Caught the win!
Man dies in car Wind and win no real problem crash for lady Tigers pitcher STAFF REPORT A Dripping Springs man died April 15 following a single-vehicle collision in San Marcos. Bryson Waggle, 21, was reportedly traveling outbound on Old Ranch Road 12 near Blanco Street when his vehicle crossed the centerline, leaving the roadway and striking a tree. Waggle was the only person in the car and there were no other vehicles involved. Emergency crews responded to the area and found a 2019 Volkswagen Jetta with the driver, later identified as Waggle, not breathing and unconscious, and was later pronounced deceased at the scene. Waggle was a 2019 graduate of Dripping Springs High School and studied at Texas State University. The San Marcos Police Department is continuing to investigate the collision.

Dripping Springs' pitcher Haiden Anderson had no problem in the circle getting the win while fighting the wind, with gusts up to 16 mph last Friday night against Kerrville Tivy. “My curve ball is off speed and starts on the plate but moves out a bit,” Anderson said, after the game about the wind, “so sometimes I’ll struggle a bit if it moves out too far.” Anderson, a sophomore, pitched a complete game and shut out Tivy through six innings, giving up 4 hits and the lone Tivy run in the top of the seventh inning, for a 5-1 win in the final home game of the regular season. “Shut out? A win is a win and what’s important,” Anderson said. Dripping Springs, the 5A Region IV District 26 winner, will face either Georgetown East View or Leander Glenn in a district playoff game, likely Friday, April 29 but at press time, details to be determined. Senior Haley Kanetzky had a pair of hits including a triple, but junior Jo Hudgeons led the offense with 4 of the 11 total hits for the Lady Tigers. In seven innings pitching, Anderson, 12-5, struck out 7 Tivy batters and relied on her defense. “I get flyouts and groundouts, and with the defense behind me, we come together to work well.” In 106 innings, Anderson has a 1.39 ERA and has 97 strikeouts. One way she gets those is a wicked change-up that must have looked like a beach ball to Tivy batters and was hard not to take a whack at. “It’s my go to pitch,” Anderson said. Dripping Springs updates Buda approves funds Comprehensive Plan for new projects BY MEGAN WEHRING
DRIPPING SPRINGS – As the city of Dripping Springs continues to see more homes popping up on every block, the city is updating its Comprehensive Plan. The Comprehensive Plan, Reimagine Dripping Springs Initiative, is a visioning process that will establish a guiding framework for development in Dripping Springs. Through this initiative and the updated Comprehensive Plan, the city hopes to establish priorities for the area’s future land use and major development projects. It will help guide real estate, infrastructure investments, economic development and zoning. The Comprehensive Plan will also incorporate the recently adopted Transportation Master Plan and the Parks, Recreation & Open Space Master Plan. To help with the process, the city has hired DTJ Design, a firm with an extensive background in urban planning. DTJ will
work with the city to create a plan that will
1) Provide overall guidance to help direct future land use and resource decisions 2) Address a broad scope of topics, including land use, housing, mobility, public services, recreation and natural and cultural resources 3) Provide long-range guidance on how the city’s vision for Dripping Springs can be reached. City Planning Director Howard Koontz says the process is needed with all the growth, “The city is at a crucial moment in development,” said Howard Koontz, planning director. “This is our opportunity to look at previous and current development while looking to the future of the community when it comes to density, roads, business and more. Now is the time to reimagine Dripping Springs, keeping the heritage of what makes our city so great, while also
having a clear vision of future development and how we can best serve the community in its rapid growth.” An important component of the comprehensive plan is gathering input and feedback from citizens and business owners. The city established a Comprehensive Planning Committee to work with DTJ to provide guidance during the process. The city officially kicked off the plan at the annual Founders Day Festival on Saturday, April 23 and Sunday, April 24. Residents had the opportunity to meet the team involved, learn more about what the process entails, share feedback and more. The process is expected to go through the end of this year into 2023 and there will be numerous opportunities for residents and businesses to give added input. For more information, please contact the Planning Department at planning@ cityofdrippingsprings.com or call the city at 512-858-4725.

The safety surfacing was something we supported before for replacing materials that needed to be replaced,” said Jennifer Storm, BEDC President. “The fences rose to the top, while the surfacing was something we could still afford to do in that budget.” Not all agenda items were passed; the city decided to table an agreement with Pape-Dawson Engineers to conduct a Boundary and Improvement Survey of cityowned property as part of the Downtown Build Out Assessment. The BEDC asked for $39,000 to fund the survey, but the city council cited that they would like to take more time to consider before approving it. The Buda City Council will convene for their next meeting on May 3.

HCISD faces teacher shortage BY BRITTANY ANDERSON
HAYS COUNTY – Schools across the U.S. are struggling to hire and retain teachers — and while it’s also a problem Hays CISD is facing, the district may have found a solution to help remedy it. Reports show that recruiting and retaining teachers and staff is becoming more challenging, and coupled with HCISD’s fast growth, the district has anticipated these challenges and has worked to address the need for more employees for the 2022-23 school year and beyond. As such, the HCISD
Board of Trustees unanimously voted to approve a cost of living adjustment for employees during its regular meeting on April 25. Based on information provided by HCISD’s Chief Financial Officer Randy Rau and at the recommendation of Superintendent Dr. Eric Wright, the cost of living adjustment will entail an increased pay rate of 7% based on the midpoint of each pay grade in order to help offset living increases in Central Texas for teachers and staff, such as transportation, housing, groceries, utilities and

healthcare. Teachers will get an annual raise of $4,528, counselors will get an annual raise of $4,694, and bus drivers will give an hourly raise of $1.72. February through May are months in which employees most often contemplate a change in employment, so the board’s approval of the adjustment allows the district to improve recruitment and
retention efforts in a timely manner, according to Chief Human Resources Officer Dr. Fernando Medina. The district has also struggled to find and hire bilingual teachers. Currently, the bilingual stipend is based on years of service in HCISD, where a first-year bilingual teacher is given a recruiting and retention stipend of $5,000. A bilingual teacher with 20+ years can earn a
stipend of $6,000. Bilingual stipend values vary in surrounding districts, from $4,000 in San Marcos CISD to $7,000 in Del Valle, Pflugerville and Round Rock ISDs. Per Dr. Wright’s recommendation, the bilingual stipend will be $7,100, making it one of the highest in the area. The compensation structure will also no longer be based on a bilingual teacher’s years of service in the district. Dr. Medina and the trustees acknowledged that there is still work to be done on the compensation plan that includes the cost of living adjustment to
address compression and other equity issues. The plan will be brought back to the board as needed, as well as presented with the 2022-23 budget. The board’s decision regarding both the cost of living adjustment and bilingual stipend will set a precedent that other districts will look to follow, and board member Merideth Keller urged the trustees and community to not lose sight of the positive impact these adjustments will have on the district and its employees. “We’re doing something that nobody else is doing; it’s unheard of,” Keller said.

never had the Easter Bunny pegged for a PR flack, but he can now add it to his CV. Shortly after the White House Easter Egg Roll, the basket-toting Easter Bunny intervened and led President Biden away from a reporter who asked the president about Afghanistan. The funny thing was Biden actually followed the Easter Bunny’s instructions as if it were all perfectly normal. Additional questions on international affairs were referred to the Tooth Fairy. Rep. Ilhan Omar (D-Minn) fired off an Easter tweet taking issue with a viral video that showed a Christian worship leader playing his guitar and singing with several other passengers on a commercial flight. It was, after all, Easter Sunday. "I think my family and I should have a prayer session next time I am on a plane. How do you think it will end?" Omar tweeted. To answer her question, I predict it would end uneventfully. Omar wasn’t on the flight so I’m not sure why she cares, unless she just objects to anyone publicly celebrating a faith that isn’t hers. CNN spent $300 million to launch it’s new CNN+ platform which proved to be about as popular as John Wilkes Booth. The network had hoped to attract about 2 million subscribers the first year but signed up a paltry 150,000 before announcing it was pulling the plug. I have an idea for CNN that could solve all of its problems – how about just covering the news? If you’re going to transport illegal drugs, you need to pay attention to the details, such as making

sure you have fuel in your vehicle. A Tennessee woman, who was hauling about 230 pounds of marijuana, ran out of gas on a bridge, which tends to attract the attention of police. When the cops showed up, she advised them not to go inside the vehicle, which also tends to attract the attention of the police. Police did search the vehicle and found enough cannabis to get half of Memphis stoned silly. The woman was promptly arrested. Actor Johnny Depp is involved in a very public defamation suit against his ex-wife. It’s all very sordid and sad but I don’t care either. It was inevitable but Major League Baseball players will soon serve as walking billboards. The San Diego Padres are the first team to strike a deal with an advertiser. Motorola will be buying space on uniform sleeves and helmets to advertise its line of cell phones. The bigger story is that Motorola still makes phones. If you own stock in Netflix, I hope you sold
most of it. If you don’t, now might be a good time to buy. Shares are down 25% and the streaming giant is hemorrhaging subscribers – 200,000 last quarter. What happened? For starters, consumers are no longer housebound and other streaming services are gaining traction. Tesla and SpaceX CEO Elon Musk believes he knows what’s going on. “The woke mind virus is making Netflix unwatchable,” Musk tweeted. Instead of listening to Musk, Netflix announced it was going to crackdown on password sharing, further endearing itself to alreadydisgruntled subscribers. A California woman flipped out on flight attendants, opened the plane’s emergency exit door and slid down the inflatable slide moments before takeoff from Buffalo. She then ran around the tarmac for a bit until police caught her. There’s something about air travel that turns otherwise reasonable people into raving maniacs. It has to be more than surly flight attendants and delays. Maybe travelers will be less grumpy now that a federal judge has struck down the Biden administration’s mask mandate. Maybe not, which dovetails nicely with our final item. If you were going to become rude and unruly on a commercial airplane,
who is the last person on earth you would want to antagonize? Go ahead. I’ll give you a minute. How about Mike Tyson? Indeed, on a recent JetBlue flight, a passenger sitting behind Tyson made the ill-advised decision to talk trash to the former heavyweight champ. Published reports indicate that, initially, Tyson repeatedly and politely asked the man to stop. He didn’t. What happened next? Take another minute. Yes, Tyson, having had enough, unleashed a restrained combination to this Bozo’s skull. I say restrained because if Tyson really wanted to hurt the guy, he would have disembarked toes up. As it was, he had a few cuts and bruises. I would like to propose the launching of a new airline specifically for passengers who can’t behave themselves, like the guy behind Tyson and the woman in Buffalo. We can call it “Unruly Air” or something like that. I’m not married to it. But we need capital and leadership. Mr. Musk, are you listening? Rich Manieri is a Philadelphia-born journalist and author. Well, I hate to burst your bubble, but there are times I see or hear something that makes me scratch my head and say, “What the heck were they thinking?” Like seeing some abstract paintings sell for millions of dollars, and it strongly resembles the artwork doting grandmothers stick on the side of their refrigerators. I often scratch my head in total confusion when I see some young fella with tattoos plastered all over his head and metal objects piercing all facial features. Does he think this “skin art” is attractive? Perhaps I should contact Kim Kardashian and get her opinion. As I read about how much warmer Austin has gotten over the past few years than the rest of Texas, I scratch my head and wonder if the data for this research was collected while the legislature was in session.

I’m asking for a friend. After watching the CMT Awards show recently, I was really wondering if the producers know the CM stands for Country Music. I heard stuff that was as country as a New York subway token. I always scratch my head and wonder “What were they thinking?” when I see so many shade trees being cut down and grasslands being covered with concrete and asphalt. Then I think about it again when I hear the new residents ask, “Why is it so hot here?” My young grandson recently watched Rocky for the first time. I’m scratching my head trying to think when the last time Hollywood made a really great movie was. Probably Saving Private Ryan . Well, if I keep scratching my head, I’ll have a funny-looking bald spot, so I think I’ll end my column here and go receive treatment on my aching back.

OBITUARIES CHAPA Armando Chapa was born on January 1, 1941, in Houston, Texas to Jose and Alberta Chapa. Growing up in his neighborhood of “Magnolia” he attended Harris Elementary, Edison Junior High, and Milby High School. There he was a standout athlete, teammate, and learned life lessons that would shape him into the impactful servant leader the city of Kyle would see him become. Armando enrolled and graduated from the University of Texas at Austin, following the guidance from his father to continue his education. After graduation, Armando stayed in Central Texas and began working at Gary Job Corps Center in San Marcos. During this time, he knew there was someone missing from his life. He returned to his neighborhood to find his companion, Evangelina. They married in September of 1966 and began their life together in Hays County. In 1974, Armando was recruited to work with the Hays-Blanco Special Education Cooperative. Thisopportunity moved the family to their current home in Kyle, where they added to their family and raised five daughters Veronica, Cynthia, Rebecca, Jessica, and Cassandra. As a coordinator with the Co-Op, Armando displayed his amazing work ethic, passion for serving others, and a sense of humor that uplifted those around him and it did not go unnoticed.
He was promptly promoted to a Special Education Supervisor and then to principal at Hays Middle School in 1977. To serve at these capacities Armando showed loyalty and determination by returning to school and earning his master’s degree in Guidance and Counseling from Prairie View A&M and receiving his necessary certifications from UT and Prairie View respectively. Armando would continue to serve Hays Consolidated School District for another 27 years as Principal of Kyle Middle School and a counselor at Barton Jr. High. Even before his retirement in 2004, Armando had already established quite a legacy in the Kyle community. He earned the endearment of “Papa Chapa” for modeling to others what it means to put family first and then treating everyone he served with love, dignity, and respect as he did for his own family. As an avid reader he knew the details were important, and the small things matter. This mindset encouraged him to be a highly visible community member. His presence allowed him to make deep long-lasting relationships that would shape the lives of so many people around him. He became a role model for the Hispanic community and an advocate of education for all. He had such an impact that before he could truly settle into retirement, Hays Consolidated named its fourth middle school, Armando Chapa Middle School, in his honor in 2006. God blessed Armando with a unique gift for servant leadership. For anyone
in need, Armando was willing to help and encouraged others to do the same. As a member of St. Anthony Marie De Claret Knights of Columbus for 40 years he was able to live his faith and lived out his commitment to serve his community. He used his love of sports to promote the then Hays Rebels as a statistician, announcer, and journalist. Even when his daughters were not participating you could find him as a proud supporter because he knew that the students were the heart of the community. He was a mentor to so many people even after retirement for Hays CISD and in Lockhart ISD. He also continued to serve his alma mater by attending sporting events and working within the UT sport systems. Armando never ceased to be present for the community and his family up until the time God called him to his final resting place on April 13, 2022. He peacefully rejoined his parents and leaves behind his siblings, Josephina Benavidez, Lydia Jaquez, Guadalupe Chapa and Raul Chapa. Armando is survived by is wife of 55 years, Evangelina “Angie”, his daughters, Veronica and her husband Doug Biglen, Cynthia and her husband Michael Vandegarde; Rebecca Chapa; Jessica and her husband Jonny Zeplin; and Cassandra and her husband Cedric Newton. His legacy will also live on through his grandchildren, Christopher Michael Chapa, Matthew Chapa, Jaxson Vandegarde, Jace Vandegarde, Joseph Zeplin, Juliana Zeplin and Jordan Newton. His loved ones also included his

extended family of nephews and nieces. Beyond his family, Armando will be fondly remembered as a pillar to the community he so humbly served. Through his many special qualities and characteristics his legacy will continue through the city of Kyle’s Resolution established on April 19, 2022, Armando Chapa Middle School, and through those within the community which he served. To the Medical Team of Ascension Seton Heart Specialty Care and Transplant Center and to Dr. Fidelis Amadi, we thank you for your commitment, dedication and support you have provided to Armando and Angie these past five years. There will be a Memorial Service for Armando Chapa on Thursday, April 28 at 6:00 p.m. at Chapa Middle School, Kyle Texas. Prevent sexual violence in your community BY HAYS-CALDWELL WOMEN’S CENTER STAFF MEMBER
Two in five women and one in five men will experience a form of sexual assault in their lifetime. Recognizing sexual violence is an important first step to preventing sexual violence is recognizing its many forms, including sexual assault and sexual harassment. Recognize that
it can happen to anyone of any gender, age, race or nationality, education level, sexual orientation, economic background, or ability. When we learn more about the dynamics of abuse and its many forms, we can start to end abuse in every community. The unfortunate reality is that, statistically, almost everyone knows someone who has been impacted by sexual violence. They may

They are now recommending, on a national level, that all children over the age of eight be screened for anxiety. … Mental health is another health issue that people have to deal with, like anything that you go to the doctor to get a checkup [for]. It’s a health issue that needs to be dealt with and needs to be discussed.” From a young age, Love has dealt with chronic depression. “I only really learned the best ways to treat and care for it in my adulthood,” Love explained. “I originally started volunteering for NAMI because I thought I wanted to do the in-school programs but I got too intimidated. Help keep kittens out of shelters this spring STAFF REPORT
“Kitten season” is beginning in many parts of the country, and this means kittens will be turning up in every community: in sheds, behind bushes, under porches, and overwhelmingly in local shelters. Kitten season is generally spring through fall, when unspayed female cats have the majority of their litters, and shelters across the country are inundated with kittens, some of whom need round-the-clock care. When you find kittens outside, it's natural to be concerned. It may seem like they've been orphaned or abandoned and should be scooped up and taken to a shelter right away. However, in most cases, removing the kittens is not the best response and doing so may end up putting them in even greater danger. Most “orphaned” kittens are not orphaned at all, so the best thing to do for healthy
kittens is to leave them with their mother, who is often nearby and planning to return. She is their best source of nourishment and can give them better care than even the most attentive human foster. Many shelters don’t have the resources, space, staff or volunteers to provide newborn kittens with the critical care they need. Young kittens are at high risk of dying or being killed in shelters since newborns need to be bottle fed every two to four hours, and they are also extremely fragile and susceptible to illness. Data from Best Friends Animal Society shows that two cats are killed in shelters for every one dog. In 2020, nearly 347,000 dogs and cats were killed in America’s animal shelters, of which nearly 70% were cats and kittens. The best way to help most found kittens is to leave them with their
mother. When they are more than eight weeks old, contact your local shelter or rescue for spay/neuter resources. To give newborn kittens the best chance of survival, ask yourself these questions:
HOW LONG AGO DID YOU FIRST NOTICE THE LITTER? If it has only been a short time, leave the kittens alone and try to figure out if their mom is still around. Observe them from a distance every couple of hours. It’s okay to wait up to 10 to 12 hours to see if mom returns for them. If the kittens seem content and are not fussing, there’s a good chance their mom is coming back.
HAVEN’T SEEN THE MOM CAT RECENTLY?
Sprinkle a ring of flour around the kittens so you can go away but check periodically for paw prints from a returning mother cat, or use a wildlife camera
to monitor the nest from a safe distance.
ARE THE KITTENS IN ANY DANGER?
If the kittens are in danger due to their location, move them to a safer spot nearby so the mom can easily find them when she returns.
DO ANY OF THE KITTENS LOOK INJURED, SICK OR ARE CRYING?
if they are in a tidy location she’s been around recently. How old do you think the kittens may be? Determine the kittens’ age and identify key milestones (are their eyes open, are they walking, etc.). The younger the kittens, the more likely they will need human intervention if mom doesn’t show up soon.
DID YOU SPOT THE MOM?
If the kittens are dirty, meowing or appear sick, underweight or dehydrated, this could be a sign that the mom hasn’t been around in some time. Contact a local rescue organization, trap-neuter-vaccinate-return (TNVR) or community cat program. They can help you determine if the kittens are at risk and if you should intervene.
IS THEIR NEST CLEAN OR MESSY?
Mom cats are very fastidious about keeping their babies clean, so chances are
If the mom is nearby, leave the kittens alone and let her be the one to care for them. She is their best chance of survival.
ARE THE KITTENS OLD ENOUGH TO BE SPAYED OR NEUTERED? When the kittens have been eating on their own for about four weeks or are big enough for surgery (typically between two to three months old), a TNVR program can help you humanely trap the whole family and have them spayed or neutered. This is the most
humane, safe and effective method of preventing cats and kittens from entering the shelter system while reducing the overall stray cat population.
DID THE MOM NOT RETURN AFTER 12 HOURS OR SO? If mom doesn’t return and the kittens otherwise appear healthy, it’s time to step in. By caring for the kittens yourself and keeping them out of the shelter, you are giving them a better chance to survive and thrive. Tigers outlast Lobos in a slugfest BY ALBERT SANCHEZ
On Friday, April 22, the Tigers hosted the Lobos from Lehman High School. The Tigers opened the game with three runs in the first innings. The Lobos later tied the game with three runs in the 4th inning. In the bottom of the 4th
inning, the Tigers regained the lead with six additional runs and padded their lead with two more runs in the 5th. The Lobos had a late rally in the 7th inning with two runs but Nico Ruedas came in and closed out the game with the final score of Tigers 11 and Lobos 7. Senior #25 Brandon
Arvidson (Texas A&M Commit) pitched in the 4th inning. Arvidson pitched five innings and allowed six hits, with three runs, seven strikeouts and one walk. The Tigers are currently in 3rd place in district and they have one remaining home game on April 29 at 7 p.m. with Kerrville Tivy.

DRIPPING SPRINGS — While the Dripping Springs Tigers boys and girls soccer seasons ended earlier than they had hoped, coaches Josh Hill and Bailee Perrine still considered it to be a successful year. With a score of 3-1, the Lady Tigers earned their way to the UIL 5A Regional Finals after defeating Gregory-Portland High School on April 8, in Corpus Christi. At the Regional Finals on April 9, the Tigers faced Boerne Champion — while they won both games against them prior, the Tigers were unable to secure the win the third time. After both teams remained at a 1-1 score at the end of regulation play, the game went into extended overtime yet both teams were unable to score. They went to a penalty kick/shootout and Boerne-Champion won 3-1. “This year, we broke the record for longest winning streak,” said Perrine, girls soccer head coach. “We only had two games that were within one goal. This whole season, we won every game by two or more goals except for [the games] against Lake Travis and Boerne-Champion.” The Lady Tigers finished their 2022 season with a 25-1 record. “I would say it was a pretty successful season,” Perrine said. “I don’t think the girls feel the same way, because when you come off a year of winning state to lose in the regional final, it feels like an unsuccessful season even though it was very successful. We
got to the final eight in the state and it’s a huge accomplishment.” As for the Dripping Springs boys team, they punched their ticket to the state championship game after defeating Katy Jordan High School 1-0 on April 14. The championship against Wakeland High School was held on April 16, at Georgetown High School. “For the last four or five years,” said Hill, boys soccer head coach, “we’ve won four out of the last five district championships. We’ve made it to the third round all five years. So, I think we’ve been knocking at the doorstep, breaking through. This team took it to the next level.” Wakeland went into the second half with a score of 3-0. While the Dripping Springs Tigers played aggressive, they were unable to score in the second half, leaving the final score as Wakeland 3
and Tigers 0. The Tigers finished 26-4 in their 2022 season and this was their first appearance in the championship game. According to school officials, the Tigers set new records in the season with 26 wins, 117 goals and 18 shutouts. “We had a couple guys that scored a lot of goals,” Hill said, proud of his team. “But really, our defense was the key to our success.” Dripping Springs High School is moving up to a 6-A classification next year. Perrine discussed some goals for the next season. “We plan on making a big run next year. If you ask the girls, they would say to win state at 6A,” Perrine said. “I’m going to challenge them in the pre-season by taking them up to Dallas and try to get games against big 6A schools. I think the girls can handle it and I think they are excited.”
