VOTE NO... DELTA TWIN TUNNEL AQUEDUCT HAS ALTERNATIVES NOT CONSIDERED
Hilbert Morales EL OBSERVADOR The Santa Clara Valley Water District Board needs to continue to support its original decision not to support the proposed twin tunnel project which will divert water southward towards Los Angeles, CA. It is time to get beyond 'diversion' projects which began with taking all the water from the Owens Valley. An alternative is to build on DESALINIZATION OF SALTY OCEAN WATERS: Using solar energy to provide the electricity needed and the solar energy, both of which are readily available, desalinization facilities need to be build all along the Pacific Coast from the San Francisco Bay down to San Diego. Of course, the high initial cost is what many planners and policy decision-makers use as a rationale to continue to do the traditional thing: Diversion of river's water towards the needs of California's Southland. THIS APPROACH DOES NOT ADD POTABLE WATER TO THE UNRELIABLE SOURCES OF NATURAL WATER WHICH ARE REPLENISHED BY ANNUAL CYCLE OF RAINFALLS. California is now in its sixth year of drought. The unusually ample rainfalls of January/February 2017 replenished ( just in time) most reservoirs resulting in a temporary reprieve.
Let's begin building DESALINIZATION FACILITIES beginning in the San Francisco Bay Area all the way down to San Diego, California. DESALINIZATION PROCESSES will add to existing potable water replenished annually by rainy weather seasons...which are now quite unreliable because of the GLOBAL CLIMATE CHANGES being experienced. Desalinization processes exist; are being used in the Mid-East as a source of potable water for major urban centers. The best practices of existing desalinization processes could be implemented. Imagine adding more desalinization facilities to those already being used in San Diego and Santa Barbara. THIS APPROACH WILL ADD POTABLE WATER TO EXISTING SUPPLIES IN A VERY RELIABLE WAY. The solar panel farms needed currently are placed on open land. Why not develop incentives to have homeowners agree to place solar panels on their roofs and back-feeding the electricity produced using existing public utility wiring? This would decrease the land areas used for 'solar farms'. Consider that the SUN will continue to provide the earth with sunshine for hundred millions of years into the future. Most importantly, it is CLEAN ENERGY which adds no 'greenhouse gases' (carbon dioxide and methane) to the atmosphere thereby not adding any support to the global warming process.
The construction of desalinization facilities will produce a 'multi-facility system' whose production processes could be managed and controlled to produce potable water as needed...eliminating the need to build: a) more dams; b) more reservoirs; and c) more aqueducts and canals. Decision-makers from Governor Brown, CA Water Commission, SCVWD board and others need to take the time to compare the costs of what they are proposing (twin water tunnels under the Delta, build Pacheco Pass dams; etc.) which extends the current tradition of diversion of natural waters) with the costs of building desalinization facilities along the Pacific Coast shoreline...and even pumping the potable water produced over the Pacific Coast mountain ranges to release it into exiting dry creek beds which will act as water conduits down to the San Juaquin River...and along the way enter into existing natural portals to replenish existing 'valley aquifers' currently being depleted by excessive pumping to irrigate orchards and other crops. I can imagine the entire San Juaquin (and other valleys... Imperial & Salinas Valley) being used for year-round agricultural production because with enough desalinization facilities in operation, this State of California's agri-business and population could continue to grow and thrive because it has built the required desalinization facilities necessary to earn complete reli-
ability with respect to potable water. It could become totally independent of the vagaries of weather...and that is important now that global warming has disrupted traditional weather patterns. The continued construction of diversion facilities such as the proposed Twin Tunnels under the San Juaquin Delta is a great boondoggle especially when the alternative (desalinization of oceanic waters) is not being considered for development and implementation. The traditional reason to not consider desalination technologies and facilities is their perceived ‘very high costs', but when I add up all those traditional projects being proposed today (dams, reservoirs, aqueducts) ...I come up with a very high total investment into traditional approaches WHICH DO NOT ADD ONE GALLON OF POTABLE WATER TO THOSE PRODUCED BY NATURAL PHENOMENON. MY ADVICE TO THE BODY POLITIC: DO NOT LET CURRENT ELECTED OFFICIALS ENCUMBER CURRENT TAX REVENUES TO UNDEERWRITE 'FIX WATER PROJECTS' BECAUSE THE FUTURE OF CALIFORNIA DEPENDS UPONG POTABLE WATER WHICH MAYH BE PRODUCED IN REQUIRED VOLUMES BY THE USE OF SOLAR ENERGY, EXISTING TECHNOLOGIES...so that solar energy and oceanic waters (both available in copious amounts) are put to use in a sustainable and very reliable potable water
production system which can be managed to produce what is needed as needed. One cannot say that about the current efforts which continue to rely upon unreliable natural weather phenomenon being altered by global warming. The use of desalinization technology and its facilities can be very affordable when the California Water Commission plans a 'total system' and encourages local jurisdictions to build and manage their own local plants. In the County of Santa Clara, Alviso would be a logical site for its desalinization facility designed to produce 3 gallons of potable water per resident.... and allocate some potable water produced to being pumped up the valley to the higher levels and released into local creeks which would 'feed that water into existing natural aquifers (which is already being done). There is a shortage of the understanding and resolve to use existing knowledge and resources to develop an 'alternative source' of reliable potable water. All of California will benefit from the use of existing desalinization technology. It is possible to make the whole State of California and specifically the County of Santa Clara (Santa Clara Valley) totally independent of the vagaries of weather and global climate changes. La Declaración Universal de los Derechos de los Hombres establece en su Artículo 14 que “todos tienen el derecho de gozar en otros países de asilo ante la persecución” y Estados Unidos ratificó desde hace casi cuatro décadas `la convención de refugiados de las Naciones Unidas

Por ello es absolutamente legítima la decisión de las familias que integran la llamada Caravana del Viacrucis del Migrante —que llegaron a las puertas de Estados Unidos desde Centroamérica, mayormente desde Honduras y sortearon el riesgoso trayecto a través de México— de solicitar asilo a las autoridades estadounidenses en la garita de San Ysidro, una de las más transitadas del mundo. Después del penoso espectáculo de haber hecho esperar más de 24 horas a madres y padres con sus menores de edad, quienes tuvieron que dormir sobre cemento y a la intemperie en el frío de Tijuana, México, las autoridades estadounidenses finamente empezaron a tramitar los primeros 8 casos de mujeres y niños, en la fase inicial de un proceso migratorio que puede demorar meses
Aunque inicialmente hubo llamados del presidente Donald Trump a impedir el libre tránsito de los miembros de la Caravana, a quienes describió como una amenaza a la seguridad nacional de Estados Unidos, finalmente privó la sensatez institucional de honrar una de las más importantes tradiciones de Estados Unidos como sitio de albergue de los perseguidos. Las autoridades migratorias de Estados Unidos aceptaron ya tramitar un puñado de casos, pero la realidad dura es que la abrumadora mayoría, más del 80%, de las solicitudes de asilo político son denegadas, en un proceso que en muchos casos implica detenciones prolongadas y separación de familias.
Más allá si es válido el argumento de que las leyes deben ser cambiadas porque hay solicitantes que abusan del sistema y nunca regresan a sus citas migratorias, es importante que la autoridad observe el debido proceso para no cometer una injusticia suprema contra los más vulnerables de nuestra sociedad. Aquellos migrantes que logren probar que el temor a su vida es fundado, tienen una posibilidad real de permanecer en los Estados Unidos. Para el resto, la deportación es una realidad inminente. Pero a todos se les debe garantizar todas las opciones que otorga la ley, sin estridencias y sin hacerlos chivos expiatorios de los políticos y de los prejuiciosos. 5 WAYS SCREEN TIME CAN BENEFIT CHILDREN AND FAMILIES
Certain kinds of digital tools can support family interactions. Using video chat (Skype, Facetime, etc.) allows family members to connect with one another when in-person interactions may not be possible. The AAP acknowledges that children younger than 18 months can use such video platforms alongside their parents to connect with family members. It’s important to support children’s healthy development through coviewing and co-playing.

At home, in restaurants and parks, on the subway— wherever you look, you’re likely to see parents and young children interacting with digital media on smartphones or tablets. At least 38 percent of children under age two and 80 percent of twoto four-year-olds have used a mobile media device. While it may appear that digital media isolates family members
from one another, can it (when used appropriately) also bring families together? Previous guidelines from the American Academy of Pediatrics (AAP) recommended no media exposure for children under two years of age, but the AAP released new guidelines for children ages zero to five in October 2016 that emphasize the importance of parents’ engagement with their children when using digital media. The AAP recommends five ways for parents and young children to use media positively:

Children as young as 18 months may be able to learn from digital media when co-viewing or co-playing with an engaged adult (although additional research is necessary to support this recommendation). It is important that parents answer and ask questions about the material they are co-viewing, point out important concepts, and blend the content they are viewing together into their daily lives and routines. By performing these actions, parents can create a structure to support children’s learning from digital material. Through dialogue and interactions, parents can encourage their child’s cognitive, linguistic, and social-emotional development even before their second birthday. Parents can choose high-quality digital content for their child’s viewing. Promotingactive engagement with high-quality material is essential for children from birth to age five, but it is also important to consider the interests and needs of individual children. Websites like Common Sense
MAY 4 - 10, 2018 Media, PBS Kids, and Sesame Workshop can help parents decide which apps and programs are best for their children. Like physical tools, digital tools can promote school readiness. Family support for school readiness is found in traditional forms like book reading and newer technologies such as e-books. Whether a story is in print or digital format, parents can help children develop the skills they need for school by engaging in dialogic reading with their child—asking them questions about the stories and relating the content to the child’s life. Research suggests that preschoolers can learn best from well-designed e-books with limited distracting features (such as games and sounds), and when parents’ questions focus on the stories themselves rather than the features of the electronic medium (such as pushing buttons). Digital tools can support parent and child togetherness. Technology can elicit exciting topics for conversation and encourage family members to spend time with one another. Through conversation and family time, parents can engage in critical responsive communications that are essential to their child’s healthy development. IMPOSTOR SCAMS: WHO’S REALLY CONTACTING YOU?
It’s easy to pretend to be someone that you’re not on the Internet or over the phone, and it can be difficult to tell who’s real and who’s faking it. Scammers depend on this confusion to trick unwitting consumers in to giving away their money or personal information. According to the 2017 Better Business Bureau (BBB) Scam Tracker Annual Risk Report,
“‘impersonation’ is a very common tactic used by scammers. It’s where the scammer pretends to be a legitimate business that is well known and trusted by the consumer… While all scammers pretend to be some sort of legitimate operation by definition, this particular tactic is where the scammer pretends to be a known, trusted entity.” Here are the most common legitimate organizations that were used for impersonation in 2017, according to BBB's Risk Report: • The government. The IRS was the #1 most impersonated organization of 2017. Although the

End the call and call back through the number in your records or the number on the organization’s website.”

The end-game is the same: the scammer claims that they can help you with a serious computer problem for a price. You’ll be asked to pay money and provide remote access to your computer. The next most impersonated organizations in 2017 were Marriott (#7) and TripAdvisor (#8). Scammers call consumers and pretend to be well-known travel organizations. They offer “deals” on trips, claim you’ve won free vacations, and solicit your personal and financial information. According to BBB’s Risk Report, the travel/vacation scam was the #8 riskiest and #4 most reported scam in 2017. More information can be found at bbb.org/travelscam. • Social media companies and banks. A scammer emails you claiming that there’s an issue with your online social media or banking account and prompts you to click on a link to fix it. This link will bring you to a look-a-like phishing sign-in page. If you enter your log-in information the scammer will also have access to your online account. The names of many of the organizations that comprise the remainder of the top 15 list are used in this way: Facebook (#10), Bank of America (#12), PayPal (#13), and Capital One (#14). Katherine Davis-Young Public News Service CARSON CITY, Nev. - A proposed Nevada ballot measure is seeking to ban so-called "sanctuary cities," which take steps to protect undocumented immigrants. But before the measure can go before voters, Nevada's Supreme Court will weigh in. The measure would stop state, county and city officials from enacting any policies to prohibit or discourage cooperation with federal immigration enforcement. Amy Rose, legal director for the ACLU of Nevada, argued that the definition of a sanctuary city is vague, and the ballot measure would apply to more than just police and immigration officials.

Roz Brown Public News Service DES MOINES, Iowa — Iowa is a signature away from the most restrictive abortion law in the nation. Republican lawmakers, who control the Iowa statehouse, passed a bill Wednesday that would ban most abortions once a fetal heartbeat is detected, which is typically around six weeks of pregnancy. Many women aren't aware they're pregnant that early. Erin Davison-Rippy, director of public affairs for Planned Parenthood of the Heartland, said the legislation is unconstitutional, and legislators knew that when they passed it. "Obviously, this has passed both chambers but has not been signed yet,” Davison-Rippy said. “So we are strongly urging the governor to listen to reason, and we strongly urge her to veto this piece of legislation because it is unconstitutional and dangerous for Iowa women." Critics of the legislation say it's aimed at triggering a challenge to Roe v. Wade, the U.S. Supreme
Court's 1973 landmark decision which established that women have a constitutional right to abortion. If challenged, bill supporters hope the bill will end up before the high court, where the 5-4 conservative majority might sharply curtail abortion access or ban it altogether.
"The language of this is so broad and confusing that voters aren't going to know that this would impact hospitals and schools, and areas that they may not necessarily consider," she said. A district court judge agreed with Rose and blocked the ballot measure earlier
"If ICE comes to the hospital doors and says, 'This person who's receiving cancer treatment, or who needs to go to surgery for emergency care, needs to come with us instead, because we think they're undocumented,' then if the state hospital tells them no, that would be a violation of this," she said. If the Nevada Supreme Court allows the measure to go forward, its backers have until June to collect the signatures needed to get it onto this year's ballots. The Supreme Court has declined to hear similar heartbeat bills approved by North Dakota and Arkansas Republicans after they were rejected by the 8th U.S. Circuit Court of Appeals. Davison-Rippey accused Iowa Republicans of not caring how much taxpayer money is spent on a lawsuit over the bill or how many families may decide Iowa is no longer a safe state to live or work. "This is the most extreme abortion restriction in the entire country,” she said, “and we are embarrassed that a state like Iowa would pass legislation like this." Recently, Mississippi's Republican governor signed into law a bill that bans abortion after 15 weeks, sparking an immediate court challenge by abortion-rights advocates. Iowa's governor has not said whether she will sign the bill, but has been outspoken in her antiabortion position.
State Sen. Michael Roberson, R-Henderson, who is backing the ballot measure, has said it would address public-safety concerns. However, Rose said the way the proposed measure is written bans all so-called "sanctuary practices" and might even put people in danger.

One of last year's winners is a program called Fontana Walks - where the Inland Empire city challenged its residents to walk 2 billion steps over the course of a year. Tiffany Starks, community service supervisor with the city of Fontana, said they're about 75 percent of the way to their goal, with three and a half months left to go.
SACRAMENTO, Calif. - Local nonprofits and government agencies always are looking for ways to make their communities more livable. And now a grant program from AARP can help make some of those projects a reality. The AARP Community Challenge 2018 will fund projects that improve transportation, parks, access to housing and more. Rafi Nazarians, associate state director of community with AARP California, said the grants range from a few hundred dollars to thousands of dollars for larger projects, but they have to be something that can be implemented right away. "AARP believes that communities should provide safe, walkable streets, affordable and accessible housing

and transportation options, access to needs and services and opportunities for residents to participate in community life," Nazarians said. "And so this grant is inspiring

"We settled on a walking challenge because we feel that walking is really easy, it's free, it can really change someone's life and really be impactful and alter someone's physical and mental well-being," Starks said. Some of the other projects in California last year include one that installed pedestrian walk buttons on traffic lights in West Sacramento, and one to help older people in the Monterey area stay in their homes longer as they age.

Las agencias locales sin fines de lucro y gubernamentales siempre estan buscando como hacer mas habitables sus comunidades y ahora un programa de subsidios de la AARP puede ayudar a que algunos de esos proyectos se hagan realidad. El "AARP Community Challenge" fondeara proyectos que mejoren el transporte, los parques, el acceso a la vivienda y mas. "They're in a precarious position and put in a position where they can't defend themselves, and if they do defend themselves, they get threatened,” says Franks. “So, this is why we're asking for L&I to reopen the case. We want justice for Ernesto and the hundreds of other farmworkers that were sick." He says other workers also became ill during wildfires last year. Sarbanand was scheduled to dispute the fines in court this week, but the case has been delayed until May 23rd. L&I fined the company nearly $150,000, but the agency did not find Sarbanand responsible for Ibarra's death. After Ibarra's death, about 70 workers at

Sarbanand went on strike and were fired. Like Ibarra, the laborers were in the country on guest worker or H2A visas. Franks sees that visa program as exploiting workers, affording them few rights and no ability to unionize. He says it's compounded by the inherent danger in agricultural work. "When people come to work, they expect to go back and be with their families,” says Franks. “So, that's why we still fight for justice for Ernesto Silva and the many other farmworkers." Farm work was the second-most deadly occupation in the country in 2016, the most recent data from the Bureau of Labor Statistics.

SUMAS, Wash. – Saturday April 28 was Workers' Memorial Day, a commemoration of people who've lost their lives on the job. In Washington state, the farm community is remembering Ernesto Silva Ibarra, a 28-year-old farmworker who became ill last summer while picking berries
during wildfires and later died. The Washington State Department of Labor and Industries fined Sarbanand Farms, where Ibarra worked, for two infractions after the incident – not providing timely meals and rest breaks to workers. However, Edgar Franks, civic engagement coordinator with the group Community to Community Development, thinks the investigation should be reopened – for Ibarra and other farmworkers.

It is true that making and distributing new clothing has a huge impact on the environment. Cotton production is beset by synthetic chemical inputs including pesticides, fertilizers and dyes, not to mention the setting aside of so many millions of acres of farmland that could be used to feed hungry mouths. Meanwhile, polyester and other synthetic fabrics may not take up crop land, but they are made out of petroleum and thus contribute to our continuing reliance on fossil fuels. Another environmental issue with the apparel industry is how much shipping goes on to get raw materials to and finished products out of pollution-spewing factories across China, Indonesia and other far flung locales where labor and real estate are cheap. So, what can be done? For one, if you like cotton, go organic. And bonus points if it’s grown and processed locally or at least within the U.S., saving greenhouse gas emissions caused by shipping long distance. Meanwhile, if you’re a fan of synthetic fibers—or rely on them for their technical performance attributes, you should look to buy used items or new ones made from recycled materials. California-based outdoor gear and clothing manufacturer Patagonia has pioneered reusing and recycling of its clothing items through its landmark Common Threads program. Patagonia customers can get their jackets, shirts, hoodies and other favorite items repaired for free by the company.
You can bring those damaged items into a Patagonia store or mail them into company headquarters to be repaired, returned and put back in your regular rotation. And if you’re just plain tired of your Patagonia wear, the company will take it back and give you a credit towards something new. Your old jacket could well end up for sale on Patagonia’s Worn Wear website—cleaned, repaired and available for a third of the price you paid for it new. Meanwhile, other apparel companies are blazing new trails, too, when it comes to sustainability. Another California company, Scalable Press, for instance, has prioritized sustainability as it ramps up sales of its custom-printed t-shirts and other clothing items. By diverting waste and turning it into fuel, recycling water used during production processes, pushing virtual samples over physical ones so as to produce less waste, and encouraging its customers to choose “directto-garment” printing (which doesn’t require using energy-intensive industrial drying machines), Scalable is setting a high bar for other clothing and screen printing businesses to follow. Yet another way to make apparel last longer while giving it a little panache is by adding a patch from Wyoming-based Noso. Kelli Jones launched the company in 2015 after realizing that there might be a market for the homemade star and heart patches she was using to mend her own ripped or torn outdoor gear. “The average American tosses away 70 pounds of textiles annually,” Jones tells Outside. “If a critical mass of people starts patching their gear instead of trashing it, that has an impact.”

The Rollicking Percussion Sensation is in Town for 5 Performances this Weekend Broadway San Jose
Famed international percussion performance STOMP returns to San Jose’s Center for the Performing Arts for a limited five-performance engagement May 4–6, 2018. From its start as street performances in the UK the idea for STOMP has been about energy and using what’s available to create a unique sound and feeling for audiences. According to co- founder/director Luke Cresswell, the performers, “make a rhythm out of anything we can get our hands on that makes a sound.” This unique combination of percussion, movement and visual comedy that STOMP generates has created its own inimitable, contemporary form of rhythmic expression. The performances allow for both household and industrial objects to find new life as musical instruments through the efforts of the eclectic body percussionists. Synchronized stiff-bristle brooms become a sweeping orchestra, eight Zippo lighters flip open and closed to create a fiery fugue; wooden poles thump and clack in a rhythmic explosion. STOMP uses everything but conventional percussion instruments - dustbins, tea chests, radiator hoses, boots, hub caps - to fill the stage with a compelling and unique act that is often
imitated but never duplicated. The last set of performances of STOMP in San Jose back in 2011 were in front of sold-out crowds. Since its inception 20 years ago, STOMP has become an international sensation, having performed in more than 50 countries and in front of more than 24 million people. Critics and audiences have raved: “STOMP is as crisp and exuberant as if it had opened yesterday,” says The New York Times. Each state of Mexico is represented by a large amount of traditional dances and regional attires that differ between them, but at the same time, are intertwine by their textiles, grace, beauty and colors. The festive time has come, the traditional “Cinco de Mayo”, which celebrates the triumph of the Mexican troops against the French army in the memorable Batalla de Puebla, the Bataille de Puebla of 1862. On this date we have the opportunity to appreciate the customs, traditions and folklore of Mexico in all their splendor. During this time many of the diverse cities in California organize and present artistic groups that entertain us with their Danza Azteca and other folklore dances, which include colorful folklore costumes and traditional attire for the occasion. We spoke with Palmira Macías, General Manager of the store “De la Rosa”, in San Jose, which traditionally sells the most beautiful folklore costumes in the city. She told us that the traditional attires of Mexico, are the result of the fusion of both, the indigenous and Spaniard cultures. Jalisco, is one of the states that represent the National Folklore, it stands out due to its beauty and colors, creating a gala of colors, like the Mexican rose, yellow, red and the orange color. And of course the traditional charro attire. “Each one of the states in the Mexican Republic is represented
by its traditional regional costume and its dances. The folkloric attires are decorated with braids, combs, flowers, bracelets, necklaces, earrings, hats and shawls. Speaking of the State of Puebla, the traditional China Poblana, is considered a costume that was the result of the mix between the attire of La Nueva España and some urban zones of the center and southeast of the country. The costume includes a white blouse with colorful embroidery in the shape of flowers and geometric figures. The traditional Mexican attire has been preserved as one of the ancestral customs and way of life, which today constitutes an essential part of the Mexican cultural heritage”. Commented Palmira. We also spoke with local fashion designer, América Sánchez, she related to us that her source of inspiration for the clothes she designs, is the vibrancy of the colors in the traditional Mexican costume, “I am very proud of my cultural legacy, it is always a pleasure for me to create designs that represent the folklore and traditions of México”. “As a Mexican designer, I invite the parents to teach their children, from a very young age, the importance of our heritage and national folklore. I have designed traditional attires with a modern touch, a magical touch that comes from the great variety of colors that makes our country stand out in the outside world”. We chatted with

5 THINGS 5G SHOULD MAKE YOU THINK ABOUT
other website and app you ever signed up for or believe that you use free of charge. Unless you have gone to great lengths to prevent it, Google has stored and analyzed almost every keystroke you’ve ever pressed and smartphone or connected touchscreen you’ve ever tapped while logged into one of its services. That’s a lot of data, but hold on. Under current laws and regulations, if a wireless data carrier (Verizon, AT&T, Sprint, T-Mobile, or any other 5G provider) wanted to log, store, and analyze your data, it would have access to 100 percent of your interactions with every site, every app, and every device connected to its network and identified as belonging to you. The ability that 5G providers will have to collect data will make Facebook’s understanding of your digital life look juvenile. Once legislators figure out how much data can be collected over 5G networks and what it could be used for, Mr. Zuckerberg’s congressional hearings will seem like a walk in the park on a sunny day. 4. The Government Is Thinking about Building a 5G Network Earlier this year, a leaked internal White House memo outlined plans for a centralized, nationwide 5G network to be rolled out within 3 years. It’s unclear how this would work or who would pay for it. But it’s a possible future worth thinking about (for a second or two).

Known simply as 5G, the next-generation wireless network has been touted as “worldchanging” and a quantum leap in the evolution of communication. There’s a good reason: it will be. If you’re wondering how and why, here are 5 things 5G should make you think about. 1. Fixed Wireless, No Cables Imagine hooking up a huge, paper-thin, 5G-compatible flat screen and just plugging in the power cable. No other cables required. You won’t need a cable box; you’ll just login to your various video accounts and start watching video. The high speed of 5G will enable the complete disruption of the current wired cable television distribution model and will wreak havoc with content licensing agreements of every kind. Every 5G device will have the ability to display extremely emotionally satisfying, high-resolution video. Even if someone starts delivering video in 8K, 5G will present it to you perfectly – no buffering, no degradation in video quality. 5G will challenge the walled garden of cable boxes and create opportunities for new sponsorship models, new ways to reduce the price of content, and even new ways to reduce the cost of accessing the 5G network. 2. Incredible Speed 5G will offer speeds that far exceed those of 4G. Currently, 4G offers download speeds of up to 100Mbps, about five times the speed of 3G. LTE-A, an advanced version of LTE that’s
compatible with most modern phones, can deliver wireless speeds of 225 to 300Mbps; it’s currently being offered by Verizon at no additional cost to Verizon customers. By comparison, 5G promises speeds of up to 10Gbps. That’s up to 33x faster than LTE-A, up to 100x faster than traditional LTE, and up to 500x faster than 3G. To put that into context, the best commonly available wired home internet connections (through ISPs like Comcast or Verizon FiOS) usually cap out at about 1Gbps, which is somewhere between 10 and 20% of the speed of 5G. 5. Super-Low Latency (That’s a Technical Term, but Don’t Be Scared – Read This Part Too) Shifting from 4G to 5G will yield super-low latency. That means there will be significantly less friction between you and the content you’re trying to access. 4G networks have a delay of about 70ms; 5G aims to deliver data with less than 1ms of delay. For applications that require real-time control (such as remotecontrol drones), this represents a paradigm

shift. 5G’s low latency will propel the advancement of self-driving cars, as vehicle-to-vehicle communication tests using technologies like 5G get underway. Statista predicts that there will be 190M connected cars on the road by 2021, and Juniper Research predicts that half of new vehicles will have vehicle-to-vehicle communications by 2022. Improving self-driving cars is only the start. When 5G technology becomes standard, its possibilities will be limited only by our imaginations. It will open doors to revolutionary smart cities and connected devices the likes of which we’ve seen only in science-fiction movies. Coming Very Soon While 5G isn’t expected to be widely available until 2020, Verizon, T-Mobile, and AT&T have all announced plans to begin rolling out 5G networks later this year, and Sprint has plans to follow sometime in the first half of 2019. Expect these networks to be found in major cities first (for specifics, check the carrier links earlier in this paragraph) before spreading to more rural areas. As for 5G consumer tech, the first 5G smartphones should start rolling out later this year (or early in 2019). Companies like Qualcomm and Samsung are working on 5G modems and routers. Meanwhile, companies like Nokia and Ericsson are working on 5G platforms for mobile carriers. Ericsson has been testing 5G since 2015 and rolled out the first 5G radio system earlier this year. I’m truly looking forward to the awesome opportunities and the challenges of a high-speed connected 5G world. Right now, it’s time to get your 5G strategy together. Elección Primaria Directa Estatal Completamente por Correo y Centros de Votación del 5 de junio de 2018 Ley de Opciones para los Votantes de California La Elección Primaria Directa Estatal del 5 de junio de 2018 en el Condado de San Mateo se llevará a cabo como una Elección Completamente por Correo y Centros de Votación, de acuerdo a la Ley de Opciones para los Votantes de California. sobre Gastos del Programa de la Medida A 2000 correspondientes al año fiscal 2017 Valley Transportation Authority (VTA) ofrece soluciones de transporte que son cruciales para la vitalidad, prosperidad y calidad de vida de todas las personas que viven, trabajan y se divierten en el Condado de Santa Clara. En noviembre de 2000, el electorado del Condado de Santa Clara aprobó la Medida A, un impuesto de ventas de medio centavo durante 30 años destinado a proyectos y operaciones específicos de mejorascapitales del transporte público. La mayoría de los proyectos definidos por la votación son masivos y muy complejos, y requieren años para su planificación, diseño y construcción. Aunque se encuentra apenas en el undécimo año de un programa a 30 años (la recaudación del impuesto comenzó a mediados de 2006), VTA ha logrado resultados significativos para cumplir con las metas de la Medida A, que incluyen los objetivos alcanzados durante el año fiscal 2017 (del 1 de julio de 2016 al 30 de junio de 2017): • Extensión del servicio de BART a las ciudades de Milpitas, San José y Santa Clara del Condado de Santa Clara - La primera fase, a Berryessa, está por completarse; se encuentra en curso la prueba del sistema y el servicio con cobro se proyecta para fines de 2018. • Mejoras del servicio de autobuses en los principales corredores Se completó la construcción de la línea de Autobuses de Transporte Rápido (BRT, por sus siglas en inglés) de Santa Clara en Alum Rock y el servicio con cobro en el corredor se inició en mayo de 2017. Además, a fines de 2017 se completó la construcción de mejoras en las paradas de autobuses de la línea Rapid 523 de Stevens Creek para este servicio mejorado que prestará servicio a la estación Berryessa de BART cuando ésta se inaugure a fines de 2018. • Mejoras del servicio Caltrain - La Extensión del Paso Peatonal Subterráneo de la Estación Caltrain de Santa Clara, que ofrece a peatones y ciclistas un cruce seguro por debajo de las vías del tren, fue finalizada e inaugurada en junio de 2017.
Vigilancia Ciudadana (CWC, por sus siglas en inglés) para la Medida A comisionó una auditoría de los registros financieros del Programa de la Medida A correspondientes al año fiscal 2017. Esta auditoría de cumplimiento fue llevada a cabo por Macias Gini & O'Connell LLP, contadores públicos certificados independientes. Los auditores emitieron una opinión sin reservas (“limpia”), lo cual significa que en su opinión profesional VTA cumplió en todos los aspectos con las disposiciones definidas en la boleta electoral.
