President’s Message Lori Wellman, HBAL President
It is hard to believe that my year as President of the Home Builders is coming to an end. As I reflect on the year, and the opportunities I had to attend various meetings, luncheons and other gatherings, it has been an honor to represent our Association. I enjoyed growing relationships with other community organizations who support our industry and getting to know so many new people. I want to thank the current board members and Executive Committee for your support of the Association and the time you spent serving on various boards in the last year. As many of you know, we would not be as strong of an association without our amazing staff. Michaela you do an amazing job of juggling all the meetings and keeping the President and Board on top of all that is going on in our community. Jennie, I can’t even list all the various rolls you fill, but you always make sure we get our duties done. Laure, thank you for your time answering random questions and keeping our bookkeeping flowing smoothly. Beau Daffer, I know you will do a great job as President and I’m here for you if you have questions. Enjoy the time as it flies by quickly. I may now be a Past President, but I will not disappear that easily–I look forward to many years to come as a Home Builder member.

I love a good true crime podcast. What are you currently binge watching? Right now I would have to say sports in general. I am a sports nut so I am enjoying all the fall and winter sports. Best restaurant you've ever been to? The Committee Chophouse If you had to eat one meal every day for the rest of your life, what would it be? Steak Favorite place you've traveled? Turks and Caicos What did you want to be when you grew up? A sports broadcaster Where are you from? Where did you go to school? Mostly from Lincoln. Went to Lincoln Northeast and UNL What's the strangest thing you've ever done? Played soccer with the inmates inside a Guatemalan prison. Literally on the cell block. Who is someone who's made a big
impact on your life? Why? My dad. He taught me to be a leader, you need to appreciate those whom you are leading. Take the time to get to know them and show you care about them. What do you love the most about your job? The relationships I get to make and build. What experiences and past roles have led you to where you are today? I have worked in the construction industry since I was 14. I've worked in many different roles over those years. That has resulted in having a high level of respect for how important each person is to making a project come together. How has your career benefited from being a member of HBAL? Many things. Networking. Getting more involved with the issues that sometimes hold back our industry. There is just a certain respect clients have when they know you are a member. What is your favorite HBAL event and why? Family Fun Night. It is fun to see everyone and their families. Any tips or advice for new HBAL members? GET INVOLVED!!!! December Board Report
December Board Report EPIC Consumption Tax: At the December Board meeting there was an educational presentation from Korby Gilbertson with Radcliffe Bilbertson & Brady, our lobbying firm, about the EPIC Consumption Tax Option, and facts vs. fiction were reviewed. Two main facts are: the Epic Option would be a consumption tax on insurance, business to business, other services (i.e. banking, rent, tuition, etc.), and the EPIC option has unclear constitutional language. The new tax would also decrease home affordability for new home buyers due to higher costs associated with the consumption tax. Up to a $2,000 pledge was made to help fund an economic impact study on the tax. Remodelers Council: 30 people attended the Remodelers Council Holiday Party at Wonderbowl. Members brought cold weather items which will be delivered to Prescott Elementary. Jason Willet was installed as Chairperson of the Remodelers Council at this meeting. The next meeting is scheduled for a January 10 tour of the April Sampson Cancer Center. • Hams Construction, Bill Hams Sponsor: Ryan Trausch • LaGasse Construction, LLC, Zach LaGasse Sponsor: Chan Merry Minimum Parking Requirements: Tom Beckius and the Planning Department are working on updating the minimum parking requirements for commercial development. The redlined language in the text amendment should be available early next year. The change will affect commercial properties at this time and it is expected to be helpful in new development. City Council to discuss in January or February. Growth is Good: The Growth is Good Coalition (Home Builders Association, Realtors Association, Chamber of Commerce and LIBA) have started discussions about the Lincoln on the Move (.25% sales tax for street improvement) passed in 2019, and a freeze on impact fees for five years was agreed to by the City. The tax expires in 2025 and all funds have been spent. The city is looking to renew the tax with a vote in Spring 2025. The outstanding questions are how much will the tax be? How will funds be utilized? The Growth is Good Coalition is gathering positions from each association for discussion with the City. Careers in Construction Committee: Jereme Montgomery hosted a Concrete 101 class with the Lincoln Lighthouse. Students found the class rewarding and the Lighthouse is open to having additional trades training. 13 Lincoln Business Builder

January Meeting Tour of the Publication of the Remodelers Council of Lincoln January 2024 • Vol. 27, No. 1
Welcome to 2024 and thank you for the opportunity to serve as part of this organization. It is an honor to serve as the Remodelers Council Chairperson for 2024 along with Matt Firestone as Vice Chair and Jason Willet Megan Dreyer as Remodelers Council Secretary. I’d also Chairperson like to thank Ben Klein for serving as our 2023 Chairperson. I’m excited for this year’s lineup of meetings and activities. This year will bring opportunities to learn, network and give back to our community. Our first meeting of the year will be Wednesday, January 10 with a tour of the new April Sampson Cancer Center. Also make sure to mark down February 9-11 on your calendars for the Home & Garden Show. This is a favorite event of mine and a great opportunity to promote your business. Please consider volunteering for the Food Bank House during the Home Show as one of the ways the Remodelers Council gives back to the community. Reach out to the HBAL office to sign up for a time slot.

Remodelers Council Holiday Party Wonderbowl | December 6, 2023
The Remodelers Council of Lincoln held their annual Holiday Party at Wonderbowl. Our 2023 Chairperson, Ben Klein, officially handed over the hammer to our Chairperson for 2024, Jason Willet. Jason presented Ben with a plaque and thanked him for his service this past year. All members introduced themselves and then had to answer a random “would you rather” question. Afterwards we enjoyed mini bowling! Thank you to Zeng Countertops & Surfaces and LL Countertops for sponsoring the bowling! In addition to our meeting, members brought mittens, gloves, scarves, etc. to be donated to Prescott Elementary school for distribution to students in need of these winter necessities. The Truth about the EPIC Consumption Tax Proposals Fact: Eliminates all Nebraska property,
Tax on insurance premiums because insurance premiums are subject to a premium tax, which is an excise tax.
Fiction: Consumption Tax rate on all
• This is a statement made by proponents, but not guaranteed. The current premium tax is not considered an excise tax.
• There is no guarantee that the rate will be 7.5%. It is more likely that the actual rate will be two or three times that high.
• Nebraskans will also pay the tax on deductibles and any out of pocket costs. All medical costs not covered by insurance will be subject to the tax. Medicaid and Medicare services may be subject to the tax because those payers do not pay a premium tax.

Proponents can’t explain. • If we tax State government and political subdivisions in Nebraska, how will they raise the funds to pay the tax? • Will non-profits be able to survive if they are required to pay the tax? Will contributions or grants that generally fund such institutions increase enough to cover the cost?
Fact: The EPIC Option would be achieved in two steps
• Step 1: Vote of the people to amend the Nebraska State Constitution on the November 2024 ballot. - Ballot Language: “…No governmental entity in the state of Nebraska may impose taxes other than retail consumption taxes or excise taxes.” - Ballot Language: “The State of Nebraska shall impose a retail consumption tax or an excise tax on all new goods and services. There shall be no exemption from such sales taxes, except for grocery items purchased for off premises consumption.” - Fact: Once voted into the Nebraska State Constitution, these amendments can only be changed by another vote of the people and cannot be changed by the Legislature. ◊ This should scare everyone! We currently have nothing in place to facilitate the implementation of this change.
• Step 2: Legislative vote to adopt implementation legislation. - Proponents claim that the Legislature will adopt LB 79 (AM314) to implement the EPIC Consumption Tax. If that is true, it would have to be done in the 2024 Legislative Session which will end more than six months before the election. - If it doesn’t work, Nebraskans will be left holding the bag. Lawmakers who championed this change will no longer be in office and have stated that it’s “not their problem.”
Fiction: The EPIC plan protects local control
• Local control will be eliminated. All tax revenue will go to the State Treasurer in Lincoln. The Legislature will make all budget decisions from the State to your local school and fire district.
FACT: The EPIC Option Consumption
Tax Proposal is an EPICALLY BAD Idea for Nebraska! • No other state has a consumption tax. • Other countries that use a consumption tax (called a value added tax or VAT) have an average rate of 22% and they also collect other taxes, including income and dividend taxes. • If we are going to change the Nebraska Constitution, we should only do so with a clear path forward, not something that dumps a super sales tax in the lap of our future legislators. 23 Lincoln Business Builder
