WHAT’S THE COST OF U.S. STUDENT DEBT?
As nearly 45 million Americans and counting owe over $1.7 trillion in student debt, what’s the future of college affordability?

Though the Biden administration has made historic strides in passing student loan forgiveness initiatives, ongoing lawsuits by Republican-majority states and a possible change of White House leadership this election year threatens their survival.
Meanwhile, the lifting of pandemic-era freezes to federal student loan payments forces borrowers nationwide to choose once again between greater debt or affording basic needs — underscoring the importance of forgiveness programs.
At an Ethnic Media Services briefing, student loan experts and a borrower who got over $100,000 in student loans forgiven explained what forgiveness programs have been launched and expanded under the Biden administration, which have been cut, and what’s next for student loans.
Student debt relief under Biden
The Biden administration has approached debt relief in two ways: through broad relief, by approving “upwards of $153 billion in student loan forgiveness for around 4.3 million borrowers,” and through targeted relief, by reforming existing programs, said student loan lawyer and author Adam Minsky.
Efforts to provide relief have met with staunch political opposition, however.
The administration’s first attempt would have forgiven up to $20,000 in federal student loan debt for millions of borrowers per the Heroes Act of 2003, which let the Education Department enact waive federal loan program regulations “in response to economic harm caused by a national emergency — in this case, the pandemic,” Minsky said.
This was challenged by a coalition of Republicanmajority states led by Nebraska and Missouri, and was struck down by the conservative-majority Supreme Court last June on the grounds that mass debt forgiveness was not expressly mentioned in the act.
The administration’s current, second attempt at broad relief involves a separate legal authority — the Higher Education Act, “which does expressly allow for the waiver or cancellation of student loan debt, although it’s only been used in limited circumstances to date,” explained Minsky. “The program could go live for borrowers as early as the fall, but most people expect this will be challenged in court as well, though it stands a stronger chance of surviving a legal challenge.”
Other, targeted initiatives include the IDR Account Adjustment giving forgiveness credit to borrowers unable to pay income-driven loan plans in 20 or 25 years; the Public Service Loan Forgiveness (PSLF) program providing forgiveness in as little as 10 years to borrowers who work for nonprofit or government organizations; and the Save Plan, exempting borrowers earning below a certain income for payment and shortening the forgiveness timeline for some earning above it.
Many of these initiatives have also met with opposition. For instance, the Save Plan, in which at least eight million borrowers have enrolled, “is subject to two new, separate lawsuits brought by 18 Republican states, including some of those that blocked Biden’s first mass debt relief plan,” said Minsky.
“A common criticism is that these programs are unfair to people who have already paid their debt,” he added. “But people saved for retirement on their own all their lives before Social Security came around, and we still implemented it. You could argue it was unfair to them, but we still generally think the measure was positive.”
The landscape for borrowers
“We’re seeing significant government actions to address the student debt crisis, but the effect of this is that borrowers are confused about whether or not they will be receiving forgiveness, what the parameters are, who is eligible, and what the consequences are for non-payment,” said Michele Shepard Zampini, Senior Director of College Affordability at The Institute for College Access and Success.
In a decisive election year, tens of millions of borrowers are also transitioning from the unprecedented pandemic payment clause — which, through March 2020 through fall 2023, exempted federal student loan payment and interest accrual — back into payment.
For many of these borrowers, “monthly payments are too high for them to afford. Basic living expenses like rent, food, child care, health care, or transportation are competing with loan bills,” Zampini explained. While 92% to 93% of outstanding student debt is federal, many of those with non-federal, private or state loans “are not eligible for these relief initiatives at all.”
“If Biden is reelected, I think the administration will continue to try and expand these initiatives,” she continued. “If it changes, we’ve heard the platform from the other side: not to invest in these student aid programs, or even overturn them. Many of these programs are not ensured by law. They’re dependent on who is in the White House — so the stakes are very high for future students, and for those who have debt now.”
The impact of student debt and relief
For borrowers with snowballing interest, debt relief can be the difference between retiring at all and working for life.
“In 1990 I moved to Florida from Venezuela, where I was a physician with a master’s degree in ear, nose and throat surgery,” said Virginia Brown, a 72 year old recently retired mental health social worker. “I spoke English, I was a citizen, and I couldn’t find a good job. Finally, went to school for professional mental health counseling — I always loved helping people.”
“Already having a master’s, I couldn’t go back to a bachelor’s or find an affordable alternative, so I took out a loan to go to Orlando Rollins, a private college,” she continued. “People said ‘You’re going to get into all this debt,’ but it was the only choice.”
“Afterward I had two, three jobs at a time working in nonprofit social service, but interest grew the debt beyond $100,000 even as I was paying. Day-to-day, I had to choose between paying up to $900 a month on a loan or the power bill, and I couldn’t afford moving closer to my family in Jersey City, where I am now,” she said.
“I found out I was able to get my debt forgiven in 10 years through the PSLF program, by transferring my loan from private to federal and continuing to work in nonprofits,” Brown explained. “In mid-2021 I got an email saying it was forgiven, and couldn’t believe it. I sent it to my son wondering if I was dreaming.”
“I had jobs that I liked, providing an important social service to the community, but due to student loans I was stuck geographically and professionally,” she added. “Without that relief, I wouldn’t have been able to retire or live close to my family. Debt forgiveness is life-changing.”
¿CUÁL ES EL COSTO DE LA DEUDA ESTUDIANTIL ESTADOUNIDENSE?

Aunquela administración Biden ha logrado avances históricos en la aprobación de iniciativas de condonación de préstamos estudiantiles, las demandas en curso por parte de estados de mayoría republicana y un posible cambio de liderazgo en la Casa Blanca este año electoral amenazan su supervivencia. Mientras tanto, el levantamiento de los congelamientos de la época de la pandemia sobre los pagos de préstamos federales para estudiantes obliga a los prestatarios de todo el país a elegir una vez más entre una mayor deuda o cubrir las necesidades básicas - lo que subraya la importancia de los programas de condonación.
En una sesión informativa de Ethnic Media Services, expertos en préstamos estudiantiles y un prestatario al que se le condonaron más de $100,000 en préstamos estudiantiles explicaron qué programas de condonación se han lanzado y ampliado bajo la administración de Biden, cuáles se han recortado y qué sigue para los préstamos estudiantiles.
Alivio de la deuda estudiantil bajo Biden
La administración Biden ha abordado el alivio de la deuda de dos maneras: a través de un alivio amplio, al aprobar “más de $153 mil millones en condonación de préstamos estudiantiles para alrededor de 4,3 millones de prestatarios”, y a través de un alivio específico, reformando los programas existentes, dijo el abogado y autor de préstamos estudiantiles Adam Minsky.

Otras iniciativas específicas incluyen el Ajuste de Cuenta IDR que otorga crédito de condonación a prestatarios que no pueden pagar planes de préstamos basados en ingresos en 20 o 25 años; el programa de condonación de préstamos por servicio público (PSLF, por sus siglas en inglés) que brinda condonación en tan solo 10 años a prestatarios que trabajan para organizaciones gubernamentales o sin fines de lucro; y el Plan Save, que exime del pago a los prestatarios que ganan menos de un determinado ingreso y acorta el plazo de condonación para algunos ingresos superiores.
Muchas de estas iniciativas también han encontrado oposición. Por ejemplo, el Plan Save, en el que se han inscrito al menos ocho millones de prestatarios, “está sujeto a dos nuevas demandas separadas presenta-
das por 18 estados republicanos, incluidos algunos de los que bloquearon el primer plan de alivio masivo de la deuda de Biden”, dijo Minsky. “Una crítica común es que estos programas son injustos para las personas que ya pagaron su deuda”, añadió. “Pero la gente ahorraba por su cuenta para la jubilación toda su vida antes de que apareciera el Seguro Social, y aún así lo implementamos. Se podría argumentar que fue injusto para ellos, pero en general seguimos pensando que la medida fue positiva”.
El panorama para los prestatarios
“Estamos viendo importantes acciones gubernamentales para abordar la crisis de la deuda estudiantil, pero el efecto de esto es que los prestatarios están confundidos acerca de si recibirán o no la condonación, cuáles son los parámetros, quién es elegible y cuáles son las consecuencias por la falta de pago”, dijo Michele Shepard Zampini, directora sénior de Asequibilidad Universitaria del Instituto para el Acceso y el Éxito Universitario.
En un año electoral decisivo, decenas de millones de prestatarios también están dejando atrás la cláusula de pago sin precedentes por la pandemia - que, desde marzo de 2020 hasta el otoño de 2023, eximió el pago de préstamos federales para estudiantes y la acumulación de intereses - nuevamente en pago.
Para muchos de estos prestatarios, “los pagos mensuales son demasiado altos para poder afrontarlos. Los gastos básicos de subsistencia como renta, comida, cuidado infantil, atención médica o transporte compiten con las facturas de los préstamos”, explicó Zampini. Si bien entre el 92% y el 93% de la deuda estudiantil pendiente es federal, muchos de aquellos con préstamos no federales, privados o estatales “no son elegibles para estas iniciativas de ayuda en absoluto”.
"Si Biden es reelegido, creo que la administración seguirá intentando ampliar estas iniciativas", continuó. “Si cambia, hemos escuchado la plataforma del otro lado: no invertir en estos programas de ayuda estudiantil, o incluso revocarlos. Muchos de estos programas no están garantizados por ley. Dependen de quién esté en la Casa Blanca, por lo que hay mucho en juego para los futuros estudiantes y para aquellos que ahora tienen deudas”.
El impacto de la deuda estudiantil y el alivio
Para los prestatarios con intereses en aumento, el alivio de la deuda puede marcar la diferencia entre jubilarse y trabajar de por vida.
“En 1990 me mudé a Florida desde Venezuela, donde era médico con una maestría en cirugía de oído, nariz y garganta”, dijo Virginia Brown, una trabajadora social de salud mental de 72 años recientemente jubilada. “Hablaba inglés, era ciudadano y no podía encontrar un buen trabajo. Finalmente, fui a la escuela para recibir asesoramiento profesional sobre salud mental; siempre me encantó ayudar a la gente”.
“Como ya tenía una maestría, no podía volver a hacer una licenciatura ni encontrar una alternativa asequible, así que pedí un préstamo para ir a Orlando Rollins, una universidad privada”, continuó. "La gente decía: 'Te vas a endeudar mucho', pero era la única opción".
“Después tuve dos o tres trabajos a la vez en servicios sociales sin fines de lucro, pero los intereses hicieron crecer la deuda más allá de los $100,000 incluso cuando estaba pagando. Día a día, tenía que elegir entre pagar hasta $900 al mes en un préstamo o en la factura de energía, y no podía permitirme mudarme más cerca de mi familia en Jersey City, donde estoy ahora”, dijo.
“Descubrí que podía obtener la condonación de mi deuda en 10 años a través del programa PSLF, transfiriendo mi préstamo de privado a federal y continuando trabajando en organizaciones sin fines de lucro”, explicó Brown. “A mediados de 2021 recibí un correo electrónico diciendo que estaba perdonado y no lo podía creer. Se lo envié a mi hijo preguntándome si estaba soñando”.
“Tenía trabajos que me gustaban y brindaba un importante servicio social a la comunidad, pero debido a los préstamos estudiantiles me quedé estancada geográfica y profesionalmente”, añadió. “Sin ese alivio, no habría podido jubilarme ni vivir cerca de mi familia. La condonación de la deuda cambia la vida”.

¿Por qué recibo este aviso?
El 2 de enero de 2024, SJWC presentó la solicitud de Caso de tarifas generales (A.24-01-001) ante la CPUC. La solicitud pide un total de $55,196,000 u 11.11% en 2025, $22,041,000 o 3.99% en 2026, y $25,809,000 o 4.49% en 2027. SJWC también solicita autorización para recuperar $9,484,925 para su cuenta de compensación y $10,202,519 para su cuenta de orden mediante un recargo de $0.4599 por ccf (1 ccf = 748 galones) a partir de 2025 durante 36 meses o hasta que se recupere.
Si la CPUC aprueba esta solicitud, SJWC recuperará los costos previstos en las tarifas durante un período de tres años a partir del 1 de enero de 2025. Esto aumentará su factura.
¿Por qué San Jose Water solicita este aumento en las tarifas?
SJWC ha brindado un servicio de agua seguro y confiable durante más de 150 años, y muchas de las instalaciones utilizadas para el servicio de agua han llegado al final de su vida útil. SJWC propone este aumento en las tarifas debido a la subida de los gastos de explotación, incluidos los costos de empleados y beneficios, y las sustituciones de infraestructuras.
Las mejoras de las infraestructuras son necesarias para mantener un servicio de agua seguro y fiable. Estas mejoras incluyen la sustitución de tuberías principales y pozos de agua, mejoras en las estaciones de bombeo y campos de pozos, así como mejoras y sustituciones de depósitos de agua en las 140 millas cuadradas del área de servicio de SJWC.
¿Cómo podría esto afectar a mi factura de agua?
Si la CPUC aprueba la solicitud de SJWC sobre las tarifas, la factura residencial promedio con un medidor de 3/4 pulgadas que consume 10 ccf por mes se incrementará aproximadamente $13.18 (o 12.3%) por período de facturación, de $107.44 en tarifas actuales a $120.62 en 2025, $4.82 (o 4%) a $125.44 en 2026, y $5.68 (o 4.5%) a $131.12 en 2027. Estas tarifas incluyen cargos adicionales y tarifas vigentes y solicitadas. Los montos que figuran en su factura de agua pueden variar respecto de los montos en dólares que se muestran anteriormente debido a créditos temporales o cargos adicionales vigentes.

¿Cómo funciona el resto de este proceso?
Esta solicitud se ha asignado a un juez de derecho administrativo de la CPUC, quien considerará las propuestas y la evidencia presentada durante el proceso de audiencia formal. El juez de derecho administrativo emitirá una propuesta de decisión que podrá adoptar la solicitud de San Jose Water, modificarla o denegarla. Cualquier comisionado de la CPUC puede patrocinar una decisión alternativa con un resultado diferente. Los comisionados de la CPUC analizarán y votarán por la decisión propuesta, y cualquier decisión alternativa, en una reunión pública de votación de la CPUC.
Las partes del procedimiento pueden revisar la solicitud de SJWC, incluida la Oficina del Defensor Público, un defensor independiente de los consumidores dentro de la CPUC que representa a los clientes para que obtengan la tarifa más baja posible por un servicio que sea coherente con niveles de servicio confiables y seguros. Scamartists are constantly changing tactics to steal your personal identifiable information (PII), including account usernames and passwords, Social Security numbers, birth dates, credit and debit card numbers, personal identification numbers (PINs) or other sensitive information. With this information, they can carry out crimes like financial fraud that can be difficult and frustrating for victims to remedy.
The United States Postal Inspection Service is working hard to stop these scammers in their tracks. You can help too, by familiarizing yourself with these identity fraud scams designed to trick you into giving up your "financial DNA" and turning over your personal identifiable information (PII) to imposters.
1. Phishing
If you ever receive an email about a package delivery or unpaid online postage charges, usually with the subject line, "Delivery Failure Notification," be careful. These phishing emails appear to be from the U.S. Postal Service but they are not and you should not interact with them. The phishing emails may contain either a spoofed or fake URL for you to follow or a file that if opened, can activate a virus, both resulting in stealing your personal information.
How can you tell if an email is NOT from USPS or the Postal Inspection Service? If the email requests "immediate action," has poor grammar and spelling errors, asks you to confirm PII or asks for payment of any kind, you're likely dealing with a phishing email. USPS officials would never contact consumers directly asking for payment or PII.
If you receive a phishing email:
* Treat your personal information like cash
* Don't click on any links
* Forward USPS-related spam emails to spam@ uspis.gov
* Report non-USPS spam emails to the Federal Trade Commission
* Delete the email
2. Smishing
Have you received unsolicited mobile text messages with an unfamiliar or strange web link that indicates a USPS delivery requires your response? You're likely dealing with a smishing scam. This type of deceptive text message lures recipients into providing personal or financial information. Scammers often attempt to disguise themselves as a government agency, bank or other company to lend legitimacy to their claims.
Even if you've signed up for USPS tracking, pay close attention to the message. The Postal Service will never ask you for PII in a text message, redirect you to another site for payment, or contact you via text message, unless you initiated the request.
If you receive a smishing text message from the Postal Service:
* Don't click on the link
* Don't reply
* Forward the smishing/text message to 7726 or email spam@uspis.gov
* Report non-USPS fraud to the Federal Trade Commission
* Delete the text message
* Block spam messages
* Review your cellphone bill for suspicious charges
* Keep your security software up to date
3. Vishing
You may have enjoyed the game telephone when you were younger but calls from scammers trying to get your personal information are nothing to play with. A new twist on phishing, vishing is something
you need to be aware of. Vishing is short for voice phishing and scammers will try to hook you as soon as you answer the phone. Here's how to spot it.
Scammers call from a number that may look familiar or even appear to be from a legitimate source, like your bank or a government agency. The caller, however, is anything but legit. They may claim there's an issue with your account or a problem that requires your immediate attention. Then the scammers will ask for sensitive information like Social Security numbers, credit card details or passwords.
To protect yourself from vishing:
* Verify the identity of the caller
* Ask yourself why the caller is asking for your information
* Never give out sensitive information over the phone
* Report the call to the alleged bank, government agency or company
* Block spam callers
* Place your number on the national Do Not Call List
4. Quishing
QR codes are incredibly common nowadays. You've probably seen them on posters, food menus and TV screens. Take caution before you scan. Some QR codes may be a form of phishing known as quishing.
If you receive a message from an unfamiliar email address or text message or find a poster in a hightraffic location, don't scan it. If you do, the QR code could take you to a scammer's website (which may look legitimate) but is designed to scam you out of your PII.
If you find or receive a suspicious QR code:
* Don't scan it, especially if the message or poster urges you to act immediately
* Report the QR code to the bank, government agency or company that the scam artist is impersonating
* Block scam messages

Protect yourself and others by using caution and reporting suspicious emails, texts, calls, voicemails and QR codes to the proper authorities. The official state voter guide comes with printing, postage and other costs. The March primary guide cost $13.2 million, with only one ballot measure. What will be the price tag for November, with many more propositions?

What’s the cost of democracy in California?
If we calculate that based just on the pages informing the state’s 22 million voters about Proposition 1 in the official March voter guide, about $8 million.
Each page of the primary voter guide cost $117,880 for printing, translations, audio, mailing, and postage, according to the Secretary of State’s office. The total cost of the 112-page March voter guide was $13.2 million.
That compares to $7.2 million for the 64-page 2022 primary guide, $6.3 million for the 48page 2020 guide, $7.2 million for the 96-page 2018 guide and $3.7 million for the 32-page 2016 guide according to the Secretary of State’s office.
The bulk of this year’s guide was the text for Prop.1, which took up 68 pages. The two-part measure, which barely passed with 50.2% of the vote and was placed on the March ballot by the Legislature, authorizes a $6.4 billion bond to build treatment facilities and supportive housing for people with mental health and addiction challenges, and requires cities to spend more of a specific pool of tax revenue on housing instead of other services.
It’s typical for the lower-turnout primary ballot to include fewer propositions, especially since 2011, when the Legislature passed a law so initiatives only appear on the general election ballot.
In November 2016, the voter guide hit a record 224 pages and cost $15 million to produce. It included 17 ballot propositions, including 33 pages of the text for Proposition 64, which legalized recreational marijuana.
The ballot this November now has 12 measures, but that number is likely to increase before the June 27 deadline.
There’s a 500-word limit for the arguments proponents and opponents of ballot measures can submit, but that doesn’t apply to the text of proposed laws.
More information for voters is always better, says Carmen Balber, executive director of Consumer Watchdog, an advocacy group that has also sponsored several ballot measures.
“It’s unfortunate if the cost has risen that high — but at the end of the day, voters need as much information as possible to make an informed choice,” she said.
It’s also important to print the guide and mail it to each voter to ensure it’s accessible to everyone, she added. While the Secretary of State posts a version online, not all Californians have easy internet access.
Official sources — whether through the state or counties — are where most voters get their information, said Mindy Romero, founder and director of the Center for Inclusive Democracy at the University of Southern California.
“People will turn to other sources including friends and family, but still, those official sources are where the bulk of voters are getting their information — so they’re important,” she said. “Voters need the information and have a right to that information.”
Still, there could be some cost savings. Balber said she receives three copies of the voter guide each election — one in her name, one to an incorrect spelling of her
name, and one to someone who was previously registered at her address.
The Secretary of State’s office said it conducts list maintenance on a daily basis. Voter registration files are updated in VoteCal — a single statewide voter file established in 2016, and through address updates with the DMV or the post office, according to the Public Policy Institute of California.
The state could also allow people to opt out of the print guide — but that should never be the default, Balber said: “We would never want to take that away from the public.”

CA BILL WOULD ADDRESS UNFAIR DENIALS OF YOUTH

advocates are pressing California lawmakers to pass a bill that would increase oversight on health plans when they deny mental health services for children. Right now, parents have to ask their health plan for a review when a child's mental health condition isn't covered by their insurance - and if service is still denied, they can ask the state for an independent medical review.
Lishaun Francis, senior director of behavioral health with the nonprofit Children Now, a sponsor of the bill, said this is a critical issue.
"This bill says if plans deny care for a Youth Mental Health Service, they have to automatically review that denial, as opposed to a parent calling and asking them to take a second look. If it is an emergency service, that review goes to the state automatically," she explained.
The California Association of Health Plans opposes the bill, arguing that the extra reviews could delay care and build more unnecessary costs into the health care system. Case stories posted on the state's Department of Managed Health Care website suggest the types of services most commonly denied by health plans include residential mental health treatment, and medication or surgery for gender dysmorphia.
Francis said when parents escalate their fight to an independent medical review, they often win.
"Almost 70% of all claims that make it to the state get overturned by the independent medical review process, which tells us a big chunk of this is something that health plans should actually be covering," she said.
Senate Bill 294 would also require the state to make public the number of independent medical review claims they receive each year, and how they were resolved. The bill has already passed the state Senate, and is now before the Assembly Committee on Health.

SAN FRANCISCO, California — A rideshare driver alleges that Lyft violated his First Amendment rights by permanently deactivating his account, shortly after a conversation he had with a rider about the Israel-Hamas war.
Ahmed Alharazi, a Yemeni immigrant and father of three young daughters, has driven for both Uber and Lyft for about 7 years. But two weeks ago, Lyft permanently suspended his account, despite his 5-star rating on the app. EMS verified the driver’s Lyft rating, as well as his 4.97 rating on the Uber app.
Alharazi has given more than 4,400 rides on Lyft, and just over 10,000 on Uber.
Shortly before his Lyft account was deactivated, Alharazi drove a passenger who, he said, initiated a conversation about the Israel-Hamas war, which has taken the lives of over 37,000 people since Oct. 7, 2023. The driver told Ethnic Media Services he rarely initiates political conversations with his passengers, hoping to avert the disparate minefields of a politically-divided nation.
But the passenger persisted, Alharazi said. “So I told him: ‘I believe what’s going on in Gaza is a genocide.’ He disagreed and said there is no evidence. I said: ‘what about the thousands of people we see on tv every evening, the thousands of children starving in a famine?’ He kept saying: ‘I disagree.’”
‘Censorship’
When he got home that evening, Alharazi learned that his Lyft account had been permanently deactivated. The driver said he has made multiple calls to the company, but, to date, has received no reply as to why he is no longer allowed to drive for Lyft, despite his long tenure.
The sole support for his family of four, Alharazi said he has lost about a third of his income. He spends more time on Uber now, driving at least 12 hours a day.

Lyft responded to Alharazi’s allegations via two emails to EMS. “We take these matters seriously,” said the company in an email. “Safety is fundamental to Lyft. Upon review of the driver’s account, this driver was permanently banned from the Lyft platform for unsafe behavior.”
EMS asked for proof of unsafe behavior. Lyft sent
a subsequent statement, noting: “The driver was permanently banned due to a reporting of unsafe behavior which was evidenced by video recording from the rider’s doorbell camera.”
“Lyft has not received any reports of antisemitism or other forms of discrimination re: the subject driver,” stated the company.
Alharazi disputed Lyft’s statements. “I have driven for Uber and Lyft for 7 years, and have never engaged in unsafe behavior. I have a family to provide for, and that is my first concern.”
‘Fired By An App’
The Asian Law Caucus and Rideshare Drivers United released a report last year: “Fired by An App: The Toll of Secret Algorithms and Unchecked Discrimination on California Rideshare Drivers.” The report noted that the rideshare workforce is comprised primarily of immigrants and people of color, who earn an average of just $6.20 an hour.
“A key part of the corporations’ algorithmic control relies on user-generated rating systems that are infected by unchecked customer discrimination and bias,” states the report.
False Customer Statements
Drivers assert that if their customer rating falls below an unpublished threshold, they can be summarily deactivated. Even if a driver has a history of thousands of rides and near-perfect customer ratings, a single complaint, even if based on unfounded or false customer assertions, can trigger a driver’s deactivation, according to the report. Drivers are often not told why they were deactivated.

• 86% of drivers who do not speak English and 78% of those with limited English proficiency reported experiencing some form of deactivation, compared to 61% of drivers who are fluent in English

UC STUDENT WORKERS EXPAND STRIKE TO TWO MORE CAMPUSES AS THEY DEMAND AMNESTY FOR PROTESTORS
After University of California students were arrested or suspended for protests, student workers are striking at three campuses. The Office of President says the strike violates the union contract.

Nearlya third of the academic and graduate student workers of the University of California are on strike, after the union of 48,000 employees escalated its labor standoff by walking off the job at UCLA and UC Davis this morning.
With as many as 2,000 UC Santa Cruz graduate students and academic workers picketing since last Monday, today’s job action brings 12,000 more out of classrooms and laboratories, potentially crippling the university’s mission of educating the roughly 80,000 undergraduates at the three campuses just two weeks before students begin to take their endof-quarter finals.
Workers, including teaching assistants, academic researchers and graders, are striking not over pay and benefits but instead over the UC’s response to pro-Palestinian protesters who were arrested by police or suspended from their campuses. Some union members were arrested or suspended for their role in the protests. Core to the union’s demands is that the UC offer “amnesty for those who experienced arrest or are facing University discipline,” the union’s public writings state. Some 60 academic workers began picketing at Royce Quad at UCLA by 9 a.m., where just weeks ago students at a large pro-Palestinian encampment were attacked by counter-protesters.
“UC, UC you’re no good, treat your workers like you should,” the picketing academic workers chanted, their ranks gradually growing as more striking workers arrived under a gray sky. “When free speech is under attack, what do we do? Stand up, fight back,” went another chant, the rhythmic pulses of a snare drum accompanying the picketers, who grew to more than 200 by 10:30 a.m.
UCLA’s vice chancellor for strategic communications, Mary Osako, is critical of the strike.
“Our talented students are getting ready for finals, and UCLA’s focus is doing whatever we can to support them. They’re paying tuition and fees to learn, and we’re dismayed by deliberate outside disruptions that get in the way of that.
Origins of strike
UC’s Office of the President calls the strike illegal, saying that its contract with the union — itself the result of a six-week long strike in late 2022 — includes a no-strike provision. The union, UAW 4811, vehemently disagrees with that analysis, citing legal precedent that a union can strike over unfair labor practices that fall outside the scope of a union contract. It’s a view shared by at least one UCLA law professor.
Both sides have leaned heavily on the state’s Public Employment Relations Board to adjudicate their disputes.
Two days after police swept the encampments at UCLA and arrested scores of protesters, the union filed an unfair labor practice violation with the labor relations board. The union then filed similar violations after police cleared encampments at UC San Diego and UC Irvine that also led to arrests of protesters — and another alleging that the UC changed its disciplinary rules unilaterally to punish academic workers.
“By summoning the police to forcibly arrest and/or issuing interim suspensions to these employees, the University has violated their employee rights,“ the union wrote in one of its submissions to the labor relations board. The union says its workers were not only rallying against the war in Gaza but also seeking ways to remove academic research funding sources tied to the U.S. military. Workers also oppose “the discrimination and hostile work environment directed towards Palestinian, Muslim,
and pro-Palestine Jewish employees and students.”
Unlike a systemwide strike, this “stand up” strike will pursue labor stoppages at certain campuses, a strategy employed by Detroit autoworkers in their successful campaign for higher compensation last year. The approach is meant to apply gradual pressure to management. Union leaders have maintained that if UC management wants to stop the spread of the strike, it should come to the table with the union to remedy the unfair labor practice charges.
While the strike is technically distinct from the larger protest movement against the war, the two movements are related. Last Thursday, several hundred UCLA members of the UAW 4811 held a rally in support of their impending strike. Moments later, they joined a studentled protest demanding that the UC call for a ceasefire and divest from weapons manufacturers and the Israeli economy. That same day, protesters erected a short-lived encampment and temporarily took over a campus building before being pushed out by police.
It was a clear sign that, despite hundreds of arrests in May, thousands of students, union members and some faculty remain passionate about their pro-Palestinian advocacy.
Legality of strike debated
Almost 20,000 of the union’s 48,000 represented workers voted on whether to strike two weeks ago, and nearly 80% of those who did vote approved the strike authorization. Only union members can vote.

an injunction is “just and proper.” The union hailed the ruling. However, the board wrote that it’s leaving UC’s request open in the event the university provides better evidence.
In a partial victory for the university, the board issued a complaint that the union “failed to provide adequate advance notice of its work stoppage, and failed and refused to meet and confer in good faith.” The UC press office, in announcing the board’s response, wrote that the labor board “found enough evidence to suggest that a violation may have occurred, and further examination is warranted.”
The union argues in its latest unfair labor practice violation that the UC unilaterally implemented a disciplinary policy that affects UAW 4811 workers. The union seeks an order telling the UC to “cease and desist from unilaterally changing the terms and conditions of employment related to discipline.”
A spokesperson for the UC Office of the President disputes that characterization, writing that these policies aren’t new and reaffirm existing rules. The spokesperson, Heather Hansen, sought to invalidate the central thrust of the union’s demands, writing to CalMatters last week: “By requesting amnesty, UAW is asking the University not to follow its processes but rather to make an exception for its members so that they are not subject to the same accountability measures applicable to all other members of the UC community.”
Effect on student learning
Not all unionized workers have jobs with labor to withhold. Some are paid with fellowships to advance their own research. But most perform a job duty that’s integral to the academic mission of the university. Systemwide, about 20,000 workers are graduate student teaching assistants, tutors or other instructional assistants.
Graduate students teach classes, especially introductory courses, run discussion sections and grade student work.
Last week, about 60% to 70% of UC Santa Cruz workers who could withhold their labor did, estimated Rebecca Gross, the unit chair of the union at the campus.
On the social media platform Reddit, individuals identifying themselves as UCLA students wrote that some of their discussion sessions are being canceled and that some of their courses are moving online. It “is tragic for me bc (sic) I learn 80% of the material from discussion and problem solving sessions,” wrote one poster.
Who’ll pick up the work that the striking workers won’t do is an open question. The governing body of UCLA faculty sent a message to professors that “faculty members cannot be required to take on additional responsibilities for teaching related to a work stoppage.”
Brandon Cruz, a fourth-year undergraduate student who’s changing his major to sociology, said that a teacher’s assistant who was supposed to lead a political communications class today didn’t, but still told students she’d help them with their projects that are due today.
“She’s supporting the strike,” he said, “but she’s also supporting her students because she feels like it’s unfair for her to drop us at the last two weeks of the quarter.”
Another undergraduate, Nico Diamond, said that one of her teaching assistants plans to continue teaching an environmental economics class. He told the class that’s because he’s an international student and worries he’d risk losing his visa for withholding labor during a strike that university officials view as unlawful.
“I’m never annoyed by the strikes,” Diamond
said, who sat writing an essay at a campus picnic bench in earshot of the picketers. “The strikers are not getting in people’s faces. Noise is noise, it’s L.A., it’s nothing new.”
But the security build-up since protesters first established the campus encampment, that’s been a source of fatigue, she said. “I put the blame on the administration for calling for more security.”
Graduate worker anger
Most protesters, including UAW 4811 members, who were arrested were cited for failing to follow police orders to disperse. At UCLA, administrators sent a notice to students and protesters on April 30, a day before police cleared the encampment, that “the established encampment is unlawful and violates university policy” and asked the participants to leave the area or face sanctions. The notice also said that “law enforcement is prepared to arrest individuals, in accordance with applicable law.”
The notice added that “for students, those sanctions could include disciplinary measures such as interim suspension that, after proper due process through the student conduct process, could lead to dismissal.”
Members of the encampment replied the same day, writing in part “We will continue to remain here steadfast in our demands.”

That night, counter-protesters attacked those in the encampment with pepper spray, wooden sticks and at least one firework as police stood by for hours and made no arrests. Local and national news outlets brought around-theclock coverage to the violence.
The next afternoon, police ordered members of the encampment to disperse. Hours after those orders, police arrested more than 200 people.
“In contrast to the lack of police response to the violent attack by anti-Palestine counterprotesters on April 30, 2024, the University summoned a massive number of police officers on the evening of May 1, 2024 for the purpose of ejecting and arresting the employees engaged in peaceful protest in the UCLA Palestine Solidarity Encampment,” union lawyers wrote in one of the unfair labor practice violations submitted to the state labor relations board.
Kai Shi, a mathematics doctoral student at UCLA, pushed back on the reason to call the police in the first place. “Just because the police say it’s unlawful doesn’t mean that they’re right,” he said.
“The unlawful assembly is an excuse by the university to shut us down,” Shi argued.
UC San Diego issued at least 40 suspensions in the middle of May related to the pro-Palestinian protests, the union wrote in one of its unfair labor practice violations. “Such extreme disciplinary measures in response to peaceful protest activity suppress free expression of ideas and violate the First Amendment,” it read.
“We are standing up for justice in the workplace, in a way that directly affects not just us, but our students,” said Anny Viloria Winnett, the unit chair of the local UCLA union chapter.
She said the union is taking on a “fight for our ability to be safe on campus, our ability to have free speech and protest on our campus, but it’s also a fight that our students led … and we’re just a continuation of that.”

fuerza y/o imponer suspensiones provisionales a estos empleados, la Universidad ha violado sus derechos como empleados”, escribió el sindicato en una de sus presentaciones ante la junta de relaciones laborales. El sindicato dice que sus trabajadores no sólo se estaban manifestando contra la guerra en Gaza sino que también buscaban formas de eliminar las fuentes de financiación de investigaciones académicas vinculadas al Ejército estadounidense. Los trabajadores también se oponen a “la discriminación y el ambiente de trabajo hostil dirigido hacia los empleados y estudiantes palestinos, musulmanes y judíos pro palestinos”.
A diferencia de una huelga que abarca todo el sistema, esta huelga “de pie” perseguirá paros laborales en ciertos campus, una estrategia empleada por los trabajadores automotrices de Detroit en su exitosa campaña por mayores compensaciones el año pasado. El enfoque pretende aplicar una presión gradual a la gestión. Los líderes sindicales han sostenido que si la dirección de la UC quiere detener la propagación de la huelga, debería sentarse a la mesa con el sindicato para remediar las acusaciones de prácticas laborales injustas.
Si bien la huelga es técnicamente distinta del movimiento de protesta más amplio contra la guerra, los dos movimientos están relacionados. El jueves pasado, varios cientos de miembros del UAW 4811 de UCLA realizaron una manifestación en apoyo de su inminente huelga. Momentos después, se unieron a una protesta encabezada por estudiantes exigiendo que la UC pidiera un alto el fuego y desinvirtiera en los fabricantes de armas y en la economía israelí. Ese mismo día, los manifestantes levantaron un campamento de corta duración y tomaron temporalmente el control de un edificio del campus antes de ser expulsados por la policía.
Fue una señal clara de que, a pesar de cientos de arrestos en mayo, miles de estudiantes, miembros de sindicatos y algunos profesores siguen apasionados por su defensa pro Palestina.
Se debate la legalidad de la huelga
Casi 20,000 de los 48,000 trabajadores representados del sindicato votaron sobre si hacer huelga hace dos semanas, y casi el 80% de
los que votaron aprobaron la autorización de huelga. Sólo los miembros del sindicato pueden votar.
“Al convocar a la policía para arrestar por la fuerza y/o imponer suspensiones provisionales a estos empleados, la Universidad ha violado sus derechos como empleados”.

La UC solicitó una orden judicial para detener legalmente la huelga, pero la junta de relaciones laborales escribió la semana pasada que la UC no había establecido que una orden judicial sea “justa y apropiada”. El sindicato saludó el fallo. Sin embargo, la junta escribió que dejará abierta la solicitud de la UC en caso de que la universidad proporcione mejores pruebas.
En una victoria parcial para la universidad, la junta presentó una queja de que el sindicato “no notificó con suficiente antelación su paro laboral y no se reunió y se negó a reunirse y conferenciar de buena fe”. La oficina de prensa de la UC, al anunciar la respuesta de la junta, escribió que la junta laboral “encontró evidencia suficiente para sugerir que pudo haber ocurrido una violación, y se justifica un examen más detenido”.
El sindicato argumenta en su última violación de prácticas laborales injustas que la UC implementó unilateralmente una política disciplinaria que afecta a los trabajadores de UAW 4811. La portavoz, Heather Hansen, intentó invalidar la idea central de las demandas del sindicato, escribiendo a CalMatters la semana pasada: “Al solicitar amnistía, la UAW está pidiendo a la Universidad que no siga sus procesos sino que haga una excepción para sus miembros para que puedan no están sujetos a las mismas medidas de rendición de cuentas aplicables a todos los demás miembros de la comunidad de la UC”.
Efecto en el aprendizaje de los estudiantes
No todos los trabajadores sindicalizados tienen trabajos que requieren mano de obra que retener. A algunos se les paga con becas para avanzar en sus propias investigaciones. Pero la mayoría desempeña un deber laboral que es parte integral de la misión académica de la universidad. En todo el sistema, alrededor de 20,000 trabajadores son estudiantes graduados como asistentes de enseñanza, tutores u otros asistentes de instrucción.

La semana pasada, alrededor del 60% al 70% de los trabajadores de UC Santa Cruz que pudieron suspender su trabajo lo hicieron, estimó Rebecca Gross, presidenta de la unidad del sindicato en el campus.
En la plataforma de redes sociales Reddit, personas que se identificaron como estudiantes de UCLA escribieron
que algunas de sus sesiones de discusión están siendo canceladas y que algunos de sus cursos se están moviendo en línea. “Es trágico para mí porque (sic) aprendo el 80% del material a través de sesiones de discusión y resolución de problemas”, escribió un cartel.
Quién se hará cargo del trabajo que los trabajadores en huelga no harán es una cuestión abierta. El órgano rector de la facultad de UCLA envió un mensaje a los profesores de que “no se puede exigir a los miembros de la facultad que asuman responsabilidades adicionales de enseñanza relacionadas con un paro laboral”.

Kai Shi, estudiante de doctorado en matemáticas en UCLA, rechazó el motivo para llamar a la policía en primer lugar. “El hecho de que la policía diga que es ilegal no significa que tenga razón”, dijo.
“La reunión ilegal es una excusa de la universidad para cerrarnos”, argumentó Shi.

Ahugecoalition of 170 groups rallied in Sacramento on Wednesday May 22, pressing lawmakers to put a climate bond measure on California's November ballot.
The bond measure would authorize the state to borrow $10 billion for projects to mitigate the effects of climate change.
Abraham Mendoza III, policy manager with the nonprofit Community Water Center in Sacramento, noted that California has suffered 46 extreme weather events - which each caused at least $1 billion in damage since 1980.
"We've had record wildfires in back-to-back years, followed by weather whiplash where we're seeing flooding in areas that previously had drought," said Mendoza. "And we know that this isn't an anomaly. This is, unfortunately, the new reality and the future we need to prepare for."
Opponents cite concerns about increasing the state's debt during a time of budget deficits. Backers say a bond measure is necessary to protect the funding during tough budget years.
The Legislature is already considering two similar bills that would put the bond measure on the ballot.
If passed, the bond would be the largest voterapproved climate investment in U.S. history, and would send at least 40% to the most vulnerable communities.
Rosa Carrillo lives in a flood-prone farmworker housing community in Salinas. She said low-income families need protection before big storms hit again.
"The past year when the rains came, the entrance for our little community was flooded," said Carrillo. "We had an elderly man that needed the ambulance, and the ambulance couldn't go in because the roads were closed."
The bond would fund projects to increase access to safe drinking water, promote renewable energy, restore wetlands, help farmers save water, and improve flood protection, increase wildfire resilience, and support air quality.
Lawmakers have until June 27 to pass a bill in order for the bond measure to qualify for the ballot.

Los monólogos de la vagina
Con estos jocosos monólogos, se hace un llamado a que se ponga un alto a la violencia en contra de la mujer. Esta famosa comedia teatral escrita en 1996 por “Eve Ensler” en idioma inglés, ha trascendido fronteras, y ha sido traducida a diversos idiomas. La primera vez que esta obra se presentó en el Área de la Bahía en idioma español, fue en el año 2009, gracias al Teatro Nahual.
Durante estos monólogos, se expone el papel de la mujer en la sociedad, en la guerra, en la economía y en el hogar. También se hace referencia a la violencia doméstica, al gusto por el mismo sexo, a la insatisfacción sexual, y a muchos desafíos que enfrentan las mujeres día con día. Es un llamado de reflexión para que ocurra un cambio social, justo, y necesario.
Chismes de machos
En esta puesta en escena son expuestos los modos y vocabularios, que utilizan frecuentemente los hombres, para hablar de las mujeres, de la sociedad y de situaciones íntimas. De manera graciosa se representan situaciones en las cuales, nos muestran que se puede mejorar la comunicación, y el trato de los hombres hacia las mujeres. Poniendo en evidencia que la falta de comunicación tiende a dañar, y hasta terminar con relaciones románticas o de cónyuges. La mujer es un ser hermoso a quien no es fácil comprender en algunas ocasiones, pero un poco de ternura, buen humor y amor, puede hacer milagros.

SANJOSE, Calif. — San Jose Sharks (@SanJoseSharks) General Manager Mike Grier announced on Tuesday May 28 that the club has signed center Will Smith to a standard, entrylevel contract.
“Will is a dynamic and exciting young center and we are thrilled to have him join the organization after an impressive season with Boston College,” said Grier. “We felt that this is the next best step for his development to becoming a full-time NHL player, and we are looking forward to seeing him compete at the highest level of hockey.”
Smith, 19, was named the 2023-24 Sharks Prospect of the Year, presented by Kaiser Permanente, after a decorated freshman season at Boston College in which he led the nation with 71 points and 46 assists and finished tied for sixth in the country with 25 goals in 41 games. He set Boston College’s freshman scoring record and matched the most points by a NCAA U-19 skater since the 1993-94 season and was integral to Boston College in the Hockey East Tournament, scoring 10 points across three games - nine of which came in the final two games. Smith registered a five-point, four-goal game in the Hockey East Final to capture the conference Championship. He became the first player to score four goals in the title game, and the first freshman to score at least three in the championship deciding contest. Smith later helped lead BC to the NCAA Championship game against Denver, scoring four points (two goals, two assists) in four tournament games.
By the end of the season, Smith set a new BC program record for points and assists by a freshman, and scored the fifth-most goals among first-years. His 45 assists rank tied for third all-time in a season for the college and his 71 points is the 10th best in the program’s history. He was the first skater for Boston College to reach 70 points since Johnny Gaudreau (80) did so in the 2013-14 year.
Smith earned a variety of accolades in his first collegiate campaign, highlighted by being named a Hobey Baker Memorial Award Finalist, earning a spot on the Frozen Four All-Tournament Team and taking Hockey East All-Tournament MVP honors. Smith also was named a AHCA First Team East All-American and earned a spot on the Hockey East First All-Star Team following the regular season. Additionally, he was selected as the Sharks Prospect of the Week presented by Kaiser Permanente four times this year.
Prior to attending BC, he primarily played for the United States National program, appearing on the U-18 National team in the 2022-23 season. Across 60 games, he registered 127 points (51 goals, 76 assists) which is the second-best singleseason scoring output in the program’s history, and over his career with the U.S. National squad, he ranks second in all-time points (191), behind only Jack Hughes (New Jersey Devils).
Internationally, he represented Team USA at the 2024 World Championship and also appeared at the 2024 World Junior Championship with USA, where he helped lead the team to a Gold Medal Finish. He posted nine points (four goals, five assists) in the tournament, finishing with a pair of assists in the Gold Medal Game against host Sweden. Smith found the score sheet in each of the final six games of the tournament and completed the competition tied for fourth on the team in scoring.
He also represented USA at the U-18 WJC in 2022 (silver medal) and 2023. In 2023, he recorded 20 points (nine goals, 11 assists) in seven games, leading the team to a Gold Medal. By the end of the tournament, he led all skaters in goals and points, and was named the 2023 WJC Most Valuable Player, Best Forward, named to the WJC All-Star Team, and was a Top-3 Player on the USA squad.
The six-foot, 181-pound native of Lexington, MA was selected by San Jose in the 2023 NHL Draft (first round, fourth overall).
