RIETBERG CONTAINERS 2018

PREFACE

Traditionally, Rietberg containers are double-walled Double-walled means that an approved leakage indication system ensures that both container walls are monitored at the same time. This way, a possible leakage can be detected and displayed before any fluid can leak and cause environmental damage. For double-walled containers, no collection tray and, additionally in the event of erection in an outdoor area, no roof are required. Furthermore, the erection and operation in water protection areas do not cause any problems.

1

2

Rietberg vacuum leakage indicator This system permanently monitors both container walls. It is self-contained and therefore also admissible for usage outdoors. It is robust and environmentally friendly and works completely independently from energy sources.

Traditionally, Rietberg containers are hot-dip galvanised Therefore, they are perfectly protected against corrosion. The containers are individually hot-dip galvanised in a dip coating procedure according to DIN EN ISO 1461 and are thus equipped with an internal and external zinc coating of at least 55 Âľm. Thanks to the hot dip galvanisation, the surface receives a cathodic self-protection and is extremely abrasion-resistant. In Germany, as per DIN EN ISO 14713-1, an annual zinc abrasion of 1 Âľm is expected. Therefore, the containers are equipped with a corrosion protection which lasts decades.

9

Rietberg containers are completely mounted Whether as fuel supply containers or disposal containers for waste material. In Rietberg containers, all necessary fittings and (ordered) equipment, e.g. fuel dispensing pumps or an overfill safeguard, are pre-mounted. The system is immediately ready for operation.

FUEL CONTAINERS FOR POWER UNITS AND HEATERS

RIETBERG CONTAINERS 2018

MOBILE FUEL SYSTEMS FUELLING EVERYWHERE AND AT ANY TIME! Mobile fuel systems are essentials for the fuelling of machinery and power units. Independent of the location: whether on construction sites, during forestry work, on fields or in stone pits, fuelling of machinery and equipment should be possible quickly and safely on site. Rietberg steel fuel containers offer the best possible levels of safety and flexibility for this purpose and thus contribute to the minimization of standstill times. This saves time and money.

conditions" according to ADR 1.1.3.6. Therefore, a maximum of 1000 litres of diesel or of 333 litres of petrol can be transported without the driver holding an ADR certificate. For the vehicle, no labelling of the hazardous goods transport is required and no hazardous goods equipment is to be kept on board. For typetested IBC and steel packages, additionally, there is no time limitation for use. Furthermore, Rietberg fuel containers are also approved for the storage of fuel.

All Rietberg fuel containers are type-tested and approved as IBC or packaging for the hazardous goods transport with all transport modes. Thus, they can be transported under "simplified

A specific benefit of packaging is that, for such containers, no repeated testing is necessary. Thus, no subsequent costs are incurred.

Different options exist for fuelling construction machinery and equipment directly on site. The tanks offered for this purpose are either ›› made of steel like all Rietberg fuel containers and type tested and have a UN approval as IBC (code: UN 31A...) or packaging (code UN 1A1 or 1A2...), i.e. transport containers for hazardous goods and can therefore be used universally and without any time limits. OR

›› they are type-tested and UN approved plastic IBC (code: UN 31H) or combination IBC(steel sheet with internal plastic container, code: UN 31HZ), i.e. transport containers for hazardous goods and can therefore also be used universally but with a time limit of a maximum of 5 years. OR ›› they are used based on the ADR exceptional regulation 1.1.3.1c, also known as so-called “craftsman regulation”, but are not type-tested and do not comprise any approval and may therefore only be used to a very limited extent.

Rietberg fuel containers with approval as IBC or packaging can be universally utilised and may therefore be used for all operations which might be necessary for mobile fuelling. Neither the supply of multiple construction sites nor the drive to the next

service station to get new fuel are a problem any more. Typetested and approved containers are always secure from a technical and legal aspect and always guarantee “free transit”.

IBC OR PACKAGING

RIETBERG CONTAINERS 2018

FUEL CONTAINERS FOR POWER UNITS AND HEATERS

The containers corresponding to the so-called “craftsman regulation” may be exclusively used for carrying (with the machine) for direct utilization. Therefore, machine to be refilled must always be “on board” if fuel is to be transported in these types of

11

containers. This only applies to the direct route between the depot and the construction site(s). Any travel to the next service station is prohibited.

03

CRAFTSMANSHIP CONTAINER

Without the machine which is to be filed, fuel transports in containers in accordance with the so-called “craftsman regulation”, i.e. supply travel to one or several machines on one or different

construction sites and also drives to the next service station, are generally inadmissible.

FUEL CONTAINERS FOR POWER UNITS AND HEATERS

RIETBERG CONTAINERS 2018

CASCADING SYSTEM The Rietberg cascading system is the ideal solution for systems with high flow rates and/or long operating times. This system enables combination of multiple tanks into a major unit via one centralised master tank. The central component is a master tank that looks like a conventional tank from the outside 1 . Its storage box securely holds a durable dispensing pump with intelligent control filling this tank from the other tanks. This offers the special feature of free selection of the sizes and models of the connected tanks. Up to 4 units can be connected in parallel. This allows for numerous combinations for individual applications. On connection of a power unit 2 , the master tank can be practically positioned close to the consumer. Due to the required feed and return lines, this distance is usually to be minimised to protect the diesel pump of the motor. The downstream tanks may be positioned at a greater distance, e.g. for convenient access with tankers.

Sufficient diesel cooling is ensured by the relatively even filling level in the master tank. The respective switching points can be provided with a password for access by the user and easily adjusted to the individual conditions. The supply tanks 3 (any type, e.g. QUADRO-AG series, page 66, or KA, page 16) are discharged by the master tank via intelligent control to ensure sufficient supply to the consumer. If the downstream tanks are emptied increasingly, a signal is available which provides the operator with a sufficient, adjustable time window for punctual refilling. The Rietberg cascading system does not require complex filling level monitoring of the individual supply tanks and is particularly fail-safe. Additional protection mechanisms and control settings ensure smooth operation. This way, minor faults in a tank may be compensated by the master tank without failure of the system to be supplied. The respective tank is requested with a delay to ensure that the capacity of the available tanks is fully used.

RIETBERG CONTAINERS 2018

IMPORTANT LEGAL REGULATIONS FOR MOBILE FUEL SYSTEMS Transport of hazardous substances, e.g. petrol or diesel, is generally subject to comprehensive national and international regulations. National: GGVSEB GGVSee

Ordinance on the transport of dangerous goods by road, rail, and inland waterways Ordinance on the transport of dangerous goods by maritime shipping

International: ADR International agreement on transport of dangerous goods by road RID International agreement on transport of dangerous goods by railway ADN International agreement on transport of dangerous goods by inland shipping IMDG code International agreement on transport of dangerous goods by seagoing vessels

For transport of hazardous substances, type-tested and approved containers like tankers, tank containers and packaging including intermediate bulk containers (IBCs) are generally required. Rietbergwerke manufacture tank containers, IBCs and packaging. In terms of their capacity, tank containers are theoretically unlimited; IBCs have a maximum capacity of 3,000 litres and packaging is restricted to a capacity of 450Â litres. As mentioned, the specified regulations are generally applicable. However, there are differences in application depending on the approval of the container and exceptions. Please note that the conditions for safe transport and universal application are only met by approved containers. To ensure better readability, the term ADR is used in the following to refer to all regulations on transport of hazardous substances.

RIETBERG CONTAINERS 2018

FUEL CONTAINERS FOR POWER UNITS AND HEATERS

25

Approval and type testing Whether a container is approved packaging or an approved IBC can be identified clearly by its code.

Marking Packaging and IBCs are to be marked as follows according to ADR chapter 5.2: ›› The UN no. of the transported substance (e.g. diesel: UN 1202) ›› The mark for environmentally hazardous substances (fish and tree, black on white surface) ›› Hazard label (e.g. diesel: no. 3, flame, black or white on red surface) The specified markings have to be attached on two opposite sides of IBCs with a capacity of more than 450 litres and on one side of smaller packaging. Additionally, the containers are to be labelled with substancerelated hazard warnings according to GHS. In addition to the container, we provide a set of adhesive labels for initial marking. Additionally, a pictogram on the ICB specifies whether the container is stackable or not. The following illustration is an example for marking of an IBC for diesel.

RIETBERG CONTAINERS 2018

Inspection and testing All IBCs are subject to mandatory repeated inspection and testing in intervals of 2 ½ years as of the date of the first (factory) inspection:

Of course, it is also generally required that the container: ›› is technically intact ›› is tightly sealed during transport and, as applicable, that repeated inspection and testing have been carried out.

INSPECTION AFTER 2.5 YEARS

›› By means of a registered inspection body II according to BAM-GGR 002 – part 2, section A.1.4.2, A.2.2 and A.3.2 or ›› Via an approved repair and maintenance operation according to BAM-GGR 001 – part B Scope of inspection: ›› Inspection of the external condition ›› Inspection of marking ›› Inspection of the function of the control equipment, i.e. all fittings of the container ›› Leakage test with air with an overpressure of 0.2 bar INSPECTION AFTER 5 YEARS

›› By means of an approved inspection body II according to BAM-GGR 002 – part A, section A.1.4.1, A.2.1 and A.3.1 To be carried out in addition to the inspection after 2 ½ years: ›› Checking of compliance with the type testing certificate ›› Internal inspection FOR PACKAGING, NO REPEATED INSPECTION AND TESTING IS REQUIRED.

Simplified transport Under defined conditions, ADR section 1.1.3.6 enables transport of hazardous substances under simplified conditions (without ADR certificate or vehicle marking, etc.) if the specified maximum capacity per transport unit, for example, Medium

is not exceeded. If goods with different transport categories are transported in the same unit, the 1000 points rule applies. For determination of the total score, the volumes of transport category 2 are multiplied by a factor of 3 and the volumes of transport category 3 by a factor of 1. For simplified transport, the total score of 1,000 points must not be exceeded. For example: ›› Petrol, II, 2: 150 litres x 3 = 450 points ›› Diesel, III, 3: 500 litres x 1 = 500 points ›› Total: 950 points Even though numerous ADR regulations do not need to be taken into account for simplified transport, a few rules still have to be observed: ›› Marking and labelling (ADR chapter 5.2) must be complete and readable ›› A 2 kg fire extinguisher (ADR section 8.1.4.1 (a)) must be carried. ›› A shipping document (ADR section 5.4.1) must be carried.

CRAFTSMAN REGULATION This refers to containers which are used based on the exceptional regulation according to ADR 1.1.3.1 c), the so-called “craftsman regulation”. ADR defines various exemptions and exceptional regulations, among others those in connection with the type of transport. For instance, according to subsection 1.1.3.1 c), the provisions of ADR do not apply to “transports which are carried out by companies in connection with their main task”. At the same time, however, direct “internal or external supply operations” are excluded from this exemption. What does that mean? The implementing directives for hazardous goods (RSEB) provide annotations on the ADR and the following definition on subsection 1.1.3.1 c): Section 1-6.1 Exempted are transports for direct use, e.g. ›› Paint in the vehicle of a painter ›› Oxygen or acetylene cylinders in the vehicle of a welder ›› Fuel for filling lawn mowers in the vehicle of a municipal employee Section 1-6.2 Intermediate supplies for fuel systems do not directly fall under the exemption regulation of subsection 1.1.3.1 c). Therefore, one precondition for making use of the so-called “craftsman regulation” is that the fuel (together with the machine) is transported directly in order to be consumed directly, while only residual quantities are transported back again. The “craftsman regulation” does not include transports for distribution purposes, i.e. the supply of multiple machines on different construction sites (supply operations) as well as drives to the next service station (intermediate supplies), for instance. However, the “craftsman regulation” also indicates that containers can be used which are neither type-tested nor comprise a UN approval.

Notes on the use of the different container types can be found on page 10 f.

SHIPPING DOCUMENT What is a shipping document? A shipping document is generally a shipping note with the following mandatory information according to ADR section 5.4.1. The transport document is not bound to any layout and the position and order of the information may be freely selected.

The information on a), b), c), d) and k), however, must be specified in this order without any additional information, i.e. for diesel:

UN 1202 DIESEL FUEL, 3, III, (D/E)

Beispiel Diesel

a) The UN number of the substance.

[UN 1202]

b) The official designation of the substance.

[Diesel fuel]

c) The number of the hazard label/hazardous goods class.

[3]

d) The packing group of the substance.

[III]

e) Number and description of the transport item.

[1 unit, IBC]

f)

[950 litres]

The total quantity of hazardous goods.

g) The name and address of the sender.

[Subconstruction company]

h) The name and address of the recipient.

[Subconstruction company – construction site X]

i)

A declaration according to the provisions of a special agreement. (Naturally, this is only demanded if this is in fact the case!)

[Transport without exceeding the permitted limits defined in subsection 1.1.3.6]

j)

--- (not specified in current ADR)

k) The (if assigned) tunnel restriction code.

STATIONARY USAGE Mobile fuel systems, which are operated in one place for a specific operational purpose for a period of more than six months are regarded as stationary. They are then subject to the regulations of the German directive on systems to handle substances hazardous to water (AwSV).

According to ADR subsection 5.3.1.2, large signs (size: 250 x 250 mm, example for diesel: no. 3, flame, black or white on red surface) have to be attached to both sides. According to ADR section 5.3.6, large signs (250 x 250 mm) with the mark for environmentally hazardous substances must be attached on both sides. According to ADR section 5.3.2, orange marking is to be applied. This may be a warning sign or an adhesive label [size: 400 x 300 mm, example for diesel: top 30 (substance-specific number for hazard marking), bottom 1202 (UN number for diesel)]. Together with the container, we provide everything required for initial marking.
