After hearing the news Saturday about the closing of the Hereford BRAND, a 118-year institution in Deaf Smith County, former BRAND sports editor Jeff Blackmon and wife Angela agreed to purchase the newspaper and will continue to publish the semi-weekly product. An agreement to purchase the newspaper from long-time BRAND owner Roberts Publishing was reached late Tuesday afternoon.
“When I graduated from Abilene Christian University (ACU) in the spring of 1999, my wife and I moved to Amarillo and then to Hereford,” Blackmon said. “I served as sports editor at the BRAND for more than a year, cutting my teeth in the newspaper business under former publisher Mauri Montgomery. “It was one of the best years of my life getting to know the community and having the chance to get to know and cover all of the
stellar athletes in Hereford.” Since leaving the BRAND in 2001, Blackmon has gone on to own the Wellington Leader (2006-08), The Castro County News (2011-14), The County-Star News (2012-present), The Texas Spur (2016-18) and The Swisher County News (2013-present). “From the first day I worked at the Hereford BRAND until now, I have always had a special place in my heart for the newspaper and the community,” Blackmon said.
“A community losing its newspaper is a tragedy, and we are glad to step in to own it and operate it. “Our goal from day one will be to earn the trust of the BRAND’s faithful readers and publish a paper everyone in the community will be proud of.” The BRAND has been owned by Roberts Publishing, Inc., out of Andrews since the 1950s. Under the new ownership, the BRAND will honor all past advertising contracts and subscriptions.

Regardless of the pending status of the Hereford BRAND, legal wheels already set in motion have to be played out concerning public record requests made of a local government body. On Jan. 7, the Hereford BRAND presented a quintet of formal Freedom of Information (FOI) requests to Deaf Smith County Fresh Water Supply District No. 1 – locally known as the San Jose Water Authority (SJWA). The requests sought disclosure of an array of public records from meeting agendas to meeting minutes, election information, annual budgets and independent budget audits that state law requires be available for public inspection at any time upon request. SJWA director and “employee” Mona Hernandez has repeatedly refused to release the public information citing the need for “permission” from the Texas Attorney General before public records could be released from her office. Hernandez could offer no basis in law for withholding the information and admitted not releasing them – and them not even being in the office – were violations of state

The Hereford BRAND was established in February 1901
David Allen Heck, 80, went home to be with our Lord and Savior, Jan. 23, 2019 with family by his side. Mr. Heck was born Oct. 29, 1938 in Cimarron, N.M., to Mathias and Ida Heck. He was a very loving husband, father, grandfather and great-grandfather. Mr. Heck attended grade school in Cimarron and attended junior high and high school in Hereford. Mr. Heck served in the U.S. Air Force (Strategic Air Command) from 1957-60. He married Barbara Ann Martin on July 2, 1960 and resided in Hereford, until his move in 1970 to Ute Park, N.M. with his wife and children where he adored the mountains and fresh air. He owned and operated Dave Heck Builders from 1970-99, in addition to owning and operating Heck’s Hungry Traveler located in Cimarron N.M. Mr. Heck enjoyed traveling with his wife, fishing with his children, family reunions, and many wonderful years of attending his children’s and grandchildren’s school events and activities. Mr. Heck was known as Dave to his many friends, David to his siblings and family, and GranDavid and GeeCaw to his grandchildren. David is survived by his wife of 59 years, Barbara Ann Heck, of Ute Park, N.M.; son David Douglas Heck and wife Misty of Overland Park, Kan.; daughters Cheri Heck Reynolds and husband Barry of Yukon, Okla., Valrie Heck Norris and husband Dean of Oklahoma City, Okla., Rhonda Heck and husband Rick Le Doux of Yukon, Okla., Lisa Heck Hickman and

3, 2019, in Austin after her valiant fight with kidney disease, San Juanita was born on June 24, 1937 in Corpus Christi, to Rosa and Eugene Garcia, the youngest of five children; three sisters and one brother. After meeting the love of her life, Jose Zepeda, in 1955, the couple married and moved to Three Rivers, where they started their family. Married for over 35 years San Juanita and Jose raised their seven dear children in Three Rivers, Campelton, Levelland and finally in Hereford. Possessing a true servant’s heart, San Juanita faithfully cared for family and friends through delicious cooking and baking from scratch As her children grew, she began working outside the home; opening and operating a small coffee shop in Hereford where she was known for her delicious homemade tamales. Should a decision be made that officially deems the information public, but SJWA still refuses to disclose it, law provides for a complaint to be filed with the local district attorney. Once that complaint is filed, representatives with the Deaf Smith County DA’s office said, the DA can “investigate and file charges.” A 45-day deadline for an AG decision should the requests be appealed would come in the latter half of March.

Last Rites
When researching a recent column about Hereford’s first movie theatre, I assumed that The Star’s history could be found in a single concise website like Cinema Treasures. My next go-to lead was Bessie Patterson’s history of Deaf Smith County, a detailed anthology of Hereford’s babyhood. But Bessie, God bless her, let me down. My last option, the one I’d admittedly avoided, was a deep dive into the online archives of The Hereford Brand published on The Portal to Texas History. Don’t misunderstand my valid reasons for making the collection a last resort because its 1,965 issues are a treasure trove of times gone by. I get lost in the vintage pages; it’s impossible to hop on the site for a quick minute. Five decades of The Hereford Brand, beginning with dense text from 1904, serve as a wormhole into yesteryear, with every page yielding tantalizing details about everyday life on the prairie. In the beginning, a year’s subscription to The Brand cost $1, “paid strictly in advance.” The paper’s early-day ads reveal slices of culture that amuse and alarm, such as “A want ad will sell that cow” alongside unapologetic ads for n*****head coal. Apparently, some ALL IN products have been Kerrie Womble Steiert around since Moses was a child: Milk of Magnesia, Vicks Vapo-Rub and Dr. Scholl foot remedies. The old newspapers reflect past community values – both admirable and ugly – and how our forebears were touched by global events, world wars, epidemics, economic crisis, the relentless clouds of dust, the coming of the railway. They portray a time before farmhouses had electricity and phones, when the red brick-paved streets were lined with livery stables, mercantile stores, banks, an ice house, tonsorial parlors and lumberyards. Agriculture thrived with rich land scored by the plow, registered Hereford calves, gushing irrigation wells and spring crops of small grain despite brutal hailstorms and drought. The Brand acted as the clearinghouse for folksy news items from the area’s many small outlying hamlets, such as Flagg, Wyche, Westway, Progressive, Dawn, Arney, Frio, Easter, Broadview and Pep. Our newspaper recorded the personal sagas common to humanity but unique to Deaf Smith County: small-town scandals, church socials, local elections, ladies’ teas, farm and home demonstrations, kids playing football and showing livestock, marriages, births and deaths, tragedies layered with triumphs. It was the keeper of history, the old family names that go back for generations, the fabric upon which our story was inked. My first assignment at Hereford’s paper was writing obituaries. My last is posting The Brand’s epitaph. The loss of our hometown paper is a blow. Anytime a rural newspaper gets shuttered, it’s a shame, but for a newspaper with a heritage as rich as The Brand’s, it’s a heartbreaking milestone in the life of the community. The death leaves a critical void for Hereford. Hopefully, another newspaper will soon rise from its ashes. A 2018 study by the University of North Carolina’s School of Media and Journalism details the stark decline of newspapers in the U.S. and particularly in rural areas. Corporate owners often expect their papers to be profitable in the shortterm, largely by cutting back on staff and resources. Between 1,300 and 1,400 communities that had newspapers of their own in 2004 now have no dedicated news coverage in print. Some glibly remark, “Why do I need a newspaper? I’ve got Facebook.” That’s like asking why we need farmers when we’ve got grocery stores? Social media just regurgitates headlines mixed with ads, hearsay and propaganda, leaving it to the consumer, if so inclined, to sift the truth from the trash. And I’ve yet to see a Facebook reporter show up to cover a City Commission or School board meeting. Going forward without a newspaper means no lasting record of the weekly events affecting our community. Accountability to the public gets complicated without independent press coverage. The bidding process, requiring publication by governing bodies, is in limbo and will likely entail area newspapers, perhaps impacting local vendors. In the short-term, we will be exclusively dependent on our friends at the radio stations for local news coverage. Sadly, there is no substitute for the permanence of the written word. Without the century-old newspaper, the chronicles of our past would have been irrevocably lost. The Brand’s pages faithfully preserved moments in time that are priceless glimpses of our community’s past as it set down roots on the unbroken plains and grew into the city we know today. These were our people and although their circumstances may seem vastly different, their story, their bygone days, their struggles and accomplishments, are integral to our identity. Only a hometown newspaper can fill that role as unwavering historian across the decades, bequeathing us with a sense of space and self. Today, we lost the steadfast witness to our story.

AUSTIN – Voters would have the power to prevent their local governmental bodies from increasing property taxes by more than 2.5 percent per year under legislation introduced in the Texas Senate and House on Jan. 31. Senate Bill 2 and identical House Bill 2, both 116 pages in length, propose to amend the current law, in which local taxing authorities may increase taxes up to 8 percent each year before a rollback election would be required. Cries for relief are widespread, given the leeway current law affords and the fact that county appraisal districts may increase the value of property at the same time. Lt. Gov. Dan Patrick, who presides over the Senate, said, "People desperately need property tax reform, our businesses need property tax reform, and we have set out, on this date, early in session, with a major piece of legislation. So far, those efforts have succeeded, as similar measures have failed to reach the governor's desk in previous sessions. Patrick said that while he hopes local officials will work with the state on this issue, ultimately property tax reform is coming. "We have been stopped time after time in the past by a total resistance to reform," he said. "The days of saying, 'No, we're going to kill the bill because we don't want change' . . . that day is over." The Senate Property Tax Committee will meet this week to discuss SB 2. House Speaker Dennis Bonnen soon will assign HB 2 to a committee. HB 2 author Rep. Dustin Burrows, R-Lubbock, chairs the House Ways & Means Committee, which is scheduled to meet this week. Advisory sparks lawsuits LULAC, the League of United Latin American Citizens, and MALDEF, the Mexican American Legal Defense and Education Fund, last week filed lawsuits alleging the violation of voting rights, voter suppression and voter intimidation over an election advisory dated Jan. 25 and addressed to county voter registrars by Texas Secretary of State David Whitley. In the advisory, Whitley informed the registrars that some 95,000 individuals identified by the Texas Department of Public Safety as non-U.S. citizens have matching voter registration records in Texas. Whitley said about 58,000 of those have voted in one or more Texas elections, and that those records would be turned over to the Texas Attorney General's office for potential legal action. MALDEF's lawsuit was filed in the U.S. District Court for the Southern District of Texas, Corpus Christi Division. LULAC's lawsuit was filed in the U.S. District Court for the Western District of Texas, San Antonio. Both civil rights organizations seek to stop the state from removing registered voters, particularly those who are naturalized, from voter rolls. MALDEF's lawsuit names as defendants Whitley, Texas Attorney General Ken Paxton, Gov. Greg Abbott and Galveston County Tax Assessor and Collector Cheryl E. Johnson, in their official capacities. LULAC's lawsuit names as defendants Whitley and Paxton. Land Office sets deadline Hurricane Harvey survivors living in temporary housing units provided by the Federal Emergency Management Agency and the Texas General Land Office need to solidify their housing plans leading up to a Feb. 25 deadline, Land Commissioner George P. Bush announced Jan. 30. Those who continue to meet FEMA eligibility requirements may be approved to pay rent and remain in their current temporary housing units through Aug. 25. Others may be eligible to purchase their unit. However, these programs must be approved by local officials and may not be available in all areas, according to a General Land Office news release. Hurricane Harvey hit coastal and inland counties of Texas from late August to early September 2017, directly or indirectly causing more than 100 deaths, displacing tens of thousands of citizens and causing monetary damages estimated at $125 billion. Letter to the Editor To the Editor: As Thoreau once wrote, “Rather than love, than money, than fame, give me truth.” While the intelligentsia and mass media continue to push the errant notion that we live in a post-truth era, truth continues to matter to a few of us. During your tenure as the Hereford BRAND’s editor, I’ve watched you doggedly pursue the truth these past few years despite large-scale opposition. You stood firm and gave our community what we needed rather than what we wanted. It’s a crying shame too few recognized it. I’ve lived in many such communities. They tend to become homogenous and insular without an outsider’s perspective. Thank you for being our outsider and bringing your principles and point of view to the forefront while taking our local, representative governments to task. Your efforts, while unheralded, did not go unnoticed. Truth, although considered the brethren of beauty by Dickinson, can be an ugly thing, and it’s no curiosity that people, myself included, avoid confronting it. Local history transitions with Brand’s time of gloaming By Jim Steiert Contributing Writer
It is at the gloaming that you see some of the day’s richest colors and experience transitions in the wild world. Sun and sky shift tone from shades of fiery crimson to golden hues and amber ochre to indigo blues. Geese lift from fields winging to roosting water. The night shift of ducks head for evening feeding. Pheasant roosters squawk last proclamations of their presence. Mule deer edge warily from creekbed and canyon hides, leap fivestrand fences and steal into lush winter wheat. Coyotes yip. Barn owls swoop on night prey patrol. On summer high country streams, trout rise steadily, leaving surface rings. As the heat comes off the summer day here on the Plains, mourning doves coo on the roost, and flurries of moths work flowerbed salvia. In the changing of seasons, we wonder at winged flights, the surfacing of feeding trout, the rise of the moon behind the silhouette of sandhill cranes passing over a corn field, clouds of bats emerging from an old railroad tunnel. As day transforms to evening you park the tractor or the lawnmower, prop up the hoe and relax for a brief interval on the porch, taking moments to realize what the day has given, to ponder what was, and is, and will be. Today brings a gloaming for The Brand. We can’t know if this is a final sundown for print media in Hereford. I appreciate that I’ve had space in The Brand at intervals across the years. There was pure pleasure in getting to write outdoor news and columns in the 1970s and early 1980s, and again in recent years. To the end, The Brand remained unique in that it was one of the few small town newspapers in the state that continued to carry an outdoor page, and to give space to outdoor news and columns. I take that as an honor. Looking back, there were high marks. Back in the 1970s, the late Jimmie Gillentine, publisher of this paper in what were probably its greatest days, frequently visited the newspaper office at its old location on West Fourth in the years after he sold the paper. He entered via the back door,
directly into the newsroom. My desk was usually the first place he stopped to visit. I took it as a high compliment then, and now. George W. Bush—yep, 43 himself, years before he became Texas Governor or 43rd President, sat at my desk for an interview. Assorted officials, a plethora of politicians, some self-
promoters rolled through. Most importantly, I got to tell the stories of local folks in everyday treatises and features, and to report on achievements and honors for adults and kids. I wrote about their hopes and dreams, joys and tragedies, the stuff of everyday life in Hereford Texas, USA. One vital-to- community
thing I did was to write obituaries, hopefully with honor and dignity. Obituaries mattered—and they were free. They still matter, mightily, and ought to still be free. Through outdoor writing I met great outdoor writers Byron Dalrymple and Russell Tinsley, worked with official state photographer Wyman Meinzer, conversed with renowned western novelist Elmer Kelton of San Angelo. I came to know former Texas Parks and Wildlife Department executive director Andy Samson, a host of area and state wildlife biologists, and talked issues last year with current TPWD exec Carter Smith. Good newspapering is hard, high pressure work. It doesn’t pay well. Everybody with or without journalistic training has an opinion on how you ought to do it. If you want to do it right, your time is not your own—and you’d best have a thick skin. I worked with some great people in the news room. Foremost, the young lifestyles writer who became my wife. She learned under the late Sue Coleman, who
was a treasure. Mauri Montgomery polished his spelling and writing skills from the early days as a sports writer to become one of the finest news and ad men to hail from Hereford. The incomparable Skip Leon is a master of sports—and regular news in a crunch. Becky Thorn was a salt-ofthe-earth do-it-all doozer. Darla Parks, yes, the radio lady, was fantastic at pasting up pages back in the day. Denise (Smith) Werner was a champ with a twin lens reflex camera. I know I’m missing a ton of folks. Back in 1980, I thought that I had dusted my hands of newspapering for a more lucrative career in magazine writing. I almost did— but after a time it bugged me to see that important local news and features were being neglected. So, I’d provide a story now and again—kinda like rubbing a sore spot. The habit grew. Lady Herd hangs tough, comes up short, 51-42 From Staff Reports
Essentially beating the Hereford Lady Whitefaces at the game they want to play, the Class 4A No. 2 Levelland Loboettes methodically worked their way to a 51-42 win Tuesday in District 3-4A hoop play. Seeing a three-game win streak snapped, the Lady Herd lost for just the third time in the last 11 games to drop back below .500 at 15-16. They remained in third in the district playoff race at 4-3. The Loboettes flexed their muscle offensively and defensively in the post to steadily build a 4231 lead after three quarters that was more than enough. The Lady Whitefaces attempted to rally in the final frame, but could on shave two points off the margin. While the Lady Herd (40.0 percent) shot better from the field than the Loboettes (32.7), both teams made the same number of 2-point (11) and 3-point baskets (5). The Loboettes held a 21-7 edge in secondchance points, but the Lady Whitefaces countered with a 21-12 advantage in points off turnovers. The biggest scoring discrepancy was at the foul line, where the Lady Herd connected on 5-of-8 (62.5 percent), while Levelland made 14-of-18 (77.8 percent).

leading rebounder Taytum Stow was limited to 1. The Loboette leading rebounders were also their top scorers as Velardez hit three 3-pointers on the way to a team -high16 points. Villegas added 14 points and Escue 10 for Levelland. Arias was the lone Lady Whiteface to crack double digits. She hit 7-of-10 shots from the field – including 3-of-4 treys. In addition to also leading the Lady Whitefaces in rebounds, the senior doled out a team-high 4 assists and share game steal honors at 3 with teammate Nayeli Acosta. Stow finished with 9 points for the Lady Herd as Arely Fraire had 5 and Darcy Dodd 4. Samantha Lookingbill chipped in 3 points, and Haleigh Barba and Brianna Claudio rounded out the Lady Whiteface scoring with 2 points each. The Lady Herd closed out the regular season Tuesday, after press time, when they played host to 4A No. 1 and district-leading Canyon. The Class 4A Bi-District playoffs are scheduled to start either Monday or Tuesday with the Lady Herd most probably District 3-4A’s third seed. As such, they will play the District 4-4A runnerup to open the postsesason. In boys play Friday, the Whitefaces found the going tough on the road in a 70-46 loss to the Lobos.

After Tuesday’s game
against Canyon, the Whitefaces have an open date Friday before they close the season on Tuesday, Feb. 12 when districtleading Lubbock Estacado comes to Whiteface Gymnasium.

That figure has dropped in each ensuing decade and by 2012 fathers were the sole earners in just 31 percent of American households. While one in four house-
holds in American were dual income households in 1960, by 2012 that figure had risen to 60 percent. While those figures represent dramatic changes, the number of households in which mothers are the sole earners has not changed all that much since 1960. In 1960, mothers were the sole earners in just 2 percent of American households. Fifty-two years later 6 percent of American households featured mothers as the sole earners.

Teen Fuse Groups start this Sunday at 6 pm. Jr. High meets at 116 Nueces with Deborah Salas and Sr. High at 100 Centre with Jeff Smith. This is a great time of study and unity for our teens. Tip of the Day Home security tips for seniors Seniors are often targeted by criminals. Though many criminals target seniors from afar via telephone or internet scams, criminals seek to enter seniors’ homes. The Bureau of Justice Statistics offers that, between 2003 and 2013, the ratio of property crime to violent crime was higher for the elderly and persons between the ages of 50 and 64 than it was for younger persons between the ages of 25 and 49. Home security is important for people of all ages, but especially so for seniors and aging individuals living alone. By following certain safety tips and developing a home security plan, seniors can feel safer at home. · Lock windows and doors. It may seem like common sense, but failure to repeatedly lock windows and doors can, and often does, give burglars easy entry into the home.

Tuesday, February 12 5:00pm-7:00pm Angel visit The Hereford Lions Club had a visit from an angel at its Jan. 24 meeting when Gwen Hicks of the Amarillo Angels, served as guest speaker. Hicks informed members of the organization’s effort to provide boxes of treats, clothes and school supplies for foster children, while also assisting foster parents with expenses and supplies. Deaf Smith County Friends of the Library will open its annual Book Sale Feb. 22-23 in the basement of the Deaf Smith County library. The members-only sale will be from 5-7 p.m. Friday, Feb. 22, in the library basement. Memberships for 2019 will be sold at the door on Feb. 22 for those who wish to shop the pre-sale. Those interested in joining the Friends organization can also sign-up at the library any weekday during regular business hours. Yearly member-
ships are $5 for individuals, $10 for families and $15 for clubs or businesses. The annual book sale is open to the public from 9 a.m.-noon on Saturday, Feb. 23, and during regular library hours for a month. Book sale prices are $2 each for hardbacks, 25 cents for children’s books, 10 cents for magazines, 50 cents for good-condition paperbacks, $1 for DVDs and music CDs, $2 for CD audiobooks, and $10 per set of encyclopedias. All pricing is at the discretion of the Friends or-
ganization. Friends of the Library president Kathy Allison said the sale revenue supports various library programs – including the summer reading club, an online newspaper collection, and adult and youth literacy. The organization raises funds through membership fees and the annual book sale.
