At a recent monthly meeting of La Raza Roundtable, incumbent Sheriff Laurie Smith was the featured speaker. The audience of some 75 individuals, many of whom represented their Latino organizations or were advocates listened to Sheriff Smith's presentation with courtesy despite experiencing the receipt of no information of any significance.

For example, The Department of Corrections, which reports to the Office of the Sheriff, has a capacity of 3,800 jailed inmates. A recent 'Realignment Project' report revealed that 50% of inmates incarcerated in the jails of the County of Santa Clara ARE LATINOS; 12% are Blacks and 2% are AsianAmericans. This bit of information reveals that our county jails are no different than those of state and federal prison whose inmates are mostly individuals of color. Does this information indicate that the Sheriff 's deputies do 'law enforcement' efforts unevenly?

The current citizen oversight group which deals with monitoring of law enforcement by Sheriff 's deputies never seems to become very public.

Why is that?

The effort to construct a new jail became known to me through my involvement with the Behavioral Health Board, County of Santa Clara (I recently termed out). It was this group which suggested that the new jail have adequate space for the professional mental health assessment of new inmates.

This information reveals why Michael Tyree, a patient awaiting an empty psychiatric hospital bed, was temporarily given 'protective custody' at a county jail cell.

Information concerning those inmates with mental health issues was not mentioned by Sheriff Smith to her Latino constituents attending that La Raza Roundtable meeting. Why not inform them?

Another example, there was no mention of “Rape Kit Status”.

Many law enforcement agencies have rape kits awaiting examination (this item was addressed by recent legislation signed by Governor Brown establishing a reasonable deadline).

It occurs to me that this presentation by Sheriff Smith might be an example of not sharing information which other agencies and individuals need in order to make constructive adjustments within their own circles of responsibility.

It would be appropriate for this County of Santa Clara to plan for the capacity to care for behavioral

The County's taxpayers merit receiving timely reports on progress made, if any, on those 173 issues (recommendations) made by the 'Blue Ribbon Committee' chaired

by Judge LaDoris Cordell (retired) some 3 years ago. Where do the “independent civilian oversight” reports go? These reports need to get beyond the offices of the County Executive and the Board of Supervisors. Reporting to this level of the County's leadership does not constitute letting the community know. How many complaints from the public (especially those submitted by family members of inmates) have been received and appropriately addressed?

Events during the last several years indicate the need for this community to elect a new Sheriff.

And those registered voters who are persons of color have an opportunity to speak up with their vote. Those who are registered and do not vote will be complicit in the re-election of Sheriff Smith as a 5-term incumbent who have the 'incumbent advantage'.

Is there a qualified candidate with the requisite interest, training, experience and resolve to address the many issues extant today at the leadership level of the “Office of the Sheriff ”? YES, THERE IS! Fortunately, a recently published article entitled “OVERSIGHT, REFORM OF SHERIFF'S OFFICE ARE PAST DUE” exists. It is authored by John Hirakawa, (Bay Area News Group, Mercury News, September 26, 2018, Opinion Page A10). EO's readers are encouraged to look up this article in order to read its content and acquire its informed content directly and personally. There is a level of confidence and satisfaction one has when one is appropriately informed.

The 'protective custody' levels of all inmates needs to be addressed.

The training of personnel involved in implementation of all protective

Sheriff 's Deputies may need more in-service training and periodic assessment of 'personal temperament' factors which indicate a need for respites or reassignments. The jail environment is one of very high stress because of the concentration of individuals with a propensity to be spontaneously abusive or violent. What are the current personnel policy changes needed to protect our employees, the deputies? Today much more is known about human behavior, mental health, and behavioral health modification & rehabilitation opportunities. Is new information being used and implemented?

Opportunities for operational cost management exist today.

For example, incarceration cost of an inmate is $45,000 per year; the same individual may be monitored by a probation officer at a cost of $12,000 per year. The reduction

in operations cost is $32,000 per year. If 35% of inmates have mental health issues, and if some 25% of inmates are there awaiting their court appearance hearing, it seems possible to devise a different protocol for these two cohorts who do not present a danger to the community in terms of being violent, being a predatory sex offender, or addicted to drugs.

There is an opportunity to identify with use of assessment techniques those who could be and should be at home in their community, with their family; keeping their jobs, etc... each individual not jailed ends up being a $32,000 cost reduction. Just one hundred such individuals receiving alternatives to being jailed results in savings of $3,200,000 per year! When will this approach be assessed, devised and implemented? It would make us taxpayers happy to know that effort is happening.

The registered voters of this County of Santa Clara will have an opportunity to elect a new Sheriff this coming Tuesday, November 6, 2018, California's Election Day. Remember that your vote is your voice. Those who do not speak up by voting may end up being complicit by allowing this FIVE TERM INCUMBENT to win again. PLAN TO SPEAK UP WITH YOUR VOTE! VOTE FOR JOHN HIRAKAWA, former undersheriff, retired. This County needs a new sheriff who is committed to reforms, does not oppose Civilian MonitoringOversight, and will increase transparency, accountability, and responsibility. We, The People who pay the taxes merit knowing what's happening in our jails and knowing about issues which our law enforcement officers face when on-duty.

No debería sorprender que uno de los efectos colaterales de las políticas migratorias de la administración Trump, que mantiene detenidos en este momento a más de 13,000 niños migrantes, sea la existencia de condiciones de saturación y hacinamiento en los centros de detención tradicionales, conforme son retenidos por más tiempo o no son entregados a familiares.

Sin embargo, la decisión de levantar una ciudad de carpas o tiendas de campaña en Tornillo, Texas, a fin de albergar al creciente número de menores, no deja de ser altamente preocupante, en especial porque los menores, la mayoría centroamericanos, no reciben clases formales y apenas tienen acceso a

representación legal limitada, según reportó The New York Times.

Peor aún, se trata de instalaciones que no son seguras, lo cual quiere decir que los menores pueden entrar o salir a discreción, de tal forma que la administración Trump pueda cumplir con una orden de los tribunales de no retener a un menor de edad en albergues cerrados más de 20 días, bajo el llamado Arreglo Flores de 1997. De hecho están siendo trasladados en la oscuridad de la noche, para reducir las posibilidades que se fuguen.

No hay duda de que la saturación de centros de detención tradicionales y la habilitación de ciudades de tiendas de campaña pueden caracterizarse como una “crisis” migratoria, toda vez que los menores no están recluidos

en condiciones propicias para su edad, además de que carecen de la asesoría legal adecuada para tratar de encontrar una solución migratoria.

Si sumamos a lo anterior los más de 3,000 menores migrantes a los que el Departamento de Salud y Servicios Humanos (DHS) les ha perdido la vista después de entregarlos a hogares adoptivos, vemos los elementos de una tormenta perfecta humanitaria, con miles de menores de edad en un virtual limbo, sin poder conocer y ejercer sus derechos, y sin una perspectiva clara para recuperar la normalidad en sus vidas.

Aunque organizaciones como la Comisión Interamericana de Derechos Humanos (CIDH) de la OEA han pedido a la administración Trump implementar las

acciones necesarias para la protección de los menores migrantes, parece claro que las medidas adoptadas hasta el momento han sido insuficientes para encontrar una solución de largo plazo al tiempo que se busca la reunificación de los menores con sus padres y se evita el traumatismo de la separación familiar.

Es importante que la sociedad civil en su conjunto haga llegar a sus representantes y senadores que un limbo migratorio es inaceptable. Las elecciones del 6 de noviembre están a la vuelta de la esquina y es el momento adecuado para darle a esta crisis la urgente atención que necesita.

5 Things to Know about Parents’ Knowledge of Parenting and Early Childhood Development

skill or entering preschool. At these times, firsttime parents of infants and toddlers were active consumers of information. They were especially likely to seek information in the early months of their children’s lives, when they were first adjusting to parenthood. Their information-seeking slowed after this phase but increased again as children entered a new developmental stage or engaged in behaviors parents found challenging.

3. Parents of different backgrounds and identities had more commonalities than differences when it came to their parenting knowledge and information-seeking preferences and behavior.

Research demonstrates a strong link between what parents know about parenting and child development and how they behave with their children. Parents with more knowledge are more likely to engage in positive parenting practices, whereas those with limited knowledge are at greater risk of negative parenting behaviors. Consequently, many parenting programs and services for families with infants and toddlers aim to improve parents’ knowledge of child development and healthy caregiving practices.

A Child Trends literature review on parenting knowledge found that parents desired high-quality knowledge on early childhood development and parenting—and had clear preferences for how they wanted to receive this information—but their opinions were rarely considered by researchers or practitioners. To address this gap, we conducted focus groups with racially, ethnically, and economically diverse groups of first-time parents of infants and toddlers.

Parents raised the following five key points during the focus groups.

1. Parents were eager for information on child development, but did not always know how to obtain this information.

Parents in the focus groups expressed a strong desire to learn about their children’s development and how to parent effectively. Specifically, they wanted to receive information in a judgement-free manner tailored to their specific individual, family, and cultural needs. While most parents reported feeling confident in their understanding of their child’s physical development, they felt less knowledgeable about their child’s social-emotional development.

However, parents were unsure how to obtain this information. They reported that pediatricians answered many parenting questions on developmental milestones and early physical development, but did not satisfy their desire for information on early social-emotional development.

2. Parents most often sought information on parenting and child development during developmental transitions.

Regardless of economic background, gender, or racial/ethnic identity, parents appeared to possess similar knowledge, asked the same types of questions about parenting and early child development, sought information from comparable sources, and used similar strategies to make sense of information. Most parents turned to those in their social networks who had childrearing experience, including their own parents and grandparents, and friends with kids. They also relied on their own instincts, experience, personal preferences, and family values to guide their parenting.

The most pronounced differences were between mothers and fathers, both of whom struggled with societal expectations focused on gendered ideas of parenting. Mothers felt pressure to be a “supermom”: always present and nurturing, wellorganized, equipped to handle any challenge, with a high-functioning and well-mannered child that plays well with peers. Fathers reported their desire to feel more engaged in supporting their children’s development, and felt that societal expectations are too low for paternal involvement in children’s lives.

4. The internet was a primary source of information.

Parents turned to the internet for information, support, and guidance. They relied most on search engines to look for answers to parenting questions, and on social media for online parenting groups and information on applying new knowledge to everyday interactions with their children. These parents appreciated the convenience and speed of information delivered by the internet and social media, and found comfort in the anonymity.

However, the quality of information and advice found online was inconsistent, so parents often used information from multiple online sources to identify consensus.

5. Parents wanted clear, concise recommendations for parenting practices with examples of how to use them.

They reported that possessing knowledge about parenting and child development was necessary but insufficient to translating this information into practice. While evidence shows that first-time parents of infants and toddlers are especially likely to reap benefits from parenting programs and services, the parents in our study indicated that their families are more likely to thrive when information about child development and parenting is accompanied by recommendations for applying it to everyday interactions with their children.

Two San Jose high schoolers were awarded Commended Student status by the National Merit Scholarship Corporation (NMSC) for high scores on the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT).

The Summit Rainier Public School students, seniors Kriselle Tanhueco and Andy Nguyen, scored among the top 50,000 students out of 1.6 million students on the 2017 PSAT/NMSQT. In addition, Tanhueco and Nguyen are two of just 34,000 Commended Students nationwide recognized for their exceptional academic promise.

Ask them to tell you more about the company. Also, ask the representative about refunds and exchanges.

The flu is nothing to sneeze at. According to the Centers for Disease Control and Prevention (CDC), influenza has resulted in between 9.2 million and 35.6 million illnesses annually since 2010. The best way to stay out of such statistics, the CDC says, is for everyone who is eligible and at least 6 months old to get a flu shot as soon as the vaccine becomes available.

Study Shows That may be just as well, since the annual survey, conducted online by Harris Poll on behalf of CVS Pharmacy [1], found that two-thirds of those surveyed get a flu vaccine every year or plan to get one this year, a 5 percent increase from last year.

SANTA CLARA COUNTY, CA. – Free flu shots for adults over 19 will be available at Santa Clara Valley Medical Center’s geographically accessible “Valley Health Centers” beginning on Saturday, September 29, 2018. Adult Flu Vaccine Fairs will be held at the Valley Health Centers on a rotating schedule.

The Centers for Disease Control and Prevention (CDC) recommends that everyone six months and older should get their flu shot early—before flu season begins. The flu vaccine helps prevent the spread of the flu and reduces the chances of needing to be hospitalized for flu illnesses.

Flu season often begins in the fall, but is unpredictable, and the vaccine takes two weeks to become fully effective.

In addition to the Valley Health Center Flu Fairs, vaccines are available at doctors’ offices, and many pharmacies provide free and low-cost flu vaccinations to the public.

“Since it takes about two weeks after vaccination for the antibodies that protect against the flu to develop in the body, people should get the flu vaccine before flu season begins,” said Dr. John Fankhauser, Chief Medical Officer of Santa Clara Valley Medical Center. “Flu shots are the best way to protect yourself, your family, and the community from becoming seriously ill with the flu.”

It is important to get the flu vaccine every year because flu strains change over time.

Flu vaccination is recommended for everyone six months of age or older, but is particularly important for those at higher risk of severe influenza, including pregnant women, children under five years of age,

adults over the age of 50, and people with certain underlying medical conditions such as asthma, diabetes, heart disease, and obesity. Pregnant women who get a flu shot not only protect themselves, but also help protect their babies in their first six months when they are still too young to be vaccinated.

Timely flu shots help prevent a disease that can cause serious illness, hospitalization, and death, particularly among older adults, very young children, pregnant women, and those with certain chronic medical conditions.

One reason so many are flocking to get the shot is the knowledge of last year’s flu season— which according to the CDC had flu levels that were the highest observed since 2009. Twentytwo percent of those surveyed [2] say that knowledge of last year’s severe flu season makes them more likely to get a flu shot this year. On a similar note, among the 27 percent of parents of children under 18 whose child did not get the flu vaccine last year, 26 percent say they are more likely to get their child vaccinated this year after learning about the notably high flu levels during last year’s flu season.

The percentage who get vaccinated at a pharmacy stayed at 22 percent, but the percentage of employed adults who get vaccinated at their workplace fell from 22 percent to 15 percent while those who got vaccinated by a health care professional rose from 44 percent to 48 percent.

The survey also found that doctors’ opinions (39 percent), where insurance is accepted (38 percent), and convenience (33 percent) rank among the top three factors in determining where to go for the shot. The flu vaccine is a preventive service under the Affordable Care

Nurse’s Advice “Surprising to many, it can actually take up to two weeks for the flu vaccine to build immunity,” explained Angela Patterson, Chief Nurse Practitioner Officer at MinuteClinic. “Because of this, CVS Pharmacy recommends patients get their flu shot as soon as the vaccine becomes available to ensure patients are the most protected before flu season peaks. Furthermore, influenza strains tend to change each year, so it’s very important to get vaccinated annually to make sure you are protected.”

What Else You Can Do Here are four suggestions: 1. Stay home if you’re sick. The survey found that two out of three respondents would still go to work if they had flulike symptoms.

In fact, flulike symptoms haven’t stopped some people from going out in public in general: • 28 percent have gone to the supermarket • 12 percent have picked up a child from school or day care • 10 percent have taken public transportation.

2. Wash your hands often with soap and water. If soap and water are not available, use an alcoholbased cleansing gel.

3. Avoid touching your eyes, nose and mouth.

Germs spread this way.

4. Clean and disinfect surfaces and objects that may be contaminated with germs.

SACRAMENTO, Calif. - The No on Prop 5 coalition kicked off its campaign Wednesday to defeat the ballot measure that would change the way properties are taxed in California.

The coalition includes public sector unions that represent firefighters and teachers, plus groups that fight to protect health care, seniors and affordable housing.

Anthony Wright, executive director of Health Access California, argues that Prop 5 is a special interest tax break for the wealthy that would drain $1 billion a year from county budgets, forcing cuts in services.

SAN JOSE, CA – On Tuesday, October 2, the California Department of Education (CDE) released results from the fourth year of the student assessment system known as CAASPP (California Assessment of Student Performance and Progress) show that Santa Clara County students continue to outperform their state counterparts.

• A substantial achievement gap exists between Hispanic/Latino students and white and Asian students in the county.

Every year, California students in grades three to eight and grade 11, participate in the annual CAASPP testing to measure each student’s ability write clearly, think critically, and solve problems, skills to help prepare students for college and careers in the 21st century.

“It is significant to note that test scores are just one of many ways in which student performance is measured. It is very tempting to judge school and student performances by these quantifiable factors, but there are many qualitative measures as well,” said Dr. Mary Ann Dewan, County Superintendent of Schools.

“When we can track individual student progress over time, CAASPP results will begin to show its value,” added Dewan.

Staff from the Department of Assessment and Accountability of the Santa Clara County Office of Education (SCCOE) did an in-depth analysis of the results and noted the following highlights: • For the ELA assessments, 63 percent of Santa Clara County students reached the Standard Met or Standard Exceeded achievement levels compared to 50 percent of students statewide.

• For the mathematics assessments, 56 percent of Santa Clara County students reached the Standard Met or Standard Exceeded achievement levels compared to 39 percent of students statewide.

• Santa Clara County students met or exceeded standards at higher rates than their statewide counterparts at all grade levels (grades three to eight

• For ELA, there is a 46 percentage point difference between the percent of Hispanic/ Latino and Asian students that reached the Standard Met or Standard Exceeded achievement levels. Math results show a 57 percentage point difference.

• Within Santa Clara County there is a substantial achievement gap between Economically Disadvantaged and Not Economically Disadvantaged students.

• For ELA, there is a 39 percentage point difference. The gap is even larger in math, where there is a 43 percentage point difference.

“Many of the challenges we faced in the previous year, still exist, and we are working toward closing achievement and opportunity gaps,” said Dewan.

“One of the best things parents can do to help their child is by taking an active role in their child’s education. Reinforce school learning at home, monitor your child’s progress, and supporting your child by being their advocate. Developing a strong relationship with your child’s school will greatly improve your child’s opportunity for academic success,” added Dewan.

“SCCOE also has a robust Parent Engagement Program. This program provides parents with the tools to support their child’s academic achievement.

The Parent Engagement Program teaches parents strategies to support their child’s needs. We host two free events per year at various sites throughout the county. Our next event will be at Matsumoto Elementary. We will focus on empowering students and parents to take informed action,” added Dewan.

Right now seniors, the disabled and people affected by wildfire can take their tax rate with them if they buy a home that is equivalent or smaller.

Proposition 5 would allow those people to buy a much bigger home, and keep their tax rate or something close to it.

The California Association of Realtors and the real estate industry have raised more than $13 million to promote Prop 5.

Wright says Prop 5 would mainly benefit older, wealthier homeowners and shortchange everyone else.

"It will encourage more sales of high end houses, but that won't do anything but exacerbate our current housing situation and force cuts to key local services," he stresses.

Prop 5 does not affect current benefits that stemmed from Prop 13, which was passed in the 1970s. The vote takes place on Tuesday, Nov. 6.

Teatro Visión’s Original Production to Premiere

Indigenous spiritual elders view death as the shedding of a temporary physical ‘package’ releasing an essential, energetic self (or spirit). Similar to many world traditions, our spirit can be at peace if we have lived in an honorable and loving way.

Teatro Visión’s original production, DEPARTERA is a beautiful collage of stories where death is a teacher. It is also the story of a community reclaiming a cultural history of death as a journey to Mictlan, a place of spiritual evolution facilitated by the guardians and forces of duality, Lord Mictlantecuhtli and Lady Mictecacihuatl. The play was inspired by the work of traditional curanderas and hospice workers who have been wonderful guides and supporters during times of profound change.

A creative team including playwright, Evelina Fernández, composer Russell Rodríguez, Directors Elisa Marina Alvarado and Rodrigo García worked together over a period of 2 years to develop the play through study of the novels, The Road to Tamazunchale (Ron Arias) and Pedro Páramo (Juan Rulfo), community dialogue, story circles,

collective songwriting workshops, online conversations and our own personal reflections on mortality, love and loss.

The creative process was supported

by Teatro Visión’s Managing Director Leigh Henderson, Project Manager Dianne Vega, consultant Rosa Gonzalez (Facilitating Power), Community Outreach Coordinator Jackie Gamboa and wonderfully talented actors and musicians.

The play features vibrant original music of our Chicano/Mexicano neighborhoods.

Composed by Russell Rodríguez and to be performed live by veteran Chicano musicians, Charlie Montoya, Chris Gonzalez-Clark, Miguel Govea, and Russell himself, the music is sure to be memorable. Teatro Visión is excited to partner with Russell Rodríguez to produce its first CD of the music of DEPARTERA, which will be for sale at all performances.

Plastic in the ocean is a big problem that first came to widespread public attention in the late 1980s when mariners began sharing reports of what turned out to be a 1.6 million square kilometer garbage patch (that’s about three times the size of France) floating in the middle of the North Pacific about halfway between Hawaii and

When this news broke, researchers started looking deeper into the problem, and found that perhaps even more troubling than plastic chunks and pieces floating on the surface that you could see with the naked eye was the fact that even more plastic had broken down into tiny particles that would sink in the water column and get eaten by marine wildlife, in turn getting passed up the food chain, in some cases right onto our

own dinner plates.

While reducing the amount of plastic that ends up in the ocean is more up to the individual than most environmental challenges—we can just stop buying and using plastic—it may be easier said than done. Plastic is a miraculous material that has made many consumer and industrial products easier to fabricate and afford. The result has been a huge quality of life improvement for billions of us on the planet.

Governmental efforts to ban disposable plastic bags in grocery stores—such as in Kenya, Chile, China, Australia and the UK, as well as in several U.S. cities including Washington D.C., San Francisco, Seattle and Boston—are no doubt a step in the right direction. And while these bans have proven highly successful in keeping plastic litter out of waterways, they represent merely a drop in the bucket of what we could do societally to ditch plastic.

As for cleaning up the so-called Great Pacific Garbage Patch, technology could come to the rescue. Dutch inventor Boyan Slat had a vision as an 18-year-old back in 2013 that a passive drifting

system could autonomously collect plastic and other types of marine debris so we could get it out of our oceans, and today his vision has become a reality. Along with a team of 60 engineers, Slat has created a 2,000-foot-long U-shaped floating plastic tube (with a 10-foot curtain dragging underneath) that can float through the water pushed by the wind and currents, entrapping plastic and other fragments along the way.

Periodically, manned boats can catch up with the device and skim the debris for recycling or disposal in landfills back on shore. Slat and crew, incorporated as the non-profit The Ocean Cleanup and funded in large part by Salesforce founder and high-tech billionaire Mark Benioff, believe they can shrink the Great Pacific Garbage Patch by half within five years of deploying their new low-tech plastic scooper.

If Slat’s “passive collector” does as well in open ocean trials as its inventors hope, it could be deployed for real next year. This inexpensive lowtech approach is a model for how we can solve other big environmental problems if we put our minds to it.

La Autoridad de Transporte del Valle de Santa Clara (VTA) tiene planes de extender por 2.4 millas el tranvía a lo largo de Capitol Expressway en San José, desde la estación existente de Alum Rock hasta el Centro de Trasbordos Eastridge Transit Center. Este proyecto incluye vías elevadas a lo largo de Capitol Expressway, una estación elevada en Story Road, y una estación a nivel de la calle en el Centro de Trasbordos Eastridge Transit Center.

VTA preparó una Versión Preliminar del Segundo Informe de Impacto Ambiental Suplementario (SEIR-2). Describe los cambios de diseño en el proyecto aprobado y proporciona información sobre los efectos ambientales de esos cambios. El Consejo Administrativo de VTA aprobó el proyecto en mayo de 2005. IN YOUR BACKYARD: REPORT FINDS OVER 124 MILLION AMERICANS LIVE NEAR TOXIC THREATS

Soundbite Services LOS ANGELES — Chances are you or someone you know live near a potentially hazardous chemical facility and may not even know it.

A new interactive map and report from the Environmental Justice Health Alliance identifies 12,000 such facilities that it said present health and safety risks. Based on the report, 124 million Americans live with a threat of harm 39 percent of the country's population.

Eric Whalen, community coordinator with the alliance, said the map is a wakeup call to those who review it.

“A lot of folks just aren't aware that there are over 12,000 chemical facilities in America - in neighborhoods and towns all across the nation - that could at any moment explode, or emit poisonous gas, and in some cases, kill thousands of people,” Whalen said.

The analysis suggested that 125,000 schools and 11,000 medical facilities are vulnerable to a chemical disaster.

The report recommended the public be made aware of the potential dangers, and whenever possible, that the risks be eliminated or reduced.

Whalen and others noted that accidents or 'near-misses' aren't unusual, such as at the Torrance Refinery outside Los Angeles, owned by Exxon Mobil. An explosion in 2015 prompted a nearmiss with a massive piece of ductwork and a container of hydrofluoric acid. If the metal had hit the chemical, experts

say thousands would have been killed or sickened.

Sally Hayati, president of the Torrance Refinery Action Alliance, is fighting for the plant to use safer chemicals that her group says are already used by other facilities.

"Those of us who are aware are desperate to get rid of it; it's an unnecessary hazard,” Hayait said. “It's just hard for people to recognize a hazard before it happens. We have to recognize that this is a risk that just should not be tolerated."

While the hazardous facilities present a risk to anyone nearby, Whalen added that some populations and neighborhoods are disproportionately affected.

"People of color and the poor are overwhelmingly at risk; they're getting piled on” Whalen said. “So, they deal with the day-to-day pollution that these facilities emit. They live closer to facilities on average, so they're more likely to face a chemical disaster. They also, unfortunately, face a higher risk of cancers and respiratory disease."

The Trump Administration recently attempted to block rule updates designed to improve chemical disaster-prevention measures at more than 12,000 facilities regulated under a program known as the Risk Management Plan. That move was defeated by the Environmental Justice Health Alliance and other groups that successfully sued to enact safety improvements.

Con un nuevo monstruo amenazando la Costa Este de Estados Unidos y un año después del peor desastre en la historia de Puerto Rico, la isla sigue cubierta por el velo negro del Huracán María.

Puerto Rico finalmente anunció el verdadero saldo mortal de la tormenta y sus secuelas: 2.975 vidas, 50 veces más de lo anunciado originalmente, en medio de la desidia y arrogancia del gobierno federal, la incompetencia de funcionarios locales y el olvido del resto del país.

“Esto no es un número, es gente que nunca más volverá a ver la luz del día. Y muchos de ellos murieron debido al abandono”, dijo Carmen Yulín Cruz, alcaldesa de San Juan.

Las heridas de María son aún profundas, no solo visibles en el rostro de la isla, sino especialmente en el alma de los puertorriqueños.

“No todos nos podemos ir”, dice Elizabeth Chapman, una residente de Río Grande de 53 años que dolorosamente vio emigrar a su madre, Angela, a Texas porque su hogar fue una de las más de 60.000 casas que destruyó la tormenta. Para colmo de males, el gobierno federal ha negado la ayuda financiera a más de la mitad de quienes perdieron sus casas, dejando a decenas de miles de puertorriqueños a merced de la próxima maría.

“Unos nos tenemos que quedar para poder echar esto pa’lante”, agrega valiente Elizabeth.

La sangría de residentes que han abandonado la isla es devastadora. Según un estudio de City University of New York, Puerto Rico podría perder 470.000 de sus 3,2 millones de habitantes entre 2017 y 2019 debido a María. El asolador paso de la tormenta causó hasta $95.000 millones en daños en una isla que ya sufría desastrosos niveles de deuda pública.

Este desarraigo impacta a todos los residentes, incluyendo a los más jóvenes. La Escuela Luis M. Santiago de Toa Baja, a duras penas se recupera de la destrucción que sembró el huracán. Su directora, Sara Reyes, es consciente de que el cambio climático

está causando daños sin precedentes y nos urge a todos a aprender de esta tragedia.

“Luego de esta experiencia”, dice, “sabemos que es muy probable que esto vuelva a ocurrir. Así que María ha sido una gran maestra”.

Hay muchos, sin embargo, que no escuchan a esta maestra. Y el estado de la red eléctrica de la isla es buena prueba de ello. La Autoridad de Energía Eléctrica de Puerto Rico (AEE), finalmente restauró el fluido eléctrico a toda la isla casi un año después de la catástrofe. La red, no obstante, permanece débil.

“Es frágil”, reconoció José Sepúlveda, director de distribución de AEE, a Business Insider. “Si algo como María regresa a esta isla, vamos a tener problemas”.

La AEE, sin embargo, insiste en reconstruir buena parte de la red por medio de plantas de combustión del caro gas metano, lo cual impediría la independencia energética de la isla y contribuiría a la crisis climática que fomenta monstruos como el Huracán María.

Pero este monstruo trae un pan bajo el brazo. María ofrece ahora la oportunidad de reconstruir por completo la obsoleta red eléctrica de Puerto Rico con un sistema resiliente de microredes de energía solar. Este esquema descentralizado convertiría a la isla en un líder nacional de las energías limpias y renovables que beneficiaría a todos los habitantes de la isla.

El mayor obstáculo para “echar esto pa’lante”, es la administración Trump. Tras tratar a las víctimas de María como ciudadanos de segunda clase y minimizar la gravedad de la catástrofe, Donald Trump recientemente felicitó a su administración y se adjudicó un “10” en su respuesta a la crisis. Pero incluso más indignantes son los reportes de que su administración desvió fondos de recuperación de huracanes para financiar más centros de detención a los solicitantes de asilo en la frontera.

El “10” no le pertenece al Sr. Trump. Le pertenece al pueblo puertorriqueño, que tras aguantar el peor desastre natural en Estados Unidos en más de un siglo, sigue en pié y “pa’lante”.

The Series 4 features a W3 wireless chip (Series 3 had a W2 wireless chip) which helps with wireless connectivity. Even its Bluetooth was upgraded from 4.2 to 5.0.

I am happy to report that Apple’s claims of longer battery life are only slightly exaggerated. Our friends in Cupertino say, “18 hours on a single charge.” Um … no, but battery charge on the Series 4 is noticeably better than it is on the Series 3. Last, but not least, the Series 4 features LTPO, a new display technology designed to improve the aforementioned power efficiency and battery life.

My fashionista friends are happy that aside from silver and space black, the Series 4 is available in gold.

What Hasn’t Changed The Apple Watch Series 4 also includes features you have come to know and love from previous iterations. It’s water resistant up to 50 meters; has a barometric altimeter; has a nice array of satellite navigation tools (GPS, GLONASS, Galileo, and QZSS), and comes with 16GB of storage capacity.

Apple says the new Apple Watch Series 4 has been “fundamentally redesigned and re-engineered to help you stay even more active, healthy, and connected.” I’ve spent about a week with my Apple Watch Series 4 and my new iPhone XS Max. Here’s what I’ve learned.

Apple Health Due to Apple’s commitment to helping you maintain your health and wellness, the Apple Watch Series 4 now has a raison d’être. When coupled with the Apple Health App (included with iOS), the Series 4 goes way beyond the concept of fitness tracker or step counter and enters the realm of purpose-built health/medical/research monitor. Apple’s health and wellness strategy clearly differentiates the Apple Watch (and companion iPhone) from all other devices or combinations of would-be-competitive hardware and software.

New features include a second-generation optical heart sensor which allows the Health app to provide comprehensive heart rate monitoring (it even looks for irregularities like atrial fibrillation). And, coming soon, an ECG app that will generate a 2-lead (one electrode in the watch’s crown, and the other on the back crystal) electrocardiogram you can share with your doctor.

There are several other sensors in the Series 4 including a new and improved gyroscope as well as a new and improved accelerometer which can sense up to 32 g-forces (the Series 3 can only sense up to 16 g-forces). When combined with included software, these

sensors know if you fall, know how hard you fell, and ping you to respond that you’re OK. If you don’t respond, the device will call emergency services. The company has a clear disclaimer in the Fall Detection section of the Watch App that says, “Apple Watch cannot detect all falls.”

I have been using the Apple Watch/iPhone combo with Apple Health for a while now and have compiled a fair amount of useful data. I am currently writing some software to help transform raw Apple Health data into actionable insights. I’ll keep you posted.

There are a couple of other flavors of Apple Watch Series 4 that are noteworthy. Apple Watch Nike+ (available 10/5) includes the

Nike Run Club and Nike Training Club apps for both runners and overall workout enthusiasts: “Together they’ll help you build the endurance and strength to take your fitness to the next level.” And Apple Watch Hermès, which lets you spend even more money on an Apple Watch, under the guise of tech and fashion. Varieties include Double Tour, Single Tour, Single Tour Rallye, and Single Tour Deployment Buckle.

Should You Get One? If you are into health, wellness, fitness, and heart health, or if you’re training for anything, this is the watch for you. If your use case is aligned with Apple’s health and wellness strategy, don’t hesitate. We’re just at the beginning of Apple’s healthcare mission, and I am really impressed with their progress so far.

However, if you are just interested in seeing your notifications on your wrist, there are many other smartwatches that integrate text, email, notifications, and phone calls.

The lowest-priced Apple Watch is $399, but the sky is the limit (watch bands start at $49, but have no upper price boundary). That said, the Apple Watch Series 4 is awesome.
