Some analysts even began to con sider the possibility that Biden would not present himself as a Democratic presidential candidate in the 2024 elections, and began to look for a successor for him, as the only way to stop the possibility of the return of Donald Trump to the White House. But less than 3 months before the November elections and 2 years be fore the presidential elections, Biden began to meet all the characteristics that define a "Comeback Kid", a po litical feat that begins to resemble Bill Clinton's triumphant return from total adversity after his political trial, to lat er win the 1996 presidential election. In the span of a few weeks, the pic ture looks very different: Inflation was zero in July, the price of a gal lon of gasoline fell to less than $4 a gallon, Wall Street recovers, and the Democrats managed to pass by themselves the Inflation Reduc tion Act that will result in millions of green jobs, lower energy costs, the extension of Obamacare until 2025 and the renegotiation of the price of medicines under the Medicare pro Earlier,gram. Democrats joined Republi cans in passing bipartisan gun leg islation, the first passed in more than 30 years, the Chips Bill to incentivize microprocessor production, and the Pact Act to give a well-deserved support and medical coverage for war veterans. It is true that Biden's popularity re mains low, but the president is al ready planning a tour of more than 20 states in the country to show voters that at almost 80 years old he can be a "Comeback Kid", despite adversity, we can all accomplish a similar feat with our lives. The phrase “it ain't over, 'til it's over,” attributed to American baseball leg end Yogi Berra, encapsulates a per sonal philosophy rooted in American culture: never give up in adversity because you just might, with effort or luck, change things in your favor. Of course it is not a question of a unique or exclusive idea of the North American culture. In Britain, the legendary Prime Minister Winston Churchill, a man universally recog nized for his gift of leadership and for his shrewd rhetoric, once said: "I do not intend to be buried until I am Anddead."this is all to the point because just a few weeks ago, a host of politi cal analysts had pretty much written President Joe Biden's political epi taph, arguing bad economic news, inflation, gas prices, lack of legisla tive progress, low popularity and much more.

Crow advised parents to ensure the county MediCal office has a current address on file, so no one loses coverage. The state held off on sending out annual renewal notices during COVID, but that will change once the pandemic state of emergency is lifted.
The program has been wildly successful. As of 2020, just 3.6% of kids in the Golden State were uninsured. Medi-Cal and CHIP serve almost 5.5 million children in the state.
"The change would allow children to be continu ously enrolled in Medi-Cal until their fifth birthday," she said, "so they wouldn't have to do those an nual renewals as under the previous policy."
Sarah Crow, First 5's managing director, said the program's biggest flaw is that too few doctors ac cept Medi-Cal, resulting in long wait times to see existing providers. "We have too few providers that accept Medi-Cal because of very low payment rates that are of fered to the MediCal program," she said, "so that's where the program suffers."
This month marks the 25th anniversary of the Children's Health Insurance Program, known as CHIP, which in California is part of Medi-Cal.

Guaranteed income became a lifeline for recipients like Annette, a mother of two studying elementary education and hopes to one day own her own day care "Ifcenter.Iwere able to sit down with our coun try's leaders, I would tell them how im portant a program like the trust is. "The money has helped me in pursuing a better future for me and my kids and allows me to do things that I wasn't really able to before-like going back to school. graduating is not always enough to guarantee financial success later in life. Black students, especially Black women, are still more likely to face discrimination in higher education, have student loan debt and earn less than their white male coworkers. U.S. racial and gen der wealth gaps were further exacerbat ed by the pandemic. However, researchers have found that education gaps are tightly correlated with low-income areas in a self-sustaining cy cle, with schools and children both lacking the resources they need to achieve aca Ademically.federal guaranteed income program would mitigate these economic barriers caused by systemic racism and sexism, and lift up entire communities. Recipients would have less financial stress, more control over where they live and work, and more money for tuition, tutors and school supplies. Monthly unrestricted payments would empower low-income Black moms to prioritize education and prepare their children for long-term success. As the pandemic continues to widen educational disparities, a federal investment in lowincome families would reduce education gaps across the country. Unrestricted guaranteed income pay ments do more than just help families pay the bills; the stability they provide reverber ates to the future. For single mom Chephi rah, one year of guaranteed income broke decades of generational cycles of poverty. "[Guaranteed income] has helped me cover my monthly bills, and pay for things like my daughter's school books," she said. "My hope for her right now is to be the first one in our family to graduate from high school-my brothers and I all left school early. I want her to have a real high school diploma, not a GED. I want her to go to col lege, and to just know that whatever she wants to strive for, I'm gonna be right there behind her to support her 100 percent. "You know, where I'm from, you just don't have that much hope. So seeing my daughter succeed and be motivated re ally inspires me." After another school year impacted by the COVID pandemic, the longterm effects of educational dis ruptions are increasingly visible. Years of increased stress, financial burdens, and virtual schooling have affected children as well as adults: Test scores have fallen, rates of behavioral issues and absenteeism are up, and students are struggling to maintain their mental health and social skills. These effects manifest disproportionately in Black and brown families. While stu dents in majority-white schools are start ing to recover to pre-pandemic success rates, students in majority-Black schools remain five months behind pre-pandemic math and reading levels-leaving them a full 12 months behind their peers in major ity-white schools. This widening education gap is a devas tating sign that many Black children will continue to be marginalized by structural racism and classism throughout their lives. Women of color, particularly Black women, already disproportionately face systemic barriers in higher education and attaining high-paying jobs. The increased learning gap will only broaden those dis Forparities.low-income families, this education gap is particularly dire. After the expanded child tax credit (CTC) expired in January, the childhood poverty rate rose from 12% to 17%, and soared to more than 23% for Latino children and 25% for Black children. Low-income parents across the country are now struggling to provide for their families and support their children's edu cation. For example, essential worker Johnnie was forced to leave her job dur ing the pandemic to care for her daughter, highlighting some of the unique challeng es low-income working moms face: "During the pandemic, it was really hard for me because it was mandatory for me to go to work, but then my daughter was home from school and I didn't have any one to be there to help her. I ended up leaving my job because it was not safe and my daughter was not able to continue with school without my help. I didn't have any options, so I had to quit my job to help my baby. I want her to have an education and I couldn't let her fall behind." And regardless of the pandemic, many employers devalue and ignore challenges employed mothers face. Guaranteed in come recipient Sequaya was forced to choose between her job and her daugh ter's "Whensafety:school started back up this fall, I had to leave the warehouse job because there was no one to help my daughter get to and from her own school. They wanted me to work 12-hour shifts, and there's just no way to do that when you have a little kid who needs to get on and off the bus around a normal school day. I tried to get my manager to help me work around it, but he wouldn't budge. I had to be at work at 5 a.m. and her bus doesn't come until 7 a.m., and you know what he said? He said to just leave her outside and let her wait. He told me that twice. He said I had to make a decision, and so I did. I left. Mother hood comes first. But that experience hurt, even though I know I did the right thing and walked away with a smile." Both Johnnie and Sequaya were forced to make difficult decisions to prevent their children from falling behind in school. But most low-income families don't have that option. As Magnolia Mother's Trust (MMT) guaranteed income recipients, Johnnie and Sequaya had the financial ability to leave their jobs and support their chil dren's Guaranteededucation.income is a transformational economic justice policy that involves pro viding monthly payments to specific mar ginalized groups. Based in Jackson, Miss., MMT provides Black mothers living in extreme poverty $1,000 per month for a year. Even just a year of receiving consis tent and unrestricted payments enables the recipients to escape cycles of debt and poverty and prioritize the long-term needs of their children. The success of the Magnolia Mother's Trust, which is now in its fourth cohort, demonstrates guaranteed income's farreaching effects on low-income families and Aftercommunities.oneyearof receiving monthly pay

GUARANTEED INCOME HELPS PARENTS BOOST KIDS’ EDUCATION

Guaranteed income is one way to reduce some of the structural barriers low-income children face. Unrestricted payments allow can open up a wide range of opportuni ties. Once they had a stable source of in come, MMT moms were able to prioritize education-both their children's and their own. Sabrina could transfer her son to a school designed to help with his dyslexia, and Sherika no longer had to painstak ingly save up for school supplies.
• 83% were able to pay all their bills with out additional support, compared with just 27% before receiving guaranteed income. For many struggling families, access to education is a major expense. Even pub lic schools often have hidden costs for extracurriculars and advanced learning opportunities, and schools in low-income, predominately Black and brown areas are much more likely to be underfunded, un derstaffed and overpoliced.

Gov. Gavin Newsom on Wednesday August 10 nominated Guerrero, 50, to be chief justice of the California Supreme Court. Already the high court’s first Latina after her March swearing-in, Guerrero would also be the court’s first Latina chief justice.

It’s not a new problem. A CalMatters series last year found significant under-representation in many county courts — and four California coun ties with no Latino superior court judges, despite the fact that the counties’ populations were ma jority Latino.
Minsker, with Smart Justice California, called Ev ans’ nomination “a really big deal.” “She might be the only future Supreme Court justice that has direct experience working on po lice use-of-force cases,” Minsker said. “We need a California Supreme Court to counterbalance what’s happening at the U.S. Supreme Court, if we’re serious about protecting our rights.” Both nominees must be confirmed by the Com mission on Judicial Appointments, and Califor nia voters in November will be asked to confirm Guerrero for a 12-year term.
Newsom also nominated Alameda County Su perior Court Judge Kelli Evans to be an associate justice on the Supreme Court, to fill the expected vacancy created by Guerrero’s elevation to chief Evans,justice. 53, of Oakland, was raised by her grand mother in public housing and went on to attend Stanford and graduate from the UC Davis School of Law. A former civil rights attorney and civil divi sion attorney for the U.S. Department of Justice, she was also special assistant to the attorney general at the California Department of Justice from 2017 to 2019. Then she became Newsom’s chief deputy legal affairs secretary. Among her influences there, ac cording to the governor’s office: helping shape Newsom’s moratorium on capital punishment.
ENGLISH Gov. Gavin Newsom has nominated sitting Supreme Court justice Patricia Guerrero to be the high court’s chief justice. She would be the first Latina chief in a state where Latinos are under-represented on the bench.
Loera, the Vida en el Valle editor, recalled that one of the first Latino judges in the Central Valley, Ar mando Rodriguez, came home from World War II and earned a law degree, but found that no one in Fresno would rent him office space. He had to look more than 20 miles away, in Madera. “When any segment of the community feels they’re being overlooked, they don’t have a trust of the system,” Loera said. “Maybe the courts are ruling correctly 99% of the time, but it’s that per ception that does impact how people look at the Feelingsystem.”like part of the system requires that the system look like you, Torres said. “We don’t want to stop with the first of anything,” Torres said. “So many of our women are the firstof: the first on a city council, the first on a regula tory board, the first chief justice. “We want to celebrate these firsts, but make sure they’re not the last.”

NEWSOM NOMINATES A LATINA TO BE CALIFORNIA SUPREME COURT CHIEF JUSTICE , A FIRST Nigel CalMattersDuara In a state that doesn’t have many Latinas either sitting on the judicial bench or arguing cases before it, Patricia Guerrero would make history as chief justice on California’s highest court.
Juan Esparza Loera, editor of the Fresno Span ish-language newspaper Vida en el Valle, said he was surprised by Guerrero’s nomination to chief justice so soon after she was sworn in. But he’s happy he gets to write about another “first-in“I’vehistory.”been here 32 years, and it’s surprising to me that even in the year 2022, I’m still writing about firsts for Latinos,” Loera said. “I’ll be happy when I start writing about seconds and thirds.”
When trying to read the tea leaves on the next chief justice, handicappers look at the history of elevating sitting justices versus choosing some one entirely new. “The judge in my case doesn’t have to look like me, but it shouldn’t be true that there are no judges who look like me.”
A former lawyer in private practice, Guerrero was also a federal prosecutor before she became a judge in San Diego County Superior Court and, in 2017, became an appellate judge in California’s Fourth District Court of Appeal. She grew up in the Imperial Valley, and her parents were immi grants from Mexico, and graduated from Stan ford Law School. Newsom called her “a widely respected jurist with a formidable intellect and command of the law.” A colleague at her Fourth District confirma tion hearing in 2017 recalled how she finished a brief on her way to give birth to her son, and co ordinated filing the brief hours later.
David A. Carrillo, executive director of Berkeley Law’s California Constitution Center, said in an email that diversifying the court first became a priority under former Gov. Jerry Brown in the 1970s.
Minsker pointed to Tani Cantil-Sakauye, the sitting chief justice, who last month announced her plan to retire in January. Cantil-Sakauye was responsi ble for the judicial orders that closed courtrooms during the onset of the pandemic and instituted zero-dollar bail for some lower- level crimes. “She had a particular awareness of how difficult the legal system is for people with no resources,” Minsker said. “Rich people have fancy lawyers and get justice. Cantil-Sakauye tried to do some thing to address that.”
Race alone, of course, does not dictate how someone will rule on cases. Results from stud ies trying to tease out the link between race or ethnicity and judicial conduct have been mixed. A Yale study found that having Black judges made white judges adhere more closely to sentencing equity for both Black and white defendants. Cor nell Law School researchers found that judges, like everyone else, have implicit biases that can affect their rulings. And in a 2012 comparative study of white judges and judges of color, a Northwestern Univer sity law professor found that white judges were particularly more likely to dismiss cases involv ing plaintiffs of color than those involving white Butplaintiffs.the way individual judges rule on specific cases matters less than the perception of justice, said Helen Torres, CEO of Hispanas Organized for Political Equality. A 2016 study in Texas of Latino attitudes on jus tice after the appointment of Sonia Sotomayor to the U.S. Supreme Court found that Latinos were more aware and approving of the court after her “Theyappointment.hadmore confidence in the judiciary,” Tor res said. “It builds trust in the system that repre sents you.”

The numbers in 2022 remain grim for Latinos overall in California’s judiciary. More than 62% of all trial court judges are white, as are more than 70% of appellate court judges. Latinos, by contrast, make up just 12% of trial court judges and 7% of judges in the appellate court, though they make up 39% of the state.

From a plethora of wonderful noodle options to the Mexican/Central American fare, the booths along side the edges of Lands End and on the walk to Twin Peaks stages were busy and filled with great Myfood.top pick was Mamahuhu, a responsibly sourced Chinese-American restaurant in San Francisco who brought to Outside Lands Tomato Garlic Chow Mein, an extremely popular Sweet and Spicy Chicken Sandwich, and my personal favorite, a crispy and delicious Sweet and Sour Chicken plate which left me wanting more. So yes, I will be heading to Mamahuhu’s next time I’m near Clement street. Outside Lands came a mere 10 months after its special October iteration, and it felt like a treat get ting another one in less than a year, but after every weekend I am left happy, tired, full, and hopeful with the promise of next August’s group of artists and food options. So here we are again, post-OSL, just thinking of what next year’s lineup and opportuni ties for fun at Golden Gate Park.
Empress Of is one of those artists I came upon be cause the timing was right during the day, and was able to catch her wonderful, energetic set in the Sutro Stage located within Lindley Meadow. Her music can best be described as a mix of synth pop, electronica, R&B; and if you took these sounds and mixed them with the music video for “Maniac” from the movie Flashdance.
It was only 10 months ago that the special Hal loween version which took place on the spookiest weekend of the year brought out the costumes and permanently chilly weather. This year however it seemed like the warmest weekend to date for the Golden Gate Park festi val, with many a sunburn seen. Regardless, with enough hydration and time spent in the plentiful shade of the sweeping Monterey Cypress trees, this year’s festival was a nice return to what is ex pected out of an Outside Lands festival, with the beautiful natural sights, amazing food and drink options, laid back attitude, and of course the di verse range of sounds.
Music
The headliners were as follows: Green Day, Post Malone, SZA, Jack Harlow, Wee zer and Phoebe Bridgers. A good mix of the most popular acts around currently mixed in with the 90’s mainstays that continue to entertain on stages across the world. My highlights included Green Day, Post Malone, along with some smaller acts that helped round out the eclectic sounds you get from a weekend at Golden Gate Park. Green Day was incredible, might even say the set of the weekend. Of course it helps when you are one of the most popular rock bands from the last few decades, and are playing in your Bay Area home to thousands of people that can simultaneously belt out your lyrics, but I give the band the most credit for finely tuning a performance that had no dead air time, not one moment where they didn’t capti vate the audience at the Lands End stage.

Lorely Rodriguez is the Honduran-American singer, songwriter, and producer behind the sounds and lyrics of Empress Of, which kept the crowd at Sutro Stage active and interested, going from up-tempo love songs to crooning lo fi ballads, her take on pop music is wonderful and fused with retro vibes and the more recent power pop high energy. Surely a highlight for many and definitely someone to keep an eye Anotheron.memorable show was Thuy, a Vietnam ese-American Bay Area native who played much appreciated smooth modern R&B tracks on the Panhandle stage on Saturday. With a command ing, ethereal voice, Thuy blends modern R&B and pop sensibilities with an edge and is unmistakably rooted in her musical heroes growing up: the Brit ney’s, the Aguilera’s etc. In a bridging of Bay Area music solidarity, Thuy brought out special guest P-Lo, one of the modern mainstays of hyphy music, to rap his famous 2017 hit “Put Me On Something” to the roar of Thuy’s Evenaudience.without the energetic rap break, Thuy’s per formance was well worth catching, and a definite recommendation to stream when you’d like to hear the new wave of Bay Area R&B. The Eats The food is one of the main highlights at Outside Lands every year, and this year was no different in terms of options and deliciousness.
The warm mornings that burn off into cool crisp nights returned to festival goers this year as Outside Lands made its return to a more regularly scheduled August timeline.

OUTSIDE LANDS 2022: BACK TO WHAT MAKES IT UNIQUE AND BELOVED BAY AREA FESTIVAL A Look at Highlights of This Year’s Summer Music Icon

These are many of the words that will bring a nostalgic smile to the face of anyone who lis tened to rap music in the early part of the 21st century in Northern California. Hyphy music was part of the larger hyphy movement, which in it included street danc ing known as turfing, unlicensed car shows known as sideshows, and a dynamic view of art and politics.
We Were Hyphy will have its world premiere at Cinequest Film Festival on Saturday Au gust 20, with an encore on Sunday August 28. More information available at cinequest.org. So to start off, I was just curious to know what initially inspired you to want to tell this story about the hyphy movement? I grew up in the Bay Area, I grew up in Antioch and then went to SF State in San Francisco after, so I've lived in the Bay Area my whole life. I'm 33, so I was in high school going into the early 2000s, around the time when the hy phy movement was really taking off in the Bay Area. So, for me, it's always been a really fun, exciting, special time in my life, definitely. Also, it kind of coincided with my coming of age when I was becoming an adult. And I've just always held the music, the culture, the fashion, the cars, all that, I've always had that really close to me. So I knew one day, study ing film at SF State, I was like, "it might be cool, somehow to do some kind of movie that takes place during that era", because at that time, I was just planning on being, a narrative film maker, not documentary.
I was sitting on, like, ten terabytes of un watched footage, two years of filming - I kind of just put it off. But then with the pandemic, it's like I was just sitting in my house. It was re ally locked down, like you could barely go to the grocery store. So I was, like, sitting with all that footage, and I was like, "you know what, man? It's now or never, if you start off this now or it's not going to get done." So, it really kind of humbled me and centered me and got me to get to work. And then once the lockdown started open ing back up, we had a little bit more focus and knew exactly who we want to talk to and what we wanted to talk to them about. And then that final year of 2021, we just filmed the rest of the movie, and then I finished the edit, and then we basically wrapped it up early 2022. So it's like four years in the making. So could you tell me a bit about what the documentary entails? What is the connect ing thread to the story or what you're trying to tell here about the hyphy movement? For context, I think it's important to say this is one of many, many, many approaches to tell ing that story. The hyphy movement, I think it's a massive thing to cover and one movie is just not nearly enough. So I'd say this is one of many to come. I hope this excites people to tell their own version of the story or their own per spective because there's a lot. Each element of hyphy could be its own docu mentary series, like just side shows, just slang, just music, so it was hard to fit it all in. But I'd say what "We Were Hyphy" is about is it's hopefully like a good 101 to any people that maybe don't know anything about hyphy, people not from the Bay Area at that time. So we tried to really make it accessible for an outside audience. But then I hope for those from that area, from that generation, I hope it's a good nostalgic fun trip and look back and also maybe a little bit more of a deep dive into the certain parts of the culture. Like, if someone's really into cars, maybe they can learn a little bit more about the slang, the fashion, or the music. So it's supposed to be a nostalgic, fun trip for the old school cats and then, like, a good in troduction for the people outside. And I think what I really try to do with this was kind of make it for my generation of Bay Area natives. Specifically, like our age, where we were in high school, coming of age at that time. It's supposed to be kind of like a coming-ofage story for that generation of 'baydestrians', as they say, and come through that perspec tive. Then even for the more famous people, near the end of the movie it shows the passing of the torch from the E-40, Too Short, Mistah F.A.B., Keak generation to this new generation, like P-Lo, Kamaiyah, HBK, G-Eazy, all those guys. So it's kind of about the two generations kind of overlapping and how the old gen eration that created hyphy, like Mac Dre WE WERE HYPHY: NEW DOCUMENTARY CAPTURES THE SCARCELY HIGHLIGHTED SIGHTS AND SOUNDS OF THE BAY AREA’S EARLY 2000’S RAP SCENE
But once I got older and started working, I drifted more towards documentary. I always wanted to make a movie about the Bay Area and that time specifically because it was like a once a lifetime moment. I don't think there’s a lot of light shed on it, too. So that's the passion, I guess, where it came from. So in terms of how you get the ball rolling for this, how did you actually get that pro cess started? Who did you get involved and what was the timeline like? It was actually originally the producer, Jason O’Mahony, it was his idea. So we were working together at the time at an education company in the video department filming educational videos. He did not grow up in the Bay Area, but he's a big appreciator of cool stuff, especially if it's local. So I'd always share with him, like, Mac Dre songs and sideshow videos. I taught him all about it, and he was really fascinated by it. And one day he just approached me at work, he's like, "We should make a little short, just, like, documentary or just a short video piece about hyphy and put it on YouTube or some Andthing."I was like, "yeah, I'm down. That sounds good, man." So we were working the whole time, but after work and on weeknights and on weekends, we spent time just trying to reach out to people, figure out how to get this thing Andmade.it just started as a small little passion project. Then once we finally started meeting some people, like our first real big connec tion was Nump, the creator of the famous "I Got Grapes" song, and we met him, he kind of started introducing us to other people, and we met Mistah F.A.B., and that was an amaz ing Theninterview.westarted going to Oakland First Fridays with a camera, and we just started hanging out, filming people dancing and going down. And then we started meeting all the car guys, like Falcon Dave with the Falcon Boys. And he gave us a [video] download of the old school car culture, where the side shows kind of grew from, the original Oakland scene.
And then it just started snowballing, at a cer tain point, we were really picking up a lot of footage and started really developing the sto ry more because we were learning a lot about the hyphy movement. I felt like I was an expert on Bay Area hip hop and that era, but there's so much more to it than just the music side. It's like a whole cul tural movement. So I learned a lot and started doing research and it just kind of evolved at a certain point [to] where we should just try to make a feature with our own means. A lot of people volunteered their time behind and in front of the camera. Every interview is people them just agreeing to do it for free and volunteering. And then a lot of filmmakers and other artists contributed to the creating of the film. A big one was we met D-Ray and Gary Archer, who are Bay Area legends, and they were, like, a big part of the movement when it was going on. And D-Ray came on as an executive producer and she gave us a ton of guidance, but she also joined the team and gave us access to just thousands and thousands of photos from that Iera.think she might be the only photographer that was taking high quality pictures at that time because this is like right before the smart phone, kind of inaccessible. So whatever foot age of the hyphy movement is kind of just like Treal TV, like, Go Dumb USA and then, like, DRay's photos. It's really not that documented.
Director Laurence Madrigal talks about his personal journey to document the history of a musical and cultural movement with the help of those who experienced it
Director Laurence Madrigal, whose documentary We Were Hyphy is having its world premiere this year at Cinequest Film Festival in San Jose, CA.
I had read that the pandemic stopped your progress, could you talk about how that affected the project? We were really moving, and then we're really about to finish and had a lot of traction, and then covid hit, so we had to take kind of like a year off filming and we didn't know how long it would last. And then at that point, I hadn't started editing it yet, and I decided to jump in and start just going through the interviews and piece it to gether. And that was huge, I'm actually really glad I did that because that kind of redirected a lot of ways the story was going and gave me a lot more insight. I knew I wanted to edit the movie or at least do the basic editing myself because I just didn't know really where to go with it. Even if I was to work with an editor, I wouldn't really have a lot of direction to give them at first, but I think I was really intimidated to jump into it.
The sound of the Bay Area’s rap scene at that time was centralized within and around the borders of Oakland, San Francisco and San Jose to the South. Hyphy, a mesmerizing slang to “hyperactive”,be was a call to anyone that wanted to let loose in a hedonistic moment that would eventually be lost to time. It was a moment that is so easily defined by the artists, dance styles, fashion and political environment, but at the same time one that has never had its real time in the limelight of popular culture. That is until recently, when scholarly articles, reflections and now a full feature documenta ry want to exhume that moment in cultural his tory and give it its due diligence and analysis. Laurence “Larry” Madrigal is a lifelong Bay Area native who studied film at San Francis co State University and whose sonic palette was influenced greatly by hyphy music in his adolescence. His new documentary, We Were Hyphy examines the world that hyphy music shaped, from its legendary musical artists to the broader cultural effects that it brought to the Bay Area and beyond. We recently had the chance to talk to Larry about his own experiences with the hyphy movement, how it led to wanting to create a documentary about it, and how collaboration with those that lived and created the move ment allowed for it all to become a reality.

The era of hyphy was an event in time that is rarely discussed or documented. I feel like there is a need for this documentation of this slice of life of the Bay Area, so I do also hope that your documentary is a start to more documentation of the hyphy movement. It's a historical event, and I think it wasn't always looked at that way. It was like, “oh, they're just like crazy, jump ing out of cars” and stuff. It was a historical event that I think should be in the history books, just like the hippies and all that stuff in the sixties. Why would you recom mend that folks check out We Were Hyphy?
I think for me the reasoning behind why people should go check it out is right now at least in the mainstream film coverage of the Bay Area, like Netflix and major studio mov ies, I feel like there's a lot of coverage, a lot of stories that take place in Silicon Valley, we had The Dropout that came out last year, there's the show Silicon Valley. And I think hyphy is kind of a cool spotlight on a different Bay Area born culture that is contrastingly different than that and not a lot of people know about. But I think it can be really inviting and fun, and I think people will have a good time watching it and I think learn a lot more about a dif ferent side of the bay that's not typically covered in main stream media.

ENTERTAINMENTENGLISH and all those guys, in spired these young kids and now what they're doing now. So in the course of re searching for this documen tary, was there anything specific that was really sur prising finding out about? The big one was diving into the more academic analysis of the social and political cli mate at that time. And I give all that credit to Pendarvis Harshaw from KQED's Right nowish podcast. He's like in sanely knowledgeable and just grew up in Oakland at the time and just very present in that period, in this place in Oakland. And he just kind of woke us up to like, why things like the hyphy movement don't happen in a vacuum. There's a reason and kind of started unpeeling this kind of narrative or kind of story of [how] it was a reaction to an era. And then later on, as we continue making the movie, I was doing a ton of research while I was editing, just deep diving online and that kind of led me on a rabbit trail. I kind of like stumbled upon Dr. Andrea L.S. Moore's Disserta tion that she wrote in gradu ate school called 'How Hyphy Sparked a Social Movement'. Read the whole paper and then found her email address online, she's a professor at the Sac State, and just sent her a cold email, like, "Yo, I just read your paper. It was mind blowing. I'm a super huge fan of your work now and we're working on this documentary and are you interested in get ting Andinvolved?"sheresponded super, like, enthusiastic and was like, "of course, let's do this." And then we had an amazing in terview with her and she just been such a great resource. In front of the camera as an interview, but I just ask her questions and she's always down to hop on a call and she just has a deep knowledge of this subject. That whole div ing deeper than just the fun side was really fascinating and challenging and those two were a big part of that. Then on another note, I think just learning more about turf dancing and where it came from. So big shout out to the TURF FEINZ and Ice cold3000. Because they re ally were just super warm and inviting and invited us into their whole world and we were able to film some pretty, I'd say beautiful cinematog raphy with them and just learning the whole history of turfing in Oakland and what it stands for and [how] it was meant as a way of communi cating and kind of like spon taneity of emotions and stuff. As someone that has spent so much time involved in making a documentary about hyphy music, what would be some of your suggestions for someone that is not familiar with it, if they wanted to do a little research? I say start with just listening to the music. It all roots from the music. As Droopy in the [doc umentary] says, “hyphy was a reflection of the streets,” but the music is exactly that. Hy phy came from the streets, the music kind of document ed it and then it became like a soundtrack for the streets. So it's kind of like this circle. Start with Mac Dre. From my perspective, it kind of started with Mac Dre. Not just his music, but his whole persona and just like his interest in car culture and the way he acted and dressed. Trackademicks says in the movie, he's like "the personification of hyphy." So Mac Dre is a good start ing point. And then obviously E-40. I mean, he's the ambas sador of the Bay. He really helped bring that culture to the national level along with Too Short and "Blow the Whistle". So Mac Dre, E-40, Too Short, Mistah F.A.B. and Keak Da Sneak - those guys were like the young guys at the time, but they really ex panded it. I'd definitely check out Treal TV, the TV series. We were lucky to interview Thizz Na tion CEO Kilo Kurt, who was also one of Mac Dre's best friends, which was such a fascinating interview be cause learning more about Mac Dre as a person. But he also was like, "you can use some Treal TV footage." And I watched a ton of Treal TV when I was in high school because there was no social media. That was the closest thing we had, I think, to hyphy social media. So yeah, I'd say those things, but the music is a great start.

Para empezar, me gustaría saber ¿Qué fue lo que te inspiró inicialmente a querer contar esta historia sobre el movimiento hyphy? Pero espero que para los de esa zona, de esa generación, sea un buen viaje nostálgico y di vertido, y una mirada al pasado, y también una inmersión un poco más profunda en ciertas partes de la cultura. She identifies as African American, Mexi can, and Puerto Rican. He is Korean American but didn’t speak English until he was school age. They met and got married in Los Angeles and had four children who they are “raising intentionally” in a multicultural, multi racial, and multilingual home.
“I met Richard and we have children who are multiracial and I’m thinking: how are we going to make this better for them,” said Sonia, whose father is African American and whose mother is “GrowingMexican.up
At a time of increased political polarization and racial tension, Sonia and Richard Kang’s story offers an alternative narrative that is increas ingly becoming the norm in the United States.
That includes the US, where demographers predict that by 2045 non-Hispanic whites will no longer be the majority. “When people are intermarrying, it basically disarms the politics of polarization and divi sion,” Gest notes. “These relationships blur those boundaries. They don’t allow politicians and others to use fear mongering to divide us.”
The couple decided early on to raise their chil dren in a multi-lingual house. “We’ve called it ‘culture proofing our home,’ to safeguard their identity,” Sonia said. “We made sure that we brought in products, books, and movies, all that look like our family in an authentic way.”
Gest, author of the 2022 book “Majority Minor ity,” which looks at societies where dominant religious or racial groups lost their numerical advantage, says families like the Kangs are a “powerful way for people to overcome the di visive politics that take place in societies under going a lot of demographic change.”

CHUN AE GREELEY resides and is the owner of the single residence located at 3280 Mt. McKinley Drive, San Jose, CA 95127. This is the residence that houses the 10.Pitbull.SALISA GREELEY also resides at 3280 Mt. McKinley Drive, San Jose, CA 95127. 11. The Pitbull belonging to both Defendants and has a known propensity for violent attacks against other animals and people. 12. Plaintiff SAM NGUYEN is the owner of two little dogs the breed of which is 13.Chihuahua.Onorabout April 16, 2021, Plaintiff was walking her two little dogs on Mount Shasta Drive in the City of San Jose, CA. 14. Suddenly when without provocation and notice, the Pitbull rushed towards Plaintiff and sav agely attacked Plaintiff. 15. The attack by the Pitbull caused a severe injury to Plaintiff’s left foot and leg area. 16. Plaintiff suffered a left toe fracture in addition to her left toe almost being severed from her foot. 17. El gobernador de California, Gavin Newsom, dio a conocer el día 11 de agosto una amplia estrategia para reforzar el suministro de agua del estado que incluye objetivos para reciclar más agua, ampliar el almacenamiento de em balses y recopilar más datos sobre las cantidades que usan los agricultores. “Many of the things in this strategy are im portant, many of these things need to be done. All of them need to be done faster. And there’s some gaps,” Gleick said. “There’s very little in here for agriculture … a hard challenge, because there are fewer knobs and levers that the state can turn and twist here.”
It also does not include measures to sub stantially address water use by agriculture, which uses about four times more water in California than people in urban areas use.
The new report mentions that the state’s ad ministration of a complex and archaic water rights system — entrenched since the Gold Rush — needs changes. “That is something (Newsom) will lean into,” Anthony York, a spokesperson for the governor, told CalMat ters. “That’s a huge deal for ag.”
Considering rules or other ways to “streamline and modernize the water right system, clarify senior water rights, and es tablish more equitable fees.”

The strategies released were already “identi fied broadly” in the state’s Water Resilience Portfolio, a news release says, “but they will now be expedited given the urgency of cli mate driven changes.”

A key theme of the strategy is expediting permitting for a range of projects, including groundwater recharge and desalination. At the briefing, Newsom bemoaned what he called the “regulatory thickets” slowing these efforts, and pledged to work with the Legis lature in its last weeks of session to “help us fast track these projects.”
Newsom’s announcement also follows a high-profile resignation of a California water official who lambasted the administration for “nearly eviscerat(ing)” the state water board’s “ability to tackle big challenges.”
Newsom warned that new strategies are essential because California’s water supply will shrink by 10% as climate change brings warmer, drier conditions throughout the Thestate.plan, however, has limited details, distant deadlines and does not include a water con servation mandate.
Included in the plan are possible grants to fallow fields and programs to collect timely data on how much surface water growers use. It also floats the possibility of regulations to curtail growers’ pumping from rivers and streams beyond drought emergencies.

He said he has met twice with water agency leaders to tell them, “You’ve got to step up your conserva tion efforts, or we will impose these state wide mandates.”

The report also touted the state’s controver sial tunnel proposal to replumb the Sacra mento-San Joaquin Delta and pump more water south. Antioch Mayor Lamar Thorpe criticized the tunnel plan during remarks on Thursday with Newsom, although he voiced support for the rest of the administration’s water Askedstrategy.duringthe briefing about often-heard, far-fetched ideas such as container ships ferrying water from Canada and the Pacific Northwest, Newsom answered, “I assure you, we have some more novel ones…that are more interesting. But that’s for later.”
But water use has not substantially declined under his voluntary measures. Urban usage dropped by about 7.6% in June compared to two years ago, but only 2.7% since last July compared to the same stretch in 2020.

Last week’s press conference, with a back drop of a brackish-water desalination plant in Antioch that is under construction, comes on the heels of a poll revealing that more than two-thirds of Californian adults surveyed said that state and local governments must do more to combat the current drought.

California Gov. Gavin Newsom unveiled Thursday August 11 a broad strategy for bolstering the state’s water supply that includes targets to recycle more water, expand reservoir storage and collect more data on the amounts farmers use.
Despite an ongoing drought that grips the state, the governor’s strategies will not in crease the amounts of water available to ur ban areas and farms in the near future: For instance, it sets a 2030 target for recycling 800,000 acre-feet of water by 2030 — an 8% increase from the amount recycled in 2020. The 2040 target climbs to 1.8 million Theacre-feet.drought “is not a short-term situation. It’s the new reality. And we cannot conserve our way out of this given how our climate has changed,” York said. In the 19-page document released on an nouncement, the Newsom administration outlined efforts that include bolstering re cycled water supplies and storage capacity, both in reservoirs and groundwater. Included are: Increasing desalination of brackish water by 28,000 acre-feet per year by 2030 and 84,000 acre-feet per year by 2040. An acre foot of water can serve on average three Southern California households for a year. Expanding reservoir and ground water storage capacity by about 4 million acre-feet — through more groundwater recharge, stormwater capture, completing storage projects and expanding or rehabili tating existing reservoirs and dams.
“The time to get these damn projects is ridic ulous. It’s absurd. It’s reasonably comedic,” Newsom said. Newsom recently moved to streamline permitting for renewable energy projects, a contentious effort that lawmakers called “rushed” and “lousy.”
Newsom called on the Legislature, in its last weeks of session, to “streamline processes so projects can be planned, permitted and built more quickly, while protecting the envi ronment.”
Peter Gleick, co-founder and senior fellow at The Pacific Institute, a global water thinktank, applauded the announcement, but noted its limitations.
