The Chicken or the Egg, Part II… Cub Scouts to Boy Scouts
I
n the last issue of Adventures in Scouting, I talked about the attributes of a strong Cub Scout Pack and how it relates to new youth recruitment and retention. In this issue, I’d like to talk about what separates great Boy Scout Troops from mediocre ones in their recruitment and retention of new members. If you volunteer with a Boy Scout Troop do you know where your new members come from? When do you start to recruit new 5th graders and others into your troop? For the success of any troop, it is critical that a new class of Scouts join your troop each year, ideally at least 5-8 to form a new Scout patrol. As a council we transition about 78% of our registered 5th grade Webelos into a Boy Scout Troop. While it would be great if this was an automatic process and the Webelos and parents just showed up for a Scout meeting, this is just not the case. Our Webelos and their parents have a choice of what troop they join and for that matter, if they join at all. From my experience, the two things that will directly influence a boy joining a troop are: What troop are his friends in and does the boy and his parents feel welcome by both the youth and adult members? Here are the things that every troop needs to consider in their recruitment process: ▶ New Boy Scout & Parent Recruitment: For our best troops, the process of recruitment actually starts during the 4th Grade
recruiter patch to recognize a Scout who brings in a new member.
Webelos year. As a troop, you need to “connect” with the Webelos and their parents early in their first year. It is critically important that you don’t just recruit new Scouts, but also find an area for their parent to connect with the troop. ▶ Den Chief: What better way to connect with the Webelos Scouts than by having a Scout from your troop serve as a Den Chief for the Webelos Dens!
▶ When to Crossover? For many years it was common practice not to bring new boys into a Boy Scout Troop from Webelos until the start of a new year—January/ February. This is too long to wait. Why would we want a new Scout’s first campout to be one of the troop’s coldest? Take Webelos on a campout in the fall when the weather is nice! ▶ Peer to Peer Recruitment: Without a doubt, one of the best ways to recruit new members is to have your current members recruit their friends. Use the BSA

▶ Troop Program Plan & Communication: Parents are looking for a well-run troop with an annual program plan. Do you have a printed program calendar you can give to new parents? Does your troop have a website and/or Facebook page? Make it easy for parents and Scouts to stay current on troop activities. ▶ Budget: It takes finances and an annual budget to operate a successful troop. ▶ Separation of Leadership: Share the responsibilities of running the troop with other adults. Many adults each doing something to help support the troop is better than just a few adults carrying the entire workload. ▶ Follow Up: For many of our new Scouts, if they miss a few meetings they may think they are too far behind and don’t return. Our best troops make it a practice at their monthly committee meetings to review the names of Scouts who missed 2 or more meetings in the last month and then personally follow up with a visit or call to the parent. I truly believe that one of the challenges about a boy being in Boy Scouts is that they don’t realize the new skills and leadership development that they are learning. READY TO RECRUIT School Night for Scouting 2016
Recruitment season is in the homestretch and we are happy to report that nearly 3,500 new Scouts have joined the fun! But recruitment doesn’t stop when School Night ends. Here are a few tips to make sure every boy has the opportunity to join. • Utilize online or text to join resources yearround. Have prospective families visit www. KCScouting.org or text JOINSCOUTS to 51555. • Follow-up with every family that joined at School Night and make sure they have started attending meetings. • Follow up with every family that attended School Night and did not join. Find out why and ask if they are still interested. • Conduct a second or third recruitment event.

In 2016, camp staff members from Rotary Camp and the Theodore Naish Scholarships Soar and H. Roe Bartle Scout Reservations received a staggering 108 college scholarships valued at more than $152,000. to $152,000
The Camp Staff College Scholarship program was created 17 years ago as a way to encourage college-age camp staff to return to camp. The program continues to grow each year and ensures the best camping experience possible for all campers.

The program is funded through annual donations and endowments that have been earmarked for scholarships. Over the past six years, the amount of scholarships has increased by 132% and the number of staff receiving them has grown by 22%. A HELPING HAND Scout Comes to Rescue of Father and Son During Hike on Reservation
W Fill the Fridge Scouts from across the council rallied to help Harvesters, 41-Action News and Price Chopper Fill the Fridge September 6–10. The annual food drive helps feed hungry families in Kansas City. All Scouts who volunteered or who donated to the campaign were recognized with the official Fill the Fridge patch.

We’re asking all Scouts to help us collect new pairs of socks to donate to homeless organizations in advance of the winter months. hat first started out as a normal hike at the H. Roe Bartle Scout Reservation, soon became the ultimate of example of what it means to be a Scout. Earlier this summer at Bartle, Mike Mundy and his 11-yearold disabled son, Sam, found themselves in need of help after they encountered a patch of rough terrain during a hike. They were searching for “Gambler’s Cave” and “Scorpion Hill,” both of which were required destinations to locate in order to win one of the coveted Trading Post Bandanas. But the hot July sun and rugged landscape began to take its toll on the father and son duo—so much that they soon became overwhelmed and wondered how
they would make it back to camp in time. Then, from out of nowhere, a young man appeared. His name was Nathaniel Baggerly, a Scout from Troop 111. Nathan immediately helped the struggling pair by carrying Sam’s crutches and hiking gear as Sam was carried by his father. All three made it safely back to camp and it was all because of Nathaniel’s duty to help other people at all times. When asked about the ordeal Nathanial simply responded, “I just did the right thing.” Thank you Nathanial for being a shining example of what it means to be a Scout.
Heartland Tree Alliance Academy October 29 & November 5 We’re teaming up with Heartland Tree Alliance for a day of learning and community service. Join us on October 29 and November 5 as we dig in to make a difference and earn the Forestry Merit Badge at the same time.

SuperNova! The finish Line in sight!
THE STEM GUY SuperNova…Wow! The Top award, the pinnacle. Scouts that have worked their way through the Nova awards can start earning the SuperNova award after they earn three Nova awards. But what gives? Why all the fan fair? I asked that question to several engineering companies around the area. The answer was quick and to the point. A Scout that has achieved SuperNova has done something special. Many programs claim to focus on STEM, but the Boy Scout program proves it. Measurable mile stones. Measurable awards. Good stuff for many engineering companies. And add in Eagle? Wow! An unstoppable combination of all the best traits a company is looking for. The Boy Scout program has a key advantage that many programs don’t have, and that is mentors. Subject Matter Experts (SMEs) that partner with the Scout to amplify the learning. The Scout likes math? They partner with a mathematician. Engineering is the game? Engineer is what they get. All courtesy of your local district and council. Oh, it’s not easy. It shouldn’t be. Tribe Surpasses 80,000 Members Eighty Thousand. That is a lot of anything. Do you think this number would surprise the founders of Mic-O-Say? H. Roe Bartle knew he had created something unique and special amongst Scouters. The Tribe grew to eighty thousand members during 5th session of 2016. We have grown from a few rows of logs in a council ring to an amphitheater that holds well over a thousand members. We have grown from a notebook to record Tribesmen, to a sophisticated database to manage our program. We have grown in our conviction to uphold those ideas important to each Tribesman. Although our membership is now over 80,000, the strength of the program is the relationships we build and the commonality that is shared by all.
Induction Season a Huge Success It was another great Induction season on the Reservation. We are happy to report that we welcomed 545 new Ordeal members and 287 new Brotherhood members in 2016. That means our Ceremony Teams conducted more than 60 ceremonies for the year! Wow!

Denon Martinez 2016 Roshann Parris Eagle Scout Scholarship
O
n September 15, the Heart of America Council honored Roshann Parris as the 2016 Distinguished Citizen. The Distinguished Citizen Award honors a local individual or company for their efforts in making a distinct difference in the fabric of our community. Roshann is the founder of Parris Communications Inc., a Kansas City-based 2016 Distinguished Citizen Roshann Parris and Council President Scott Boswell public relations and strategic communications firm. While managing her energized Parris team, Roshann has simultaneously maintained an active Washington, D.C.-based public sector career which, since 1978, has included 6 years on the United States Senate staff and senior roles on 10 presidential campaign staffs of Democratic candidates. Led by event co-chairs Cliff Illig, Terry Dunn, Mark Jorgenson, Russ Welsh, and Gary Forsee, this year’s all-American Distinguished Citizen celebration also awarded two $10,000 college scholarships to area Eagle Scouts.
Denon Martinez received his Eagle Scout Award in 2011 from Troop 1080 chartered to Holy Cross Parents for Scouting. During his Scouting career, Denon earned 44 merit badges and three Eagle Palms. He has served in numerous leadership positions including Den Chief and Senior Patrol Leader and has participated in two National Jamborees. Denon is currently a freshman at the University of Missouri – Kansas City Roshann Parris and Parris Scholarship and plans to pursue a recipient Denon Martinez career in law enforcement.
Matthew Crotty 2016 Ewing M. Kauffman Eagle Scout Scholarship Matthew Crotty received his Eagle Scout Award in 2013 as a member of Troop 1124 chartered to Raymore Christian Church. His many leadership positions include Senior Patrol Leader, Assistant Scoutmaster, Venturing Crew President, and Camp Staff Member— serving three summers at H. Roe Bartle Scout Reservation and one summer at Rotary Camp. Matthew is a freshman at Longview Community College and is pursuing a degree in Matthew Long, Kauffman Foundation, music education. presents the Ewing M. Kauffman Eagle Scout Scholarship to Matthew Crotty

Summer fun at Cub Scout Day Camp The 39th annual Blue Elk District Day Camp was held July 11-15 at the American Legion Farm in Blue Springs. Day Camp 2016 welcomed 279 youth and 126 adults from 35 packs in eastern Jackson County. The Scouts participated in 21 activity areas staffed by district Scout leaders. This year’s “Treasure Island” themed Day Camp featured arts and crafts, games, obstacle courses, shooting sports, zip line, and map reading skills. Program Coordinator Ray Miller related that even though the weather this week was a challenge, the boys still had a good time.

New Collaboration with HOPE Hangout
Frontier’s Scouting program has a new community partner, Hope Hangout. The Hope Hangout debuted Monday, August 15 at Bethel Family Worship Center in south Kansas City. Kansas City Mayor Sly James officially helped open the new facility. “Too often, adults tell teenagers where they can’t go without telling them where they can…we always have to be on point, giving our kids something they can do,” said James. “The Hope Hangout is a safe place for youth to attend after school and on weekends. It will provide youth development programs such as Boy Scouts, the OK program, tutoring, and mentoring.” The Hope Hangout is the result of a successful collaboration between Jackson County COMBAT, the Kansas City Police Department South Patrol, the Hickman Mills School District, Hickman Mills Prevention Coalition, neighborhood associations, Jackson County Family Court and social services agencies.

Camporee 2016 Fall Camporee is almost here! As many of our new Cub Scouts enjoyed the Cub Scout Family Campout at Naish, the Iron Horse District is prepared to have the troops and crews spend a fun filled weekend camping! Mark your calendars for October 7-9 to attend our Camporee at Shawnee Mission Park. Troops and crews will learn knots & lashings, survival skills, first-aid skills, communication skills, flag ceremonies, along with participating in a skit/song competition! Fall Camporee 2016—Mountain Man Rendezvous October 14-16 Strother Freetrappers Black Powder Club Holden, MO Join us for this year’s Mountain Man Rendezvous Camporee in October. Cost is $10 per person and includes beads, special Rendezvous patch, insurance, and program materials. Boys are asked to dress in 1840’s style clothing on Saturday. Fun, fellowship, and old time food (Dutch oven cooking contest) will be part of the camporee experience. A number of games will be available including a Strother’s club special “woods walk”, where teams of Scouts will compete in a multi-station, Scout skills and shooting competition. Our annual fall Mic-O-Say and OA elevations recognition will be held at the district campfire on Saturday night. Tribesmen are requested to wear Tribal attire. Our goal is to complete the recharter process on time, with all charters completed by the end of January. Unit recharter packets will be distributed at the October Roundtable. The Investment in Character campaign provides funds needed to operate the Heart of America Council. Our annual fundraising drive helps us keep activity costs to families and Scouts as low as possible. Attend a camporee or summer camp and the fee pays for the camp staff, program materials, a portion of the insurance costs and food. Investment in Character also allows us to provide uniforms, books and camperships for families who need additional help to give their children a Scouting experience. Your gift also helps to extend Scouting to more families and allows for the organization of new packs, troops and crews. Presentations can be scheduled for as early as November for troops with a late fall Court of Honor. Camporee 2016 “Super Scout” October 14-16—Camp Naish Trust Property Join us at the very first Shawnee Trails District Camporee! This year’s theme is Strength of Scouting—Super Scout. We will emphasize the 12 points of the Scout Law through a Super Hero themed event. We hope all Scouts and Scouters will embrace the strengths of Scouting and demonstrate this through programming areas, uniform apparel, and campsite. Camporee is meant to enhance the patrol method within your unit. It is also a chance for your Scouts to show off their skills at camp-making, cooking, teamwork, and cooperative methods of problem solving. Camping will be set in large troop areas, but each patrol will be judged on their ability to camp and complete Scout skills as a team. Troops, crews, Webelos, and Cub Scouts are welcome to attend. Soaring Eagle District Camporee— October 14-16 Our district Camporee is coming up quickly! Our theme this year is “The Scout Games,” and will take place October 14-16 at Lewis-Young Park in Louisburg, Kansas. As part of the fun of camporee we’ll have patrols from around the district in competitions from Scout skills to sports. We’ll have our very own Soaring Eagle Olympic Village where you’ll have plenty of opportunities to win medals for your patrol! Fabulous Fall Recruitment! Congratulations to all our packs for an amazing fall recruitment season! Our district did a fantastic job growing our Cub Scout Packs. One great highlight was Pack 300 of Pleasant Hill recruiting 20 Cub Scouts in a single night at Pleasant Hill Primary and recruiting 20% of the boys that attend Strasburg School. Pack 242 in Archie also had great night with over 16 boys in attendance—including 3 Boy Scouts that they happily recruited into the troop. Thanks to everyone for all of their hard work throughout the recruitment season. We are changing lives—recruitment is just the first step. Keep up the good work!

Fall Camping & Recruitment The weather is turning cooler, the leaves are changing color, and that means it’s time for some fall camping. Cub Scout Family Campouts are finishing up their last weekends at Bartle and Naish. The Cub Scouts that have gone so far have had a great time on their first campout of the year. Coming up on October 28-30 is the Twin Rivers District Camporee being held at Miami County Fairgrounds. This year’s STEM-themed Camporee is a great way to work on your Nova award. The cost for Camporee is $8 per person which includes a patch and a fun camping experience. Keep checking the Twin Rivers Facebook page and website weekly for more reveals and updates. We have also had an exciting recruitment season with lots of new boys joining the Scouting program, but it isn’t over yet. Keep asking your friends to come to a meeting and get them signed up with your unit. Let’s make this year the year our district goes well over 600 new Scouts! 31
