Hilbert Morales EL OBSERVADOR Many individuals receive an earned diploma at their high school, college or university. Graduation speeches mostly present descriptions of 'what a bright future lies ahead of each and every graduate.' What many need to consider is the impact of AI. automation and robotics which have increased productivity using fewer 'human' employees. Robots are machines operated by 'AI programs (Artificial Intelligence). Be assured that not every job can be entirely done by robots which are programmed by 'coders' to do repetitive work very efficiently. The S.F. Chronicle on Sunday, May 6, 2017 had a very brief news item communicating that restaurants which use robots to deliver services (e.g., waiting on tables) will be required to pay annual license fees which underwrite the 're-training' of former employees who no longer have jobs and benefits (heath care insurance, retirement program, and personal income). In fact a few 'think tanks' are already studying and proposing that every individual receive a GPI (guaranteed personal income) from a government agency (Social Security Administration; Dept. of Health & Human Services...?) in order to sustain America's consumer economy. Very soon, Big Four auditing is in for a big shake-up.

and 11.2 billion in 2100 per a United Nations Department of Economic and Social Affairs (UN-DESA) report. In practice, if everyone who ever wanted to be a doctor became one, we still would not have enough doctors. The good news is that robots make amazing diagnosticians and surgeons. According to Memorial Sloan Kettering Cancer Center, IBM’s Watson is teaming up with a dozen US hospitals to offer advice on the best treatments for a range of cancers, and also helping to spot early-stage skin cancers. And ultra-precise robo-surgeons are currently used for everything from knee replacement surgery to vision correction. If 'warm and fuzzy' human relationships are desired, these will continue to be provided by 'human M.D.'s. Robodoc's are machines. This trend is continuing at an incredible pace.” All jobs may be analyzed to determine how much may be performed by robotic algorithms. A report released by the Obama Administration included a very dire prediction: “There is an 83% chance that workers who earn $20/hr or less could have their jobs taken over by robots in the next five years. Those in the $40/ hr pay range face a 31% chance of having their jobs taken over by these machines.” Clearly, the robots are coming. What may one do about robotics? “First, technological progress is neither good nor bad; it just is...The good news is knowing what’s coming. Think about preparation for adaptation. All must prepare for evolving
'man-machine' partnerships by becoming 'multi-disciplinary'. Adapting requires understanding how man-machine partnerships are going to evolve. This is tricky, but not impossible. Knowing that machine learning (AI) is going to be used to automate many, if not most, low-level cognitive tasks, gives all a chance to prepare. Our goal is to use our high-level cognitive ability to anticipate what parts of our work will be fully automated and what parts will be so hard for machines to do that manmachine partnership is the most practical approach. With that strategy, one can work on adapting our mindset and skills to become better than our peers at leveraging manmachine relationships. Humans have always been tool-users; now one will be partners with 'our robot' on the job site.” Becoming a great man-machine partner team will not save every job, but it is a clear pathway to prolonging your current career (path) while you figure out what your job must evolve into in order to continue to transfer the value of your personal intellectual property as a 'knowledge worker' into your personal wealth and well-being. So do anticipate the impact of automation and robotic's on your future career journey. Some proactive planning will ensure satisfying fulfillment. EL POPULISMO HERIDO Por José López Zamorano La Red Hispana No es la primera vez que los ojos del mundo han estado volcados en Francia, el país que legó a la humanidad su célebre Declaración de los Derechos del Hombre y de los ciudadanos en 1789 y cuyo lema revolucionario de “libertad, igualdad y fraternidad” ha sido fuente de inspiración en incontables episodios históricos. Las elecciones del domingo pasado entre el banquero Emmanuel Macron y la nacionalista Marine Le Pen atrajeron una atención sin precedentes porque no sólo estaba en juego el destino de Francia, sino la definición de dos apuestas políticas y filosóficas marcadamente contrapuestas y cuyo desenlace debe importar a todos.
No fue por ello casual que, ante la percepción de lo que estaba en juego, tanto el presidente Donald Trump como el ex presidente Barack Obama, hayan decidido no tan veladamente dejar en claro su apoyo a Le Pen y Macron respectivamente. El presidente Trump no pudo ocultar su preferencia por Le Pen en una entrevista con The Associated Press cuando aseguró que ella era la más fuerte en el tema fronterizo. “Quien sea más dura contra el terrorismo radical islámico y quien sea la más fuerte en las fronteras, le irá bien en la elección”, sostuvo Trump. En contraste, un mensaje videograbado de Obama resaltó a Macron como el candidato de los valores liberales y el promotor de fortalecer el papel de Francia en Europa y en el mundo. “en la perla a las
esperanzas de la gente, no a sus miedos”, señaló. El contundente triunfo de Macron con el 66.1% de los votos representa por ello una victoria para quienes creen en los valores fundamentales de la apertura, la tolerancia, la diversidad y la inclusión, frente a las ideas del Frente Nacional de Le Pen que defendía posiciones anti migratorias, nativistas y xenófobas. El populismo quedó herido y desfalleciente, pero no muerto. A pesar de haber obtenido sólo el 33.9% de los votos, se trata del nivel más alto de apoyo al Frente Nacional. En otras palabras, una tercera parte de los electores franceses no apoyaron a Macron, por lo cual uno de sus primeros retos será unificar al país en una visión compartida.
Pero el apoyo detrás de Le Pen y de su filosofía, como antes lo hubo a los republicanos en Estados Unidos y al Brexit en Gran Bretaña, muestra que hay grandes segmentos de la población atentos a narrativas que les ofrecen alternativas –realistas o no— a sus preocupaciones legítimas sobre su bienestar personal y su seguridad económica. El triunfo de Macron, un candidato con un movimiento, pero sin un partido, muestra que es posible construir propuestas políticas y programáticas alternativas que apelan a valores colectivos positivos y no a exacerbar la ansiedad y el miedo con propuestas simplistas y aislacionistas. Rosa Sosa emigró al área de la bahía desde México a la edad de 16 años, quería aprender inglés y encontró Mission College, o tal vez, Mission College la encontró a ella. Sosa acredita su carrera educativa y profesional a Mission College, por los amigos que ella hizo, las personas que conoció y el personal con el que interactúo. Ella no lo hubiese logrado sin el colegio comunitario de Santa Clara, pero aprender inglés no fue fácil. "Es muy intimidante cuando tu no eres de aquí o cuando te sientes como una persona rara parada en un salón."- Dijo Sosa "Incluso si no entiendes lo que la persona esta diciendo, solo pregunta, ¿Por favor, podrías repetir la pregunta?” Cada dia, la confianza continuó creciendo. Sosa tomó clases en gramática básica, pronunciación y practica de conversación con grupos pequeños y grandes, también trabajó en su lectura y vocabulario. Los instructores de Mission College le ayudaron en cada paso de su carrera. Internacional Center resultó ser un recurso importante, dándole su primer trabajo como asistente de oficina. "Después de un semestre, pasé el examen de inglés y luego, ellos me ofrecieron una oferta para quedarme en el colegio y comenzar a trabajar en mi titulo." Dijo Sosa. Con estas bases, Mission College se convirtió en un hogar. "Estaba muy apegada al campus cuando llegue aquí. Yo estaba aquí todos los días, Mission College creyó
en mi desde el momento en que entre por la puerta.”- Dijo Sosa. Después de obtener su titulo técnico en Mission College, ella se transfirió a San Jose State donde recibió su licenciatura. Este mes de Mayo, ella recibirá su maestría de la Universidad Embry-Ridle en Arizona y recientemente aceptó una posición en Pinkerton como una Counter Terrorism Threat Analyst (Analista de Amenazas Contra el Terrorismo) en Virginia donde se concentrara en amenazas a los países latinoamericanos. Sosa le da crédito a Mission College por ayudarla a dar ese primer paso. "Tener una base sólida me ayudo a navegar diferentes opciones y diferentes carreras. Un almuerzo convencional de sopa y sándwich puede parecer una comida sana. Sin embargo, el pan, las carnes frías o fiambres y la sopa, pueden contener una sustancia que implicaría un impacto negativo en su bienestar físico general: la sal. "Incluso las comidas aparentemente sanas como el sándwich de pavo con acompañante de requesón pueden contener altos niveles de sal, sin siquiera tener sabor salado", afirma el Dr. John Meigs, Jr., MD, presidente de la Academia de Médicos de Familia de los Estados Unidos (American Academy of Family Physicians). Meigs añade que uno de los grandes errores que cometemos es asumir que, si no se echa sal con un salero, los niveles de sodio de las comidas están bajo control. Pero lo cierto es que los Centros para el Control y la Prevención de Enfermedades (Centers for Disease Control and Prevention, CDC) estiman que el 77 por ciento de la sal que los estadounidenses ingieren proviene de alimentos procesados y comidas en restaurantes, en comparación con el 6 por ciento procedente del salero en la mesa, y el 5 por ciento que se añade durante la cocción casera. Según los CDC, los 10 alimentos principales que contribuyen a una significativa cantidad de sal que consumen los estadounidenses son: 1. Panes y panecillos 2. DENVER – Despite claims by some politicians, fake news, social media and search algorithms don't sway public opinion, according to a study by a group of international researchers. William Dutton, the report's lead author, says if search engines did help create so-called filter bubbles – where users only get links to information with which they agree – the impacts on the democratic process could be huge. But he says surveys in seven nations including the U.S. found it's not as big a problem as recent media coverage suggests. "On social media and on the Internet generally, they find a lot of viewpoints that their friends and family, that they disagree with,” he states. “And they often go to search to check the reliability, validity of what they hear on social media."

Sacramento – Los investigadores del Departamento de Vehículos Motorizados de California (DMV) han arrestado a un hombre de Los Angeles por defraudar a más de 50 personas. Dicho sospechoso se hacía pasar por un empleado del DMV, cobraba y falsamente prometía “arreglar” problemas relacionados a suspensiones de licencias de manejar y problemas con los registros vehiculares. Antoine Marquis Hale fue detenido en su casa el 6 de abril de 2017, y acusado de robo de identidad por posesión ilícita de la información de identificación personal de sus víctimas, robo por fraude y robo comercial vinculado a la recolección ilícita de dinero de sus víctimas. El sospechoso se declaró culpable de delito grave y enfrenta seis meses de cárcel. La sentencia está prevista para ser dictada el 5 de junio de 2017. El individuo de 26 años de edad colocaba anuncios que mostraban el logotipo del DMV en sitios de internet como Craigslist y Offer Up. Afirmó ser un empleado del DMV que podría eliminar las suspensiones de licencia de manejar, corregir problemas de matrícula vehicular y proporcionar otros servicios del DMV. A cambio, cobraba a sus víctimas entre $250 y $400. After Donald Trump's upset victory over Hillary Clinton, pundits and pollsters struggled to find answers and many tagged social media for hosting numerous posts that were outright lies. Dutton says while a minority of Internet users are not skilled in vetting facts, most are not so easily fooled.
Google – was conducted independently by Oxford University, Michigan State University and the University of Ottawa. Dutton says fears of social media echo chambers also are overstated. He notes the survey of 14,000 people found users agree and disagree with political posts on platforms such as Facebook. And Dutton says people also are exposed to a variety of perspectives on television, radio and print outlets. He adds users rarely unfriend or block people with whom they disagree. "Most people who are very interested in politics are relying on all sorts of sources of information and not simply search, or not simply social media," he stresses. Dutton adds a small percentage of Internet users are not adept at fact checking, and it's important for schools at all levels to give people the tools they need to navigate the Internet's resources when it comes to accepting online claims at face value. "Every effort to create training and education around media literacy in a multimedia digital environment is still valuable,” he stresses. “But it's not a problem for most users, but it is a problem for some users."

MTC Recruits for New Policy Advisory Council Term The Metropolitan Transportation Commission – the Bay Area’s transportation planning, financing and coordinating agency – is recruiting Bay Area residents for its 27-member Policy Advisory Council. The Policy Advisory Council is a citizen advisory committee created by the Commission to advise MTC on a range of topics including regional planning, housing, land use, greenhouse gas reduction, public transit improvements, and new revenues for transportation in the Bay Area. Advisors will jump into the thicket of transportation, learn about the complexities of funding, and help analyze the connections between transportation, land use, air quality and climate change. Applications for the Policy Advisory Council will be accepted through Monday, June 12, 2017. Applicants must be willing to serve a four-year term currently scheduled to begin in September 2017 and to end in July 2021. Committee meetings are held on the second Wednesday of the month in the afternoon at MTC’s offices in San Francisco. Members receive a small stipend and travel reimbursement for attendance at each meeting. Membership of the Policy Advisory Council is structured around interests related to the economy, the environment and social equity. Nine economy and environment representatives will be appointed to at-large seats. Appointment recommendations are made by Chair Mackenzie and Commission Vice Chair and Alameda County Supervisor Scott Haggerty. The make-up of these nine
representatives must be as follows: • Four of the nine members represent economic interests, and four bring an environmental perspective; the ninth member may be selected from either category. • In addition, five of the nine must be from each of the five most populous Bay Area counties – Alameda, Contra Costa, San Francisco, San Mateo and Santa Clara. Eighteen equity representatives will be appointed, and are recommended by Commissioners in each county. These 18 representatives will include:

Mother’s Day has been celebrated in different forms across the timespan of humanity, but throughout that time the meaning of being a mother has changed; nowadays a mother has more responsibility and more work when it comes to juggling a professional life and being a mom. Mindy Jazmine Turner is 35-year-old mother of four children and she’s the perfect example of the way mothers of the current age combine their professional and motherly lives to be able to raise children and be successful. As a photographer, Turner's duties include working with clients, traveling to sites to shoot and of course, preparing her children for school everyday. “I start [my day] at 6am waking the kids up, getting them ready for school and we would leave the house by 7am to get the 14 year old to school, then I drop off the 16 year old in high school and from there I take my nine and six year old to school by 8 am.” Turner had her first child when she was 18-year-old, today her oldest son is 16 and her youngest child is a 6-year-old girl. She has always had a close relationship with her children as she worked for 11 years in the preschool and kindergarten that her children attended to. “I think I was more strict when I was a young mom because I wanted my children to take the right path, now i’m more lenient,”
Turner said. However, as the years passed by she also realized that sooner than later her children would leave home to pursue their dreams. Therefore, she thought of a way to be closer to them, having her own business. Turner found a passion in photography, she was once given a camera to take photos and she didn’t want to let go. However, it wasn’t an easy start. Turner says, “that was very hard, I was sleeping about 3 to 4 hours at night just to catch up on the learning curve of everything it takes to start your own business” She still had the responsibility of raising her children, “I think being a mom and trying to start your own business requires a lot of time management skills and balancing, I think it’s harder because you have to raise your children…My 16 year old wants me at his football game and my six year old wants me at his baseball game and all,” Turner said. However, her childhood experiences shaped her as the mother she is today. “I think that the values and the morals that my father and my grandmother showed me have made me the mom that I am,” Turner said. “The fact that I wasn’t close to my mom it has shaped me into really playing a larger and active role in my children’s lives.” Even though Turner was not raised by her mother she plays a bigger role in her life now. She will celebrate Mother’s Day with her children “eating good food, just being together and enjoying each others company.”

Greg Abbott's signature on Senate Bill 4, the Texas Sanctuary Cities bill, when the battle over it moved from the state Capitol to the courts. Opponents such as the ACLU and MALDEF are preparing to file lawsuits against the so-called "show me your papers" law, while state officials already have filed a pre-emptive motion in federal court attempting to block those challenges. Terry Burke, executive director of the ACLU of Texas, called the law "racist, wrongheaded and unconstitutional" and is promising a vigorous legal challenge. "Our legal team is continuing to evaluate all possible challenges to SB 4, even as we speak," Burke said, "including a possible challenge before it goes into effect and challenges to how it will be applied after its effective date of Sept. 1." The controversial measure bans "sanctuary cities" in Texas, removes limits on questioning people about their legal status and threatens law officers with jail for not cooperating with immigration officials. The bill is opposed
by police chiefs and sheriffs in all major Texas cities, but the bill's sponsors are confident it will stand up in court. On Monday, Texas Attorney General Ken Paxton filed an unusual pre-emptive motion in federal court, asking the judge to rule SB 4 constitutional and block all legal challenges. Bob Libal, executive director of Grassroots Leadership, said opponents plan to use resistance and civil disobedience to overturn the measure. "Communities across Texas will be pressuring our local officials to not comply with this anti-immigrant, antidemocracy piece of legislation, to join litigation efforts to stop this in the courts and building on the organizing effort around the state of Texas," Libal said. Critics of SB 4 compare it to Arizona's controversial House Bill 1070, which contained a "show me your papers" clause and other immigration restrictions. Most of that law was overturned in court, but not before boycotts cost Arizona more than $1 billion. Studies estimate that a similar law could cost Texas more than $8 billion in lost business. Report: Juvenile-Justice Fees Forcing Some CA Families Into Bankruptcy

Suzanne Potter California News Service BERKELEY, Calif. - A new report finds that some California families are losing their homes and being driven into bankruptcy by the fees counties charge when kids get arrested - fees that nonetheless generate little to no profit for taxpayers. Researchers from the UC Berkeley School of Law found that more than 50 counties charge fees for detention, probation supervision, electronic monitoring, drug testing and even representation by a public defender. Co-author Stephanie Campos-Bui, a clinical supervising attorney with the Policy Advocacy Clinic at the UC Berkeley School of Law, says many kids who get into trouble come from struggling families, so the fees are counterproductive and cause even more family strife.
The report shows that San Diego, Orange, Kern and Ventura counties charge the most in fees. But Sacramento County just voted a month ago to stop charging their fees altogether and forgave the debt that families there had accrued, some dating back to the 1970s. Bui says San Francisco County has never charged the fees. And Los Angeles, Butte, Alameda, Contra Costa and Santa Clara counties all have re-evaluated their fees in the past year, citing fiscal reasons and a desire to improve a system that disproportionately harms families of color. "Santa Clara County ended their fees in January," she adds. "They were spending over $450,000 in staff and resources and only collected $400,000. So, a net loss." A bill currently before the state Legislature, Senate Bill 190, would ban collection of fees in the juvenile-justice system across the state.
"Many families can't afford to pay even $50 a month, let alone $500 a month," she says. "When these fees are assessed, they become a civil judgment against a family that is enforceable through wage garnishment and tax-rebate intercepts."

También se le venera en la escritura Ganapati-atharvasirsa y en el Magdala –purana. La oración Ganesha-chalisa es una de las escrituras más hermosas dedicadas en su honor. El culto a Lord Ganesha es muy antiguo, se puede trazar en sus inicios a unos 700 a 900 años antes de Cristo, aunque algunos historiadores opinan que data del siglo V de la misma era. Y se cree que llegó a alcanzar un gran apogeo en el año 1000 de la era actual. Se le considera junto a Shivá, Lakshmi y Vishnu, como una de las figuras más veneradas en las naciones que conforman el sub-continente Indio. Su nombre proviene del sánscrito y significa: Señor de los Ganas, o Señor de las multitudes.

What of the ever-better, ever-cheaper largescreen displays? For a generation that prefers mobile and laptop, that matters less and less. It’s long been reported that Netflix can take up almost half of US bandwidth at peak hours. Sandvine, for example, reports that Netflix accounts for over 35% of web traffic in North America, followed by YouTube at 17.5% and Amazon Video at 4.3%. On average, Netflix customers consume 125 million hours a day. And on a big day (such as January 8, 2017), single-day viewership hours have approached 250 million. Sandvine’s study concluded that viewers consume over 800,000 minutes of internet video per second each day. This increase in quality is powering a new generation of solutions. It has allowed Roku to garner 18% of US homes, Amazon’s Fire TV to grab 12%, Google’s Chromecast to get 8%, and Apple TV to grow to 5% (according to ComScore’s 2017 Cross-Platform Future
in Focus study). And according to Nielsen, 56% of US homes now have an SVOD (subscription video on demand) subscription — more than have DVRs. And OTT revenue is growing. In 2014, about 50% of viewers paid $9 or more for an SVOD service. According to TiVo, that’s grown to over 65%. The rise of OTT has been powered by the intersection of several trends: • The increased quality of broadband video • The convenience of on-demand TV on mobile, tablet, and laptop • The high-quality user experience offered by OTT providers like Netflix and Amazon • An increasingly global audience hungry for the biggest and most accessible content libraries. Netflix now has 50 million US customers (2x that of Comcast), and 93 million subscribers worldwide. Its $60 billion dollar market cap will allow it to spend $6 billion on original content and acquisitions this year — twice as much as HBO and five times more than Showtime — with a $1 billion marketing budget and $1 billion tech budget as well.
