From the Oregonian The entire Portland housing stock was worth $216.7 billion in 2013, according to an analysis by the real estate website Zillow. That’s up $22.8 billion from a year ago, an increase represents rising home prices as well as new construction. Zillow, which uses public records and home sales data to estimate homes’ values, said cumulative home values in Portland rose $10.8 million in 2012 compared with 2011. Nationwide, the Seattlebased company puts the nationwide housing stock at $25.7 trillion, up $1.89 trillion from a year earlier.

Summary: Permits person to obtain, and court to award, appropriate equitable relief in addition to monetary damages in action under Unlawful Trade Practices Act. Requires Director of Department of Consumer and Business Services to request action before prosecuting attorney may take action under Unlawful Trade Practices Act against act or practice related to insurance. Declares emergency, effective on passage. Oregon’s Unlawful Trade Practices Act, ORS chapter 646, currently excludes insurance from the definition of “real estate, goods or services” subject to the provisions that apply generally to unlawful trade practices. The Insurance Code, ORS chapter 746, provides certain remedy provisions related to unlawful insurance practices and establishes certain regulatory authority for the Director of the Department of Consumer and Business Services. Unlawful trade practices may be prosecuted by the Attorney General or district attorneys; harmed individuals have a private right of action as well. House Bill 3160 A applies existing unlawful trade practice provisions to insurance purchased for any purpose. The measure clarifies the enforcement authorities of the Department of Consumer and Business Services and the

Department of Justice and is effective immediately upon passage. Status: In Senate Committee On Rule at end of session HB 3319 – Imposes tax on mortgage interest due lenders on residential real estate loans when loan amount exceeds real market value of residential property. Summary: Requires borrower to file report with Department of Revenue to initiate tax. U.S. Homebuilding At Fastest Pace Since 2008 The average rate on a 30-year mortgage fell to 4.42 percent last week. That’s down from a peak of 4.6 percent in August. Rates jumped by more than a full percentage point after Federal Reserve Chairman Ben Bernanke first suggested in May that the Fed would pull back on its $85 billion bond-buying program before the end of the year. The Fed concludes a two-day meeting Wednesday, but most economists expect it won’t start reducing its purchases until January or March. Home construction soared in the Midwest and South, while it fell in the Northeast and rose modestly in the West. The surge comes as homebuilders are more confident. The National Association of Home Builders/ Wells Fargo builder sentiment index, released Tuesday, matched an eight-

year high first reached in August. Though new homes represent only a fraction of the housing market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to NAHB statistics. – The Associated Press

Associated Press WASHINGTON — U.S. builders broke ground on homes at the fastest pace in more than five years, strong evidence that the housing recovery is accelerating despite higher mortgage rates. The Commerce Department said Wednesday that developers began construction on houses and apartments in November at a seasonally adjusted annual rate of 1.09 million. That’s 23 percent more than October’s pace of 889,000 and the fastest since February 2008, just a few months after the recession began. Construction of single-family homes jumped 21 percent to an annual pace of 727,000, also the highest in more than five years. Apartment construction soared 26 percent to a 354,000 annual pace. Permits for future building slipped 3 percent to just over 1 million, down from 1.04 million in October. The drop reflected a decline in apartments, which can be volatile. Permits for single-family homes rose. “Evidently, builders in the field are genuinely confident about the outlook for sales of new singlefamily houses, despite the rise in mortgage rates,” said Pierre Ellis, an economist at Decision Economics. The housing market has been improving steadily since early last year, but construction had leveled off this summer after first reaching a 1 million annual pace in March. Last month’s surge comes as mortgage rates remain about a percentage point higher than they were in the spring. That suggests home building will boost economic growth in the final three months of the year.

Mortgage Rates Rise Slightly, Remain Near Historic Lows

WASHINGTON — Average U.S. rates for fixed mortgages rose slightly this week but remained near historically low levels. Mortgage buyer Freddie Mac said Thursday the rate on the 30-year loan increased to 4.47 percent from 4.42 percent last week. The average on the 15-year fixed loan rose to 3.51 percent from 3.43 percent.

One point equals 1 percent of the loan amount. The average fee for a 30-year mortgage was unchanged at 0.7 point. The fee for a 15-year loan declined to 0.6 point from 0.7 point. The average rate on a one-year adjustable-rate mortgage rose to 2.57 percent from 2.51 percent last week. The fee increased to 0.5 point from 0.4 point. The average rate on a five-year adjustable mortgage rose to 2.96 percent from 2.94 percent last week. The fee remained at 0.4 point. – The Associated Press
