REACTION TO THE SEVERAL SPEECHES ON THE STATE OF THE CITY, COUNTY, STATE, AND NATION
Hilbert Morales EL OBSERVADOR Recently Mayor Sam Liccardo delivered his State of the City report at San Jose City College. Supervisor Joe Simitian, newly elected President, Board of Supervisors, made his State of the County report at the BOS Chambers. The State of California presentation was delivered by Governor Jerry Brown. And President Trump delivered his first State of the Nation report, taking 90 minutes to deliver his perspective on many issues. These four 'speech reports' are designed to informed citizens about public policy issues and challenges: The President proposed a program addressing long neglected infrastructures (highways, bridges, airports, harbors, waterways, etc.). Only $200 billion in federal funding would be made available. Local jurisdictions could undertake this $1.5 trilliondollar effort to repair and improve public highways, etc., all on their own with the Federal Transportation Department's $200 Billion support amounting to less than 10% (in the past the Federal share was 80%). This County has already undertaken local projects to extend BART and upgrade roads (using Measure B funds). Governor Brown reportedly 'thanked’ Mr. Trump for his generous efforts. Hopefully, the focus will be on CA's intrastate highways with a requirement that more electrical recharging stations be made available. This type of public works program will provide jobs for many low-skilled labor-
ers and could be used to reduce 'working poor' levels. Would more publicly owned and operated toll roads collect more funds than additional gasoline taxes? The transition to electric vehicles may require using toll roads to earn revenues needed to support CA's highways. A feasibility study should be initiated.

Let's adopt a public policy of development of population centers in areas north of Sacramento in order to minimize gentrification forces in existing urban areas, especially San Jose and San Francisco.
The Trump Administration had no problem giving 83% of IRS tax breaks to corporate and 0.1% special interests. It may be in the best interests of the working public to plan to vote at the June Primary and November Midterm Election to give Democrats majority control of both the Senate and House of Representatives. Keep in mind, that it is the U.S. Congress which has the 'power of the purse' when making federal funding allocations. So, if the liberals want a liberal approach to public policies, then it is necessary to elect more liberal Democrats and Independents.
Governor Jerry Brown continues to support those Delta Tunnels designed to divert Sacramento River water south to the L.A. Basin. Although the proposed project has been reduced to one pipeline, it is best not to build this diversion pipeline because of its ecosystem impact plus the reality that no additional potable water is added to that already produced by natural weather patterns. The delta is already delivering water to the pumping stations which keep two canals flowing full.
CA's Governor Brown favors the high-speed rail project which needs to extend from Bakersfield all the way north through Sacramento to the Shasta Dam/Redding, CA areas to promote urban development along its future service route. This would facilitate the development of major corporate facilities in current areas having low urban densities, but still having accessibility to water and electricity. The 'spur' towards San Jose could be deferred until high speed rail operations are developed and established. In the meantime, service to San Jose and San Francisco could be met by using autonomous driverless vehicles using existing highways. This approach will enable getting an early return on
What is really needed is a state-wide plan to build desalinization plants powered by solar and wind generated electricity... all located from the S.F. Bay Area down to San Diego. A program to encourage homeowners to install rooftop solar panels would permit feedback of electricity produced using existing electric utility wiring. This approach would reduce land areas needed for solar farms. At the minimum desalinization feasibility projects programs could identify best locations and unit costs. This use of current technology would ADD POTABLE WATER. Its production would be totally independent of rainy weather cycles. Enough desalinization capacity could make California's urban areas totally independent of diverted river water. Enough of these plants would put an end to CA's legal water wars. Excess
desalinized water could be pumped up to watersheds which flow into the San Juaquin Valley's farmland and be used to 'recharge' that valley's depleted aquifers reducing subsidence. BOS President Joe Simitian and San Jose Mayor Sam Liccardo would be well advised to lean upon the Santa Clara Valley Water District. There are two issues (available potable water and flood control) which both were not addressed in their State of the County and City reports. One involves a local feasibility study to have a desalinization plant located at its Alviso recycling facility. Again, the basic objective is to assess the feasibility and opportunity to ADD desalinized potable water to existing supplies. As the City of San Jose and Silicon Valley's High-Tech economy continues to thrive, a larger work force will be needed. So, in addition to dealing with the acute housing shortage, there is a need to address the potable water supply issues which are essential to sustain biological life as well as local industrial & commercial needs. This area has already experienced five years of drought induced water shortages mitigated by conservation practices. A collaborative regional study could establish when the local population and commerce would 'outstrip' supplies of potable water produced by local rainy weather cycles. Our society has the knowledge and resources necessary to estimate the potable water requirements needed by future populations and commercial requirements. In fact, desalinization production located at Alviso could be pumped up to the highest watershed levels to keep the creeks flowing at a level which recharges the
aquifers now being depleted. In addition, flood control issues need to be addressed and mitigated by programs underwritten by the SCVWD which has jurisdictional responsibility. The ability to produce additional portable water using desalinization processes may minimize the need to use dams and reservoirs. Then SCVWD may not have to seismically reinforce existing reservoir dams, but rather produce potable water as needed. Both the County and City should receive public annual reports from SCV WD officials which details their efforts to ensure that appropriate potable water and f lood control efforts have been made. There is plenty of salty ocean water available to this community. What is needed investments which pay the costs of having oceanic waters desalinized and to ensure that when torrential rains fall, the creeks have the necessary flow through capacity to minimize flooding incidents of urban lowlands. My reaction to the State of the City, County, State and Nation was to look for essential issues not addressed at all. This approach identified opportunities to deal with a) local flood control; b) ensure potable water supplies for a growing population and hi-tech commerce; and c) infrastructural needs which includes high speed rail services and desalinization application opportunities. One additional public policy issue is that our society needs to discuss providing the disadvantaged and handicapped with a guaranteed annual income calibrated to pay for living essentials. This nation has enough wealth to underwrite all these efforts.

SACRAMENTO, Calif. - Some education advocates are criticizing President Donald Trump's new 2019 budget proposal because it zeroes out funding for several programs that benefit students. The $4.4 trillion budget increases defense spending but envisions deep cuts in domestic spending. For example, it would eliminate the Gear Up program, which helps kids fill out college applications and access financial aid. Sylvia Lazos, an education expert and professor of law at UNLV, says the program targets kids who are the first in their family to go to college. "College access is the key to upward mobility and it is the key to become a more diversified economy," she says. "We really need our young people to have access to college and to become trained in something other than service-industry jobs."
In some California school districts, up to 90 percent of students qualify for free and reducedprice lunch and would benefit from the Gear Up program. Trump has said the cuts are necessary to fund other higher-priority programs. Trump's budget would also eliminate the 21st Century Community Learning Center grants, which help schools implement technology education and add more tech such as chrome books to their schools. "They have been very good and have yielded high productivity for these schools that have been able to get them, in terms of improving their scores and for really helping kids focus on what we need for a 21st-century workforce," she explains. The budget proposal also would eliminate funding for PBS, which produces quite a bit of educational programming. The president's budget is an outline that will be considered by Congress as it works on the budget for fiscal year 2019.

BBB Study: Online Romance Scams Stealing Millions from Unsuspecting Victims then will ask for more and more. Victims often turn into unknowing accomplices of money laundering. A California woman, Ann, lost $22,000 to a romance scam and is now totally broke, in credit card debt, and living with her daughter. A year after her husband died, Ann decided to try online dating. Before long she heard from a man who called himself “Wayne King.” They began communicating, first through a dating website and then over text. King claimed to be a 66 year-old living in Pasadena, CA who owned a company in Maryland.
On Feb 13, Better Business Bureau (BBB) released a new study that reveals an estimated one million Americans have been victimized in romance scams, with losses nearing one billion over the last three years. BBB warns those who use dating websites to be wary of scammers who prey on unsuspecting victims.
He tried to gain Ann’s confidence by showing her “evidence” that proved his bank account contained more than one million dollars. When King said his daughter was in the hospital, Ann sent some money to help. Then King said he was in Beijing, but was having trouble shipping goods for his business to the U.S. He asked Ann to help him pay to ship the goods through Malaysia to the U.S. Over the course of a month, Ann sent King $22,000 on the strength of his promises to pay her back. Later, King asked her to buy him four iPhones and a Macbook Pro. She maxed out her credit cards to buy these and ship them to him, again on the promise that King would pay her back. He never did.
The study – which can be found at us.bbb.org/ romancescamstudy – says the scheme can take a number of months to play out as the scammer gains the victim’s trust. The scammer eventually will begin to ask for small amounts of money to test the victim,

Among the report’s key findings:
• Think before going from public to private. Be hesitant if the conversation moves from a social media or a dating site to a more private form of communication like email, instant messaging, or texting. Dating sites often monitor messages to prevent scams, and scammers will try to use this strategy to draw you in without other people interfering.
• There is no “typical” victim of romance fraud. They can be any gender, age, or sexual orientation. The common denominator is that they are seeking a loving relationship, and they believe they have found it. • Scammers often pretend to be U.S. military members. Military officials say they receive thousands of complaints yearly from scam victims around the world. Officials note military members will never need money for leave or health care. • The majority of romance fraud has its home in West Africa, particularly Nigeria. There also are groups that operate in Russia and the Ukraine that employ online dating sites to defraud victims. • At any one time, there may be 25,000 scammers online working to defraud victims. A company that screens profiles for dating companies told BBB that 500,000 of the 3.5 million profiles it scans monthly are fake – around 15%. BBB offers the following tips for daters to avoid being caught in a romance scam: • Protect your identity and your wallet. Scammers prefer prepaid cards and money transfers. Never send money or any personal information to someone you’ve never met in person. Phone conversations or “meeting” someone via a video call doesn’t mean they’re not a scammer. Also, be cautious revealing any personal information or doing anything you might regret later when using video applications. Some scammers use software to record video calls

Scammers often use the same profile details and photos on multiple sites. • Ask for details and get specific. Request other forms of identification, like a photo of them holding a piece of paper with their username on it. Ask specific questions about details in their profile. If they claim to be a military member, ask for their official military address as those all end in @mail. mil. Scammers likely will make excuses for why they can’t provide you more information. • Pay attention to communication. Be wary of bad grammar and misspelled words. No one is perfect, but if mistakes often are repeated, it may suggest they aren’t from where they claim. Be on guard for use of pet names, discussions of marriage, or professions of love early in correspondence. • Report it. If you feel like you’ve been victimized, report it to BBB Scam Tracker, the Federal Trade Commission and FBI.

Familias, corran, salten la cuerda, monten bicicleta, jueguen futbol y coman saludablemente que enero es el Mes Nacional para Mantenerse en Forma en Familia. Tras las festividades de fin de año donde los grandes protagonistas fueron los tradicionales platillos y bebidas, llegan los propósitos de año nuevo para bajar de peso y ponerse en forma, algo que, por lo general se hace de manera individual. Pero este primer mes del año representa una muy buena oportunidad para incluir en este propósito a toda la familia. Anne A. Iaccopucci, coordinadora académica para una vida saludable del Programa 4-H, de la División de Agricultura y Recursos Naturales de la Universidad de California (UC ANR, por sus siglas en inglés), le recuerda que para mantenerse en forma hay que seguir una buena alimentación y mantenerse activo físicamente. “Una estilo de vida saludable es vivir de tal manera que sea saludable para la mente y el cuerpo”, señaló Iaccopucci. “Optar por ser activo físicamente, comer alimentos nutritivos y mantener relaciones positivas, todo ello contribuye a una estilo de vida saludable. En el programa 4-H los motivamos a ser felices, saludables y prósperos contribuidores”. Cuando la mayoría de las personas piensan en ponerse en forma, la primera idea que les viene a la mente es inscribirse en un gimnasio. Pero cuando este propósito es adoptado por toda la familia, no es necesario recluirse dentro de cuatro paredes y aparatos costosos para lograrlo. “Adoptar un estilo de vida saludable en familia no requiere de una membresía en el gimnasio ni de una dieta costosa”. Indicó Iaccopucci. “Tomar una caminata en familia después de haber comido un tazón lleno de verduras durante la cena es una forma de mantenerse saludables juntos”. La experta aconseja que si los niños no están familiarizados o se muestran renuentes a consumir alimentos nutritivos, una manera de motivarlos a comerlos es incluyéndolos en la preparación de los mismos. Quien es padre en estos tiempos de entretenimiento electrónico, sabe lo difícil que es apartar a los niños y jóvenes de la televisión, el celular, la tableta o los juegos electrónicos y llevarlos al exterior o a un parque a caminar, montar bicicleta o jugar a la pelota. Sin embargo, por más difícil que parezca, no es imposible.
La experta de UC ANR recomienda establecer parámetros acerca de las horas que la familia pasa frente a las pantallas. “Considere la posibilidad de elegir unos cuantos programas que sean del agrado de todos para verlos juntos y reservar de manera intencional el tiempo para ver esos programas, luego apague la televisión el resto del tiempo”, manifestó Iaccopucci. “Va a descubrir que cuenta con mucho más tiempo libre si solo ven los programas que quieren ver en lugar de trata de encontrar algo para ver. Otra manera de lograr que participen todos juntos en familia es apagando la televisión durante las comidas”. Las Directrices para la Actividad Física en Estados Unidos recomiendan un mínimo de una hora o más de actividad aeróbica diaria para menores de 6 a 17 años. Aunque los menores, especialmente en edad escolar, cumplen con estas directrices a través de su clase de educación física en las escuelas, es en las vacaciones y fines de semana cuando permanecen mayormente inactivos. Para los adultos y adultos mayores en buena salud física, es recomendable realizar una actividad aeróbica de moderada a intensa (caminata) durante dos horas y media a la semana y complementarla con actividades para fortalecer los músculos, dos días o más a la semana. “Una manera de poner a la familia a moverse es asignar a cada miembro la realización de una actividad”, recomienda Ia experta de UC ANR, “Posiblemente a usted le guste el senderismo, a su hijo el juego de la roña o el futbol, así que tomen turnos para dirigir la actividad familiar de la semana. Y si el clima frio o lluvioso no les permite ejercitarse al aire libre, no hay motivo para quedarse inmóvil. Ponga música y bailen, hagan ejercicios de estiramiento, caminen dentro del centro comercial, o en el gimnasio de un centro comunitario.

Child Trends For 29-year-old Monique, time with her 2-year-old Talina is precious. Monique lives every day with a nagging fear that her family will someday be torn apart. Monique explains, “I’m actually scared. If I get deported, what would happen with her?” Monique was about Talina’s age when her father, Miguel, uprooted his family to escape the crime and gangs in her Mexican hometown. “Our parents brought us here because they fear for our lives and they want a better future, like any other parent would want for their children.” Since 2015, Monique has been protected from deportation under DACA. But during her early childhood, Monique never knew her parents were undocumented. Now, a new study reveals that children these days are highly aware of their parents’ immigration status, and it may be affecting their mental health. Dr. Jens Hainmueller, a researcher at Stanford University’s Immigration Policy Lab, explains, “It’s the first study where we can really confidently isolate the effect of the DACA eligibility of the mothers on the
mental health of the children.” The social science research team, led by Stanford University’s Policy Lab, analyzed claims data from over 8,000 children whose moms who participated in Oregon’s Emergency Medicaid Program, frequently used by undocumented mothers. They compared the children of women born just before and after the cutoff date for DACA eligibility. For the women who qualified for DACA, their children’s mental health issues, like stress and anxiety, decreased by 50 percent. “What was surprising to us about the results, one was that this drop was very, very large,” says Hainmueller. Immigration attorney Valicia Trowbridge explains, “They know that because of the protections that are granted by DACA that their parents are safe.” Monique’s father was working to obtain his U.S. visa, but was stricken with cancer and died before it was granted. “That day I was in the hospital, he said, ‘Keep on dreaming. Don’t let this keep you from pursuing your dreams.’” For Monique, the dream is a happily-everafter in the U.S. with her family.

Más, para ser vir (opcional) 2 zanahorias picadas 2 tallos de apio, en trozos 1 cebolla amarilla en trocitos 2 cucharadas de anchoas en aceite, escurridas y picadas f inamente 2 cucharaditas de ají en escamas o más, a gusto 28 onzas de tomates enlatados, pelados enteros en su jugo, cortados gruesos. Guardar el jugo aparte. 1 rama grande de tomillo fresco o ½ cucharadita de tomillo seco 1 hoja de laurel 3 cucharadas de alcaparras en botella, escurridas y enjuagadas 9 onzas de tomatitos cherr y de 9 onzas, cortados a la mitad 1-2 tazas de aceitunas Kalamata deshuesadas 2 paquetes de 8.8 onzas de pasta pappardelle 12 hojas grandes de albahaca fresca, desmenuzadas en trozos pequeños 1/2 taza de queso pecorino romano recién rallado, además de una cuña de queso romano para acompañar (opcional) 1. Para preparar la carne de cerdo: Frota la paleta de cerdo con abundante sal y pimienta. Corta 2 dientes de ajo en 16 rebanaditas.
Haz dieciséis incisiones de 1 pulgada e inserta una rebanadita de ajo en cada incisión. Cubre la carne de cerdo y ponla a enfriar de 6 a 12 horas. 2. En una cacerola de hierro fundido o refractaria, calienta 2 cucharadas de aceite a fuego mediano o alto. A ñade el cerdo y cocina hasta dorar todos sus lados. Traslada la carne de cerdo a una fuente. Vierte todo menos 2 cucharadas de grasa y deja la cacerola en el fuego medio a alto. Corta 2 dientes de ajo más. A ñade la zanahoria, el apio, la cebolla y el ajo picado y cocínalo todo, revolviendo de vez en cuando, hasta que se ablanden los ingredientes, aproximadamente 3 minutos. Agrega 1 cucharada de anchoas y 1 ½ cucharadita de ají en escamas y rev uelve todo hasta que despida aroma, aproximadamente 1 minuto. Vierte los tomates con su jugo, el tomillo y el laurel en la cacerola de hierro y deja que hier va, raspando los trozos adheridos al fondo con una cuchara de madera. Coloca la carne de cerdo con su caldo en la cacerola. A ñade suf iciente agua caliente para casi cubrir la carne de cerdo y deja que hier va. 3. Cubre bien la cacerola y cocina la carne en el horno a 375 grados F., volteando la carne de cerdo de vez en cuando, añadiendo agua caliente según sea necesario para reponer el líquido evaporado, hasta que la carne esté muy blanda, aproximadamente 3 horas. Retira la cacerola del horno

A ñade la pasta y cocina hasta que esté caliente, más o menos 2 minutos. Vierte la pasta en platos hondos, y cúbrela con la carne de cerdo y la albahaca restantes. Sir ve con aceite adicional para rociar la pasta y un bloque de queso romano para rallar con un pelador de vegetales. Nota: Esta receta rinde alrededor de dos libras de carne de cerdo desmenuzado. Usa la mitad de la carne para esta salsa y guarda el resto para otra comida. Congela la carne de cerdo en un contenedor para congelador bien cerrado y consér vala hasta por 3 meses. Descongela y calienta antes de ser vir. Con un panecillo crujiente puedes preparar un excelente emparedado, mejor si es con queso provolone derretido, brócoli salteado, y ajo.

Improving foster care placements by making program more efficient goal of legislation SACRAMENTO – Last year, California launched a new statewide program for approving individuals to serve as foster caregivers, and the goal was to fix an inefficient, ineffective system. But since the program has been in place, families have seen huge delays and have not received needed support, causing financial hardship and deterring permanent placements of foster youth.
Specifically, SB 1083 by Mitchell, chair of the Senate budget and Fiscal Review Committee, would enact the policy changes needed to remove hurdles to timely placements.
Rubio agreed, adding, “Last year’s overhaul of the Continuum of Care Reform was long overdue and critical; however, the unintended consequences need to be addressed immediately. AB 2183 provides support to resource parents and the children in their care, fine-tuning the comprehensive goal of the Continuum Care Reform, by preventing financial hardships from causing further trauma to these children.”
Also announced today was introduction of Assembly Bill 2183 by Asm. Blanca Rubio, which would outline funding for families at the time of placement.
Fixing the RFA program will bring California back on track, improving the lives of foster youth and families, Mitchell said.
Today, Sen. Holly J. Mitchell announced introduction of Senate Bill 1083 to help fix the program, known as Resource Family Approval, to create a more unified, child-centered and family friendly approval process.

That's the advice of Christine Whelan, a clinical professor who directs the Money, Relationships and Equality initiative at the University of Wisconsin-Madison. One of her sayings is, "Roses are red, violets are blue; talk about money and grow your love, too." We often think the best way to celebrate Valentine's Day is with f lowers and candy, Whelan said. "While chocolates are wonderful," she said, "if we want to get at the real thing that makes love work, it's understanding what matters to each of us in the relationship and spending our limited resources in keeping with what matters."
Whether you're in a serious dating relationship or if you've been paired up for years, Whelan said, the best way to ensure that love grows is to understand clearly what really matters to both parties, and often that means having an understanding about how you're going to spend your money. It's

GAS PRICES DROP FOR FIRST TIME IN 2018
As oil prices fall, retail prices for gasoline should continue to fall. But with volatility in the stock market, all bets are off WALNUT CREEK, Calif. Feb.14, 2018 – Gas prices in California dropped for the first time in 2018, but it's unclear whether this one-week decline is a signal that cheaper gas is on the horizon for the Golden State. California's average price for a gallon of unleaded gasoline was $3.34 on Tuesday, just one cent lower on the week. But that small decrease put an end to 45 straight days of rising gasoline prices; California started the year with an average price of $3.10 per gallon and peaked at $3.35 last week. U.S. gas prices typically decrease in January and February as travel demand falls after the holiday season, but rising oil prices the last few months resulted in abnormally high prices at the pump. Crude oil prices hovered around $50 a barrel for most of 2017, but jumped to $70 a barrel by early January 2018 after Saudi Arabia and other OPEC countries began to cut oil production.
Some analysts predicted that rising oil prices could hit $80 a barrel and push California gasoline to $4 by this May, but AAA believes that is speculative. The Oil Price Information Service said in its 2018 outlook that $70 prices for crude oil are likely unsustainable in 2018, and after last week's stock market volatility, crude oil prices dropped nearly 8 percent. On Tuesday crude oil was selling for about $62 a barrel. Another factor in this year's higher prices has been a strong economy on the West Coast, which means more people driving and consuming energy. Gasoline demand registered at 9.1 million barrels per day, a 169,000 barrel-per-day increase year-over year. "California consumers should be prepared for prices to increase this year another potential 10 to 15 cents, but many market factors will drive that. Without a crystal ball, it's too soon to determine," said Michael Blasky, spokesman for AAA Northern California.

SCHUMER FLOOR REMARKS ON THE FLORIDA SCHOOL SHOOTING Senators from both parties have engaged in negotiations for months to find a solution that would allow the Dreamers to stay in the United States as well as provide border security. On several occasions, those discussions have yielded results, including last night, when a bipartisan group of moderate Senators reached a breakthrough agreement. The spotlight now turns to the rest of the Senate and especially to President Trump, who throughout these negotiations has not been constructive. President Trump has shown a remarkable ability to snatch defeat from the jaws of victory.

Washington, D.C. – U.S. Senator Chuck Schumer this week spoke on the Senate floor regarding the school shooting in Parkland, Florida and the immigration debate. Below are his remarks: Mr. President, I rise this morning with a heavy heart for the people of Parkland, Florida and Stoneman Douglas High School, where yesterday, 17 Americans were killed in the deadliest school shooting since Sandy Hook. It was the 18th school shooting this year, Mr. President. We’re only halfway through February. Again, yesterday, the scourge of gun violence visited an American school, a place where our kids should be able to learn free from the shadow of violence and mayhem. Again, we all watched the scenes of children running for their lives. Again, a twisted soul got ahold of an assault rifle and unleashed carnage on the innocent. And even though we didn’t see it, in millions of bedrooms and living rooms in Americans’ homes last night, 10-year old, 8-year old, 12-year old children were saying “mom, dad, what happened? What do I do if this happens in my school?” Again, I address this chamber knowing there are no words that could ease the anguish and the sorrow felt by the parents of those 17 Americans, by their friends and siblings, their neighbors and teachers. As we remember the words of Scripture that tell us “Blessed are those who mourn, for they shall be comforted,” let us resolve to do something, something, about the epidemic of gun violence in our country. Now, on an entirely different matter, Mr. President – the current debate on the fate of the Dreamers.

And despite their status, despite the fear that comes with living in the shadows, they strived hopefully to make a successful life in this country which they love. What can be more American than that?
compromise. Democrats and Republicans will find provisions they don’t want and wouldn’t include if they had written it. But we have to do our jobs today. We have to rise above our differences, admit that no one will get everything they want, and accept the painful compromises that come with democratic government.
We owe it to them to find a solution that can pass this body of Congress.
That is what the Senate has done through the centuries. It has been hard, people have anguished. But in the past, the Senate has risen to the occasion. Can it do it today? And I say that to my colleagues on both sides of the aisle. Both sides of the aisle.
President Trump, since he created this problem by terminating DACA last August, has stood in the way of every single proposal that has had a chance to become law.
The only solution, unfortunately, that my friend the Republican Leader has offered is the very partisan Grassley bill. No input from Democrats, no effort to compromise. We Democrats, on the other hand, are supporting several bipartisan agreements on the table, ready to vote on, including the genuine bipartisan compromise the moderates – Democrat and Republican reached last night.
He turned his back on not one but two bipartisan immigration proposals earlier this year. I went so far as to put the president’s wall on the table, and still the president would not take yes for an answer. Now, President Trump seems eager to spike the latest bipartisan compromise, potentially with a veto.
There are plenty of things for everybody not to like in the bill. There is a lot I don’t like in it, believe me. I think the wall will not accomplish anything, it will be an enormous waste of money, and it will be a terrible symbol about America, replacing the beautiful lady who stands in the harbor I represent. But, compromise is
Why? Because it isn’t 100% of what the president wants on immigration? That’s not how our democracy works – you don’t get 100% of what you want in a democracy. Maybe in a dictatorship. You have to give and take. You have to compromise in order to make progress. We’ve tried to do that here in Congress, to solve a problem the president created, and yet time and time again, he’s frustrated our efforts. If the American people want to know why our Congress can look so dysfunctional, they ought to look towards the other end of Pennsylvania Avenue. If the president had been quiet, if the president had let us do our work, a bipartisan compromise would have already passed this chamber with sixty five votes, maybe more, and we’d have a solution to protect the Dreamers. But here we are. Let’s hope it could happen. If President Trump rejects another bipartisan compromise, there is no question that the American people will blame President Trump and no one else for the failure to protect the Dreamers.
No one else seems willing to do it. Not the House. Not the president. It is the Senate – what President Washington famously called the cooling saucer for our politics – that can show the nation how to lead; that can show the nation what bipartisanship looks like; what compromise looks like; what progress looks like. The Senate can do that today. So let’s do our jobs, let’s rise to the occasion, and by the end of today, let us say to the Dreamers that the Senate believes America has a place for them, too.

José López Zamorano La Red Hispana Washington. - Con el apoyo virtualmente unánime de toda la Cámara Alta, salvo el rechazo solitario del senador republicano de Texas Ted Cruz, el Senado puso en marcha esta semana el crucial debate legislativo sobre el Programa de Acción Diferida para Llegados en la Infancia (DACA), es decir sobre el futuro de por lo menos 690,000 “dreamers”, aunque la cifra es quizás dos veces más alta. Se trata de una prueba de fuego trascendente, no sólo para que el Congreso desmienta la percepción generalizada de ser un órgano legislativo disfuncional y crecientemente incapaz de lograr acuerdos justos y duraderos, o para que el presidente Donald Trump muestra sus supuestas dotes de negociador, sino para mostrar el tipo de sociedad que aspira ser Estados Unidos. La iniciativa que respaldan los senadores republicanos, el Proyecto de Ley de Seguridad y Éxito, refleja fielmente los cuatro pilares del plan de Trump: la legalización y naturalización de hasta 1.8 millones de Dreamers, la demanda de 25,000 millones de dólares en seguridad fronteriza, nuevas restricciones a lo que los conservadores llaman “migración en cadena” y la terminación de la denominada lotería de visas. Específicamente la iniciativa propone limitar la reunificación familiar a conyugues o hijos solteros menores de 18 años de ciudadanos estadounidenses o de residentes legales permanentes. ¿Y los padres? Para madres y padres sólo habría 150,000 visas temporales de cinco años, renovables, sin la posibilidad de que puedan laborar dentro de los Estados Unidos.
Es indudable que ese tercer pilar del plan de la Casa Blanca y de los republicanos del congreso constituye una gigantesca píldora venenosa que difícilmente pueden digerir los demócratas. No sólo rompe con la filosofía de unificación familiar que inspira a la política migratoria de Estados Unidos, sino que es una amenaza existencial a un Partido Demócrata que se presenta como una gran carpa donde caben todos, personas de color, la comunidad LGBT etc. Al inicio del debate, el presidente Donald Trump expresó su expectativa de que se puede lograr un acuerdo entre republicanos y demócratas, y aseguró que podría ser la “última oportunidad” de lograr un acuerdo sobre el futuro de DACA. Ciertamente, todos sabemos que fue él quien decidió terminar unilateralmente con el programa a partir del 5 de marzo, a pesar de que este continúa vigente parcialmente gracias a una orden de un juez federal de San Francisco. Resulta inevitable afirmar que la clase política en Washington tiene una gran responsabilidad en sus manos, que requiere no sólo de su experiencia parlamentaria, sino de su sensibilidad para lograr una solución digna, justo, a la altura del valor de los dreamers, y que haga sentir a los Estados Unidos orgulloso de sus raíces como un país de inmigrantes. Para ello se requiere hacer a un lado la politiquería, inyectar una fuerte dosis de flexibilidad negociadora por ambas partes, y una altura de miras para pensar en todo aquello que Estados Unidos perdería si no encuentra un arreglo permanente para quienes se han convertido en un modelo de patriotismo, mérito y carácter. Latinos, and the rest of the country, must also fear for their health after witnessing the worst assault on environmental safeguards in history. Trump’s EPA and Department of the Interior have combined to achieve, among others, the following atrocities:
“I love Hispanics,” once proclaimed Donald Trump in celebration of 5 de Mayo. With friends like him, who needs enemies, as we Latinos have suffered enormously during his first year in office. The chaos of the Trump presidency can be summarized in the most famous phrase he has uttered as president so far, “shithole countries,” in reference to El Salvador, Haiti, and the entire African Continent during a bipartisan immigration policy meeting at the White House. Salvadoran Ambassador to Washington Hugo Martínez denounced that Trump “offended the dignity of El Salvador and other countries” and “vigorously” rejected, along with the rest of the civilized world, that kind of expression. Ironic that Trump so meticulously picks the countries immigrants should come from. His own mother immigrated to the US escaping a dirt-poor corner of Scotland. Trump’s intransigence caused the shutdown of the federal government. And as of today, he continues demanding that the renewal of the DREAM Act and the future of 800,000 Dreamers be conditioned to the approval by Congress of $25 billion for the construction of his border wall, a monument to xenophobia and racism that would cause irreparable damage to border communities and wildlife alike. Remember when Trump repeatedly

Irreparable would also be the human and economic damage if he fulfills his threat to deport 200,000 Salvadorans who have been living in the US since 2001 under Temporary Protection Status after their country and economy were devastated by earthquakes. And speaking of catastrophes, during his State of the Union Speech Trump promised that the federal government would continue assisting the communities devastated by natural disasters in 2017. Incredibly, hours before, his own FEMA announced that it would stop
providing assistance to Puerto Rico, even though 35 percent of Puerto Ricans remain without electricity and tens of thousands lack access to drinking water, more than four months after hurricanes Maria and Irma desolated the island. Fortunately, a day later, FEMA backtracked saying it will continue its relief operations. In this xenophobic and racist atmosphere, it’s no wonder we Latinos fear for our safety. A recent national Latino Decisions poll revealed that 64 percent of Latinos believe they are more likely to be mistreated or abused by police. Fifty-seven percent feel less safe after Trump’s
It’s no surprise that Trump’s approval ratings are the worst for any president in his first year in office. The country overwhelmingly supports a humane and just immigration solution, including a path to citizenship for the Dreamers; building bridges and not walls with the rest of the world; not turning the federal government’s back on Puerto Rico after its worst disaster ever; and above all, treating one another with dignity and decency, qualities that have been painfully absent in the last year. "I understand all too well how derailing it can be for a student who is sexually assaulted to then continue with her or his studies uninterrupted," she adds. "I've had students who were otherwise dedicated to their studies suddenly stop attending class, or have their grades affected negatively." Many of the legislative items laid out have been slowly making their way through the Capitol since the Nassar scandal began to emerge, with lawmakers saying there is bipartisan support for the majority of the proposed changes.

And to a bunch of kids coming of age in the late ’60s, Gene Roddenberry’s vision of a Federation of Planets with the Vulcan creed “IDIC” (Infinite Diversity in Infinite Combinations) felt like a vision and words to live by. It was not a more innocent time. America was harshly divided. We had lost JFK, RFK, and Dr. Martin Luther King, Jr. to assassins’ bullets. And between civil rights clashes and the Vietnam War, things were anything but simple. But at that moment, just before 11pm on July 20, 1969, everyone was hopeful. We were not human beings; we were earthlings – and one of us was standing on the moon. In the 48 years and some 7-odd months since that day, we’ve seen the Space Shuttle, the ISS, the Hubble, some fantastic NASA missions, the Internet, and many manmade wonders come to be, but nothing has filled me with
more pure hope for the future than seeing the success of the Falcon Heavy mission. From liftoff to the synchronous booster landing, the “rocket” part of the mission demonstrated that space is now available to people (as opposed to countries). Thank you. I had been waiting for this moment since I was a kid. But I also need to thank you for, to use your words, the “silliest thing we can imagine.” For reasons I cannot explain, I have been smiling since Starman reached space. “Don’t Panic” on the center console, a copy of The Hitchhiker’s Guide to the Galaxy and the completely ridiculous inclusion of a towel made this mission, my mission!

Of course, what I really want to thank you for is your vision of the future. It does not matter to me whether Space X or Tesla or the Boring Company is successful.
