Se dice que la política es el arte de lo posible.

Y muchos de los políticos más célebres de la historia han sido creyentes de lo que se llamó en alguna época la “Realpolitik”, un estilo de hacer política basado en consideraciones prácticas y de sentido común, más que en dogmas ideológicos o doctrinarios.

Uno de los discípulos de esa filosofía política acaba de cumplir 100 años. Su nombre: Henry Kissinger. A pesar de ser republicano, Kissinger recomendó a Richard Nixon un acercamiento con China, que incluyó una visita presidencial en 1973 e impulsó la histórica distensión con el enemigo existencial de Estados Unidos: la Unión Soviética.

Bajo ese lente debemos ver el acuerdo bipartidista sobre el techo de la deuda.

El líder republicano Kevin McCarthy desoyó a su ala más radical, que deseaba recortes profundos a programas sociales necesarios para los más vulnerables de nuestra sociedad y aceptó mantener por ejemplo 400,000 millones de dólares para la condonación de deuda estudiantil

El presidente Joe Biden, por su lado, ignoró las exigencias de su bancada más progresista que rechazaba tajantemente la postura negociadora de los republicanos de condicionar el gasto presupuestal discrecional

Al momento de escribir esta columna era claro que el acuerdo bipartidista sólo podía tener éxito si era apoyado por una coalición de moderados republicanos y demócratas, capaz de obtener las mayorías necesarias en la Cámara de Representantes y en el Senado.

Biden y McCarthy nos han dado un ejemplo de pragmatismo: defendieron en la medida de lo posible sus principios políticos, pero al final tuvieron que ser flexibles para encontrar un punto medio.

Los dos estaban conscientes que el impacto de un histórico incumplimiento de pagos podría tener consecuencias catastróficas para la economía estadounidense.

Ni el ala republicana más radical, aglutinada en el llamado Freedom Caucus de la Cámara de Representantes, ni el sector más liberal de los demócratas, reunidos en su Progressive Caucus, estaban contentos con el desenlace de las negociaciones.

Pero en momentos de decisiones críticas, debe imperar siempre una lógica del interés nacional, por encima de los intereses partidistas, ideológicos o sectarios.

Es verdad que podría escribir una larga lista de cláusulas del acuerdo bipartidista con la que NO estoy de acuerdo y queda claro que McCarthy le ganó la partida a Biden, al forzarlo a negociar aspectos clave del gasto social.

Pero al final de cuentas, el presidente demócrata y el presidente republicano de la Cámara de Representantes nos mostraron que en política lo perfecto es enemigo de lo bueno, y que más allá de las diferencias doctrinarias, existen políticos responsables y patrióticos.

It is said that politics is the art of the possible.

And many of the most famous politicians in history have been believers of what was once called “Realpolitik”, a style of doing politics based on practical considerations and common sense, rather than on ideological or doctrinal dogmas.

One of the disciples of that political philosophy has just turned 100 years old. His name: Henry Kissinger. Despite being a Republican, Kissinger recom-

mended a rapprochement with China to Richard Nixon, which included a presidential visit in 1973 and prompted the historic détente with America's existential enemy: the Soviet Union.

Through that lens we must view the bipartisan agreement on the debt ceiling.

Republican leader Kevin McCarthy ignored his most radical wing, which wanted deep cuts to necessary social programs for the most vulnerable in our society and agreed to keep, for example, 400 billion dollars for student debt forgiveness.

President Joe Biden, on his side, ignored the demands of his most progressive caucus, which categorically rejected the Republicans' negotiating position of conditioning discretionary budget spending.

At the time of writing this column, it was clear that the bipartisan agreement could only succeed if it was supported by a coalition of moderate Republicans and Democrats, capable of obtaining the necessary majorities in the House of Representatives and the Senate.

Biden and McCarthy have given us an example of pragmatism: they defended their political principles as much as possible, but in the end, they had to be flexible to find a middle ground.

Both were aware that the impact of a historic default could have catastrophic consequences for the US economy.

Neither the most radical Republican wing, united in the so-called Freedom Caucus of the House of Representatives, nor the most liberal sector of the Democrats, gathered in their Progressive Caucus, were happy with the outcome of the negotiations.

But in moments of critical decisions, a logic of national interest must always prevail, above partisan, ideological or sectarian interests.

It is true that I could write a long list of clauses of the bipartisan agreement with which I do NOT agree and it is clear that McCarthy outmaneuvered Biden, by forcing him to negotiate key aspects of social spending.

But in the end, the Democratic president and the Republican president of the House of Representatives showed us that in politics the perfect is the enemy of the good, and that beyond the doctrinal differences, there are responsible and patriotic politicians.

Symptoms of anxiety and depression are up among adolescents and young adults. Health experts warn social media is playing a role in declining mental health.

U.S. Surgeon General Dr. Vivek Murthy has issued an advisory regarding social media and youth mental health.

Dr. Susanna Block - a pediatrician with Kaiser Permanente in Seattle - said childhood and adolescence are critical times for brain development, and the number of kids on social media has never been higher.

"There's just a lot of concern about the amount of time that our children are spending on social media and what they're being exposed to," said Block, "and it's very hard for parents to navigate this."

Social media and the pandemic have combined to harm young people's mental health, studies have found. The Kaiser Family Foundation found half of people between the ages of 18 and 24 experienced symptoms of anxiety or depression this year.

May was mental health awareness month.

Block said social media usage can be a difficult issue for parents to tackle, but adds one important step involves creating a family media plan.

"Turning off notifications is helpful," said Block. "Making times of the day screen free - certainly meal times should be screen free. Making sure that kids aren't going to bed with their phones or their tablets so that they're actually able to sleep."

Block said parents aren't the only ones responsible for confronting social media's effects on young people.

"This public health warning is an opener for a wider conversation about how everyone from legislation to parents to schools to tech providers," said Block, "how we can all help protect our kids and use social media in a safe way."

2024 CHEVROLET TRAX: SPORTY, CAPABLE AND FUN

Amongst the natural wonders of North Carolina, we test out the completely redesigned compact SUV that brings in big adventure at a reduced price point

TheBlue Ridge Mountains make up a portion of the Appalachian Mountains range that extends from 550 miles southwest from southern Pennsylvania through Maryland, West Virginia, Virginia, North Carolina, South Carolina, Tennessee, and Georgia.

I was fortunate to be able to come to Asheville, North Carolina recently to test out the 2024 Chevrolet Trax among all this natural wonder and really see how this compact SUV performs amongst the hills, highways and weather of the region.

At a starting MSPR of $21,495, the goal of the Chevrolet is to have the practicality of a compact car and the utility of an SUV. The reimagined entry SUV is larger and roomier, with many safety features and technologies coming standard.

Coming from California, a place full of natural wonders, it's always a treat to be able to spend time in the Southeastern United States because most evidently the culture and the food are different, and the natural wonders of the region attract me; the way the sun sets and colors the sky is something you can't see anywhere else. When this happens amongst the backdrop of the majestic Blue Ridge Mountains, it is something awe inspiring.

Blue Ridge Living

The North Carolina State Motto is: "Esse quam videri" which translates to: “To be rather than to seem.”

From a few sources I looked into, the idea was that the motto exemplified the people of North Carolina’s ability to be genuine in their answers rather than seem so, or more plainly, their tenacity allows them to tell you something straightforward, without alluding to something that may not be their intention.

Thinking about this motto, I intended to be as adventurous as I could with my time with the Chevrolet Trax, and give myself the opportunity to really take in all the natural beauty and pay attention to the details, from both the

highways and roads to the Trax’s modern tools and stylings. I would be a North Carolin ian for a day, rather than seem like one.

First impressions

Asheville is a cozy, diverse city nestled amongst the wilderness, amongst green hills and surrounded by a mountain range that is spectacular and iconic. Here is where I would first meet Chevy’s reimagined Trax, an entrylevel compact SUV that has great styling and lines, and looks stout and sporty, ready to take in either the city or the hills. The design of the various trims each pertain to a different “personality”, with LS, 1RS, LT, 2RS and ACTIV models all tailored to different types of uses. They all feature bold exterior designs reminis cent of its bigger sibling, the Chevrolet Blazer, and all have at least standard 17-inch alumi num wheels. The RS trims have the sportiest off-road look to them, having exterior trim ac cents, a custom grille and either aluminum 18 inch (1RS) or black 19-inch wheels.

Under the hood it carries a 1.2L turbocharged inline-three engine with an estimated 137 horsepower and 162 lb.-ft. of torque. With a six-speed automatic transmission, the turbo charged engine certainly has some push to it when needed.

Although I had not experienced the current model Trax, I did see side by side images and information for either model and could tell the 2024 one was in a whole other world in terms of size and looks. It is longer, lower and wider than the current model, having a 6-inch longer wheelbase, being 4 inches lower, and inside being 2 inches wider and 11 inches lon ger, which gives more space for legroom and cargo capacity.

Sitting inside of the 2024 Chevrolet Trax is spacious, even though the footprint of the SUV is like a sedan. It was easy to park, drive and maneuver, I never felt like it was too bulky or would find myself skipping compact parking spaces due to its size.

While a passenger, the legroom is apparent, and it feels like the designers made sure it was not an afterthought to make it comfortable for a grown adult on a road trip, or

spacious enough for car seats and dogs. It’s a compact SUV with the emphasis on utility.

Technology and Troyer’s Amish Country Blatz

On the tech side, you have sweeping lines and technical details that make the inside feel stylish, larger and lighter. The color touchscreen infotainment center starts at 8 inches in the LS and 1RS trims, while the LT, 2RS and ACTIV models all have 11-inch diagonal touchscreens.

While on my first solo ride out of Chevy homebase in Asheville, I was given the option to head out onto the highway, and onto a rural bumpy road leading to a popular deli and Amish food store, Troyer’s Amish Country Blatz. There we would meet proprietors Phil and Bonnie Troyer of Fairview, North Carolina and get some great snacks.

Though before I even took off to Troyer’s, I sat for the first time in the 2024 Chevrolet Trax and admired the aforementioned details and styling, then got to work on connecting my phone to the infotainment system. With an easy Bluetooth pairing method, (no cord needed), I was quickly synced to have my Android Auto connected to the Trax, thus giving me instant access to my Google Maps, Spotify audio playlists, and the ability for any texts to be read to me. And as a plus, I could lay my phone down into a charging panel under the infotainment screen, avoiding any need to access my phone.

Active noise cancellation within the cabin is standard, so despite any noise outside it won’t be too much of a distraction inside the Trax.

Troyer’s, opened in 2006, focuses on products from the Amish culture, including handmade furniture, spices and baking products, various pickled foods and jams, as well as leatherware and medicinal products. I ended up with handmade soaps for back home, and some fresh beef jerky and kettle chips for the drive.

Outside, as I prepared to venture back to the highway I saw two points of interest in the foreground of the mountains around us, a group of alpacas in a pen, happily eating away at the greenery at their feet, and an authentic Amish buggy. This felt like pure North Carolina, even if I wasn’t sure if alpacas were native to the region.

From here I ventured off on a few adventures, from the rural hills where Troyer’s was, to the busier highways near Asheville, confident that I could at least navigate my way around these new roads.

Final Thoughts

The all-new 2024 Chevrolet Trax is a fun, purposeful entry SUV that allows consumers into Chevrolet’s styling, technology and experience. I find myself thinking back on the philosophy of the Trax, as vice president of Chevrolet Scott Bell put it: “Trax has everything you need and nothing you don’t. This is an entrylevel vehicle that will surprise and delight customers with its value and plays a critical role as the gateway into the Chevy brand.”

So whether it's North Carolina, the Land of the Sky, or coastal cruising, or city roaming, the 2024 Trax is a gateway to experience what the SUV has to offer without jumping into the largest, or priciest models from the start. With tech and comfort, the Trax seems more like an extra spacious sedan with off-road capabilities.

Según algunas fuentes que investigué, la idea del lema era ejemplificar la capacidad de la gente de Carolina del Norte de ser genuinos en sus respuestas en lugar de parecerlo, más claramente, su tenacidad les permite decirte algo sencillo, sin aludir a algo que puede no ser su intención.

Pensando en este lema, tenía la intención de ser lo más aventurero posible con mi tiempo con el Chevrolet Trax, y darme la oportunidad de realmente disfrutar de toda la belleza natural y prestar atención a los detalles, desde las carreteras y caminos hasta las modernas herramientas y estilos del Trax.

Sería un residente de Carolina del Norte por un día, en lugar de parecerlo.

Primeras Impresiones

Asheville es una ciudad acogedora y diversa ubicada en medio de la naturaleza, entre colinas verdes y rodeada por una cadena montañosa que es espectacular e icónica. Aquí es donde conocería por primera vez el reinventado Trax de Chevy, un SUV compacto de nivel de entrada que tiene un gran estilo y líneas, se ve robusto y deportivo, listo para tomar la ciudad o las colinas. Todos cuentan con diseños exteriores audaces que recuerdan a su hermano mayor, el Chevrolet Blazer, y todos tienen al menos ruedas de aluminio estándar de 17 pulgadas. Las versiones RS tienen el aspecto todoterreno

más deportivo, con detalles en las molduras exteriores, una parrilla personalizada y rines de aluminio de 18 pulgadas (1RS) o negros de 19 pulgadas.

Debajo del capó lleva un motor de tres cilindros en línea turboalimentado de 1.2L con una potencia estimada de 137 caballos de fuerza y 162 lb-pie de torque. Con una transmisión automática de seis velocidades, el motor turboalimentado ciertamente tiene algo de empuje cuando es necesario.

Aunque no había probado el modelo actual del Trax, vi imágenes e información lado a lado para cada modelo y me di cuenta de que el 2024 está en un mundo completamente diferente en términos de tamaño y apariencia. Es más largo, más bajo y más ancho que el modelo actual, tiene una distancia entre ejes más larga de 6 pulgadas, es 4 pulgadas más bajo y en el interior es 2 pulgadas más ancho y 11 pulgadas más largo, lo que brinda más espacio para las piernas y capacidad de carga.

Sentarse dentro del Chevrolet Trax 2024 es espacioso, a pesar de que la huella del SUV es como un sedán. Era fácil de estacionar, manejar y maniobrar, nunca sentí que fuera demasiado voluminoso o que me saltaría espacios de estacionamiento compactos debido a su tamaño.

Durante mi primer viaje solitario desde la base de operaciones de Chevy en Asheville,

se me dio la opción de salir a la carretera y a un camino rural lleno de baches que conducía a una popular tienda de delicatessen y comida Amish, Troyer's Amish Country Blatz. Ahí nos encontraríamos con los propietarios Phil y Bonnie Troyer de Fairview, Carolina del Norte, y disfrutaríamos de deliciosas botanas.

Aunque incluso antes de ir a Troyer's, me senté por primera vez en el Chevrolet Trax 2024 y admiré los detalles y el estilo antes mencionados, luego me puse a trabajar en conectar mi teléfono al sistema de infoentretenimiento. Con un sencillo método de emparejamiento de Bluetooth (sin necesidad de cable), me sincronicé rápidamente para tener mi Android Auto conectado al Trax, lo que me dio acceso instantáneo a mis mapas de Google, listas de reproducción de audio de Spotify y la capacidad de leerme cualquier mensaje de texto. Y como ventaja adicional, podía poner mi teléfono en un panel de carga debajo de la pantalla de infoentretenimiento, evitando cualquier manipulación innecesaria.

El Departamento de Control de Sustancias Tóxicas de California (DTSC, por sus siglas en inglés) le invita a revisar y comentar el borrador del Plan de Trabajo para la Acción de Remoción (RAW, por sus siglas en inglés) para la Antigua Blue Bird Cleaners ubicada en 56 y 60 West 42nd Avenue, San Mateo, CA 94403. El borrador de RAW es un plan para tratar el tetracloroeteno (PCE) y sus productos de descomposición (tricloroeteno [TCE]; cis-1,2-dicloroeteno [DCE]; trans-1,2DCE; y cloruro de vinilo) en el suelo, el vapor del suelo (espacios entre las partículas del suelo) y el agua subterránea. Actualmente, el Sitio está ocupado por una lavandería y un estudio gimnasio/de porristas, los cuales se consideran seguros para el uso actual según el resultado de muestreo del aire interior. El propietario propone continuar con los usos actuales del edificio.

La remediación propuesta consiste en el monitoreo de largo plazo del agua subterránea de los pozos existentes en el sitio y la instalación de un pozo de monitoreo del agua subterránea en el exterior del sitio. Además, las restricciones de uso del suelo se registrarían en el condado de San Mateo. Para garantizar que las sustancias químicas presentes en el agua subterránea se degraden de forma natural, se establecería un programa de monitoreo y se revisaría la eficacia de la remediación cada cinco años.

Ley de Calidad Ambiental de California (CEQA, por sus siglas en inglés): la CEQA es una ley estatal que obliga a las agencias públicas que se plantean la aprobación de un proyecto con el fin de identificar y divulgar los efectos medioambientales de las acciones propuestas. El DTSC revisó el borrador del RAW propuesto de conformidad con la CEQA. El DTSC determinó que el proyecto no tendría un efecto significativo sobre la salud pública o el medio ambiente y preparó una Aviso de Exención (NOE, por sus siglas en inglés). El NOE se presentará en la Cámara de Compensación Estatal una vez aprobado el borrador del RAW.

Evidence from pilot programs show that 32-hour weeks are feasible, but business groups in California say it won’t work for all companies. Lawmakers in California and D.C. are introducing bills that would encourage or require shortened work weeks.

It’sThursday evening. You pack up your things at work and hit the road. Maybe you’re thinking about a lunch plan you’ve got with a friend or a show you plan to binge. But you’re not thinking about clocking in tomorrow: You’ve got a three-day weekend.

All your weekends, in fact, are three-day weekends.

It’s a utopian vision for some. The standard work week in the U.S. has been stuck at 40 hours for almost a century, even as workers have become dramatically more productive. Evidence from pilot programs suggests that shifting to 32-hour weeks without reducing pay is better for workers and doesn’t hurt revenues. Companies that try it largely stick with it.

But opponents of the idea say most businesses would incur increased costs they couldn’t bear as a result.

California lawmakers have considered — however briefly — legislation that would allow workers to propose alternate 40-hour weeks, such as four, 10-hour days, more than a dozen times since 2005. While business groups oppose the idea of paying workers the same rate for eight fewer working hours per week, they do support giving individual workers the option to propose alternate 40hour schedules. Labor groups, however, oppose that idea.

Here’s what you need to know about the debate and why most Californians are unlikely to get a four-day work week in the near future.

Is a four-day work week up for grabs?

The 40-hour week wasn’t pre-ordained. Economist John Maynard Keynes famously predicted in 1930 that productivity and living standards over the next century would rise so much that, by 2030, we would only have to work for 15 hours per week. In 1956, then-Vice President Richard Nixon predicted a four-day work week in the “not too distant future.”

Neither prediction came true. Keynes was right that productivity would increase, but wrong about the consequences for workers. That may finally be changing. In recent years, advocates and researchers have been building a case for the viability of a shorter work week.

In Iceland, for example, trials in 2015 and 2017 shifted workers to 35- or 36-hour weeks without a reduction in pay. The tests spanned government agencies, schools, police stations, hospital departments and more, affecting more than 2,500 workers. Worker wellbeing and work-life balance improved while productivity was maintained or increased across the majority of workplaces, according to a report from Autonomy, a progressive think tank that consults with companies looking to shift to a four-day work week.

A more recent trial in the United Kingdom found similar results. In 2022, more than five dozen companies in industries from marketing to manufacturing reduced work hours in

one of several ways — a coordinated extra day off, or staggered days off, or an annualized 32-hour week for companies with seasonal demands — while maintaining pay. The report, authored by Autonomy and including analysis from researchers at the University of Cambridge and Boston College, found that workers’ stress decreased on average, and most workers found it easier to balance work and caregiving commitments.

There were benefits for businesses, too: The rate of workers quitting decreased during the trial, and revenue remained essentially steady, increasing by 1.4% on average. By the end of the seven- month trial, 92% of the companies said they would continue the policy, and 18% decided it would be a permanent change.

When the San Francisco-based social media management company Buffer decided to try a four- day week in May 2020, amid COVID-19 lockdowns, Julia Cummings remembers feeling excited and relieved. Cummings, a senior customer advocate with the company, was living in New York at the time. The extra day gave her time to run errands when grocery stores were less crowded, she said. “We’re humans, and we have all of these actual duties outside of work,” she said. Having the “space to do that just felt really like, ‘Phew! Okay cool, this is great.’”

When the trial started, Buffer’s CEO wrote that the aim was to improve employees’ wellbeing. “This isn’t about us trying to get the same productivity in fewer days,” he wrote in a company blog post. But after internal surveys and data showed sustained productivity, the company decided in 2021 to stick with the change.

For Cummings, who now lives in Los Angeles, the shift to a four-day week meant experimenting with staggered days off so that the customer support team could maintain quick response times. Customers don’t seem concerned with the reduced schedule, she said, and during a time when companies have been struggling to attract and retain workers, “I think overall we view it as a competitive ad-

vantage.”

But Buffer’s experience isn’t universal. The managing director of Allcap, an engineering and industrial supplies company that participated in the U.K. trial told the BBC that the company quickly ran into problems, finding that more intense work days were exhausting workers and that they couldn’t find sufficient coverage for the extra days off. The company ultimately withdrew some of its trade sites from the trial a couple of months early. Los Angeles-based market research firm Alter Agents tried a four-day work week in 2021, and ended the experiment after finding employee satisfaction was down, Fast Company reported. The company has shifted to giving employees an extra day off per month.

Not everyone is sold

Despite the successful trials, some experts are skeptical that shrinking the work week makes sense across the board.

One potential benefit for employers of reducing work hours is that productivity per hour could go up, said Matthew Bidwell, a professor of management at the Wharton School at the University of Pennsylvania. But are the increases large enough to offset eight hours of work?

“I doubt the increases in productivity are that large,” he said. “I suspect for most people in most jobs, working a four-day week does mean you’re getting a little less done, at least in the long run.”

People get paid, to some extent, based on how valuable they are to their employers, so if we are all getting a little less done, we are going to get paid less in the long run, he said. Some people might prefer that tradeoff, but not everybody, Bidwell said.

Nicholas Bloom, a Stanford economist, pointed out shortcomings with the trials. The companies that participated aren’t representative of the overall economy: They opted-in to the trial, and there was no control group. “Only firms that think the four-day week works for them will sign up for this study,” he wrote in an email.

When a 32-hour work week requirement for large businesses was introduced in the California Legislature last year, business groups pushed back hard. The bill, introduced by Assemblymember Evan Low, a Cupertino Democrat, would have required companies with more than 500 employees to shift to a 32-hour week without reducing pay, and pay overtime after 32 hours. Dozens of employer groups opposed the bill, saying it would impose “a tremendous cost on employers” and would discourage job growth in California. The bill died without a vote.

“Our point of view is if that’s something that a business wants to do, great, they absolutely have the power to do that,” said Ashley Hoffman, a policy advocate with the California Chamber of Commerce, which opposed Low’s bill. But a mandated “one-size-fits-all approach” forces it on employers for whom it doesn’t make sense, she said.

More proposals in the works

There are other ideas to make four-day work weeks a reality for more Californians — with different approaches and boosters.

One would allow individual employees to propose alternate 40-hour work weeks, like working 10 hours a day, four days a week. That bill was introduced this year by state Sen. Roger Niello, a Republican from Sacramento.

Right now if workers want alternate schedules, they need a two-thirds vote of their “work unit,” which could be all the workers in a department or on a shift. The bill would also change how overtime pay works. In most states, overtime kicks in after 40 hours per week, but in California workers are also paid overtime after eight hours in a day. If the bill were to pass, employees could request alternate schedules, and if the schedule is approved, they would receive overtime after 10 hours in a day or 40 in a week.

Business groups, including the Chamber of Commerce, support the bill, saying that the existing process is complicated, but that employees want the option of flexibility. A poll from Marketplace and Edison Research found that nearly two thirds of workers polled said they’d prefer working 10 hours a day, four days a week to the standard eight-hour days, five days a week.

The bill is unlikely to pass, however; the idea has been proposed at least 14 times since 2005 and has never made it out of committee. It is opposed by the California Labor Federation, an umbrella organization for unions, which wrote in a letter to lawmakers that it “would erode the fundamental right to an eight-hour day.”

Another proposal comes from Low. This year, instead of a 32-hour per week requirement for all large companies, he’s proposed a pilot program that would provide grants to companies that want to try a 32-hour week schedule without reducing pay. Companies that participate would have to evaluate the impact of the trial and share their findings with the state.

“The goal,” Low wrote in an email, “is to reimagine the workforce and improve the lives of millions of Californians.”

Dealing a blow to Gov. Gavin Newsom, Democratic legislators last week shot down his ambitious attempt to reform state environmental law and make it easier to build big infrastructure projects in California.

In a 3-0 vote, a Senate budget committee found Newsom’s package was too complex for last-minute consideration under legislative deadlines. The cutoff for bills to pass out of their house of origin is June 2, just two weeks after the governor rolled out his proposal to adjust the landmark California Environmental Quality Act.

The 10 bills include measures to streamline water, transportation and clean energy projects with an eye toward helping the state meet its climate goals. The proposals also took aim at an environmental law commonly referred to by the acronym CEQA that critics have long decried as a tool to bog down housing and other projects.

The committee members – two Democrats and one Republican – said no, for now, even as they expressed support for Newsom’s overarching goal.

“The overwhelming agreement is that we need to build clean faster and cut green tape,” said Committee Chair Sen. Josh Becker, a Democrat from San Mateo. “That’s been a legislative priority for me and will continue to be a legislative priority. Although today we are rejecting the governor’s trailer bill proposals based on process, as seven days is insufficient to vet the hundreds of pages of policy nuance in these proposals, we look forward to working with the administration on all of these critical issues.”

Sen. Mike McGuire, a Democrat from Santa Rosa, and Sen. Brian Dahle, a Republican from Redding, also voted no.

That setback, served to Newsom by two Democratic allies, came just hours after the governor expressed confidence his package would prevail.

“I am proud of the Legislature on what we have achieved. I am confident that they will deliver on this,” he said, speaking during an event in Richmond intended to highlight the state’s renewable energy achievements. That vote doesn’t mean Newsom’s infrastructure proposal is dead. His bills could return to Senate or Assembly committees in budget negotiations over the next few weeks. Or Newsom could instead re-introduce them through the Legislature’s policy committees, where they would go through a lengthier process of public comments, discussion and votes.

“The governor is committed to getting this proposal passed so California can maximize its share of federal infrastructure dollars and fast-track clean energy, transportation and water projects that deliver results for all Californians,” Daniel Villaseñor, deputy press secretary for the governor’s office, said in an emailed statement.

Gavin Newsom’s pitch for building big things

Newsom spoke plenty about his infrastructure legislation earlier in the day in Richmond, during an event that quickly morphed into an exhortation about the urgency of passing his proposal.

“Enough. We need to build, we need to get things done,” Newsom said. “This is not an ideological exercise. We don’t have time. We gotta go.”

Newsom said that streamlining legal review of clean energy projects is imperative if the state expects to reach its ambitious climate goals. Newsom cited a solar project that has taken 13 years to work its way through agency bureaucracy, a timeframe he called “absurd.”

His legislation proposed a fixed 270-day permitting process for some projects and 270 days for judicial reviews.

“If we don’t build, democracy is crushed,” Newsom said. “They say we can’t get things done anymore. We need to get moving and get ourselves out of the way.”

His package of bills would shorten the amount of time certain projects – namely water, transportation, clean energy and semiconductor or microelectronic projects – could spend in court. It also would have limited the amount of records parties involved in CEQA litigation would have to produce. Typically, preparing the required records for such lawsuits takes between four and 17 months, according to a document published with the bill.

"For entrepreneurs of color and women entrepreneurs especially, having a trusted network and a peer group helps build confidence, which is a big driver in business success," Kelly explained.

The program is funded by philanthropy and by the federal government. It is one of 10 nonprofit venture capital Certified Development Financial Institutions in the U.S., and the only one in California.

It’s time for renewal and a perfect time to get a REAL ID driver’s license or identification card – before the federal enforcement date of May 7, 2025, requires a REAL ID to board flights within the United States and access secure federal facilities. Not having a REAL ID or other federally approved document to get through airport security could delay the bloom of your next big adventure.

“As April showers give way to May flowers, take a moment to upgrade your driver’s license or identification card to a REAL ID,” said DMV Director Steve Gordon. “You can quickly start your application online and then light up the BBQ for your family picnic.”

To apply for a REAL ID, Californians should visit REALID.dmv.ca.gov, fill out the online application and 8upload their documents. Customers must visit a DMV office and bring their uploaded documents to complete the application. Customers need to provide:

• Proof of identity* – One original or certified document (example: valid passport, birth certificate)

*Legal name change document(s) is required if name on proof of identity is different from the name on the other documents (example: marriage certificate, adoption papers).

• Proofs of California residency – Two documents,

paper copies (example: utility bill, bank statement).

Acrossthe whole country, the rapidly growing Hispanic population made remarkable strides in college enrollment and educational attainment, according to a recent analysis by the U.S. Census Bureau.

The number of Hispanic students ages 18 to 24 enrolled in college increased to 2.4 million in 2021.

Emily Labandera, director of research for the group Excelencia in Education, said its mission is to accelerate Latino student success in higher education. It came about from its knowledge of the community and the data, tracking with the census report, showing the Latino community has been growing for decades in the nation.

"The future of our country for an improved workforce, civic leadership, the economy and really looking ahead to the future," Labandera asserted. "This is an important community and group to pay attention to because of those key statistics and population demographics."

Labandera noted some of the networks of institutions with which they partner and collaborate are Hispanic-Serving Institutions. She explained they created the Seal of Excelencia, a national certification for colleges and universities striving to go beyond enrollment and more intentionally serve Latino students in order to become institutions where Latinos thrive.

Labandera pointed out their website includes a Latino college completion interactive map showing state-by-state data including the District of Columbia and Puerto Rico, which looks at enrollment metrics, population demographics, completion, and

degree outcomes. She added they are working on a series "Finding Your Workforce" which will focus on three specific disciplines.

"In STEM-related disciplines of science, technology, engineering and math, in the health care field, as well as in education," Labandera outlined. "Those are key disciplines, key areas that we've noted Latino students earning degrees in."

Labandera said the group is also working on four different reports coming out later this summer with additional information on degree attainment for Latinos students at Hispanic-Serving Institutions.

A recent analysis from Excelencia in Education found Latina students at Hispanic-Serving Institutions earned more than 300,000 degrees in 2020 and nearly 120,000 more than their Latino counterparts.
