1 Presentation In this presentation of the new and, to our way of thinking, more practical version of the HEGAN Annual Report, I should like to begin by expressing my gratitude to all those who contributed to making the celebration of the tenth anniversary of our association and of the Basque aeronautics and space industry possible. 2008 was a truly remarkable year. Although the turnover figures corresponding to all our associate members (100% of the entire cluster association) were in excess of 1200 million euros representing, therefore, a 10% increase over the previous year, the work forecasts for the coming years has been the subject of continuous modifications. Together with these encouraging turnover figures, we can talk of an increase in employment in the aeronautics and space sector of 15%, amounting to 9055 jobs among all the plants scattered throughout the world. In the Basque country, there are 4035 workers, an increase of 5%, 3788 in the rest of the Spanish state and 1232 abroad. Regarding the activities of our companies, one of the most relevant milestones in 2008 was the agreement reached by ITP with Rolls-Royce to participate as risk and profit partner in the Trent XWB programme, responsible for the design and manufacturing of the low pressure turbine. With this agreement, the co-founder of HEGAN consolidates its position as the company responsible for this module in the entire range of Trent engines. Once the contracted programmes come into production, ITP’s market share in low pressure turbines for double-aisle aircraft at a world level will stand at 50%, an unprecedented achievement in this industry, particularly for a company which was founded only 20 years ago. Another important milestone for our companies was the contract awarded to AERNNOVA, co-founder member of HEGAN, ALESTIS and Aries Complex, the majority shareholder of which is the ACITURRI group, for large work packages for the AIRBUS A-350 XWB - powered by the TrentXWB- valued at more almost 5000 million euros. These contracts will require an investment amounting to 600 million euros, including development engineering, prototypes and industrial installations, and will involve the creation of about 4000 plants in their different plants, once the project has been consolidated within a period of 5-10 years.
We should also draw attention to the buoyant situation of the third co-founder company, SENER, the formation of new medium-sized and small business groups, the consolidation of systems and equipment activities and the plants our associate have set up abroad, customer diversification, as well as maintaining the R&D investment percentage at 10% over turnover. Nevertheless, together with this good news that fills us with hope for the long-term future of the sector, the second half of 2008 saw the beginning of a dip in the market which has continued in 2009 and which makes the current situation very complicated: some airlines are asking that deliveries be delayed or orders cancelled, others face bankruptcy; as a result, manufacturers are reducing their production programmes. The situation is having drastic consequences for suppliers, generating heavy increases in the stocks of raw materials, in-process products and/or in countries of finished products, as well as surplus workforces and, as a consequence, a lack of liquidity. Moreover, delays in the completion of the integration of new aircraft (A380, 787 and A400M), and the lower activity levels than those programmed, are having serious effects on the overall turnover for 2009 and the supply chain is finding it impossible to recover the heavy investment already made. It is difficult to predict when the level of activity will return to normal but this is not expected to occur until the end of 2010. This is part of the situation which we must face and which HEGAN’s associate members have attempted to address during the last six months in the 2009-12 strategic reflexion, the results of which we presented recently. This cluster association faces, therefore, a number of challenges that will be addressed with the participation of all the agents who wish to continue developing this industry. The example of so many people who have given their all to this cause provides us with inspiration to continue making history and contributing to the advancement of our society.

Organisation of the association
2.1 Aims
The aim of the Aeronautics and Space Cluster Association of the Basque Country –HEGAN– is to take as many actions as may be required to foster, promote and stimulate the development of industrial, professional, technological and research infrastructures capable of supplying goods, products and services for the world aerospace market. In this way, the Association seeks to reach the maximum levels of coordination and synergy among all the agents involved and to secure international recognition for the Basque aerospace strategic sector, contributing to a strengthening of the economy, favouring the creation of highly specialised jobs, the scientific and technical development of society and to redirect industry towards activities that offer a better future and higher added value.
2.2 Organisation General assembly This is the highest-ranking body of the Association. It is made up of all member companies and is therefore the body that represents their wishes.
Governing council This is the Collegial Body of Administration and Management. Working groups
As of 2005, the permanent committees of HEGAN were restructured in temporary and flexible workgroups dedicated to a number of specific actions, reporting to the Executive Committee. These workgroups are created and dissolved according to the wishes of associate members and in accordance with their specific needs at each moment in time. This year, the R&D, Personnel and Training and Financing Workgroups have been in operation and others are expected, such as the Environment and Efficiency Workgroups.

3.1 Internal area During 2008, HEGAN developed the tasks and activities envisaged in its Strategic Reflection 2005-2008 and included a number of activities in its day-to-day dealings, in accordance with their real interest for the Basque aerospace sector. The most relevant activities carried out by the Association in 2008 are summarised below.
3.1.1 Competitiveness Coordination in technology and innovation
HEGAN attempts to maintain its role as coordinator of the aerospace technology field and delegates resources to the management of information and dissemination of technologies of the sector at all levels, by providing information on the aid available for R&D and by stimulating the creation of cooperation projects and increasing the technological level of its members. In this way, our association has attended and taken part in a number of technological seminars, has organised several meetings with leading international aerospace R&D entities, coordinated groups of experts in technological areas of common interest, has carried out a study of opportunities in the Avionics subsector and, especially, has continued its work in the promotion of R&D through the coordination of the R&D Workgroup of the Cluster (GTID), a forum designed to generate and search for R&D cooperation projects and, consequently, to take part in grant schemes at all levels and especially in those of the European 7PM..
Quality, innovation in management, personnel and factors Continuing the work of recent years relating to the promotion of those certificates we consider essential in the sector, 100 percent of our associate organisations have already received international aerospace EN9100 certificates, which is an essential requirement in order to be an associate of HEGAN, and their special processes in NADCAP. This entire process has made quality a part of the culture of the Basque aerospace sector. HEGAN’s participation as full member of EAQG (European Aeroespace Quality Group), through our associate company ITP, is an example of the commitment of the Basque aerospace industry to quality. Likewise, throughout 2008, the Environmental Agreement of the Sector, signed in November 2006, has been monitored in order to determine the environmental awareness and orientation of all our associates. HEGAN has continued to contribute to the continuity of the Aeronautics Technologies Specialisation Course, organised by the Higher School of Engineering of Bilbao (ESIB), through the renovation process of its academic syllabus, as a specific feature of this course is its close relevance to the world of business which the latter, in accordance with its continuous, rapid and constant development, had begun to demand. Moreover, it has worked on the implementation of a number of different sector academic courses with Vocational Training centres, held meetings to improve current training levels and has continued to organise grouped training courses. All these actions have been taken with the intention of covering the most of the training spectrum required for the sector, which is always in need of skilled professionals.

3.2 External area 3.2.1 Market Our association is attempting to consolidate its international presence in the sector by organising meetings, missions and visits. The association takes part in international conferences and events and manages a large amount of marketing data, placing this at the disposal of its members through its web site intranet. Moreover, it is making great efforts to maintain and extend relations with representatives of regions identified as being of strategic importance for the Basque Aerospace sector.

Aerotrends 2008 Authorities and Governing Council
Together with the Bilbao Exhibition Centre (BEC), HEGAN organised both sections of AEROTRENDS 2008, the sector trends conference and the business convention. Meeting both criteria, AEROTRENDS is the largest aerospace event at a professional level in the Spanish state. Besides identifying the Basque Country as a point of reference within the aerospace sector, AEROTRENDS aims to provide industry with opportunities to discover the latest trends in Aeronautics, in order to make them more competitive, and to set up business meetings with the buyers of some of the most important customers in the European aerospace sector, following a practical and professional methodology.

HEGAN’s 10th anniversary Taking advantage of the influx of international visitors to Aerotrends, on June 4 2008, HEGAN organised the celebration of its tenth anniversary. In December 1997, the articles of association of HEGAN as a non-profit, professional association were signed with the aim of working towards the sustainable development of the aerospace sector and were preceded by another five years of meetings of the Technology Committee of the Cluster. More than 300 people from all over Europe attended, and Embraer, Rolls Royce and the Industry Department of the Basque Government were praised for their commitment to this new, but promising sector.

Together with HEGAN, 6 associate companies joined forces to take part in these business meetings in Toulouse. One of the successes of these meetings is our joint participation with AEROTRENDS –pre-established agendas of meetings between contractors and subcontractors-. The positive results of this activity for members of the Cluster are reflected in the number of documented and spontaneous meetings held between the latter and more than 110 different aerospace customers and suppliers.

3.3 Transversal areas 3.3.1 Information and management In 2008, a great deal of time and effort has been dedicated to improving, maintaining and updating the exclusive forum of information reserved for our members in HEGAN’s intranet, which was created in order to provide them with a competitive sector intelligence tool. The inclusion of technological and marketing information has been commented on in previous sections. Moreover, news about the sector, a schedule of events and conferences, studies, publications and job opportunities as well as any information considered to be of interest is included on a weekly basis. With regard to new members, SISTEPLANT, an engineering company that offers optimisation solutions for production or assembly processes, organisation, logistics, management and maintenance, and SK10, engaged in the manufacture and assembly of large subsystems for aerostructures, joined the cluster in 2008. Grupo TTT became a member as group, encompassing all the aeronautic surface treatment activities of its three business units: Tratamientos tÊrmicos TTT, Iontech and Ikan-Kronitek.
AIS and RE0912 At the end of July 2008, HEGAN presented the first version of the Sector Innovation Agenda (AIS v1.0). This agenda is the action plan of the innovation strategy of cluster associations materialised in the form of co-operation projects in each one of the strategic areas identified. The HEGAN 2009-2012 Strategic Reflection (RE0912), which culminated in an exhaustive diagnosis of the sector at the end of 2008, was also put into motion. This first stage of the RE0912 was essential in order to define the necessary procedures for the generation of the HEGAN 20092012 Strategic Plan.
3.3.2 Representation and promotion 2008 saw a large number of actions in the area of representation, communications, promotion and institutional relations, with the aim of strengthening the image of the Basque aerospace sector, maintaining a fluid relationship with all the decision-making agents in the sector and developing communications with the world aerospace industry and the rest of society. Contacts have been maintained therefore with key entities in the sector at all levels, regional, State and international, and both public and private. Likewise, efforts have been made to put an effective communications plan into practice, including the publication of press releases of the Cluster in the press, radio and television on the different activities pursued by HEGAN and its associate companies, in order to develop a systematic strategy of communications aimed at the world aerospace sector and society as a whole on the positive effects that the sector is having on the competitive development of the economy. Work has also been and to maintain our web site –www.hegan.aero-, the international shop window of our association and the HEGAN 1997-2007 report was published. Coinciding with the tenth anniversary of the Association, this reviewed the last 10 years of the association and the Basque Aerospace sector.

SOLAR IMPULSE: Development of a prototype that will travel round the world in 2010, propelled exclusiely by solar panels.
The SOLAR IMPULSE project consists of the deve lopment of an aircraft propelled exclusively by solar panels. It will be manned and built entirely of composite materials. ALTRAN is taking part as technological partner. The project is being developed in Switzerland and ALTRAN is participating in the study of the mission, flight simulation, component design, structural design of service life, tests and manufacturing support. The first prototype will be rolled out at the end of 2009.

To end this publication, we should like to thank all those people who have contributed to the development of this association and the progress of our society over the last year. 2008 was the year of innovation in the Basque Country and we celebrated our tenth anniversary. 2009 is the year of Creativity and Innovation in Europe, and so we thought that now was the appropriate moment to present our new image, innovation applied to our logotype and to these words. We all know that a new image gives everyone a boost, a new impetus and reminds us of the need for renovation and continuous improvement in all other aspects. We have defined our new “lookâ€? in an attempt to reflect the feelings of our associates and without forgetting the work of so many people who have worked so hard to develop both our association and this sector. It maintains our personality, an aerodynamic profile. The typeface and the smoothness and simplicity of its forms and colours have a modern appearance.
