EL “INCREÍBLE” DESENLACE DE LAS ELECCIONES EN VENEZUELA

Sidespojáramos de nombre y apellido al protagonista de la siguiente puesta en escena, usted concluiría que se trata de una tragicomedia, digna de un teatro de tercera, en una república bananera.

En el primer acto de esta puesta en escena, el autócrata local, un exchofer de autobús, convertido en “hombre fuerte”, inhabilita a la principal lideresa de la oposición de participar en las elecciones presidenciales.

En el segundo acto, el tirano local es proclamado por un coro de incondicionales como el ganador de los comicios, sin cumplir con su obligación de presentar las actas electorales correspondientes.

En el tercer acto, el déspota local hostiga a los manifestantes y suspende relaciones diplomáticas con siete países vecinos que osaron cuestionar el desenlace de esta opereta de quinta.

Como colofón, la oposición asegura tener las actas que demuestran un triunfo categórico y matemáticamente irreversible.

Tristemente, el protagonista de esta mala zarzuela sí tiene nombre y apellido: Nicolás Maduro. La lideresa inhabilitada es María Corina Machado.

Y los siete países son Argentina, Chile, Costa Rica, Perú, Panamá, República Dominicana y Uruguay, algunos de los cuales cuestionaron el resultado y solicitaron una reunión urgente del Consejo permanente de la OEA en Washington. Panamá ya había suspendido relaciones.

El joven presidente de Chile, Gabriel Boric dio quizás la mejor lección de democracia a otros líderes veteranos de la región que se han mantenido callados.

“No hemos hecho más que sostener lo que queremos correcto: que los resultados de la elección sean transparentes y verificables por veedores no comprometidos con el actual gobierno mediante la publicación íntegra de las actas… esperamos que la voluntad del pueblo venezolano sea respetada”. Venezuela respondió expulsando a la misión chilena.

Estados Unidos, la Unión Europea y la OEA, entre otros, se han sumado a ese llamado de transparencia. Sólo China, Rusia, Irán y Bolivia felicitaron a Maduro por su “victoria” electoral.

Al momento de escribir estas líneas la situación en Venezuela es de alta volatilidad. Miles de manifestantes siguen en las calles y las protestas son generalizadas. Han sido derrumbadas las estatuas de Hugo Chávez y aunque no se ha convocado a un paro nacional, Venezuela vive un momento de parálisis.

Maduro, el protagonista de la opereta,

comparó la situación en Venezuela con la película El Exorcista. “Yo la vi una sola vez en mi vida, terrible, no me gustó”, dijo Maduro en el Palacio de Miraflores, rodeado de dos de sus colaboradores con rostro pálido.

Posiblemente a Maduro no le gustó la cinta, porque se sintió aludido cuando el demonio es obligado a renunciar al cuerpo del personaje de Linda Blair. Y es que la mejor manera de exorcizar al demonio de la autocracia es la democracia. Y eso debe tenerlo verdaderamente aterrorizado.

If we were to strip the name and surname of the protagonist of the following production, you would conclude that it is a tragicomedy, worthy of a third-rate theater, in a banana republic.

In the first act of this production, the local autocrat, a former bus driver, turned “strongman,” disqualifies the main opposition leader from participating in the presidential elections.

In the second act, the local tyrant is proclaimed by a chorus of unconditional supporters as the winner of the elections, without fulfilling his obligation to present the corresponding electoral records.

In the third act, the local despot harasses the protesters and suspends diplomatic relations with seven neighboring countries that dared to question the outcome of this fifth-rate operetta.

As a finale, the opposition claims to have the minutes that prove a categorical and mathematically irreversible victory.

Sadly, the protagonist of this bad zarzuela does have a name and surname: Nicolás Maduro. The disqualified leader is María Corina Machado.

And the seven countries are Argentina, Chile, Costa Rica, Peru, Panama, the Dominican Republic and Uruguay, some of which questioned the result and requested an urgent meeting of the Permanent Council of the OAS in Washington. Panama had already suspended relations.

The young president of Chile, Gabriel Boric, gave perhaps the best lesson in democracy to other veteran leaders of the region who have remained silent.

“We have done nothing more than support what we want to be correct: that the results of the election be transparent and verifiable by observers not committed to the current government through the full publication of the minutes… we hope that the will of the Venezuelan people is respected.” Venezuela responded by expelling the Chilean mission.

The United States, the European Union and the OAS, among others, have joined this call for transparency. Only China, Russia, Iran and Bolivia congratulated Maduro on his electoral “victory.”

At the time of writing these lines, the situation in Venezuela is highly volatile. Thousands of protesters are still in the streets and protests are widespread. Statues of Hugo Chavez have been torn down and although a national strike has not been called, Venezuela is experiencing a moment of paralysis.

Maduro, the protagonist of the operetta, compared the situation in Venezuela to the film The Exorcist. “I saw it only once in my life, terrible, I didn’t like it,” said Maduro in the Miraflores Palace, surrounded by two of his collaborators with pale faces.

Possibly Maduro did not like the film, because he felt alluded to when the demon is forced to give up the body of Linda Blair’s character. And the best way to exorcise the demon of autocracy is democracy. And that must have him truly terrified.

CALIFORNIA AGREGÓ EL KINDERGARTEN DE TRANSICIÓN

Michelle Galindo, una madre del Distrito Unificado de Chula Vista al sur de San Diego, dijo que al principio dudaba en enviar a su hijo Roberto a TK. Este había oído informes de niños que lloraban y de maestros sin experiencia, y los niños de 4 años parecían demasiado pequeños para ir a la escuela.

Pero resultó que conocía a la maestra y confiaba en ella. Su hijo prosperó en el programa, ganó independencia, hizo amigos y aprendió.

Los distritos más ricos tardan en abrir jardines de infancia de transición

Hay algunas teorías que explican el porcentaje estancado de matriculación en conocimientos tradicionales. Una es que no todos los distritos lo ofrecen todavía. Los distritos conocidos como distritos de “ayuda básica” han tardado en abrir programas de conocimientos tradicionales y algunos ni siquiera los ofrecen. Los distritos de ayuda básica suelen ser distritos ricos que optan por no recibir financiación estatal porque recaudan más dinero a través de impuestos locales a la propiedad. Por eso, no pueden obtener financiación estatal para impartir clases de TK.

El condado de Marin alberga varios distritos de ayuda básica que se han quedado atrás en la apertura de programas de TK. El Distrito Escolar LarkspurCorte Madera no ofrece TK en absoluto, diciendo que no puede permitírselo sin la ayuda estatal. La escuela primaria Ross tampoco ofrece TK. El resultado es que Marin tiene una de las tasas de inscripción en TK más bajas de California, a pesar de

Preescolar versus Kindergarten de transición

Ericka Hill, una madre de Los Ángeles, dijo que su hijo estaba en un salón de clases mixto de Kindergarten y TK, con un maestro sustituto durante la mitad del año. El sustituto tenía poca experiencia en educación infantil y les daba a los niños hojas de trabajo para que se las llevaran a casa todas las noches.

The overall number of 4-year-olds in transitional kindergarten has increased. But as the program is being phased in, the percentage of eligible children enrolling has dropped.

Earlierthis month, Gov. Gavin Newsom touted the success of California’ transitional kindergarten expansion, saying enrollment in the $2.7 billion program had doubled over the past two years. His comments echoed those of State Superintendent of Public Instruction Tony Thurmond, who called the numbers “exciting.”

They both pointed to new data showing that enrollment in the free program for 4-year-olds had gone from 75,000 two years ago to 151,000 last year — a significant recovery after steep declines during the pandemic.

But while the overall numbers are up, the percentage of eligible 4-year-olds enrolled in TK actually fell. As the TK age cut-off widens, the number of eligible children has more than doubled — but the percentage of students who are enrolled dropped between 4 to 7 percentage points between the 2021-22 and 2023-24 school years, depending on how the number of eligible children is calculated.

CalMatters used two approaches to estimate the percent of eligible TK students enrolled: using kindergarten enrollment the same year as a proxy and using general population projections from the Department of Finance. Both approaches show the same trend.

Department of Education spokesperson Elizabeth Sanders said the department uses a method from the Finance Department to calculate the percentage of eligible students in TK but did not provide specifics.

“The trends we see in the percentages of eligible students whose families are enrolling in TK mirror the trends described by (CalMatters’) data set,” she said. “As we expand the number of students and families eligible, we expect the percentage of families who choose to participate to hover around 70% and to increase following full implementation.”

Sanders pointed to the growing number of children attending TK as a hopeful sign for the program, which is intended to boost academic achievement and social skills and prepare students for the rigors of elementary school.

“The fact that we have doubled the number of individual students participating in the program during these implementation years makes us very proud,” Sanders said. TK advocates said the increased numbers alone are worth celebrating, and they expect the percentage to inch upward over time.

“This is great, this is what we want to see. It shows that schools are building back trust,” said Patricia Lozano, executive director of Early Edge California, which advocates for early childhood education. “TK is a great option for families, but it’s good for kids, too. Kids need to be around other kids.”

Transitional kindergarten was never meant to be an exclusive early childhood service for families; it’s intended to be one option among several the state offers, Lozano said. So any increase in participation is reason for hope.

Transitional kindergarten for all 4-year-olds

The state created transitional kindergarten in 2010, but it was limited mostly to larger districts and was open only to children whose birthdays fell between September and December. In 2021, Newsom expanded it so all 4-year-olds could eventually participate. Rolling out gradually, the eligibility window widens by a few months every year. In 2025-26, all 4-year-olds will be eligible and all districts except charters will be required to offer it.

Research has shown that TK and preschool have many benefits for children, including higher rates of graduation and employment, less criminal activity later in life and overall better health, while parents benefit economically from an extra year of free care for their children.

Transitional kindergarten is meant to be like preschool, a low-key environment where children spend most of their day playing and learning social skills. Typically, children learn to take turns and make friends, express themselves and regulate their emotions, count to 10 and recognize simple words, and learn fine motor skills such as holding a pencil. Unlike preschool, TK teachers are required to have credentials and, by 2025-26, extra units in early childhood education.

Michelle Galindo, a parent in Chula Vista Unified south of San Diego, said she was hesitant at first to send her son Roberto to TK. She’d heard reports of crying children and inexperienced teachers, and 4-year-olds seemed

too young for school.

But she happened to know the teacher and trusted her. Her son thrived in the program, gaining independence, making friends and learning.

“He’s so much more confident. He asks a lot of questions, is more responsible,” Galindo said. “When he got to kindergarten last year, he actually thought it was too easy. The teacher said he was a full year ahead. I’m really glad we sent him to TK.”

Wealthier districts slow to open transitional kindergarten

There are a few theories explaining the stagnant percentage of TK enrollment. One is that not all districts are offering it yet. Districts known as “basic aid” districts have been slow to open TK programs, and some aren’t offering it at all. Basic aid districts are typically wealthy districts that opt out of state funding because they collect more money through local property taxes. Because of that, they can’t get state funding to operate TK classes. Marin County is home to several basic aid districts that have lagged in opening TK programs. Larkspur-Corte Madera School District isn’t offering TK at all, saying it can’t afford to without state help. Ross Elementary doesn’t offer TK, either. The result is that Marin has one of the lowest TK enrollment rates in California, even though the county has pockets of low-income families who would benefit from the free service.

“Everyone thinks TK is a good idea, but for basic aid districts, it’s an unfunded mandate,” said Marin County Superintendent of Schools John A. Carroll. “It’s taken a while, but we’re getting there. Most have now gotten on board.”

But as eligibility expands, the percent enrolled fell near pandemic lows

CalMatters used two approaches to estimate the percent of eligible TK students enrolled. One uses kindergarten class size the same year as a proxy, and the other

uses 4-year-old population projections. Both were adjusted for the share of eligible birthdays for TK each year. San Francisco Unified also has one of the state’s lowest TK enrollments, with more than four times as many kindergartners as TK students. Statewide, there were 2.4 kindergartners for every TK student last year. San Francisco’s low numbers are partly due to the extensive preschool program the district already offers. They’re also due in part to a steady decline in the number of children living in San Francisco, as parents leave for less expensive locales, said district spokeswoman Laura Dudnick. Facilities have also been an obstacle for school districts. Districts must find space for new TK classrooms, which in fast-growing parts of the state has been difficult. Preschool vs. transitional kindergarten

Another hurdle to TK enrollment is preschool. In addition to private preschools and federally funded Head Start programs, California offers free preschool to lowincome families. Some parents said they prefer to keep their children in preschool because it’s convenient or they like the program.

Roslyn Broadnax, a parent in South Los Angeles, said she distrusts the state’s push for TK, fearing that TK will siphon resources from state-funded preschools, which in many cases are long-established, trusted parts of communities.

“The existing preschool system has served low-income kids, kids of color very well,” said Broadnax, who works for Cadre-LA, a nonprofit that advocates for parents in South Los Angeles. “If there’s little difference between preschool and TK, why should a parent move their child to TK? It doesn’t make a lot of sense.”

A new report from UC Berkeley found that the TK expansion has had a damaging effect on state preschools and Head Start, as parents move their children out of those programs. Although the overall number of 3and 4-year-olds enrolled in early childhood education programs has increased slightly, Head Start centers in California have lost 43,000 preschoolers, while state preschools have lost 9,000 4-year-olds since the TK expansion. The result has been shuttered classrooms, a scarcity of teachers and uncertain futures in what researchers called “pre-K deserts.”

“The real question is, are more families accessing prekindergarten overall? We can’t find evidence that they are,” said Bruce Fuller, an education professor at UC Berkeley and an author of the study. “To say that the TK enrollment has doubled relative to a year in which many preschool classrooms were closed (due to COVID) is disingenuous.”

Another hitch is that during the height of the COVID-19 pandemic, when most preschools closed, California guaranteed funding for them through 2025. Now, the state is paying for half-empty preschools across California and preschools have no incentive to recruit more families, according to the report.

The whole early education system in California is overly complex and confusing for parents, Fuller and his team said. They recommend a streamlined, consolidated system that delivers high-quality, play-based programs that are distributed equitably throughout the state.

Not enough qualified teachers

Staffing has been a challenge since the beginning of TK. While most school districts have been able to hire enough credentialed teachers, they’ve struggled to hire classroom assistants and teachers who have the extra credits in early childhood education that will be required by 2025-26. Schools reported a 12% vacancy rate for TK teaching assistants at the beginning of the 2022-23 school year, according to a recent report by the Learning Policy Institute.

Ericka Hill, a parent in Los Angeles, said her son was in a mixed kindergarten-TK classroom, with a substitute teacher for half the year. The substitute had little experience in early childhood education and gave the children worksheets to take home every night.

“I don’t think a 4-year-old should be sitting down at a desk. It needs to be age appropriate,” Hill said. “He was resistant to doing the work. It was difficult for all of us.”

San Diego, Los Angeles, Sonoma, Orange and Ventura counties have some of the highest rates of TK enrollment, thanks in part to extensive outreach to parents. Bus advertisements, billboards, online ads, and flyers at day care centers and preschools all helped bring in new families.

Garden Grove Unified, a mostly low-income district in northern Orange County, expanded its TK program so quickly, in fact, that it incurred hefty fines from the state for allegedly enrolling students who didn’t yet qualify and not meeting student-teacher ratios that the state set later. The district is fighting the penalties, but meanwhile nearly every child who’s eligible for TK is enrolled.

“We knew that our families would want to enroll as soon as possible,” said district spokesperson Abby Broyles. “We launched a marketing campaign to get the word out. … Our families have been thrilled with the high-quality TK they’ve received.”

CA GROUP FIGHTS STIGMA FOR MINORITY MENTAL HEALTH AWARENESS MONTH

is National Minority Mental Health Awareness Month, a time to raise awareness about the challenges ethnic and racial minorities face when it comes to mental health care.

The Food and Drug Administration says barriers include a lack of health insurance and less access to treatment.

Lisa Pion-Berlin, president and CEO of Parents Anonymous, which runs both the California and National Parent and Youth Helplines, said society must fight to eliminate the stigma around mental health.

"We don't talk about those things in their families, which may be tied to your cultural values," Pion-Berlin observed. "The history of oppression, where people say, 'If I express a problem, I'm seen as weak and as incapable.'"

She said 80% of callers to the California helpline are people of color. People can call or text the free helpline at 855-427-2736 to be connected with a trained counselor. Or you can live-chat through the websites, CAParentYouthHelpline. org or NationalParentYouthHelpline.org, 24/7. Parents Anonymous also offers free weekly support groups in California.

Sen. Alex Padilla, D-Calif., has called on the feds to finalize a rule proposed last year, requiring insurance companies nationwide to cover mental health and substance use disorders the same way they cover physical health.

Pion-Berlin argued many health plans are woefully inadequate, covering only a few therapy sessions. She added it can be hard to find a therapist who takes insurance because of extremely low reimbursement rates.

"They're saying two-thirds of the people actually experiencing mental health problems are not receiving any treatment, even though insurance companies claim that they have mental health coverage," Pion-Berlin noted.

Federal data show as of 2020, fewer than 50% of African American adults got care for mental health. And in 2018, Asian Americans were 60% less likely to receive mental health treatment than non-Hispanic whites.

August1 was National Poll Worker Recruitment Day - and county elections offices across California are staffing up. The event was established by the Election Assistance Commission in 2020 to combat a shortage of poll workers.

Kim Alexander, president and founder of the California Voter Foundation, said there are a number of ways to get involved.

"If you go online to HelpAmericaVote. gov, you can find out what opportunities are available in your area and what's expected, and also how much you will get paid if you step up to serve," she explained.

Each county will provide any training workers might need; check your county election website for details. Nonprofit websites such as Power the Polls can help you determine your eligibility. In addition, the Vet the Vote campaign has recruited 135,000 military veterans and their family members nationwide to work in the polls this year.

Alexander said in many states, you can be as young as sixteen and qualify to become a poll worker.

"If you're in high school, you can volunteer to work in your polling place and get paid. And if you are a bilingual speaker, you're really in demand in voting sites. We need to make sure we can provide bilingual access to voters who need it," she said.

LATINOS, RENTERS AND PRESIDENTIAL POLITICS COULD EXTEND L.A.’S LURCH TO THE POLITICAL LEFT

Demography, politics and the unintended consequences of civic reforms have pushed Los Angeles to the left, creating an electorate hostile to Republicans and shaping the prospects of candidates and causes this November and beyond.

That broad, historic trend may get an added boost this election cycle with the emergence of Vice President Kamala Harris as the presumed Democratic candidate for president.

For most of the 1900s, Los Angeles was solidly Republican, in part because its civic elite, including the owners of the Los Angeles Times, built the city as an anti-union counterpart to San Francisco. If San Francisco was a city of docks and labor — and Democrats — Los Angeles was one of suburbs and single-family homes — and Republicans.

That began to shift in the 1960s, but the city still retained enough of that legacy to elect Richard Riordan, a Republican, as its mayor in 1993. The conditions were right: The city had been through a riot in 1992, so Riordan’s slogan, “Tough Enough to Turn LA Around,” found purchase in a rattled electorate.

Rick Caruso’s attempt to replicate that strategy in 2022 fell well short, as the businessman-turned-politician was handily defeated by then-Congresswoman Karen Bass. Some of that was specific to the campaign: Bass was and is a likable personality and an experienced political leader. Caruso had no elected experience and registered as a Democrat just in time for the election, raising questions about opportunism.

Much of it also reflected deep, underlying shifts in the Los Angeles electorate — changes other big cities can expect, as Los Angeles charts future trends in demographics and politics.

The most significant, long-term change in the Los Angeles electorate is the one that the rest of California is beginning to experience and that the rest of the nation can expect in the coming years: Los Angeles has become a predominantly Latino city, and its political behavior increasingly reflects that.

“The single biggest thing,” said Bill Carrick, a veteran Democratic strategist and leading observer of LA politics, “is the growth in Latino voters.”

population and, increasingly, the lion’s share of the electorate, and they have tended to vote for Democrats. That trend — with smaller but significant growth in the number of Asian American voters and younger voters — has helped reshape the city’s political map, he said. Once reliably moderate, Republican areas of the San Fernando Valley now are solidly Democratic, leaving no significant base of Republican voters left in Los Angeles.

Recent private polling also proves the point. Two surveys conducted in recent weeks — and shared confidentially with me — asked Los Angeles voters to describe themselves politically. Nearly twothirds called themselves “strong Democrats” or leaning that way, compared to less than 20% who identified as Republican or leaning Republican.

Changes pulled Los Angeles voters left

Other forces are at work, too. Ten years ago, one of Los Angeles’ innumerable blue-ribbon commissions sized up the city and proposed a series of recommendations to arrest its “decline.”

The Los Angeles 2020 Commission’s recommendations, contained in its Time for Action report, were mostly ignored — deservedly, because most of the proposals were off the mark — but the city did adopt one. It shifted its election cycle from odd-numbered years to even-numbered years in order to coincide with state and federal elections and thus boost voter turnout.

That, too, was ill-advised in some respects. It has resulted in less focused news reporting on city elections, allowing local candidates to run with much less vetting. News organizations are forced to split their political coverage between state and federal races, with local contests receiving less attention than those at the top of the ticket.

ate — who votes and in what numbers — could determine some of the local races that voters will consider. The November ballot includes a closely watched contest for district attorney, for instance, as well as a proposed sales tax hike for homeless services.

The DA race may or may not play along partisan lines. Incumbent George Gascón will appeal to progressives — he styles himself as a progressive prosecutor — while his challenger, Nathan Hochman, is running as an independent but two years ago ran for California attorney general as a Republican. If the race shapes up in partisan terms, that gives Gascón an obvious edge in a very liberal electorate.

But Gascón has other difficulties, including widespread criticism of his management, reflected in his abysmal approval ratings. “He may be an exception to all this,” Carrick said.

Within the bigger turnout are more voters who might not have otherwise participated. Those so-called marginal voters tend to be busy working people, younger people, more often liberals than conservatives, so the voting pool has become more liberal.

Rick Jacobs, another shrewd analyst of Los Angeles politics, cited the change in the election calendar at the top of his list of reasons why the city’s electorate has shifted in recent years.

“It’s not a leftward tilt, so much as the new election calendar is more reflective of LA’s electorate,” he said.

Other changes are having an effect, too. Los Angeles has shifted from being a city of homeowners to one of renters. They tend to be younger, and their interests in communities and services are often different than those of older, more established homeowners.

The media landscape has changed as well. The Los Angeles Times, once a powerful force in shaping local races, has dwindled in circulation and influence. Carrick said its endorsements still matter, but “with fewer people who subscribe and even fewer who read the home edition,” its picks more often are helpful in supplementing candidate advertising than they are in reaching voters directly.

And Los Angeles no longer has much of a viable political center. Or, if it does, that center now exists somewhere between moderate Democrats and progressives. Mayor Bass would be a liberal in any big city other than LA; here, she is a moderate.

Impact of November elections

As fall elections approach, the elector-

More susceptible to the area’s leftward shift may be the proposed tax increase for the homeless. That proposal would replace an existing quarter-cent sales tax due to expire in 2017 with a permanent half-cent tax. It has qualified for the November ballot.

The tax hike enjoys broad — but not unanimous — support among city and county leaders and organizations. United Way is backing it, for example, BizFed, a group of employers, has come out against it.

Tax hikes are always a challenge, and supporters of the measure had worried that a dispirited electorate might not turn out for President Joe Biden, especially after his disastrous debate performance fueled doubts about his age and fitness for office.

That mood has shifted dramatically since Biden stepped out of the race and Harris, a popular figure in Los Angeles and among voters of color, assumed leadership of her party and its likely nomination.

That, Jacobs said, could boost progressive voter turnout and have implications up and down the ballot, including for the homeless services measure.

Every election brings nuances. Substance, Carrick noted, has a habit of getting in the way of trends.

But the long-term arc of Los Angeles politics is clear. Once an anchor of conservatism, it now is on the cutting edge of progressive politics. That is driven by issues, but also by the electorate itself.

Advocates say the California Public Utilities Commission’s 10-year-old promise to make the state’s cell phone service subsidy program available to undocumented immigrants could be fulfilled in November.

TheCalifornia Public Utilities Commission issued a proposed decision last week that all Californians should have access to a state cell phone service subsidy program, even if they don’t have a Social Security number or can’t immediately provide one.

Earlier this year, CalMatters reported that the LifeLine application still asks for Social Security numbers, even though the commission said in February it had implemented its 10-year-old decision to stop using them.

Five months later, while the application has not yet been updated, it could change as soon as late November, following a comment period and vote next month, said Ashley Salas, an attorney with the consumer group, The Utility Reform Network.

“This is really great news for all Californians because what they propose to do will not only benefit consumers without a Social Security number, but also benefit those with it,” Salas said.

That can include unhoused individuals who might have had their documents taken during an encampment sweep, people fleeing domestic violence, foster youth who don’t have their birth certificates, for example, said Lena Silver director of policy and administrative advocacy for Neighborhood Legal Services Los Angeles.

As CalMatters reported, advocates including the Utility Reform Network and the Neighborhood Legal Services of Los Angeles County raised concerns when they realized that, despite the commission stating that all Californians should have access to the program, that wasn’t the case. In reality, applicants without a Social Security number were still facing roadblocks 10 years after that decision.

Additionally, the decision proposes the use of True ID, an application applicants can use to verify their identity by taking a photograph of themselves.

Advocates for low income residents still have concerns that many low income undocumented or unhoused people will have trouble accessing unexpired government identification from their home countries. Aside from privacy concerns they have regarding the True ID app, advocates say Californians applying for the cell service subsidy will have trouble accessing a cellular device to use the app.

“Having a phone is so crucial to gaining access to all the other public benefits. The name speaks volumes. It’s a lifeline. If you don’t have a phone, it’s going to be really difficult to access WIC, CalFresh and other services,” Silver said.

Silver said the organization will continue to advocate for LifeLine to align itself with other major public benefits programs that are more flexible in what identification documents they accept.

People who have Social Security numbers would still be encouraged to provide that information, since it would unlock additional funds from the federal Lifeline program. The state fund would cover all costs for those who don’t have a Social Security number.

The state LifeLine program is funded by a monthly surcharge on existing telephone service. The program’s reported budget for fiscal year 2022-23 was $274.4 million.

Dear EarthTalk: Styrofoam is terrible for the environment and hard to recycle but still prevalent across the U.S. What’s being done to phase it out? -- Michael

Plasticfoam, better known under its brand name of Styrofoam, has been used for insulation, packaging and foodware (cups, takeout containers, etc.) for decades. Also known as expanded polystyrene, the foam is made from a carcinogenic chemical called styrene. The material remains prevalent today, especially in the food industry, as countless foodware products are still distributed globally.

The light weight and superior insulating ability of plastic foam makes it a convenient resource for the transportation of goods, but it is also a serious threat to many natural habitats. It can break apart and get picked up by the wind very easily, causing it to disperse rapidly across all kinds of landscapes. In 2022, the International Coastal Cleanup program picked up over 8.7 million plastic foam food containers globally, making it the seventh most common item collected that year. Seals, seabirds and fish tend to mistake the foam for food and eat it, often poisoning them due to the toxic chemicals in the foam. Styrofoam also cannot be properly recycled, though many people recycle it by mistake. As a result, it contaminates recycling efforts, making it more expensive to salvage than to simply manufacture new. The toxic chemicals that are coated on many foams may even harm people, and especially children.

Many governments around the world have taken measures to mitigate the risks. At present, 15 countries, 12 U.S. states and dozens of U.S. cities have banned the sale or distribution of plastic foam in food service establishments. Many citizens have also led successful anti-Styrofoam

campaigns by contacting elected officials and educating the public about the benefits of alternatives. Major U.S. efforts to support a transition away from Styrofoam have also been made by organizations such as the Department of Environmental Conservation and Environment America. These efforts include enforcement of bans and education to assist food providers in finding new, affordable alternatives. Some exceptions are allowed for the use of plastic foam with mutual aid organizations and nonprofits who need cheap materials, but these communities have otherwise proven that we can run communities without using Styrofoam.

To assist in efforts to ban plastic foam, start by researching the status of plastic foam laws in your city, state or local community. Effective ways to implement Styrofoam bans include promoting alternative food containers, and bringing your own reus-

La evolución del ser humano y del planeta está por suceder. Antes que lleguen los tan ansiados mil años de paz, que anuncian las sagradas escrituras, han de ocurrir acontecimientos impactantes, la Virgen advierte sobre una guerra peor y más mortífera que las dos guerras mundiales del siglo pasado. También advierte sobre sequías intensas, el deshielo de los polos, y un asteroide que hará impacto en el centro/norte del Océano Atlántico. Grandes terremotos y tempestades, han de ocurrir según los mensajes proféticos, pestes y calamidades se extenderán por todo el mundo. Quizá así el ser humano, se dé cuenta por fin de qué es lo más valioso en la vida. Lo cual no tiene un valor monetario, porque no se puede comprar. Tanto en Fátima, Medjugorje y Garabandal, el mensaje es el mismo. La gente debe acercarse a Dios. No es tan difícil estar en paz con el Creador, no le haga daño a ninguna persona, a ningún animal, ni a la vegetación, ni a ningún ser viviente.

La historia de la Virgen de Garabandal inicia un 18 de junio de 1961, en una pequeña aldea llamada San Sebastián de Garabandal, en la provincia de Cantabria, al norte de España. Ese sitio fue testigo de las apariciones milagrosas de la Santísima Virgen María. En ese mismo año, millares de personas devotas, acudieron a presenciar las maravillas en aquella pequeña aldea de trescientos habitantes.

En las primicias de la tarde del domingo 18 de junio de 1961, cuatro niñas afirmaron haber visto la aparición de un Ángel, San Miguel Arcángel, quien les anunciaba la próxima y gloriosa aparición de la Madre

del Redentor en un pinar en las afueras de la aldea. Las niñas eran: Conchita González, Mari Cruz González, Jacinta González y Mari Loli Mazón. Durante el otoño de ese mismo año, las cuatro videntes dieron a conocer al mundo un mensaje trascendental dictado por Nuestra Señora:

"Hay que hacer muchos sacrificios y mucha penitencia, y tenemos que visitar mucho al Santísimo, pero antes tenemos que ser muy buenos. Y si no lo hacemos vendrá un castigo. Ya se está llenando la copa, y si no cambiamos vendrá un castigo"

Entre los mensajes que recibió Conchita González la principal vidente de estos acontecimientos, afirma que la Virgen le reveló que solamente reinarían cuatro Papas más a partir de Paulo VI, y que después vendría un final, no el final del mundo sino el final de nuestra era. Durante las apariciones sucedieron milagros en la aldea, como el de un ciego que recuperó la vista y un niño paralítico pudo caminar. RACIAL GAPS PERSIST FOR MONTANA'S INDIGENOUS FOSTER CARE YOUTH

Newresearch shows Indigenous youth comprise more than a third of the children in Montana's foster care system, despite making up a far smaller segment of the state's overall population.

Researchers said addressing the problem is challenging. Data from the National Center for Juvenile Justice show the number of Indigenous youth comprise 30% of the children in foster care, despite making up just 10% of the Montana population.

Deana Around Him, Indigenous children, youth and families researcher for the organization Child Trends and citizen of the Cherokee Nation, said a combination of factors is driving the disparity, but it often comes down to a lack of child oversight.

"Child neglect can lead a family to be engaged with the child welfare system and result in a child being removed from a home," Around Him explained. "We wonder if that is more of a question about the resources available to families and if the solution should be different than removal."

Around Him acknowledged solutions have been hard to achieve in Montana but researchers are exploring kinship and other family-based support systems that have shown hints of success in the past. A 10-year data analysis by the Montana Free Press showed Native children are placed in foster care at roughly five times the rate of white children.

The Juvenile Justice data showed Native American children in Montana far outpace any other racial group in the child welfare system. Around Him noted in addition to family-based solutions, making resources available to struggling families is also important so they can make what would seem like easy decisions.

"Getting a job may not be so simple as like 'yes, take the job'" Around Him asserted. "Because it offers greater income for your family but if taking that job requires you to find child care, and if there's limited child care available in the community, who are you leaving our child with?"

There has been a national effort in recent years to keep children in their home when it's safe to do so but despite those efforts, the number of Indigenous children in the Montana foster care system has continued to grow.

“Lo que saqué de ello para utilizarlo en mi trabajo de jardinería era lo mucho que realmente importa dedicar un poco más de tiempo y atención a cada estudiante”, continuó. “Por ejemplo, había un alumno que adoraba las carreras y competiciones, así que le ayudé a hacer sus tareas de matemáticas como una especie de carrera conmigo. Mediante #CalifornianForAll College Corps, cada año más de 3,000 estudiantes como Jauregui reducen la deuda universitaria y ayudan a sus comunidades mientras ganan hasta $10,000 por desempeñar tareas durante 450 horas en organizaciones centradas en la educación K-12, la acción climática o la inestabilidad alimentaria.

California fue el primer estado en crear un cuerpo de servicio basado en la universidad como este; desde entonces, Iowa y Minnesota han lanzado un programa parecido de

Este año, Jauregui acabará su servicio como becario de College Corps de UC Riverside centrado en la acción climática, principalmente “limpiando, desmalezando y plantando para hacer nuevos jardines y restaurar los viejos en todo el campus para hacerlos más ecológicos; por ejemplo, con más hierbas autóctonas y herramientas de ahorro de agua”, explicó.

“En cuanto a mi carrera profesional, quiero ser botánico, pero ahora se ha convertido en una misión mucho más personal”, dijo Jauregui.

“Me gustaría hacer investigaciones como profesor”, explicó. “Mientras me preparo ahora para postularme para el posgrado, estoy trabajando en un laboratorio en el campus extrayendo ADN vegetal de las mismas hierbas que trato en la jardinería, y en el laboratorio realizo pruebas en compuestos para protegerlas de plagas y enfermedades… Ahora mis metas se solapan claramente como becario de la acción climática, tanto para poder alimentar a la gente como para facultarla para que cultive sus propios alimentos”.

“Al terminar este verano también estoy a punto de graduarme”, agregó, “y estoy pensando en cómo, cuando yo crecía como mexicano-americano, muchas de las personas más vulnerables al cambio climático eran también las más invisibles entre quienes tomaban medidas contra el cambio climático”. HOW IS AI THREATENING ETHNIC VOTERS?

As AI grows more complex and prevalent, ethnic voters face an election landscape where the difference between real and artificial news is ever-harder to gauge.

Ata Friday, July 12 Ethnic Media Services briefing, digital media transparency and political watchdog experts monitoring the rise of AIgenerated disinformation discussed prospective challenges to ethnic voters in this year’s national and local elections, and suggested policy and initiatives to fight the issue.

AI disinformation

As the November U.S. election nears, online disinformation “is a very real problem, turbocharged by AI, that is emerging in our democracy, literally by the day,” said Jonathan Mehta Stein, executive director of California Common Cause, a nonprofit watchdog agency.

“These threats are not theoretical,” he continued. “We’ve seen elections impacted by AI deepfakes and disinformation in Bangladesh, Slovakia, Argentina, Pakistan and India. Here, before the primary, there was a fake Joe Biden robocall in New Hampshire telling Democratic voters not to vote.”

Last week, the U.S. Justice Department also disrupted a Russian disinformation campaign involving nearly 1,000 AI-generated social media bot profiles promoting Russian government aims on X while posing as Americans throughout the country.

Additionally entire AI-generated local news websites are emerging for the purposes of Russian-led disinformation, among them D.C. Weekly, the New York News Daily, the Chicago Chronicle and the Miami Chronicle.

“India is a good example of what could happen in the US if we don’t educate ourselves,” Stein said. “As Indian voters are bombarded with millions of deep fakes and candidates have begun to embrace them. It’s created this arms race where some candidates are using deep-fake images of themselves and their opponents, and the candidates who don’t want to use them feel they have to in order to keep up.”

As the problem, worsens, many social media platforms are ignoring it.

Meta has made some of its factchecking features optional, while Twitter has stopped the software it used to identified organized disinformation campaigns. YouTube, Meta and X have stopped labeling or removing posts that promote false claims of a stolen 2020 presidential election. All of these platforms have laid off large swathes of their misinformation and civic integrity teams.

“Real news is the answer to fake news,” said Stein. “We’re in an era of double-checking political news. If you see an image or video that helps one political party or candidate too much, get off social media and see if it’s being reported … Before you share a video of Joe Biden falling down the stairs of Air Force One, for example, see if it’s being reported or debunked by the AP, the New York Times, the Washington Post, or your trusted local media.

Challenges to communities of color

“In the last 12 months, we documented over 600 pieces of disinformation across all major Chineselanguage social media. And the top two themes are supporting or deifying Trump, and attacking Biden and democratic policies,” said Jinxia Niu, program manager for Chinese digital engagement at nonprofit Chinese for Affirmative Action. “This year, AI disinformation presents this problem at a much faster speed.”

“The biggest challenge for our community to address it is that our in-language media often lacks the money and staff to fact-check information,” she explained. “In our immigrant and limited-English-speaking communities particularly, AI literacy is often close to zero. We’ve already seen scams on Chinese social media with fake AI influencers getting followers to buy fake products. Imagine how dangerous this would be with fake influencers misleading followers about how to vote.”

While most political disinformation in the Chinese diaspora community is directly translated from English social media, Niu said some original content being shared by right wing Chinese influencers include AIgenerated photos of former President Trump engaging with Black supporters, and AI-generated photos

President Biden by portraying his supporters as “crazy.”

“A huge challenge on the ground for the Asian American community is that this disinformation tends to circulate not only on social media, but is directly shared by influencers, friends and family through encrypted messaging apps,” she continued — most popularly WeChat for Chinese Americans, WhatsApp for Indian Americans and Signal for Korean and Japanese Americans.

“These private chats become like unregulated, uncensored public broadcasting that you can’t monitor or document due to well-intentioned data and privacy protections,” Niu explained. “It creates a perfect dilemma where it’s difficult, if not impossible, to intervene with fake and dangerous information.”

Solutions

“Nevertheless,” Niu continued, “We’re trying to do something about it through Piyaoba.org,” the first-ever fact-checking website for Chinese American communities. For example, this in-language resource “offers a smart chat box to send our latest fact-checks to followers in a Telegram chat group … But these solutions are not enough for the much bigger problem we face.”

“I think one of the biggest misperceptions about misinformation, is that the vast majority of it, violates social media platforms’ rules. Rather, it falls into a gray area of ‘misleading, but not technically untrue,’” said Brandon Silverman, former CEO and co-founder of content monitoring platform CrowdTangle, now owned by Meta.

“It’s the difference between saying that the moon is made of cheese and saying that some people are saying that the moon is made of cheese,” he added. “In that the gray area, it’s very hard for platforms to enforce anything as quickly that they can with the directly false information.”

Furthermore, the existence of AI-generated or foreign-controlled accounts “does not mean that they had a measurable or meaningful impact on a topic or election,” he explained. “One of the very goals of disinformation campaigns is ‘flooding the zone’ with so much untrustworthy content that people don’t know what to trust at all … There’s a balance we have to walk of being responsive, but also not playing into their hands by making them seem so powerful that nobody who knows to trust.”

On the policy level, Silverman said he supported taxes for some percent of the revenue generated by digital advertising on large platforms, to fund ethnic and community journalism at the local level.

He added that large organizations currently fighting AI disinformation include the Knight Foundation with its Election Hub of free and subsidized services for U.S. newsrooms covering federal, state and local 2024 elections; and the Brennan Center with the launch of Meedan, a nonprofit for anti-disinformation news-sharing software and initiatives.

“Rather than responding to individual content, we should think about the narratives that are being consistently pushed — not only by bots but real influencers — and how can we can push back against ones we know are false,” Silverman said.

Meta ha hecho que algunas de sus funciones de verificación de datos sean opcionales, mientras que Twitter ha detenido el software que utilizaba para identificar campañas de desinformación organizadas. YouTube, Meta y X han dejado de etiquetar o eliminar publicaciones que promuevan afirmaciones falsas sobre una elección presidencial de 2020 robada. Antes de compartir un vídeo de Joe Biden cayéndose por las escaleras del Air Force One, por ejemplo, compruebe si la AP, el New York Times, el Washington Post o sus medios locales de confianza lo han informado o desacreditado.

Desafíos para las comunidades de color

“En los últimos 12 meses, documentamos más de 600 piezas de desinformación en las principales redes sociales en idioma chino. Y los dos temas principales son

apoyar o deificar a Trump y atacar a Biden y las políticas democráticas”, dijo Jinxia Niu, gerente de programa para la participación digital china en la organización sin fines de lucro Chinese for Affirmative Action. "Este año, la desinformación de la IA presenta este problema a un ritmo mucho más rápido".

“El mayor desafío que enfrenta nuestra comunidad para abordarlo es que nuestros medios en otros idiomas a menudo carecen del dinero y del personal para verificar la información”, explicó. “En nuestras comunidades de inmigrantes y de habla limitada de inglés, en particular, la alfabetización en IA suele ser cercana a cero. Ya hemos visto estafas en las redes sociales chinas con influencers falsos de IA que consiguen que sus seguidores compren productos falsos. Imagínese lo peligroso que sería esto con personas influyentes falsas que engañan a sus seguidores sobre cómo votar”.

Si bien la mayor parte de la desinformación política en la comunidad de la diáspora china se traduce directamente de las redes sociales en inglés, Niu dijo que algunos contenidos originales compartidos por personas influyentes chinas de derecha incluyen fotografías generadas por inteligencia artificial del ex presidente Trump interactuando con partidarios negros y fotografías generadas por inteligencia artificial que atacan al presidente Biden al retratar a sus partidarios como "locos".

"Un gran desafío sobre el terreno para la comunidad asiático-estadounidense es que esta desinformación tiende a circular no sólo en las redes sociales, sino que es compartida directamente por personas influyentes, amigos y familiares a través de aplicaciones de mensajería cifradas", continuó, más popularmente WeChat para los estadounidenses de origen chino. , WhatsApp para estadounidenses de origen indio y Signal para estadounidenses de origen coreano y japonés.

"Estos chats privados se vuelven como transmisiones públicas no reguladas y sin censura que no se pueden monitorear ni documentar debido a protecciones de datos y privacidad bien intencionadas", explicó Niu. "Crea un dilema perfecto en el que es difícil, si no imposible, intervenir con información falsa y peligrosa".

Soluciones

“Sin embargo”, continuó Niu, “estamos tratando de hacer algo al respecto a través de Piyaoba.org”, el primer sitio web de verificación de datos para las comunidades chino-estadounidenses. Por ejemplo, este recurso en el idioma “ofrece un cuadro de chat inteligente para enviar nuestras últimas verificaciones de datos a los seguidores en un grupo de chat de Telegram... Pero estas soluciones no son suficientes para el problema mucho mayor que enfrentamos”.

“Creo que una de las mayores percepciones erróneas sobre la desinformación es que la gran mayoría de ella viola las reglas de las plataformas de redes sociales. Más bien, cae en un área gris de ‘engañoso, pero no técnicamente falso'”, dijo Brandon Silverman, ex director ejecutivo y cofundador de la plataforma de monitoreo de contenido CrowdTangle, ahora propiedad de Meta. “Es la diferencia entre decir que la luna está hecha de queso y decir que algunas personas dicen que la luna está hecha de queso”, añadió. "En esa zona gris, es muy difícil para las plataformas hacer cumplir algo tan rápido como pueden con información directamente falsa".

Además, la existencia de cuentas generadas por IA o controladas desde el extranjero "no significa que hayan tenido un impacto mensurable o significativo en un tema o elección", explicó. “Uno de los objetivos de las campañas de desinformación es ‘inundar la zona’ con tanto contenido no confiable que la gente no sepa en qué confiar… Hay un equilibrio que debemos alcanzar entre ser receptivos, pero también no hacerles el juego al hacerlos parecer tan poderosos que nadie que lo sepa puede confiar”.

A nivel político, Silverman dijo que apoyaba impuestos sobre un porcentaje de los ingresos generados por la publicidad digital en grandes plataformas, para financiar el periodismo étnico y comunitario a nivel local.

Añadió que las grandes organizaciones que actualmente luchan contra la desinformación sobre IA incluyen la Fundación Knight con su Centro Electoral de servicios gratuitos y subsidiados para las redacciones de EE. UU. que cubren las elecciones federales, estatales y locales de 2024; y el Centro Brennan con el lanzamiento de Meedan, una organización sin fines de lucro para iniciativas y software de intercambio de noticias contra la desinformación.

"En lugar de responder al contenido individual, deberíamos pensar en las narrativas que se impulsan constantemente, no sólo por los robots sino también por personas influyentes reales - y cómo podemos rechazar las que sabemos que son falsas", dijo Silverman.
