A PERFORMANCE EVALUATION OF THE TRUMP ADMINISTRATION

Hilbert Morales EL OBSERVADOR An email from Washington, D.C., July 20, 2017, communicated that Democratic Party Minority Leader Senator Nancy Pelosi's staff had compiled this evaluation exactly six months after President Donald J. Trump was sworn in as the elected President of the United States of America, making him the Chief Executive Officer and Commander in Chief (CEO-CIC). The following compilation is an exact measure of effective governance capability of this Trump Administration presented here by EO so that all those who voted for this Republican Party Presidential Candidate may have an opportunity to review what their personal vote really achieved: (AFTER BEING IN OFFICE) 6 Months: The Trump Presidency By the Numbers (as compiled and presented by Office of Democratic Leader Senator Nancy Pelosi):

36%: Job approval rating for President Trump – worst of any president ever at this point in (any) presidency.

0: legislative accomplishments (outcome is no effective federal governance).

• No plan (to control or) lower health care costs (which is 19% of this nation's Gross Domestic Product (GDP).

• No jobs bill (an impor tant presidential campaign promise to the working class folks).

• No infrastructure bill (which would both create jobs and boost the domestic economy).

• No tax reform (which must include a 'sunset clause' ending all cor-

porate subsidies and welfare).

• No plan to avoid defaulting on our debt (We, The People have an impeccable debt payment record).

• No budget (Which indicates no plan regarding the future of all of us).

836: False or misleading claims made by President Trump (How does one determine when Trump is being truthful, factual, or honest? Consequently, a low trust level is the outcome).

991: Tweets by the President (Several reveal his emotional maturity).

40: Days at Trump golf properties (often taking care of Trump Enterprises business).

1: Number of solo news conferences (No communication nor debate of proposals for public examination and inputs = NO CONFIDENCE).

0: Trump Tax returns made public (Which generates distrust due to no transparency...But then the Republican Party had almost no vetting standards during its candidate selection process; same is true for Democratic Party whose presidential candidate was a 'socialist').

1: Special Counsel appointed to investigate the President for possible collusion with Russia to undermine our election process...(the undermining of the Democratic standard: One person:One Vote; no inf luence by those who are not established constituents).

1: FBI Director fired by President Trump because of the Russia investigation (Why is this so sensitive to President Trump?).

3: Number of people Trump has fired who were investigating him and members of his administration’s con-

nection to Russia's (alleged) meddling in our election (which undermines our Democratic election process based upon truthfulness, factual, & honest information rather than 'created facts' (i.e., propaganda).

2: One-on-one meetings with Russian President Vladimir Putin (where was the 'American Russian Translator'? Trump does not realize that the presence of an American Translator would have 'protected him' in a variety of ways).

5: Number of times Trump was dismissive to our NATO allies (which weakened American global leadership as a superpower...resulting in elevating both Russia and China to that level. It is amazing how destructive one person can be!).

6: Number of dictators/ strongmen Trump has praised (One only praises those with whom one identifies. Trump wants to lead America with oligarchic authority which he does not have at all).

2: Withdrawals from international agreements (China moved into the leadership vacuum created when Trump withdrew America from the TransPacific Pact {The TPP trade agreement with 12 nations which all had agreed to lower import/ export taxation levels}.

120: Vacant leadership positions (Deputy Secretaries/ Undersecretaries/ Assistant Secretaries) in the Trump Administration – three times higher than at the same point in President Obama’s first term. (Who would want to be a Trump appointee?; This datum reveals the misguidance of conservatives who favor 'no governance' to 'big government' when the real issue is appropriate levels of governance & administration' in public service attempting to do 'the greatest good for the

greatest number').

72: Vacant US Ambassador positions around the world (who would deal with American's personal and international commercial matters which strengthen relationships).

47: States that have refused to fully comply with the Trump Administration’s request to hand over sensitive and personal voter information. (Another example of Trump's bigotry and self-interest focus; If 'We, the People' agree to releasing personal Voter's Information, why doesn't Trump also reveal his personal IRS Form 1040 Income Tax submittals?).

REGARDING PROPOSED ARTICLES OF IMPEACHMENT: Former Mayor Willie Brown correctly reminds us that the successor would be Vice President Pence, who would be difficult to defeat politically during the coming 2020 Presidential election cycle.

My question to Republican Leaders: Why not be more constructive? For example, instead of “repeal and replace” ACA/ObamaCare, try a “improve and implement” legislative approach? What the above record reveals is a propensity to destroy existing law, best practices and regulations in a quest to reach undefined smaller federal government goals.

My question to Democratic Leaders: Why has no legislation been proposed which demonstrates an effort to mitigate the disparities in wealth distribution?

My question to both Parties: Why have Wall Street and banking executives not been prosecuted for egregious wrongful uses of their positions of public trust, authority and power?

E xamples: Der ivatives Trading and Recent Wells Fargo Bank executives who f ired 5,000 bank employees who would not set up unauthorized check-

ing and savings accounts which falsified this banks success; increased its stock values and thereby benefitted these executives who still received 'performance bonuses'? Where is honesty and integrity without which this nation's full faith and credit standards become very tainted and invalid.

My observation is that Mainstream Media's TV program executives helped Trump get elected by providing his presidential campaign with extraordinary amounts of exposure knowing that as a known performer a very large number of viewers would be reached which is what enhanced the value of their advertiser's video presentations. All decisions these days seem to be made using bottom line-profit oriented decision making paradigms.

Where are the 'societal stewardship values' which enabled this nat ion to achieve levels of human achievements in large numbers which were not and are not being achieved by other nations and societies today?

This nation needs to get back to basic human relationship issues. Americans in the past looked out after each other as good Samaritans, and today, too many of us have become very mercenary and very good devotees of conspicuous materialistic consumerism.

What happened to being frugal? To living within one's responsible means?

Things will improve when each of us, at every level of our society and position of authority, commit to practicing the 'Golden Rule' which is 'Do unto others what you would have them do unto you.' This simple approach would ensure more equity, comprehension, and compassion. 'We, The People' must insist that this happen soon. We all merit acceptance, respect, and no insults to our personal dignity.

If, like me, you don’t currently have an air conditioning (AC) unit, you may be thinking about getting one. For those who already have one, there’s no time like the present to schedule a check-up or perform maintenance. This can help ward off future problems and costly repairs.

In 2016, consumers nationwide filed over 10,000 complaints about heating, ventilation, and air conditioning (HVAC) companies and contractors with BBB – down three percent from 2015. Complaints involve being charged up front for a service that was never done, difficulties getting refunds, and misleading estimates.

BBB offers the following advice for maintaining and installing an AC unit: • Choose the unit wisely. Before finding a

California law requires an HVAC Contractor License (C-20) through California’s Contractors State License Board (CSLB) for projects that exceed $500. • Save money with proper maintenance.

You can do some routine maintenance yourself, like replacing disposable filters or cleaning permanent ones. It’s also important to schedule yearly check-ups with a technician. They’ll inspect your cooling system for a variety of factors, and this can save money in the long run by preventing an expensive future repair.

AS CONGRESS PONDERS REFORM, HEALTH CENTERS ADDRESS ROOT CAUSES OF ILLNESS Suzanne Potter California News Service PETALUMA, Calif. - As Congress struggles to make the health care system more cost-effective, local Community Health Centers are already doing their part, with a focus on prevention instead of treatment of illness.

Studies show that close to half of people's health status is directly related to behavior - diet, exercise, smoking and stress management - and only ten percent is tied to health care.

Yet, according to Dr. Fasih Hameed with the Petaluma Health Center, 90 percent of health care money is spent on treating people's symptoms rather than trying to address the causes and prevent them.

"You could never address it just through traditional healthcare, so we had to expand our ability to do so by innovating all these programs," Hameed said.

The Petaluma Health Center handles about 150,000 medical visits a year, but it also refers patients to programs like "Petaluma Loves Active Youth," which offers medical advice,

exercise classes and healthy cooking demonstrations. The health center runs a large community garden, where anyone can pick the produce, and hosts a weekly organic farmer's market that accepts food stamps and charges on a sliding scale.

An estimated 14 percent of Americans, or 48 million, are food insecure meaning they lack access to nutritious, affordable food. In California, Hameed notes, many low-income families are squeezed by rising rents, leaving little money for groceries. And often, the least expensive, most convenient food options are the least healthy.

"Fattening foods and sugary foods and unhealthy foods are cheap and so, kids are actually malnourished but obese," he said. "It's the paradox of the food insecure."

A study in Petaluma a few years ago of a program that distributed free bags of produce showed that families who got them ate better and reduced their body mass index after just 12 weeks.

The National Association of Community Health Centers has launched a project with the Medtronic Foundation to document progress on this issue. That report will be released later this year.

Viértale 3/4 de taza de quinoa cruda. Revuelva bien, reduzca a fuego lento y cocine sin tapar durante 20 minutos. Vigile la cocción de la quinoa; el agua debe ser absorbida y el grano debe estar esponjoso. PROYECTO DE LEY EN CALIFORNIA BUSCA QUE EMPLEADORES PROTEJAN A TRABAJADORES INDOCUMENTADOS juez y no dar declaraciones sin la presencia de un abogado de inmigración.

El miedo también impacta el bolsillo El impacto del miedo en la vida de los inmigrantes no se reduce a esconderse.

Muchas de sus decisiones financieras están amarradas al temor de que en cualquier momento pueden ser deportados de manera que no se desgastan en hacer reclamaciones salariales o de seguridad social si creen que eso los va a poner en mayores problemas.

A menos que tengan una orden judicial, los agentes del Servicio de Inmigración y Control de Aduanas (ICE en inglés) no tienen derecho a entrar a los lugares de trabajo a buscar indocumentados y los empleadores tampoco tienen el deber de darles acceso a su propiedad.

Así lo explicó Grisel Ruiz, abogada del Centro de Recursos Legales para Inmigrantes (ILRC en inglés) en una rueda de prensa telefónica organizada por New America Media y Ready California el pasado 11 de julio. Junto a otros expertos, Ruiz detalló cómo las actuales políticas migratorias están afectando a los inmigrantes y qué pueden hacer sus empleadores para protegerlos.

“No hay ninguna obligación de cooperar con ICE y poner a sus empleados en riesgo”, aseguró Ruiz al hablar sobre las protecciones que están cursando a nivel legislativo en California para defender a esta población.

La iniciativa AB 450 de autoría del asambleísta demócrata David Chiu propone que los empleadores tengan derecho a exigirle a los agentes de ICE una orden judicial antes de permitir su acceso a los lugares de trabajo. Conocida como la Ley de Protección al Trabajador Inmigrante, la AB 450 también contempla que sin orden judicial, los empleadores no tienen por qué entregar información privada como números de seguridad social de sus empleados u otros datos que a la larga pueden poner en peligro incluso a sus familias. Este proyecto de ley ya pasó en el Comité Judicial del Senado y se espera que a fines de agosto entre a debate en el Comité de Apropiaciones del Senado.

Según Michael Young, abogado legislativo de la Federación de Trabajadores de California, que agrupa a 1200 sindicatos de trabajadores inmigrantes en el estado, aunque "no podemos regular la ley federal

de inmigración, sí podemos regular el comportamiento del empleador ".

Young reconoce que hay muchos abusos cuando los empleados son indocumentados ya que ellos tienden a recibir salarios bajos y no presentar quejas, lo que no quiere decir que no gocen de la protección de las leyes de trabajo. “Para eso existe la Comisionada de Trabajo que aplica las leyes laborales y protege a los trabajadores sin importar su estatus migratorio. Es a ella a quien se le debe notificar si hay autoridades han intentado hacer redadas irregulares”.

Cerca de 2,6 millones de inmigrantes indocumentados viven en California, y uno de cada 10 trabajadores en el estado es indocumentado, según las cifras compartidas por Young. Los números varían según la industria: el 45% de los trabajadores agrícolas en California están indocumentados mientras entre los trabajadores de la construcción, ese número es el 21%.

Así lo explicó Cal Soto, coordinador nacional de derechos de los trabajadores de la Red Nacional de Organizaciones Laborales (NDLON en inglés), quien dice que esta conducta ha tenido un impacto en los salarios no solo de los indocumentados sino de la fuerza laboral inmigrante en general.

“Hemos visto la normalización de la violencia contra jornaleros inmediatamente después de la elección”, contó Soto. “Muchos empleadores se sienten respaldados por el gobierno federal y abusan de un empleado sin papeles. Ellos por su parte prefieren quedarse callados más si son los que proveen el pan a su familia. Evitan discusiones y restringen al máximo estar en público” El otro impacto evidente tiene que ver en sus formas de consumo. Muchos inmigrantes no compran vivienda o no invierten en negocios cuando sienten que el fantasma de la deportación los acecha.

Según Mohan Kanungo, director de programas y participación del Fondo de

Activos de la Misión, (MAF en inglés) proteger el dinero y los bienes en tiempos de incertidumbre es vital para las familias inmigrantes. Su organización lanzó un Plan de Acción de Emergencia Financiera para Inmigrantes, que les ofrece consejos prácticos en tres pasos para atender los aspectos financieros inherentes a la deportación.

“En primer lugar las familias deben tomar medidas para proteger su dinero”, dijo Kanungo. Esto significa mantener una cuenta de cheques para tener acceso a fondos cuando sea necesario y una banca en línea por si hay que darle el poder de manejo a algún familiar. El experto recomienda estar al día con las facturas para evitar cargos por deudas.

“En segundo lugar las familias deben proteger sus pertenencias, incluyendo su coche, propiedad y negocios”. Para ello es importante darle poder a un abogado que puede ser encontrado a través de las barras de abogados que prestan servicios gratuitos para las comunidades de bajos recursos.

“En tercer lugar las familias deben crear un plan de emergencia que les permita proteger su crédito y crear unas metas de ahorro como separar el dinero suficiente para un mes de comestibles y para pagar lo que pueda costar la defensa legal si alguien es deportado ”, dijo Kanungo. Aunque todo esto suena abrumante, “hay que entender lo que supone mantener un hogar con la pérdida de ingresos de un miembro de la familia", concluyó el experto.

Ruiz de ILRC recordó que aunque se ha visto un aumento de las redadas de ICE en las comunidades inmigrantes, e incluso mayor colaboración entre las autoridades locales y federales para encontrar a quienes tienen órdenes de deportación, “la administración de Trump no tiene los recursos suficientes para deportar a 11 millones de personas”.

“La posibilidad de que un inmigrante tenga una interacción con ICE al azar es muy baja, así que debemos afrontar estos temas más con empoderamiento que con miedo, no podemos quedarnos en las sombras”, aseguró la abogada. “Incluso si un inmigrante indocumentado es detenido por ICE, muchas veces tiene la oportunidad de luchar por su caso".

La experta no quiso desconocer el hecho de que los agentes de ICE siguen hacienda búsquedas individualizadas, pero destacó la validez de derechos constitucionales como guardar silencio, no abrir las puertas de la casa a agentes que no tengan la orden de un

“After consultation with my Generals and military experts, please be advised that the United States Government will not accept or allow transgender individuals to serve in any capacity in the U.S. Military. Our military must be focused on decisive and overwhelming victory and cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail. “It makes me sad but mainly I'm irritated.

I'm sad because transgender people so often feel excluded from systems in society like schools, bathrooms, and sports,” said Todd Miller, a member of the transgender community. “To many people, serving in the military is an incredibly honorable thing to do, and to not allow a transgender citizen who believes that to serve their country is just plain wrong,” Following his announcement, White House Press Secretary, Sarah Huckabee Sanders, gave a press conference where she said, “this was a decision on what’s best for the military.” However, she did not clarify if this ban will affect transgender people already serving in

“I do feel attacked. I'm lucky enough to live in Bay Area where the inclusion of LGBTQ people is widely accepted.

Trump's office clearly doesn't care about the issues faced by LGBTQ Americans,” Miller said. “This was made clear when they removed the LGBTQ rights page from the official White House website.”

During his campaign, the president said “thank you to the LBGT community, I will fight for you,” in a tweet of June last year and was photographed with an LGBT flag during an event.

Shortly after his announcement, hundreds of people in San Francisco rallied to protest Wednesday evening against the ban.

“I personally didn't plan to enlist in the military, and it seems unlikely I will now. I had considered becoming involved with the military after college to pursue medicine and health care around the globe because they are famous for comprehensive programs like that, but given the current attitude towards transgender people- that may be too challenging,” Miller added.

It is interesting to note that In 2014 it was estimated that annual transitionrelated healthcare costs were less than 10 percent of what the military spent on prescriptions for Viagra, an erectile dysfunction treatment.

Meanwhile, Miller has a message for all those afraid during this time.“You don't have anything to be afraid of in regards to the military. If you were planning on serving, the numerous human rights groups in America will probably be able to uphold your right to enlist.”

NEW YORK – New Yorkers took to the streets Wednesday to protest President Trump's announcement that transgender people will not be allowed to serve in the U.S. military.

Civil liberties organizations were quick to condemn the policy shift outlined in three early-morning posts to the president's Twitter account.

Equality New York, an LGBT rights group, quickly organized a protest rally outside the Times Square military recruiting station where Gabriel Blau, co-chair of the group, said they would deliver a clear message to the president.

"These are our loved ones, our neighbors, our friends, ourselves," Blau says. "And those who choose to serve our country and put their lives at risk in the military deserve to be respected and deserve to be seen."

The president claimed in his tweets that the military "cannot be burdened with the tremendous medical costs and disruption" that transgender service members would entail.

But Blau points out that transgender people already are serving without disruption in the military, and the medical costs are not a burden.

"RAND Corporation did a study on this and showed the costs of providing trans-specific health care in the military is negligible," Blau notes. "So both of Trump's reasons are proven to be false."

While many conservatives have praised Trump's announcement, Republican Sen. John McCain has condemned it, saying anyone who is fit to serve should be allowed to do so.

Trump's decision reportedly caught the Pentagon by surprise. While a tweet may express an opinion, it is not an executive order, so how this policy reversal will be carried out is still in question. But Blau is certain it will meet with resistance.

"We all found out about this today," adds Blau.

"I can't speak to any cases that may or may not be planned but I'm sure that our community will be challenging this in court."

The American Civil Liberties Union's LGBT and HIV Project says it is examining all its options for fighting the ban.
