National Standards Institute, became available in February 2013. The rebranding effort was based on the results of extensive research conducted with the help of marketing communications and brand consulting firms that showed that consumers were much more favorable to the new name. Attorneys from the Polsinelli Law Firm spoke at an event at the HBA in May highlighting the latest trends in immigration and OSHA laws and how to handle a visit from an enforcement agency. Jeffrey Bell, an attorney with more than 20 years of experience in immigration law, spoke about the new I-9 form that every employer must use for any new employees hired after May 7, 2013. Bell stressed the importance of training human resources staff to accurately complete the I-9 form and conducting internal audits to verify that I-9 forms were accurately completed for every employee. The HBA Goes to Washington: Submit Your Comments for Congressional Legislators HBA members are headed to Washington, DC on June 4 for NAHB’s 2013 Spring Board of Directors Meeting and Legislative Conference. On Wednesday, June 5, HBA members have scheduled meetings with legislators within the HBA’s jurisdiction. HBA members will be meeting personally with Senators Claire McCaskill, Roy Blunt, Jerry Moran and Pat Roberts. HBA members will also be meeting with Congressman Kevin Yoder and Congresswoman Lynn Jenkins on the Kansas side and Missouri members of the House of Representatives, which
we are finalizing. NAHB has identified a list of issues to discuss with leigislators during our Capitol Hill visists. These issues include tax, immigration and housing finance reform and the housing production credit crisis. In addition, the HBA will discuss local issues that are important to our members. By Lysa Allman-Baldwin, freelancer with the Kansas City Star In this Spring Parade of Homes, several homebuilders showcased homes that place great emphasis on outdoor living spaces—a focus, and trend—according to Tim Cunningham with Cunningham Homes, that is a must in all new homes under construction. “Creating the right outdoor living space is as important as the kitchen,” says Cunningham. “It is a place where people can truly get away from daily life right at home. The sky is the limit to the amount of money you can spend and to the creativity you can incorporate into the space.” A great example of this, in what Cunningham refers to as “the result of a builder, architect, designer, and craftsmen coming together and producing a true work of art,” is at his model home at 16120 Lucille St. (Parade of Homes Entry #245) in the Mills Farm Community in Overland Park. Sales & Marketing Council Kicks off with Event in the Northland
As builders and realtors headed into the selling season this spring, members expressed an interest in re-establishing the local Sales and Marketing Council (SMC). The National Sales and Marketing Council is affiliated with NAHB with the mission to represent sales and marketing professionals by serving them through education, recognition, networking and career development. Two HBA members have stepped up to lead the efforts of the SMC including Roy Ragland, Homes by Chris, and Jenni Mann, Hunt Midwest Real Estate Development. They kicked off the council’s activities with a bus tour of a number of homes in the Northland area. Why I value my HBA membership… By Erik Blaney, Shamrock Cabinet
I wanted to write and tell you a short story about the value of our membership with the HBA. We were recently faced with an issue that could have potentially had a negative impact on not only our company but the entire industry. Without going into detail, we needed help as a company gaining access, and an audience, with the right people in Topeka. We needed a political ally with connections that we just didn’t have alone. My first thought was to contact the HBA. We have been members for many years and I fully understand the value of the association. I feel like we need to explain to potential members the value and depth of membership other than what might lie at the surface. I contacted Sara Corless and the executive committee and explained our dilemma. I asked for an audience with the governmental affairs committee. I was granted a meeting with the committee and asked for any help or guidance they felt would be appropriate. I went to the Building Business News
HBA and asked for support. That is huge. It’s so much more than a lunch meeting here or there. It’s about the industry banding together and helping each other survive. The HBA contacts set up an appointment with the right people to hear our concern. Less than two months later we received confirmation that our issue was no longer an issue. I am 99% sure this would not have happened if I was not a member, who has been involved for years and years, and knew who to ask for help. If you are riding the fence about joining this association, please know that the benefits go far beyond what can be explained in one letter. You do however have to get involved. Those of you reading this know that the folks at the HBA are probably the most approachable, accommodating people you will ever meet. Ask what you need to do to get involved. I feel like our company will be here for another 50 years because of my membership.

The Value of Homeownership
Homeownership is an Enduring Goal Since our nation’s first days as a newly-fledged republic, homeownership has been a cherished ideal. Reasons as diverse as our population have impelled generations of Americans to work hard and make the sacrifices necessary to own a home. That’s because the benefits of homeownership are many. Perhaps most important is that owning a home provides an unparalleled sense of well-being, security and achievement. Moreover, homeownership has always been – and continues to be – the single best long-term investment for most Americans. It is a primary source of wealth and financial security for many households, helping to provide for education, retirement and more. Even in the wake of the Great Recession with its severe housing market crisis, Americans continue to value homeownership. Almost all (96 percent) of the people polled in a survey* conducted last year for the National

Association of Home Builders (NAHB) by two nationally-known polling firms said they are happy with their decision to own a home. That sentiment held true even among people whose homes are “under water.” Eighty-four percent of those who owe more on their mortgage than their home’s current value said they are happy with their decision to own a home. The nationwide survey also found that a significant majority – 76 percent – think owning a home is the best long-term investment they can make and is worth the ups and downs of the housing market. Among people who don’t currently own a home, 68 percent hope to own a home in the future, the poll found. Homeownership Generates Jobs and Strengthens the Economy Just as homeownership provides many benefits to individual families, it also benefits the nation. Whenever new homes are built, new jobs are created and a permanent source of ongoing revenue
for local, state and federal government springs to life that supports local schools and communities across the land. Just consider: building 100 average single-family homes creates 305 jobs and generates more than $23 million in wage and business income as well as $8.9 million in taxes and revenue for state, local and federal governments. The employment impacts are broad based, extending far beyond the construction workers employed directly to build the homes. Jobs are generated in the industries that manufacture and supply the many products that go into building the home. They are also created when real estate agents, lawyers and brokers provide services to home builders and home buyers. And the benefits don’t stop there. When 100 families move into new homes, they spend $740,000 more than usual on appliances, furnishings, and property alterations, creating a further economic stimulus.

In normal economic times, more than 17 percent of the nation’s economy relies on housing. Equally important, new homes are “Made in America.” Most of the products used in construction are manufactured right here at home in the U.S. by our countrymen. Attacks on a Principle that Americans Hold Dear Despite the many benefits that homeownership provides for families, its potential to create millions of jobs and its value to the nation’s economy, it is under attack. Policymakers are pushing for sweeping tax code changes that could prevent millions of families from ever setting foot on the homeownership ladder. Some of the proposals under consideration include eliminating or reducing the mortgage interest deduction and the deductions for property taxes and the interest on home equity loans. National Homeownership Month Tax Benefits: For Home Owners Only
Unique tax benefits that apply only to housing help lower the cost of homeownership. Both mortgage interest and property taxes are deductible. Moreover, for married couples, profits of up to $500,000 on the sale of a principal residence ($250,000 for single taxpayers) are excluded from tax on capital gains.
The Advantage of Leveraging Leveraging is another advantage of homeownership. A buyer can
purchase a home and receive the full benefit of homeownership with a cash downpayment that is only a fraction of the total purchase price. This is called leveraging, and it makes the rate of return on a home purchase greater than on other purchases with the same value, such as stocks, where the buyer must put up the entire price.

Homeownership is an Enduring Goal to get to where they are today, and it would send shockwaves through the economy. Although detractors claim that the mortgage interest deduction primarily benefits the wealthy, younger households and middle income home owners are actually the biggest beneficiaries. Abolishing or limiting the mortgage interest deduction would also inflict serious damage on millions of middle-class home owners and the struggling housing market by further depressing home values. It only takes a 6 percent drop in home values to wipe out $1 trillion in household wealth. Any policy change that makes it harder

to buy a home, or forces young families to defer home purchases, will have a significant impact on wealth accumulation and the makeup of the middle class.

Members Get Legal Advice on Immigration and OSHA Compliance Continued from page 1 Regarding enforcement trends, Bell mentioned that I-9 investigations are up – over 3,000 last fiscal year with $12.5 million in civil penalties for employers. Criminal immigration prosecutions are also up 100 percent over three years ago. Jeff Bell also described the immigration bill that was introduced by the Gang of 8, a bipartisan group of 8 Senators, that is currently being debated in the U.S. Senate. He warned participants that every employer may soon have to use the E-Verify system to verify work eligibility of its employees.

Jeffrey Rosen, a trial lawyer in the Construction, Energy, and Real Estate Litigation department at Polsinelli spoke about OSHA compliance. Overall, Rosen’s message to members was that you do not need to panic should OSHA visit your worksite. He also stressed the importance of hiring a lawyer, visiting the worksite where the alleged violation took place with the lawyer and sitting down with OSHA to discuss the issues. Most importantly, Rosen stressed the importance of not signing any settlement agreement until you have met with a lawyer or other advisor and OSHA.

More than 400 single family units were permitted in April 2013 for the best month in the past five years. Statistics showed 441 permits in April 2008 and no months since have surpassed 400 until this month with 444, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. Year to date for 2013 shows 1,276 single family permits issued in the eight county area which is virtually the same as 2008 which had 1,277. Multi-family has shown the strongest year to date in recent history with 1,281 units permitted through April. Multi-family permits have not exceeded this number as of the month of April since 2001 which recorded 1,968. “Builders say the local new home market is ‘hot’ and they recognize that the supply of unsold homes is probably too small for the demand experienced this spring,” said Executive Vice President Sara Corless. “They are pleased to be building homes again, but they continue to be cautiously optimistic with new concerns about the price of lumber and labor which may pose future pricing challenges for them and the home buying public.” Every county showed an increase over the permits for 2012 and the most significant increases are Johnson County which was up 57 percent and Wyandotte County up 192 percent. Other Kansas Counties also had increases with Leavenworth County up 43 percent and Miami County up 317 percent. Missouri counties achieved the following percentage increases: Cass-23 percent, Clay-5 percent, Jackson-26 percent, and Platte-17 percent. Building Business News

NAHB Rebrands Green Building report, ninety-one percent of consumers surveyed said the new name would impact their purchase decision favorably compared with the old name. Fifty-nine percent of builders surveyed said the new name was better than the existing name in conveying the meaning of the company’s certification seal and services. Home Innovation Research Labs staff believes that the name change will positively benefit builders, developers and remodelers who certify their projects to the NGBS. Michelle Desiderio, the Vice President of Innovation Services at Home Innovation Research said in one interview, “While the name NAHB is well-known within the building industry, ‘NAHB Research Center’ was not a meaningful brand for consumers.” And while the name has changed, Home Innovation Research Labs’ mission remains the same, as well as its relationship to NAHB as a wholly-owned, independent subsidiary. The HBA will be making the transition to the new name by using the new logo/mark on its website and in other marketing materials.
