Hilbert Morales EL OBSERVADOR Are you aware that Pope Francis assembled a forum last December 2016 at the Vatican which was attended by philanthropists (such as Bill Gates and Warren Buffet), financial geniuses (Joseph Stiglitz), and national and political leaders? Those attending this Vatican Forum 'brainstormed, debated, evaluated and proposed strategies addressing the following topics: a) World wide poverty; b) inequitable wealth distribution; and c) Global Climate Change. Ideas dealing with the creation of needed sustainable economic investment included infrastructural development (roads, bridges, communication systems, etc.). EO finds it interesting that American mainstream medias (major newspapers, radio, and TV) have not reported this event nor commented upon it. Check out Time Magazine's December 16, 2016 issue to read its several brief reports. EO notes the similarity to the three major concerns which the future Trump Administration must address: a) Comprehensive Immigration Reform; b) IRS Tax Reform which addresses income/wealth

distribution disparities; and c) Affordable health Insurance coverage (2010 Affordable Care Act = ObamaCare). Needing much attention are continuing development of public policy and programs dealing with 1) guaranteed annual personal income; 2) Global Climate Change and 3) access to education. The reality is that many individuals will never have a traditional job because of artificial information (AI), automation and robotics. Presently change is happening so fast that traditional government programs, economy, and society are not coping well with the rapid pace of these changes. The increasing number of impoverished, homeless and insufficiently trained skill labor attest to this dynamic process. Pope Francis is shaking up the Roman Catholic Church in his concern about expanding global poverty, inequitable distribution of wealth, and global climate change being experienced worldwide. Allegedly He is asking Catholic Cardinals and Bishops to consider the issue allowing Catholic priests to be married. The Roman Catholic Church needs to seriously consider having married women to also serve GOD as clerics. During the past 40 years parishioners of the Episcopal faith have experienced all ministries delivered by both married men and women who

Entre las promesas de la próxima administración figura la deportación de 2 a 3 millones de inmigrantes con record criminal, la revisión de los programas de visas para evitar su abuso y la anulación de las acciones ejecutivas del presidente Barack Obama, incluido el Programa de Acción Diferida para Llegados en la Infancia (DACA) Sin embargo, es necesario ir más allá del

También es crucial mantenerse continuamente informado y atento a los sucesos políticos y legislativos, en especial en Washington, toda vez que se avecina un periodo de cambios potenciales que pueden alterar el panorama para millones de inmigrantes y sus familias. Five Tips To Prepare Your Children For Success In School NAPS One of the best things you can do for your children is to make sure they attend school every day. After all, we want our kids to have the best possible chance of doing well in school and achieving their dreams. But getting a child to school isn’t always easy. While some absences are understandable, it’s important to understand the impact of each absence. Although most parents understand the importance of getting their child to school every day, many believe that missing three or more days of school each month won’t make a difference. In reality, as early as elementary school, students who miss just two school days per month are more likely to fall behind in school, and less likely to graduate from high school. Even when the absences are excused or understandable, absences add up. Students who miss just two days of school each month end up missing 18 school days, or 10 percent of the school days in a year.

Melody Arabo Homeroom, Dept of Education Even though we are halfway through the school year, the start of 2017 is the perfect opportunity for a fresh perspective on my classroom. Just like I did with my home over break, I plan to reorganize my room and purge any resources that I no longer need. If I haven’t used it yet at this point in the year, chances are I don’t actually need it and it should go. Of course, I don’t want to throw out anything that could be useful to someone else, so I will give them away to a teacher, tutor, or student that will put them to good use. After all, one man’s trash is another man’s treasure. A freshly cleaned classroom is a terrific landscape for exciting new projects. By January, the routines and activities that we have in place can become dull and redundant to students, so this is a prime time to shake things up and try something different. I have always been interested in the idea of passion projects, and while I worry that third graders might be too young for it, I also remind myself to never underestimate the power of my students. Even if it doesn’t turn out the way I envision, I’ll never know what can be improved if I don’t try it, and there will be many lessons for all of us to learn as we go through the initiatory process. I will start by helping the kids identify problems they are affected by and brainstorming ways to solve them. No limits either, because I want them to aim high and see where it takes us. I plan to integrate technology, encourage kids to blog about their challenges and

successes, and incorporate other pieces of our curriculum to model a project-based learning environment, which has been a goal of mine for a long time. Setting new goals is another traditional part of the New Year, and that shouldn’t be limited to our personal lives, so I have been thinking about professional goals that I would like to reach in 2017. Since teacher leadership is a personal passion of mine, my list of things to do includes submitting applications for the plethora of opportunities that now exist. Most run on a calendar year so the deadlines are usually sometime in January. And, I’m excited to see what I can accomplish with summer professional development opportunities, too! I would be remiss if I didn’t plug the U.S. Department of Education’s School Ambassador Fellowship which is now open for applications until January 23rd. This Fellowship has stretched my thinking and taught me so much about policy and the importance of teacher voice, so I encourage you all to apply for a life changing experience! While some may humbug New Year resolutions, I believe that it is always a good idea to reflect and improve, especially when it comes to how we engage with our students. I encourage you to take a few minutes and set some small goals for your classroom, too! Happy New Year! Similarly, when kids get involved in afterschool programs, they are more likely to feel connected to their school communities and are less likely to be absent. 5. Focus on Credit Factors, Not Credit Scores Nathaniel Sillin Practical Money Matters You should want to know your credit score. After all, your credit can be incredibly important to your financial future. It could impact your likelihood of getting approved for a loan and the interest rate you'll get on new financial products. However, understanding the factors that influence your credit score can be even more important than knowing the score itself. There are five key factors that influence your credit scores. Fair Isaac Corporation's FICO credit scores are used for most lending decisions in the U.S., and the latest FICO base scoring model has a 300 to 850 range. The score depends on the information in a person's credit report, and the lower the score the more likely the person is to pay late. Past credit mistakes can stay on your reports for seven to 10 years. While the impact of negative marks diminishes over time, the credit-building process can be slow. However, just as a rising tide lifts all boats, improving your core credit factors could help raise all your scores over time.

FICO shares the five key factors that you should focus on to build healthy credit and the approximate weighting of each. 1. Payment history – 35 percent. A history of on-time payments can help your credit, while late payments, collection accounts, bankruptcies or other negative paymentrelated items could hurt it. Some types of accounts, such as utility or mobile phone contracts, don't generally report positive activity (on-time payments) to credit bureaus. But if the account gets sent to collections, that could still hurt your credit. You might want to open an account that reports your payments to the credit bureaus if you don't already have one (you can call the issuer and ask). Some people start with a secured credit card or a credit-builder loan from a credit union, but consider what type of account best fits your situation. 2. Amounts owed – 30 percent. The amount you owe versus your available credit, known as your utilization rate, is another important factor. A lower utilization rate often leads to better credit.

MINIMUM-WAGE HIKE HELPS, BUT NOT NEARLY ENOUGH Logan Pollard California News Service PASADENA, Calif. - Low-wage workers won a victory with California's minimum-wage increase, in effect starting this week. The increases will be yearly and incremental, this year, it's 50 cents, bringing worker pay to $10.50 an hour and ultimately, to $15. But for many, it still isn't really enough to get by. About 22 percent of Californians live in poverty, and the service workers' union SEIU said that's essentially because seven out of ten jobs pay less than $15 an hour. Frank Trejo is one such worker. At 23, he said he's supporting himself, his mother and two younger relatives. "Right now I'm working two jobs," he said. "In the morning, I open at McDonald's from 4 to 12, as maintenance, and then I go to my second job as a dishwasher." Some small businesses say they empathize with workers but just can't afford the pay hike, and might even relocate to states like Nevada, with its $8.25 minimum wage and fewer taxes and regulations. Others argue that focusing on pay rates, instead

of keeping jobs in-state and improving job training, won't do enough to patch the deeper problems around job creation. Trejo said his mom, who also cares for a young niece and nephew, will soon be moving. Pasadena, where the median household income hovers around $70,000 and rent tops $1,400 a month, is just too much for the family right now. "So, she'll be taking the kids to my grandfather's house, and I'll be moving in with one of her friends, who has an empty room and will be renting that room to me," he added. "And I'm still planning on supporting my mom and helping her out, any way I can." Trejo said he'd like to go back to school. "I want to be able to get an education, in a field where I can work with my hands and use my brain more than just working hard, or stressing my body," he continued, "So, something like electrical engineering, or some sort of mechanical division." But making a living and helping out family means putting those plans on the back burner for now, even with a higher minimum wage.

If you're able to pay down credit card debt, that could quickly improve your utilization rate. Increasing your cards' credit limits and keeping credit cards open even when you don't regularly use them could also help. 3. Length of credit history – 15 percent. FICO looks at the age of your oldest account, newest account and average age of all your accounts. A longer history is usually better than a short one. Keeping accounts open, and ideally in good standing, can help you increase your length of credit history. Even when you close an account it will remain on your reports and count towards your credit history for seven to 10 years. 4. New credit – 10 percent. The new credit section considers how many new accounts you have, what types of accounts they are and recent inquiries into your credit. Hard inquiries generally occur when someone requests your credit report to make a lending decision or rental screening. A single inquiry will generally drop your score by a few points for several months, while multiple inquiries could have a larger negative impact. However, credit-scoring agencies let you shop for a loan without a penalty. Multiple

hard inquiries for some types of loans, such as auto loans, could count as a single inquiry for credit-scoring purposes if they occur within a 14- to 45-day period. Soft inquiry, which can happen when you check your credit or a company pre-qualifies you for an offer, don't hurt your credit at all. Try not to open new accounts unless you need them and avoid new hard inquiries in the months leading up to applying for an important loan. 5. Credit mix –10 percent. Your experience with different types of credit, such as revolving credit and installment loans, could impact your score, particularly if there isn't a lot of information in your credit report. Having at least one credit card could help your credit mix, although that's not necessarily reason enough to apply for a card. Bottom line: Learn which factors matter the most to your credit scores, and try to make a habit of practicing credit-building behavior. Creating a system that'll help you make on-time payments and only using a small portion of your available credit are good starts.

EL AGUA NATURAL ES LA MEJOR OPCIÓN PARA CHICOS Y GRANDES Norma De La Vega Universidad de California Beber agua es lo mejor para su cuerpo y su salud, el mensaje parece sencillo y claro, pero ponerlo en práctica ha requerido de un proceso largo y complejo que incluye: investigación, nuevas leyes, impuestos locales en la venta de sodas y hasta entrenamiento para facilitar la implementación de las nuevas regulaciones. Expertos de Extensión Cooperativa de la Universidad de California (UCCE) iniciaron, desde hace varios años, una lucha contra las bebidas endulzadas porque contienen azúcar agregada en grandes proporciones lo que causa sobrepeso obesidad y enfermedades como la diabetes que sigue aumentando y ha llegado a proporciones fuera de control. Un estudio de UCLA encontró que alrededor de 13 millones de adultos en California - 46 por ciento de la población- tienen prediabetes o diabetes que no ha sido diagnosticada; mientras que otros 2.5 millones de adultos, o 9 por ciento de la población ya han sido diagnosticados con diabetes. La combinación de ambos grupos representa 15.5 millones de personas, es decir 55 por ciento del total de la población del estado. La obesidad es un problema de salud que está profundamente ligado a varias enfermedades como la diabetes, alta presión, problemas cardiovasculares, cáncer y más. Investigaciones han encontrado que la obesidad afecta especialmente a afroamericanos, latinos y a las personas que viven en la pobreza. Para combatir la obesidad, los expertos de nutrición ofrecen talleres gratuitos en las comunidades de bajos ingresos promoviendo una alimentación saludable y actividad física. Además, han impulsado medidas para controlar el consumo de las bebidas endulzadas, y ya han tenido logros importantes. Por ejemplo, en las escuelas públicas ya no se venden sodas y esta tendencia se ha ido extendiendo a otros lugares claves como algunas universidades. También impulsaron la creación de una ley para evitar el consumo de bebidas endulzadas en los centros de cuidado infantil. “Chicos y grandes necesitamos mantenernos hidratados, pero en el caso de los niños, los

adultos tenemos la responsabilidad de asegurarnos que su fuente de hidratación sea lo más saludable posible, empezando, por ejemplo, por hacer que el agua pura sea lo más común y accesible en todo lugar y en todo momento, incluyendo la casa y la guardería”, señala Karina Díaz, experta en nutrición de Extensión Cooperativa de la Universidad de California.

“Las bebidas endulzadas no son necesarias porque contienen poco valor nutritivo. La cantidad de vitaminas o minerales que proporcionan es muy poca o nula, y en cambio juegan un papel importante en el sobrepeso infantil, de ahí que a los niños menores de dos años NO se les deben dar bebidas que contenga azúcar agregada”. En 2009 una investigación de UCCE encontró que uno de cada cuatro niños en California, entre 2 a 5 años de edad, tenía sobrepeso u obesidad, y el número de niños que estaban empezando el kindergarten con este problema de salud seguía aumentando. “La obesidad infantil es preocupante porque afecta el bienestar de los niños y puede llegar a determinar su salud como adultos. Sabemos que los primeros años de vida son críticos para la formación de los hábitos de alimentación, entonces si hablamos de prevenir obesidad necesitamos atender el problema lo más temprano posible, es decir desde que los niños empiezan a comer alimentos sólidos”, señala Díaz. En 2012 entró en vigor la más completa ley sobre Bebidas Saludables en Centros de Cuidado Infantil que regula el tipo de bebidas que se ofrecen a los niños en las guarderías. Y en este año 2016 expertos de UCCE comenzaron a desarrollar un programa de entrenamiento por internet - en inglés y español - que tiene el propósito de ayudar al personal de las guarderías a cumplir con la ley y eliminar barreras. “El objetivo es mejorar el tipo de bebidas que se ofrecen a los niños en estos centros, esto con motivo de la nueva legislación que se llama Bebidas Saludables en Centros de Cuidado Infantil que ya está en vigor, y nosotros queremos proporcionar este entrenamiento como una herramienta más que facilite a los proveedores de cuidado infantil en la aplicación de las nuevas regulaciones”, enfatiza Díaz.

La ley establece las siguientes obligaciones para todos los centros de cuidado infantil o guarderías:

wage hike to $15 an hour by the year 2019. On July 1, 2017, it will increase to $12 an hour. In Oakland, the minimum wage went up in January 1, 2017, 31 cents, from $12.55 to $12.86 based on the local Consumer Price Index, according to the city of Oakland.

Minimum Wage, Both A Positive and Negative Effect in the Bay Area Estephany Haro El Observador Cities across the Bay Area received the year 2017 with an increase on their minimum wage. This has been a victory for the thousands of minimum wage workers across the Bay Area who have been fighting for an increase. This will be positive for the families that live paycheck to paycheck. However, this increase can also be negative for some people here.

The minimum increase has been different for all Bay Area cities, but in the end raising the minimum wage is good but bad at the same time. Working families get to have extra money by the end of the day but this could also discourage teens from pursuing higher education since they will be making more money with a minimum wage paying job. The minimum wage in San Jose went up from $10.30 to $10.50 and the San Jose city council approved a gradual minimum

The increase might not seem enough for working families who struggle with the high rent in the Bay Area. But also, small businesses are the ones affected the most by these increases. Arturo Ortega owns China Station restaurant in San Jose and he says that he’ll be struggling with this new increase as he will have to pay his workers more from one day to another. “Although I agree with minimum wage going up, I don’t agree with the way they’re actually raising the minimum wage and the way it's going up,” Ortega said. However, just like Ortega many other small business owners disagree with the sudden increase of minimum wage and how that process will ultimately be affecting them.

“By driving the minimum wage up is going to affect how we hire more people, it’s actually going to create less jobs because we will have to pay more money to the employees,” Ortega said. In addition to needing to pay higher wages, the high cost of living in the Bay Area means they are affected by high costs both at home and their business. There are a lot of small businesses that have dedicated employees that mean a lot to the owners and help keeping the businesses operating, but it would be best if the positives could go both ways, for both the business owners and their employees. There are people who have been working in the same place for years and are making what minimum wage workers will be making in 2019. That does not sound fair, therefore, workers that are not minimum wage should also have a raise, the same percentage that the minimum wage goes up. A economic middle ground should be sought so that employer's and their workers can continue moving along smoothly, as smooth as they can at least, in the Bay Area.

SACRAMENTO, Calif. - There's a new reality for morning commuters, no more multitasking behind the wheel when you're stuck in one of California's legendary traffic jams. As of this week, it's now the law that if you use your phone while driving, you may be looking at a $160 fine

According to the DMV and San Franciscobased Assemblyman Bill Quirk, who authored the new law, there were 12 fatal collisions in California last year involving handheld cellphone use, more than 500 injuries, and nearly 700 property-damage collisions.

That means no texting, no calls, and no social media updates when you're behind the wheel. Chris Cochran, assistant director of marketing and public affairs for California's Office of Traffic Safety, said this initiative is aimed at keeping drivers' hands on the wheel and eyes on the road, rather than on their smartphones. "It pretty much outlaws anything that would require you to hold the cell phone or other device in your hand, or has you typing away at it with your fingers, or that type of thing," he explained. And while it takes some discipline in this hyper-connected world to not pick up that incoming call, he said very often, those "urgent" messages can wait. "Most everything that is coming over those smartphones is not something that has to be reacted to while you're driving, or this minute, or even in the next five or ten minutes," he said. He said the window for avoiding an accident could be as small as two seconds; and nationwide, 3,000 people die a year from driverrelated distractions.

Law enforcement officers in California no longer can arrest youth suspects for prostitution. Maheen Kaleem, a staff attorney with Rights4Girls, which advocated for the law, says minors inherently don't have the same legal powers as adults, so they can't consent to prostitution, and that pimps use threats of arrest as a way to keep minors from breaking free. "Incarceration of victims really gets in the

way of getting these children on the path to healing that they need, because exploiters are telling children, 'If you go to law enforcement, if you seek help, all they will do is arrest you,'" Kaleem states. Of just over 1,000 human trafficking cases reported in California this year, about 1 in 4 involved a child. Kaleem says the new law shifts guilt away from these young people, and toward those who are traffickers or customers of the sex trade. Fifteen other states have also passed like-minded laws. The problem involves many demographic pockets of children and is often connected to the international drug trade, Kaleem says.

es como que nací con 'chip' que me dijo ‘vas a ser actriz’. Sabia que era la cosa que quería mas en el mundo. Sabia que era mi pasión. Yo me veo como artista, quería ser mi arte. Tuve la suerte que una persona me encontró por la calle y me pidió si quería modelar y nunca lo había pensado, nunca. Y un día cuando estaba haciendo mi tercer photoshoot, lo estaba haciendo con toda la gente que actúa en ‘Downton Abbey’. Estaba leyendo un libro de poesía y vino un actor y me dijo, ‘por favor me recites un poquito?’. Lo hice y bueno tomo mi numero y llamo su agente y empezó todo, y de repente salió "La Bruja" ("The Witch", 2015) que fue mi primer película y ahora no puedo creer que ya voy 6 películas. No lo puedo creer. Hablando de tu nuevo proyecto, “Split”, ¿qué te atrajo a esta historia? Número uno, pensé que era un guión único, nunca había leído algo así, me encanto la relación que tenia mi personaje con un hombre, pero con todos sus personalidades diferentes. La idea de actuar con un actor pero reaccionar diferentemente a cada personaje me pareció algo increíble y lo requería hacer y además trabajar con Night siempre fue un sueño, entonces me emocione bastante. ¿Cómo te preparaste meterte en los zapatos de la personaje de Casey Cooke, quien es descrita como una muchacha forastera?

Tengo una forma diferente con todas mis personajes. Toda la gente es única entonces las personajes son iguales. Con Casey, es como muy silenciosa y yo bueno, hablo bastante. (Tuve) mucho tiempo de silencio, mucho tiempo pensando como ella ve el mundo, como entra en un cuarto, que le atrae. Porque ella es una persona que entra en un cuarto y se de cuenta de todo pero no dice nada. Se queda calladita entonces pase mucho tiempo sentándome y pensando ‘bueno, ella cuando entra un cuarto que ve?, que piensa?, que nos está diciendo?' Y después de eso es como que yo escuche su voz en mi mente, y espero que lo hice bien. Has participado en los empiezas de tu carrera en películas thriller, horror, Sci -fi, y suspenso (“The Witch”, “Morgan'). ¿Personalmente prefieres, o te sientes más cómoda interpretando personajes en estos ambientes? Solo es casualidad que de repente me salieron todas las películas bastantemente oscuras, yo no busco la oscuridad, me encuentra. (Ella se ríe a esto) En la película pasas bastante tiempo en la pantalla junto con el actor James McAvoy. ¿Puedes describir lo que era trabajar con él, y su proceso? Es un genio. James no solo es una persona impresionante, muy gracioso, muy tierno y una buena persona, pero es que es un actor increíble, no sabes lo que era mirarlo todos los días porque obviamente muchas de nuestras escenas estamos las cabezas tan cercas que yo podía ver todo lo que él estaba haciendo. Si movía una ceja, lo podía ver. Podía ver cómo interpretaba a cada personaje y yo me daba cuenta con quien estaba hablando. Y no está diciendo nada. Es como ver la cara, aprendí tanto de verlo así y después de ver la película, y verlo en todo su 'glory', for lack of a better word. (Nota: Anya es buena al Spanglish también) I mean, miraría esta película solo por el, es un genio, el trabajo que hace en esta película es único y me parece que solo un actor como James, o alguien por allí, lo podía hacer. ¿Cómo fue trabajar en una producción de Shyamalan, y bajo su guía/liderazgo? Tuvimos la suerte de que Night trabaja siempre en Philadelphia, que me encanto, me enamore de la gente, del ambiente, pero más que eso trabaja con el mismo crew. Entonces, ves es que ya entramos a una familia y nos aceptaron en una manera lindísima yo todavía les hable bastantes. Y cuando está rodada de una película tan oscura es importante tener amigos, y es lo que éramos, éramos amigos haciendo una película que nos importaba mucho, y que si era bastante oscura pero nos reíamos mucho. Lo pasamos muy muy bien. Teníamos la suerte de que ninguno de nosotros somos ‘actores del método’, entonces nos estamos riendo justo antes de acción y junto después de cut. ¿Puedes dar un hecho o algo interesante sobre ti que la gente tal vez no sabe? No se si es tan divertido pero me encanta escribir poesía. Escribo mucho y escribo muchas canciones. Me esta yendo la vida tan rápido y de repente pegue la actuación, entonces no me gusta nada más que llegar a casa y escribir y hacer censo y pensamiento. Y la mayoría del tiempo son poemas o es una canción. Yo escribo canciones y poemas cuando me vienen,

“Split”? Por qué deberían ir a verlo? Me parece que es una experiencia tan única, que bueno, número uno, pienso que la gente tiene que ir sin saber nada. Me parece que también la actuación de James es tan increíble, y creo que para Night, este es una película que él le tiene mucho orgullo, es una historia tan interesante, y una historia tan única que se van a divertir. Además, es bastante graciosa, ya se que suena raro pero el humor oscuro está muy presente en nuestra película.

PRESIDENT BARACK OBAMA’S ENVIRONMENTAL LEGACY Now that his second term is winding down, what will his environmental actions say about his tenure as the 44th President of the United States? Roddy Scheer & Doug Moss EarthTalk The environment may not have been one of candidate Barack Obama’s signature issues in the run-up to the 2008 election; nonetheless, environmentalists were pleased that he won. The non-partisan League of Conservation Voters (LCV) gave Obama an 86 percent rating back then for his Congressional voting track record on bills related to the environment. (His Republican opponent, John

McCain, scored a paltry 24 percent according to LCV’s standards.) But even though Obama was talking the talk on emissions reductions, clean energy and other hot button green issues, environmentalists worried that other higher priority concerns could distract the well-meaning young president from focusing on saving the planet. But cut to the present eight years later, and a much grayer Obama has not only walked the green walk, but will go down in history as one

of the greatest environmental presidents of all time. Chief among his sustainability-oriented accomplishments is steering the nation toward a future with fewer greenhouse emissions. One major step was pushing through the Clean Power Plan, calling on electric utilities to reduce their carbon emissions by 32 percent of 2005 levels within 10 years. The plan, which will likely be decided by the U.S. Supreme Court in 2017, is a key part of Obama’s efforts to fight global warming. Obama worked hard to finalize the plan in plenty of time for other countries participating in international climate talks to make similarly strong commitments in time for the December 2015 Paris climate accord, when 194 countries signed on the dotted line volunteering significant cuts to greenhouse gas emissions. Another point of environmental pride for President Obama is his designation of 29 new national monuments protecting some 553 million acres of naturally and/or culturally significant land and waters. Key adds to the U.S. conservation docket under Obama include the 257 million offshore acres in the Pacific west of Hawaii, 1.8 million acres in the California desert, and most recently another 1.5 million acres across two desert tracts in Nevada and Utah.

Environmentalists were critical of Obama at the end of his first term for his lack of attention to conservation: The Obama White House at that point had protected far fewer acres than any of his four predecessors. George W. Bush set aside just under four million acres, Bill Clinton protected some 27 million, George H.W. Bush conserved almost 18 million, and Ronald Reagan protected 12.5 million. But Obama came on strong during his second term and now can boast protecting at least three times as much federal land and water from development as any previous president. The Obama administration also made great strides on greasing the wheels of the clean energy transition by re-upping renewable energy financial incentives, rejecting the Keystone XL and DAPL pipeline projects, and establishing offshore drilling bans in the Arctic and Atlantic. But the $64,000 question remains: which of the environmental accomplishments of the last eight years will Donald Trump overturn. After all, Trump has stated his intent to overturn the Clean Power Plan, pull out of or ignore the Paris climate accord, gut the EPA, and open up significant amounts of federal land to oil and gas drilling. Only time will tell if Trump can tarnish Obama’s otherwise shining environmental track record.

Law Professor to Jeff Sessions: Career Politician Shouldn't be Attorney General

Hundreds of legal scholars from almost every state are objecting to the presidentelect's choice of Sen. Jeff Sessions, R-Ala., for U.S. attorney general.

The Senate Judiciary Committee begins confirmation hearings next week.

More than 1,200 law professors, including Eric Berger at the University of Nebraska, have signed a letter urging Congress to reject the nomination and stating their belief that Sessions would not fairly enforce the law or promote justice and equality. Berger said he personally takes issue with the idea of a career politician leading the Department of Justice. "The Department of Justice runs better when it's run by a career lawyer rather than a career politician,” Berger said. "A career politician is more likely to politicize the department and make decisions based on political motivations rather than legal motivations." Sessions' ba ckg round includes more than 10 years as an attorney, two years as Alabama's attorney general, and four terms as a U.S. senator. A spokesperson said the senator has dedicated his career to upholding the rule of law, ensuring

In 1986, Sessions' nom inat ion for a federal judgeship was rejected by the Republican-controlled Senate Judiciary Committee due to racially insensitive comments Sessions had made. Sessions denies having made the comments. Professors from 176 law schools in 49 states signed the letter.

Suzanne Potter Public News Service CARSON CITY, Nev. – The country's first Latina U.S. Senator, Catherine Cortez Masto, was sworn into office on Tuesday representing the Silver State, a point of pride for Hispanic leaders in Nevada. The Democrat is the first female Hispanic senator ever, and one of only four Hispanics in the U.S. Senate, including Republicans Bob Menendez of New Jersey, Marco Rubio of Florida and Ted Cruz of Texas. Peter Guzman, president of the Latin Chamber of Commerce of Nevada, said although his group may not agree with Cortez Masto on every issue, her swearingin is an important "first." "It's a historical moment, because it most definitely gives young, female Hispanics a lot of hope, to be able to see somebody who looks like them, who speaks their language, see them achieve such a milestone," he explained. "That, to me, is the most powerful thing."

Hispanics make up 17 percent of the U.S. population but only four percent of the Senate. This week, seven Latinos were sworn into the U.S. House of Representatives, bringing the total there to 38 out of 435 House members. Fernando Romero, president of Hispanics in Politics, the oldest Hispanic political organization in the state, said he hopes Cortez Masto will fight for a path to citizenship for undocumented immigrants. "For Latinos, the push for comprehensive immigration reform will be a milestone," he said. "Everything else, as far as bringing money for roads and infrastructure within the state of Nevada, obviously is good for everybody, not only Latinos." Cortez Masto has been in public service in Nevada for more than 25 years, serving most recently two terms as state Attorney General. She is also the daughter of the first and only Hispanic county commissioner in Clark County, Manuel Cortez.

TRUMP Raoul Lowery Contreras Special to El Observador Mr. Trump, California’s Central Valley grapes, almonds and peaches are not being picked; in San Francisco, fast growing, booming new restaurants are being down-sized and fewer jobs being created; in Texas, the building boom has slowed and contractors are turning down contracts because they can’t handle the work for lack of workers. In Florida, oranges are falling to the ground because machines can’t tell the difference between a ripe orange and an unripe one. Mr. Trump, help wanted signs are everywhere, people are going back to work yet entire occupations are bereft of the workers the work needs. Grapes are going unpicked in California – Not enough Mexican grape pickers. Expansion of fast food taco shops in San Francisco is limited because the owner, a gavacho (non-Hispanic White) can’t find enough workers because of the cultural aspects of his popular food, Mexican workers are desired. They innately know how to prepare Mexican food. A roofing contractor in Dallas is turning down millions of dollars in work because he can’t find enough workers that want to work and know what they are doing. Wait, isn’t the border being flooded with illegal border crossers? Actually, it isn’t. There are a large number of women and children from Central America seeking asylum; the Border Patrol is having fits handling them. The poor Border Patrol has no clue as to what to do with them. They’ve tried treating them like criminals but the courts have stepped in and declared that illegal. Immigration judges (who aren’t real Article III judges appointed by the President and confirmed by the Senate) deport the children willy-nilly. What the border is not being inundated with are young Mexican men, those favored by American employers in agriculture, construction and the hospitality/restaurant businesses. This not a new problem. In 2004, President George W. Bush appeared on national television and outlined a comprehensive immigration program that was keyed to those industries. As he spoke there were 150,000 vacant restaurant jobs in California alone. Over the past 20 years, the National Farmworkers Survey done by the Bureau of Labor Statistics has shown year after year that 50 percent of all farmworkers in the country are here and working illegally. Studies by the University of Arizona have shown that at the peak of the Arizona residential construction boom, without illegally present construction workers, new housing would took 13 weeks longer to finish and the units cost $50,000 more. It found that 25 percent of construction workers were here and working illegally. In essence, Mr. Trump, there aren’t

enough Mexican workers here to fill our needs. Our needs, Mr. Trump. You know this because you import Romanian workers to work at your Florida property.

Pelosi Statement on Republicans Destroying Office of Congressional Ethics in Rules Package

Is the shortage because our 20,000 Border Patrol agents are crackerjack border enforcers? No, they are relatively useless. Last year agents apprehended only 400,000 people at the border it used to be millions. Why so few? The answer, Mr. Trump, is what the Mexican government did 30 years ago. Three decades ago, rural Mexican women gave birth to seven children; today it is slightly over two. Mexican leaders implemented a national birth control program that was promulgated throughout the country from the multi-million populated Valley of Mexico to mountain villages where people don’t even speak Spanish and the “selva,” the jungle villages along the crocodile-infested Guatemalan border. The successful program cut birth rates dramatically; it continues. The number of 16-25 year-old Mexican men is far less than in previous decades. Couple that with the growth of the Mexican auto industry and there simply aren’t enough Mexican men desiring to come here for work. In the meanwhile, sectors of the American economy are suffering, Mr. Trump. Here is a solution that Congress can put on your desk immediately: 1. Expand the H2B work visa program for agriculture, construction and hospitality industries. 2. To streamline the H2B process by making it employer-originated.

Washington, D.C. – Democratic Leader Nancy Pelosi released the following statement after the House Republican Conference voted to include the Goodlatte amendment in the House Republicans Rules package which effectively destroys the independent Office of Congressional Ethics, preventing it from reviewing anonymous complaints and moving it under the control of the Committee on Ethics: “Republicans claim they want to ‘drain the swamp,’ but the night before the new Congress gets sworn in, the House GOP has eliminated the only independent ethics oversight of their actions. Evidently,

ethics are the first casualty of the new Republican Congress. “The Office of Congressional Ethics is essential to an effective ethics process in the House, providing a vital element of transparency and accountability to the ethics process. The amendment Republicans approved tonight would functionally destroy this office. “Congress must hold itself to the highest standards of conduct. Instead, the House Republicans Conference has acted to weaken ethics and silence would-be whistleblowers.”

Implement a data bank of prospective employees at American Consulates in Mexico that will vet the applications; the employer can simply go to the data bank and hire people directly, have the visa issued at the consulate and greet the employee at the work place. 4. Charge the employer $1000 for a two-year visa and allow the employer to collect half the fee from the employee over time. No new law is necessary; just some tinkering of existing law. No new Border agents need be hired. Illegal border crosser numbers will drop and the Border Patrol will be able to cut its numbers and billions of dollars can be saved in the process. Given a choice, a willing young Mexican man will fill out a job application that costs him $25 a thousand times rather than pay a smuggler $3000-5000 to sneak into the U.S. illegally. Mexicans aren’t stupid and neither are the employers who can’t find enough people to fill their empty jobs, Mr. Trump.

Shelly Palmer The “willing suspension of disbelief ” is the idea that we (the audience, readers, viewers, content consumers) are willing to suspend judgment about the implausibility of the narrative for the quality of our own enjoyment. We do it all the time. Two-dimensional video on our screens is smaller than life and flat and not in real time, but we ignore those facts and immerse ourselves in the stories as if they were real. We have also learned the “conventions” of each medium. While we watch a movie or a video, we don’t yell to the characters on the screen “Duck!” or “Look out!” when something is about to happen to them. We just passively enjoy the show. The Willing Suspension of Our Privacy We apply similar concepts to our online lives. Most of us are willing to give up our data (location, viewing, purchasing or search history) for our online enjoyment. We can call this the “willing suspension of our privacy” because if you spent a moment to consider what your data was actually being used for, you would refuse to let it happen. The Willing Suspension of Our Agency Which brings us to the next level of insanity: the willing suspension of our agency for our own enjoyment. This is past the point of giving up a “reasonable amount” of data or privacy to optimize the capabilities of our digital assistants. Suspension of our agency exposes our normally unmonitored physical activity, innocent mumblings and sequestered conversations. Some people believe this is happening with Alexa, Google Home, Siri and other virtual assistant and IoT systems. It may well be. First, Let’s Give It a Name Since we are discussing a combination of automatic speech recognition (ASR) and natural language understanding (NLU) engines that enable a system to instantly recognize and respond to voice requests, for this article, let’s call the interface an intelligent voice control system (IVCS). How It Works You activate most commercial IVCSs with a “wake word.” For an Amazon Echo or Echo Dot, you can choose one of three possible wake words, “Alexa” (the default), “Amazon” or “Echo.” Unless you turn off the microphones (the Echo has seven) and use a mechanical button or remote control to activate its capabilities, Alexa Voice Service, the system

that powers the Echo and Alexa, and other IVCSs are always listening for their wake word. In Amazon’s case, it keeps approximately 60 seconds of audio in memory for pre-processing so the responses can be situationally aware and “instant.” Amazon says the listening is done locally, on the device, not in the cloud. So technically, the audio does not leave the premises. Always Listening Does Not Mean Always Transmitting! Yes, an IVCS is always listening AND recording. Which raises the question, “What does it do with the recordings it does not use?” In Amazon’s case, the official answer is that they are erased as they are replaced with the most current 60 seconds. So while the system locally stores approximately 60 seconds of audio preceding your wake word, it transmits only a “fraction of a second” of audio preceding your wake word, plus your actual query and the system’s response. For Alexa, you can find a record of your query on the Home screen of your Alexa app. More Questions What happens to the approximately 60 seconds of audio recording preceding a wake word? The one that has a recording of the TV soundtrack, footsteps, the loud argument in the next room, the gunshot, etc.? What happens with that audio? Again, Amazon says it is erased and replaced with the next 60 seconds of audio. Skeptics say if a wake word is detected, the previous 60-ish seconds of audio is put in a database for further IVCS training. If so, could that audio be subpoenaed? Yep! Just like your browser history or phone records. It’s just data. But does it actually exist? Amazon says no. As for other systems? We’ll have to ask. What About Hackers? Seven microphones! Could a hacker tap into one or all of them and eavesdrop on me? The official answer is no, and specific technical reasons are cited. However, at The Palmer Group we have several theses for 2017 including, “Anything that can be hacked will be hacked.” Anyone who believes otherwise is simply naïve. “It’s the Profile, Stupid!” Data is more powerful in the presence of other data. It is an immutable law of 21st-century living, which in this case means that the most serious threat to each of us is the profile that can be created with the willing suspension of our agency. Most people have no idea how much information about them

is available for sale. The willing suspension of agency has the potential to take us right up to the line that separates where we are now from an Orwellian future. (Many people believe we already live in a surveillance state. We’ll explore this in another article.) We Must Deal with This Sooner or Later Alexa is NOT dangerous. The data it collects is NOT dangerous. Nothing about an Amazon Echo is dangerous. It’s awesome. I have one in the kitchen, in the living room, in my home office, and on my night table. It’s an amazing controller, great alarm clock, spectacular Spotify and Amazon Prime interface, an exceptional news and weather reporter, and it does lots of other stuff you can look up online. I love it. I also love my Google Home. Its ASR/NLU system is second to none! Let’s face it: Google is “the” repository of publicly available knowledge. When I’m on my handheld, I rely on “OK Google,” and while I think Siri is audio impaired and database challenged, sometimes I use it too. But … The world will be a very different place when Google, Amazon, Microsoft, Apple and other AI-empowered players have assembled 1st-party profile data that includes our agency. It will make what they do with our current behavioral profiles look like primitive data processing. We are predisposed to pay for convenience. We happily do it with cash and with data every day. However, we should not suspend our judgment about the implausibility of this narrative for convenience or for the quality of our enjoyment. Though this is a story we have been told before, there are no conventions of this medium. NOMINEE FOR COACH OF THE YEAR SELECTED BY RAIDERS ORGANIZATION Warren Keller of the California School for the Deaf is Oakland Raiders' nominee for Don Shula NFL High School Coach of the Year Award

raiders.com Warren Keller was selected as the Oakland Raiders’ nominee for the Don Shula NFL High School Coach of the Year Award, it was announced this week. Representing the best at the high school level, Keller was nominated for the national award, named for the winningest coach in NFL history, for his character and integrity, leadership and dedication to the community, commitment to player health and safety, and on-field success.

Keller, from the California School for the Deaf in Fremont, was selected after his Eagles finished the year with a record of 11-2 and continued to impress the Bay Area high school football world. Coaching at the California School for the Deaf since 2012 while also being a member of the deaf community, Keller has created a bond with his players that extends beyond the football field. The Eagles’ improved their 2015 record of 5-5 to 11-2 in 2016 and defeated Clear Lake High School in the first round of the playoffs.

Keller will be invited and recognized in special ways during the NFL’s week-long celebration of football at the 2017 Pro Bowl in Orlando. Keller will visit Pro Bowl practices, participate in the USA Football National Conference and attend the Pro Bowl at Camping World Stadium. Two finalists will each receive $15,000 from the NFL Foundation, $10,000 of which will go to his high school’s football program. The Shula Award winner will be announced during the third quarter of the 2017 Pro Bowl, airing Sunday, Jan. 29 at 8 PM ET on ESPN, and will receive an additional $10,000 from the NFL Foundation, $5,000 of which will go to his high school’s football program. The winner will be recognized at a press conference on Friday, Feb. 3 during Super Bowl week in Houston and walk the red carpet at NFL Honors, a two-hour primetime awards special airing nationally on FOX on Feb. 4, the night before Super Bowl LI. The winner is selected by a panel of distinguished individuals. New to the Don Shula NFL High School Coach of the Year Award selection panel this year are two-time Super Bowl champion (XLI, 50) and fivetime NFL MVP PEYTON MANNING, Super Bowl XLII champion and Good Morning America contributor MICHAEL STRAHAN and Pro Football Hall of Fame President DAVID BAKER.
