PREVENTION OF SCHOOL MASSACRES USING HIGH PERFORMANCE WEAPONRY

Hilbert Morales EL OBSERVADOR After the latest school massacre which happened at Parkland, Florida on Valentine’s Day this year, all documents regarding the U.S. Constitution's Second Amendment were reviewed (sources: Wikipedia). Fellow students, parents, family members, and community all were traumatized and grieved.

School officials had to deal with the aftermath: Making grief counseling available; retirement of that school building; rescheduling issues, etc. What was most disappointing was the same platitudes and condolences by members of U.S. Congress and Trump Administration.

This nation is very tired of the evidence that DARK MONEY has bought off the democratic legislative process. Today, it is all about the money.

‘We, The People’ must undertake actions ensuring that it become all about taking care of our nation's people. We must not allow the ambiance of our communities to become similar to that of a war zone's combat front line wherein one must be continuously in a state of anxiety or fear and always ready to fight for survival or be in flight.

Such an ambiance is not the world peace we want for our youth, this community's future leaders, to experience everywhere in this country.

Yet this is the outcome of 'do nothing' governance which gives 'acquisition of wealth' its highest priority.

Too many U.S. Congress members are beholden to NRA after accepting their lobbyist's contributions.

The usual 'we need gun

control' commentary was responded to by bringing up the 2nd Amendment's phrases about 'the right of an individual to own and bear arms.' Here are what historical documents say: “As passed by the Congress and preserved in the National Archives, with the rest of the original handwritten copy of the Bill of Rights prepared by scribe William Lambert, the (second) amendment says: 'A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”

The National Rif le Association (NRA), as the mercenary advocate of the weapons manufacturing industry, up to now, has successfully resisted any restrictive def initions for the phrase “the right of the people to keep and bear arms, shall not be infringed.” All attempts to invoke gun control to improve community safety and security issues have not achieved any significant changes.

American public policy regarding gun control and establishment of levels of community safety and security needs a new approach which includes 'Good Samaritan Stewardship' factors alongside traditional 'bottom line' decisions.

Despite the reality that the U.S. Congressional legislative process has been thwarted by DARK MONEY, what is proposed here needs to be adequately considered and then supported by 'We, The People'.

At the time the Founding Fathers assembled the Bill of Rights, especially its Second Amendment, individual side arms were 'single shot pistols'. Rifles were still in their blunderbuss developmental stages.

Since each community had an organized militia which was transformed into the 'citizen's army' which successfully engaged the British Redcoat army using 'guerilla tactics' learned from local Native American tribes, it seemed logical to allow residents to continue to have the right to own and bear arms for the purpose of self-defense & protection, hunting, and recreation.

Today, this may be interpreted to mean 'pistols, shotguns and hunting rifles'...none of which may exceed 10 round maximum firing capability before requiring re-loading.

All firearms equipped with high capacity magazines (10 rounds or more) coupled with automatic rapid-fire features must be classified as 'military weaponry' whose appropriate place is in the local militia's armories. This achieves 'A well-regulated Militia, being necessary to the security of a free State' criteria.

Existing 'military weaponry' must become registered and licensed so as to permit local public safety organizations (local police and sheriffs) to enforce new regulatory standards wherein local, state and federal government administratively manage and control all military weaponry, especially those needed to ensure national sovereignty and security.

These new definitions will allow ordinary individuals to continue to 'own and bear' a firearm suitable for self-defense, property protection, hunting and recreation purposes.

All military weaponry (including grenade launchers, artillery, machine guns, flame throwers, bazookas, rocket launchers, etc.) will be in local armories where local national guard unit

personnel may have access for training purposes which is appropriate to having 'a trained militia' for national defense purposes. It would be appropriate to restrict ownership and use of military weaponry to this nation's military and law enforcement agencies.

Nations like Scotland and Japan have strict licensing and regulation of gun ownership with the consequence that their societies have no public massacres. In the United Kingdom, until recently, community police carried no side arms; only a baton while performing community policing. In America, 89 weapons exist amongst every100 residents.

Let's not allow anyone below the age of 21 to purchase any firearm. Personal temperaments should be rational, mature, and responsible by age 21. Any individual with behavioral or mental health issues must be required to undergo appropriate therapy and rehabilitation prior to becoming a lawful owner of any firearm.

Consider periodic background check-offs for re-licensing which enables denial of gun ownership to anyone who has developed behavioral or mental health issues as they get older.

The above alternatives are presented to enable this American nation to achieve the ambiance of safety and security in all communities, especially its local schools such as the Marjory Stoneman Douglas High School, Parkland, Florida.

It's two 17-year-old students, David Hogg and Emma Gonzales, have already demonstrated their leadership courage by organizing advocacy visits with elected officials at Florida's state Capital at Tallahassee and also scheduled a demonstrative march on March 24, 2018 at Washington, D.C.

The issues at stake are not just community safety and security, but also FREEDOM FROM ANXIETY AND FEAR, achieved only by reduction of the probability that the next massacre will occur where we live today.

Doing the work needed to accept these proposed 2nd Amendment new definitions and standards, will remove high performance military weaponry from our communities. The current 'gun culture' now promoted by the NRA will be put in its proper perspective.

Hopefully, if this nation can resolve and reduce gun violence within its borders, maybe 'We, The People' can learn to control those natural 'knee-jerk reactions' which inflict violence leading to wars. Can you imagine a world where wars do not require spending resources to sustain standing military forces?

Wherein those standing military forces are used to deal with human pain and suffering rather than inflicting it. Will the current 'military-industrial-empire resist the actions necessary to achieve 'world peace' wherein no resources nor lives are destroyed by weaponry's use?

'We, The People' have a lot of challenges to resolve before world peace is achieved!

Let's first address those supporting American 'gun culture' issues. Let's prevent access to high performance military weaponry necessary for the next massacre incident.

Above all, let's do the right things to memorialize the deaths of all those 17 student martyrs. Then their deaths will have become meaningful by having safety and security at every level of our society.

La estudiante sobreviviente de Marjorie Stoneman High School, el trágico escenario de la masacre de 17 muertes innecesarias por la violencia del acceso indiscriminado a las armas de fuego denunció a los políticos que aceptan dinero de la Asociación Nacional del Rifle (NRA), incluido el presidente Donald Trump. “A todos los políticos que están recibiendo

dinero de al NRA. ¡Qué vergüenza!”.

Emma no está sola. 5 WAYS NEIGHBORHOODS OF CONCENTRATED DISADVANTAGE HARM CHILDREN a host of positive outcomes for children— from improved executive functioning skills to physical fitness. Yet children who live in neighborhoods with high rates of poverty are less likely to have access to safe places to play outside, such as parks, sports fields, and biking or walking trails. Worse yet, these same children’s indoor play spaces may contain environmental hazards that pose health threats as well, as noted above.

4. Children in low-income and minority neighborhoods are more likely to be exposed to some adverse childhood experiences, such as witnessing violence, which are linked with poor adult outcomes.

Americans, by and large, live next door to people of the same race, ethnicity, and socioeconomic status. Residential segregation by race remains high despite declines over the past several decades, and segregation by income is on the rise.

Segregation by race or ethnicity and by socioeconomic status are often intertwined— for example, one study estimated that black youth are 10 times more likely to live in a poor neighborhood than their white peers.

Multiple factors created the residential segregation we experience today, including past federal, state, and local housing policies that were explicitly discriminatory to people of color and discouraged investment in the neighborhoods where they lived. These policies, along with current policies and practices that benefit people who are white or have higher household incomes, have led to many children of color, and children in lowincome families, living in neighborhoods where disadvantage is concentrated. These neighborhoods are marked by a lack of resources and opportunity, which can affect their youngest residents in many ways—here are five key ones: 1. Segregated, low-income neighborhoods are associated with poorer-quality schools.

For the most part, schools reflect the demographic makeup of their surrounding neighborhoods. This means that, starting as early as preschool, children are likely to attend school with other children of the same socioeconomic status, and often of the same racial and ethnic group, particularly in urban areas. School segregation by income has increased in recent years. At the same time, schools are more racially and ethnically diverse (because the United States as a whole is now more diverse)—though school

segregation by race and ethnicity remains high.

Schools with a high percentage of lowincome students and/or students of color for the most part have fewer resources, spend less on staffing, lack adequate instructional materials, and have worse physical building conditions than their counterpart schools serving higher-income or more racially and ethnically diverse (or more uniformly white) student bodies. These conditions may eventually translate into lower educational attainment for the residents of a neighborhood as a whole.

2. Low-income and minority neighborhoods suffer from concentrated environmental hazards, including lead.

Experiencing violence, the death of a parent, or having a parent who is incarcerated are examples of events often referred to as adverse childhood experiences (ACEs)— traumatic events that can trigger a powerful stress reaction in children. When children are exposed to ACEs, they can be at risk for a host of negative physical and mental health outcomes later in life. Witnessing or being the victim of violence in one’s neighborhood is an adverse experience that children in neighborhoods with concentrated disadvantage are more likely to experience.

Though violent crime has declined in the United States over the past 20 years—a decline more pronounced in disadvantaged neighborhoods—rates continue to be higher in disadvantaged, segregated communities. Black families, regardless of income, are more likely to live in poorer neighborhoods than their white counterparts, meaning that black children are more likely to be exposed to the stressors

of poverty.

5. Children in racially and economically segregated neighborhoods in cities are less likely to move out of poverty (i.e., they have reduced economic mobility).

For all the reasons discussed above, it is perhaps not surprising that areas that have greater intergenerational economic mobility—that is, where children grow up to have higher incomes than their parents— have less residential segregation by race and income (among other characteristics). One analysis estimated that poor families living in areas with low economic mobility will take four generations to reach the area’s average income level, while poor families in areas with high economic mobility will reach that average in three generations.

Parents with higher incomes who are living in areas where neighborhoods are highly segregated have the financial ability to choose to live in those neighborhoods with higherquality schools, more public resources, lower crime, and other characteristics that support the healthy development of their children. If they own a home, they are also able to pass on that valuable asset to their children, whereas historically discriminatory housing policies may have locked black parents, in particular, into a rental market or a market in which housing is worth less. Higherincome parents are able to give their children those opportunities and assets that parents in disadvantaged neighborhoods are unlikely to be able to provide. This perpetuates inequality—and segregation— over generations.

Neighborhoods whose residents are predominately poor or from a minority racial or ethnic group are more likely to have environmental conditions that pose a risk to children’s health. These include risks outside the home, such as poor air quality from nearby industrial sources or proximity to highways. And they include hazards associated with older and deteriorating housing, such as mold, pest infestations, peeling lead paint, and lead pipes.

All of these environmental hazards pose a serious risk to children’s development and well-being. Lead, for example, can cause neurological damage and impair children’s memory and other executive functioning skills such as planning, attention, and managing multiple tasks simultaneously.

These deficits are linked to behavioral problems and poor academic performance, among other issues, that can affect a child’s entire life trajectory.

Unfortunately, not all orders arrive safely, and there are a few places where things could go wrong: from shopping on a scam website to package theft.

In 2017, consumers nationwide reported

1) Do your research. It’s easy for scammers to create e-commerce websites that take your money but never send goods. Before shopping on a website, look it up on bbb.org to make sure it’s trustworthy. There, you can see its rating, complaint history and reviews from past customers. Don’t rely on the site’s social media accounts – they can easily delete negative comments! Make sure the site is secure: look for the “https”, where the “s” stands for “secure”, and read the privacy policy (it’s a red flag if there’s no posted privacy policy). If the site shows a BBB Seal, click on it and make sure it links to their BBB Business Profile on bbb.org.

2) Read the fine print. Read the return, cancellation, and refund policies very carefully. Make sure to look at the site’s

4) Watch out for delivery phishing scams.

In 2017, consumers nationwide reported more than 12,800 phishing scams to BBB Scam Tracker – up from around 1,200 reported in 2016! Fraudsters, pretending to be from a well-known delivery service, email “missed delivery” or “shipping confirmation” notices. You can sometimes choose to require a signature for delivery, which ensures that a package won’t just be left on a doorstep. You can also request that a package be delivered to a more secure back or side door.

HEALTH CARE GROUP SLAMS TRUMP'S "SKINNY" INSURANCE PLANS Frederick Isasi, executive director of the health advocacy group Families USA, says these so-called skinny plans do not cover pre-existing conditions, have no annual or lifetime spending limits and can leave people with massive debts.

"They tend to exclude many, many more things than just maternity care," he points out. "So they exclude things like mental health care, in-patient hospital stays, things that have huge costs to families."

The president's supporters say this will give people a low cost option and predict only about 100,000 to 200,000 people will sign up.

SACRAMENTO, Calif. - Activist groups say President Donald Trump's proposal to allow cheaper, low-benefit health care plans is just another attempt to upend the Affordable Care Act - and they predict it will drive overall prices further up, not down.

On Tuesday the administration proposed a rule change that would exploit a loophole in the ACA that allows short-term policies that don't comply with the minimum coverage requirements.

The new rule would extend them to 364 days.

This follows the GOP decision to lift the individual mandate to buy insurance as part of the tax bill.

Isasi says these two moves are designed to destabilize the health care system by siphoning off young, healthy people from the much larger insurance market.

"What this threatens to do is pull some of the healthiest people who are lowest risk out of the existing pool and make coverage much more expensive for folks who might be higher cost or have higher needs," he explains.

The administration reportedly is considering allowing the so-called short term plans to be renewed indefinitely. The proposed regulation will now be open for public comment for 60 days on regulations.gov.

Health-access groups worry that allowing skimpy, cheaper plans would drive up costs for the majority of consumers, especially older people with pre-existing conditions.

Sacramento, CA – On Wednesday February 21st, the mayors of the eleven largest cities in California and a bi-partisan group of state lawmakers announced the introduction of AB 3171, which allocates $1.5 billion from the state budget to help address the growing homeless crisis.

Assemblyman Phil Ting (D-San Francisco) and State Senator Ricardo Lara (D-Bell Gardens) will champion the effort in their respective houses.

“Homelessness is f irst and foremost a humanitarian crisis, but it is also the single greatest threat to the economic prosperity, opportunity and grow th our cities are f ighting for,” said Sacramento Mayor Darrell Steinberg, who leads the Big 11. “We are on the front lines of providing compassionate and effective solutions to this issue, and we request that our state partners make alleviating homelessness in our cities an even greater priority.”

According to 2017 statewide counts, California’s homeless population has ballooned to 134,278. In response to the surge, cities across the state have utilized their general fund resources and local voter-passed revenue measures to provide housing, shelter, supportive services and outreach to people experiencing homelessness. Despite these efforts, substantial assistance from the State is needed to address the magnitude and complexity of the statewide homelessness issue.

AB 3171 calls for one-time funds to be allocated to cities on a matching

basis, resulting in over $3 billion in collective State and local funds to meaningfully address one of the most intractable issues facing cities.

“Last year, I fought to get millions appropriated in our state budget to f ight homelessness across California, but we have so much more work to do,” said Assemblyman Phil Ting (D-San Francisco), who is also Chairman of the Assembly Budget Committee. “Homelessness is a statewide crisis, but we cannot do it alone. This year, we need to identif y resources to partner with cities to build more shelters and augment additional services so we can get people off our streets and into shelter as fast as possible.”

“The Legislature has confronted the crisis of homelessness with new funding for supportive housing and by helping people overcome their barriers to f inding homes,” said Senator Ricardo Lara (D-Bell Gardens). “Despite all of our efforts, homelessness is on the rise, and we need to partner with local leaders who are coming up with humane and creative solutions.”

“Cities across the state must continually grapple with the human, economic and social toll being caused by the growing homelessness crisis,” said Mayor Sam Liccardo. “This funding will go a long way to support some of the innovative measures being taken at the local level to house more of our homeless neighbors and confront this crisis head-on.”

“While we are exploring every solution possible to address our homelessness crisis, cities alone cannot solve this challenge,” said San Francisco Mayor Mark Farrell. “Additional funding support from the state will help San Francisco expand homelessness initiatives proven to be successful, including our Navigation Centers, which have become a nationally recognized model.”

“I am glad to join with my fellow Mayors in a bipartisan effort to address this crisis,” said Fresno Mayor Lee Brand. “The problems and issues are different for every city in California and this proposal

The mayors sent a letter to legislative leaders earlier this month, urging them to set aside part of the $6.1 billion budget surplus, or 25%, to help boost services to the homeless.

The group of mayors is planning to lobby lawmakers next month to ensure the passage of AB 3171.

“Oakland stands united with California’s largest cities to call upon the Legislature and Governor to address the homelessness crisis now,” said Oakland Mayor Libby Schaaf. “Although we are investing in innovative strategies, cities cannot suff iciently contend with the rapid increase in people living on our streets simply because they cannot afford to pay skyrocketing rent. As one of the wealthiest and most innovative places in the world, California can and must do better. We need a substantial investment from the State, one that acknowledges the severity and the human costs of this crisis.”

The Big 11 also strongly encourage the Governor and the Legislature to get out funds from the No Place Like Home initiative passed in 2016.

Those resources are an important compliment to AB 3171.

The California Big 11 Mayors is a bipartisan group comprised of the most populous cities in the state.

Member cities include: Los Angeles, San Diego, San Jose, San Francisco, Fresno, Long Beach, Sacramento, Oakland, Bakersf ield, Anaheim and Santa Ana.

Supervisor Cortese Calls for a Gun Violence and Mental Health Summit Office of Supervisor Dave Cortese

In the wake of the recent Florida school shooting, Supervisor Dave Cortese will ask the Board of Supervisors on Tuesday, February 27, to reaffirm the County’s efforts to prevent gun-related deaths and mass shootings and formally endorse the March for Our Lives school safety campaign and similar movements underway to protect children.

SAN FRANCISCO - Warning that the country is heading down a white-nationalist, nativist path, four immigrant-rights advocates issued a call to action last week just hours before the U.S. Senate rejected all four proposals to change U.S. immigration policy, and a second federal court found the president's "Muslim ban" unconstitutional.

The advocates spoke at a national telebriefing for ethnic media sponsored by Ready California, a collaborative cross-sector effort led by the Immigrant Legal Resource Center.

"We've all learned to expect the unexpected," said Sameera Hafiz, an attorney and ILRC senior policy strategist in Washington, D.C. "The reason we're here is because of Trump's decision in September to rescind the DACA program and throw the lives of close to 800,000 young people into chaos and uncertainty."

"But, while the Senate was ostensibly debating the future of the DACA program," Hafiz argued, "the reality is that any DACA proposals go hand in hand with eliminating the diversity visa program, severely curtailing the family immigration program and expansive border enforcement measures - far beyond what we think about when we think about border security."

"While we've been focused in D.C. on the legislative side, we've been distracted from what the administration is already doing," Hafiz continued, citing attacks on jurisdictions with sanctuary policies and other enforcement actions against Dreamers, mothers and activists.

Angelica Salas, director of the Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), agreed that what is underway is an attack on legal immigration itself which she called "a white nationalist agenda, [whereby] certain individuals are not qualified to come into the United States based on their country of birth and their religion."

On average, Salas noted, "Our clients being deported from Los Angeles had been in the country more than 25 years. With the crippling of various legal channels like the Central American minors program, the separation of children from parents,

the ending of diversity visas, the list goes on," she said. "We're destroying people's lives."

"This is not just about the immigrant community anymore," she continued. "It's about what kind of country we want and who we are, as Americans."

Zahir Billoo is the executive director of the San Francisco Bay Area chapter of the Council on American Islamic Relations (CAIR) and a civilrights attorney. She hailed the decision by the Fourth Circuit which joined a chorus of courts across the country who have said that the Muslim ban is unconstitutional.

Cortese will also ask the Board to approve his proposal for the County to convene a Gun Violence and Mental Health Summit within the next 60 days to address such issues as including mental health diagnosis information in background checks for the purchase of firearms.

“This is a call to our community to come together to share ideas about curbing gun violence and keeping weapons out of the hands of mentally ill people who could harm others or themselves,” said Supervisor Cortese. “That includes firearms retailers, mental health professionals, parents, teachers and anyone who believes that gun safety should be a priority.”

The Gun Violence and Mental Health Summit should be modeled after the Older Adults and Mental Health Summit, which was launched by his office in June 2011, and identified critical needs and recommendations that are ongoing today, Cortese said.

The District 3 Office has previously worked with County Counsel in exploring the legalities of making certain mental health information available to gun dealers before and during the background check before a sale. The intent would be to preclude and discourage individuals with a severe mental health diagnosis from buying firearms.

Despite California’s current stringent gun laws, which include a mandatory 10-day waiting period before the firearms dealer can deliver the firearm to the purchaser, regulatory actions have not been able to stop the epidemic of school shootings.

The County’s current legislative priorities relating to firearm safety include: • Promote a culture of responsible and informed gun ownership.

• The safe use and storage of guns.

• Require a criminal and mental health background check, waiting period, and safety certificate to purchase a firearm.

• Provide law enforcement the resources necessary to make sure people prohibited from possessing firearms surrender their weapons to a law enforcement agency.

• A ban on weapons and ammunition that allow for rapid reloading and multiple rounds of ammunition, such as “bullet buttons” and high capacity

Nevertheless, she noted, "Whether you are from Iran or Somalia, it does not matter what your story is, you cannot come to the US." Billoo quoted a Georgetown University estimate that 60,000 people had been impacted in their efforts to get an education or see their families.

"We're optimistic," Billoo said, but cautioned that what's legal doesn't always align with what's moral.

"The court in the past has allowed many unjust things, such as the Japanese internment."

Adoubou Traore, director of the African Advocacy Network, which provides legal counsel for immigrants of the African diaspora, highlighted the dramatic growth of the African immigrant community, from 816,000 in 1980 to more than 4 million in 2016. Largely faceless and voiceless, this population has borne the brunt of every new restrictive immigration measure, from the Muslim ban to the removal of Temporary Protective Status (TPS).

As immigrants and as Blacks, said Traore, "We are the only group that has been named racially, and coming from countries that have been named in ways that I don't even want to repeat, but we all heard it."

Asked about the future of the immigrant rights movement, Salas noted the "tremendous mobilization by immigrant youth. This will only increase as people mobilize around the March 5 Congressional deadline for a solution on DACA." "But this is a call to the broader immigrant community and Americans in general," Salas emphasized.

"We need to stand up not just to be in solidarity with immigrants and refugees, and our brothers and sisters from the Muslim community," she added. "We need to stand up as Americans - as a country - saying this is not who we are or what our values are. I think this is what's missing."

A DISCUSSION OF DOCUMENTARY FILM “ADIOS AMOR: SEARCHING FOR MARIA MORENO”

The annual Cinequest Film & Virtual Reality Festival returns to San Jose and Redwood City, February 27 – March 11, with a lineup of Latino Cinema featuring U.S. and foreign films dealing with issues ranging from immigration, gambling addiction, vengeance, self-identity and California’s migrant farmworkers’ unsung heroine.

Having its world premiere will be the documentary film “Adios Amor: Searching for Maria Moreno”, which seeks to rediscover the woman who preceded Cesar Chavez and Dolores Huerta in their struggle for unionizing California’s migrant farmworkers in the 1950s and 1960s.

Maria Moreno born in 1920 Texas is a descendant of a Mexican grandfather and native American grandmother. Her father was a Baptist minister and she began to work in the fields at the age of 8. She would labor in the fields of Texas before relocating to California, she married at 15 to a husband of 21 and went on to have 10 children while picking the crops of California’s Central Valley and Santa Clara County.

She went on to become the first Latina hired as a union organizer and spoke to landowners, college students and politicians on the poor working conditions of migrant laborers. Though having had only 2 years of formal education, Maria was an aggressive spokesperson for the rights of farmworkers and would often proudly say, “I know how to handle a man’s job like a man and I’m not afraid to say it. I’m an American citizen and I’m talking for justice.”

Filmmaker Laurie Coyle brings Maria’s history back to life for a new generation of Latino activist who are still championing the rights of farmworkers, of immigrants and the undocumented. El Observador spoke with Laurie about her film and what it means to her and to our modern conversation on social justice.

How does this film compare to some of the other films you have worked on?

First, with history/biography documentaries, the filmmaker usually completes the research and has a working script before filming starts. In the case of Adios Amor, I started filming before I knew what I would find and where the story would lead.

I was a year into filming before I made contact with Maria Moreno’s family, and I was three years into filming before I found the audio recordings of Maria’s voice. I actually had a backup plan for telling Maria’s story if I had never found any audio recordings and we never heard her voice. Now it’s impossible to imagine “Adios Amor” without Maria’s voice—her voice is every bit as important as the photographs. She speaks directly to us, and her voice is incredibly moving.

How was your search for Maria Moreno aided by others, there is a scene with Radio Bilingue out of Fresno asking listeners if they know of Maria, how did you find these supporters and were they also

unfamiliar with Maria's legacy?

My search for Maria Moreno benefitted from the assistance and guidance of many people. I never would have known Maria Moreno existed if it hadn’t been for George Ballis’s amazing photographs, so I have to thank him first and foremost. We never would have heard Maria’s voice if it weren’t for Ernest Lowe’s recordings and radio programs broadcast on KPFA radio in the 1960s. If Ron Taylor hadn’t written a few paragraphs about Maria in his book Chavez and the Farmworkers in the 1970s I wouldn’t have had any clues about what happened to her and where she went. Maria’s coworker Henry Anderson kept an amazing treasure trove of flyers, pamphlets, and recordings up in his attic. Adios Amor is also a tribute to them. They were the keepers of the flame and kept Maria’s memory alive.

During the search I turned to Radio Bilingüe, a nationally syndicated radio station to reach beyond the small circle of journalists and activists.

I wanted to make contact with farmworkers who had known Maria Moreno back in 1960. Radio Bilingüe’s headquarters are in Fresno, which is also where Maria Moreno was headquartered when she organized for the Agricultural Workers Organizing Committee (AWOC). They were very supportive of my search. Most of the farmworker activists that I tracked down had been active during the Cesar Chavez years, but knew nothing about Maria Moreno. It’s as if a curtain had been drawn between Maria Moreno’s achievements and the better-known story of Cesar Chavez and the farmworkers.

You’re right about that! A film that works is a lean, muscular creature. So you really have to make tough choices about what to keep and what to cut.

Every scene, every image has to move the larger story forward. There’s no room for detours! Some of my favorite moments ended up on the cutting room floor, like the story that Maria’s youngest daughter Libby tells about their first days in the desert. They were squatting on open land when a tall man in a big cowboy hat drove up in a pickup truck and announced, you know you’re on my land.

Maria answered, “Well I’m sorry but God told me to come here.” The landowner, whose name was Mr. Hancock, allowed them to stay on the land for years in exchange for their feeding and watering his cattle. But you can imagine that scene from the perspective of 5-year old Libby hiding behind her mother’s skirt!

The Morenos also shared an interesting chapter in their lives when the family settled in Salinas and Maria worked on the Cannery Row made famous

by John Steinbeck. They built a modest home, but eventually lost it and had to rejoin the migrant stream.

What other project are you working on next that you want to share with our readers?

For the foreseeable future I will be busy getting ready for Adios Amor’s national broadcast on PBS during Latino Heritage Month later this year.

After that, we will be taking the film on a circuit of community screenings in rural California counties.

I do have two short films in the works, one featuring a Zimbabwean dancer and one about a woman artist. For my next big project, I can’t say yet. My films are always searches, and what inspires the search is often unpredictable or quirky, like finding a doll in a junkshop or these photographs of Maria Moreno. It’s as if these things speak to me and ask me to tell their stories. Whether the stories are historical or imaginary, they celebrate the hidden beauty, struggles and accomplishments of people whom our society has overlooked or forgotten. In that sense they are about justice, too.

The envelope of historical artifacts from Maria's granddaughter seemed to come out of nowhere.

How did that discovery materialize and how did you feel when you came upon it?

Although the envelope seems to come out of nowhere, it arrived 10 months into the making of the film. The irony was my search for Maria Moreno was that Maria’s family contacted me before I had located them. A friend of theirs had seen a notice online about the film and put me in touch with Maria’s granddaughter Lisa Alama.

Shortly thereafter, she mailed me a packet of documents related to her grandmother’s union activities. I reached out to the rest of the family and made arrangements to meet with them. I was a little nervous because I didn’t know what I might find out, and whether that might be the end of the project. But it turned out to be the beginning of a remarkable journey in which they became searchers too: sharing childhood memories, visiting their mother’s birthplace in Texas, embarking on a pilgrimage to the desert home that had sustained them during their mother’s exile from the labor movement.

Having spoken to other filmmakers especially documentary filmmakers I am always amazed by how much footage they leave on the cutting room floor. What was your experience in making this film with respect to the material you probably wanted to include but had to leave out of the final product?

A LOOK AT “THE KING AND I”

Performer Brian Rivera Gives Us Insight Into the Update on the Classic Broadway Production

What is the story within “The King and I”?

Recently we had the chance to talk to a performer in the Broadway production of “The King and I”, which is going to be presented at the San Jose Center for the Performing Arts from Tuesday February 20th to Sunday February 25th. It is directed by Tony Award winner Bartlett Sher and features the cast of the Lincoln Center Theater.

The story of “The King and I” is based on actual period of history in Xi’an, which is modern day Thailand, in 1862. It was a big time of colonial imperialism where it was “Manifest Destiny”, and the European nations were going across the globe to conquer various countries. The king of Xi’an is a very smart, forward-thinking man who says, “we’ve got to change our country and step things up, or else they’re gonna take us over.” So he hires a famous governor’s son to teach his kids English and a little bit of everything.

It ends up being inf luential, to shape the country and staving off the powers that be from taking over. Historically, Thailand is the only Asian country never to be conquered by a European power.

Brian Rivera was born in Sacramento and it was in high school there where he began his pursuit of the performing arts. He later went on to study drama at San Francisco State University, spending his formative years in the Bay Area.

In this production of the critically loved play, Rivera takes a turn at playing the titular King of Siam, as well as the King’s second in command, the Kralahome.

In the following Q&A, Rivera gives us a glimpse into the classic, historically based “The King and I”, as well as what it means to him being part of the production.

Hey Brian, thanks for your time. To start off, could you break down what got you interested in the performing arts?

One Sunday I went to our school theater, our gymnasium, [for] a play called “Into the Woods”. It was amazing, but [also] just seeing people around my age just becoming different people and breaking out in song, it blew my mind. So I auditioned every year, but I had no experience. So I didn’t get in, but then I was in the choir, so I got a little experience. I got into “Guys and Dolls” senior year and that kinda solidified it for me, to pursue performing arts. I went to Sacramento City College. I was born in Sacramento but I spent most of my time, my adult years, in the Bay Area. So, I transferred to SF State and I got a degree in Drama there.

Could you talk about your role(s) in this production?

I play the king’s right-hand man, it’s called a Kralahome, which is a special title that was created for the actual man in real life. So, he’s like a special prime minister with overreaching powers. He was born into a family of wealthy merchants that became one of the most influential families at the time in Xi’an.

He was actually in real life, part of the council that elected or figured who would be the next in line. He’s just loyal to the king, and he’s a traditionalist so when all these western customs are starting to be implemented it’s tough for him, but he wants to do whatever’s best for his king and the country.

How do you feel the original play and this new iteration differ?

I’d say that it’s very faithful. When we started rehearsals, Bart wanted to work [from] the original. So he went back even before the original and looked at the rehearsal script.

He got a lot of help from the foundation that looks over Rodgers & Hammerstein’s legacy.

So he got the original script and the original preview was 4 hours long. The intent that he

wanted with the original script was to pull as much depth as possible from the original working script so there’s little lines that we kept that gives us a more of a hint on the relationship between the king and his view on the rest of the world, and especially his wives’ view. It shows this woman’s perspective and kind of all this imposition on them from the West, in particular, fashion. It’s little things like that [which] add nuance and depth.

playing the Kralahome I love my moments with the king. And offstage when Anna sings “Hello Young Lovers” to the wives after they first meet, and the wives can let their guard down. As the king, playing opposite Anna, all the scenes are rich and wonderful. Recently I played the king for a day and the understudy for the prince is a young kid and the fact that he’s so small it struck me, [there’s] touching moments.

Bart is a brilliant director and has great vision but when he gets asked to propose a project he asks himself what the relevance is to today, the world we live in. What he saw in [The King and I] during the time they were putting it together, was the young Persian woman Malala Yousafzai, who won a Nobel Prize and was shot in the head by the Taliban. He was inspired by her story, and the famous thing she said, “the most dangerous thing in the world is a girl with a book.”

Why should people come and check out “The King and I” when it arrives to Broadway San Jose?

So, when Bart thought of that he said it made perfect sense for the story because there’s this young woman who sends a present to the king, and she just wanted to learn and read. So [Bart] focused in on her, a strong independent woman. Very different for the times when it was written, and it’s centered on showing a story where women are equal as men.

Do you have a favorite moment in the production?

Well, there’s so many. It’s a classic and there’s so many beautiful songs in there. It also depends on my perspective, when I’m

I don’t want to quote a reviewer but a review in New York said, “if you’re going to see any production of ‘The King and I’ in your lifetime, this is the one.” I agree with him with a lot of bias being part of it, but I believe it to be true. It’s a beautiful production with lots of amazing performances. The story it tells, even if it’s from a time over 150 years ago, it’s still so relevant today, especially since there’s a message of female empowerment, of standing your ground against the odds and fighting for equality and fairness and striving eternally to open one’s mind and change one’s views and habits, and learn more for the sake of being better as a person and also a country.

I think it resonates still today.

According to the Natural Resources Defense Council (NRDC), a leading non-profit green group, upwards of 10 percent of all the hot water drawn for showering in a typical singlefamily home is wasted waiting for hot water to arrive.

“With Americans taking over 200 million showers a day, that’s a lot of water and energy literally down the drain, of no benefit to anyone,” reports Ed Osann, NRDC’s Senior Policy Analyst and Water Efficiency Project Director. “Using EPA [Environmental Protection Agency] estimates of shower water use, that’s about 280 million gallons of hot water wasted each day—water that has been heated by a water heater, but then allowed to cool as it sits in long pipe runs that are not insulated.”

The energy used to heat this wasted hot shower water generates about the same amount of greenhouse gas emissions as 1.6 million cars plying our roadways. “And that’s not even counting the additional water that gets wasted while waiting for hot water to arrive at a lavatory faucet or the kitchen sink,” adds Osann.

In 2015, the group scored a double win by convincing both the International Code Council (ICC) and the International Association of Plumbing and Mechanical Officials (IAPMO) to upgrade their respective efficiency requirements—which most states and the federal government automatically follow—for hot water piping.

JOSHUA TREE, Calif. - Two years ago this week, President Barack Obama created three new national monuments in the California desert: called Mojave Trails, Sand to Snow and Castle Mountains.

Supporters held a community event to celebrate, noting that tourism to the area has increased significantly, as people come to see Joshua Tree National Park and then, go on to explore the new monuments.

Breanne Dusastre, marketing director for 29 Palms Inn, says the desert has unique natural, cultural and historical significance.

Dusastre describes its appeal: "This is one of the last great, intact open spaces left in the American West, and people travel here from all over the world to explore the raw and undeveloped landscapes, see the unique plants and animals in their natural habitat, breathe the fresh air, and look up at night and see the stars and the Milky Way." by U.S. Interior Secretary Ryan Zinke, but so far

She's worried the administration will favor commercial interests over the environment.

"Lands that were set aside for conservation may now be open to inappropriate uses like mining and renewable-energy development, when there was already a consensus on areas where those sorts of uses would be appropriate," said Foley.

Some 22.5 million acres in the area are covered by the conservation plan, which was concluded in 2016 - after eight years of negotiations between local communities, state and federal agencies, businesses and off-highway vehicle, mining, and energy interests.

But unfortunately, the ICC ignored subsequent calls by NRDC to mandate more compactly designed hot water pipe layouts in new buildings, although Osann thinks it’s only a matter of time before such changes are uniformly adopted by the standards bodies and most states.

As for what you can do now to reduce the waste of water while waiting for it to warm up, Osann recommends clustering tasks that require hot water close together to reduce the “cool-down” effect between uses, and capturing some portion of the initial draw in a container and using it to water the plants or fill up Fido’s dish. You can also insulate hot water pipes that are exposed in a basement, attic or crawl space to keep the hot water warm while it idles in the pipe awaiting your next shower.

Better yet, replace your hot water heater with a tankless water heater, which heats water directly on demand without the use of a storage tank. When hot water is turned on, cold water travels through a pipe into the unit, where either a gas or electric burner heats it instantaneously. As a result, tankless water heaters deliver a constant supply of hot water and there is no energy or water waste due to waiting or to water cooling—and then needing re-heating later—in your conventional water heater’s storage tank.

The film deals a lot with mutation and genes and alien-like life, how much research did you do in terms of any real science behind what ended up in the film?

Based on the acclaimed novel “Annihilation” by Jeff Vandermeer, Director Alex Garland was in charge of bringing to life the story of a femaledriven group of researchers and soldiers who embark on a mission to find out what is happening in a quarantined patch of land in the Eastern Coast called “Area X” in the book, and “The Shimmer” in the film.

This phenomenon is causing mutations in anything within its reach, which turns the landscape of the Shimmer and its biological inhabitants into an otherworldly and hallucinatory place.

Leading the cast is Natalie Portman, who plays Lena, a biologist and exsoldier who is determined not only to find out the root of the Shimmer’s strange environment, but also to find out why her husband, a soldier part of a previous expedition, has become a shell of the man she knew.

Rounding out the cast is Oscar Isaac as Lena’s husband Kane, and the rest of the squad joining Lena on the expedition: Jennifer Jason Leigh as Dr. Ventress, Tessa Thompson as Josie Radek, Gina Rodriguez as Anya Thorensen and Tuva Novotny as Cass Sheppard.

I recently had the opportunity to speak with the Writer-Director of the film, Alex Garland, about what merits the novel had to make him want to adapt it, and what exactly the film entails in its surreal imagery and focus.

Thank you for your time Alex. To start off, what attracted you to the project of adapting the “Annihilation” novel?

It was two things really. It was the book’s incredible imagery, it’s rare that you find anything and it immediately be attractive and interesting, and its strange and unusual atmosphere, and the atmosphere really was powerful while reading it. It stayed with me after I finished it, and the originality and the atmosphere are great.

Once you focused your efforts on adapting the novel, how much did you take from the trilogy as a whole? Or did you just focus on the story contained within the first book?

Just the first book. Actually, at the time I was writing the script books 2 and 3 didn’t exist so it was really just the first book. But also, I’m not actually personally interested in working on franchises. I just want to work on something that is self-contained, a single story and it ends where it ends. That’s not to say I would have a problem with anybody else [adapting], it would be fantastic if other people worked on it. If anybody wanted to work on the franchise it would be cool, but for me, that’s not what I want to do. After two and a half, three years working on a project, I really want to work on something different.

How much of the film is directly translated from the book, or how much comes from original concepts you and your filmmaking team came up with?

It’s really hard to kind of quantify that, like a percentage of it. From the way I

It was a mixture of doing a lot of research and a lot of talking to people, in particular a geneticist. I spoke to one a lot about aspects in this film. But then the other part of the film is really dream-like and hallucinogenic, it’s not really attached to anything rational at all. And so, it kinda varies a bit. It’s a mix of something that is kind of grounded in science and then just purely imagination of the group of people that worked on the movie.

Do you have a specific instance in the film that you personally find as a favorite moment?

Well I think to me the story was always leading up to Natalie’s character arriving at a beach and going into a lighthouse and what happens there, and in some respects that was the most difficult part of the film to do, but it was also in a way my favorite. I really enjoyed making that section.

Thank you for your time Alex. One last question. If you separate the film and novel, what is the core of your film about?

I think what the film is about at its core is something about self-destruction.

I think it’s really a film about selfdestruction and a look at how selfdestruction is kind of difficult. It’s the way our cells self-destruct, the way a star will self-destruct, the way a body will self-destruct. Some of it is also human behavior, it’s psychology. It’s the way people dismantle aspects of their lives, or their sanity or stuff like that.

So thematically and ultimately the film is about self-destruction, including the title.

TALLAHASSEE, Fla. – With heavy hearts, students, who have become citizen lobbyists, met with lawmakers on Tuesday February 20th with one goal – to urge the passage of gun control measures.

Hoping their tragic stories will spur lawmakers to act, a small group of Marjory Stoneman Douglas High School students went door-todoor asking senators and representatives to put aside their partisan differences and act.

However, a move to push a bill banning assault

weapons and high capacity magazines directly to the House floor was rejected on mostly party lines.

Ashley Santoro, a junior at Marjory Stoneman Douglas, said she's trying to cope, but is saddened by the response at the State Capitol.

AMERICA: DIVIDED WE STAND, TOGETHER WE FALL Shelly Palmer

On Wednesday, February 14, 2018, circa 2:30pm, a 19-year-old gunman shot 17 people to death and injured over a dozen others at Marjory Stoneman Douglas High School in Parkland, FL. “Breaking News” coverage was ubiquitous, and when I awoke Thursday morning, smartphone video had found its way to my screen. My reaction was visceral, and I wrote the following note at the top of Thursday’s email: I am angry today. I am also heartbroken and have a pain in my stomach after seeing smartphone video taken yesterday during the shooting at Marjory Stoneman Douglas High School in Parkland, Florida. It showed terrified children cowering under desks, fearing for their lives as gunshots rang out.

Our collective answer: social media posts with platitudes such as, “My thoughts and prayers go out to the victims and their families.” This is simply wrong!

The NRA is a formidable marketing opponent. Their direction to their supporters is simple. No matter what happens, just say “no regulation.” When pressed, point to the Second Amendment and say, “We have the right to keep and bear arms.” It is a powerful, unified message.

People who support rational gun regulation have a far more complex story to tell. There is no obvious unifying soundbite. Importantly, non-NRA members don’t think about gun violence all the time, they are typically not single-issue voters, and they generally do not vote as a block.

You are among the smartest, most capable people in the world. So, here is my challenge to you: Let’s craft a narrative that will help reduce gun violence. Simply reply to this email with your thoughts, comments, criticisms and suggestions. Thank you. –s I expected that you – my super-smart readers – would all agree that a reduction in

gun violence would equate to a safer world, and I was expecting to read some awesome soundbites and phrases that might offer wisdom and guidance toward that end.

Here is how I described what hit my Thursday’s inbox: Yesterday, in an effort to start somewhere, I suggested that (from a marketing point of view) the NRA’s messaging is simpler and easier to communicate than current anti-gun violence messaging. I also suggested that you, being some of the world’s smartest people, could be enlisted to craft an equally simple and easy to communicate message that would “help reduce gun violence.” I chose my words carefully. I wanted to define an objective truth that both sides could agree on. I’ve never met a lawful gun owner who approved of gun violence, so I thought this would be a good starting point.

I was accused of improperly framing the question. Leaning left or selling out to the right. Or the old saw, “___ kills hundreds of people a day – where is your outrage about that?” All of this for asking how we can make the world safer for our children. America truly stands divided.

Together We Fall But this division has an interesting twist: we seem to have become so tribal that even tribes on the same side of the issue cannot find common ground. What fascinated me most about reading these hundreds of emails is that groups I would cluster together in a single cohort would not see themselves that way.

Somehow, we have to reach a consensus about what these words mean. There is nothing domestically tranquil about kids hiding from gunfire. There is no general welfare for the grieving parents or those whose lives have been torn apart by bullets. There is no posterity if our children are dead. I refuse to believe that America must accept a future where grade schools need to be housed in fully armed garrisons. There must be a better way, and I ask you to help define it!

We need to find common ground to begin

As it turns out, I was wrong. “Help reduce gun violence” was instantly interpreted as “AntiNRA, leftist trope.” I was told that “guns are not the problem,” it’s mental health, violent video games, violence in entertainment, lack family values, gang culture, social media, our society at large, etc. I was also told that criminals will always find a way to get a gun and that there is no way that a law (or any regulation) can accomplish anything.

I was also told that, “AR-15’s account for a statistically insignificant number of gun deaths … handguns are the real problem.” I was pilloried for being angry. I was excoriated for being heartbroken. I was chastised for suggesting that we start working on a way to raise awareness about gun deaths (didn’t I know that homicide rates had declined).

Here’s the thing. My granddaughters go to a school where active shooter drills are as common as fire drills. We must find a path to a safer world.

This is a nontrivial outcome. I went in search of a reasonable starting point with you, the people I believe to be the smartest in the world.

Well-educated, well-informed, gainfully employed, interested in technology and the future. Each of you is brilliant and interesting and in possession of hard-earned wisdom.

What I found were dozens and dozens of cohesive groups all destined to be dead right.

The sentiments of the responses to my emails were evenly split and were an object lesson in confirmation bias. If you agreed with the me, you stopped reading after a few sentences because I had confirmed your beliefs. If you didn’t agree with the topic sentence, I was instantly characterized as the enemy, and you started your attack email.
