LATINO COMMUNITIES MUST FACE 2018 PRIMARY ELECTION ISSUES
Hilbert Morales EL OBSERVADOR The Midterm election year 2018 w ill be here ver y soon: June 2018. Latinos have 12 months to prepare for this transformational midterm primary election. For the f irst time ever, three experienced Latinos will be campaigning to be elected as State Attorney General (Xavier Becerra); a s G over nor, State of California (A ntonio R . Villaraigosa) and as the next U.S. Senator (Kevin de León). Attorney General Becerra has taken President Trump to court regarding DACA, the withholding of federal funds for medical care ser v ices; and civ ic services (Sanctuary issues). Villaraigoza has been in public ser v ice for many years as State Assembly member and Mayor of Los Angeles. De León is current President Pro Tempore of the CA State Senate; he has decided to challenge incumbent Senator Diane Feinstein, who was f irst elected in 1992. Google their names to learn about their public service accomplishments. The campaign rhetoric then will be filled with propaganda. If these three Latino candidates are to be elected, California's Hispanic/Latino electorate will have to step up their support levels to ensure that outcome. First, Latinos will need to support these candidates with their political contributions (cash). Since Latinos make up 47% of California's population this is very possible especially if a ver y high percentage of L atinos both contribute and vote.
Modern communication technolog y makes that very possible. Recall that ‘unknown’ former President Obama who raised $107 million w ith $27 contributions. Establishment's political strategists have all presented their perspectives: None of these L atino candidates has a chance because of: a) not already having name recognition; b) not hav ing suff icient campaign funding; c) not hav ing the Democratic Pa r t y e s t abl i sh ment's backing; and white supremacist factors. Here is an opportunity to be the force which changes things at high executive levels by exerting their will. They will need to provide grass-root support. The kind politicians, especially candidates, dream about. Latino communities will have several opportunities to v isibly move public policy inf luence and power from those East Coast Yankees to Pacific Coast's California economy all by themselves. Why should the Latino community tr y to elect the next Attorney General; the next Governor and the next U.S. Senator who are all Latino? One reason is that these direct representatives have had similar p er s on a l e x p er ienc e s overcoming disadvantages during their life's journey. Things have cha nged over time: That Yankee establishment is out of touch with those who do grunt work '; those who need jobs providing living wages; housing; medical services; education; clean water & air, etc. Like other ordinary American residents, Latinos just want an oppor tunity to earn a reliable income which permits living in secure comfort. Too many elected of f icials have forgotten that it is We, The People who make this nation
great! The main reason Latinos need to see more direct r epr e s ent at ion w h ic h ref lec t s their culture, morals, ethics and core values, is that the current establishment, both Republican conservatives and Democratic liberals, have not addressed issues which impact the general community. The reality is that the Latino Community's issues are not any different than those of the general community. We all need direct representation to ensure programs and ser v ices reach those in need in all communities. Families and individuals all need the same access to civil rights, opportunity, and the pursuit of their lives, liberty and happiness. The ample natural resources of this nation must not end up being owned by that top 0.1% (the ultra-wealthy). And there are several other important issues: The current law enforcement-justice system has f laws which are being exposed by the photos and v ideos recorded by smart phones now in community hands. Recently, Supervisor Cindy Chavez has been the champion of alternatives to posting bail. It is just not right to incarcerate an individual simply because he/she is not well-off enough to post a $500 bail bond. Judge LaDoris Cordell initiated alternatives to incarceration such as community service; rehabilitation & training. The legalistic inter pretation of laws results in practices for which less costly alternatives exist. Many current pra c t ices need t o be exposed by monitoring using citizens who have no conf lict of interest. Justice under the law which is applied equitably is very important. Common sense options need to be identif ied and used
as alternatives to what happens today. Ultra-conser vatives w ill never allow or practice Good Samaritan Stewa rd ship which pla ces the Medicare/MediCa l services, Social Security Administration, Veteran's Administration and Pl a n n e d Pa r e n t h o o d prog ra ms beyond the reach of those who want these ser v ices managed by the private sector and their eligibility voucher plans. These services, in my obser vation, are not fairly distributed by a competitive, for-prof it purveyor model. Market forces do not exist which would result in greater eff iciency and lower prices. Current ACA insurance subsidies w ithheld by Trump demonstrate that reality. It is in the best interest of American nation to have a government which is responsible and accountable for the provision of ser v ices needed by those who are disadvantaged, handicapped, and impoverished. These cohorts need to be cared for through prog rams which are underwritten by a government ‘of the people, by the people, and for the people'. It is ver y important for Latinos to have elected leaders from their community off icially present at the conference table where public policy is made. It has been very helpful for the past several decades to have civil rights and voting rights, but that is not enough. Today, many negotiated deals happen w ithout the consent of those being impacted. This t y pe of decision making is simply wrong; is usually self- ser v ing; and is not democratic in any way. Voting rights cannot be allowed to be restricted by gerr y mander ing. A goal for America would
be to have election district boundar y lines draw n by commissions whose members have no conf lict of interest'. Recent events w ill have a long-term impact on America's people. Three hurricanes have wreaked se ver e d a m a ge f r om Texas to Florida; Puerto Rico's severely damaged infrastructures still do not deliver elec tr icit y nor drinking water; the Las Vegas massacre happened; and wild f ires in California have reduced thousands of homes and businesses to ashes. These events have taken a human toll...FEMA's budget needs replenishing; homes need to be rebuilt; and public health ser v ices need to be re- established. Doing what needs to be done will add to the national deficit which already exceeds $US 22 Tr illion. The Latino community needs to ask one question: Are undocumented residents being ser ved along with everyone else? Collectively, the impact of all these issues has served to distract from a basic issue: The leaders of America need to first deal w ith its people's needs here at home. American people need leadership which continues to strive to develop a hopeful future for its people, especially its youth. To accomplish that will require re-establishment of the American Dream'. If the Latino community wants the American Dream, then it must participate in a manner that makes them fully engaged, involved and committed a s A mer ic an citizens. Democratic achievements take a lot of thoughtful planning and execution of the work required. The Latino community is well advised to face all these issues. Only they can act in their own best interests.

It’s not only football season. For current and incoming college students, it’s financial aid season, too, and that means completing the Free Application for Federal Student Aid (FAFSA). The FAFSA should be the first step families take in the planning-forcollege process; it’s used by schools to put together financial aid packages, states use it to determine eligibility for state aid, and some scholarships require it as part of their applications. “Regardless of whether you think you will qualify for funding, don’t fumble by simply not completing the application,” says Martha Holler, senior vice president, Sallie Mae. By just completing the FAFSA, students can gain access to more than $120 billion in grants, work-study funds, and federal student loans. Sallie Mae is offering six key points to help families move the ball down the field this FAFSA season: • Get season tickets in advance. Complete the FAFSA as a high school senior — and every year in college, even graduate school. It’s the only way to remain eligible for federal student aid, and the amount of aid can vary year-overyear. • Review the playbook before the game. Before beginning the application, both parents and students should create a username and password, a Federal Student Aid ID, and gather Social Security numbers, driver’s license numbers, bank statements, tax returns and W-2 forms. Having this information ready can expedite the process. • Don’t miss the opening kick-off. Some financial aid is awarded on a first-come, first-served basis, or from programs with limited funds, so the earlier families fill out the FAFSA, the better their chances for aid.
Additionally, submitting the FAFSA earlier could mean receiving financial aid award letters earlier. Timing varies by school, so families should check with financial aid offices and school websites for specifics. • Go for the two-point conversion. Take advantage of the IRS Data Retrieval Tool to import and convert tax information directly into the FAFSA. After some critical changes were made to address privacy and security issues, the tool is back, and more applicants will be eligible to use it this year. • Watch out for trick plays. The only way to fill out a FAFSA is at fafsa.gov. Filing the FAFSA is always free, so watch out for sites that charge fees or make promises that sound too good to be true. Students can reduce the risk of identity theft by keeping their Federal Student Aid ID confidential and reporting any suspected fraudulent account activity immediately. • Don’t be a Monday morning quarterback. Completing the FAFSA earlier means receiving critical information like the Student Aid Report (SAR) sooner. The SAR provides basic information about student eligibility for federal student aid and answers to the FAFSA questions. The SAR also includes the Expected Family Contribution (EFC), which provides a clearer picture about eligibility for financial aid as families begin applying to colleges. Families who complete the FAFSA online typically receive their SAR within three to five days. • Make your final draft picks. Families should list at least one school on the FAFSA. Some state aid is based on the order of how schools are listed, so families should consider listing state schools first. For a full online playbook of tips and resources, visit SallieMae.com. BBB OFFERS DONATION ADVICE IN WAKE OF NORTHERN CALIFORNIA WILDFIRES

Wildfires are currently raging through Napa, Sonoma, and Mendocino counties. Wine country communities are suffering, and need assistance. Unfortunately, scammers and unethical organizations often use times of tragedy to prey on victims and on the public’s generosity. Although no scams related to the current wildfires have been reported so far, BBB has received reports of fraudulent charities soliciting donations and crowdfunding appeals that don’t actually benefit victims after past tragedies. Those affected by the fires should also be on the lookout for price gouging of hotels and other goods and
services. If you encounter a scam or unethical business, report it to your BBB at bbb.org/greatersan-francisco. The following BBB tips will help you donate wisely to those affected by the devastating Northern California fires:

• Be wary of claims that 100 percent of donations will assist relief victims. Despite what an organization might claim, charities have fund raising and administrative costs. Even a credit card donation will involve, at a minimum, a processing fee. If a charity claims 100 percent of collected funds will be assisting fire victims, the truth is that the organization is still probably incurring fund raising and administrative expenses. It may use some of its other funds to pay these costs, but the expenses will still be incurred.
• A word on crowdfunding sites. Crowdfunding is a method of raising money from a large group of people, typically via the Internet. If you’re thinking about donating to a fire relief appeal on a crowdfunding site, make sure to ask questions. If the organizer is not responsive or not willing to offer a lot of detail, that is a red flag. BBB Wise Giving Alliance notes that crowdfunding websites call for varying degrees of information in order for appeals to be set up, and may take fund raising pages down when questions are raised that can’t be substantiated. However, those requirements alone won’t prevent all fraud. If you decide to contribute via crowdfunding, it is probably best to give to people who you personally know that have posted requests for assistance. Crowdfunding website campaigns can do a lot of good, and raise a lot of money, but make sure you do your homework before contributing.
• Find out if the charity has an on-the-ground presence in the impacted areas. Unless the charity already has staff in the affected areas, it may be difficult to bring in new aid workers to provide assistance quickly. See if the charity’s website clearly describes what the charity can do to address immediate needs.
• Be cautious when giving online. Be cautious about online giving, especially in response to spam messages, emails, and social media pages that claim to link to a relief organization. If you want to give to a charity involved in relief efforts, go directly to the charity’s website.
• Find out if the charity is providing direct aid or raising money for other groups. Some charities may be raising money to pass along to relief organizations. If so, you may want to consider “avoiding the middleman” and giving directly to those that have a presence in the region. Or, at a minimum, check out the ultimate recipients of these donations to see whether they are equipped to provide aid effectively.
• Rely on expert opinion when it comes to evaluating a charity. Be cautious when relying on third-party recommendations such as bloggers or other websites, as they may not have fully

SACRAMENTO, Calif. - Some California groups are predicting that President Trump's new executive order on health care could undermine health-insurance markets and lead to higher premiums for many people. The order, issued Thursday, directs federal agencies to loosen regulations, to allow small businesses to band together and offer lowcost plans across state lines that don't meet the minimum coverage standards of the Affordable Care Act. Rachel Linn Gish, communications director for the California nonprofit group Health Access, warned that these plans will be similar to those outlawed by the ACA as "junk insurance," that cover very little in the event of a serious injury or illness. "There were a lot of plans out there, that sure, it would be really cheap, but your deductibles would be extremely high, your co-pays would be high; prescription drug costs, almost 100 percent out-of-pocket," she said. The executive order would also make shortterm insurance plans more widely available.

The president has said it will provide a low-cost alternative, but opponents have countered that it will mean fewer young, healthy people get their insurance on the state exchanges. Gish said their participation is necessary to stabilize the risk level for insurers and keep premiums down for the majority of people. Gish said the administration, frustrated by its failure to repeal the ACA, is sabotaging it instead - by cutting the enrollment period in half, slashing the budget to promote enrollment, and threatening to withhold cost-sharing payments to the states that help people afford their premiums. "He is doing everything in his power to make sure that Obamacare collapses," she said. "The President says that Obamacare is collapsing, but in fact, he is the one doing the collapsing by doing executive orders like this." On Tuesday, Covered California - the ACA exchange in the Golden State - announced it's adding a 15-percent surcharge on silverlevel health plans, to compensate for the anticipated loss of the cost-sharing reduction payments. People affected by the increase, however, are expected to be eligible for extra subsidies to offset the higher premiums.

Herbs are perfect fall crops; they are prolific growers, can satisfy your desire for fresh, garden-grown greens and are one of the easiest ways to elevate your recipes from so-so to so good! Plus, they're ready to harvest and growing your own will make a dent in your grocery bill. The fall gardening experts at Bonnie Plants offer some gardening guidance for planting herbs this fall: Getting started Multiple factors will influence your choice of herbs, including fall temperatures, where you live, and your taste in seasonings. If you decide to plant outdoors, it's important to know when to expect the first hard frost. You can find the estimated first frost date in your area by checking out Bonnie's online frost map. You'll want to choose herbs that like cooler weather, such as parsley, sage, rosemary, thyme, mint, chives, lavender and oregano. They're all prolific producers and some, like mint and rosemary, are especially easy to grow. Availability of Bonnie's fall varieties is limited to specific regions, so check your local garden retailers. Pick a place You may envision pots full of leafy, green herbs sitting on a sunny windowsill, while colorful autumn leaves, or even snow, fall outside. However, windowsills aren't always a best bet for indoor herbs, especially if your windows are drafty or the herbs brush the cold glass. Herbs need at least four to six hours of natural light per day to grow indoors, so choose a sunny spot near a window where they'll be protected from drafts and cold. South- and southwestfacing windows will give you the most natural light throughout the day. Windows facing north won't provide enough sunlight.

Timed-release granular fertilizer or a plant food you mix with water will help keep herbs nourished. Remember food plants are hungry! Best bets on basil Although basil is the most popular herb, it can sometimes struggle growing indoors. Start off growing it outdoors on a sunny deck. Be sure to continually pinch-off the prolific leaf growth, which encourages more growth and harvest, until the weather turns cool, then bring the pot indoors. Harvested leaves can be continually dried, although freezing does a better job of preserving the herb's flavor. Tip: Try using old ice-cube trays, inserting basil leaves in cells, filling with water and freezing. When weather gets cold, you can easily pop your "basil icecubes" in recipes throughout the cold weather season. Basil is also tasty in some drinks, like lemonade and tea.
Picking the right pots
While clipping sprigs when cooking is a great way to harness the freshness of any herb, you can also store them and they'll maintain their flavor. Preserving by drying and freezing aren't your only options; try adding herbs as seasoning to cooking oils.
If you really love rosemary, you may be tempted to try to plant the largest pot appropriate for your kitchen, but stick with manageablesized pots that will fit better indoors, allow you to keep your herbs more organized, and

Last year, California Tax-Aide locations had 2,800 volunteers across the state helping 185,000 people file their returns, resulting in $95 million in refunds. People don't have to be AARP members or
senior citizens to get the Tax-Aide assistance. Across the country this past spring, Maymi said, 35,000 AARP volunteers helped 2.5 million Americans navigate the U.S. Tax Code and take advantage of all their deductions. "AARP Foundation Tax-Aide got $1.37 billion in refunds and more than $220 million in Earned Income Tax Credits for taxpayers nationwide," she said, adding that 2018 will be the 50th year the program has been in existence, having started with just four volunteers in 1968.

A special thanks also goes to the County Parks Department for co-hosting the event for the eighth year and to my staff for the hard work in planning, setting up and managing 2017 Day on the Bay. Thanks also to the Santa Clara County Firefighters for grilling the 4,500 free hamburgers and veggie burgers. For the second year, I joined Bike to the Bay along with dozens of other bicyclists who rode the 8.5 miles to the festival along the Guadalupe River Park Trail. Thank you to San Jose Bike Party for organizing Bike to the Bay and to the Silicon Valley Bicycle Coalition for operating the Bike Valet service.

Before the 8th Annual Day on the Bay slips into memory, I want to take a moment to say thank you to those who organized, produced and supported another successful event. First, I and my staff owe the deepest gratitude to our guests – the nearly 10,000 who came to Alviso Marina County Park on October 8 by car, bicycle or on foot to enjoy the multicultural festival. Our event is multicultural because we reach
out to many diverse groups and agencies to provide entertainment and to join our Resource Fair. And we’re planning to reach out to more next year. We want to be truly representative of the vibrant cultures and communities that make up Santa Clara County. But the real measure of a multicultural event is in the diversity of those who attend. Walking through the crowd and seeing people representing all ages and ethnic and cultural groups, backgrounds and walks of life, reminded me that we live in a very special place. That’s something to celebrate.
And we’re so thankful to have our special volunteers who served as emcees on our stages: Sam Van Zandt, Jona Denz-Hamilton and Megan Williams. And also a big thanks to Mix 106/94.5 Bay for promoting our event. Thank you to all the others who volunteered their time and talent to make our event

SANTA ROSA, Calif. -- The death toll has risen to 42 in the massive fires that raged through Santa Rosa, Napa and Sonoma over the past week - and a new report says California can expect more of these megafires in the years to come. Researchers from the National Wildlife Federation noted that in parts of California, fire season is now 50 days longer than it was in 1979, and predicted that some areas will start to see year-round fire seasons. Howard Penn, executive director at the nonprofit Conservation and Planning League, said suburban sprawl has led millions of Californians to move into areas at high risk for fire. "We're having more structures and more lives lost in these types of wildfires because we have more growth into the wildfire areas," Penn said. "We need to be more strategic and more thoughtful about how we grow and how we build in those areas - or not build in those areas."

Shannon Heyck-Williams, a climate and energy policy adviser for the National Wildlife Federation, said Congress needs to designate a special disaster fund for megafires just as we do for hurricanes - because right now the Forest Service is forced to fight them by raiding funds meant for recreation, forest restoration and wildlife management. "Wildfires are demanding a huge amount of resources to try and keep under control," Heyck-Williams said. "The U.S. Forest Service is spending about $1 billion a year fighting blazes, which is over half the agency's budget, and that number is growing quickly." The report found that more than 8.5 million acres have burned in the United States so far this year, and the area burned annually in the Southwest has increased by 1,200 percent over the past 40 years.

The Tech Museum opens new permanent exhibit examining the human body, with unique and never before seen tech to amplify its effect

Arturo Hilario El Observador The human body is a complex machine. Our windows to the world, our earthly vessel. To many, it's common belief that our bodies are inhabited by our souls. As a living, breathing machine, the human body is a testament to our evolution and survival on a physical level. The mysteries of our physical selves have for the most part been unearthed and researched by physiologists, academics, anthropologists and the like, with the solution lying in medical advancements in technology and knowledge. Now, if you’ve ever had questions about how exactly your body functions, or wanted to explore the different systems that make up your physical self, the Tech Museum in San José can help. It’s new permanent exhibit, Body Worlds Decoded, takes you into, out of, and through the human body with the help of new technology and at the center of it, the physical body itself. On Sunday October 15th, the exhibit officially opened to the public, marking a step into the Museum's plans for the future. As of now the Tech Museum has many attractions that are on the cusp of the latest technological advancements, being from Silicon Valley it’s expected right? From total body virtual reality simulators, to Adobe technology that allows one to replicate the weight, feel and shine of oil paints on a digital canvas, Body Worlds Decoded just adds to that cutting-edge direction. The Body Worlds Decoded exhibit takes
inspiration and guidance from the original Body Worlds, a traveling exposition started in 1995 by Dr. Gunther von Hagens, who also happens to be the person who invented the plastination technique to preserve specimens in a way that replaces fat, water and cells with polymers like silicone rubber, polyester or epoxy resin. Dr. von Hagens wife, Dr. Angelina Whalley, is the curator and developer for the various exhibitions that travel the world. The combined attendance to all the Body Worlds collections has been 45 million visitors across 115 countries. Through the sponsorship from Silicon Valley philanthropists Ann and John Doerr, the Tech Museum’s newest addition will be on display for the next decade, with the plan to update the augmented reality throughout. Tech Bodies The unique perspective that the Tech Museum adds is the augmented reality technology that brings another layer to the exhibit. With the help of handheld tablets that sync up with the environment, the exhibit opens up even more opportunity to explore beyond the physical elements which are behind glass. It allows you to hold the tablet in front of you and see additional 3D models and information in various locations. In one instance, you can walk around a model of an eyeball. There are information bubbles you can click, and to top it off, you can walk behind the eyeball, and into it, to see through its iris. At a special soft opening of the exhibit on Friday October 13th, Dr. Angelina Whalley was present to give her blessing of the Tech Museum’s take of the Body Worlds exhibition and all its new implementations. This being the first time she and her husband
let an external entity operate a Body Worlds exhibition, she said it was a difficult and unique situation to allow someone else to have a try at their creation. “I’m in charge for the content and the development of Body Worlds exhibits since its very beginning, and I admit it took me quite some strength and patience to just pass it on to the museum. [To] let it go and to trust in the museums competence to make something very great,” said Dr. Whalley. Her visit to the Tech proved to be positive, as her hopes were met, and even exceeded when she first toured the finished exhibit. “When I arrived I realized, yes it was worth it. It is absolutely fascinating to see what the technology can do already today, and I understand it’s just the beginning, it will be developed over the next years to come and I will feel proud and honored. My husband, who is the inventor of the technology behind it, he will feel honored to be just a minor part of that.” Decoding As aforementioned, the Body Worlds Decoded exhibit includes many real, plasticated bodies, as well as close up views of muscles, joints, organ systems, and more. Examples of the entire body and its various irregularities are present to show us what happens when certain parts are working as they should, or if they’re unhealthy, how that affects the system. From head injuries like Chronic traumatic encephalopathy (CTE) to concussions, and diseases like cancer and cirrhosis of the liver, the exhibit shows you plain and simple, the very real harm that can happen to bodies.
A pair of lungs in one area of the exhibit shows the healthy, pink hued lungs of an adult on one side, and next to it the shrunken, blackened lungs of a smoker. This is as real and lifelike as technologically possible, and quite a sight to see. But, most of the full bodies on display are remarkably poignant. They are in poses that focus on movement, muscle use and displacement of energy. A flamenco dancer striking a pose with her arms up and her chest out, a baseball player in full swing of a bat. The main takeaway is that the body is incredible in its abilities and stripping down to the muscle or even down to the cell level brings some of that usually unseen layers and process to the forefront. After all, the mission of the Body Worlds exhibits is to be an educational tool. To show you, the visitor, what you’re made of, and to promote thoughts of healthy lifestyle and ultimately, could be seen as a suggestion to take care of your own “machine”. As Dr. Whalley finalized her thoughts she mentioned the importance of our bodies. “There’s one special wish I have, for Body Worlds Decoded. That [it] remains a reminder of who we are and what we are made of. Our body is already a fascinating and intricate machine, it is so complicated that any attempt to mimic it must fall short. We are not digital, we are analog. Our genetic makeup hasn’t changed much over the past 40,000 years, and our body has its very specific needs. It being the only true place we have to live. It is worth listening to it, to its needs, and take care of it.”

online would be attached to a person or to a business entity that was 100 percent accountable for what was posted. It sounds good, and in some alternative universe it might be possible. But it’s just not going to happen. No matter what Congress tries to do. My Cynical View I’m not sure which is worse, an unregulated Internet (which is what we have now) or a half-regulated Internet (with half of those sites and profiles being faked or hacked anyway), which is what we will have if Congress attempts to regulate any of this. There is no way to regulate the Internet in a democracy. It cannot be done.

Fake news, fake ads, fake accounts, bots, Russians interfering with our elections … suddenly, people are waking up to the idea that the Internet is a highly chaotic, ungoverned meta-world with practically no regulation. This awakening is long overdue. Facebook Under Attack Congress wants answers. It’s caveat emptor if someone boosts (pays to advertise) a Facebook post about a new fruit smoothie that prevents cancer, heart disease, and warts. Who cares if you use Facebook to advertise fruit smoothies with mystical healing powers to stupid people? But suggest to a professional politician that the same exact Facebook advertising might adversely affect that politician’s ability to get reelected, and it’s time for a congressional hearing. Fast Forward Let’s get right to where this is ultimately going. In America, we enjoy the rule of law, and to that end, there are laws that protect our freedom of speech and laws that prohibit the dissemination of child pornography and the propagation of hate speech. The laws are not as sophisticated as our technology, nor can they ever hope to adapt at the speed of technological change. But we have laws about what can and what cannot be said, and we have courts to adjudicate those laws. How Congress Could Kill the Internet Congress will not try to establish a Ministry of Truth (although there are some politicians who would welcome the opportunity to do so); Congress will attempt to establish a Ministry of Accountability. After all, if you can’t control what people say, you can establish a bureaucracy that holds people accountable for what they say. With new Internet regulations in place, there would be legal remedies available to aggrieved parties, and you’d know whom to sue!

“The Social Media and Search Neutrality Act of 2018” The nightmare scenario goes something like this: Congress decides that it is too dangerous for the Internet to be unregulated. Congress knows it can’t control what people say, but it can make sure it knows who is saying it. So the first provisions in the hypothetical Social Media and Search Neutrality Act of 2018 will require all websites visible in the United States to register with the government, obtain a “web license,” and purchase a government-regulated Secure Sockets Layer certificate. These few provisions will radically alter the fabric of the Internet, but the government will not stop there.
If you want to understand what a 90 percent regulated Internet looks like, visit mainland China and spend some time online. The Great Firewall of China imposes an impressive set of restrictions on its digital citizenry. I don’t think anything like that would ever get traction here. But if that’s not the goal of regulation, what is? Our Choice The free and open Internet has not fulfilled its promise. The paid and closed Internet has amplified confirmation bias and tribalism beyond reason. Facts, opinions, and commentary are all conflated to a locus of incredulity. And now, we find ourselves at the event horizon of a major inflection point.

In order to ensure that only registered websites are visible, the government will have to regulate search engines and browser software. Search engines (specifically Google) will only be allowed to surface legal websites in search results, and to make doubly sure that everyone complies with the new law, browsers such as Safari, Chrome, IE, etc. will be modified (by law) so they only display legal websites. Then, the government will regulate Facebook, Twitter, and all the other social media networks by requiring them to remove all fake, bot, and anonymous accounts. Facebook already attempts to be in the identity business. Technically, you have to be you (picture, email account) to get a Facebook profile. But the new regulations will require a passport, driver’s license, or other verification of identity to participate in a social network. As you know, Twitter is in the anonymity business. With the exception of verified users, you have no way to know who anyone is on Twitter. Accountability will require the end of anonymity. Congress will recognize this and do its best to make it so. Imagine an Internet where everyone was known to you. No more anonymous comments, posts, or content. Everything
