Also, each registered voter has already received via U.S. Postal Service his/her copy of the 'COUNTY VOTER INFORMATION GUIDE-NOVEMBER 6, 2018 GENERAL ELECTION mailed by the Registrar of Voters, County of Santa Clara. On October 22 each voter should receive their 'Vote by Mail ballot' which enables making your 36 voting decisions at home and then mailing your 'VOTE

BY MAIL' ballot (NO POSTAGE STAMPS NEEDED; postage costs are paid by the 'County').

The back page of this booklet will tell you the location of your polling place which will be open from 7:00 AM to 8:00 PM; Early voting is also possible at the County's Office of the Registrar of Voters during October 9th to November 5th. The final day one may register to vote for this election is October 22, 2018.

These two pamphlets contain the 'OFFICIAL INFORMATION' about candidates, measures and propositions. Information received from other sources (TV, radio, newspapers, mailers, friends, etc.) is probably 'tainted' by 'spinmeistering' which is favorable to a candidate or special interest. If you really want to know the of-

ficial information, do read what is presented in these two official documents. Any other source may be slanted towards a special interest or candidate.

Do make your voting efforts easier by using the “Quick Reference Guide” (page 6, State pamphlet) and the full paper ballot presented in the County's pamphlet (page 005-017). A suggestion is to use this 'paper ballot' to record your voting decisions and then transcribe them to the official “Vote by Mail” ballot or take it to your precinct's polling place to expedite voting.

For this general election, Governor, Lt. Governor, Secretary of State, Controller, Treasurer, Attorney-General, Insurance Commissioner, State Board of Equalization (District 2), U.S. Senate, U.S. Representative, State Senate, State Assembly member are all 'voter-nominated' elected officials.

VOLUNTARY SPENDING LIMITS: Those candidates who accepted voluntary campaign spending limits (Pursuant to Proposition 34, adopted November 2000) are also listed. (See page 0l6, “County” pamphlet).

Election analysts of the 2016 Presidential Election have documented the reality that Donald J. Trump was unexpectedly elected to the 'Presidency' by a minority of voters because many registered voters did not vote and by this lack of personal action, actually assisted Mr. Trump in becoming the President. FOR DEMOCRACY TO REALLY REFLECT THE WILL OF 'WE, THE PEOPLE' IT IS VERY IMPORTANT TO SPEAK UP WITH YOUR VOTE! For Democracy to work, each voter must participate by ensuring his/ her 36 ballot choices are properly made and delivered by 8:00 PM, Tuesday, November 6, 2018.

All partisan candidates for every elected official are now 'voter nominated. The “Top Two Open Primary Act (Proposition 14 passed 2010) now requires “The two candidates with the highest number of votes, in the primary election (held last June 2018), regardless of (political) party preference, to on to the general election ballot.

There may be two candidates with the same party preference on your general election ballot. California Law authorizes political parties to endorse candidates running for

Two local elections are of great interest to the local Latino community: The Office of the Sheriff, County of Santa Clara and the election of new Alum Rock Elementary Union School District Board.

This County of Santa Clara community merits a new Sheriff. I recommend the election of John Hirokawa who is the retired Undersheriff, County of Santa Clara and not a 'career politician'.

Read his official statement (County pamphlet, page 022) and compare it to that of the incumbent who has forgotten that “We, the People” pay the taxes which underwrite all County operations. “We, The People” need to be kept fully informed so as to permit us to be fully engaged in development and maintenance of community safety.

After 5 terms in office (25 years), it is time for change.

The ARUESD constituents need to elect new School Board members who will be dedicated to using

those Measure I and Measure J School Bond monies for the purpose intended...which is to improve facilities and get deferred maintenance work accomplished.

The Community for Better Alum Rock Schools (CFBARS) has endorsed candidates they support. Frank Chavez, former ARUESD board member and businessman (jewelry). His wife, LINDA CHAVEZ is a candidate; their children attended ARUESD schools. In an email (June 23, 2018 1:06 PM) Frank stated, “Taking out both Tran and Herrera is a very high priority. In a crowded field (as it is shaping up), going negative on who you don’t want to win can be as important as supporting the ones you do.”

Do not vote for incumbents Tran and Herrera. It is best to vote for those candidates who are not allegedly beholden to any special interests. Andres Quintero, Ray Mueller, Linda Chavez, Ernesto Bejareno and Brenda Zendejas would all be effective ARUESD School Board members who know that the board's role is to focus upon 'policy decisions', use the CA Education Code as their business practices guide (both personnel and contractual) and focus upon assisting ARUESD's teaching staff with all instructional challenges be addressed. The basic educational mission is to prepare our kids for their competency and future in this world.

The City of San Jose and County of Santa Clara are addressing two very serious issues: One is the need to build affordable homes; the second is to deal with income disparities which lead to welfare support for the impoverished and homeless. Vote to support their proposals. The challenge of dealing with income disparity

needs to include corporate leaders who must become informed about the impact of gentrification their business decisions impose. There is a social cost to destabilization of established communities when major corporations make plans to 'bring in thousands of new employees' without first considering the impacts upon rentals and home ownership. With modern IT communications how can corporate planners be encouraged to develop new corporate centers in smaller neighboring towns?

Especially those which have open spaces for urban development (more affordable homes). It seems that a regional approach needs to be considered by the Silicon Valley Leadership Group members. The 'high number of corporate facilities expanding in Silicon Valley will result in definite reduction of “Quality of Life” factors. One such already being experienced is the extreme traffic congestion whose resolution is not being adequately anticipated by any public transit authority. Better regional planning is needed.

A micro-economic area has been created in which our children are not able to live close to 'mom and dad'...with negative social costs not considered in 'bottom line thinking'. How does business decision- makers get motivated to include 'good Samaritan stewardship' ideals which allow families to 'live close by...thereby fostering family relationships and values.

These considerations never make it to any ballot when only bottom-line decision making happens.

Alrededor de un cuarto de millón de latinos y latinas viven con el VIH en los Estados Unidos.

Aunque los diagnósticos han disminuido en un 16% entre latinas, en el periodo del 2010 al 2014, los casos se han incrementado en un 13% entre los latinos homosexuales durante el mismo periodo. No hay duda de que el VIH continúa siendo una seria amenaza a la salud pública.

Y el que el VIH no sólo nos afecta desproporcionalmente, sino que 8 de cada 10 latinos y latinas que viven con el VIH padecen el estigma de sentimientos negativos por su situación. Se sienten avergonzados, culpables o carentes de autoestima, lo que se convierte en una barrera adicional para hacerse la

prueba o buscar tratamiento.

Roberto, un inmigrante centroamericano, llegó hace 38 años a los Estados Unidos, padeció durante años el estigma de saberse seropositivo e indocumentado. Durante mucho tiempo vivió bajo la sombra de la depresión, hasta que encontró una mano amiga en una clínica comunitaria de Washington.

“Al varón no le gusta dar el brazo a torcer porque creen que las enfermedades van a afectar su estatus, hay quienes no conocen bien el idioma, o la ayuda que pueden recibir. Es bien importante que hablen, que comuniquen lo que sienten”, nos comenta.

Con ayuda médica profesional y un tratamiento eficaz, Roberto muestra niveles indetectables del virus, después de casi 4 décadas. Aunque ahora cuenta con seguro

médico, no abandona su clínica comunitaria.

“Es como mi segunda casa, aquí recibí calor, cariño… y mucho”.

Para ayudar a latinos como Roberto a hacer a un lado el estigma de VIH, los Centros para el Control de Enfermedades (CDC), pioneros en la investigación científica sobre el VIH/ SIDA, lanzaron por ello el Día Nacional de Concientización sobre SIDA entre Latinos el 15 de octubre, bajo el lema “Detengamos juntos el VIH”.

La campaña pone al alcance de la comunidad hispanoparlante la información y herramientas necesarias para la luchar contra la enfermedad e invita al público –familiares, amigos, vecinos, compañeros de trabajo-- a hacer equipo para derrotar juntos al VIH. Alrededor de dos de cada 10 latinos no saben que portan el VIH, así que el primer paso es hacerse la prueba.

“Los tratamientos continúan mejorando.

Las personas diagnosticadas hoy pueden esperar vivir casi tanto como sus amigos y seres queridos que son VIH negativo.

Y si toman su medicamento según las indicaciones y logran la supresión viral, no pueden transmitir el VIH a otros”, asegura Julio Fonseca, del AIDS United's Positive Organizing Project

Julio fue diagnosticado en 2009 y al igual que en el caso de Roberto, los tratamientos redujeron al virus a un nivel indetectable.

“Mi deseo es que haya una conversación real sobre el VIH y el tratamiento, de modo que historias como la mía continúen convirtiéndose en lejanos recuerdos de una enfermedad en una época pasada”.

Sierra Club Washington, DC — The Sierra Club has just released a Spanishlanguage video encouraging Latinos to participate in the upcoming November 6th election and to call a bilingual toll-free number to find out where to vote.

The video lists a number of events that have led to extraordinary levels of anxiety and concern for safety in the Latino community nationwide, and encourages voters to have their say at the polls on Election Day. The

EARTHQUAKES CONTRATAN A MATÍAS ALMEYDA COMO ENTRENADOR

El entrenador argentino dirigió a Chivas en la final 2018 de la CONCACAF Liga de Campeones título que ganó Chivas de la Liga de Campeones de la CONCACAF desde 1962 - el primer año de la competencia - y logró su primera calificación a la Copa Mundial de Clubes de la FIFA en la historia del club.

SAN JOSE, Calif. - Los San Jose Earthquakes anunciaron esta semana que el club ha contratado a Matías Almeyda como entrenador. Más recientemente, Almeyda dirigió a las Chivas de Guadalajara en la final de la CONCACAF Liga de Campeones 2018. El entrenador interino de los Quakes, Steve Ralston, se quedará con el club por los últimos dos partidos de la temporada regular 2018 y Almeyda tomará el puesto en el 2019.

"Lo que vimos en Matías fue un entrenador que ha generado éxito al crear una cultura que aspiramos imitar", dijo el gerente general de los Earthquakes Jesse Firoanelli. "Matías ha demostrado cualidades de liderazgo en Argentina con River Plate y Banfield, y también en México con Chivas. Siempre ha tenido la mentalidad de un ganador cuando era un jugador y ahora como entrenador, y más importante, es alguien que sabe como redirigir a un equipo en una situación difícil, con el compromiso de tener un estilo único al jugar y el desarrollo de los jóvenes.

"Matías vino a los Quakes porque acepta el reto de ayudar a nuestra organización a empezar un capitulo nuevo tras una temporada muy difícil. Tuvo varias ofertas con diferentes clubes y selecciones en todos lados del mundo, pero dejó muy claro que quiere estar con los Earthquakes".

Almeyda, 44, viene a San José con mucha experiencia como jugador y entrenador. Más recientemente, fue el entrenador de Chivas desde septiembre 2015 hasta junio 2018, y ayudó al club a conseguir cinco trofeos en tres temporadas. Durante el ejercicio de su cargo, Almeyda lideró a varios jugadores de la Selección de México como Carlos Salcedo, Alan Pulido, Omar Bravo, Rodolfo Pizarro, Oswaldo Alanis, Miguel Angel Ponce y Isaac Brizuela.

Además de los éxitos internacionales, Chivas también tuvo un buen desempeño domésticamente con la dirección de Almeyda. Chivas ganó el torneo bianual de México, Copa MX, en 2015 (Apertura) y en 2017 (Clausura), y la Supercopa MX 2016. El club también ganó la Clausura 2017 Liga MX, el primer título de la liga que logró el club en más de 20 años. En 2017, Almeyda ganó el Balón de Oro en la categoría de entrenador tras ganar el doble de la Liga MX.

Antes de unirse a las Chivas en 2015, Almeyda lideró varios clubes en su tierra natal de Argentina.

En junio de 2011 a los 37 años, Almeyda hizo la transición de jugador a entrenador con River Plate, el club con el que comenzó y terminó su carrera como jugador. River Plate había sufrido relegación, y en su primera temporada con Almeyda como entrenador, River Plate consiguió un récord de 2013-5 (V-E-D) y volvió a la Primera División. River Plate también llegó a las semifinales de la Copa Argentina con cinco victorias consecutivas y solo un gol en contra, pero se fueron del torneo tras perder por penales contra Racing.

En noviembre de 2012, Almeyda se fue de River Plate para unirse al Club Atlético Banfield unos meses más adelantes. Banfield también había sufrido relegación y utilizó la pericia de Almeyda a ayudar al club.

Banfield ganó el campeonato y logró una promoción en la primera temporada con la dirección de Almeyda. Concluyó la temporada con un récord de 22-12-8 (V-E-D) y +31 diferencia de goles, anotando 72 goles en 42 partidos. Solamente hubo un equipo que terminó con más de 54 goles esa temporada.

Banfield evitó la relegación en 2014 y en 2015 terminó en octavo lugar en una liga de 30 equipos con un récord de 14-8-8 (V-E-D) y calificó a la Copa Sudamericana 2016. Después de esta temporada exitosa, Almeyda se fue a las Chivas.

Almeyda empezó su carrera como entrenador después de jugar por muchos años en cinco países diferentes. El mediocampista defensivo jugó casi 300 partidos con sus clubes, incluso 129 en la Serie A de Italia, 63 en la Primera División de Argentina y 28 en La Liga de España. El argentino también hizo 20 apariciones en la Liga de Campeones de UEFA. Jugó con algunos de los clubes más prominentes del mundo de fútbol, como Inter, Lazio, Sevilla y River Plate.

ENJOYING THE RIDE: Q&A WITH FRANKIE LOYAL OF “MAYANS M.C.” We Get Insight into the Inner Workings of the Biker Show Taking Place after “Sons of Anarchy”

How did you transition from the music scene to the acting one?

I always had an interest in acting, what had happened was that usually when you were playing in bands you’re always trying to supplement additional income and I worked in a culinary field for over 30 years, and with acting I actually was walking down the street over on Haight Street and I was approached by a scout that was auditioning for Nash Bridges, it was a CBS show at the time. They asked me if I wanted to come down for an audition and at first, I got kind of freaked out because I thought somebody was asking me to try out for adult films or something, I really didn’t know how to take it. I kind of freaked the guy out because I wasn’t sure, “like what are you talking about?”

Recently I had the opportunity to speak to actor Frankie Loyal who is currently portraying Hank “Tranq” Loza on FX Networks “Sons of Anarchy” spinoff, “Mayans M.C.”. In the show, the Southern California chapter of the Mayans motorcycle club gets involved with less than desirable criminal groups across the border. With traces of the original show, it invokes a new story in new territory within a world that seems just slightly familiar.

Loyal has been acting since the 1990’s, and before that was in the punk scene in the Bay Area for years.

Fitting with his character in “Mayans M.C.”, Loyal is an avid motorcycle rider, with his daily driver a 2003 Harley Davidson Road King Anniversary Edition. I looked up pictures and it’s a nice-looking bike.

In the following interview, we get to know Loyal’s beginnings, his love for the Bay Area, and how he identifies with the character he plays on the show.

To start off, I heard that you have a history with the Bay Area, can you tell me what brought you here and what that time was like?

I was actually born out here, but I lived up in the Central Valley for a short amount of time. When I was in my early teens I heard about punk rock, so I made my way up to the Bay Area and I spent 20 years plus over in San Francisco. I was a “lower haighter”, I lived in the Lower Haight. I was a permanent fixture over there until I moved to LA. So, you went out there for the music aspects of it.

What was that experience like?

At the time for me what it was, I saw The Clash on Saturday Night Live and I kind of was inspired by - I mean when people say punk rock music, they think of the crazy, destructive, whatever - there was this more of an artistic expression and outlet, that’s kind of how San Francisco was. It was very intense, and you never knew what you were going to see at the live shows especially with the bands that came from all over but art wise, music wise, sometimes from political platforms it was just such a vibrant place to be. You were just surrounded by nothing but inspiration and influence all the time, that’s kind of what was exciting about San Francisco and I think in a lot of ways it’s still is. I get back there from time to time and so, it seems like that’s a constant.

This was in the day of landlines not mobile phones, so they asked me to go down and audition, and I really wanted to. It was almost like a bet I had with my friends, because they weren’t going to go do it, and deep down I wanted to do it. So, I auditioned for a character, I believe it was a coast guard, and I booked it. And that was my first introduction to television or film acting.

So, this year, before the premiere of the show, you and the rest of the cast were at Comic Con in San Diego as a giant “Mayans M.C.” poster adorned a side of a building by the convention center. You were all part of a panel for the show, and I was wondering how the energy was there for that first introduction. What was the reaction you noticed from fans and attendees?

I think the comfort that everybody can take in first and foremost is #1, it’s Sutter and Elgin James’ Universe. It’s FX which is still part of that network and family which is great, and that showed that there was a foundation that was really strong, and [also] I believe the respect that the actors had for that universe, going into this, not trying to reinvent the wheel but appreciate it, but also trying to put a different spin on it. I think the sceptics and even cynical audience members, we won them over because we were coming at them with [a] very different perspective.

I believe a lot of people kind of hang onto the old ways a little bit. I think when they realized we gave them a different perspective, many perspectives that were refreshing, it’s kind of put them at ease but also made them more excited to watch the show. I mean, we were excited, and I think they picked up on our excitement and our intentions to do a really good job and do the show justice. However, the storyline flows out, we were going to give it all we got. We came to play, play hard. Play to win.

In regard to your character, Hank Loza, can you tell me his involvement within the story of “Mayans M.C.” and within the motorcycle club?

Well, he’s the Sergeant of Arms of the club, and if you’re familiar with that particular role in that hierarchy or pecking order he's the enforcer of the club. His responsibilities are primarily [to] protect the best interests of the club however that is - however people choose to see that. But he’s also the difference between him and any sort of conflict, he’s there to protect the president. He flanks and shadows the president and the vice president and makes sure the hierarchy are protected at any costs.

Even if that means laying his life down. That’s his role and the same thing with Alvarez. When Alvarez comes to town it’s almost like a burden of duty, a responsibility and a willing one, but you can tell the club to [Hank] is larger than himself. He’s there for the club, without question.

For your character, where did you find inspiration for his motives, how you were going to play him etc.

Was there anyone in other media, or your actual life that you might have based some aspects of the character on?

I think the way I was raised, the people I associated with growing up. If you know anything about the early days of punk rock or hardcore, that whole subculture, you know there’s a lot of kids that come from dysfunctional families and from families of their own. It’s not based on money or status, it’s based on your word. Your word being bond, and that sense of loyalty and duty to kind of uphold that you believe is bigger than yourself, which for us back then was music and it was a belief system that kind of kept us strong. I think that was a huge inspiration for me, because for me, loyalty goes a long way, but it’s a word that’s used very lightly and the need for me as an actor to kind of keep that as a constant, no matter what unfolds in the future because who knows. Just to hang on that raw element because to me, if you don’t have loyalty in any regards then what do you have? So, that sometimes gets people in trouble. It can go either or and that’s what makes it complicated, and that’s kind of interesting and I like that. I think that’s kind of a motivator behind it.

So, working on “Mayans M.C.” for a season now, what would you say is your favorite aspect, whether it be the crew you work with or the story itself, or even just the fact that you’re riding motorcycles for work?

I ride motorcycles every day, I don’t drive, so for me that’s a daily thing. I love that no matter what, rain, shine, whatever. Two wheels, that’s my life. Part of the show though, the one thing I think I have in common with Hank is to Hank the Mayans M.C., that enterprise, that club, that belief system is larger than himself so that means everything - the club members, the world. And when I think of how I approach when I go to set to work, I feel the same way.

It’s not any particular cast member or any particular scene, it’s the whole world that is “Mayans M.C.”. It’s Kurt, it’s the gentlemen I work with, whether it’s the teamsters that make sure everything is good to go for us, the set designers and the wardrobe,

everybody. That’s the world to me. So, I am just happy. It doesn’t matter what’s going on in my personal life, the minute I get there, everything is good. The network has had a lot of support, has been very good to us. It’s been the whole entity.

That’s what my favorite thing is. And the fact that we’re not filming right now, there’s been a lot of separation anxiety, I’ll tell you. The struggle is real.

Before we move on, what type of motorcycle do you ride, or which is you favorite?

I ride a 2003 Road King, it’s the anniversary special.

It’s got the fenders, the stretched bags, it’s a Chicano style bike. It’s good for traveling, like I said I ride it to and from work which can be anywhere from 40 to 70 miles a day and then in everyday life, I take it on long trips. So, it’s like an extension of myself to be truthful. It’s been over the Golden Gate, it’s been to Big Sur, so it’s a good bike.

For people that have been following the show through the season so far, without any particular spoilers, could you give an idea of what viewers should brace themselves for in terms of the final episodes of the season?

I guess I just tell people, “just enjoy the ride”. Don’t try to figure it out too much. Don’t overcomplicate it and just go with it. Because it seems like every week there’s something exciting, there’s a new twist, there’s something to go with and the one thing about Kurt and ELJIN? that are completely brilliant, you can try to play the game of chess and figure out where they’re going to make their next move on the storyline, but you’ll never be able to figure it out so just go with it. Just have fun! Be pleasantly surprised. The reaction we have gotten is that response has been positive, people have been overwhelmingly surprised and that’s a win-win. So, I just tell them, “Just go for it. Hop on for the ride.”
