Hilbert Morales EL OBSERVADOR To begin let’s look at this piece, (Trauma and Emergency Room) “Doctors are ready to share their stories from the frontlines of America’s gun violence crisis” (Source: Megan Ranney, Annenberg Center for Health Journalism, U.S.C., 03.26.2018: “My patients’ stories are not unique. Each of the 38,658 U.S. gun deaths and more than 80,000 gun-related injuries (during) 2016 were touched by someone in the health care system. As physicians, we are uniquely privileged to see these tragedies, and to give a human face to the legions of injured and dead.” “Most of the post-Parkland media coverage has focused on mass shootings. Some (reports are) about gang violence. A few discuss suicide, or evidence-based injury prevention. Largely lacking from the discussion is the wide, messy arc of havoc inflicted by (gun violence incidents) on all aspects of (American) society.” When it was decided to 'ask' for their perspectives, “Over the course of just two days in February (2018), hundreds and hundreds of stories about doctors’ personal experiences from gun violence poured in. Their stories were shared via Facebook, Twitter, and email. They came from every medical specialty, every state, and every training level. They came not only from doctors, but also from physician assistants, paramedics, nurses, physical therapists and community health workers.” “Overwhelmed by the response during just two days in February, 2018, (tens of thousands of) stories (poured in relating their) personal experiences from gun violence.
“Some stories were about the face of the shooting victim who was about to die. Some were about the families left behind, and the horrible job of having to tell a mother or father that their child was gone.”
(J.W. COX AND S. RICH, The Washington Post). The cost of collateral damage, especially human pain and suffering (PTSD), is often never considered when making assessments and analytic reports.
“Some (stories) were about the long-term consequences of gun injuries: “The decades that a gun violence survivor spent in the nursing home; in a wheelchair; or in a vegetative state (were communicated). Some were about their patients’ post-traumatic stress, substance abuse, and depression (and about payment of medical billings and funerals) that followed a gun injury or death.”
In the aftermath, gun violence may be categorized in many ways: As violence, gun injuries, gun deaths, domestic violence, prevention, mass shootings, gang violence, substance abuse, PTSD, public health issues, social costs requiring public welfare assistance, family member's pain and suffering, and probably many more categories. All of which serve to divert our attention to the real issues and consequences.
“And many stories were personal. These talked about a co-worker, friend, or relative who had been shot and killed. About the burnout and depression and sadness that was caused by the accumulated burden of lost lives. About the attempts to keep going, in the face of horror.” “To quote from one of the Twitter stories shared: “These patients are forgotten by our society.” Their anecdotes are difficult to read, but they bear witness as no numbers (and statistics) can.” “My (hopeful purpose) is that these stories remind us that the struggle to stop gun violence is not a struggle between partisan sides; It is not about gun control versus Second Amendment rights; Nor is it about statistics.” “This struggle, and these stories, are about protecting our society (i.e., all of this American nation's residents) from fear, from injury, from death, and from the incalculable long-term consequences of (bullets fired from guns).” "Many have been scarred by school shootings: More than 187,000 students have been exposed to gun violence at school since the Columbine (1999 incident). MANY ARE NEVER THE SAME AFTER EXPERIENCING SUCH A MASSACRE.”
“In United States politics, the (Dickey Amendment) is a provision first inserted as a rider into the 1996 federal government omnibus spending bill which mandated that "none of the funds made available for injury prevention and control at the Centers for Disease Control and Prevention (CDC) may be used to advocate or promote gun control." “In the same spending bill, Congress earmarked $2.6 million from the CDC's budget, the exact amount that had previously been allocated to that agency for firearms research the previous year, for traumatic brain injury-related research.”
resulted in deaths. Lately, the focus has just shifted to WHAT was used to create the havoc of massacres (defined as incidents wherein more than three deaths resulted). The reality is that the killing of individuals or self-inflicted gun violence (suicide) all add up to very large numbers. Gun manufacturers have made substantial profits while achieving having sold 89 weapons for every 100 residents living in America. The easy access to guns designed to deliver very high firepower during military combat use, such as the AR15, were used to murder 17 individuals in the Parkland, Florida high school massacre on Valentine's Day, February 14, 2018. Very similar to all the prior massacres. The 'NEVER AGAIN MOVEMENT' was formed by the surviving student leaders of that gun violence incident. What those teenage NAM leaders need to include in their advocacy is the following: A) Repeal the Dickey Amendment to permit unimpeded collection and analysis of gun violence data needed to guide future public policy; B) Ban ownership of automatic weapons designed for combat use by military and law enforcement agency personnel.
“The amendment was lobbied for by the NRA. The amendment is named after its author, Jay Dickey, a Republican member of the United States House of Representatives from Arkansas. Many commentators have described this (DICKEY) amendment as a "ban" on gun violence research by the CDC.” (Source: Wikipedia: Dickey Amendment 1996).

F) Assemble and disseminate the factual listing of those members of the U.S. Congress who have accepted NRA funds. The purpose of this is to enable registered voter to elect replacement members of Congress who are not beholden to the NRA.
Regarding gun violence it is important to understand that up until recently news reports usually dealt with WHO was responsible for the violence. Some gun violence

There must be established a CIVILIAN category of guns which civilians may use to 'own and bear arms'. These civilian guns may include pistols (clip capacity not to exceed 10 rounds); shotguns; sporting rifles (suitable for hunting and sportsmanship competition); and include draw bows and bows and arrows. Ownership and possession of all military weapons must be restricted to the American military and its law enforcement agencies. Existing military weaponry currently owned by civilians must be registered and owners licensed to enable local officials to know who has these military weapons and where located. LET'S AVOID THE LONG-TERM CONSEQUENCES OF GUN FIRED BULLETS. OUR THOUGHTFUL THINKING MUST TRANSITION FROM “WHO” TO “WHAT NEEDS TO BE DONE”. The enactment of legislation (laws) which implement the seven recommendations, A) through G) noted above, may accomplish the goal of gun violence mitigation. Hopefully, what needs to be done, will be done.

COUNTY OF SANTA CLARA CONDEMNS INCLUSION OF CITIZENSHIP QUESTION IN 2020 CENSUS an undercount of Santa Clara County residents,” said Supervisor Ken Yeager. “The Census Bureau's plan to include a citizenship question virtually assures that the 2020 Census will be inaccurate. This has profound implications for political representation and funding for the lifesaving services that the County provides,” said County Counsel James R. ANTA CLARA COUNTY, CA — The S County of Santa Clara is committed to ensuring that every county household will be officially counted for the 2020 Census, part of the County’s multi-year campaign to “get out the count.” Following the news that the U.S. Commerce Department, which oversees the U.S. Census Bureau, is including a citizenship question on the 2020 Census questionnaire, the County of Santa Clara remains steadfast in its commitment to ensuring all county residents – including the approximately 40% of county residents who are foreign born – are appropriately represented. “Putting a question about citizenship on the census undermines the core purpose of the census, which is to get an accurate count of all U.S. residents. Accuracy should be the Census Bureau’s focus, not politics. Everyone should be
counted,” said Supervisor Cindy Chavez, representing Central, East and South San Jose. “The County is committed to the safety and well-being of every single one of our residents,” said Deputy County Executive David Campos. “The 2020 Census is a top priority for us, and we will continue to do everything in our power to ensure an accurate count, so that none of our communities are left behind when it comes to the vital federal funding and representation.” “I’m disappointed that the Census Bureau is caving to the Trump Administration’s attempt to inject its anti-immigrant agenda into the Constitutionallymandated count of every person residing in the United States. Each year, the federal government invests nearly $2,000 per person in California based on census data. Political representation also turns on the decennial census; congressional seats are allocated based on census data, and state and local governments use census data to draw political district boundaries. About the County of Santa Clara’s Census Efforts Earlier this month, the County of Santa Clara Board of Supervisors approved an unprecedented $1 million to launch the 2018 Local Update of Census Addresses (LUCA) effort, one of the most significant

opportunities for the County of Santa Clara to ensure that every county household is on the Census Bureau’s address list to be officially counted. This is the first phase of the County’s multi-year campaign to “get out the count” for the 2020 Census. Last month, the County filed a Freedom of Information Act (FOIA) request in order to learn more about the U.S. Census Bureau’s reasoning for this citizenship question and about the Bureau’s plans to protect the privacy of individuals who respond to the Census. The County has until June 30, 2018 to complete the first phase of work. The funding will support data gathering, research, local partnerships, canvassing and community engagement to identify households that are not in the Census’s current address list. Such households are often found in communities that are undercounted in the Census, including the county’s large populations of immigrants, people of color, young children, single parents, low-income families, large or overcrowded households, and those living in low-visibility housing, such as cottages, basements, converted garages and recreational vehicles.

ONLINE PURCHASE SCAMS ARE THE RISKIEST TYPE OF FRAUD
older. There was good news in the “2017 BBB Scam Tracker Annual Risk Report: New Trends in Scam Risk” from the BBB Institute for Marketplace Trust. Although BBB saw an increase in total scam reports, susceptibility was down. The percentage of those reporting who actually lost money to a scam fell from 18.8 percent in 2016 to 15.8 percent in 2017. There was also a 17% decrease in the median monetary loss, down to $228. One interesting phenomenon from 2017 was the prevalence of a new scam, dubbed “Can you hear me?” for the opening line that was extremely common early in the year. BBB Scam Tracker received more than 10,000 reports on the ‘Can you hear me?’ scam, but virtually none of those reporting could point to an actual monetary loss due to the calls. The report authors concluded there was no credible evidence to categorize the calls as scams, and controlled for them in the data analysis to determine the riskiest scams of 2017.

Online purchase scams are now the riskiest form of consumer fraud, according to a new report from the Better Business Bureau (BBB). In 2017, consumers reported more than 47,000 scams to BBB Scam Tracker (BBB.org/ScamTracker). BBB analyzed this information using its unique BBB Scam Risk Index to determine the riskiest scams based on exposure, susceptibility, and monetary loss. The findings show some significant changes from 2016:
• Tax collection scams decreased 60% in volume of reports, likely due to the arrest in India in 2016 of a the ringleader of a network of call centers primarily responsible for the IRS scam. • Online purchase scams jumped from the 4th riskiest scam to the top spot, likely due to an increase in exposure. • Home improvement scams dropped from 1st to 6th riskiest, despite a number of natural disasters that traditionally bring out “stormchasers”. Young people continue to be at higher risk for scams, and susceptibility decreases with age, although dollars lost increases when victims are
The most common online purchase scams in 2017 were related to pets, clothing, cosmetics, electronics, and automobiles. The offer of free trials was a common tactic for these online purchases: 67% of scams involving cosmetics and 60% involving nutrition products mentioned a free trial opportunity. Another significant increase was in the category of investment scams, which tend to target older age groups and come with a higher average monetary loss. This scam type jumped from the 6th riskiest in 2016 to the 2nd riskiest in 2017. Home improvement scams dropped from the riskiest scam in 2016 to 6th riskiest in 2017. Surprisingly, the drop occurred in a year marked by several weather-related disasters, including hurricanes Irma and Harvey. BBB believes this may have been due to a significant increase in information from the media and consumer

protection groups around home improvement scams following disasters. The top ten riskiest scams in 2017 were: 1. Online purchase scam (up from #4 in 2016) 2. Investment scam (up from #6 in 2016) 3. Employment scam (no change) 4. Advance fee loan scam (up from #5 in 2016) 5. Fake check scam (down from #2 in 2016) 6. Home improvement scam (down from #1 in 2016) 7. Tech support scam (up from #8 in 2016) 8. Travel/vacation scam (new to top 10, #12 in 2016) 9. Family/friend emergency scam (no change) 10. Government grant scam (new to top 10, #11 in 2016) Travel and vacation scams joined the list, and the top destinations mentioned in the scams were Orlando/Florida, Disney, Mexico/Cancun, and the Bahamas. Also new to the top ten is the government grant scam. Two scams left the top ten list: romance scams and sweepstakes/lottery/prize scams. Scammers are clever and are always adjusting their tactics, so everyone is vulnerable. SAN JOSE, CA — "SIGNS—EXPERIENCE THE EXTRAORDINARY" is the title of this year’s Easter Passion play produced by the Cathedral of Faith in San Jose. The renowned free theatrical musical will be performed Thurs., March 29 at 7:30 p.m. and Good Friday, March 30 at 12 noon, 5:00 p.m. and 7:30 p.m.
“This is a great chance to invite friends or neighbors who may never come to church, but would enjoy a Broadway-style musical production,” said Cathedral’s Worship Pastor Vaughn Thompson. The free event will feature aerialists, special lighting and sound effects, a live orchestra and over 300 in the cast and crew.
“This year’s presentation is inspiring,” said Senior Pastor Ken Foreman. “We’re excited to welcome Manuel Romero, an America’s Got Talent semi-finalist, in the role of Jesus. This is the first year we’ve had a Jesus who sings as part of his performance.” The Cathedral of Faith has a long history of performing Passion Plays, dating back over 42 years. Over 25,000 people attend the performances each year, coming from all across the Bay Area for the experience.
The public is invited to see the conclusion to the presentation upon return for Easter services, Saturday, March 31 at 5:00 and 7:00 p.m. and Sunday, April 1 at 7:30, 9:00, 10:30 a.m. and 12:00 noon. They will watch Jesus burst forth from the tomb, overcoming death and thousands will be blessed by an inspiring Easter message by Pastor Ken during each service. Geneva Thompson, an attorney with the Wishtoyo Foundation, said the Santa Clara River, known as the Utom in Chumash, is central to tribal culture and should not be scarred by a power plant.
"And now they want to pause this for a little while, see if later California is going to wake up from the fog of clean energy and decide that it would actually prefer to have a big power plant on the banks of one of Southern California's last mostly natural rivers," she said. "I just don't think it's going to happen." Calpine has argued that the plant would give California more flexibility during times of peak energy usage and help supply a growing population in the Moorpark area. The California Energy Commission recently rejected a plan to build the Puente natural-gas fired power plant 20 miles down the road on the beach
"Time immemorial, Chumash people have been building their homes, setting up villages on the banks, burying their ancestors in the ground," she said. "Collecting vegetation for basket weaving and these practices are continuing today." Thompson argued that the state should move away from fossil fuel-based power generation and continue its quest to fight climate change by aiming for a zeroemission economy. The Commission has until Friday to take action on Calpine's application. The filing with the California Energy Commission is online at energy. ca.gov.

La modificación propuesta es para el Proyecto A2, Indicador Clave de Ejecución (KPI) #3, el Programa de Reembolso por Sistema de Tratamiento para el Nitrato (Programa de Reembolso por Nitrato). El Programa de Reembolso por Nitrato provee fondos para reembolsar a usuarios de pozos privados por el costo de instalar un sistema de tratamiento para el Nitrato para mejorar la calidad del agua y su seguridad. La propuesta modificación reducirá la financiación máxima del programa para alinearse con la demanda del Programa de Reembolso por el Nitrato. Este nivel reducido de financiamiento incluye los fondos gastados hasta la fecha en desarrollar, administrar y anunciar el programa, con una cantidad anual de $4,000 prospectivamente, lo que será usado para reembolsos a través del proyecto hasta su completación en 2023. Esto ayudará a asegurar la continua asistencia para los usuarios de pozos que quieran tomar ventaja de esta oportunidad para reducir los niveles de nitrato en su agua consumible. El objetivo primario de este proyecto es reducir el riesgo de inundaciones a hogares, escuelas, negocios y autopistas en el Upper Penitencia Creek Watershed localizado en San José. La propuesta modificación reduciría el alcance del Programa de Protección contra Inundaciones de la Upper Penitencia Creek a la fase de planificación solamente a través del Año Fiscal FY19, y asignaría los fondos restantes para completar la reducción del riesgo de inundaciones a lo largo de 9 millas de Coyote Creek, de Montague Expressway a Tully Road. La propuesta modificación contestaría la demanda urgente de reducción del riesgo de inundaciones a lo largo de Coyote Creek. Terminando la fase de planificación del Proyecto de Protección contra Inundaciones para la Upper Penitencia Creek pondría al Distrito en posición de poder perseguir fondos adicionales para diseño y construcción en el futuro, cuando las oportunidades de financiamiento y otras fuentes de fondos se hagan disponibles. County of Santa Clara, State of California. QUIET TITLE 9. On March 6, 2001, MIGUEL Z. LOPEZ’ purchased the SUBJECT REAL PROPERTY. 10. On October 1, 2001, in exchange for $100,000.00 loan, MIGUEL Z. LOPEZ granted Homecomings Financial Network, Inc. a Deed of Trust to the SUBJECT REAL PROPERTY, with Standard Trust Deed Service Company, acting as Trustee. 11.On January 20, 2009, Homecomings Financial Network, Inc. assigned its Deed of Trust in the SUBJECT REAL PROPERTY to RESIDENTIAL FUNDING. On January 27, 2009, RESIDENTIAL FUNDING substituted ETS as Trustee. 12. On or about April 30, 2009, ETS served MIGUEL Z. LOPEZ with a Notice of Trustee’s Sale. The notice advised MIGUEL Z. LOPEZ that he was in default under the October 1, 2001 Deed of Trust, and unless he took actions sufficient to remedy the default the SUBJECT REAL PROPERTY would be sold at public sale. 13. The SUBJECT REAL PROPERTY was never sold, and MIGUEL Z. LOPEZ never again heard from RESIDENTIAL FUNDING or ETS. 14. There is no evidence that RESIDENTIAL FUNDING or ETS assigned their interest in the SUBJECT REAL PROPERTY to any other person or business entity. 15. On June 9 2014, RESIDENTIAL FUNDING and ETS cancelled their Certificates of Registration, and thereby, also terminated their powers, rights and privileges to conduct business in the State of California. 16.
