BECOME INFORMED ABOUT ELECTIONS OR BECOMING A CANDIDATE

Hilbert Morales EL OBSERVADOR Democracy involves governance by 'We, The People' who believe in and practice the ideal of 'one person: one vote. What is required is the engagement, involvement and participation of citizens of the jurisdiction in which you reside. TO VOTE IN THE COMING ELECTIONS, YOU MUIST BE REGISTERED TO VOTE (just phone 408-299-8683, Registrar of Voters, County of Santa Clara.

In California, precincts are defined by a Citizen’s 'We Draw the Lines' districting commission whose members may not be involved in politics to prevent any 'conflict of interests'. The 2010 Census data is used to define precincts having fairly equivalent number of residents. For example, each 'San Jose City Council District' contains about 100,000 residents (total population is one million).

This 2018 year is a 'midterm election year' so called because about one-third of the U.S. Senate and all 435 members of the House of

Representatives are 'up for re-election' and each may be facing a competing candidate who, if elected, becomes the elected official representing that district.

Since many voters are not content with the current President's agenda nor with the present legislative gridlocked U.S. Congress controlled by a Republican Party majority with Paul Ryan as Speaker of the House.

The Democratic Party, led

by Senator Nancy Pelosi (DCA) has plans to 'flip party control' back to a Democratic majority in both the Senate and the House of Representatives. The election of just two Democratic Senators must happen to give Democrats a 'Senate Majority' status. The election of 8 additional House members plus the retention of all 24 Democratic 'House Representatives' who are up for 're-election' will be sufficient to have a Democratic majority in the House of Representatives.

That election process occurs Tuesday, June 5, 2018 Gubernatorial Primary Election Day and then 'run-offs' are scheduled for Tuesday, November 6, 2018 Election Day. It is the Office of the Registrar of Voters, County of Santa Clara (Shannon Bushey, ROV) which is

responsible for all preparations and ballots required to conduct all elections within the County of Santa Clara.

Go to <www.sccgov.org/ sites/ROV> to see all the information categories which are administered by ROV's staff. New election results will be available online.

Categories of information available online include: a) Election Results; b) Find your Polling Place; c) Vote

by Mail Ballots; d) Voter Registration Look Up; e) Look up Your District; f) Recall Petitions; g) SCC Vote Mobile Application; h) GO GREEN (opt to receive all information online); I) Volunteer at Polls and j) Events scheduled. Candidates may submit 'citizen signatures' in lieu of paying the required 'candidates filing fee'.

One may learn who is an elected official for any and all school boards, City Councils, Board of Supervisors, and boards of special districts, e.g. Santa Clara Valley Water District.

A major ROV responsibility is the security practices required to ensure that the 'election vote count' is not vulnerable at all to hacking nor to any form of alterations which are not supported by

votes counted. The public needs to know that no electronic voting device is actually 'connected to any internet system; the central electronic tabulation equipment is kept under surveillance 24/7.

Every security measure is employed to ensure that the vote count reflects the aggregated votes collected, verified, and counted. Despite allegations of 'fraudulent votes' by then Presidential Candidate Donald J. Trump, as a member, Voting Rights Advisory Commission, I personally have been informed in the past that less than 4 individuals (out of a total of about 875,000 registered voters) attempted to vote more than once; all were reported to the Department of Justice for legal action under existing laws.

The Kiwanis Club, Pueblo de San Jose (Tino DeLeon, President) has members become poll workers who contribute their 'earnings' to their club's treasury as a way to 'raise money' and have participated in 'citizen's monitoring' of vote counts.

The Santa Clara County Registrar of Voters administration has always taken all necessary actions to sustain the principle that 'each and every lawful vote is counted;

the principle and ideal of 'one person: one vote' is definitely sustained and conscientiously monitored during each election.

During the tenure of ROV Jesse Durazo, the Vote by Mail option was introduced. VBM will probably become the universal way to economize elections by not requiring the hiring and training of up to 5,500 temporary poll workers per national or gubernatorial elections.

These days it may be reasonable for the Board of Supervisors to assemble an ad hoc committee whose purpose is to review all security practices presently utilized by the ROV. Current practices may need some monitoring to undercut the future challenges by those who base their actions on 'fake facts'. The accuracy and integrity of this county's election processes must not be vulnerable to being undermined by anyone.

POLÍTICA DISFUNCIONAL José López Zamorano La Red Hispana Por quinta ocasión consecutiva en el actual año fiscal, el Congreso de Estados Unidos deberá aprobar una resolución temporal del presupuesto para evitar el riesgo de una parálisis del gobierno federal, dejando pendiente la solución a la situación de 690,000 Dreamers, las discrepancias en el gasto de las fuerzas armadas y la ayuda por desastres naturales, entre otros importantes asuntos.

Es una grave muestra de impericia o incompetencia cuando ni el poder ejecutivo y ni el legislativo logran forjar acuerdos políticos fundamentales para una de sus grandes responsabilidades: aprobar un presupuesto que corresponda a la importancia de temas

tan vitales como la seguridad nacional.

Aparte de las diferencias legítimas entre Republicanos y Demócratas sobre el nivel de gasto en defensa, es indudable que la Casa Blanca ha enturbiado las posibilidades de un acuerdo por su decisión de condicionar un arreglo sobre DACA al dinero para el muro, la imposición de limitaciones a la migración legal y el fin de la lotería de visas.

Dos propuestas de ley, impulsadas en la Cámara de Representantes y en el Senado por republicanos moderados y demócratas buscan un punto intermedio: alivio para DACA a cambio de recursos para seguridad en la frontera y un análisis que determine si el muro es necesario para lograr el control

operativo de la frontera para 2020.

Ni la migración legal ni la lotería de visas son parte del plan.

Pero la respuesta del presidente fue contundente: sin dinero para el muro cualquier propuesta es un “desperdicio de tiempo”. Bajo estas circunstancias, un arreglo sobre DACA es prácticamente imposible esta semana.

Las crisis políticas crónicas en Washington y el afán por usar a los latinos como fichas de sus jaloneos políticos tienen sin embargo un antídoto potencial: la participación política y electoral de la comunidad hispana en proporciones que correspondan a su peso demográfico.

Actualmente solo poco más de una

treintena de hispanos ocupan asientos en la Cámara de Representantes y sólo tres en el Senado. Para tener paridad política y demográfica debería haber al menos 70 Representantes y 17 senadores latinos en el Congreso federal.

Las elecciones de noviembre están a la vuelta de la esquina. El estancamiento político de Washington es un inmejorable recordatorio de la urgencia de hacerse ciudadanos, registrarse a votar y acudir a las urnas. Sólo con más políticos que defiendan nuestros intereses, podemos esperar que los asuntos de nuestra mayor importancia reciban la alta prioridad que se merecen.

Ivanhoe Newswire/Child Trends PHILADELPHIA, Pa.— There’s been plenty of evidence suggesting that parents should limit their child’s cellphone use.

But now, researchers say there are times when mom and dad need to shut off their own phones, too! A new study by child psychologists at Temple University suggests that sudden cellphone interruptions could impact a toddler’s language skills.

Jennifer Bell is a Philadelphia area mom using her cellphone in the pursuit of science. Child psychologists asked Bell to teach a new word to her two-year old, but also answer a strategically timed cellphone call. Researchers at Temple University’s Language Learning Lab wanted to know whether or not the interruption by the call caused the language learning process to halt. Turns out it does.

“The child doesn’t learn the word when they’re interrupted and does learn the word when you have a conversation,” explained Kathy Hirsh-Pasek, PhD, a child psychologist at Temple University.

Scientists hypothesized that young kids would learn better in a live back-andforth conversation. They say that without human social connection, very little learning is accomplished. They call this the “socially gated brain.”

Hirsh-Pasek continued, “It’s not just about the quantity, but this kind of research shows us it’s about the quality as well. Preserving that conversation is

what matters. As researchers, we want to understand that a little bit better. What works, what doesn’t work, and why.”

“It was kind of a moment,” Bell told Ivanhoe. “There are times that my kids are on devices or I’m on the phone and I am feeling like, hmm, should I be teaching them something and are we passing up learning moments?”

So, what can parents do to build children’s language skills? Turn off your cellphone when you are with your child. Start with a few minutes of uninterrupted conversation and work your way up. Draw your child in by noticing and commenting on what he’s doing. Also understand that language skills you foster now may help your child later in reading and in math.

There are critical moments now that could build a solid foundation for learning later.

As if that information wasn’t enough to make you rethink your cellphone habits, researchers at the University of Texas found merely having a smartphone nearby reduces brain power. In a study of 800 cellphone users, researchers found those with their phones in another room did better on tests than those with their phones on their desks.

Separate your jewelry by karat value before selling and be wary of dealers who weigh all jewelry together and pay you the lowest karat value. Ask the buyer what the melt value of your items is so you can make an informed decision.

The recent run-up in price for Bitcoin and other virtual currencies has piqued investors’ interest. However, the U.S. Commodity Futures Trading Commission (CFTC) advises investors to understand the risks that go with virtual currencies before adding them to their portfolios.

What is Bitcoin?

Yes, Bitcoin and other virtual currencies have been determined to be commodities under the Commodity Exchange Act (CEA).

Ingredients: • 1 box Simple Mills Chocolate Muffin & Cake Mix • 1/4 cup (4 Tbsp) butter or coconut oil, melted and slightly cooled • 1 large egg white • Special tools: parchment paper and pie weights or 2 bags dry beans (cheaper than pie weights!)

• 2 large avocados (about 1/2 lb each) • 1x 13.5 ounce can of coconut cream (not coconut milk)

Allow the crust to cool while you make the filling: in the bowl of a food processor fitted with the “s” blade, puree the avocados and coconut milk until smooth. Add the stevia, matcha, peppermint extract and salt and process for a few minutes to combine.

9. Add the gelatin and puree until smooth.

10. Pour the filling into the baked and cooled pie crust and smooth into an even layer.

LOS ANGELES - The deadline for filing income-tax returns is only 10 weeks away, and the AARP Foundation's free taxpreparation service is now in full swing.

Tax-Aide turns 50 this year, with an army of nearly 34,000 IRS-trained volunteers to help people with their state and federal tax returns. Tax-Aide sets up shop at libraries, senior centers, banks and malls across the nation. More than 2,800 volunteers will be helping in the Golden State alone.

Since its inception in 1968, McPherson said, Tax-Aide volunteers have served more than 50 million people. And they're also up on the latest changes to the Tax Code.

"And they go through IRS training each year in order to qualify to participate," she said. "And many of these folks are retired accountants, tax lawyers, tax preparers, other people who like working with numbers."

McPherson said In California last year, TaxAide volunteers assisted close to 185,000 people file their returns, helping them secure almost $96 million in refunds.

La fecha limite para presentar la declaracion de impuestos esta a solo 10 semanas de distancia, asi que el servicio de preparacion de la Fundacion AARP ya esta a toda marcha.

celebra su 50 aniversario, con un ejercito de casi 35 mil voluntarios entrenados del IRS para ayudar a la gente con sus declaraciones estatal y federal.

Los juegos de papeleria pueden adquirirse en bibliotecas, centros para adultos mayores, bancos y centros comerciales de todo el pais. Mas de 2 mil 800 voluntarios estaran ayudando tan solo en el Estado de California, el Golden State.

BOARD OF SUPERVISORS APPOINTS PERFORMANCE POET AND COMEDIAN MIKE MCGEE AS 2018-19 SANTA CLARA COUNTY POET LAUREATE New poet laureate to create writing and performance poetry initiative at middle schools and high schools

Through McGee’s travels in North America and Europe, he has seen the lasting impact that performance poetry can have on youth development and creativity. He is an advocate of expanding opportunities for youth to discover the poetic arts, and instilling an early interest, love and appreciation for poetry.

SANTA CLARA COUNTY, CALIF. —The County of Santa Clara Board of Supervisors has appointed Mike McGee to the honorary post of Santa Clara County Poet Laureate for a two-year term ending Dec. 31, 2019. McGee, a long-time resident of the San José area and a local fixture in the poetry community, is a performance poet, storyteller, writer, comedian, creator of open mic events, and facilitator of San José Poetry Slam since its inception.

“The Poet Laureate is our County’s honorary ambassador for the literary arts,” said Supervisor Joe Simitian, President of the Santa Clara County Board of Supervisors. “We appreciate his creativity and ability to engage through storytelling and performance poetry.”

The Poet Laureate's role is to elevate Santa Clara County residents’ awareness of poetry, and to help celebrate the literary arts. McGee was recommended to the Board following the call for applications, and a two-step review process organized by the County of Santa Clara, Silicon Valley Creates (SVCreates), and the Santa Clara County Library District.

“SVCreates is a proud partner in Santa Clara County's Poet Laureate program and has been since its inception. This is one of several SVCreates programs that accelerate and elevate the arts within our county,” said Connie Martinez, Chief Executive Officer of Silicon Valley Creates.

“We are thrilled that Mighty Mike McGee has been selected this year to demonstrate the power of poetry and its relevance to contemporary lives.”

McGee started his career in spoken word, poetry slam and performance poetry in 1998. He is the creator and host of Live Lit Writers Open Mic events, and an organizer

“Mike stands out among poets, bringing a blend of spoken word, humor and performance poetry that is fresh and appealing to youth and adults alike,” said Nancy Howe, Santa Clara County Library District Librarian.

Mike McGee holds several poetry slam championship titles, and is the first slam poet to win both the American National Poetry Slam Individual Grand Championship (2003) and the Individual World Poetry Slam Championship (2006).

McGee’s poetry publications include “The Graveyard Shift,” From Page to the Stage; “Open Letter to Neil Armstrong,” Spoken Revolution Redux; and In Search of Midnight: A Collection of Poems by Mike McGee. As a poet, he has toured throughout the U.S., Canada and Europe.

He has performed at the University of Paris, on HBO's Def Poetry Jam, on CBC Radio & Television, and is a regular on NPR's Snap Judgment.

McGee is the fifth poet laureate to be appointed by the County of Santa Clara Board of Supervisors. Nils Peterson was the County’s first Poet Laureate (20092011), followed by Sally Ashton (201213), David Perez (2014-2015), and Arlene Biala (2016-17).

Chemical drain clog removers do contain some pretty harmful stuff. The three main types available to consumers—caustic, oxidizing and acid—work by using harsh chemicals that heat up clogs to melt the congealed grease impeding the outflow. All three are acutely toxic to humans and

animals if swallowed, and coming into contact with them can burn your eyes, skin and mucous membranes. Even the fumes can cause respiratory distress. These chemicals can also explode inside your home’s pipes—especially if inadvertently mixed with other chemicals or cleaners.

“Amo a los hispanos”, mintió un mal día Donald Trump como celebración del Cinco de Mayo. Hay amores que matan, porque la comunidad hispana ha sufrido lo indecible durante este primer año de Trump en el poder.

El caos de la presidencia de Trump se puede resumir en la frase más famosa que ha usado en estos 12 meses, “shithole countries”, o “países de mierda”, en referencia a El Salvador, Haití y todo el continente africano durante una reunión bipartidista sobre la política migratoria. El embajador salvadoreño, Hugo Martínez, lamentó que Trump ofendiera “la dignidad de El Salvador y de otros países”, rechazando “enérgicamente”, al igual que el resto del mundo civilizado, este tipo de expresiones.

Irónico que Trump sea tan meticuloso al elegir los países de los que deben provenir los inmigrantes. Su propia madre emigró a Estados Unidos escapando de la extrema pobreza de un miserable rincón de Escocia.

La intransigencia de Trump causó el cierre del gobierno federal. Y hasta la fecha, sigue condicionando la renovación del DREAM Act y el futuro de 800.000 jóvenes inmigrantes (los “soñadores”) a que el Congreso acceda a entregar $25.000 millones para construir su muro fronterizo, un monumento a la xenofobia y el racismo que causaría daños irreparables a las comunidades y la vida silvestre fronterizas. ¿Recuerdan cuando Trump prometió repetidamente que México iba a pagar el muro?

Irreparable también sería el daño humano y económico si Trump cumple su amenaza de deportar a 200.000 salvadoreños acogidos al Estatus de Protección Temporal que les ha permitido vivir en Estados Unidos desde 2001 después que terremotos devastaran su país y su economía.

Y hablando de catástrofes, Trump dijo en su discurso del Estado de la Unión que su gobierno seguiría asistiendo a las comunidades asoladas por los desastres naturales ocurridos en 2017.

Increíblemente, horas antes, su Agencia Federal

de Gestión de Emergencias anunció que dejará de proveer ayuda a Puerto Rico, pese a que el 35% de los residentes sigue sin fluido eléctrico y decenas de miles carecen de acceso a agua potable, más de cuatro meses tras la devastación sembrada por los huracanes María e Irma. Por fortuna, un día más tarde FEMA se arrepintió de su decisión.

En esta atmósfera xenófoba y racista que respira la comunidad hispana, no es de extrañar que tema por su seguridad física. Una reciente encuesta nacional de Latino Decisions reveló que el 64% de los hispanos se ha sentido maltratado o abusado por las autoridades. El 57% se siente menos seguro tras el triunfo de Trump y un 72% cree que tras la elección los blancos se comportan de manera más discriminatoria y furiosa contra ellos.

Los hispanos, y el resto del país, también tienen que sentir su salud amenazada tras el peor asalto contra las salvaguardas ambientales en la historia del país. La Agencia de Protección Ambiental y Departamento del Interior de Trump son los autores, entre otros, de los siguientes desmanes: —El debilitamiento de los estándares de limpieza del aire y el agua.

—La apertura de prácticamente la totalidad de las costas del país a las explotaciones petroleras.

—Permitir la construcción del Oleoducto Keystone XL.

I married Respondent (Carlos) on June 23, 1986. We separated on or about mid-June 2007. There were no children of the marriage.

request for order to ask the court to exercise its jurisdiction over the single family dwelling known as 536 North Santa Ana Street, Los Banos, 95365. (Los Banos) and adjudicate the parties respective interest in Los Banos as a missed asset under Family Code § 2556.

Both Carlos and I were born in Mexico.

To make ends meet we both worked and tried to be careful with money. But despite our efforts at the time of separation we were in debt to the IRS for about $4,000 in addition to about $3,000 in consumer debt. Other than odd pieces of furniture and an old car there were NO community assets.

Carlos was convicted of child molestation in 2006 and spent about six months at the Elmwood Correctional Facility in Milpitas. Upon his release, Carlos deported back to Mexico. In our

culture child molestation is the most detested of behaviors, so it is no surprise that I have had NO contact from Carlos since he was deported 10 years ago. I would not be surprised if he left Mexico and/or changed his name, as his association with child molestation puts not only himself but his family members at some risk.

In 2011, I purchased Los Banos. As I was still legally married my status was noted on the title. To purchase No. Santa Ana I needed a $10,000 down payment. I had accumulated $3,000 in savings over the prior 5 years and a cousin lent/gave me the $7,000 balance.

I initially filed for dissolution on March 3, 2011. I was then unaware of service by publication and attempted to locate Carlos in order to serve him.

I contacted the Mexican immigration authorities to see if they could provide some assis-

When I tried to restart the matter in 2012. I was informed I had waited too long and would have to refile. I did so March 23, 2012.

I then employed a paralegal service to help me.

I informed the service I owned Los Banos, but was told since Carlos and I were separated when I purchased it, I didn’t have to and didn’t reference the property on any of the documents.

The Judgment of Dissolution was entered on June 7, 2013. It stated there were no assets.

I am now interested in selling Los Banos, but I am informed the buyer will not be able to obtain title insurance so the property is essentially unsaleable until title issues are addressed. I respectfully request the court exercise its jurisdiction over 536 North Santa Ana Street, Los Banos as a missed

asset pursuant to Family Code §2556 and adjudicate the nature and extent of our respective interests in said property.

NATIVE AMERICAN HEALTH INEQUITIES OFTEN FLY UNDER THE RADAR "I know a lot of people who sometimes wait for years for surger y that's needed or different types of needed inter ventions, and are told that they're going to have to wait, or they don't have the funding to do it, or they don't have the resources at the hospital to provide the needed medical care," she states.

Eric Tege thoff Public News Ser vice MISSOULA , Mont. – It was when Annie Belcour t was having her own children that she realized some of the insidious ways health disparities for Native Americans reveal themselves.

Belcour t, a psychologist and University of Montana professor who grew up on a Blackfee t Reser vation, now studies the care inequities in Native American communities.

Statistics show these communities face greater risks than the general population in just about ever y health-related categor y, including cancer, diabe tes and suicide.

Belcour t recalls during her own pregnanc y, she had to drive fourand-half-hours for prenatal care – a situation not uncommon.

"For people who need dialysis or different types of care, having to travel two to three hours one way to access ser vices is a real barrier, and leads to a lot of people making ver y diffic ult decisions, some times not being able to afford transpor tation

“And that has an impac t on the whole family and the community."

Belcourt adds that Native American communities also rely on other federal programs and agencies threatened by funding c uts, such as the Children's Health Insurance Program (CHIP), Medicare and Medicaid and Veterans Affairs.

To fill the gap, some are turning to traditional healing methods, and using traditional c ulture to heal as well.

"There's a lot of hope with regard to thinking about the future and tribal colleges, and bringing back languages and prac tices, and thinking about how that can improve some of the health inequalities that we see," Belcourt says.

At the beg inning of this year, janitor ial contrac tors star ted joining a reg istr y that ensures they're in compliance w ith workplace hara ssment laws.

State R ep. A ndrea Sa lina s says sex ual hara ssment and even a ssault are per va sive in the janitor ial industr y and women in this industr y of ten aren't able to spea k up because of non-disclosure ag reement s f rom set tlement s or threat s f rom their managers.

Even so, Salina s says the testimonies women gave in suppor t of this leg islation la st year were mov ing.

" This just shows you that an industr y where the workers tr uly do work in the shadows – they work at night , they work a lone, sometimes their families don't k now the locations of where they're work ing, their job site – for a few of them to come for ward wa s really power f ul," she states.

Sa lina s says there are some technical issues the L eg islature w ill clear up this session. She says the law ended up captur ing more contrac tors than law ma kers intended.

Many people who work in the janitor ial industr y are undocumented, ma k ing it harder for them to come for ward and repor t hara ssment or a ssault , Salina s ex plains.

Some receive threat s of depor tation if they spea k up.

Sa lina s says a big component of this law is ma k ing sure undocumented workers k now their r ight s and that they can go to law enforcement in these situations.

Still, Salina s says some contrac tors have complained that the law is too onerous on their businesses. " We have got ten some pushback, but I think it's really hard to arg ue against put ting in place a system that w ill help to prevent women and workers f rom being raped at their work sites," Salina s stresses.

Felisa Hag ins, political direc tor of Ser v ice Employees Inter national Union (SEIU) L oca l 49, says it's impor tant for women to k now where to go and what to do when inappropr iate behav ior star t s, and that this law prov ides a process where you can repor t that behav ior early and be heard.

SEIU L ocal 49 helped pa ss the law.

"My biggest hope is that when we get to the end of this, if one single sex ual a ssault or hara ssment is prevented, then this bill ha s really done it s work," Hag ins states.

UNDERSTANDING AND AVOIDING TAX IDENTITY THEFT

Have you started filing your taxes? Although taxes aren’t due until April 17, the sooner you file, the better. One of the biggest benefits is that filing early can help prevent tax-related identity theft. According to the Internal Revenue Service (IRS), “tax-related identity theft occurs when someone uses your stolen Social Security number to file a tax return claiming a fraudulent refund.”

Scammers’ aim is often to steal personal information, which can lead to identity theft, and they love tax season! Tax scams were BBB’s #1 scam for both 2015 and 2016.

BBB saw around a 60% decrease in tax scam reports from 2016 to 2017, but consumers nationwide still reported more than 3,100 of them to BBB Scam Tracker (bbb.org/ scamtracker).

The following tips from your BBB will teach you the signs of tax identity theft and help you learn how to avoid and deal with it: • Know the signs. You could find out when trying to file a tax return – the IRS notifies you that another return using your Social Security Number (SSN) has already been filed. You may also receive an IRS notice stating that you’ve received wages from somewhere you never worked, or receive other notices that don’t actually apply to you.

Another big red flag is if you receive a notice that “you owe additional tax, refund offset or have had collection actions taken against you for a year you did not file a tax return” (IRS).

• Watch out for tax scams. Watch out for any phone calls, emails or other contact from the “IRS”. These scams are designed to convince consumers of their legitimacy and trick you out of your money or personal information, but don’t be fooled. The IRS will never initiate contact with you over phone, social media or email. If you do receive unsolicited contact from the IRS, hang up and contact them directly at 1-800-829-1040 to verify legitimacy. For more information, visit bbb. org/taxscams.

• Employers should also exercise caution.

Tax ID theft often occurs when a workplace’s payroll or Human Resources department falls victim to a W-2 phishing scam. In this scheme, a fraudster pretends to be the “CEO” of a company and requests a list of employees and personal information (like SSNs, W-2s, etc.). The IRS “urges company payroll officials to double check any executive-level or unusual requests” for this type of personal information.

• How to reduce your risk. Everyone can reduce their individual risk of tax identity theft by protecting their personal information. Learn to recognize and avoid all scams, not just tax scams – check out bbb.org/avoidscams. Always run updated anti-virus software on your devices, and use strong passwords (bbb.org/passwords). Don’t click on links or download attachments from unsolicited or suspicious emails. Finally, make sure to always protect your personal data. This includes shredding sensitive documents, guarding your SSN, and securing your tax records.

• What if you’re already at risk? If you have been a prior victim of identity theft, had your SSN exposed in a data breach, or work at a company that was affected by a W-2 scam, you may be at greater risk. It’s important to file your taxes promptly, before a scammer can file them in your name. You may also want to consider getting an IP PIN from the IRS, a “number assigned to eligible taxpayers that helps prevent the misuse of their Social Security number on fraudulent federal income tax returns”.

• What to do if you’re affected. If you receive any of the above “red flag” notices from the IRS, immediately respond by calling the number provided. If your return is rejected due to a duplicate filing, you’ll want to complete IRS Form 14039, Identity Theft Affidavit. Make sure to file a complaint with the Federal Trade Commission (FTC) at identitytheft.gov to learn next steps.

Peer-to-Peer (Mesh) Networks Lastly, distributed ledgers derive their power from being distributed and decentralized. To accomplish this, a distributed ledger needs a method of accepting new nodes and a way to implement a consensus algorithm to resolve conflicts and to ensure the veracity of the blockchain.

WHAT IS BLOCKCHAIN? Blockchain, the underlying technology that powers bitcoin, is one of the buzzwords of the past year. Practically everyone is talking about blockchain, and for good reason.

Distributed ledgers, the term of art for blockchain’s underlying technology, offer an exciting new way to transact business without a central authority. Here’s a nontechnical, simplified description of the component parts.

Once a blockchain is instantiated, a Proof of Work algorithm (PoW) is used to create or “mine” new blocks.

Blocks As described above, a blockchain is an immutable, sequential chain of records known as blocks. A block may contain any type of data, such as unique digital identifiers of physical products. Blocks are “chained” together using hashes. A hash is a function that takes an input value and from that input creates an output value deterministic of the input value.

In addition to user data, each block will contain an index, a timestamp, a list of transactions, a proof, and the hash of the previous block.

The Hash The hash plays a critical role. Because each new block will contain a hash of the previous block, blockchains are immutable.

If a hacker were to corrupt an earlier block in the blockchain, all subsequent blocks would contain incorrect hashes.

For example, a landlord might put an IoT door lock on your rental apartment. The door lock might check the blockchain to see if your rent is paid. If it isn’t, the door lock (that is, the smart contract) would not let you into the apartment. In a more complex case, a corporation could issue its own bonds and buyers could monitor payments via a distributed ledger. An even more complex use case would be the creation of self-enforcing trade agreements. The list of uses for blockchain is practically endless.

The next step in the development of a distributed ledger is to set up an API (application programming interface) so that organizations that wish to transact may do so by using the internet. Transaction endpoints allow permission-based access to the data on the blockchain.
