FAKE FACTS; FAKE NEWS IMPACT INFORMED DEMOCRACY; IS USED BY AUTOCRATS only by President Trump, but also by other autocrats and dictators.

Hilbert Morales EL OBSERVADOR Steven Erlanger's article entitled “AUTOCRATS ECHO CRY OF FAKE NEWS'” (New York Times, Large Print Weekly, 12.25.17, page 3) presents the world-wide impact of President Trump's attacks on The Press'.

Until the 2016 presidential campaign, the general public did not question the truthfulness or veracity of information reported

by The Mainstream Media'. An empirical assumption is that if democratic governance is to succeed, a requisite is having an educated and informed citizenry.

“FAKE NEWS” has been frequently used by President Trump to discredit information and facts presented by mainstream media (defined as national newspapers; magazines, radio and TV).

Today many ordinary citizens do not know whether information is truthful and factual because of the extreme amount of propaganda (also called spinmeister tactics') prepared and then disseminated very quickly using social service networks (e.g., Twitter). Many social service networks do not practice high standards of professional journalism. The consequence is that the general public becomes confused and misinformed. It is this featured outcome which is being used not

Aunque formalmente debería encontrarse una solución antes del próximo 5 de marzo, o de lo contrario alrededor de 30,000 “dreamers” empezarán a ser elegibles para la deportación cada mes, la atención debe centrarse en lograr un acuerdo antes del 19 de enero, cuando vence el actual arreglo presupuestal temporal.

Pero es claro que existen claras señales tanto de legisladores republicanos como de demócratas que tienen intención de abordar el tema de DACA con la reanudación de sesiones del Congreso, y también es evidente que los “dreamers” van a encargarse de que los líderes políticos no busquen ponerlos en el cajón de los olvidos.

Por ello preocupa el mensaje enviado por el presidente Donald Trump dos días antes del fin de año donde afirma que no apoyará ningún tipo de alivio para los beneficiarios de DACA a menos que

obtenga sus prioridades migratorias: el dinero para el muro en la frontera con México, así como la eliminación de la migración en cadena y la lotería de visas.

No sólo el presidente está cambiando las reglas a la mitad del juego --agregando el tema de la migración en cadena, uno de los componentes de la iniciativa de Ley Dream-- sino que coloca el tema de los “dreamers” no como una responsabilidad moral de los líderes políticos del país, sino como una simple pieza de una negociación política.

La posición presidencial tiene el efecto de complicar, no de facilitar un arreglo político justo y oportuno antes del 19 de enero, toda vez que los demócratas apoyan el financiamiento para la seguridad fronteriza, pero no los fondos para el muro, que ven como una promesa de campaña onerosa e inefectiva.

Nuestros “dreamers” nos han demostrado que han sido capaces de lograr cosas que antes parecían impensables. Su ingenio y tenacidad enfrenta una nueva prueba de fuego. Estoy convencido que desplegarán toda su chispa y capacidad organizativa para presionar tenazmente por una solución que refleje lo justo de su causa, aun cuando no incluya el 100% de sus demandas.

La pregunta es si los líderes políticos y legislativos se pondrán a la altura moral de estos jóvenes patriotas, que se merecen una solución permanente, honorable y digna, no ser tratados como mercancías en el mercado de canjes al que Washington nos tiene acostumbrados con cada crisis presupuestal.

The holidays are all about giving, and many households make their largest charitable donations at the end of the year. An increasingly popular form of donation is a vehicle.

I frequently encounter ads on the radio, TV, and online urging me to donate my car to a cause (too bad I don’t have one!). However, donating a car to charity isn’t as simple as advertisements make it sound. It’s important to verify that the donated vehicle will actually benefit a charity and that the charity is trustworthy. Additionally, it’s important that you fill out the correct paperwork to avoid

• Research the charity. Give.org can help you make a well-informed giving decision.

Charities are evaluated against comprehensive Standards for Charity Accountability, and are accredited if they meet all 20. When you look up an organization at give.org, you can see how the charity operates and where your donation goes – whether it be to programs, salaries, overhead costs, fundraising, etc. Although participation is voluntary, it should raise a red flag for donors if charities haven’t disclosed any of the requested information. You should only be donating your vehicle to a transparent, trustworthy organization. It’s also important to ensure that the charity in question is a 501(c)3, which you can do on the IRS’ website, irs.gov. Make sure the charity is also registered with the California Attorney General at oag. ca.gov/charities.

• Avoid scams. In 2016, consumers reported hundreds of charity scams to BBB Scam Tracker (bbb.org/scamtracker). If you’re

If the car is being sold, ask about the process and how much of the sale proceeds go to the charity.

The IRS publication “A Donor’s Guide to Vehicle Donation” and website, irs. gov, have all the information you’ll need for deducting your donation correctly.

Once the season of giving ends, a new one begins: the season of returns! Needing to return a holiday gift at some point is almost inevitable – according to National Retail Federation (NRF) data, “nearly two-thirds of holiday shoppers made at least one return” during the 2016 holiday season.

Although returns are common, return policies vary greatly across stores, and not all retailers

accept returns. According to the California Attorney General, “when a store clearly displays a limited or no-refund policy… refunds and exchanges are not required by law.” Additionally, an NRF survey found that 25% of stores change their return policy for the holiday season, meaning time limits and other policies may be different than what you’re used to.

As a consumer, know whether returns are subject to any fees, like restocking fees, and if you’ll receive cash or store credit. There may be different return policies for items bought on sale/clearance, as well as certain items due to health reasons. Return policies may also be different over the holidays, so double-check even if you’re familiar with the retailer. Are there time limits for your return? Do items need to be in the original packaging or with tags still attached? Do you need to bring in the original receipt? • Elaboración Mezcla en un tazón grande el zumo y la ralladura de limón, el aceite de oliva, ajo picado, pimentón, orégano, sal y pimienta. Añade los muslos de pollo y revuelve para que estén completamente cubiertos con la mezcla. Cubre el tazón con envoltura plástica y ponlo en el refrigerador al menos durante 30 minutos. Light bulb! Here's an idea - experts say Californians can save money and energy by choosing Light Emitting Diode (LED) or Compact Fluorescent (CFL) bulbs.

California has an estimated 250 million screw-in light sockets that are covered by the regulation, and once they're all switched over, it is estimated the savings will be up to a billion dollars a year. Horowitz says switching to energy efficient bulbs on a mass scale also goes a long way in the fight against climate change.

And starting Jan. 1, the incandescent bulbs that have been around since Edison's time will be illegal to manufacture in the Golden State.

California is the first state in the nation to implement the new standards laid out in the 2007 energy bill signed by President George W. Bush.

Noah Horowitz, senior scientist with the Natural Resources Defense Council, says any bulbs produced for sale in California starting in 2018 will have to produce about three times more brightness per watt of energy.

He points out that "LEDs are a far superior product. They give off the same

real hassle."

"People need to remember that, when you f lick the switch and turn your light on, that electricity comes from somewhere and often, it's from power plants that are operated by fossil fuel," he says, "and burning fossil fuels is what causes climate change."

Opponents of the phase-out say the new bulbs, which are a bit more expensive, impose an unnecessary cost on businesses and consumers. However, the cost of LEDs has moderated - it used

San Jose Minimum Wage Rises to $13.50

“In September 2015, Mayor Sam Liccardo launched an effort with fellow Santa Clara County mayors and the Cities Association of Santa Clara County to raise the minimum wage across the region. San Jose City Council adopted a multi-step increase in the minimum wage that brings the minimum wage to $13.50 on Jan. 1, 2018 and $15 on Jan. 1, 2019. Thereafter, the San Jose minimum wage will be automatically adjusted with cost-of-living increases (based on CPI, up to 5%) annually.”

San Jose is among other cities across 19 states whose minimum wage raises went into effect on January 1st. San Jose is on

course to raise their minimum wage to $15 per hour by January 1st, 2019. On the state level the $15 figure is set to be state minimum by 2022.

The United States’ federal minimum continues to sit at $7.25, since its last change in 2009.

The minimum wage takes effect on any employers who pay a San Jose Business License Tax, or who “maintain a facility in San Jose”. Any employee who performs at least two hours of work will

According to the Mayor’s office, Sunnyvale and Mountain view will hit the $15 minimum wage later in 2018.

The study found that working teens in families with total earnings below $47,000 a year bring in almost 18 percent of the family income.

Opponents of raising the minimum wage maintain it would put many teens out of work.

On Monday, 18 states saw their minimum wages increase, but Massachusetts wasn't among them.

BOSTON – A new study from the Massachusetts Budget and Policy Center says raising the minimum wage has little impact on teen unemployment, but can have a big impact on teens and their families.

A bill in the state legislature would raise the minimum to $15 an hour by 2021, and if that fails, the issue could be on the ballot in November.

In Silicon Valley especially, the rising costs of living along with the disparity in wages from tech workers and those not in those positions who work a stone’s throw from each other.

These strikes and union organization has led to increased raises from many corporations like McDonald’s and Target. According to the Fight for $15 organization, their efforts have garnered “$62 billion in raises for 22 million people across the country.”

San Jose is one of the most progressive cities when it comes to minimum wage efforts and although more focus on housing will need to be taken before congratulating itself, the minimum wage rise should theoretically help workers across the Bay Area.

Mayor Liccardo acknowledged this by saying, “Our efforts to raise the minimum wage will provide a significant boost for the thousands of hard-working families across the valley who continue to struggle to keep up with rising costs.”

Do you have any tips for how to improve my home’s air quality without breaking the bank?

Roddy Scheer & Doug Moss EarthTalk The key to a healthy indoor environment is clean air, but many of the finishes and furniture in a typical home or office off-gas pollutants that can compromise air quality. While opening a window might help, it also could make matters worse by introducing auto exhaust and other noxious emissions in. So, what’s a clean air lover to do about keeping the indoor environment safe?

For starters, it can’t hurt to change the filters on your furnace and air conditioner(s) on a regular, scheduled basis. Manufacturers recommend changing out furnace filters every three months, but mileage may vary depending on square footage and other factors.

(When you install a new filter, write the date on it when it should be changed to keep yourself honest.)

Also, getting your HVAC air ducts cleaned once every few years—or more frequently if you have pets or lots of people using the space in question.

Another way to help filter your indoor air is the all-natural way: with house plants. While humans have always had a special relationship with the plants around them, it wasn’t until NASA published research in the 1980s that

we knew just what an important role house plants could play in ridding indoor environments of noxious chemical pollutants. Plants scrub particulates from the air while taking in carbon dioxide and processing it into oxygen, thereby creating more clean air for us to breathe. Garden mums, spider plants, dracaenas, ficus, peace lilies, Boston ferns, snake plants and bamboo palms are great choices given their especially powerful air purifying abilities.

Yet another relatively easy fix would be to purchase an air purifier that plugs into the wall and uses carbon filtration or other methods for filtering contaminants out of the indoor environment. The Coway Mighty and Winix 5500-2 share top rankings from leading consumer review service, Wirecutter, while the Dyson Pure Hot+Cool Link gets kudos for great air cleaning with style.

If you really want to go all out, think about repainting interior walls with paint formulations that use little or no volatile organic chemicals (VOCs) that have been linked to respiratory problems, headaches, nausea, dizziness and fatigue, among other health worries. AFM Safecoat is the industry leader in low- and noVOC paints and finishes, but the big players like Sherwin-Williams and Benjamin Moore now also have healthier formulations for a quickly

increasing number of eco-conscious home improvement customers.

Another easy albeit more costly way to green up your indoor environment would be to get rid of those old couches, mattresses and other furniture which were required by law to contain flame retardant chemicals before we knew how harmful they could be to our indoor environment and health.

Now that California has mandated that new furniture products cannot contain these noxious chemicals, more and more manufacturers (including Ikea and Pottery Barn) are starting to phase them out, so it’s a great time to replace that old mattress with a new one that won’t off-gas carcinogens every time you plop down onto it.

MORE WHITE AMERICANS FEEL THEY'RE VICTIMS OF BIAS Suzanne Potter California News Service SACRAMENTO, Calif. - The number of white Americans who believe they face discrimination is on the rise.

According to a recent poll, 55 percent of white Americans believe their group experiences racial discrimination.

Clara Wilkins, an assistant professor of psychology at Wesleyan University who studies prejudice, says this perception has grown rapidly since Barack Obama was elected president.

Wilkins says a subset of white Americans saw this not as progress but as upsetting the social order.

But her research finds people who believe the country is fair and just also are more likely to now see discrimination against white people.

"For people who think society is fair, they're the ones who sort of tend to think that the order of society where whites have greater access to wealth, power, status, etc. - that is legitimate and it's fair and it's not based in bias," she states. "And so, if you reject those beliefs - you think that it's not fair - then those are the people who actually welcome social change."

As Wilkins notes, the reality is that vast inequalities in wealth and electoral representation still exist for racial minorities.

Wilkins says she's been able to measure similar feelings.

In one study, participants either read an article on racial progress or one that had nothing to do with race. Those who read the article on racial progress were more likely to believe white people experience discrimination.

And according to Wilkins, further research shows this group isn't likely to stay on the sidelines.

"The problem is that for these people who really think that the order of society should be a particular way - what they experience by perceiving bias is that they should do something to re-establish that order," she explains.

Wilkins says demographic projections showing that white Americans will become the minority in the next few decades is contributing to the idea that white people are under attack.

She says while fighting back against this perception is hard, the best way might be to downplay the idea of competition between different groups of people.

También escribió que los cristianos volverían a ser perseguidos del mismo modo que ocurrió hace dos mil años atrás.

The Case for Responsible Innovation

Shelly Palmer We have questions: Can self-driving cars ever be safe? How dangerous is Alexa? Will artificial intelligence (AI) take my job? Do cryptocurrencies empower terrorists? Can a cardiac pacemaker be hacked?

We have concerns: Fake news, fake ads, fake accounts, bots, foreign governments interfering with our elections …

Is technological innovation good or bad?

The courts have consistently decided that technology is neither intrinsically good nor bad, but they have expressed the opinion that people must be responsible and held accountable for how it is used. The problem is that technology is almost always ahead of strategy, tactics, and the law.

It’s illegal to txt and drive. Should it be illegal to wear an AR headset when driving? Should a provision for Level 5 driving automation, at which the system never needs intervention, be carved out in law? Title VII of the Civil Rights Act of 1964 prohibits discrimination based on race, color, national origin, sex, and religion. Should the Equal Employment Opportunity Commission (EEOC) have the power to regulate AI systems that train themselves to select or manage employees?

Fear, Uncertainty and Doubt Once a beacon of optimism, the tech industry has come under pressure as concerns about potential negative impacts of innovation mount.

Opportunistic politicians are preying

on these concerns by sensationalizing or simply mischaracterizing potential outcomes to encourage support for new government regulations.

My colleagues at PwC and I agree that the time has come to seriously consider a responsible approach to innovation.

We believe the circumstances require something new and different: a collective, self-regulatory approach from the key players in the industry.

At CES® 2018 we’ll present a discussion that explores the three basic approaches to the problem of regulating technological innovation: 1. Government Regulation — The most traditional approach is to have policy makers and regulators step in and implement a regulatory regime that addresses policy concerns such as privacy, public safety, and national security. We have seen that recently, in legislation proposed in Congress to regulate highly automated vehicles and in several state and local laws regarding drone operations. The problem with the traditional regulatory approach is that it moves too slowly to keep pace with technological innovation. Policy makers and their staffs just do not have sufficient technological understanding or efficient procedures to implement effective regulatory regimes in a timely manner.

2. Self-Regulation — A second approach would be to ask individual companies to consider the societal impact of their technologies before those technologies are introduced to the public. This often falls under the category of “corporate social responsibility,” and it can cover anything from environmental protection to addressing sexual

harassment in the workplace. We have seen new policies, procedures, and controls adopted to address concerns about bias and “fake news” on social media sites. Although the efforts are commendable, they came only after problems occurred and only after several missteps raised the stakes and brought unwanted attention on the companies. Also, there is an inherent commercial conf lict when individual companies are asked to self-regulate.

Regardless of corporate responsibility officers’ altruistic goals, companies are in the business of making money for their shareholders. The problem is compounded by the need to speed new technologies to market, a differentiating factor that is critical to financial success.

3. A Self-Regulatory Organization (SRO) — If the regulatory approach is too slow and the “do it ourselves” approach is too rife with conf lict, what is the answer? We believe the answer is a collective, self-regulatory organization (SRO). An SRO for emerging technologies would be made up of the leading organizations in the industry that would come together to define responsible innovation principles that all members of the SRO would agree to abide by. The SRO would also oversee and regulate compliance with those principles, levy fines, and refer any violations to a federal regulatory agency such as the Federal Trade Commission. This approach has worked in other industries, such as the financial services industry, where the Financial Industry Regulatory Association (FINRA) regulates and oversees broker/dealers and exchanges.

Our Thinking Why do we think an SRO is the right approach now? If the industry is serious about responsible innovation, taking such a self-regulatory approach would put their proverbial money where their mouth is. The collective industry, more so than any think tank, regulatory agency, or policy-making body, has the insight, technical knowledge, and

incentive to create workable principles for responsible innovation.

Policy makers may initially balk at this usurpation of their authority, but they will quickly realize that this is a far more thoughtful, efficient, and effective approach to ensuring responsible technological innovation.

If this approach includes some level of governmental oversight, policy makers will be able to inf luence the policy direction of the new Innovation SRO and provide any necessary enforcement.

For the industry participants, while there will still be plenty of room to differentiate their technologies, they will know that their competitors are all subject to the same principles of responsible innovation.

An Innovation SRO can transcend borders – something that will become increasingly important as technologies continue to evolve – and provide a globally level playing field.

We Need You! We’ve been talking about responsible technological innovation for years, and tremendous insight has been provided by many industry organizations and think tanks on how to innovate responsibly and how emerging technologies should be regulated in a Regulation 2.0 environment. All of these efforts should continue. But a true call to action should start today.
