EDUCATION: CAN IT EVER BE FREE?

Hilbert Morales EL OBSERVADOR The Trump Administration nominated Betsy DeVos, who was confirmed by the U.S. Senate as Secretary of Education.

She will advocate privatization of a public education system which has trained many generations of American citizens.

More charter schools will be proposed to permit 'cherry picking' of students in addition to diversion of funding.

Listen to what is proposed. Do track where the school funds are expended. This is best done by ensuring parents are involved and engaged in the local PTA's and monitor local school board meetings.

market forces which determine value and worth. From birth to age 18, parents are responsible guardians and instructors of their kids. None of this is free. A complex of property taxes, grants, tuition and fees is the monetary exchange. Invariably, private education services cost more because of profit margins.

Parents must counsel their kids to not go to a college or university without first preparing a personal college attendance business plan. Too many recent graduates end up with a diploma, no job income, and a debt exceeding $35,000 to be paid off (Google “College Student Loan debt 2017”).

Our local high school districts are known to encourage all students to prepare to attend a college or university to obtain a technical or professional degree. These days industrial leaders keep insisting that local high schools do not prepare enough students to succeed when attending a local college or university.

Democracy requires informed citizens, who elect those officials who make public policy for the creation of the ‘greater good’ benefiting all. Much of this depends upon individuals who learn a trade or profession resulting in being gainfully employed. Having a job that pays more than a minimum wage enables the individual to enjoy living a middle class life style. These essential consumers sustain the American consumer economic engine which attracts creative and ambitious individuals from throughout the world.

$35,000. It is already a fact that now many students are responsible for an aggregate student loan amount ($1.3 trillion) which exceeds the current credit card debt.

This is incredible because the individual student has no assurance of being employed at a level that permits payback during a reasonable time period. This is happening at a time when the economy does not provide many employment opportunities. Is it possible that educators have not considered, at all, who gets to pay for having everyone prepare to go to college? The entire education system is financially strapped these days. Students attend high schools which do not prepare them for success when attending a university.

Too many times the parents are not included in supportive preparation for a vocation or a professional career.

Somehow, it must all begin with the parents who want opportunities for their kids that they could not have’ because of their circumstances.

It is time to become more realistic about the ability of any community to train its children to attend college. Reality dictates that some simply do not have the ‘smarts’ to benefit from current educational programs. Beginning with middle school, each student must be assessed, evaluated,

and guided towards a vocation in which some measure of success is possible. Put another way, parents and educators need to realistically select those students who would most benefit from the science, technology, engineering and math (STEM) which needs to be learned and understood by the student. Selection of those having potential to be trained in STEM needs to happen so available resources end up being effectively and efficiently used. Those industries which require individuals well versed in STEM need to support local high school programs which select and prepare those individuals having the capability and potential to benefit. After all, if one is to be a scientist, a technologist, an engineer, or a math professional, then there must be ways of determining the individual’s facility with the essential subject matter required.

There are too many advocates for charter schools, private, and parochial schools. Their pitch is to the students who are too uninformed to be realistic about their future.

And quite often, while training a student to conform, the dreams, the innate creativity and imagination already in that young mind are neglected and lost. It is the responsibility of the parents to constantly be engaged in monitoring the training being provided

Por José López Zamorano Para La Red Hispana Una de las más difíciles tareas de la paternidad es encausar a los hijos a encontrar esa pasión en sus vidas que los impulse a conseguir sus metas y a identificar esas fuentes de inspiración que sirvan como modelo para una vida productiva y enriquecedora, no solo como personas, sino como miembros de su comunidad y de su país.

Para muchos, la búsqueda vocacional fue un laberinto de confusión, un proceso agravado por la falta de una guía para orientarnos en uno de los momentos más difíciles de la definición de nuestro futuro personal, familiar y profesional. Y a lo largo del camino muchas veces añoramos la ausencia de un soporte para alentarnos con su experiencia, sabiduría y consejos.

Un reciente estudio de la Universidad

de Harvard, realizado a lo largo de 75 años, encontró que el principal factor que define la felicidad y la realización personal, no es ni la riqueza ni la fama, sino la fortaleza de las relaciones con nuestra familia, con nuestros amigos y con nuestra comunidad.

La clave de nuestro éxito como individuos y como seres sociables es pues tener a nuestro alcance a alguien que nos escuche, con quien podamos conectarnos emocionalmente y con quien podamos contar, en las buenas y en las malas.

Por motivos de mi profesión, tuve la fortuna de conocer los puntos de vista de latinas y latinos jóvenes que estudian la carrera de la enfermería, la mayoría mujeres, y fue motivo de orgullo conocer su profunda vocación de servir al prójimo, en especial su pasión por atender a aquellos en una situación de mayor vulnerabilidad,

como nuestros enfermos o inválidos.

“Para mí la carrera de enfermería es como un vehículo, es una manera para que yo pueda tener una oportunidad de entregar y regalar algo a la sociedad y a la humanidad”, comentó una de las jóvenes, que participa como mentor en un nuevo programa de la Asociación Nacional de Enfermeras Hispanas (NAHN).

Esos mismos jóvenes, muchos de los cuales se graduaron pese a duras condiciones adversas -­‐ -­‐ limitaciones económicas y falta de soporte, recursos o becas están ahora dedicando su vida, su tiempo y sus conocimientos no solo a hacer la diferencia en la vida de sus pacientes, sino como mentores de estudiantes de enfermería que comparten su misma pasión y vocación de servicio.

Nonetheless, society must devise ways of identifying youth from ethnic communities who possess high potential, creativity, and understanding. No one with these special capabilities is to be overlooked, because, our government agencies and industries need their capabilities. Education is already too expensive for those who have modest incomes and social status.

Today it is possible to aggregate the costs of educational systems. However, the social costs, the investments made by parents is not fully accounted for. One thing is certain, educating an individual child is not free.

DEVOS CONFIRMED: PROCESS SHOWS AMERICANS "COMMITTED" TO PUBLIC EDUCATION

West Valley College Receives Donation Towards Building of Campus Science Garden Saratoga, CA - A donation from Saratoga residents Arthur Wang and Christina Qu will help fund the building of the West Valley College Science Garden. Designed

by West Valley Biology Department faculty members Leticia Gallardo and Molly Schrey, the Science Garden will help increase science and environmental awareness through active learning in an innovative outdoor classroom.

The $300K from Mr. Wang and Ms. Qu is one of many donations they’ve provided to the college. They believe in the importance of supporting the college and helping students succeed. “Community college is an ideal learning environment. We are happy to do

anything we can to encourage the learning process for students,” said Mr. Wang.

WVC President Brad Davis appreciates the couple for their continued support. “Words can’t begin to express the gratitude we have for Arthur and Christina. Their ongoing support has helped the college provide vital services to our students. This significant donation will help us complete the Science Garden, a project that will benefit students of all ages. Mike Clifford Public News Service Nationally, education advocates say even though Betsy DeVos was approved by a narrow margin on Tuesday February 7th, the fight has galvanized support for public education. As expected, Vice President Mike Pence had to make history by casting the deciding vote to confirm President Trump's pick.

Massachusetts Teacher's Association President Barbara Madeloni, says even though they could not come up with the 51st vote to deny Betsy DeVos the nomination, she believes the debate energized the nation.

"The millions of people who sent messages to say, 'Don't go ahead with this confirmation,' I think there is a message in there that is so powerful: the American people value public education, and they want to protect it," she said.

Madeloni says the same kind of determination was expressed last fall when Commonwealth voters soundly rejected a ballot measure that would have lifted the cap on charter schools.

During the confirmation process, DeVos

spoke in favor of expanding alternatives to traditional public schools, including charter schools and private school vouchers.

Madeloni says DeVos will be the first Education Secretary ever to have zero experience in the public schools and, during the confirmation process, demonstrated little knowledge about key issues, like how to meet the needs of students with disabilities in public schools.

"Her motives are to undermine it and to privatize it, so she doesn't need that information," she continued. "If you watched her hearing, it didn't seem to bother her that she didn't have that information, because it wasn't going to be a part of her playbook."

Madeloni says people came out to oppose DeVos who have never been involved in public education issues before. She believes they are now energized and will stay involved.

"Let's broaden that conversation," she added. "Let's not just protect it from Betsy DeVos and the Trump administration, but let's actually go back inside and say, 'What do we want for our public schools?'"

BBB TIPS FOR EARLY TAX PREPARATION

The earlier you prepare to file your taxes, the better. You’ll avoid the stress of a last-minute rush and have time to deal with any issues that may arise. Plus, the sooner you file, the sooner you’ll potentially get a refund!

BBB offers the following early tax preparation tips to make filing your taxes as smooth as possible: •Decide how you’ll file. When it comes to filing your taxes, you have a few options. Your first option is to file your taxes manually (by hand). There are also a plethora of online programs you can use. Using tax preparation software or electronic filing cuts down on errors in your application compared to manual filing. Your third option is to hire a tax professional. If you haven’t worked with a professional before, you may want start meeting with multiple preparers to choose the right one for you. Schedule your appointment early, as calendars fill up quickly during tax season. You can find a trustworthy professional or software service through BBB’s Accredited Business Directory at bbb.org.

•Organize your paperwork. Organize your receipts, necessary forms (including W-2s and 1099s) and proof of charitable contributions, and keep everything in one place. Determine whether you’re missing any necessary forms, and take the time now to reach out to the appropriate organizations and ensure that you receive them. Figure out if you’ll take the standard deduction or if you’ll exceed it. If you plan on itemizing your deductions, now is a good time to start.

You can find all necessary forms on the IRS’ website, IRS.gov, under “Forms and Publications”.

•Watch out for scammers. Scammers love tax season. Tax scams were BBB’s #1 scam for both 2015 and 2016. In 2016, consumers

nationwide reported more than 7,500 of them to BBB Scam Tracker. Watch out for any phone calls, emails or other contact from the “IRS”. These scams are designed to convince consumers of their legitimacy, but don’t be fooled. The IRS will never initiate contact with you over phone, social media or email. It’s also important to watch out for tax-related identity theft, which occurs when someone fraudulently uses your Social Security Number to file a return and claim a refund. If you’ve encountered any type of scam, make sure to report it to BBB Scam Tracker at bbb.org/scamtracker to help warn others.

•Think about milestones. Start by looking over your tax filings from previous years and take note of what’s changed in your life. Old filings can remind you of forms and income/ expenses that are easy to forget about.

Milestones like buying or selling a house, starting or graduating from college, having a child or getting married can have big effects on your taxes.

•Do your research. Look in to new tax laws and interpretations, both federally and in California. This may alter your filing. If you are a foreign national that uses an Individual Taxpayer Identification Number (ITIN), you may need to renew your number. This process can take up to 11 weeks, so start now if necessary.

•A note about refund advances. According to the IRS, beginning in 2017, if you claim the Earned Income Tax Credit or Additional Child Tax Credit on your return, the IRS must hold your refund until February 15.

This measure is intended to combat tax fraud, but may cause financial problems for struggling families. Perhaps in response to this, big tax preparers are offering refund advances that have no fees and charge no interest. The main requirement, according to BBB Accredited Charity Consumer Reports, is that you must file your taxes with the company offering the advance. Be very careful before applying for an advance. Look out for hidden costs and read the fine print and contract very carefully.

1. Get moving. INGREDIENTES

BASE 1 1/2 tazas de coco tostado 20 galletas para té desmoronadas

6 cucharadas de mantequilla sin sal, suavizada ¼ taza de azúcar

RELLENO 3 (8-onzas) paquetes de queso crema bajo en grasa (Neufchâtel) 1 (14-onzas) lata de leche condensada La Lechera 3/4 de taza de leche de coco sin azúcar 3 huevos grandes 1 cucharada de jugo de limón 1 cucharadita de extracto de vainilla

SALSA 1 taza de jugo de granada 3/4 de taza de semillas de granada 2 cucharaditas de harina de maíz PREPARACIÓN Precalienta el horno a 350 ºF. Rocía ligeramente con aceite antiadherente un molde para pastel desmontable de 9 pulgadas.

Para preparar la base mezcla 1 taza de coco, galletas, mantequilla y azúcar en un procesador de comida hasta que todo quede finamente molido. Esparce uniformemente la mezcla en la base del molde y a los lados.

Hornea alrededor de 8 minutos, hasta que la masa quede firme. Transfiere a una rejilla de cocina para que se enfríe. Reduce la temperatura del horno a 325 ºF.

Para preparar el relleno, bate a velocidad

mediana el queso crema en un tazón grande hasta suavizarlo, alrededor de 3 minutos.

Con la batidora a temperatura baja, mezcla la leche condensada La Lechera y la leche de coco. Bate los huevos, uno a la vez, el juego de limón, y la vainilla hasta combinar todos los ingredientes.

Vierte el relleno en la base. Hornea alrededor de una hora y 20 minutos, hasta que los bordes estén firmes y el centro se mueva ligeramente. De inmediato pasa un cuchillo pequeño por el borde del molde para desprender el pastel. Deja enfriar dentro del molde por 30 minutos. Cubre y refrigera hasta que esté completamente frío, al menos 6 horas o toda la noche.

Mientras tanto para preparar la salsa, combina el jugo de granada y media taza de semillas de granada en un sartén mediano hasta que hierva. Reduce la temperatura y deja hervir a fuego lento alrededor de 12 minutos, hasta que la salsa se reduzca ligeramente. Agrega la harina de maíz, mezclando constantemente, y cocina por un minuto, hasta que la salsa empiece a espesarse. Deja enfriar a temperatura ambiente.

SANTA CLARA COUNTY, CALIF. – On Friday February 3rd the County of Santa Clara, California, filed a lawsuit in federal court challenging President Donald Trump’s January 25, 2017 Executive Order that seeks to punish cities and counties that do not assist him in the deportation of millions of immigrants by withholding all federal funds from those cities and counties. The executive order expands the federal government’s deportation priorities to include millions of immigrants who have not been convicted of any crimes, places discretion on who to deport in the hands of federal agents instead of judges, and poses a serious threat to the safety of local communities.

“The President’s order is an unconstitutional attempt to coerce state and local governments into assisting with mass deportation,” said County Counsel James R. Williams. “We will resist any effort to illegally withhold funding for critical County ser vices that support the health, safety, and wellbeing of all our residents.”

The lawsuit was filed by the Office of the County Counsel and Keker, Van Nest & Peters LLP, which is representing the County on a pro bono basis. The lawsuit challenges the Trump Administration Order on numerous grounds, arguing that coercing cities and counties to cooperate with federal deportation efforts by threatening to withhold unrelated federal funding violates the Constitution.

Notably, the Order seeks to require counties

to comply with “civil detainer requests” issued

by ICE directing counties to hold certain immigrants in county jail beyond the time allowed by law, a practice that federal courts have held is unconstitutional.

President Trump’s threat to withhold federal funding from Santa Clara County would jeopardize critical county services such as health care, mental health services, public safety and early childhood education programs.

“Santa Clara County, the home of Silicon Valley, is a welcoming community that embraces immigrants and we will resist any effort to divide us,” said Dave Cortese, President of the Board of Supervisors. “Immigrants contribute to the very fabric of our nation and we will not stand by while the Trump Administration seeks to impose un-American and illegal policies that undermine our values.”

“We will not stand idly by while President Trump threatens our public safety and the critical health care and social services we provide to our residents,” said Jeffrey V. Smith, County Executive. “We stand with local governments across the nation that are protecting the rights upon which our country was founded.”

The County’s lawsuit seeks to enjoin the Trump Administration from withholding federal funds from states, cities, and counties that are targeted by the Order.

County Launches Nation’s First Mental Health “Pay for Success” Project “Partners in Wellness” will provide community-based mental health services for individuals with serious mental illness SANTA CLARA COUNTY, CALIF. – The County of Santa Clara is launching the nation’s first mental health-focused Pay for Success project in partnership with Telecare Corporation, a national leader in providing innovative, effective services to individuals with serious mental illness.

The project, called “Partners in Wellness,” will provide community-based mental health services to approximately 250 severely mentally ill county residents, with the goal of measurably improving their wellbeing and quality of life while reducing their reliance on less effective and costlier services, including the County’s psychiatric emergency room and other inpatient psychiatric care settings.

“The Partners in Wellness project will enable the County to provide improved services to community members suffering from mental illness, and tie payment of taxpayer dollars to the delivery of excellent results,” said President Dave Cortese, County of Santa Clara Board of Supervisors.

In Santa Clara County, a small subset of severely mentally ill residents frequently cycles in and out of the County’s psychiatric emergency room and inpatient facility. These individuals are also at risk for homelessness, incarceration, and extended psychiatric hospitalizations. Through Partners in Wellness, the County hopes to implement a proactive model of care that identifies these individuals and provides them with more effective treatment in a communitybased setting. Through this project, the County also hopes to improve patient

flow through its emergency and inpatient psychiatric facilities, creating savings and efficiencies in the County’s health system.

“The model we’re using for Partners in Wellness is powerful. People get very high-intensity mental health services, but also, and more importantly, they get help with the other critical health and life needs that can really break the cycle of repeated hospitalizations and get people on a path to recovery,” said Anne Bakar, Telecare’s President and CEO. “We’re excited to be working with Santa Clara County on this extraordinary effort, not only to improve the lives of the people we’re serving, but to create new funding approaches that can transform care.”

Telecare will provide recovery-centered, community-based mental health and housing services that are specifically designed to serve people with extremely complex needs. Partners in Wellness concentrates heavily on care coordination to help people access and best utilize the resources they need, especially primary care and other community supports.

Treatment is highly personalized and grounded in evidence-based practice.

Services will also include 24/7 access to support, comprehensive health and wellness screenings, substance use education and treatment, and practical assistance with vital life needs including symptom management, finding housing, linking to financial benefits, and more.

The program will strive to tap into the personal hopes and goals of the individuals served, as a primary source of motivation to make healthy and positive

change.

“The County selected Telecare Corporation, one of the Bay Area’s largest and most effective providers of intensive mental health treatment services, as the service provider for this innovative project,” said Toni Tullys, the County’s Behavioral Health Services Director. “We are confident that Telecare’s intensive mental health treatment services and comprehensive support for its clients will make it possible for clients to stabilize and to live successfully in the community.”

Pay for Success is a performance-oriented contracting model that ties a government entity’s payments for services to highneed populations to the achievement of demonstrably successful results. In Pay for Success programs, the effectiveness of services is tracked over time and, unlike traditional government contracting, service providers receive full payment only if the project has achieved successful outcomes for the individuals it is serving.

For this project, Dr. Keith Humphreys, Professor of Psychiatry and Behavioral Sciences at Stanford Medical School, will conduct an independent evaluation to rigorously measure whether Telecare’s provision of supportive, community-

based mental health services significantly improves participants’ health and wellbeing, while decreasing their use of costly County services.

Partners in Wellness is the County’s second Pay for Success project, developed in partnership with Third Sector Capital Partners, Inc., a nonprofit organization dedicated to accelerating America’s transition to a performance-driven social sector. The County’s first project, Project Welcome Home, focused on providing permanent supportive housing and associated services to chronically homeless residents.

That project launched in July 2015, and was the first Pay for Success project in California.

“With this project and our prior Pay for Success project, the County is better defining our objectives in serving vulnerable populations, and is creating incentives that ensure service providers achieve those objectives,” said Chief Assistant County Counsel Greta Hansen.

“Through the evaluations of each program, we will have a much better understanding of how to further increase the impact of these and other programs going forward.”

COURT IN CA PUTS EXECUTIVE ORDER IN LIMBO; LA TAKES PRE-EMPTIVE ACTION

Logan Pollard California News Service SA N FR A NCISCO - In a thinly veiled contest over states' versus federal rights, the U.S. Court of Appeals for the Ninth Circuit in San Francisco has upped the ante by further debating the contentious travel ban blocking some refugees from entering the U.S. from certain conf lict zones.

Meanwhile, refugee advocates and lawmakers seem to be winning the PR offensive that the ban is unnecessary. Attorney General Xavier Becerra on Wednesday evening announced he's joining 16 other state AGs in filing a friend-of-the-court brief in another case against the ban. And the Los Angeles City Council unanimously passed a motion Wednesday that would prohibit city employees from participating in any "Muslim Registry."

City Councilman Paul Krekorian proposed the motion.

"The point of the motion today was to instruct the city attorney to begin work on an ordinance that would prohibit city employees from becoming complicit in any

effort by the federal government to create a registry based on someone's religion," he explained.

C r it ic s a r g ue t hat so fa r t her e i s no proposed registry. The council still needs to debate the exact terminology of the ordinance and how it would be implemented.

K rekorian also ser ves on a committee that oversees Los Angeles International Airport. This group heard testimony this week from a student who was refused entry. Meanwhile, Krekorian is waiting for the Ninth Circuit to rule.

"Regardless of how they ultimately rule, I do know that this is a shameful, disgraceful time in American history when the president of the United States uses the full force and authority of our national government against innocent people," he said.

Hummer adds that the idea formed while looking at how the “Teatro Campesino” began in the Central Valley. “ They got started by going into the fields and actually did flatbed stage theater. The idea being that they could engage the farm workers through theater. We had devised the idea that theater was a way of engaging that potential DACA recipient who might be a little threatened and afraid to come out of the shadows and apply for DACA. The idea was that we could kind of show them success stories that we’ve been collecting of Dreamers and we’re dramatizing their success stories. To kind of show this is possible, this is what you do.”

Mental health focused factr strives to unite immigrants and community through cultural exchange and art Arturo Hilario El Observador Through focus on the mind and spirit, a nonprofit in San Jose is helping immigrants assimilate to their local communities all while celebrating their differences.

Family Alliance for Counseling Tools and Resolution, or factr as it’s abbreviated, is an organization that uses art, meditation, and mental health care as tools to help immigrants and refugees in the Bay Area cope with life changes and adversity of postmigration environments.

Psychotherapist Karita M. Hummer is the President and Clinical Director of factr, and says that the goal of their work is, “restoring spirit essentially, through clinical and community psychology approaches, macro and micro mental health.”

This approach to providing services is not new, but certainly differentiates with other services in the Bay Area which instead might focus on assistance with emergency needs such as shelter, food, clothing etc.

To Hummer, factr's approach is important in how it benefits the immigrant and refugee community by engaging them on the mental health level. “I think mental health is not just in an office, it’s also what you do in a community. Community building, awareness, on behalf of immigrants, so that they feel empowered and also that there is recognition and welcoming that the larger community can provide. So I do see that as both essential for their mental health and the promotion of their well being.”

Hummer has been in the field a long time, at first working with Bosnian refugees in the 1990’s. “I just got a sense of what it means to be struggling in a new country and I myself am a child of an immigrant, my father came in 1903 I do understand the importance in helping immigrants in their adjustment here.”

The services offered at factr include their Immigrant Hardship Center, which includes the mental health area which focuses on the evaluation and assistance of clients, as well as legal aid protected by the 6th amendment. “That's the purpose of factr, we have focused strongly on issues of ‘forensic mental health’, what I consider evaluations on behalf of immigrants who are needing the most assistance, that have the most difficulty around legal stressors, such as immigration status, and providing assessments for them in combination with immigration attorneys.”

The forensic mental health evaluations include assessments, forensic evaluations, by clinicians, mental health providers, counseling, and case management. It's within this concentration that recent programs that focus on social justice and education through art and theater were developed.

“It’s really three pillars that we focus on.

Clinical, childhood initiatives and cultural inspiration and cultural awareness,” says Hummer.

The theater project, called Theater for Empowerment and Advocacy (TEA), focuses on DACA (Deferred Action for Childhood Arrivals ) recipients and those that are curious about what it offers. Through collaborative,

Along with their mental health services and legal aide, Hummer feels the addition of the Theater for Empowerment and Advocacy to their offerings will allow another form of access to not only those needing these services, but those in the community that can learn from it.

“I think theater is a ver y power f ul way of educating people, both to open up the heartstrings of the larger community, I didn’t realize how much our society still needed that, to a certain extent, but I think we’re all much more aware now of how much it’s needed,” she says.

With this project Hummer aims to help the community at large in understanding the perils and motivations behind immigrants and their families, as well as to bring in immigrants and refugees who may need help through mental health, arts and humanities.

“It’s the direct DACA recipients themselves and their stories, and to educate the broader community so their hearts are more open to what others are living through. So we can promote more compassion in the community, through theater.”

Roddy Scheer & Doug Moss EarthTalk The consumer landscape for light bulbs in the U.S. changed drastically in 2007 when C ong re s s pa s sed t he E ner g y Independence & Security Act mandating, among other things, that household light bulbs in the 40-100 watt range needed to up their energ y eff iciency standards by at least 25 percent. This change effectively took the tried-andtrue yet inefficient incandescent bulbs that lit up the entire 20th centur y out of the marketplace—and compact f luorescent (CFL) bulbs, long the first choice for those look ing to save on electr icit y usage, r ushed in to take their place. CFLs on average use about 75 percent less energy to generate the same amount of light as conventional incandescents—consumers switching

While CFLs were a giant step forward in energ y sav ings a nd reduced the carbon footprint of lighting up our world, they contain trace amounts of mercury, a potent neurotoxin, that is sent airborne when they break. While CFLs still dominate domestic light bulb sales, their time on top may be shortlived given the development of even more efficient bulbs based on mercuryfree light emitting diodes (LEDs). An LED uses around 90 percent less electricity than an equivalent incandescent bulb and almost 60 percent less than a CFL to generate an equivalent amount of light. While LEDs do contain trace amounts of lead and arsenic, they are a lot less likely to break than CFLs and last a lot longer.

The surge in popularity of LED bulbs ha s led to lots of innovation in the lighting f ield. For example, Lighting Science is using LED lights developed for NASA to help astronauts sleep better in its new line of bulbs for the rest of us to use in our homes. Meanwhile, Sengled integrates consumer electronics (bluetooth speakers, home security cams, wi-fi repeaters, etc.) with energysaving LED lighting in order to reduce clutter while expanding smart home capabilities. Their Element bulbs can be controlled via an app to dim or turn

off at certain predetermined times, and can adjust the intensity and warmth of the lighting tone depending on the time of day or other user preferences.

LEDs have busted out of the bulb, too, for some interesting new lighting applications: An LED wallpaper emits a “glow” in variable color casts; and LED “virtual sky panels” can replace office ceiling panels and g ive workers the sense of being outside in the sun.

But just when we were all starting to get used to these changes, incandescents are on the comeback. GE’s new energy efficient incandescents are 28 percent more efficient than their predecessors and thus just squeak past the Energy Independence & Security Act cut-off.

Likew ise, Newcandescent bulbs use krylon gas to extend their lifespan five to 10 times longer than traditional incandescents. And researchers from MIT and Purdue have collaborated on a new ty pe of incandescent bulb that captures the waste heat from the conventional internal f ilament and recycles it into more light, upping the efficiency into the range of CFLs and LEDs. Given all the energy-eff icient choices, If you haven’t switched out the old incandescents around the house, now might be the time.

LOS ANGELES - Southern California has long been plagued with dirty air so dirty that clean-air advocates claim the entire South Coast basin has never been in full compliance with the federal Clean Air Act. But today, the South Coast Air Quality Management District is to vote on developing a long-term plan for better air quality by 2023.

The South Coa st distr ict includes four counties - Orange, Los Angeles, Riverside and San Bernardino - with about 17 million residents. There are multiple air-pollution control districts throughout the state - including the San Joaquin Valley, San Diego, Santa Barbara and the Bay Area - all with separate plans and timelines based on their own air quality and deadlines set by the Environmental Protection Agency. However, with a new EPA chief in the works and an administration optimistic about the use of fossil fuels, including what's being termed "clean coal," Gillespie said he is worried.

To that, Evan Gillespie, the Sierra Club's California state director, said, "Don't hold your breath."

"The refineries for decades have been able to avoid installing life-sav ing pollution controls," he said, "so that's one really critical outcome that we're seeking, to ensure that the oil industry - which has no shortage of profit - takes

good eye for visuals. “Arrival” is no different in this respect, constantly bringing the viewer into fantastic shots and setting great tones throughout the film.

Arturo Hilario El Observador “Arrival” is a cerebral, heartfelt and just plain great sci-fi film that should not be missed. I did, since I wasn’t able to catch in theaters. I wish I had. Anyway, the film is, well, arriving to video on Valentine’s Day so I was able to finally check it out, along w ith some really insightful features to boot.

The film is based on a short story called

“Story of Your Life” by author Ted Chiang, which revolves around Dr. Louise Banks, a linguist, who is hired by the Army to help decode mysterious alien communication after various interstellar vessels land across the world. Moving on to the movie, the basic premise remains the same. In fact, the story comes to life and is given more meat by its filmmaker and crew.

Their ships and the creatures themselves are unlike anything we’ve seen in scifi, when one thinks of either scary slick, and dangerous ones from “Alien”, or the cute one like “ET: Extra Terrestrial”, these aliens are an interesting concept. The film itself feels pretty grounded in reality, which is why it is not a wham, bam, sci-fi action film like Star Trek, but a more cerebral approach to the genre, where humanity is the main player in everything, and the scifi portion is what causes the story to move along. At its core “Arrival” is a story about the human mind, and the power of communication and memory. It isn’t ray guns and fingers touching to connect as much as it’s a deeper and very well thought out science fiction drama.

On to the features, the Blu-ray features standard things most blockbuster Blu-ray discs contain, such as the English 7.1 DTSHD Master Audio, which sounds superb, even from my single sound bar at home.

The visitors from afar in the film do speak a language, which is why the army initially goes to Amy Adams Louise character, and it sounds really interesting to say the least,

especially through crisp and clear audio tracks. The soundtrack may give you quite the feelings as well, with some original score as well as French, Spanish, and English audio description. The Blu-ray comes with the HD digital copy as well. Now the film might leave you wanting more after it’s over, not in a bad way, just a curiosity to understand how and what just happened, and maybe a “why?”.

So the special features on the Blu-ray include: Xenolinguistics: Understanding Arrival; Acoustic Signatures: The Sound Design; Eternal Recurrence: The Score; Non linea r Thin k ing: The E d it or ia l Process; and Principles of Time, Memory & Language. Out of these segments, my favorite would have to be the Principles of Time featurette, in which the creators, including the director, actors, and short story writer Ted Chiang look into the who’s and what’s of what made “Arrival” a movie that had to be made, and how it’s style ended up the way it did. Great set of features for new arrivals like myself, but definitely worth a look for those that have seen the film and want to think provocative new things or test your theories on the not so little green men that come from the sky in the film.

“Arrival” is out on Blu-ray/DVD and 4K versions on February 14th.

HILLTOPPERS ACADEMY SCHOOL BRINGS BASKETBALL WORLD GAMES TO THE BAY AREA San Jose - Hilltoppers Academy School of Excellence-- was created to provide a creative experiences and take center stage to a positive alternative for children. The organization says they understand that they are the future generation of County of Santa Clara. By providing a unique and enriching program, they help children reach their potential in life through education and sports, youths who participate in our program benefit from it-in terms of counseling, tutoring, scholarships, etc.

The academy is particularly focused on the youth that the county pro-regulation is responsible for- i.e. foster youth, probation, receiving county benefits, etc, and one the ways they utilize this to benefit the kids is to take them on yearly trips to visit four major colleges: University of Oregon, University of Washington, Saint Mary's College in Moraga, California, and Wichita State University, a public state university in Kansas.

In 2016 40 of the team members, 28 of them are in some sort of county programs, attended these college retreats.

One of the goals in the coming years is to redouble their commitment to providing a world-class education/sports development program. Hilltoppers Academy is expected to have enrollment of over 2,100 from county funded agency's, group homes and other programs.

The breakdown of the organizations and agencies these children come from is as followed: • Harvest of Harmony International Church of San Jose – (43 kids) •San Jose Group Homes comprehensive and innovative agencies – (19 kids) •San Jose Jobs Corps - Conxion to community Services – (247 kids)

• Uplift Family Services Wraparound – Star-Program (22 kids) The World Games The World Games is a basketball tournament, that is held in the city of San Jose, at the Santa Clara County Fairgrounds, brining together parents, children, schools and the general community from all over the County to take part in this Annual Event. For last year's World Games, 6,483 players from schools and summer programs nationally attended. Out of these, 417 were county funded in some form in Santa Clara.

The World Games, is a way to catalyze a new era of creativity and discovery by attracting kids that need help in rebuilding their lives. Besides the game of basketball and the structure this provides, the youth that are involved benefit from it in the form of counseling, tutoring, scholarships, etc.

Over the last 12 years the World Games have help to send over 368 kids to college with some form of a scholarship or with some funding are with help to get them a full-ride sports scholarship to a Div. 1 or 2 college.

Additionally, the World Games also have help to send over 847 kids to junior colleges and have helped over 138 kids from dropping out of school or reentering back into school.

About the Hilltoppers Academy School The program was founded in 1977, and has had over 8,000 kids the program, about 511 that where from county funded programs.

Currently there is around 612 active in our school program. We know this program works not just from the surfaces but, below surfaces. With parents/guardians, teachers, & staff, delivering family and-approved community development, education, and youths Sports, we can save lives, and positive honorably good conduct with leadership and-approved counseling.

HOW TO WIN A TWITTER WAR It’s remarkable how many people are fighting on Twitter and Facebook these days. What is even more remarkable is how many social media battles end in one party unfriending or unfollowing the other. “I’ll teach you to disagree with me!”

ANTIFRAGILE POSITIONING In his book Antifragile: Things That Gain from Disorder, Nassim Nicholas Taleb opines, “Some things benefit from shocks; they thrive and grow when exposed to volatility, randomness, disorder, and stressors and love adventure, risk, and uncertainty. Yet, in spite of the ubiquity of the phenomenon, there is no word for the exact opposite of fragile. Let us call it antifragile. Antifragility is beyond resilience or robustness. The resilient resists shocks and stays the same; the antifragile gets better.”

AUTHOR’S NOTE: This is not a political article. Please, please, please do not start commenting about politics here. This is an article about how to fight and win a social media war using an antifragile strategy. Please limit your comments and criticisms to that thesis. And yes, I know that Taleb’s antifragile concept is a direct rip from George Soros’s book, The Alchemy of Finance. That’s actually a great discussion starter. Thank you.

5.@attacker: “Has @antifragile_ originator read _____? Doesn’t he understand _____?”

6.@antifragile_defender: “@ antifragile_originator is just trying to make America great again.”

Let’s analyze the above.

Tweet #1 has a well-defined cause and effect. The policy espoused will make America great again. Who doesn’t want to live in a great America? You can’t argue the fine points of what “great” might mean in 140 characters. You can’t argue with the validity of the policy espoused in 140 characters. Pretty much all you can do is what Tweet #2 does, and that is disagree with Tweet #1. You can use your 140 characters any way you want. It won’t matter. Tweet #1 is antifragile.

It doesn’t matter who is right or who is wrong, because in social media terms, @antifragile_originator wins no matter what is being discussed. Count the number of times @antifragile_originator is mentioned in the example above. Now count the number of times everyone else is mentioned. If “going viral” is your goal, an antifragile strategy really works.

Now, think about the value of the virality with respect to messaging. There is almost no replacement for gross impressions.

The more times you see something, the more it creeps into your psyche. “Reach” (how many unique people see a message) is the focus of most modern advertising and marketing schedules, but “frequency” (the number of times you see a message) has a huge value in terms of brand awareness, brand love and brand health.

The virality, or frequency, of putting @ antifragile_originator’s message in front of engaged users is key. The antagonists and the protagonists are equally engaged.

Even people who don’t care about the issue will be exposed to it because each circle of

friends/followers is led by its social media thought leader. Every tweet, no matter who tweets it, is fully editorialized and endorsed by its tweeter.

Even better for the @antifragile_ originator, people on the margins (those who might care about the issue but had yet to be exposed to it) are going to get an up-close, personal view of both sides.

Better yet, those who might switch sides or are secret agents or are in the closet about the issue have now been engaged.

Employing an antifragile social media strategy is win, win, win. As Mr. Miyagi famously said in the movie The Karate Kid, “If do right, no can defense.” How can you execute against this insidious, awesome, winning strategy? Here are five easy steps.

HOW TO WIN A TWITTER WAR IN 5 EASY STEPS Craft an antifragile messaging strategy, then 1. Pick an issue guaranteed to enrage your opposition.

2. Figure out how to make the issue truly binary, no matter how nuanced or subtle it is. Yes or No. You’re with us or against us.

3. Craft a barrage of strategically related antifragile messages (marketers, pay attention here).

4. Keep the chaos going. (Brand safety?

We don’t need no stinkin’ brand safety!)

More tweets, more related enraging issues. More, more, more. Keep repeating steps 1–4.

5. Enjoy the increase in followers, virality, and the size of the community of likeminded people that has self-assembled around you.

Then, with all humility declare yourself the winner. If you do that with an antifragile tweet, you’ll keep the cycle going, and one day, who knows? – you could be …

SHARKS FORWARD PATRICK MARLEAU SCORES HIS 500TH NHL GOAL

19-Year Veteran Becomes First Player to Score All 500 Goals with San Jose

SA N JOSE - San Jose Sharks forward Patrick Marleau became just the 45th pl ay e r i n N H L h i s t or y t o r e a c h t he historic 500-goal plateau, scoring his milestone marker against Ryan Miller of the Vancouver Canucks on Thursday February 2nd. The goal was assisted by Joe Pavelski and Brent Burns. Marleau becomes the f irst player in f ra nchise history to score all 500 goals in a Sharks uniform, and is just the 21st player to reach this milestone with one team.

Among the NHL's all-time scorers, Marleau ranks tied for 44th in goals (500), tied for 6thin game-winning goals (97) and tied for 64thin points (1064). 19.4% of Marleau's 500 career NHL goals have been game-winners.

Marleau is the fifth active NHL player to score 500 goals, including Jaromir Jagr (758), Jarome Iginla (617), Alex Ovechkin (550), and Marian Hossa (517). He joins Teemu Selanne (684) and Jeremy Roenick (513) as the only Sharks in the 500-goal club, and is just the second player to score his milestone 500th goal as a member of the Sharks (Roenick).

Marleau holds nearly every major statistical Sharks franchise record, including:

games played (1,463), goals (500), points (1,064), power-play goals (158), shor thanded goals (17), overtime goals (9) and game-winning goals (97).

A mong active NHL players, he ranks near the top in several categories, including: games played (1,463, 4th), goals (500, 5th), points (1,064, 5th), power-play goals (158, 4th) and game-winning goals (97, T2nd).

He also ranks 10th amongst NHL players who have played their entire career with one franchise.

This season, Marleau has posted 19 goals and 9 assists in 52 games, including tying a franchise-record with four goals on Jan. 23 at Colorado. He became the first player since Mario Lemieux on Jan. 26, 1997 to score four goals in a third period.

Marleau has been selected to represent Canada seven times overall, capturing the gold medal in the 2010 and 2014 Winter Olympics.

He was originally selected second overall by the Sharks in the 1997 NHL Draft, one slot behind teammate Joe Thornton.
