Texas redistricting committee has drawn State Representative Erin Zwiener (D-Driftwood) residence out of House District 45. Zwiener was elected to represent the district in 2018, and does not want to abandon her position. “While I’m incredibly grateful that the I-35 corridor was kept whole, as it should be, I’m disappointed on a personal level that I was drawn out of the district,” Zwiener said. “However, I still hope

Kyle council turns into circus over accusations Words flew during Kyle’s City Council meeting, with council members blaming each other for the resignations of Planning and Zoning members and city staff. “Slanderous and unbecoming of council members” were vehemently fired by Mayor Pro Tem Rick Koch, as he reacted to council member Yvonne Flores-Cale. Lies are being fabricated and pushed through, Koch said, adding, “I am not going to defend myself on false accusations.” Planning Director Howard Koontz recently left the city of Kyle to work for the city of Dripping Springs. Flores-Cale told council that she was told by Koontz that he left because he was called into a meeting by Mayor Travis Mitchell and Koch, where Flores-Cale said Koontz felt his job was threatened. Koch denied that harsh words were said to Koontz. Flores-Cale said she had asked Koontz six weeks ago, before he took another job, to speak to the council about his concerns. Flores-Cale asked city manager Scott Sellers directly if Koontz had complained to him, which Sellers said never happened. “If that’s the story you were told, then I am sorry you were told that story,” Sellers said. Council member Dex Ellison entered the fray, trying to clarify why he was questioning other council members. Ellison said that he did have a conversation with the city manager regarding

Planning Director Howard Koontz recently left the city of Kyle to work for the city of Dripping Springs. FloresCale told council that she was told by Koontz that he left because he was called into a meeting by Mayor Travis Mitchell and Koch, where Flores-Cale said Koontz’ job was threatened.
Koontz and he never felt that Koontz should leave. Mitchell at one point in the argument said that “the dysfunction of the council has reached an all time high.” Ellison said that he was hoping that the problems that happened between Koontz and the council would never happen again to another department head or staff member. Ellison also said that other members of the P&Z resigned their positions, without giving specifics are their reasoning. Ellison later said that he believes any discussion regarding employees should go through the city manager. Later in the meeting, council member Robert Rizo agreed and said that moving for-
ward the council should have one employee, and one employee only, that being Scott Sellers, to talk regarding any problems brought to them regard-

Is autumn for America? The autumn leaves are expected to be extra vibrant this year in Pennsylvania, though they are changing colors a week later than is normal. That’s fitting. Very few things are “normal” this year. According to Merriam-Webster, “autumn” is “the season between summer and winter comprising in the northern hemisphere usually the months of September, October, and November.…” Autumn is also defined as “a period of maturity or incipient decline.” Fall has always been my favorite time of the year. The chilly air and vibrant colors fill me with calm. This time of year I become especially reflective about my life and my future, but I also reflect about our country and its future. Political discourse and basic civility grow worse by the day. Just follow the news – if you can bear it. Our massive federal government is demonstrating massive incompetence on a host of issues – the Afghanistan pull-out, the Southern border, gigantic proposed spending bills – yet a growing number of voters seems to think a bigger, socialistic government is a dandy idea. America’s systemic optimism is hitting new lows, as a majority of us believe the country is heading in the wrong direction. Is it really autumn for America? Have we reached a period of maturity and incipient decline? I hope and pray it isn’t so. I’ve long believed you should never bet against the resilience, ingenuity and productivity of the American people. But in this reflective time of year, I admit that I have a growing sense of unease about our country’s future. It’s best if you try to focus instead on the many enjoyable events that autumn brings: hayrides, hot apple cider and the entertaining haunted house venues that are back in business after covid shut them down last year. It’s best to marvel at the creativity and hilarity of the characters and costumes people come up with for their annual Halloween party – the one social event, or at least it used to be, at which adults can really let themselves

As far as characters and costumes go, I increasingly identify with the “oddest” character in the 1960s sitcom, “The Munsters.” The Munsters are a family of silly monsters: Grandpa, an eccentric vampire; his daughter, Lily, also a vampire; her husband Herman, a Frankenstein monster; their son Eddie, a werewolf. The Munster who’s the oddball in the family is their niece, Marilynn, who is considered plain and unattractive by Munster standards because she is a normal, attractive woman by traditional standards. With so many supposedly normal characters in Washington attempting to pass the largest government spending bill in U.S. history, you can feel like an oddball yourself for suggesting that some of the measures in the bill are way too radical and way too costly. In fact, fewer American “oddballs” – people worried about the country their children will inherit – are willing to share their thoughts in public. According to a 2020 Cato Institute survey, 62 percent of us say we hold political views we’re afraid to share – with good reason. The survey finds that “50 percent of strong liberals support firing Trump donors, 36 percent of strong conservatives support firing Biden donors, and 32 percent are worried about missing out on job opportunities because of their political opinions.” Freedom of speech has long been the very foundation of our country, but a majority of Americans are now afraid to exercise it? That sad fact has become the new normal in America. And that’s a lot more frightening than the scariest haunted house anyone will enter this autumn. There’s a hole in my bucket I actually wrote this column last winter when my immediate future upon this earth was in doubt due to the pandemic. Folks were dying all around us back then as they still are today, but now, after two vaccines and a third coming in a few weeks, I feel confident I’ll be on this side of the dirt for another 30 years or more. So, with all this time I should have, I think I should share my bucket list with all y’all. I had to edit it a bit since I’ve already accomplished a couple of items last May after I became fully vaccinated. I finally went to Big Bend and saw the Marfa Lights, so I’ve scratched those off my list. Since I already live in paradise, there aren’t many places I want to visit. I’ve always wanted to go to Montana and Wyoming. I’d like to see Old Faithful spewing water out of the ground. I once witnessed this phenomenon after a water main burst during an ice storm, but I suspect the geyser in Yellowstone is even grander. I went to the Grand Canyon as a kid, but wouldn’t mind seeing it again. I believe

Key West is still on my bucket list, although we made it to Key Largo a few years ago. We even went snorkeling around some reef in crystalline water. After returning to the boat, we were all informed there was a shark swimming among us. If I had seen him, that water would’ve turned murky right fast. I’m not too eager to cross the Atlantic to visit other countries. I’m not real crazy about air travel, and Europe is a far piece from Texas. It would take days to straighten out my long legs after being crammed in a plane that long. I wouldn’t mind visiting Switzerland and Germany. I do like German food and they know how to brew a good beer. I have no desire to visit France, though. I don’t eat snails, and I doubt there’s any restaurant in all of Paris that serves good Mexican food. I don’t plan to ever set foot on British soil. They serve their tea warm
and in tiny little cups. I’m not right sure what a crumpet is, but they serve them over there. By the look of those Brits’ teeth, crumpets can’t be too good for my chompers. Nope, Britain isn’t any place I want to visit. I’d rather go to some place where they speak English. I don’t have the Egyptian pyramids on my bucket list. One summer as a kid, my grandfather hired us boys to pick up rocks and toss them into a gully. So why would I want to stand in the scorching sun and gaze at a pile of rocks. Been there, done that. I’ve been asked if I’d want to go to a Broadway show up in New York. Not this cowpoke. There’s too much concrete and way too many people for this country bumpkin to meander around in the Big Apple, and I have no desire to sit through some Broadway musical. Now if they make an adaptation of Tombstone into a play, I might consider going. Someone once suggested I go scuba diving out in the Caribbean. Excuse me, but there are lots of sharks in those waters, and I don’t want to be responsible for
dumping toxic waste into the ocean. And you won’t find skydiving on my bucket list, either. I’m not real fond being up in an airplane, but I’m certainly not about to jump out of one unless I see both wings headed back to earth first. These are just a few things I plan to do or not do in the next decade. There have been other items I’ve added to my list over the years, but there seems to be a hole in my bucket. I just can’t remember what they are, or I sobered up and realized there’s no way I’m doing that. As for all y’all out there who are vaccinated, y’all might as well make a list, too. No reason not to travel. And those of y’all who refuse to get vaccinated, you should write down the reasons you didn’t want the vaccine so your kids will know why you’re in a coffin instead of taking them to the Grand Canyon. Abbott wants to increase illegal voting penalties Gov. Greg Abbott has asked the Texas Legislature to increase the penalty for illegal voting, adding the item to the third special session now underway. However, House Speaker Dade Phelan, R-Beaumont, quickly rejected the proposal, according to the Austin American-Statesman. During the second special session, Senate Bill 1 was amended to decrease the penalty. House Democrats twice broke quorum in failed attempts to stop the elections bill from passing. “Now is not the time to relitigate,” Phelan said. “Instead, the House will remain focused on its constitutional obligation to pass redistricting maps, and members look forward to fulfilling this critical task.” The measure has moved forward in the Senate. It would make the penalty for voting illegally a second-degree felony, with a maximum sentence of 20 years in prison. SB 1 reduced the penalty to a Class A misdemeanor, with up to one year in jail. However, Phelan’s opposition means it is unlikely to move forward.

TXDOT LAUNCHES PEDESTRIAN SAFETY CAMPAIGN Despite a drop in traffic accidents last year, the state saw a marked increase in the number of people killed walking or biking in the state. In 2020, 731 people died in pedestrian-related crashes, an increase of 9% from the previous
variant, has dropped by nearly half in the past month, although total deaths remain relatively high. Since the pandemic began, the state has reported more than 4 million cases with nearly 66,000 deaths. Lab-confirmed COVID-19 hospitalizations in Texas also continue to drop, with 8,218 reported by the Texas Department of State Health Services on Sunday, down 20% from the previous week. A total of 14.88 million Texans are now fully vaccinated, or 51% of the total population.

Flu season is approaching, and with COVID-19 still spreading in the state, DSHS is urging Texans to protect themselves by getting the flu vaccine as soon as possible. “We have good reason to believe this flu season may be worse than last year’s,” said Dr. John Hellerstedt, DSHS commissioner. “For most of last flu season, we didn’t have the COVID vaccine yet, and many Texans were practicing the same basic health protections and good hygiene that
have proven to help stop any respiratory virus like COVID-19 and flu. TO THE RESIDENT, QUALIFIED ELECTORS OF SAID CITY: TAKE NOTICE that an election will be held in said City as provided in an ORDINANCE CALLING A BOND ELECTION to be held on November 2, 2021 duly passed by the City Council of said City, which ordinance is substantially as follows: WHEREAS, pursuant to the provisions of Chapters 1251 and 1331, Texas Government Code, as amended, the Texas Election Code, as amended, and other related statutes the City Council of the City of Buda, Texas (the "City") is authorized to call an election in order to submit to the voters of the City propositions regarding the issuance of general obligation bonds; and WHEREAS, the City Council deems it advisable to call a bond election for the propositions hereinafter stated to be held on the next uniform election date of November 2, 2021; and WHEREAS, the City is contracting with Hays County (the "County") for the administration of the Election pursuant to an interlocal agreement with the County (the "Election Contract"); and WHEREAS, the County, acting through the Hays County Elections Administrator (the "Elections Administrator") in accordance with the Election Contract will provide for the administration of the Election; WHEREAS, the placement of items on the ballot for the City’s November 2, 2021 elections shall be in accordance with the Texas Election Code; and WHEREAS, it is hereby officially found and determined that the meeting at which this Ordinance was adopted was open to the public, and public notice of the time, place, and purpose of the meeting was given, all as required by Chapter 551, Texas Government Code, as amended. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BUDA, TEXAS THAT: Section 1. Findings. The statements contained in the preamble of this Ordinance are true and correct and adopted as findings of fact and operative provisions hereof. Section 2. Election Called; Polling Places; City Website. The Election shall be held in the City between the hours of 7:00 a.m. and 7:00 p.m. on November 2, 2021 ("Election Day"). The Election is to be conducted by the County, as provided by Chapter 271, Texas Election Code (the "Code") and the Election Contract. Voting for the Election on Election Day shall occur during the hours and at the designated polling places as set forth in Exhibit A attached hereto, which exhibit is hereby made a part hereof for all intents and purposes. Exhibit A shall be modified to include additional or different Election Day polling places required to conform to the Code and the Election Contract. The City's Internet website is: https://ci.buda. tx.us/. Section 3. Early Voting. Early voting shall be administered by the County. Early voting by personal appearance shall begin in accordance with the Code on October 18, 2021, and conclude on October 29, 2021, and will be conducted at the Early Voting locations on the dates and at the times specified in Exhibit A attached hereto. Exhibit A shall be modified to include additional or different early voting polling places required to conform to the Election Contract and the Code. Section 4. Election Officials. The appointment of the Presiding Election Judges, Alternate Judges, Early Voting Clerks, the Presiding Judge of the early ballot board and other election officials for the Election shall be made by the Elections Administrator in accordance with the Election Contract and the Code. The Elections Administrator may employ other personnel necessary for the proper administration of the Election, including such part-time help as is necessary to prepare for the Election, to ensure the timely delivery of supplies during early voting and on Election Day, and for the efficient tabulation of ballots at the central counting station. The City Council of the City hereby authorizes the Mayor, the City Manager, and the City Clerk, to execute or attest on behalf of the City the Election Contract with the County. Section 5. In all respects, the Election shall be conducted in accordance with the Code and any future proclamations of the Governor impacting the Election. Pursuant to the federal Help America Vote Act ("HAVA") and the Code, at each polling place there shall be at least one voting system that is equipped for disabled individuals, and each such voting system shall be a system that has been certified by the Texas Secretary of State as compliant with HAVA and the Code. The City hereby finds that the voting system to be used by the Elections Administrator in administering the Election is such a system, and orders that such voting equipment or other equipment certified by the Texas Secretary of State shall be used by the City in its elections. Section 11. Debt Obligations. The following information is provided in accordance with the provisions of Section 3.009(b) of the Code. (a) The proposition language that will appear on the ballot is set forth in Section 9 hereof. (b) The purpose for which the bonds are to be authorized is set forth in Section 8 hereof. (c) The principal amount of the debt obligations to be authorized is set forth in Sections 8 and 9 hereof. (d) If the bonds are approved by the voters, the City Council will be authorized to levy annual ad valorem taxes, on all taxable property in the City, sufficient, within the limits prescribed by law, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds. (e) Based upon the bond market conditions at the date of adoption of this Ordinance, the maximum interest rate for any series of the bonds is estimated to be 3.25%. Such estimate takes into account a number of factors, including the issuance schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated maximum interest rate is provided as a matter of information but is not a limitation on the interest rate at which the bonds, or any series thereof, may be sold. (f) If the bonds are approved, they may be issued in one or more series, to mature serially, over a period not to exceed 30 years from the date of issuance of each series of bonds. (g) The aggregate amount of the outstanding principal of the City's debt obligations secured by and payable from ad valorem taxes as of the date of this Ordinance is $92,880,000. Such amount also includes obligations which the City currently intends to pay from sources other than ad valorem taxes but that could be paid from ad valorem taxes if such other sources are not available at the time required for payment. (h) The aggregate amount of the outstanding interest of the City's debt obligations secured by and payable from ad valorem taxes as of the date of this Ordinance is $35,765,325. Such amount also includes obligations which the City currently intends to pay from sources other than ad valorem taxes but that could be paid from ad valorem taxes if such other sources are not available at the time required for payment. (i) The ad valorem debt service tax rate for the City as of the date of this Ordinance is $0.2276 per $100 of taxable assessed valuation. The information provided in this section is solely for purposes of compliance with Section 3.009(b) of the Code and is for illustration purposes only. The information is not a part of the propositions to be voted on and does not create a contract with the voters. Section 12. Posting and Publication Requirements. The City Clerk is authorized to give or cause to be given notices required for the election, and to take such other and further action as is required to conduct the election in compliance with the Code and City Charter; provided that, pursuant to the Election Contract, the applicable election officials of the County shall have the duty and be responsible for organizing and conducting the election in compliance with the Code; and for providing all services specified to be provided in the Election Contract. The applicable election officials of the County shall give the notices required by the Code to be given for the election not required to be given by the City under the Election Contract. In accordance with provisions of the Code, the form of voter information documents pertaining to the propositions to be voted on at the Election is attached hereto as Exhibit "B" (the "Voter Information Documents"). A substantial copy of this Ordinance and the Voter Information Documents (each as may be modified without further City Council action in a manner that is consistent with the calling of the Election and the election notice requirements of the Code applicable to the Election, including any proclamations by the Governor) shall serve as proper notice of the election and the voter information documents required by Section 1251.052(b), Texas Government Code, respectively. The City Clerk is authorized to give or cause to be given the following to be posted and published in accordance with law: (a) A substantial copy of this Ordinance, with such omissions authorized by law, shall be published in a newspaper of general circulation in the City, on the same day in each of two successive weeks with the first publication occurring not earlier than the thirtieth (30th) day or later than the fourteenth (14th) day prior to the day of the Election; (b) This Ordinance and the Voter
Information Documents shall be posted not later than the 21st day prior to the date set for the Election (i) on the bulletin board used for posting notices of meetings of the City Council (and also at City Hall if such bulletin board is located elsewhere) and (ii) at three other places in the City; (c) This Ordinance and the Voter Information Documents shall be posted on election day and during early voting by personal appearance, in a prominent location at each polling place; and (d) This Ordinance, the Voter Information Documents and any sample ballot prepared for the Election shall be posted during the 21 days before the election, prominently on the City's Internet website. A FAVOR ______ EN CONTRA ______ Sección 10. Cumplimiento con las leyes estatales y federales. En todos sus aspectos, la Elección se llevará a cabo de acuerdo con el Código y cualquier otra proclamación posterior del Gobernador que repercuta sobre la Elección. En virtud de la Ley federal Ayude a América a Votar (“HAVA”) y el Código, cada lugar de votación dispondrá, como mínimo, de un sistema de votación equipado para personas con discapacidad, y cada uno de los sistemas de votación de ese tipo será un sistema que cuente con la certificación de cumplimiento de HAVA y el Código emitida por el Secretario de Estado de Texas. Por la presente, la Ciudad halla que el sistema de votación que será utilizado por el Administrador de Elecciones para administrar la Elección es uno de dichos sistemas, y ordena que la Ciudad, en sus elecciones, utilice tal equipo de votación o algún otro equipo certificado por el Secretario de Estado de Texas. They are expected to begin their new roles mid-October. Knepp
will replace interim assistant superintendent Larry Keiser and Edwards will take over leadership of the Communications Department as Dale Whitaker plans to retire.

The parade route will start at GreggClarke Park and travel along Center Street, ending at Front Street on the City Square. The best locations to view the Kyle Founders Parade are on either side of Center Street between Gregg-Clarke Park and Mary Kyle Hartson City Square Park. To keep everyone safe, the city is asking attendees to stay on sidewalks or grassy areas along Center Street and to not run into the street when the parade is going by. **This is event is weather dependent.** After the parade, a celebration for the city’s birthday will be held on Burleson Street and will include birthday cupcakes, music and lots of family fun.

As the need for skilled production technicians grows, a nonprofit group is trying to fill the void. Predictions estimate 15,000 skilled production employees will be needed over the next two years, according to Texas Workforce Solutions. Free Certified Production Technician (CPT) training is available in Central Texas to those who want to learn the trade through Skillpoint Alliance, a nonprofit organization. Classes last for six weeks, with an 82% employment rate, according to Skillpoint Alliance Executive Director, Kevin Brackmeyer. Central Texas has been a growing hub for manufacturing companies, such as Tesla, Samsung Austin Semiconductor, Applied Materials and Athena Manufacturing. These companies are creating a growing need for skilled

employees, Brackmeyer explained. Applied Materials and Athena Manufacturing are also Tesla has posted about 315 job positions, which include positions for CPT employees. But these are not the only places a CPT can go into after graduation; this training teaches a variety of skills that can be used across different types of manufacturing companies, Brackmeyer said. Students can learn how to use a 3D printer to create tools. They also work with CNC milling machines, work on soldering and use Virtual Reality for trial and error in a company.
CPTs can expect a pay range of about $20 an hour at an entry level job, but many companies offer over time and opportunities for advancement, Brackmeyer told the Hays Free Press/News-Dispatch. Classes at Skillpoint Alliance are available for Texas residents, ages 18 and older. To sign up for training, visit www.skillpointalliance.org. Other training opportunities, such as electrical and plumbing are also available. Once the application is submitted, an admissions coordinator will process it, moving on to a first screening then to a virtual or in-person interview.

High-wire daredevil defied the odds Ivy Baldwin, hero of the high wire, passed away in his sleep on Oct. 8, 1953 after 87 action-packed years. Who would have guessed that the little man, who lived so dangerously, would die so peacefully? A Civil War baby boomer born in San Antonio the year after Appomattox, Willie Ivy waited until he was fullgrown – five-foot-three and 110 pounds – to leave home. The 12 year-old stayed in town and supported himself like most young runaways by peddling newspapers. One day the newsboy stopped to watch a tightrope walker strut his stuff. Unimpressed but inspired, the agile adolescent stretched a wire across the San Antonio River and executed “a perfect crossing” on his first try. Many years later, Willie recalled what happened next. “A circus owner saw me walk and gave me a contract. Before the season was over, I was the best performer and did seven acts a day.” At 17 he joined the Baldwin Brothers, a topnotch troupe of acrobats, high-wire artists and parachute jumpers. Before embarking on the first of a half dozen trips around the world, he became one of the family by changing his name to Ivy Baldwin. Paying customers in Japan were promised a death-defying dive into a net from a 150-foot bamboo tower. Several exacting patrons, who had gone to the trouble of measuring the structure, complained Ivy planned to cheat them out of 50 feet. He obliged the critics by raising the column to the advertised height and gave the nitpickers their yen’s worth. His most avid fan in the land of the rising sun was none other than the emperor, who personally rewarded the daredevil with a silk kimono. Ever mindful of the fact

that the slightest mistake could cripple or kill him, Ivy prepared for each performance “with all the care of a matador.” He tried to anticipate every conceivable contingency but never allowed for a drunk on horseback. Ivy was halfway across the main street in Wichita Falls, when an intoxicated rider came out of nowhere and crashed into a helper holding a support cable. The tightrope went slack causing the tiny Texan to plunge 75 feet onto a pile of bricks breaking four ribs and an ankle. Three years later in 1890, Ivy gave up his gypsy existence for a permanent engagement at an amusement park in Denver, Colorado. Rising to 1,500 feet in a hot-air balloon, he did high-altitude tricks on a trapeze hanging from the wicker basket and finished with a heart-stopping routine on a slender rope. As a balloonist for the Army Signal Corps in the Spanish-American War, Ivy was shot down over enemy territory. The experience was hardly harrowing for a civilian whose bread and butter was a duel with death. “I wouldn’t say I was scared. It was like being in a hailstorm. Damaged the balloon some but never touched me.” On a postwar hike through Colorado’s scenic Eldorado Canyon, Ivy bragged that he would have no trouble conquering the 635-foot wide chasm. The idle boast turned into the “world’s highest tightrope walk” after he sold the owner of the canyon resort on the idea. A 7/8-inch steel cable

With his snowwhite hair blowing in the wind, he nimbly navigated a wire as long as a football field and 125 feet in the air. The year was 1948, and Ivy Baldwin had just turned 82.

OBITUARY SCHMELTEKOPF Bernard Clay Schmeltekopf was born on July 22, 1954, but we all knew him as Clay… or partner, primo, jack, 228, El Burro, along with many other fun nicknames, or his most beloved, Papa. Clay was called home to his Lord on Thursday the 29th of September, 2021. Clay is survived by his wife Diane, son Randall and his wife Morgen, grandson Carter Clay, Joshua Orr and family, mother Peggy Schmeltekopf, sister Diana and her husband Robert Jones, and their children Casey and Kyle as well as countless nieces, nephews, aunts, uncles and cousins across the Schmeltekopf and extended family. Clay was an avid, to say the least, hunter and fisherman and friend to nearly everyone he came across. Clay was proud of his 5th generation Texan heritage dating back to the “Come and Take It” cannon, and treasured passing this down to his son and grandson. Clay was an amazing husband, friend, dad, second dad, and so many other things to so many. Even in his final days, he was making post-hospital plans, inviting nurses and doctors to hunt and fish with him upon a recovery he fully expected. His positive outlook mixed with wonderful coarse, dry humor made him a magnet for many. Papa was taken from us too early but said his good buddy God was talking to him and he was ok if he was called. Clay’s tenacious view of the world brought people closer together and closer to the Lord during this time, ensuring his fight ultimately ended in a victory of a higher cause. He will be incredibly missed. In lieu of flowers or gifts, the family would appreciate charitable contributions to the Seton Hays Foundation or

Jason Allen Byrd, age 21 of Kyle, Texas, son of Lisa Byrd Starlin and Chris Starlin, passed away on Saturday, September 11, 2021. Jason was a lifelong resident of Hays County. He attended La Casa dei Bambini and St. Stephen’s Episcopal School. Jason received a certificate of Welding from ACC. He began his welding career at the age of 18. Jason was a member of the Sons of Confederate Veterans, the National Rifle Association, and was an avid motorcycle rider. Jason’s many passions over the years included R/C cars, dirt bikes, paintball, gaming with friends around the world, any type of welding,
camping, and hanging out at the river. Jason was a skilled archer who qualified for state tournaments several times, and went to national competition in Louisville, Kentucky. Jason is survived by his parents, Lisa and Chris Starlin, his sisters Alice Inclan, Sarah Byrd, Nita Byrd, and Zandra Starlin; his brothers William Byrd, Jessie Byrd, Eric Starlin, and Andrew Starlin; his grandparents Beata Hicks, Jean Starlin, and Remi Pedraza. Jason also leaves behind his many beloved aunts, uncles, cousins, and niece Lauren Byrd and nephew David Juarez. Jason had many friends, each of whom he held close in his heart. A graveside service honoring Jason will be held Saturday, October 16 at 11 a.m. at St. Stephen’s Episcopal Cemetery, 6000 FM Road 3237, Wimberley.

logue, we want to give everyone an opportunity to share their thoughts,” Ellison explained. “Listening is [also] an important part of a dialogue. Sometimes it’s about listening and understanding those around you.” Audience participation was also encouraged through an online component where those watching could submit comments or questions for the panelists, as well as respond to questions posed by Ellison. The panel spoke about present-day struggles within the Hispanic and Latinx community, including the lack of education regarding their history in the United States. “Something that has struck me since I started teaching here is how many students don’t know anything about their Latin or Hispanic background,” Dr. Bonazzo-Romaguera said. “We need to formally integrate this into our education system and not just keep a white narrative. We’re only waiting until they get to college to really unpack some of these experiences and lived histories. By that time, they’ve essentially
formulated a particular part of their identity and understanding of history, which kind of blurs what is actually going on.” Other conversations included facing stereotypes, experiences with colorism and discussing power structures in the United States that have often worked against the Hispanic/Latinx community. Castañeda said it’s important to have hard conversations that force people to talk about uncomfortable things in order to progress and repair, and said that things like HB 3979, an anti-critical race theory bill that was passed in Texas on Sept. 1, causes setbacks. “My understanding of the law, and this is an oversimplification, is that those who passed it don’t want anything taught that will make people in the dominant culture feel bad,” Castañeda said. “We need to not do that. If we feel bad, we feel bad. But we progress and move forward.” Villescaz also recognized the importance of having conversations like this within the Hispanic and Latinx community. “This discussion ... has brought something
to light that’s very important,” Villescaz said. “We, the Hispanic and Latino community of Hays, need to be having our own conversations. There is so much going on that we have members of our community that are uncomfortable hearing these stories themselves.” Garcia remained a source of positivity for the panel, saying that through life-altering events like the COVID-19 pandemic and February 2021 freeze, the community stuck together despite their differences. “I’ve been amazed at the beauty of the community coming together to help each other this year,” Garcia said. “It’s been a wonderful thing to see. Neighbors reaching out to neighbors, making sure that everybody was well. Not as different cultures, but as humanity. I think that’s a wonderful focus to continue having.” The entire event was live streamed and can be watched on the City of Kyle YouTube channel. The next Dialogue for Peace and Progress event will take place in February 2022 in honor of Black History Month.

Across the nation, thousands gathered at Women’s March rallies to protest the Texas bill that took effect Sept. 1, which allows anyone in the U.S. to sue a person who aids an abortion in Texas for $10,000. Several people got on stage and openly discussed defying SB 8 and how they will continue to defy the bill to help women make their own choice. Not everyone at the rally held these beliefs. One man walked around the rally, carrying a Bible and stating his disapproval of abortions. Another group, Students for Life of America, had 35 protestors standing among the Texas Capitol rally and 600 signed up to attend rallies across the country. They held “pro-life” signs, dispersed among people who were “pro-choice.” Several arguments broke out between the two crowds. “We want to show women we’re standing with them,” Said Sarah Zarr, regional manager with Students for Life of America. “They don’t need an abortion to be successful; a woman can have her baby and her dreams and education and goals without ending the life of a human being.” Zarr’s ideology makes no exceptions for rape victims. “That human being

She should have a choice of whether she wants to parent that child, or place it for adoption.” Those advocating for abortion rights at the rally had a variety of reasons to protest. Some held signs that said even if they do not personally want an abortion, it should still be a choice. Others held signs stating “abortion rights are healthcare rights.” As State Rep. Erin Zwiener (D-Driftwood) testified in front of the state House of Representatives in May, sometimes making the decision for abortion is about protecting the health of the mother and family. “Everyone’s abortion story is different,” Zwiener said. “Every one of us in this room has a different standard for what we be-

Coming to the protests is just one of the first steps, said Kelly Stone, a San Marcos resident and mother of two. Stone has had an abortion due to health reasons. “I’ve been coming to these marches, but unfortunately it’s starting to seem routine,” Stone told the Hays Free Press/ News-Dispatch. “Yes, we have to rally, but we have to take [politicians who oppose reproductive rights] out of office to change the policies … We have to vote them out and vote in people who are advocating for our interests and who truly represent the people.”
