Lately a co-star of Netflix’s “Grace and Frankie,” the former “president” of television’s “The West Wing” is among celebrity participants in the initiative, which gets its second annual ABC showcase Sunday, Aug. 28. Hereford Independent School District (HISD) officials reported that 4,015 of an estimated 4,200 students began school on Monday. HISD Assistant Superintendent Sheri Blankenship said the first day kicked off “one of the best starts we’ve had in a long time.”

A certain measure of apprehension always confronts new endeavors, but that apprehension proved unwarranted as Hereford Independent School District’s (HISD) first day of class went off without a hitch. According to HISD Assistant Superintendent Sheri Blankenship, 4,015 of 4,200 enrolled students entered the hallowed halls of academia at 11 HISD campuses Monday morning and everything “went great.” ‘We know that we’ll have more show up, and we know that we have more enrolled than attended, but we can’t count them until they’re physically in a classroom,” Blankenship said. The attendance shortfall has a variety of causes from allergies to illnesses, and Blankenship said some

campuses have already received doctor’s notes and parents calling to confirm absences. Late registration will continue at the HISD Administration Building and various campuses across the district. “It takes less than 1015 minutes to register,” Blankenship said. “It used to take much longer, but with the online process everything is much quicker. “So far, late registration has gone very well, and that part is always a bit tricky.” There were no reported transportation or food service issues throughout the district, she said. For the first time, breakfast was served in the classroom at all HISD elementary campuses. “What they say is true, ‘no news is good news,’” Blankenship said. PLEASE SEE HISD | 6A

Schools approve $34 million budget for 2016-17 By C.E. Hanna BRAND Staff Writer As the City of Hereford and Deaf Smith County look to raise taxes in the upcoming fiscal year, the Hereford Independent School District (HISD) will definitely not follow suit. The HISD Board of Trustees voted unanimously to maintain its current tax rate of $1.04 per $100 evaluation and subsequently

passed a $33,915,847 budget for 2016-17 during their regularly scheduled meeting Monday. “I start meeting with the superintendent and other administrators around February, and we looked at the current budget and the anticipated revenue for the upcoming year,” HISD Business Manager Rusty Ingram said. “We

start to look at things like current enrollment and new programs under consideration.” Ingram develops budgetary worksheets between April and May, but budget talks do not begin in earnest until June, he said. This year’s budget, which includes a 2.5 percent employee raise, is

Mass of Christian burial for Albert Charles Stengel Jr., 67, long-life resident of Hereford, was celebrated at Monday, Aug. 22 at St. Anthony’s Catholic Church with the Revs. Anthony Neusch and Anthony Aakula serving as celebrants. She does plan to apply for an occupational license during the interim. Crofford declined to comment on the trial, sentence or why the motion to suppress was withdrawn and plea changed. Unaware of what tact the defense might have taken, English said the trial’s results were not unexpected. “You never know what people want to do,” he said. “It turned out pretty much like I expected. Each trial is different. “I was unsure of the thinking on the motions. Still, it’s not uncommon to file such motions. I’m not surprised when motions are filed. They are pretty standard.”

Snack Pak program facing increase demand By C.E. Hanna BRAND Staff Writer Heart breaking quotes from Hereford Independent School District (HISD) students served by the Hereford Snack Pak 4 Kids program adorn the walls of the organization’s building to remind Sam and Rhonda Curtsinger and their rotating cast of volunteers who they are helping. During the 2015-16 school year, Snack Pak served 562 children. The Curtsingers expect that number to easily top 600 by September when the numbers are typically solidified. “We started with 95 or 100 kids in 2013, and we tend to add 100-150 every year,” Rhonda Curtsinger said. “We don’t want to see any kid go hungry and, sadly, there are some that do.” According to Sam Curtsinger, Snack Pak’s annual operational cost neared $75,000 during the 2015-16 school year. The anticipated growth will necessitate increased donations, large and small, from the community. The organization relies strictly on donations, and every cent goes directly to feed HISD children in food-insecure homes. “To be honest, in the last 18 months, it’s been difficult getting money together,” Sam said. “A week ago, I was seriously worried.

of $4,800, which may last three weeks. Therefore, Snack Pak must place seven or eight direct orders per year to accompany individual donations of toaster pastries and peanut butter.

“We always hear, ‘Don’t they have food stamps or government assistance?’ But the kids don’t have any say in how those benefits are used.” Rhonda said. “If they go hungry at home, that’s not their fault.” Rhonda has also heard that perhaps Snack Pak should not aid high school students since most are old enough to acquire a part-time job by then. However, a coach convinced her to extend assistance to them as well. “He told me that, for some athletes, they have to make a decision between playing sports and working to help their families make ends meet,” she said. “For some of our students, sports are the only reason they come to school and go on to graduate.” Additionally, having older siblings who receive assistance allows Snack Pak to readily identify younger students in need. Volunteers, including a different HISD campus on a monthly rotation, spend one hour every Wednesday afternoon filling 500 plus packs with 10-12 healthy snacks to be surreptitiously distributed on Fridays. Difficulties obtaining insurance quotes played a partial role in the Deaf Smith County Commissioners Court’s decision to continue utilizing Insurance Management Services (IMS) for county employees’ health coverage. According to B.J. Gililland of Gililland Insurance Associates Incorporated, the size of the county’s workforce – 115 – meant that providers could refrain from providing quotes under the Affordable Care Act. “IMS shopped this plan to 10 providers, and they all said refused to offer quotes,” Gililland said. “We even requested that they provide us with their figures to allow us to determine if they were uncompetitive, but they declined that, too.” Under the IMS renewal, the county will see a $58,000 rise in fixed cost ($504 per employee) followed by the potential for a $230,000 rise in liability costs. The renewal will also remain partially selffunded by the county whereby a portion of paid premiums are placed into a claims fund that may be refunded or rolled over into the following fiscal year provided that a

balance remains. “Last year, you had $1,217,000 in the claims bucket,” Gililland said. “Since you came in lower, you keep that money. That’s one of the benefits of being self-funded.” To Gililland’s recollection, the county’s insurance claims have never exceeded the aggregate. A partially self-funded plan has inherent risks if claims in a given year exceed expectations, resulting in higher coverage costs down the line. “I know it’s a roll of the dice to some degree, but our history tells us that we’d be better off to remain self-funded,” Precinct 2 Commissioner Jerry O’Connor said. Two county employees accounted for 56 percent of total claim costs during the 2015-16 fiscal year, Gililland said. Gililland additionally suggested the court explore the option of adding tiers to the county’s current prescription drug coverage. “We talk about costs all the time, but we should talk about protection,” Gililland said. “Think how fortunate those two employees are. “IMS did their homework and this is a pretty good plan.”

OPINION Solid debate, not political bigotry

Anthony didn't live to celebrate the biggest moment in her suffrage crusade. She died 14 years before the 19th Amendment, which gave women the right to vote, became law. That seminal milestone, Aug. 26, 1920, was the culmination of a grueling movement formally launched in 1848 at the nation's first women's rights convention, in Seneca Falls, N.Y. Many women of color had to fight on through more decades of injustice, gaining full equality only with the 1965 Voting Rights Act. Throughout all those punishing campaigns, warriors for equal rights had the audacity to believe that one day a woman would occupy the highest office in the land. Again, from Anthony: "Our job is not to make young women grateful. It is to make them ungrateful so they keep going. Gratitude never radicalized anybody." Democratic presidential nominee Hillary Clinton stands on the shoulders of Anthony and her multitudes of sisters, both those who preceded her and those gathering this week to celebrate Women's Equality Day. The significance of the Clinton candidacy is gargantuan. A woman is at the top of the ticket of a major political party. A woman might sit in the Oval Office come January. If she breaks that glass ceiling, Clinton – while not a perfect choice – will become a historic figure who brings a different perspective to the job. And, as female executives will attest, she will be held to different standards than any man who served before her. Opponent Donald Trump has done little to tamp down the anti-woman rhetoric. You'll recall that early in his campaign he swept aside tough questions by Fox News' Megyn Kelly as somehow linked to "blood coming out of her ... wherever." Just last week, Trump named a new campaign manager, Kellyanne Conway, who has logged many successes in helping Republicans counter the oftused "war on women" label. Yet just after Conway maintained on Sunday morning news programs that Trump doesn't hurl personal insults, the candidate attacked the hosts of MSNBC's Morning Joe, calling Mika Brzezinski "very insecure" and "a neurotic and not very bright mess." Julia Gillard, Australia's first woman prime minister, talked recently with The Atlantic's Michelle Cottle about the depressing tone of the U.S. campaign and offered this prudent suggestion: "As soon as the gendered bit starts raising its head, men and women of good will should be saying: 'No. Stop that.'" Vigorous public debate is one thing; political bigotry is a sleazy other. Let's honor the suffragettes by recognizing the difference. Dallas Morning News

AUSTIN – A Texas resident who recently traveled to Miami, Fla.,, has tested positive for Zika virus disease, the Texas Department of State Health Services reported on Aug. 15. The traveler, an El Paso County resident, sought testing after becoming ill. This is the first Texas case to be linked to travel within the continental United States. The case will be classified as “travel-associated” and is being investigated for more details, the DSHS said. While this is El Paso County’s first reported case of Zika, Texas had 121 reported cases of the disease as of Aug. 19. The count includes three pregnant women, two infants infected before birth and one person who had sexual contact with a traveler. State health officials are urging citizens to take precautions to protect themselves from mosquito bites and to get more information from the website, TexasZika. org. State adds jobs Even with the addition of 23,600 non-farm jobs in July, Texas’ seasonally adjusted unemployment rate increased to 4.6 percent for the month, up from 4.5 percent in June. The Texas Workforce Commission, however, in its monthly report issued Aug. 19, also noted that Texas’ unemployment rate remained below the national rate of 4.9 percent. And, according to the TWC, the labor market in the Lone Star State has grown by an estimated 173,000 seasonally adjusted jobs over the past year. Also, the state has added jobs in 15 of the last 16 months. “Texas employers continued to create jobs last month in a range of industries that are important to the Texas economy,” said Texas Workforce Commission Chairman Andres Alcantar. “TWC will continue to focus on the workforce needs of these crucial industries and build education and training partnerships that support job creation by Texas employers.” The Amarillo and AustinRound Rock Metropolitan Statistical Areas recorded the lowest unemployment rate among Texas MSAs in July, with a non-seasonally adjusted rate of 3.6 percent, followed by the Lubbock MSA with a rate of 4.1 percent. Scrimmage provides team 'a good start' By John Carson BRAND Managing Editor As far as tune-ups go, Hereford football coach Don DeLozier will take Friday’s scrimmage with Midland Greenwood in Lubbock and keep moving. “It went really well,” DeLozier said. “There were lots of positives and lots of upside. I was really pleased with the effort.” Looking to rebound from a disappointing 2-8 campaign in 2015, the Herd has some talent returning and a bevy of new faces vying for starting spots and playing time. The Whitefaces grabbed the moment from the outset and arguably gave notice they are a different Herd than last year. With their first possession, the Herd used 17 plays to methodically

played the Herd to open the 2015 campaign and went home with a 16-7 loss. “They are a skilled team,” DeLozier said. “They have a lot of talent and good speed.” While the Matadors will present their own specific sets of problems on the field, the goal to facing them is not that far from the overall goal of any game. “We want to play outsidein on defense,” DeLozier said. “We need to contain and tackle well. “On offense, we need to execute and take care of the ball.” Hopes are high for the offense after last week’s scrimmage against Midland Greenwood. The Herd showed renewed life with the ball after driving 75 yards in 17 plays to score with their opening possession and adding another TD on a subsequent drive. Kickoff for Friday’s game at Lowrey Field is 7:30 p.m. The home season opens Sept. 2 when the Whitefaces entertain Borger. Homecoming is set for Sept. 9 against Pampa.

By Jay Bobbin Though “PBS NewsHour” typically is seen early in the evening, how late does your work day usually run? Well, it can end anywhere from 7 or 7:30 up until ... I mean, the honest truth was that (the night before this interview) it ended at 1:15 in the morning, because I was up watching the House of Representatives on television. It really ends whenever the news stops, which is never. We are working all the time. From the moment we get up in the morning, we’ve got to be paying attention to what’s going on, and it’s the same thing at night. I don’t want to pretend that I work in some unusual way; everybody here at the “NewsHour” puts in long hours. We may be at the office for 10 or 12 hours a day, but

then we’re working when we’re at home or in our cars. Have the conversations at home with your husband, political columnist Al Hunt, been especially interesting this election season? Well, you know what? We have three children who are now grown but when they were growing up, people would ask, “Don’t you go home and talk about whatever happened in the news, or on the Hill or at the White House, that day?” And our answer was that we’d go home and we’d be talking about the kids all the time, and I would argue that’s still much of what we do. But sure, this election has been extraordinary, and it occupies a lot of what we do. I’ll tell you, he’s been working so many late nights for Bloomberg (Media), we don’t see each other as much as we would like to

By George Dickie What did you draw on to create your character of Nasir “Naz” Khan for HBO’s “The Night Of”? It was quite a lot of work I had to do to kind of get into that world. I’m a born and raised Londoner, so I had to kind of first and foremost get into cracking New York, like a New Yorker and Queens. So I spent a lot of time in Queens and I visited high schools in Queens and in the Bronx. I visited community colleges in Queens and (spent) a lot of time in Jackson Heights in the South Asian community there. I met with and gave workshops for South Asian youth clubs and charities there to kind of get a flavor of the kind of community and the kids there and aspirations. I visited Rikers Island prison. I spoke to people who had been in the prison system. I spoke to criminal defense attorneys.

Q: A:

I just really did quite a lot of research, just did hours and hours of interviews with people and recordings with people and just tried to really immerse myself in the world that character is from and then just try to equate myself as much as possible with the world that he then goes in to enter. How was working with John Turturro, who plays Naz’s attorney John Stone? It was a real joy, to be honest. It was a beautiful learning experience. He’s just a profound artist. I think he’s just a really cool guy as well. He’s a lot of fun. He’s got a great sense of humor. We became friends. And it was great kind of having his experience and his wisdom in my corner as I tried to take on this role, and I’m grateful to him for that, for sure.
