DSISD, TASB sign energy agreement BY MEGAN WEHRING DRIPPING SPRINGS – With the county’s average gas price nearing $4, the Dripping Springs ISD (DSISD) Board of Trustees will consider entering an interlocal agreement with TASB Energy Cooperative next Monday. As of April 18, the national average price for regular unleaded gas is $4.087 and the state’s is $3.713, according to the American Automobile Association (AAA). For Hays County, it's only a few cents cheaper at $3.701. If the Board chooses to approve, the purpose of the district’s agreement with TASB Energy Cooperative would be to provide additional options for purchasing fuel and other energy. These options could potentially help DSISD defray the rising cost of fuel. It is free of charge to join and there is no obligation to purchase fuel or energy once in the cooperative. “We do have storage tanks for diesel and unleaded fuel on our facility,” said Pam Swanks, Director of Transportation. “We would agree to buy a certain amount of fuel over a year with other districts, so we wouldn’t get it all at one time. … If we would get up to three million gallons collectively, then we would see a substantial price drop.” Swanks clarified that the interlocal agreement only permits them to enter the pool if the board see fit. “We would let you know if we were going to do that,” Swanks said. “There’s not a pool currently being formed. Just to reassure you, we would not commit ourselves to 100% of our fuel. We would maybe do 70% of what we know we are going to use. That way we would not overcommit.” Other options include getting a fixed price from TASB or purchasing fuel how the district currently does. “You have to be in the co-op to join the pool,” said Dr. Holly Morris-Kuentz, Superintendent. “So, we are not even in the co-op and

an expert in all things LGBTQ+ to let your loved one know you care. The most important thing is to be present and open. Even if you’re not sure what to say, something as simple as, “I’m here for you. I love you, and I will support you no matter what,” can mean the world to your child. Lives of trans people are full of challenges including discrimination, family rejection, violence, and cultural misunderstandings and misconceptions. Trans people report that the most important part of surviving these challenges and living a happy life is having a loving and supportive community. Your presence in a trans person’s life matters and your support directly contributes to their health, happiness and wellbeing. There are many ways to support the transgender community: Advocate for LGBTQ+ education to be in schools. Research shows that as young as the age of four, one way we can begin to support our children is beginning that conversation young to allow kiddos to have the information to decrease bullying and increase acceptance and normality. Use gender neutral language.

Be a trustworthy ally. Listen to them and ask them how you can support and advocate for them and their community. Ask for consent. Many trans people end up not coming out to anyone due to fear of hate and discrimination. It is important to get their consent on what information to share with others as well as what pronouns and names to use with other people. Know your own limits as an ally. While it can be uncomfortable to investigate your own opinions and biases, don’t be afraid to admit when you don’t know something or need help. It is okay to still be learning at whatever stage or age you are at. It is better to admit mistakes or that you don’t know than to make assumptions or say something that is incorrect or hurtful. April is both Sexual Assault and Child Abuse Awareness month. Two in five women and one in five men will experience a form of sexual assault in their lifetime. Many of us may have a loved one in our lives who is transgender — even if we don’t know it. Transgender people are often misunderstood and treated poorly. Up to date statewide and national data is lacking, but the most recent documentation shows that a disproportionate number of vulnerable trans female youth are exploited, trafficked, abused and murdered. A 2021 study done by the Boston-based Judge Baker Children’s Center found that about a quarter of transgender students in Massachusetts, mainly girls, report having been raped or abused while dating. Transgender, often seen as ‘trans,’ is a term that broadly describes people whose gender identity is different from the sex they were assigned at birth. There is no one indication based on appearance one can make about transgender people. Even if you think they look like they are trans, trans people don’t look or act a certain way, come from any one background, transition the same or even have the same experience. For many LGBTQ+ youth, breaking the news to their caregivers or someone they love is the scariest part of coming out. Acceptance from their loved ones is crucial to trans kids. In fact, research shows that LGBTQ+ adolescents who are supported by their families grow up to be happier and healthier adults. Trans youth without a solid support system are at the highest risk of experiencing sexual abuse and exploitation. You do not need to be

Taxes always on my mind “In this world, nothing can be said to be certain but death and taxes.” That quote is often attributed to Ben Franklin or Mark Twain, but whoever said it, no truer words have ever been spoken. I filed my annual income tax extension on April 18, 2022, the last day of this year I was able to do so. Every year, I vow to get my tax receipts in order and to my CPA by early March, and every year I don’t and must file an extension. To make the task easier for me, my CPA set up a Quicken account that allows me to record in real time every check that comes in and every expense that goes out. But I don’t use that convenient tool as I should, either — and I never know for certain how much money I’ll receive back from the IRS or have to pay until October, when my 2021 return is finally due. Taxes are on my mind all year long, regrettably, and it seems in one form or another they are always due. I can always sense when it’s tax-paying time: It’s when I start to save a little money and enjoy, wrongly, the exhilarating sense that I am finally getting financially ahead. In the autumn I have to pay taxes on my house and the handful of rental properties I’ve been able to scrape together — and the taxes are sizable. Then when spring rolls around I have to write a massive check to the IRS and be reminded that my silent business partner, the federal government, always gets its cut of my income. Most people agree that some taxes are necessary and some government is necessary — but I’d be a lot happier if our federal government were half as big and my taxes were half as much. The truth is, despite a record windfall in federal tax revenue — it’s up 26% over the first five months of fiscal 2022 — Washington is currently spending $2 trillion more than it’s taking in. The more revenue that’s sucked into DC, the more the politicians in charge there want to

Guest Column by Tom Purcell

spend it — and the more they want to raise taxes to do so. The “Biden Administration is proposing $2.5 trillion in tax increases over 10 years,” reports the Wall Street Journal. Our national debt already stands at an incomprehensible $30 trillion, yet we keep spending with abandon and ignore the advice of genuine leaders who worried about our spendthrift ways long ago. “As we peer into society's future, we — you and I, and our government — must avoid the impulse to live only for today, plundering for our own ease and convenience the precious resources of tomorrow. We cannot mortgage the material assets of our grandchildren without risking the loss also of their political and spiritual heritage. We want democracy to survive for all generations to come, not to become the insolvent phantom of tomorrow.” - Dwight D. Eisenhower Well, Ike, we sure could use more leaders like you today — both Democrat and Republican — who see reckless government spending for what it is: robbing future generations to subsidize the current generation. All I know is that though I can extend filing my tax return until October, I still had to pay my estimated taxes by April 18, 2022 — which meant, as usual, I had to dramatically downsize my savings account. That’s why taxes are always on my mind. Tom Purcell is an author and humor columnist for the Pittsburgh Tribune-Review. Email him at Tom@TomPurcell.com.

orty years ago we had a soaring inflation rate, obscene gas prices and interest rates in the teens. Today, thanks to their incredible incompetence, bad policies and serial stupidity, the Democrats in Washington are bringing back all those problems. It’s getting so bad, I’m actually beginning to think Jimmy Carter was not such a bad president after all. People under 40 have no idea how bad things were in the late 1970s under Carter. They’ve grown up knowing only 3 percent interest rates, dirt cheap gasoline and 2 percent inflation. They don’t know how miserable things were under Carter or how miserable they can get again under Biden. My friend who owns a local tire store in Los Angeles doesn’t need a history book to remember how awful America was in the early 1980s because he lived through it. When I got an oil change at his place this week, he was railing about how today's official inflation rate of 8.5% doesn't come close to the real figure. “Where is the thing I’m buying that’s only gone up eight and a half?” he asked.

Remembering an icon: Armando Chapa BY MEGAN WEHRING

HAYS COUNTY — What do you remember most when you graduate? It could be a favorite teacher, a project that you created or maybe even a sport you played. For the Hays CISD community, many recall the legacy of beloved Armando Chapa, who died on Wednesday, April 13. He was a longtime advocate for Hays CISD students and public education as a whole. In 1974, Chapa started

his career with the district as a special education counselor, and the following year was named principal of Hays CISD’s only middle school at the time. Then, in 1986, he was selected as the first principal of what would later become Wallace Middle School. From the early 1990s to his retirement in 2004, Chapa served as a counselor at Barton Middle School. In 2006, Hays CISD recognized Chapa’s service by naming the newest middle school after him. “He exemplified success

through hard work, exercised sound judgment, had a wonderful sense of humor and had a genuine concern for his students and teachers,” Hays CISD wrote in a Facebook post, honoring Chapa’s memory. “His family's legacy in education continues in Hays CISD through his children, two of whom currently work for the district.”

Hays County to get public defender office BY BRITTANY ANDERSON

HAYS COUNTY — According to the Hays County Jail dashboard, 80% of the county’s total jail population are pretrial detainees — legally innocent people who are unable to afford their freedom — that can expect to spend a minimum of 30 days in jail, costing county taxpayers between $80 to $100 per inmate. Mano Amiga, a local nonprofit that works to organize systemic and cultural change, has spearheaded efforts to implement a Public Defender Office (PDO) in the county, which would streamline the judicial process for inmates by providing defense for those who are unable to pay the fees required to hire a defense lawyer and ensure everyone has timely access to legal counsel. Hays County Commissioners Debbie Ingalsbe (Pct. 1) and Lon Shell (Pct. 3) held a press conference with Mano Amiga on April 12 to provide the public with an update on the implementation of a PDO. In August 2021, after Hays commissioners unanimously approved

magistration and pretrial services that will enhance the PDOs services. Mano Amiga Policy Director Eric Martinez said that the most common experience for the majority of Hays County Jail inmates include spending weeks away from their loved ones and losing the ability to work, worship and be productive members of society, all the while only having been charged, not convicted, of the crime they’re accused of. And even with the county jail renovation which will allow for about 600 inmates to be held, many will still continue to be outsourced to other jails, costing taxpayers even more money and furthering the strain put on inmates and the community as a whole. “Research has shown that PDOs have been found to reduce days of

Former Texas State Sen. Wendy Davis, best known for her 13-hour filibuster of a 2013 abortion bill, has filed a federal lawsuit challenging Texas’ recent abortion law. The suit claims the law is “blatantly unconstitutional” and

written to “make a mockery of the federal courts.” The law, which went into effect in September and empowers private citizens to bring civil lawsuits against anyone who “aids or abets” in an abortion after fetal cardiac activity is detected, has led abortion clinics to stop providing the procedure after about six weeks of pregnancy.

Meanwhile, abortion funds — nonprofit advocacy groups that help pay for abortions and related expenses — have seen increased demand from pregnant Texans seeking care outside the state. This financial support has put these funds in the crosshairs of abortion opponents, who have claimed on social media and in legal filings that abortion fund donors, employees and volunteers are susceptible to lawsuits and criminal charges. Davis, who was the Democratic nominee for Texas governor in 2014 and unsuccessfully ran for Congress in 2020, donates to and works with the Lilith Fund for Reproductive Equity, an Austin-based abortion fund, according to the lawsuit. She claims in the suit that these threats against donors and volunteers "have had a chilling effect" and stop her from associating with "like-minded people to express her views and achieve her advocacy goals." “Accordingly, she intends not to make any additional donations to Texas abortion funds until the Court provides clarity on this issue,” the lawsuit said. She is joined in the suit by the Stigma Relief Fund, an abortion fund associated with abortion provider Whole Woman’s Health, and Marva Sadler and Sean Mehl, who both serve on the group's board. Sadler and Mehl say in the suit that they have stopped donating to abortion funds "until the Court clarifies whether and to what extent [they] can face liability for doing so."

Last week, Dripping Springs’ softball shortstop Taylor Anderson broke the school’s single season stolen bases record of 57, set in 2017 by Camille Corona, another Lady Tiger shortstop now playing for the Longhorns at the University of Texas in Austin. “I got close last year with COVID going on, so it was one of my goals this year,” Anderson said, after a 7-0 win over Lehman last Thursday. Corona wears #28 at Texas but wore #3 at Dripping Springs. Was it fate or meant to be? Anderson may not know. “My freshman year the seniors told me #3 was her [Corona’s] number. I guess it was just a coincidence,” Anderson, now a junior, said. When asked if Corona might have hurt feelings about her record being broken, she said, “I hope not,” and added, “I don’t know her personally, but I’ve seen her play on TV.” Corona still holds the career record for stolen bases at 106 (2016-2018) and could have added more to that record. “She started hitting doubles and triples and didn’t have as much of an opportunity to steal,” assistant coach Paige Shaffer said about the record. “I’ll do whatever I can to get on base and score runs for our team,”

six innings, for a 3-2 win and #500 for its coach. Womack has coached softball for 25 years, 19 years as a head coach, and has been the Lady Tigers head coach for 9 years, after taking over for Keith Tuck who retired and passed away suddenly in November of 2013.

In a game last week against Veterans Memorial, Anderson stole 3 bases to break the single season stolen base school record of 57 set by Camille Corona.

Anderson said, “There’s no way I’m going to say I don’t want to hit doubles and triples.” The single season stolen base record may not be Corona’s only record to fall. The career stolen base record of 106 could be

next and with Anderson’s batting average of .596, Corona’s .577 record set in 2018 may be broken too. “I think in stolen bases I’m in the top three in the nation, but I want to be #1,” another of Anderson’s goals.

DS softball and baseball host senior night

Dripping Springs softball 20-9 (11-2) and baseball 15-10 (8-4) teams will honor their seniors on Friday, April 22 at 7 p.m. at DSHS. DS Softball vs Kerrville Tivy (final home game of the regular season) and DS Baseball vs. Lehman. Tiger baseball is coming off a huge 6-1 win over Alamo Heights.

we want to at least have the option next time they form a pool, to have the flexibility. … Right now, we are locked out of the opportunity so we want to have those options going forward as we watch gas prices go up. It’s kind of pre-planning to what’s going on.” Board member Stefani Reinold suggested that the Board also consider

developing a workshop that discusses these kinds of issues. “This begs a larger issue that I, myself, have been trying to do research on,” Reinold said. Maybe we [can] potentially do a workshop about this on what school districts have done in the past in times of recession and inflation. I know nobody can predict the future but a lot of

theories suggest that potentially we are headed in that direction, it would be interesting to potentially, over the summer, look into some best practices.” Trustees are scheduled to vote on this agenda item at its regular meeting at 6 p.m. on Monday, April 25 in the Board Room located in the Administration Building at 510 W. Mercer St.
