Hilbert Morales EL OBSERVADOR The American electorate's support of President Donald J. Trump needs to be re-assessed. Many working class folks are wondering if and when the Trump Administration is going to get around to doing something about jobs and wealth disparities. These were addressed many times during the past election campaign. Three main issues are worrisome to ordinary working class folks:
A) Health Care Insurance public policy; B) Comprehensive Immigration Reform and C) Reduction of Federal Government's capability to lead and guide both international and domestic public policy. A) HEALTH CARE INSURANCE public policy: The 2010 Affordable Health Care Act (ACA or 'Obama Care') has been a consistent target for total repeal by Republican conservatives. California set up central state exchanges (Cover California) where individuals could obtain reliable comparison information about “HEALTH CARE INSURANCE

THESE ARE TRYING TIMES.... COMPANIES” …their premiums and coverage policies. Each Insurance purveyor now had to permit youth to remain 'covered' under their parents policy until age 26 and no purveyor could deny 'health care insurances' to anyone because of a prior health issue. In addition Medicare/MediCal programs were expanded. For the first time reimbursements for mental health care services were included. Trump's campaign promise was to 'repeal and replace ACA'. Never since 2009 has the Republican ideologues ever revealed the features of their 'health care insurance plan'. The current repeal and replace Republican proposals end up insuring fewer working class individuals at higher costs. The analysis by the non-partisan Congressional Budget Management Office estimates that 24 million persons will remain UNINSURED. Republican Party's own analysis projects that 26 million will be uninsured. This in contrast to the 2010 ACA's achievements which provided health care insurance coverage to 20 million working class folks. It seems logical to not repeal and replace the 2010 ACA which never was implemented in all those RED STATES having Republican Governors, who did not set up their central exchange nor expand their state's Medicare/ Medicaid programs. Both of these actions were needed to ensure the very large numbers of participants
needed to ensure ACA's success in attaining broad population involvement and very high 'insured participants’ necessary to ‘reduce personal premiums'. Only in a few BLUE states did that happen as in California. ACA has serious omissions which need inclusion: 1) The trained professionals needed by hospitals, clinics, and physicians was never addressed. For years medical professionals trained in other nations MIGRATE to America to practice. 2) The prescription drug manufacturers need to benefit from 'foreign' competition and monitoring (which is not regulation). Competition is easily created: Just allow drugs produced outside of USA to enter the American health care market. and 3) Durable Medical Equipment needs to be monitored (not regulated). The government, not the health care industry, needs to promote excellent Public Health practices which have extended human longevity. B) COMPREHENSIVE IMMIGRATION POLICY REFORM: This issue will not ever be resolved until all those who benefit from the current exploitative practices are exposed. Trump, in his personal 'white supremacist racist' manner appealed to the 'red-necks' amongst us by pledging to build “THAT WALL” which will use resources better applied elsewhere (e.g.: infrastructural improvements). The
U.S. Congress has the 'power of the purse' so all constituents need to communicate to their Senators and Representatives to simply not fund THAT WALL. What is being severely damaged by the Trump Administration's approach is the bi-national relationship which has resulted in an estimated $10 billion of economic activity that benefits both America and Mexico. Trump has crafted 'alternative facts' which are not supported by studies (just read studies by the Pew Foundation and others). The continued focus upon expelling undocumented immigrants (of the 11 million, 50% are Mexican; 150 nations contribute to the other 5.5 million); most arrive here with a valid visa which is 'overstayed'. The social trauma being generated is simply cruel, wrong, and reveals the 'white supremacist' leanings of this nation. It is time for those of us who are persons of color to vigorously push back by insisting that Trump be impeached or limited to one four year term. C) SMALLER FEDERAL GOVERNMENT: The reduction of America's democratic Federal Government's capability to lead and guide both international and domestic public policy is despotically criminal. . Recently, in the Department of Justice, all federal prosecuting attorneys appointed by the prior Obama Administration were 'simply dismissed'. In addition, the newly appointed Secretary of State dismissed several very experienced foreign
affairs civil servants, resulting in the loss of critically essential 'institutional memory' . Trump withdrew America from the Trans-Pacific Trade Treaty and intends to renegotiate the North American Trade Agreement between Canada, Mexico and America. Much of this is being done without learning about the basis for these agreements. The Global Climate Change Pact is being set aside because of the inability to comprehend or accept prevailing scientific evidence that greenhouse gas levels (especially carbon dioxide) impact global warming. My serious concern is that much damage will be done by actions of this Trump administration whose advisory staff is very committed to the establishment of a 'smaller federal government'. Too many Trump Administration actions are destroying what has taken 72 years to assemble since WWII. The outcome will be a serious decline in the ability of America to influence, guide, and lead as it has during the recent past when diplomacy rather than military actions became the first reaction to any international incident. These are trying times which will pass by soon with our focused corrective actions achieved in solidarity. The Judiciary is doing its job; it's time the U.S. Congress begins to become the deliberative body which leads America and all nations towards the desired era of future global peace.

Pero no de naturaleza climatológica sino política, con motivo del debate legislativo de las propuestas de ley de los Republicanos y apoyada por el presidente Donald Trump para reemplazar la Ley de Salud Asequible, conocida como Obamacare. Un análisis de la apartidista Oficina Legislativa del Presupuesto (CBO) muestra que de ser aprobadas por el Congreso, unas 14 millones de personas, entre ellas presumiblemente muchos latinos, podrían no tener cobertura médica en 2018, una cifra que crecería dramáticamente a 24 millones de personas en 10 años, en comparación con aquellos asegurados bajo Obamacare. Aunque la legislación tendría como
beneficio la reducción del déficit federal en 337,000 millones de dólares en una década, el costo de las pólizas de seguro aumentaría del 15 al 20 por ciento en los primeros años y solo tendría una rebaja después de 10 años. Peor aún, el incremento del costo de las primas seria desigual: los jóvenes, que típicamente son más sanos, pagarían menos por su cobertura de salud, que las personas mayores, a pesar de que éstas tienden a padecer más enfermedades y han dejado de tener ingresos más allá de su posible pensión. En opinión del secretario de salud, Tom Price, el reporte de la agencia legislativa ignora el impacto positivo que tendrán otros programas paralelos que serán impulsados por
la administración Trump. En contraste, para los líderes Demócratas, las conclusiones del reporte son una confirmación de las críticas en el sentido de que las propuestas Republicanas buscan beneficiar a los estadounidenses más ricos, en detrimento de las personas mayores o más pobres. En todo caso, las proyecciones de la CBO tendrán el efecto de acrecentar la polémica política en torno a las propuestas republicanas, toda vez que aún antes de las cifras enfrentaban no solo el rechazo de los Demócratas sino también del sector más conservador de los propios Republicanos. Independientemente de la polarización existente entre ambos partidos y dentro de los mismos, está claro que las propuestas republicanas contradicen la promesa presidencial de campaña de ofrecer cobertura

Have you filled out your bracket yet? “March Madness”, the annual NCAA men’s basketball tournament, begins March 14! Northern California fans have a special opportunity to see the action live this year. There will be first and second round games in Sacramento on March 17 and 19, and the West Regional games will held in San Jose on March 23 and 25. Buying tickets, however, can be difficult. In 2016, BBB received nearly 3,000 complaints about ticket brokers and ticket sales companies. The most common complaint was issues with refunds and exchanges, followed by poor customer service. Buying authentic gear to support your favorite team can also be tricky. Consumers reported around 500 counterfeit product scams to BBB Scam Tracker in 2016. If you’re hoping to score legitimate March Madness tickets or merchandise, follow these tips from your BBB: • Watch out for ticket scams. The best way to buy March Madness tickets is through the NCAA’s website, ncaa.com. If they’re sold out and you need to go through a reseller, make sure to look the business up on bbb.org to see their rating, complaint history and reviews from past customers. Before buying, read the refund and guarantee policies carefully to see if there are buyer protections. Anytime you purchase a ticket on a secondary ticket resale market, ticket fraud can occur. Visit bbb.org/ tickets for more tips to avoid fraudulent ticket purchasing. • Do your research when traveling. When booking a flight or hotel through an online site, make sure to look the site up on bbb. org. Reading about a business online can help you avoid scams and issues that others have dealt with already. Consumers reported around 300 travel/vacation scams to BBB Scam Tracker in 2016. Some reports involved booking hotels through online third party sites and discovering upon arrival that the hotel or the reservation simply did not exist. Scammers may also attempt to phish consumers by creating fake hotel websites imitating legitimate brands in an attempt to
steal personal and financial information. • Don’t fall for a prize scam. If you receive an email out of the blue claiming that you won a free trip and tickets to a March Madness game, don’t get too excited. In 2016, consumers reported more than 2,300 sweepstakes/lottery/prize scams to BBB Scam Tracker. If you get an unsolicited phone call, email or letter saying that you’ve won a big prize, but first have to send a small sum of money to pay for processing fees or taxes, it’s probably a scam. You’ll never have to pay to receive a free prize. • Only buy authentic apparel. A great way to show support for your favorite team is by buying jerseys, hats and other apparel. When doing so, however, watch out for counterfeit goods! The best way to ensure that you’re buying authentic merchandise is by purchasing from the NCAA’s official shop, shopncaasports.com, or the official shop of your favorite team. You can also buy from authorized resellers, but if you’re unfamiliar with the business or website, make sure to look it up at bbb.org. If an item is far less expensive than those from official shops, it’s probably a fake. Watch out for any spelling or grammar errors on the website or merchandise and avoid online marketplaces. • Watch out for clickbait and stay safe online. Whenever you’re doing business online, be careful. Consumers reported more than 2,700 online purchase scams to BBB Scam Tracker in 2016, and around 75% involved a monetary loss! Research all businesses on bbb.org before placing an order. Make sure every website you visit has a privacy policy and glance it over. Look for the “https:” – the “s” stands for “secure” - and other trust marks. You may see ads touting cheap tickets and merchandise while surfing the web. Avoid the urge to click on them! They may lead you to fraudulent websites that’ll try to steal your personal or financial information, or download a virus to your computer. If you’ve been affected by a scam, whether or not you lost money, make sure to report it to BBB Scam Tracker at bbb.org/scamtracker to warn others!

CA Advocates for Working Families Push to Keep State-Based Savings Accounts
Suzanne Potter California News Service SACRAMENTO, Calif. - Advocates for working families are fighting to keep a proposed state-sponsored retirement savings program called Secure Choice, even as some in Congress are trying to undermine this type of plan. The U.S. Senate is expected to vote soon on a bill to reverse Labor Department rules that establish a state's right to run "work and save" programs. Designed for people who don't have workplace retirement plans, the state deducts money from workers' paychecks and selects a firm to invest it. Marisabel Torres, a senior policy analyst for the National Council of La Raza in California, said she's disappointed that the U.S. House already voted to gut the rules. She said they could help California's working poor salt some money away for their golden years. "Regardless of where they work, they'll be able to save long-term for retirement," she said, "and that policy could really go a long way in helping to stave off the retirement crisis."

An estimated 7 million Californians and 55 million Americans work for companies that don't offer retirement plans. Opponents of the state-run plans have said government should stay out of the financial sector and have noted that people are free to open their own 401(K) plan with a private investment firm. Torres said lawmakers who voted to repeal the Labor Department rules are really favoring Wall Street over small businesses and their employees. "This would really allow businesses to be competitive, who maybe don't have the manpower or the financial means of providing retirement accounts as a benefit for their workers," she said. "It allows workers to work for someone and not have to make that tradeoff." The Secure Choice program in California has been in the works for many years and is supposed to be open for enrollment within the next two years. The text of the House bill is online at congress.gov.

Tasty breakfast sandwich: Add to a mug 1 teaspoon melted butter, 1 tablespoon milk, an egg and some chopped onion, green pepper ham and hot sauce to taste. Roll-ups to go: Slather the inside of a 6 inch tortilla with peanut butter, jam, half a smashed banana and dried unsweetened coconut. Amber Christ, a senior staff attorney with advocacy group Justice in Aging says this bill amounts to an "age tax," and notes the same idea is part of the larger Republican proposal to repeal Obamacare. "It's particularly problematic because it's increasing the amount of premiums older adults will be subject to while also decreasing the amount in tax premium credits that older adults will receive," she points out. The AARP also opposes H.R. 708 and the American Health Care Act, which some call Trumpcare in part because it bases the amount of the subsidies on age alone, and would no longer take into account ability to pay or the cost of insurance in a given state.

Christ says the new proposal eliminates the taxes that paid for Obamacare, giving a huge break to insurance companies, drug makers, medical device companies and the wealthy, while slashing extra help for lowerincome patients. "The Republican proposal also eliminates the cost-sharing assistance that reduces deductibles, copays and co-insurance," she points out. "So that means that out-ofthe-pocket expenses are going to go up in addition to the premiums." The Republican proposal also saves billions by capping the Medicaid expansion and imposing a 30 percent surcharge on people who lose coverage and can't afford to buy a new plan right away. Ryan says he hopes to pass the GOP plan in the next two weeks.

County of Santa Clara joins Chicago, Los Angeles and New York City in filing an amicus brief in support of States’ constitutional challenge to President Trump’s Executive Order The County of Santa Clara has announced that it joined the Cities of Chicago, Los Angeles and New York City in filing a friend-of-thecourt (amicus curiae) brief in the federal district court in Seattle, where six States have challenged President Donald Trump’s renewed attempt at restricting travel into the United States from six majority-Muslim nations. The executive order prohibits people from six countries—Iran, Libya, Somalia, Sudan, Syria and Yemen—from entering the U.S. for 90 days, and halts the admission into the U.S. of all refugees for 120 days while the Trump administration says it will revise immigration screening procedures. After those 120 days, refugee admissions will be cut by more than fifty percent. “Santa Clara County is eager to join the opposition to this unconstitutional executive order,” said Dave Cortese, President of the Board of Supervisors. “Immigrants are central to the economic, social and political fabric of our communities, and they should be welcomed, not shut out.” The brief, filed late yesterday, explains the
vital contribution that immigrants make to our cities, counties, and nation; points out that classifications based on religion and national origin are presumptively invalid; and argues that the travel ban is misguided and unconstitutional. “Despite the President’s attempts to revise it, the travel ban is still unconstitutional,” said County Counsel James R. Williams. “Targeting individuals because of their religion and national origin is illegal and undermines the values of our nation and Santa Clara County.” Chicago, Los Angeles and New York City, joining with Boston, Central Falls (RI), Gary (IN), Ithaca, Jersey City, Madison, Minneapolis, Montgomery County (MD), Oakland, Portland (OR), Philadelphia, Saint Paul, San Diego, San Francisco, San Jose, Santa Clara County, Santa Monica, Seattle, Skokie (IL), South Bend (IN), and West Hollywood, presented the local government position to the district court, which is considering the States’ emergency motion to apply the court’s existing nationwide injunction to the new executive order.

Groups Ask Judge to Force EPA to Probe Discrimination Suzanne Potter California News Service OAKLAND, Calif. - Five nonprofits, including one in California, filed a motion in federal court Monday March 13th to force the EPA to follow up on environmental justice-related civil rights complaints. The groups accuse the EPA of dragging its feet, in some cases for decades. Michael Boyd, a plaintiff in the legal action and director of the nonprofit Californians for Renewable Energy, filed a complaint in 2000 after state authorities gave permits for two power plants in the predominantly non-white low-income Bay Area community of Pittsburg. But he says the EPA just ignored it, then dismissed it altogether in 2016. "Specifically it was impacting the children at the Pittsburgh Unified School District," he said. "And they were suffering elevated levels of respiratory problems due to exposure to what's called particulate matter. And these new plants were going to put out a bunch of it." The EPA is supposed to respond to valid complaints within 180 days. The four other
plaintiffs are alleging discrimination against low-income minority communities during the permitting of a power station in Michigan, an oil-refinery expansion in Texas and wastedisposal facilities in Alabama and New Mexico. In January, the EPA filed a motion to dismiss the case against it, arguing that the California venue was improper and that the case was moot because some of the complaints recently had been decided. Suzanne Novak, the lead attorney on the case with Earthjustice, thinks the agency put off the complaints until the lawsuit forced its hand. "They dismissed the complaint but they still did not do what they were supposed to, which was rule upon the issues raised in the complaint about the disparate environmental impacts it would have on this community of color," she said. The federal court is expected to hold a hearing on this matter in June. Meanwhile, Boyd says both of the power plants he was complaining about repeatedly have been cited for air quality violations.

SACRAMENTO, Calif. - California could save billions of dollars by reducing the number of high school suspensions and favoring rehabilitation over punishment, according to a new study by the California Dropout Research Project.
The report suggests that districts work on the root cause of the bad behavior rather than simply meting out punishment. It praises districts such as the Los Angeles Unified School District that fund restorative justice programs and use positive behavioral intervention and supports.
Researchers followed more than 100 randomly chosen 10th graders from across the state for three years, and found that suspension reduced the chances of graduation by almost 7 percent.
Rumsberger says California is moving forward - recently including suspension rates in districts' annual evaluations.
What's more, lead author Russell Rumberger, professor emeritus at UC Santa Barbara, calculates that each dropout costs society almost $570,000 over a lifetime.
"Schools and districts are now going to be formally accountable for their suspension rates, so we think it's going to give incentives for places to reduce their suspension rates," he states.
"They're less likely to get a job, and if they do they have lower earnings over their entire lifetime," he points out. "They're also more likely to engage in criminal activities, which has a cost to taxpayers and to private citizens. They typically require more public health

Acting in support of immigrants who may face deportation without due process, the Santa Clara County Board of Supervisors approved an investment of $3.8 million in legal representation, and a Know Your Rights education and media campaign. The Board’s action at its Tuesday, March 14th meeting, was a promised response to President Donald Trump’s executive order on increased immigration enforcement of undocumented immigrants. “Today, the County reaffirmed its commitment to see that undocumented immigrants who face deportation receive legal representation, understand the process and know their rights regardless of their citizenship status,” said Board President Dave Cortese. The plan includes $2.7 million to fund new attorneys and support staff at communitybased organizations that will provide direct legal representation to immigrants in removal proceedings, as well as funding for the coordination of pro bono legal services. The plan will assist an estimated 900 individuals with either legal representation or legal services. The plan also includes a combined $600,000
to implement a Know-Your-Rights education and media campaign to inform immigrant residents of their rights when interacting with immigration authorities at home, in the work place and in the community. Another $500,000 was added for work for the DACA (Deferred Action for Childhood Arrivals) program. In December, Board President Cortese and Supervisor Cindy Chavez called for a plan to provide legal representation and community outreach in anticipation of changes in immigration policies. In February, the board directed $1.8 million to be invested in legal representation and an additional amount recommended by administration for a Know Your Rights Campaign and outreach to media. On a motion by Supervisor Chavez, the total amount was increased to $3.3 million. “This is a fund we can grow,” said Chavez. “Money may become available from the state and from fundraising, in partnership with the institution that is doing the pro bono work.” Cortese added, “The plan we approved today is a strategy among many that we have to protect our interests, values and residents, regardless of citizenship status. Ultimately, this is a matter of keeping families together and safe.”

Weirdly enough, because of the scale of these sets, it meant that I liked the images that get revealed in IMAX. In the ballroom scene, you get to see in the frame the chandeliers, it’s so tall that you can’t get that unless it’s the IMAX version. It’s funny, I can’t say I like one better than the other but if someone told me that they only saw the IMAX version of it I wouldn’t say I’d be perfectly happy, because each one has their own strengths. In the film there is extra exposition and certain characters get backstories. Why was it important fleshing out the characters and story a bit more?

A Q&A WITH DIRECTOR BILL CONDON The person in charge of brining the live-action “Beauty and the Beast” let's us into his experience Arturo Hilario El Observador
that took a while, that was the biggest thing to figure out.
Bill Condon is known as the man behind such films as the “Twilight Saga”, “Chicago” and “Dreamgirls”. This year his work on Disney's reimagined live-action “Beauty and the Beast” will be seen by countless fans of the original 1991 film as well as new audiences of the story of a castle full of living household furnishings, their furry and menacing owner, and the musical numbers that accompany it.
Unique differences between each other, in terms of having new technology and what did that allow you to do with the storytelling?
Condon had some time to speak on certain aspects of the film, including why he feels it was made, what the challenges were in bringing it to life, and why IMAX is great in breathing iconic scenes with new life. For you, what was your goal in bringing this film to Disney to be reimagined in liveaction? I think first of all, to live up to it, what was so great about the original movie but at the same time translate it into this live-action medium and to make it relevant, to feel like it’s fresh, to make it feel like it makes sense in our time too. Was there any initial challenges from translating it? Sure, I think the big one were obviously the household cast and the Beast, coming up with designs, and an approach, that would make you believe that these things exist in reality. That I think was the biggest, and
First of all it allows you to create a Beast that could be the romantic hero of a movie, and could sing a big song. He was so unbelievably real. You could see so much of Dan Stevens performance, so that technology is just getting better and better. Another thing was the household staff. That a teacup could talk and have to sing, I think that was probably impossible five years ago. What was the purpose of the practical sets? To me, an audience can tell the difference when something’s real and when something’s CG. and I knew we had CG, a lot of it, so it was very important to put them in the context of something, whenever we could, we felt like it should be real. It grounds the unreal things in reality. To that point, we really did it old school. We built massive sets, two huge sound-stages to each other, a great big building in our back lot. It felt like such a difference between something that is made of real elements, real materials, and something that’s painted. Filming with IMAX Format gave you certain liberties and new opportunities with this film. Can you expand on that? It’s really exciting. IMAX does kind of show more image at the top and the bottom, and we
I think that you have to, moving into liveaction, make them the characters a little less archetypal, a little more individual and so that means you have these questions that come up about Belle, about the Beast, about Maurice, so you want answers. That turns into scenes, and more scenes. That was sort of the approach, knowing more about our lead characters so that you would believe, that’s the thing, you have to believe that Emma Watson playing Belle is falling in love with this big hunk of fur. They had to be really emerged as people with nuance and history and background.
MARCH 17 - 23, 2017 How was it working with mostly CG characters? Everything is always the same to me, whether it was Ian McKellen playing Cogsworth or Dan Stevens playing the Beast, you sit there with the actor and talk it through. Answer questions, scenes you wanna discuss. You play with it and you sort of put aside all the technology and how you’re gonna do it and make sure you work on the scene. In this version of the film there is noticeable diversity in the characters. Why did you choose or feel certain characters needed to be represented in this film the way they were? First I think because in the prince’s world he has women from all around the world who are kind of auditioning for him. That’s the way we opened the movie, that felt right for the story. But in the village it also felt interesting to kind of send this message that it’s a place where people do the same things everyday, and they think they’re all the same, but actually they all look very different. I thought there was some interesting tension between those two ideas. But it takes the events of the movie to figure it out. “Beauty and the Beast” is out now in theaters, in case you're curious in discovering this revamp of the 'tale as old as time'.

HOW DO ENVIRONMENTALISTS FEEL ABOUT THE CONCEPT OF OCEAN FERTILIZATION AS A FORM OF CARBON SEQUESTRATION? Doug Moss & Roddy Scheer EarthTalk Ocean fertilization is a technique whereby swaths of ocean are “seeded” with iron to promote the growth of phytoplankton (microscopic plants that form the base of the marine food chain), and is one of several promising geo-engineering techniques that
could help mitigate global warming. Also known as carbon sinking or ocean seeding, the idea was first suggested in the 1980s by Moss Landing Marine Labs’ John Martin, who subsequently conducted experiments off the California coast confirming that phytoplankton growth could be encouraged by dumping ferrous sulfate (iron) into
More recently, California entrepreneur Russ George has developed ways through his firm, Planktos to use ocean fertilization to help governments and companies meet emissions reduction goals. In 2012 Planktos helped the Haida Gwaii tribe of western Canada spread 100 tons of iron sulphate into the Pacific 180 miles off the coast of British Columbia, which triggered a phytoplankton bloom across 10,000 square miles of ocean. Juvenile salmon feed on phytoplankton, and salmon runs came back fourfold across the region. The tribe is keen to use ocean fertilization to restore the severely depleted salmon fishery they have depended on for centuries and to generate income from the sale of carbon credits to the Canadian government (a carbon credit—or carbon offset—is a credit for greenhouse gas reductions achieved by one entity that can be purchased and used to compensate (offset) the emissions of other entity). But some environmental leaders warn that ocean fertilization might be too good to be true as a tool for mitigating climate change. “Many scientists have suggested that the complex interplay between the iron and carbon cycles prevents any direct extrapolation of how much carbon dioxide will actually be removed from the atmosphere following fertilization,” says Jackie Savitz, Vice-President for U.S. Oceans at the nonprofit Oceana. “This means we will never be able to estimate the benefits, much less verify
them well enough to sell carbon offsets based on fertilization.” Savitz adds that “much of the carbon taken up by phytoplankton may simply be re-released when those plants are consumed by bacteria or zooplankton at rates that are impossible to accurately predict.” She also worries that large-scale, long-term fertilization could drastically alter marine ecosystems: “Unanticipated downsides, like changing the phytoplankton community structure, could cause repercussions throughout the food web, and may disturb key feeding relationships.” Another issue with ocean fertilization is that phytoplankton blooms could release large amounts of other greenhouse gases, like methane or dimethyl sulfide, that are even more potent than the carbon dioxide they are sequestering. Also, the bacterial decay resulting from the die-off of massive ironinduced phytoplankton blooms could create oxygen-free dead zones in the water column that could leave marine ecosystems in worse shape than before. “Rather than engaging in expensive and uncertain experiments on our oceans,” Savitz concludes, “we should move away from fossil fuels, by stopping subsidies, and stopping expansion of offshore drilling and at the same time, invest in technologies like solar and wind power that are certain to reduce carbon emissions without threatening complex ocean ecosystems.”

Without the U.S. Environmental Protection Agency (EPA), Americans would breathe dirtier air, drink more polluted water and live and grow food on contaminated soils. Polluters wouldn’t be held accountable for their irresponsible behavior, wildlife would have a more difficult time finding suitable habitat to raise their young, and greater and greater concentrations of greenhouse gases would jeopardize the ability of our own atmosphere to protect us from the heat of the sun. In short, the United States and the rest of the world would be a nasty place to live, resulting in shorter life expectancy for humans and a decrease in biodiversity overall. The EPA was created via Executive Order by Republican President Richard Nixon in December 1970 in response to rising concerns about pollution in an increasingly industrialized United States. Its purpose, then and still now, is to ensure that all Americans are protected from significant risks to their health and the environment where they live, learn and work. To accomplish this, the EPA develops and enforces environmental regulations based on laws passed by Congress; monitors environmental quality across the country; funds states, nonprofits and educational institutions to address local and regional problems; and educates the public about how to avoid and mitigate environmental risks. Laws implemented and enforced by the EPA to protect our land, air and water save hundreds of thousands of Americans from premature death every year and keep our ecosystems healthy in the face of innumerable threats. The EPA’s very first major accomplishment back in the early 1970s was setting standards on common air pollutants plaguing urbanized and industrial areas across the U.S. Other highlights from the EPA’s first decade include:
banning the pesticide DDT and requiring extensive environmental reviews of all pesticides; establishing the first fuel economy standards for cars and trucks on American roads; overseeing the phase-out of PCBs, chlorofluorocarbons and leaded gasoline; and setting nationwide benchmarks for drinking water quality. Some of the EPA’s notable achievements since then include: implementing “Superfund” (Congress’ billion dollar plan to remediate the most hazardous of industrial waste sites across the country); establishing protections of endangered wetlands as a top agency priority; cleaning up Chesapeake Bay, the Hudson River and other major waterways; launching the Toxic Release Inventory program to inform the public about the discharge of specific pollutants from industrial facilities in their communities; creating the Energy Star program to force appliance makers to tow the line regarding energy efficiency; forging a market-based system to reduce acid rain pollution; prioritizing environmental justice to protect low-income and minority communities from disproportionate exposure to pollutants; and setting new standards to clean up emissions from diesel fuel. More recently, the EPA has started the process of regulating the emissions of greenhouse gases contributing to global warming. Beyond the agency’s direct actions on behalf of the environment here at home, its very existence serves as an important model for other countries to follow, and indeed most nations of the world now have their own environmental oversight authorities to keep tabs on pollution and set standards for the safe use, handling and disposal of pollutants. As more and more of our lands are paved over, our natural resources extracted and our air and atmosphere compromised, we can all be thankful for the foresight of Richard Nixon in establishing the world’s first government agency devoted to environmental protection.

LIFE AFTER THE ROBOT APOCALYPSE Shelly Palmer
Two weeks ago, I compiled a list of the 5 jobs robots will take first. Last week, I compiled a list of the 5 jobs robots will take last. Both previous essays are about robots replacing human workers who do cognitive nonrepetitive work (such as middle managers, salespersons, tax accountants, and report writers) that most people do not believe robots will be able to do any time soon. For those essays, I defined robots as technologies, such as machine learning algorithms running on purpose-built computer platforms, that have been trained to perform tasks that currently require humans to perform. For this writing, let’s expand the definition of robot to any autonomous system designed to do work that used to require humans to perform. And let’s expand our thought experiment to include all four major categories of human tasks: Manual repetitive (predictable), Manual nonrepetitive (not predictable), Cognitive repetitive (predictable), Cognitive nonrepetitive (not predictable). In other words, let’s look at some probable futures of the real world and see where our conclusions lead us. Joe Driver Before being made eligible for assistance under the Universal Minimum Guaranteed Income Program Act of 2021 (also known as the “U-Min” bill, which guarantees workers displaced by robots a living wage), Joe was a professional driver. Wait! Full Stop! Way Too Easy Agreed. A huge number of transportation industry professionals will be replaced by autonomous vehicles, and so will dispatchers, warehouse workers and the managers who manage them. That is the easy part. For our thought experiment, let’s replace just 20 percent of taxi, car service and truck drivers with autonomous vehicles. Now, let’s think about the businesses that service these workers. The local deli where the drivers used to stop for coffee. The attached convenience store that enables the gas station owner to run a profitable business (because there’s not enough margin in selling gas alone). The quick-serve restaurants, the supermarkets, etc. Let’s try to imagine a world where just 20 percent of transportation industry workers were laid off. Could the businesses that rely on these transportation workers survive the commensurate permanent decline in revenue? “This is nonsense,” you say. “These people will be retrained or find other jobs.” I don’t think so, but let’s assume you are right. The other jobs (whatever they may be) will have

completely different traffic patterns (no pun intended). New behaviors will emerge and the impact of this massive behavior change will be about as pleasant as when the big box stores came to town and literally killed every mom-and-pop retail store on Main Street. Town survived, but it has never looked, felt or been the same. In practice, this is just the soundbite version of Robot Apocalypse. Let’s go deeper. Joe Executive Before qualifying for subsidies under U-Min, Joe was a CPA and a tax auditing partner at a Big Four accounting firm. With more than 15 years of experience working with some of the biggest corporations in the world, his entire department was replaced by AlphaAudit from Google’s DeepMind group. Interestingly, every partner in Joe’s practice area was earning more than $450,000 per year. Some were making north of $2.1 million per year. What will they do now? Where do you take 15–25 years of accounting experience and use it in a nonaccounting job?

The Spectrum of Probable Futures On one extreme end of the spectrum are common post-apocalyptic themes such as spotty power, energy shortages, food shortages, no running water, nonfunctioning schools, limited resources, reduced or nonexistent healthcare, etc. I don’t think this is where we’re headed.
This Is Going to Be a Huge Struggle Will we need my hypothetical, Universal Minimum Guaranteed Income Program Act of 2021? We might. Questions like “If we all lose our jobs, who will buy the goods that the robots produce?” are good ones. We won’t all lose our jobs, but a significant percentage of people will and, in the process, be rendered unemployable. That said, one friend of mine, who is a renowned public policy expert in D.C., told me that nothing was going to happen because we already have a nontaxpaying population explosion that is completely out of control. He opined that public assistance programs will simply continue to increase until no one except the top .05 percent of wage earners pays for anything.
On the other extreme end of the spectrum is “Robotopia,” a place where humans have more time to do leisure activities, be creative, live life to the fullest, eat gourmet food, drink exotic vintage wines and spirits, practice the arts, and live under the protection of a master artificial intelligence, free from disease, free from fear, free from war … heaven on earth. I don’t think this is where we’re headed either. Somewhere in between these two extreme views of life after the Robot Apocalypse is where we are probably going find ourselves. It’s a world where the tax base has been severely impacted by the redistribution of workers. Wizened, experienced, lifelong professionals are going to find themselves in a new world that has no interest in them. New jobs will be created in industries that do not yet exist. And the physical world will be continuously adapted and optimized to favor autonomous systems that reduce cost,

FOMO, “Fear of Missing Out” If you’re wondering about the driving force behind the Robot Apocalypse, it’s FOMO, “fear of missing out.” Making the converging trends of on-demand behavior, machine learning and autonomy actionable has gone from talking points to 40 percent of our business in under two years. All of our consulting clients are rushing to put autonomous systems and machine learning tools to work. It’s not that AI systems are “plug ’n’ play” – they are far from it. But I don’t know even one CEO who wants to wake up one morning to the news that a competitor has deployed an automated system that enabled a newsworthy increase in EBITDA. SHARKS CENTER JOE THORNTON RECORDS HIS 1000TH NHL ASSIST Six-Time NHL All-Star Becomes Only the 13th Player in NHL History to Reach the Milestone SAN JOSE - San Jose Sharks center Joe Thornton collected his 1000th career NHL assist on March 6th, becoming only the 13th player in NHL history to reach the milestone. The historic helper was recorded on a goal by Joe Pavelski against the Winnipeg Jets at the MTS Centre. The goal was also assisted by Marc-Edouard Vlasic. This milestone came in Thornton's 900th game as a member of the San Jose Sharks. With this achievement, he joins NHL legends Wayne Gretzky (1963), Ron Francis (1249), Mark Messier (1193), Jaromir Jagr (1142), Paul Coffey (1135), Adam Oates (1079), Steve Yzerman (1063), Gordie Howe (1049), Marcel Dionne (1040), Mario Lemieux (1033), and Joe Sakic (1016) in the 1000-assist club - all of whom (with the exception of the active Jagr) are members of the Hockey Hall of Fame. Of these 13 players, Thornton reached this milestone in the sixth fewest games (1432). Amongst all NHL players since Thornton entered the NHL for the 1997-98 season, he ranks first in both assists (1000) and points (1382). He holds the assists and points leads by 225 and 112 respectively (Jagr is second in both categories). Amongst active NHL players, Thornton ranks second only to Jagr in career NHL points (1382) and assists (1000). Acquired by San Jose from Boston on Nov. 30, 2005, Thornton has 715 assists and 928 points in 900 games with the Sharks. SAN JOSE, Calif. - San Jose Earthquakes goalkeeper David Bingham has been added to the United States Men's National Team roster for the upcoming FIFA World Cup qualifiers. The USMNT will take on Honduras at Avaya Stadium in San Jose on March 24 (7:30 p.m.) before traveling to Panama City to take on Panama on March 28 (7 p.m.). "The last few days have been a whirlwind but I'm looking forward to helping the team in the upcoming qualifiers," said the Castro Valley native. "We all know how important these matches are and to be able to represent your country in front of friends and family will be an exciting opportunity."
