temporary resolution to postpone the budget deadline.
It was a new political setback against House Speaker Kevin McCarthy, who cannot control the most extreme members of his caucus.
But even if Republicans had had the votes to approve the resolution, it would have been vetoed by Senate Democrats or the White House, due to the inclusion of anti-immigration clauses.
Forthe umpteenth time we are witnessing first-hand the embarrassing spectacle of political dysfunction in Washington.
With the deadline to approve the fiscal year 2024 budget at five to 12, differences in the ranks of Republicans in the House of Representatives have put the country on the brink of a new shutdown.
The divisions are so deep that they were not able to even agree on a
The Republican plan includes most of the provisions of the Border Security Act (HR2) that would resume construction of the wall, tighten asylum standards, penalize visa overstays and increase the number of Border Patrol agents, among other actions.
Because a budget agreement is out of reach, everything seems to indicate that one of the few options is to pass a resolution that maintains public spending at the same level as in 2022, without conditions.
Just last May, to avoid a national debt crisis, McCarthy ignored his most radical wing, which wanted deep cuts to social programs necessary for the most vulnerable, while President Biden ignored the demands of his most progressive group that rejected the Republicans' stance on conditioning discretionary spending.
But things have changed. McCarthy has less room for maneuver since he operates on the edge of the political guillotine.
A new coalition needs to be forged between moderates from both parties and advance an agreement that allows the federal government and its priority tasks to be kept open, without allowing itself to be manipulated by the extreme ideological positions of the most conservative wing of the Republicans.
Unfortunately, Washington has cultivated a perverse political habit of placing the operation of government on the edge of a precipice. It happened with the debt ceiling this year, and in almost every previous one in the last two decades with the budget. It is time for voters to cast a punishing vote against politicians who put their political or ideological interests before the interest of the nation and its people.

THOUSANDS OF CALIFORNIANS ARE LOSING MEDI-CAL EVERY MONTH. WHAT TO DO IF YOU LOSE COVERAGE
About 300,000 Californians have lost Medi-Cal coverage since the state resumed eligibility checks. You have options if you get a notice about your coverage.

Tens of thousands of Californians are losing health insurance every month as the state resumes checking people’s eligibility for MediCal, which it suspended during the COVID-19 public health emergency.
About 16 million people in California will be evaluated for eligibility from June 2023 to May 2024. About half of those up for a review were automatically renewed because officials were able to verify their information in the system. Others were sent yellow renewal packets that they were supposed to fill out and send back to their county Medi-Cal office.
More than 300,000 Californians have lost their Medi-Cal eligibility since July 1. The majority of lost coverage in June and July due to procedural reasons, such as not sending their renewal forms back or having incorrect information in their forms, according to state data. Some people losing coverage are no longer eligible because of changes in their personal lives, such as starting a job with higher pay. But some might see their coverage lapse because of paperwork mistakes or simply missing a notice in the mail.
“It’s because it’s been such a long period where folks have not had to renew their health coverage,” said Cary Sanders, senior policy director at the California Pan-Ethnic Health Network. “There could be up to 2 to 3 million Californians
who could lose their health coverage just by virtue of this change, because there would be people who wouldn’t know what to do.”
Here are some answers to questions about what you can do if you lose coverage, including how to appeal.
How do I know if I got disenrolled from Medi-Cal?
You will get notified through mail. If you didn’t receive a notification but still believe you might have lost coverage, you can call your local Medi-Cal office to check eligibility or go to your regular clinic or hospital where they can look this information up for you.
For any questions about Medi-Cal eligibility, you can contact the state Department of Health Care Services, which manages the Medi-Cal program. Its Medi-Cal Eligibility Division can be contacted at (916) 552-9200.
I qualify for Medi-Cal but still got disenrolled. What should I do?
Your next step depends on how much time has lapsed since you lost your coverage, as stated on the official notification letter.
The state has instituted a 90-day appeal period in case you lost coverage even though you qualify.
If you are within the 90-day period, you should immediately fill out the yellow renewal packet, or supply any missing information, and send it to your

county Medi-Cal office. If you lost the packet or sent the packet but still got disenrolled, call your local MediCal office or go to your regular clinic or hospital to figure out the next steps.
If you are unable to send your information to your local Medi-Cal office due to accessibility issues and are running out of time, ask the office staff to accept your documents electronically or through the phone.
If you are past the 90-day period, you will be required to reapply for Medi-Cal benefits. This means starting a new application entirely.
How can I appeal?
Tatiana Fassieux, training and education specialist at Medicare advocacy nonprofit California Health Advocates, said people should remember that they have appeal rights.
If you received a notification about disenrollment, you can request a Fair Hearing and appeal the loss of coverage. This will ensure that your benefits continue until the hearing is resolved.
“Many people take the letter verbatim and they don’t read it and they don’t appeal,” she said.
According to the state Department of Health Care Services, adults under the age of 26 or over age 50 can qualify for Medi-Cal regardless of immigration status. Medi-Cal does not share information with the immigration office, so undocumented Californians should not be afraid to seek help. Starting Jan. 1. Californians of all ages will be able to qualify for Medi-Cal irrespective of immigration status.
I got disenrolled because I no longer qualify. How can I get health insurance?
If you no longer qualify for Medi-Cal, you may still be able to get low-cost health insurance through Covered California, which is the state’s marketplace for health insurance plans.
Those who earn up to 250% of the federal poverty level –– or $33,975 for an individual or $69,375 for a family of four –– would qualify for low-premium plans through Covered California. You may also be eligible for additional health insurance subsidies through the Affordable Care Act (ACA), including the Advance Premium Tax Credit and CostSharing Reduction plans.
If you are over the age of 65 or have disabilities, you may also qualify for Medicare, which can help pay for hospital costs, medical care and even prescription medication.
How can I make sure I don’t get disenrolled in the future?
Keep an eye out for any mail sent to you from your county Medi-Cal office. If you recently moved, make sure to update your address on the Medi-Cal website or by calling your local office.
You will be expected to renew and update your Medi-Cal coverage every year, so keep all your important information in an accessible place.
“You should have your documents like tax returns and health records handy,” Fassieux said.
You can sign up for renewal reminders through the state’s renewal website: keepmedicalcoverage.org. That resource also is available from the state in Spanish.
Are there any other resources I can use for help?
The state’s Department of Health Care Services has several resources to help, including contact information for your local Medi-Cal office, schedules of community events and health fairs where you can get information in person, and guides on what to do if you lost MediCal coverage.
For assistance with Medi-Cal re-enrollment, you also can call the Office of the Medi-Cal Ombudsman. The office is a neutral resource that can help you deal with any issues you may have with the program. You can contact the Office of the Ombudsman at (888) 452-8609.
There are also several third-party services that can help you get back on Medi-Cal.
Health Consumer Alliance is a free assistance program funded by The California Endowment, Covered California, the state Department of Managed Health Care, and the Blue Shield Foundation. It provides legal services and can help you renew your Medi-Cal coverage. To get in touch, you can read their guide on renewing Medi-Cal or call their toll-free number, 888 804 3536.
You can contact BenefitsCal which also provides assistance with Medi-Cal. The website has translations in 20 languages.
Will seniors and other vulnerable populations get special assistance?
According to health policy organization Justice in Aging, seniors and those with disabilities have experienced higher rates of disenrollment from Medi-Cal. Seniors, pregnant women, and certain children under 21 experienced a disenrollment rate of 26.7% in June 2023, compared to the overall average rate of 21%, according to the Department of Health Care Services.
Tiffany Huyenh-Cho, a health attorney at Justice in Aging, said seniors and people with disabilities are dual-eligible, which means they qualify for both Medicare and Medi-Cal.
“Dual-eligibles are a very diverse group with really high chronic needs, and they are more likely to be a person of color,” she said. “Their health disparities and chronic conditions are exacerbated by the loss of Medicaid.”
Often seniors and other dual-eligibles use their Medi-Cal benefits to cover their Medicare premiums as well as any wraparound services not included in Medicare. The loss of Medi-Cal means they may lose these additional benefits and face the deduction of Medicare premiums from their Social Security checks, said Huyenh-Cho.
“That puts people at risk of not being able to pay for rent and other needs, like clothing, food and utilities,” she said. “One of the big concerns that we have is it puts people at risk of economic insecurity and potentially at risk of homelessness because of that loss of income.”
Those who require additional assistance can reach out to state-supported enrollment navigators, which are community-based organizations and social service agencies that help vulnerable populations through the process.
The Department of Health Care Services has also released a social media toolkit to spread awareness about redeterminations, so people can renew their coverage before they get disenrolled. This kit is available in 19 languages.
Supported by the California Health Care Foundation (CHCF), which works to ensure that people have access to the care they need, when they need it, at a price they can afford. Visit www.chcf.org to learn more.

HE DOESN’T KNOW WHO FLEW HIM TO CALIFORNIA. A YEAR LATER, THIS MIGRANT’S FUTURE IS UNCERTAIN.
Justo Robles CalMatters
In the final hours of Sept. 15, 2022, Pablo Silva and four other Venezuelan men were wandering downtown Sacramento, a city they had never heard of, searching for a roof over their heads. They didn’t find it.
They had traveled thousands of miles to escape violence and poverty in Venezuela. Silva said he and the men had asked for asylum at the border in Texas and, after they were processed, immigration officials gave them paperwork with an address, saying it was a shelter in Sacramento.
To this day, Silva isn’t sure who bought his ticket to California, but penniless and hungry he accepted, expecting a better future in the state capital.
After hours of walking in Sacramento, Silva spotted the address — 1107 9th St. — and imagined himself sleeping in a warm bed inside the tall building.
But a security guard there stopped him and the other men before they could knock and said, with the help of Google Translate, that there was no shelter in the Forum Building, a 10-story edifice that houses offices for lobbyists, two blocks from the Capitol. The five immigrants, who barely knew each other, searched all night for a warm place to rest. At times they slept on the ground, huddled together on a park bench, and even ducked into portable toilets until the smell of human feces got to them.
A year later Silva still lives in Sacramento. Recently he retraced his steps from that night, telling his story of leaving his family in Venezuela, seeing the bodies of those who didn’t survive their journey to the United States, and almost giving up during that first night of sleeping on Sacramento’s streets.
“When I arrived here I had nothing,” Silva said, while standing across from the Forum Building on a recent afternoon. “Now I have a work permit, but I haven’t had much luck finding a job. I don’t want to take anybody’s job; I just want an opportunity.”
Silva’s journey foreshadowed a wave of buses and flights transporting asylum seekers from border cities in Texas to metropolitan areas run by Democrats, including Los Angeles and Sacramento. Texas Gov. Greg Abbott and Florida Gov. Ron DeSantis have boasted about the mass migrant movement, though it’s unclear who sent Silva’s group to Sacramento.
Silva has made progress launching his new life, he said; though he still encounters setbacks. Like Silva, many of the dozens of asylum seekers landing into California are hoping to find work and a safe haven. They may find that it takes a while, Silva said.
An unexpected journey to California
Silva said he was forced to leave his family and native country after refusing to join the National Liberation Army, a Marxist guerrilla group in Colombia that operates near the Venezuelan border, including in his hometown of Ureña.
Silva had heard from other Venezuelans who emigrated that the United States is a safe country filled with opportunities. On Aug. 7, 2022, Silva said goodbye to his 7-year-old daughter and, with the equivalent of $80 in his pocket, embarked on a journey north.
First he traveled by bus and boat until he reached the mountains of the infamous Darién Gap, a onceimpenetrable rainforest connecting Panama with South America. It has become a major crossing point for U.S.-bound migrants.
Some don’t make it through, Silva said, describing the eight days it took him to cross the jungle.
“I saw dead women, men and children laying on the ground,” he said. “I went four days without eating,
and drinking water from the river.”
Silva traversed Panama, Costa Rica, Nicaragua, Honduras and El Salvador on foot and by bus. When he reached Guatemala City, he asked strangers for money until a man helped him buy a bus ticket to the Mexican border. Silva then rode the final 100 miles atop the notorious freight train known as

The United Nation’s chief immigration agency has deemed the U.S.-Mexico border the world’s deadliest land route for migrants. Last year at least 686 people died or disappeared, nearly half in Mexico’s Sonoran and Chihuahuan Deserts.
On Sept. 8, 2022, Silva swam across the Rio Grande and surrendered to U.S. immigration officials. He spent his first night inside a Border Patrol cell, colloquially known as a hielera, or ice box, due to its cold temperatures, before being transported to a church in El Paso.
There, Silva said, he was given documents instructing him to check in with Immigration and Customs Enforcement (ICE) officials in Sacramento. He also was given paperwork that included the address that was supposed to be a shelter in California’s capital.
Silva and a group of other migrants hitchhiked about 550 miles to the Migrant Resource Center in San Antonio, where he was told to board a flight to California.
“I thought I was finally going to a safe place,” Silva said. “But that happiness turned to nothing not long after we arrived. I realized that my journey hadn’t ended yet.”
Barricades as blankets
That security guard at the Forum Building advised Silva and the other four immigrants to come back early the next morning for more information.
Disappointed, they walked in circles looking for a place to eat and something to drink. It was near midnight and they could find nothing open. Every minute that went by they grew more hungry and thirsty. Headaches started to kick in.
When Silva saw a Sacramento police vehicle, hope manifested itself, he said.
“We showed our paperwork to a police officer and he called (on) his radio,” he said. “More officers came and they were speaking English to each other. He then approached us and said, ‘I am sorry, this is not our obligation.’”
The Sacramento Police Department didn’t respond to requests for comment about that encounter.

To fight the cold, the men sat close to each other on a metal bench at Cesar Chavez Plaza, a small park near Sacramento’s city hall. Not far from there, dozens of people were sleeping on the ground. Silva cried in silence.
Unable to sleep, the migrants kept walking until they were outside California’s Capitol. They decided to go inside some porta potties to warm up. But the smell was unbearable and they left.
As Silva continued walking, he thought of his weekslong trek across a jungle and several countries. It helped him stay focused and motivated, though he could feel the blisters on his feet with every step.

Around the corner from the Capitol, the five men succumbed to fatigue. They entered a parking garage and laid down near a wall, using nearby barricades as blankets. Silva said he didn’t get any sleep, wondering how and why he had ended up on the streets.
A few hours later, at 6 a.m. the five men headed back to the Forum Building, where the same security guard provided them with an address seven miles away. It was a food bank, where they were welcomed with breakfast and introduced to NorCal Resist, an immigration advocacy organization in Sacramento.
NorCal Resist said it would pay for their housing, food, and certain living expenses for six months.
“We make that agreement kind of knowing that we will probably have to provide assistance for a longer period because it takes a long time to get financially stable,” said Autumn Gonzalez, a volunteer attorney at NorCal Resist. “But these guys have been amazing. They went out hustling to find work immediately.”

Pablo Silva, a Venezuelan asylum-seeker, was among the first migrants flown from Texas to Sacramento last September. His struggles foreshadow what other migrants may face as they’re also shipped to California with little or no preparation.

the other immigrants were placed in a hotel. Gonzalez said her group has helped other migrants like them who arrive in Sacramento without friends or family to help.
“The first thing I did was to shower. I wanted to feel like myself again,” Silva said, showing the faded jeans he wore during his journey to the U.S.
“NorCal brought us new clothes and I tried them on. It felt like a new beginning.”
After a few months in the hotel, NorCal Resist helped Silva move to a two-bedroom apartment, which he now shares with two other immigrants seeking asylum.
Long journey for daily work
Without a work permit from the federal government, undocumented immigrants are not allowed to hold down jobs. Many wait six months or more after applying for asylum to qualify for a work permit. Until then, many find temporary or day work and are paid under the table.
Silva heard that if he showed up early in the morning at a Home Depot, he may be picked up for construction jobs. He rode a donated bike for 25 minutes in the predawn darkness to get there. His daughter needed to eat, he reminded himself. An hour before sunrise, Silva stood waiting to get picked up.
“I will never forget this American woman who didn’t speak Spanish but wanted people to help her move,” Silva said.
“I worked almost eight hours and got paid $200. That was my first job and the last for a few days.”
In the following months, Silva took daily jobs in construction and gardening, sometimes traveling to Modesto, Stockton and as far as Reno, Nevada. Some nights Silva skipped dinner to save every dollar he could for his daughter in Venezuela.
A man he met outside Home Depot helped him get steadier work at a carpet installation company. Though he gets paid $140 for a day shift that sometimes exceeds eight hours, Silva doesn’t always get five shifts a week, he said. In recent months he’s had to borrow to make ends meet and pay rent.
Just before his one-year anniversary in Sacramento, Silva experienced an anxiety attack and was rushed to the hospital.
His mental health had been deteriorating, he said. His eldest sister had died in April. His mother could not afford medication following her surgery. And he worried about his legal status.
“I remember couldn’t move my face and my fingers,” Silva said of the panic attack. “I went back to work a couple of days after. I can’t take days off; I need to be able to provide for my family.”
A future still uncertain
When Silva claimed asylum, saying he fled harm in Venezuela, U.S. Customs and Border Protection agents processed him and released him pending adjudication of his case. Instead of giving him a court hearing, agents instructed Silva to check in with ICE as part of a process designed to alleviate overcrowding in border facilities.
Soon after he connected with NorCal Resist, the group helped him file his official asylum application, starting the clock to obtain work authorization.
Getting a work permit has nothing to do with whether or not your asylum case is likely to be approved, said Theresa Cardinal Brown, a former immigration official under Presidents Barack Obama and George W. Bush.
Ultimately an immigration judge and asylum officers must find that a migrant was persecuted or could be persecuted in their home countries due to one of several factors, such as their political views or religion, in order to grant them asylum. Those who lose their asylum case face deportation.
Migrants are waiting years to get their cases heard because of backlogs. As of December, more than 1.5 million asylum seekers were awaiting asylum hearings, according to the Transactional Records Access Clearinghouse at Syracuse University.
“To get a resolution, to get either approved or re-
jected, depends on where the immigration court hearing is. It could be anywhere from a year to five years, or longer,” said Cardinal Brown, now a senior adviser at the Bipartisan Policy Center in Washington, D.C.
U.S. border officials have reported record levels of migrant apprehensions in recent years, including 2.2 million in fiscal 2022. Along with posing humanitarian and operational challenges, the unprecedented migrant influx has ignited a political battle between Republican state governors, President Joe Biden and Democratic-led cities.
At Abbott’s direction, Texas has bused hundreds of migrants to large cities across the United States — including more than five hundred to California since June — to protest the Biden administration’s border strategy and local sanctuary policies.
And the Florida Division of Emergency Management said it was responsible for flying a group of thirty-six migrants to Sacramento in June.
Neither Abbott nor DeSantis took credit for the flight that sent Silva to Sacramento.
Lauren Heidbrink, an associate professor and anthropologist at Cal State Long Beach who focuses on migration, said that by paying to ship migrants out of Texas, Abbott “is enlisting taxpayer dollars to create a political spectacle. He’s fabricating a crisis where there is none.”
There have been reports that Texas officials listed migrants’ addresses incorrectly on official documents, confiscated their documents and never returned them, and deceived migrants to get on buses to places where they have no contacts.
These practices can hinder migrants’ ability to attend their assigned court hearings and comply with immigration proceedings, Heidbrink said.
“It’s potentially creating chaos within the immigration system that’s trying to ensure that people get their day in court,” she said.
State officials have said California has assisted 423,000 immigrants since April 2021 and spent $1.3 billion since 2019, helping the federal government provide humanitarian services to new arrivals at the border.
Gonzalez said NorCal Resist is still unsure about who bought the plane tickets for Silva and the other four men last year. She added that, in some cases, shelters or nonprofits will pay for transportation for migrants being processed at the border, if they request it but have no money to continue their travels in the United States.
Permission to work
In the early morning of July 15, 10 months after his arrival in Sacramento, Silva opened his mailbox to find a letter from the federal government. Silva jumped with excitement when he realized he had received his work permit, a much sought-after document and a key milestone on his year-long journey that began far from California.
But Silva’s struggles didn’t end there. Not long after he opened the letter, he walked through downtown Sacramento for hours searching for a job. With a work permit, Silva thought that a stable income was finally attainable.
But all the businesses he visited rejected him.
“Some managers said they would call me back and they never did,” Silva said. “But what really hurt me was the discrimination. A manager said my work permit was fake.
“It discouraged me to hear that had no right to have this kind of documentation.”
But he will keep searching, Silva said; that’s what he has done since he left Venezuela. And as his future in Sacramento remains uncertain, his dreams and goals remain the same.
“I want to start my own business, contribute to this economy,” Silva said with a smile. “And I know I can only do that in a country like the U.S.”

“Trabajé casi ocho horas y me pagaron 200 dólares.
No puedo tomarme días libres; Necesito poder mantener a mi familia”.

US LATINO ECONOMIC OUTPUT PROPELS THE COUNTRY FORWARD
Pilar Marrero Ethnic Media Services
Oneof the many misconceptions about the U.S. Latino community is that it is a drag on the country’s economy. But if U.S. Latinos were an independent country, they would be the fifth largest economy in the world, larger than India, the United Kingdom, and France. Moreover, their economic growth in recent years is outranked only by China.
According to the latest U.S. Latino GDP Report, the total economic output of Latinos in the United States in 2021 totaled $3.2 trillion, representing the total amount of goods produced and services provided by Latinos of any background and immigration status in the United States.
“This is not the normal narrative of Latinos,” said Dr. David Hayes-Bautista, director of the Center for the Study of Latino Health & Culture at the UCLA David Geffen School of Medicine, which helped produce the report. “The normal narrative of Latinos is they come to live off welfare, steal jobs, and all that. That’s not the case. Latinos are the point of growth. This is where you want to invest if you want to see more GDP growth in the future.”
Latinos are the ‘point of growth’ for the
US economy
This is the sixth year in a row that there has been a comprehensive paper looking at all the publicly available data from major U.S. agencies calculating U.S. Latino GDP. But it is a work of many years and the brainchild of Hayes-Bautista, who developed the original algorithm along with Werner Schink, former Chief Economist with the California EDD.
The latest report, co-produced by the Center for Economic Research & Forecasting (CERF) at California Lutheran University and economists Matthew Fienup and Dan Hamilton, shatters existing myths about Latino’s economic contributions in the United States.

One example: the GDP of Latinos in the U.S. grew at a faster pace than the national GDP from 2010 to 2021. The report also notes the Latino labor force was “an important source of resilience for the broader economy in 2021, despite a second year of COVID-19 pandemic conditions.”
In an interview with Ethnic Media Services, Hayes-Bautista argued that Latinos are the point of growth for the United States economy, both in terms of spending and labor. “If it weren’t for Latinos, the U.S. economy would be significantly smaller than it is today,” he said.
The researcher and his partners are now working on a second report that focuses specifically on the economic output of Latinas who – while “largely immigrant” and
with lower rates of education – are a major component of this emerging trend. Indeed, Hayes-Bautista believes we are just at the beginning of this growing market.
“Their children are entering the labor force, and there are three children for every Latino 60-year-olds, 90% of who graduate from high school, and two-thirds go to college. They are fluent, bi-lingual and citizens, so they are entering the labor force with much greater human capital than their largely immigrant parents did,” said Hayes-Bautista. “Imagine what they are capable of if we invest.”
Keeping the economy afloat during Covid
Latino GDP growth was 7.1%, a full two percentage points larger than growth among non-Latinos. Latinos also represent a formidable consumer market, larger than the entire economies of countries including Italy, Canada and Russia, which boast the world’s eighth, ninth, and tenth largest GDPs, respectively, and larger than the entire economy of states like Texas or New York.
Latino real consumption grew three times faster than that among non-Latinos.

“Well, Latinos consistently have had a much higher rate of labor force participation than non-Latinos,” said Hayes Bautista. “And when we look at the COVID years, 2020 and 2021, as it turns out, Latinos tend to work in jobs that they are less likely to be able to do by sheltering at home.”
A lot of the focus – and rightly so during those years and since – has been on the price paid by essential workers, many of them Latinos, for having to show up to work in the factories, the farms, the packing houses, and the stores, even as much of the workforce remained under Covid lockdown. However, according to HayesBautista, Latinos not only kept everyone else fed and housed, but they kept the country afloat economically.
“Do you remember the first couple of months of the COVID shutdown in 2020 when people were fighting in the stores over rolls of toilet paper? If it weren’t for Latino farm workers going to work every day, they would have been fighting over the last sack of potatoes in the store. That would have been very serious,” he said.
Latinos paid the price, with higher Covid mortality and infection rates, he adds, but kept this country going.
“That’s bravery, that’s resiliency, that’s courage,” he noted.
Removing barriers to greater economic participation
In 2021, Latinos were six percentage points more likely to be actively working or seeking work than their non-Latino counterparts.
Latinos have also improved their overall economic output through rising educational achievements. The report finds that the number of people earning a bachelor’s degree grew three times faster for Latinos than non-Latinos.
Still, says Hayes-Bautista, the U.S. needs to invest more in education. He compared the experience of his son, who graduated from university ten years ago with substantial debt, to his own experience coming out of college debt free.
“Baby boomers like me got a free education. So why do we charge today for education that we got for free? This is one of the many issues, probably the major, affecting young people’s ability to buy houses.”
And even as homeownership rates among Latinos climbs, “we are not making it easy,” he added.
For Hayes-Bautista, the message coming out of the data is clear.
“Latinos are the future of the U.S. economy, and we are the last chance for this country to maintain economic preeminence throughout the 21st century.” He continued, “Imagine if we took away the barriers.”

In an interview with Ethnic Media Services, Hayes-Bautista argued that Latinos are the point of growth for the United States economy, both in terms of spending and labor. “If it weren’t for Latinos, the U.S.
economy would be significantly smaller than it is today,” he said.

ENTERING HADESTOWN WITH J. ANTONIO RODRIGUEZ
Arturo Hilario El Observador
, the hit Broadway musical that is based on the Greek myth of Orpheus and Eurydice is coming to San Jose’s Center for the Performing Arts from September 26–October 1, 2023.
Hadestown
The musical updates the ancient Greek myth which follows two love stories, one of the young lovers Orpheus and Eurydice and that of King Hades and his wife Persephone, in the background of a hellish industrial South.
The music, a New Orleans inspired mix of Jazz, Blues and American Folk transports audiences to the heat of the South while telling an ancient story that continues to be relevant in the modern age.
The show and it’s music was all written by accomplished singer-songwriter and Tony Award winner Anaïs Mitchell, who originally wrote the play in 2007 as a small community production in Vermont. Now, even after winning 8 Tony Awards and a Grammy, the show continues to generate popularity and praise.
Recently Latino lead actor and Dreamer J. Antonio Rodriguez talked to us about the importance he sees in being a Latino Dreamer in the performing arts, why the story of Hadestown transcends time, and how the role of Orpheus can transform and tell a different life story depending on who is performing, I was wondering if you could talk about your own path to the stage and performing arts. What was your inspiration to get into it, and how did that come about?
Absolutely, when I was in the first grade, we were just singing in regular little choir class, and the choir teacher, she saw something in me, and she asked if I wanted to go be in the community production of A Christmas Carol as Tiny Tim. And so, I was like, "yeah, sure, why not?" I didn't know any better.
And so I did it, and it was, like, fun, but it really didn't fuel anything in me because I was just so young, I didn't understand. And it wasn't until a couple of years later that my mom saw that there were auditions for other musicals happening at a different theater in Ardmore, Oklahoma, a little community. And then she said that if I didn't go, she would take away my Nintendo, and so that was very important to me so I went to those auditions.
From then on, I guess it would be like from age ten till now, I really just fell in love with performing arts. And when it was time to start auditioning for colleges and decide what I really wanted to do with my life, my parents were very supportive, and my parents are first generation immigrants, and so to me, that was very special to see that their dream of me really doing what I wanted to do here in the US was being realized, and it continues to be realized. And so I'm very grateful and very blessed to be able to do this.
In April you took over the mantle of the Orpheus role. Could you talk about what that feeling was like to step into that role?
It was so incredibly special, and I felt so supported by my castmates and by all the team here, and the creative team and the stage managers and the company managers. Honestly, that's what felt the most rewarding, I think, was I've built these relationships with everyone since February of 2022, and so I had built relationships with everyone for over a year. And then when I did take over as Orpheus, it was really great to feel it on stage and in the audience and everything.
But to feel the support from my own cast members and company members was even more special because we've all been on this journey and for them to support me and love me unconditionally, it was beautiful. It was unlike anything else.
And as a performer, what does the difference there entail in terms of mental preparedness and the work that you have to put in? Does that shift to something else, like responsibility wise or what is it like to move from one role to the other?
I would say it's different in that I take care of myself differently. As Orpheus now, I have to be very mindful of what I do throughout the day and what I do even after the show. Right now, I usually just stay at home and play video games. I am travelling with my partner, Cecilia. She's the dance captain of the show, and we have a little dog, and so it's much easier for me to stay at home and just chill and play video games because I have her and I have Loki and the PS5.
So it's really just about taking care of myself and then making sure that I show up to work, I warm up, and that I give 100% of what I have
that day. And so when I was a swing, it wasn't that I wouldn't give 100%, I would always give 100%. That was more of I always had to be ready, and so I took care of myself in different ways. I could still go out and do more stuff, explore more of the cities, but I know myself very well. I don't drink alcohol because I know that a sip will make me go a little hoarse.
And so anytime I'm in a show, I nix that out immediately. I was just very mindful of the swing, especially because you could find out the day, the morning if you're going to be on that night, or you could find out in the middle of the show that you needed to go on and go out there.
It's nice to hear that you, your partner and your dog, Loki, are together on the tour. Did you meet your partner on this show?
We met in Atlanta in 2021 before we had joined this tour, we met doing Mamma Mia. We were Sophie and Sky in Atlanta, and then we moved together to New York, and then I booked Hadestown about three months after that. And I was kind of sad because then it was like, "oh, we were together for so short, and now we have to do long distance."
But then five months after I joined, she also booked the job, which is, I feel is something super rare to happen. And so now we've been traveling for over a year together, and it's been really wonderful. We got a little dog on tour in January, he's a little Bichon Frisé, a little white dog. I have my built-in best friends.
Can you introduce the story of Hadestown?
Absolutely. Hadestown is the modern retelling of the Greek story of Orpheus and Eurydice. It shows their parallels as young lovers, they're paralleled with Hades and Persephone. And so Orpheus and Eurydice represent the young love, the new love, fresh. Everything is new, everything is bright, everything is wonderful. Hades and Persephone represent the older love and what can happen if you don't tend as time goes on.
So theirs is a little more comfortable, but distant [love]. And so it's really interesting because the original Greek telling is not very long at all, and so Anaïs Mitchell, the writer of the show, was able to create this two and a half hour long, I would say, masterpiece of theater to really give them individual characteristics. And I just think it's so wonderful. The music is New Orleans and folk inspired, and it's completely sung through. And so I think audiences are really going to gel with this one.
Why do you think it’s possible to have a modern telling of this Greek myth and it resonate with audiences still?
I think it's great because all of those Greek stories, I think what's so great about those specifically, is that you really can tell them in any context.
Think of just how many retellings of other Greek stories have been told and the themes in modern media. And so I think Hadestown is just one of them. And I think it translates so well because all those themes are universal. They're timeless, like the theme of love, the theme of renewal, of what you would do to save the people that you love.
And that's really Orpheus's story. I think he is a dreamer, he is innocent, and he never in a million years would have thought that he would be on this adventure to go save the person that he loves from the underworld. And so, I think that those older stories can be modernized pretty seamlessly.
What is your favorite aspect of work-

ing on the show? Whether it's like a favorite scene or part of the show?
For me, it's the connection with the audience, I think. Well, there's two parts. I think the first is the connection to the audience. I love that this show encourages the audience members to be vocal and to really react to what they're seeing and what's happening. And so the show for me can really change. And my show makes a big difference when the audience is just like, very clearly into it. And so that's my favorite part. And then my other favorite part is that we have so many wonderful covers and understudies, and these characters are made so that anyone can bring their own flavor into it, truly, that people usually think of fitting a mold perfectly to a character. So I think that anytime any of the understudies or the swings go on as one of the principles, I love it so much because I just get to see something completely fresh and completely different than what we usually see, and it's just as amazing and just as powerful.
And I wanted to touch on the casting. You are the first Latino Orpheus for Hadestown, is that correct?
Yes, to my knowledge. I've been saying it, no one's corrected me, so I'm just going to keep saying it. I'm definitely the first full time Latino Orpheus!
Can you touch on what that means to you and going back to when you talked about your inspirations and your parents and how they're immigrants and what that means to you taking on this mantle and being part of diverse generations on stage and Broadway?
I mean, everything. Just yesterday, I had some people that messaged me on Instagram during the show, and they were like, "hi, we're so and so, and we're also Dreamers." And they just speak of what it means to them to see someone like them up on stage leading the show. And to me, that just makes everything worth it, and that makes everything just so that much better. In these past five, six months since taking over as Orpheus feel really special.
And I feel kind of a responsibility to always be doing my best to keep showing that Latino, darker skinned people can be in these positions of principal roles and be in these leadership positions. And so I feel this responsibility to always be on my game so that I can make those people in the crowd proud and never give a reason for anyone to not continue giving me these opportunities. And so it's kind of a weird mix of feeling pressure, but also
being really grateful for feeling that pressure, because I get to be in this position. It's very weird. Growing up, I didn't see a lot of people that look like me leading shows, and I still really don't, and so I feel really responsible.
I know there's always talk about how people can just want to be like, “oh, there's some diversity in for diversity's sake.” And I really don't think that's true. I really think that it's just important to have so many different kinds of stories be told because in the role of Orpheus, so many things can change the meaning just by changing who's doing it.
My predecessor, Chibueze Ihuoma, is a Nigerian actor, and so when you'd watch his show, it would have different meanings than from when I would tell the story, because it's just so important to see so many different ways, especially traveling the country. We hit a lot of the Midwest, we hit a lot of the South, and it's important. It really is. I'm from Oklahoma and I really didn't see people that look like me all the time. And so it's an important job, and I hope that it just continues to be better, especially in the theater community.
Overall, I was wondering what your experience has been so far, and have you had a chance to reflect on it?
I think the true reflection is going to be when I'm done with my journey on the show because I'm still right in the middle of it. And so I think that right now, the adrenaline is still pumping and I'm still kind of in the tour bubble. But so far from what I've learned is basically just all the things that I've said about my role as Latino Dreamer in this show and kind of being one of the principals in it, and then just learning how to be happy when I don't have a stable home is a really important one, because on the road all the time, things are ever changing, and that can be really frustrating. And so I just have to really learn to always remember to it's okay to complain a little bit, but it's more important to remember that I have to remain grateful and have to remain with a feeling of just happiness.
Is there anything that you would like to add?
I just would tell the audience to come and be ready and be vocal and to just have their hearts and minds open.

MATTER OF LANIER
Case No. 19FL002379
ATTACHMENT 8(d) – ORDER TO SHOW CAUSE AND AFFIDAVIT FOR CONTEMPT
1. Respondent has yet to provide his W-2 or pay any amount of the Smith-Ostler payment owed to me according to the Stipulation and Order filed July 15, 2020.
2. My attorney, Kathryn Schlepphorst, has sent at least two letters (dated March 30, 2023 and July 19, 2022) to his counsel requesting this. I have sent several emails requesting the documentation as well.
3. As Respondent has not provided his W-2, the amount is unknown for the Smith-Ostler payment. Respondent’s last Smith-Ostler payment was a total of $213,770.80. As this is a significant amount, it is crucial to figure out what Respondent now owes.
4. As this matter is now post-judgment, we are not able to process the subpoena as normal. We could have to personally serve Respondent with the Notice to Consumer as we would have to Subpoena Apple, Inc., his past employer, for his W-2. This is an unnecessary additional expense that I should not have to incur due to his failure to comply.
5. Both of our counsel have met and conferred on multiple occasions to resolve this issue and we still have yet to receive any paystubs or income-related document from him.
6. The true Smith -Ostler amount remains unknown due to lack of Respondent’s W-2. -END OF ATTACHMENT-

Q&A: MEMES, STOCKS AND A MODERN, FINANCIAL VERSION OF DAVID VERSUS GOLIATH
Arturo Hilario El Observador
Throughthe COVID epidemic, it was evident that among the deadly virus, social unrest and general uncertainty, there was also a huge economic inequality occurring.
The wealthy could continue to get wealthier, while those on the sidelines could only look on, losing work, family and friends and generally suffering through the pandemic. The 1% acquired nearly two-thirds of all new wealth created during this time.
But during a few crucial months in 2021, online spaces were in a chaotic frenzy as everyday internet users found a way to fight the behemoth of Wall Street and hedge fund investors at their own game.
It started on YouTube and Reddit (specifically the forum called r/WallStreetBets), where users who had been following a user named Roaring Kitty began to take his advice when he began suggesting to his followers that GameStop, the video game retailer often found in malls across the country, was undervalued, and with a collaborative push in buying stocks it could potentially soar in value.
Through social media consumers were able to tilt GameStop’s shares to a massive surge in its stock price, which then led to one of the wildest periods of the American stock market - it brought GameStop out of near bankruptcy, and instead led to the bankruptcy of some investment firms who bet on GameStop not being viable.
This story soon became a book, “The Antisocial Network” by Ben Mezrich, and that book became the basis for the new film Dumb Money, a frantic comedy drama directed by Craig Gillespie that takes audiences into the worlds of social media, finance, and memes. With a large ensemble cast which includes Paul Dano, Pete Davidson, Vincent D’Onofrio, America Ferrera, Nick Offerman, Anthony Ramos, Sebastian Stan, Shailene Woodley and Seth Rogen, Gillespie’s goal was to take the wild events and focus on the core story of the everyday people trying to get a win against the gargantuan figures of the stock market.
The director recently spoke to us about the experience of bringing these events to life, from his own experiences when the “short squeeze” of GameStop occurred, to how he and his team found the right tone to tell the story amongst the millions of memes and social media postings about it, and why he wants this film to start a conversation and keep people engaged about the inequalities.
Dumb Money is now in theaters nationwide.
Well, thank you so much for taking time to talk about Dumb Money. My first question, I wanted to know what your thoughts were on the events that inspired the novel before
Story of How Everyday People Fought the Financial System and Put Wall Street on Edge
being attached to the film.
I was living this. It was during COVID. My son, who was 24 at the time, was on WallStreetBets early on, he was sort of looking at other stocks as well and the things that were moving and trading. And he would be talking about it as he was getting invested in it. And then when it ramped up to that two-week intense period, he was in on options, and he was trying to time when to sell.
Like, for that 24-hour period, he got to 400. He was literally checking every three minutes, getting up at 06:00 A.M. Trying to figure out when the moment was to get out, which he did get out, and he actually timed it perfectly. But then with the Robinhood freeze, the outrage, the frustration that happened online, I had a front row seat. So that intensity was what I wanted to bring to the film. How did making Dumb Money compare to making other bio-
*For a bit of reference:
Shorting a company’s stock is placing a bet on the company doing worse in the future than it is doing now. When you short a stock, you are borrowing someone else’s shares and selling them, with the promise to return the borrowed shares at a later date. If the stock price goes down before you need to return the stocks, you make money. If the price of the stock goes up, you lose money.
A “short squeeze” is a rapid increase in the price of a stock. This occurs when there is a lack of supply and more demand for the stock.
When the stock rises a bit, it can force short sellers to buy stock to cover their bets. The act of buying the stock sends the price even higher, forcing even more shorts to buy even more stock.
graphical films like I, Tonya or Million Dollar Arm?
They're all slightly different, obviously. Dumb Money is about eight characters. So, we have a huge amount of characters that we're juggling and a very complex story that we have to almost simplify in a way and make it accessible and relatable for everyone. Which is
not hard to do, in the one sense, because the stakes are so high. I mean, they're life changing stakes that are happening.
And also, there was a veracity that we needed to check with this because we're dealing with some very high-profile figures. So, we wanted to make sure that we got all the facts accurate, the de-
pictions of what was happening, when it was happening, and how it was transpired because there was this real sense of a system that is rigged against the average person. So, we have to be very clear about those implications. Now, since this is a very recent event and you yourself said that you saw it happen as it was un-
folding, with all the sources, all this social media, how did you not get lost out in the weeds and focus on adapting what was in the book with all this going on?
We would get lost in the weeds at times. We actually had a team, when we were in post doing the editing that was pulling all of those memes, all of the information that was happening with the news anchors, with the late-night TV hosts, and we would compartmentalize it.
So, when we got to a section in the film, and we wanted to talk about options or we wanted to talk about the stock jumping by 100 points, we go to all those things that were happening in real time at that moment, all those memes, and we would start to look at hours of content and see what would work well and clearly in the film.
Could you tell me what it was
tion and you get into a groove, and you get into a shorthand. With so many actors coming in for very short periods of time, it's almost starting over.
Every week it'd be a new actor, a new location, and very quickly they'd have to figure out the tone of the film, which is specific. But I'm so fortunate to have gotten the group of actors I've worked with, many of them I'd worked with before, others I hadn't but always really genuinely wanted to.
Like Paul Dano, for instance, was the first choice for this Roaring Kitty role and the dance that he can do with humor and drama. So, I'm finding actors that feel can really work in this tone, and fortunately, they can. When they turned up, they were brilliant at it and so we could jump in very quickly and find a space that felt right, but it was very fun. Every week it would be a new adventure.
What is one thing that you've learned looking back now on adapting this story and learning about all the communities involved, the players and the events that unfolded?
That complicated 48 hours when Reddit shut down WallStreetBets and Robinhood had to shut down their buy option. Sort of getting into the weeds on that was really interesting because that was obviously a flashpoint for the frustration and the anger that was happening online, and it did crater the stock. And so, to see the fallout of that and why that was happening was fascinating.
like to manage all these great actors in the ensemble cast and try to get the most effective performances out of such a roster of talent?
It was interesting because it's an unusual way to do a film. Typically, you make a film and your actors are there for this whole produc-
I was looking on Twitter/X this morning and there were users who invested in AMC theaters stock taking pictures with the poster for your film, saying they needed to support the story and their investments. What are your thoughts on the fact that it's still like an ongoing thing and the events of Dumb Money continue to ripple?
I love that. There are obviously people that have held, the stock is still shorted. There is this belief that it may rally again. I'm excited to see what happens with it. I'm hoping that it gets embraced by this community that we really try to portray and show their voice on a larger platform, and I'm hoping that they embrace it.
And what do you hope that audiences in general take away from the Dumb Money?
This is such a specific time in the world with COVID, there's such intensity going on. A lot of loss of loved ones, this disparity of wealth that was happening in the country, people being unemployed, government handouts not being what they were promised to be. There's this incredible frustration that feel started then, it happened to be GameStop that people could rally around. But that frustration needed to be vented and it's still being vented.
We wanted to leave this film with people feeling outraged and I hope it just continues that dialogue, that it challenges people to be heard.

Schoolis back and one way parents can set their kids up for success is ensuring screen time is not getting in the way of sleep.
Dr. Maida Chen, professor of pediatrics at the University of Washington School of Medicine, said there is a strong connection between sleep and mental health, and they affect each other in a circular way, which Chen pointed out screens can exacerbate.
"The screens sort of work in both directions so that if you have underlying mental health issues, screens will worsen sleep," Chen explained. "If you have sleep issues, it'll worsen sleep issues to the point of, perhaps, further triggering the development of mental health issues."
Chen noted it's not just the screens themselves affecting sleep. The content, especially on social media, can be activating. It can trigger anxiety, for instance, which makes it hard to sleep. Mental health is a major issue for youth. A study from the Centers for Disease Control and Prevention found 42% of high school students felt persistently sad or hopeless in 2021.
Chen believes social media heightened social isolation during the pandemic, leading to greater mental health and sleep challenges for young people. But she also emphasized adults
have to model the behavior they want to see in their children.
"It makes no sense for us to be chastising our teens for being on their phones and on social media when they turn around and that is all they see the adults in their world doing," Chen contended.
To help with the issue, Chen added families do not have to change their habits all at once. She suggested having screen-free time about 30 minutes before bed, when families can instead spend time together. If media is involved, Chen advised families should watch something together.
