The Concrete Pumping Association of Australia Inc. The members and committee of the Concrete Pumping Association developed the concept of the pumpers Expo and Picnic in 2001 as a forum for benefiting the concrete pumping industry through informal discussion and education that may lead to a safer and more prosperous industry. The “Pumpers Expo and Picnic” is the only organised function in the southern hemisphere that provides pump owners and suppliers the opportunity to get together for the benefit of members, non-members and the pumping industry in general.

President’s Welcome Message I would like to extend a very warm welcome to members and guests attending the 2013 Pumpers Expo & Picnic. It goes without saying that this is the highlight of the year and gives all those associated with the industry an opportunity to get together on a social basis with their families to exchange ideas and find out what is new. This year, the CPAA Management Committee has engaged the services of an events organiser, Pix Jonasson of Success Dynamics, to ensure the day is as successful as possible along with the supporting magazine to ensure this once again becomes a must attend weekend every year. I would also like to thank all those companies that have supported the magazine with advertising and by coming along to exhibit their pumps and products, without their generous support the weekend activities and amusements would not be possible. The Committee has decided to hold the CPAA Annual General Meeting AGM and General Meeting GM on Monday morning 28th October following the Expo. This will hopefully allow interstate visitors to stay an extra night to attend the meeting, and then catch their flights home by mid-afternoon ready for business on Tuesday morning. We hope this will enable more members to attend the AGM and GM, and have some input to the direction and issues faced by the CPAA. The Committee would like to formally encourage as many members as possible to attend and participate in the weekend’s events as well as the AGM.

Australian Standards AS 2550.15: Anthony Mattar, the CPAA-appointed representative, along with observer, Peter Loveday, attended the Draft Standards meeting on 4th July 2013. A number of requests were made to the Standards Committee, the most important was to reword clause 7.4.4. enabling the six-year rule strip down rule to be extended to 10 years if certain criteria has been met. At the time of writing, the CPAA’s request had not been adopted by Standards Australia. We are hoping that the new Standard is published prior to the Expo, so that members can be informed of the outcome. See Page 24 & 25 Standards by CPAA representative Anthony Mattar. Industry Representation: The Concrete Pumping Association of Australia Inc. (CPAA) is currently incorporated in NSW. In order for the CPAA to be an organisation that can truly represent all of its members from all States to all governments and regulators, the Association has received independent legal advice that it will necessary to be registered as an ASIC based entity. This change will require an Extraordinary General Meeting (EGM) of members. In anticipation this has been scheduled for 25th March 2014 in Sydney with the intent of transferring to an ASIC-based company by 30th June 2014. The new not-for-profit organisation will be owned and controlled by the members and more detailed information will be circulated to all members in due course. The Committee has been working very hard in the last 12 months, with regular Skype meetings. A new website is being planned with new content with the intent of keeping members better informed and more up to date. In the meantime, stay safe, and keep pumping.

The concrete valve’s performance has a major effect on fuel economy, ability to pump difficult mixes, service life of wear parts and therefore, business profitability. Work Cover Targets Safe Operation WorkCover NSW is currently undertaking its High Consequence/Low Frequency (HCLF) verification program for the 2013/14 period. HCLF incidents are those that occur infrequently but can have a very large human, social, environmental and/or economic impact on a workplace, industry sector or the NSW economy. One part of the 2013/14 program will focus on the mechanical integrity and safe operation of truck mounted and fixed concrete boom pumps. The program will consist of verification inspections that are undertaken both at home base (mechanical integrity and systems) and on site (safe operation). Inspectors will be completing verification checklists that focus on the high risk areas associated with the operation of this type of plant and will be verifying compliance to relevant work health and safety (WHS) legislation. The program will be implemented right across the state of NSW and consultation has occurred with a number of industry stakeholders and relevant industry associations. WorkCover is committed to assist in building the capacity of the whole industry to comply with relevant WHS legislative requirements and to ensure a safe and productive industry sector. Inspectors will generally be contacting company representatives and organising the site visits prior to any verification visits, however there will also be occasions when inspectors will complete verification checklists on equipment that is on a site they are visiting for a different purpose. WorkCover currently also offers a number of free services that can assist you in improving your WHS systems including workplace advisory visits, workshops and presentations. Attendance at these events can also provide an opportunity for you to become eligible for a $1000 rebate in relation to the purchase of safety equipment or improvements to systems that you make as a result of that attendance. Standards Report

AS 2550.15 Draft Major Inspections and Strip Down On the 23 January 2013, the DRAFT document was released by Standards Australia. The review of this document sat dormant for a number of years.

Industry stakeholders were involved in the review, and had previously made revisions to the AS 2550.15 – 1994. The CPAA formed a working sub-committee, and the CPAA website was updated with a link to the Draft document, and members were encouraged to review and comment on the document themselves. The CPAA working sub-committee held a total of 14 separate Skype meetings over a period of 2 months, and they actively reviewed and sought to make amendments to the DRAFT. Industry members were lobbied, and the CPAA requested representation on the Standards Australia technical sub-committee, the people who review and decide what goes into the completed standard. Upon acceptance, the CPAA elected 2 people to represent the interests of pumpers alike at the upcoming Standards Australia review meeting. Anthony Mattar (Belconnen Concrete) was elected to represent the CPAA, and Peter Loveday (Coastwide Pumping) was elected as an observer.

The basis of the CPAA submission is as follows: • Provide representation on behalf of CPAA members. • Focus and promote best practice, consistency and industry standards and compliance in the concrete pumping industry. • Bring the DRAFT into line with and reference to current requirements; including statutory regulations, codes of practices. • Provide a forum for uniformity of regulatory safety and standards within the concrete pumping industry in Australia. • Give clarity to proposed sections of the DRAFT in particular the following: • Section 1 – SCOPE AND GENERAL - Definitions • Section 3 – SELECTION OF CONCRETE PLACING EQUIPMENT - General • Section 6 – ERECTION AND DISMANTLING - Pipeline Cleaning Procedure - Concrete Hopper Cleaning • Section 7 – MAINTENANCE, INSPECTION, ASSESSMENT AND REPAIR - Logbooks - Repair - Inspection and Assessment

Of the entire DRAFT document the most contentious item was Section 7.4.4 – Major inspection and assessment for safe use. Whether you choose to accept it, adhere to it or not, the current AS 2550.15 – 1994 stipulates that all concrete boom pumps MUST be fully stripped down! Australian Standards are not legal documents, yet they form part of the numerous and integral documents, which can be used in a prosecution. A concrete pump owner/operator must consider a wide range of standards, other standards in a set, manufacturers’ guidelines and safety bulletins/updates, technical documents, actual wear and tear, and more importantly your obligations under the WHS Act, Regulation and relevant Codes of Practice. In more recent times, comments and concerns have related to the confusion surrounding the 6-year rule, whether financial/commercial or of a legal/obligatory nature. All owners and operators need to be vigilant as to how and what they do. Image 1 below, identifies the hierarchy of these documents. At the time of writing this article, the Draft AS 2550.15 has still not been approved for release by the AS sub-committee. Report By,
