing of ideas," Koske said. Areas were created within the park for both ceremonial and recreational use. The main garden was designed with speeches and events in mind, while the peace garden section was created to give a naturalistic and peaceful environment where people can unwind. "We really wanted the place to feel comfortable, where someone from the community could come and feel at ease, versus a very formal or unwelcoming environment," Koske said. One particular aspect of the park that many veterans wished was included, and that Koske found intriguing, was peace and reconciliation. To that end, the designers included numerous circular spaces,

which represented equality. "The VFW wanted the idea of peace represented in the park, which I thought was just a really nice gesture in that they are recognizing the goal, so we included a small circular area, where all the seating arrangements are circular, because a circular seating arrangement encourages conversation, and a circle is always equal, no matter which edge you are on,” Koske said. "There is also a ring of floating stones, with words etched on each stone, and the words are all about

As part of a larger effort to connect the city, Heroes Memorial Park will also be connected to the upcoming La Verde Park and the main street in the retail district via bike and footpath. Once completion of the parks and district has been accomplished, the entire area will be accessible by foot.

TEA releases STAAR results for grades 3-8 The Texas Education Agency has released the 2022 State of Texas Assessments of Academic Readiness Results for grades 3-8, which showed across-the-board improvements in all grades and subjects, with especially significant gains in reading. “The investments that the state is making in reading academies and accelerated instruction are clearly paying dividends for our students, and the results are a testament to the hard work of teachers across our state,” Texas Education Commissioner Mike Morath said. “While we still have much work to do to recover from COVID-related learning loss in mathematics, the improvements our students have made in reading are clear." The spring results include exams in mathematics and reading for grades 3–8, 5th and 8th grade science, and 8th grade social studies.

DEMOGRAPHIC CENTER ANALYZES STATE CENSUS RESULTS

The U.S. Census Bureau has released its 2021 population estimates, and the Texas Demographic Center has crunched the numbers to determine: • Texas is growing both older and more diverse. Median age increased to 35.4 years in 2021, up from 33.6 in 2010. • Texas has more Black residents than any other state. • All urban core counties in Texas, except for Travis County, lost non-Hispanic white population. • The state has the third-largest Asian population in the country. • Harris County has more Black residents than all other counties in the country except Cook County, which includes Chicago.

SHARING THE ROAD WITH LARGE TRUCKS

Anyone who has driven the state’s major highways recently likely has noticed the number of 18-wheelers on the road has risen as businesses and industries work to fill demand in many sectors. The Texas Department of Transportation is reminding motorists to take extra care when driving around big trucks. Drivers are especially at risk in the state’s energy sectors,

according to TxDOT. Last year, more than 79,000 crashes occurred in the state’s five major energy production areas, resulting in 1,119 deaths — a 20% increase over the previous year. Among the safety tips offered by TxDOT are staying away from a truck’s blind spot; not tailgating; when passing a truck, making sure you can see both of the truck’s headlights before moving back into your lane; and never crossing behind a truck that is backing up, since the driver can’t see you.

COVID-19 CASES INCREASE AGAIN

The number of new COVID-19 cases reported in Texas during the past week by the Coronavirus Resource Center at Johns Hopkins University rose again to 84,417, with 115 deaths recorded. Both numbers are up modestly compared to what was reported the previous week. However, lab-confirmed COVID-19 hospitalizations in the state continue to rise steadily, with 3,007 reported by the Department of State Health Services. That’s up 22% from the previous week and more than double what was reported a month ago. Gary Borders is a veteran award-winning Texas journalist. Aviation purists dismissed the Corrigan flight as a foolhardy stunt. No new trans-Atlantic trail was blazed, and the daredevil risked life and limb for a cheap thrill. But the stuffed-shirt critics missed the point. More a Walter Mitty than a Charles Lindbergh or even a Howard Hughes, Douglas Corrigan turned an armchair fantasy into a seat-of-the-pants adventure, and Americans everywhere loved him for it.
