La inequidad en el sistema de salud de Estados Unidos es un problema persistente que afecta de manera desproporcionada a nuestra comunidad.
A pesar de que somos la minoría más grande del país, enfrentamos barreras estructurales para acceder a la atención médica, como la insuficiencia de cobertura de salud y la baja disponibilidad de servicios en español en nuestras comunidades.
Estas desigualdades no solo impactan la calidad de vida de millones de personas, sino que también agravan las disparidades en resultados de salud, lo que hace que muchos hispanos no reciban la atención necesaria para prevenir y tratar enfermedades.

It is no coincidence that health appears among the main concerns of Hispanic voters just a few days before the November 5 elections.
Inequity in the United States health system is a persistent problem that disproportionately affects our community.
Although we are the largest minority in the country, we face structural barriers to accessing health care,
such as insufficient health coverage and low availability of services in Spanish in our communities.
These inequalities not only impact the quality of life of millions of people, but also worsen disparities in health outcomes, causing many Hispanics to not receive the necessary care to prevent and treat diseases.
Although Barack Obama's Affordable Care Act (ACA) helped reduce the rate of uninsured people, the Latino community remains one of the groups most likely to lack health coverage.
This is due in part to the fact that many Latinas and Latinos work in sectors where employers do not offer health insurance, as well as the difficulty in accessing public assistance programs due to eligibility restrictions, especially for those who do not have regularized immigration status.
Limited access to health services in Spanish also contributes to inequity. The language barrier can be a major obstacle for many Latinos who do not speak English fluently, making it difficult to communicate with doctors and understand diagnoses, treatments, and medications.
Additionally, the lack of culturally competent health care providers can result in unequal treatment, negatively affecting the quality of care received.
Worse yet, the COVID-19 pandemic exposed and exacerbated many of these inequalities. Our community was one of the hardest hit due to factors such as the high percentage of Hispanics in essential jobs, lack of health insurance, and difficulty accessing testing and treatment.
The health crisis confirmed that deep reforms to the health system are necessary to ensure fair and equitable access for all, regardless of ethnic origin or economic status. Addressing these disparities is crucial to creating a more just health system and improving the quality of life of the Latino community in the United States.
Vote for your health, because voting is a way to influence health policies that directly impact our families, communities, and ourselves.

Grape and Brussels Sprout Slaw Servings: 6
1 bag (12 ounces) shredded Brussels sprouts
2/3 cup finely shredded red cabbage
2 cups red Grapes from California, halved lengthwise
1/2 cup finely diced red onion
3 scallions, trimmed and thinly sliced
2 tablespoons rice vinegar
1 1/2 tablespoons honey
1 teaspoon fresh lemon or lime juice
1 teaspoon low-sodium soy sauce

Nearly6.5 million Californians on Medicare can change their plan during the open enrollment period, which just got underway and runs through Dec. 7.
People can go to Medicare.gov or call 1-800-Medicare.
Stephanie Fajuri, program director at the Center for Health Care Rights in Los Angeles County, said the number one thing she recommends before making a change is to confirm which plans your doctor will accept next year.
"Every year we see people make a change, only to find out in January that their doctor is no longer in network," Fajuri observed. "We like to help people avoid that."
Experts said it is important to compare the plans' copays and deductibles, not just the monthly premiums. People should also ask about mental health benefits, as many plans now offer zero copays for telehealth visits with a counselor.
Dr. Rhonda Randall, chief medical officer and executive vice president of UnitedHealthcare Employer and Individual, said websites like JustPlainClear.com explain the jargon and lay out the differences between Medicare and Medicare Advantage plans.
"Original Medicare isn't going to cover a lot of
things related to dental and vision and hearing," Randall pointed out. "It's very much limited to more serious medical conditions, whereas many Medicare Advantage plans are going to offer more comprehensive specialty benefits for dental, vision and hearing."
Some good news: Starting in January, the Biden administration's new $2,000 out-ofpocket maximum goes into effect, which means everyone using the Medicare Part D prescription drug benefit will have their costs capped at $2,000 per year.
Meanwhile, open enrollment dates vary for other types of health plans. People with employer-sponsored coverage typically select a plan during a two-to-three week period between September and December. And open enrollment for plans on Covered California runs from November first to January 31st. More information is available at www.UHCOpenEnrollment.com.

MILES DE AUTOBUSES ESCOLARES DE AIRE LIMPIO EN CALIFORNIA SALEN A LA CARRETERA ESTE SEMESTRE

Entodo el país, el otoño es sinónimo del nuevo año escolar: lápices afilados, nuevas loncheras estilo bento y, para muchos, el regreso del icónico autobús escolar amarillo. Sólo este año, millones de estudiantes serán transportados en autobuses escolares amarillos que son eléctricos.
Este cambio tardó varios años en gestarse y es bienvenido: los autobuses diésel, que constituyen la mayoría de los autobuses escolares que se utilizan hoy en día, arrojan gases de escape que se han relacionado con graves problemas físicos y cognitivos en los niños.
"Los autobuses escolares diésel son increíblemente contaminantes, no sólo para el medio ambiente -para la calidad del aire- sino también para la salud de los niños. Son muy perjudiciales para la salud respiratoria de los niños, la salud pulmonar, lo que sea", afirma Carolina Chacón, directora de coalición de la Alianza para Autobuses Escolares Eléctricos. Los estudios han demostrado que los vapores de diésel, una de las formas más tóxicas de contaminación del aire, están asociados con afecciones cardíacas y pulmonares como el asma, así como con problemas de rendimiento cognitivo.Incluso los estudiantes que viajan en autobuses que han sido equipados con modificaciones de motor baratas, como "filtros de partículas diésel", obtienen mejores resultados en las pruebas, según investigadores de la Universidad Estatal de Georgia. "La ciencia detrás de esto es muy clara en cuanto a que el diesel es dañino, punto. Pero para los niños, cuyos pulmones y cerebros aún se están desarrollando, es especialmente malo", dice Chacón.
Cuando se formó la Alianza para Autobuses Escolares Eléctricos en 2018, los miembros se centraron en exigir a los gobernadores que utilizaran los fondos del acuerdo de Volkswagen [del escándalo de emisiones de Volkswagen, también conocido como Dieselgate] para comprar autobuses escolares eléctricos. Pero en la mayoría de los estados, los gobernadores o sus departamentos ambientales optaron por utilizar los fondos para cambiar los autobuses diésel más antiguos por autobuses de "diésel limpio". Este fue un paso en la dirección correcta, pero un listón más bajo que el que estaba luchando la Alianza para los Autobuses Escolares Eléctricos.
Luego, en 2019, la Alianza cambió su enfoque hacia la política. Comenzó a trabajar con la oficina de la entonces senadora Kamala Harris para presentar al Congreso el primer proyecto de ley de autobuses escolares eléctricos. "De hecho, su oficina redactó la Ley de Autobuses Escolares Limpios de 2019", dice Chacón. Sin embargo, el proyecto de ley no avanzó mucho y Harris terminó postulándose para presidente en 2020. "Pero la necesidad de autobuses escolares eléctricos se convirtió en un tema de conversación durante las primarias", dice Chacón. "Fue algo que Harris puso sobre la mesa y que el gobernador [de Washington] Jay Inslee puso sobre la mesa".
Finalmente, cuando Biden y Harris fueron elegidos, hicieron de los autobuses escolares eléctricos una prioridad de su administración. Los miembros de la Alianza para Autobuses Escolares Eléctricos continuaron trabajando con miembros del Congreso para ayudar a crear un programa inspirado en la Ley de Autobuses Escolares Limpios. Eso finalmente se convirtió en el Programa de Autobuses Escolares Limpios de la EPA, un programa de $5 mil millones que fue parte de la Ley de Infraestructura Bipartidista de 2021 firma de Biden. Su financiamiento,
que finaliza en el año fiscal 2026, se está utilizando para reemplazar los autobuses escolares diésel con autobuses de cero emisiones. (eléctricos) o de bajas emisiones (autobuses de combustible alternativo, propulsados por propano o gas natural).
Chacón y todos los miembros de la Alianza están emocionados por el éxito que ha tenido el programa. La EPA ha realizado tres rondas de financiación desde abril de 2022 y cada vez se ha visto inundada de solicitudes. "Hasta la fecha, el gobierno federal ha distribuido casi $3 mil millones que han resultado en 8.500 nuevos autobuses escolares limpios", dice Chacón. (Algunos de ellos son propano o gas natural comprimido, pero el 90 por ciento de las solicitudes de fondos han sido para autobuses escolares eléctricos).
Uno de los beneficiarios de la subvención ha sido el Distrito Escolar Unificado de Los Ángeles (LAUSD), que aprobó una resolución el año pasado para la electrificación total de la flota. Daniel Kang, director de transporte del distrito, dice que actualmente tiene 56 autobuses escolares eléctricos en las carreteras y otros 180 en camino, que llegarán en incrementos este otoño e invierno. "Los 180 vehículos estarán en carretera a partir de abril de 2025", afirma Kang.
Se espera que estos 180 autobuses escolares eléctricos eliminen unas 780.000 toneladas de dióxido de carbono del medio ambiente al año. El distrito también ahorrará un promedio anual de $10,000 por autobús en costos combinados de mantenimiento y combustible (dependiendo de las tarifas eléctricas locales, que fluctúan debido a la demanda). Eso supone un ahorro total de casi 2 millones de dólares al año.
La reacción hasta ahora ha sido muy positiva, afirma Kang. No sólo el aire que rodea a las escuelas y a los niños es mucho más limpio, sino que los autobuses son más silenciosos. "Tenemos que mantener algunos de ellos en nuestros patios porque son los únicos autobuses con un alcance de 300 millas", dice. Algunos de los viajes de campo más largos, como de Los Ángeles a Bear Mountain, exceden el alcance de un autobús eléctrico (que puede recorrer sólo de 150 a 162 millas con una sola carga). Pero esto puede solucionarse fácilmente con una mejor infraestructura, afirma: "En resumen, necesitamos cargadores en todas partes".
Pero para la mayoría de los distritos, el alcance no es un problema. Para el Sistema Escolar Central Cherokee en Carolina del Norte, la ruta más larga es de 40 millas. Reasons to be Cheerful
Acrossthe country, fall is synonymous with the new school year: sharpened pencils, new bento-style lunch boxes and, for many, the return of the iconic yellow school bus. Only this year, millions of students will be transported by yellow school buses that are electric.
This change was several years in the making, and it's a welcome one: Diesel buses - which comprise the majority of school buses in use today - spew exhaust that has been linked to serious physical and cognitive issues in children.
"Diesel school buses are incredibly polluting, not just for the environment - for air quality - but for children's health. They are very harmful to children's respiratory health, lung health, you name it," says Carolina Chacon, the coalition manager for the Alliance for Electric School Buses. Studies have shown that diesel fumes, one of the most toxic forms of air pollution, are associated with heart and lung conditions such as asthma as well as cognitive performance issues. Even students who ride buses that have been retrofitted with cheap engine modifications like "diesel particulate filters" perform better on tests, according to researchers at Georgia State University. "The science behind it is really clear that diesel is harmful, period. But for kids, whose lungs and brains are still developing, it is especially bad," Chacon says.
When the Alliance for Electric School Buses formed in 2018, members were focused on demanding governors use the Volkswagen settlement funds [from the Volkswagen emissions scandal, aka Dieselgate] to purchase electric school buses. But in most states, the governors or their environmental departments chose to use the funds to swap out older diesel buses for "clean diesel" buses. This was a move in the right direction, but a lower bar than what the Alliance for Electric School Buses was fighting for.
Then, in 2019, the Alliance switched its focus to policy. It began working with the office of then-Senator Kamala Harris to introduce the first electric school bus bill to Congress. "Her office actually drafted the Clean School Bus Act of 2019," Chacon says. The bill didn't advance far, though, and Harris ended up running for president in 2020. "But the need for electric school buses did become a talking point during the primary," Chacon says. "It was something Harris brought to the table, and that [Washington] Governor Jay Inslee brought to the table."
Eventually, when Biden and Harris were elected, they made electric school buses a priority of their administration. Members of the Alliance for Electric School Buses continued to work with members of Congress to help create a program modeled on the Clean School Bus Act. That ultimately became the EPA Clean School Bus Program, a $5 billion program that was part of Biden's signature Bipartisan Infrastructure Law of 2021. Its funding, which ends in fiscal year 2026, is being used to replace diesel school buses with either zero-emission buses (electric) or low-emission buses (alternative fuel buses, powered by propane or natural gas).
Chacon and all the members of the Alliance have been thrilled by how successful the program has been. The EPA has done three funding rounds since April of 2022 and each time, it has been inundated with applications. "To date, the federal government has distributed nearly $3 billion that has resulted in 8,500 new clean school buses," Chacon says. (Some of those are propane or compressed natural gas, but 90 percent of the requests for funds have been for electric school buses.)
One of the grant recipients has been Los Angeles Unified School District (LAUSD), which passed a resolution last year for full fleet electrification. Daniel Kang, director of transportation for the district, says he currently has 56 electric school buses on the road with another 180 on the way - arriving in increments this fall and winter. "All 180 will be on the road starting April 2025," Kang says.
These 180 electric school buses are expected to remove an estimated 780,000 tons of carbon dioxide from the environment per year. The district will also save a yearly average of $10,000 per bus in maintenance and fuel costs combined (depending on local electric rates, which fluctuate due to demand). That's a total savings of nearly $2 million per year.

says. Not only is the air surrounding schools and children much cleaner, the buses are quieter. "It's a night-and-day difference," Kang says. "There are some drivers - human nature, opposed to changewho were like, 'I love my diesel - it's powerful, I can go up the mountain.' But once they get in [the electric school bus] it's really hard to deny the benefits because there's less noise, less heat. They're saying the experience is peaceful."
Isaac Aquino, who has driven a bus for LAUSD for the past six years, says he prefers his Lion electric bus to diesel. He loves many things about it, but foremost is how quiet it is. "With the conventional ones that have the hood and the engine up front, the motor is loud. You have your two-way radio on, the kids are mak-
ing noise - it's hard to hear. It's very rattly in the front," he says. But on the electric model there is no noise. "It's completely silent." That is, except for the chime that turns on automatically when it goes 20 miles per hour or slower, which is a safety feature. (Like electric cars, electric school buses emit a recorded noise to alert pedestrians to their presence.) Aquino knows he and his students are breathing cleaner air because when his electric bus is getting maintenance and he has to take a spare diesel bus for the day and mops his brow with a tissue, he sees dirt on it. "It's like dirty air!" he says. He says the Lion buses also have superior air conditioning systems, which both he and the students appreciate.

some challenges, though. One piece of the puzzle that LAUSD hasn't solved for yet is infrastructure. At the moment, the district only has enough charging stations at its bus yards to charge 56 buses. That was an important learning experience for Kang and his colleagues. In the first round of EPA funding, LAUSD only applied for funding for the buses, but in subsequent rounds, they've requested half of the money go for new buses and the other half for charging stations.
There may also be unanticipated issues once electric bus fleets reach a certain size. When the number of electric buses reaches into the hundreds, some school districts have noticed that charging them all at the same time puts too much pressure on the grid. "The utility partners are saying, 'We didn't know about this but there's a pulsing because there's so much demand,'" Kang says.
Kang thinks it will be sorted out soon. It's just that the technology is so new. "In regards to this large-scale electrification, we're still in the iPhone 2 stage," he says.
There are also sometimes compatibility issues between the buses and the chargers, which are made by different companies. "Sometimes they won't talk. They'll sit all night connected but in the morning the driver finds out it wasn't charging. Everyone is scratching their head: 'Is it the bus? Is it the charging manufacturers?'" Kang says. Because bus manufacturers don't necessarily want to get into making charging stations - a very specialized technology - the industry answer at the moment is to introduce charging management software that will sync up bus and charging station.
Aside from these speed bumps, the greatest limitation of electric buses is that they don't have the longer range that diesel buses do. That's one of the reasons that - for now at least - Kang plans to hold onto some diesel buses. "We gotta keep some of them at our yards because they are the only buses with a 300-mile range," he says. Some of the longer field trips, like from Los Angeles to Bear Mountain, exceed the range for an electric bus (which can get only 150 to 162 miles on one charge). But this may be easily solved by better infrastructure, he says: "In short, we need chargers everywhere."
But for most districts, the range isn't an issue. For the Cherokee Central School System in North Carolina, the longest route is 40 miles. "And we can do both of our runs - morning and afternoon - on one charge," says Donnie Owle, service manager and vice president of the Cherokee Boys Club. The Boys Club, a tribal entity for the Eastern Band of Cherokee Indians, has six electric buses right now with another 15 on the way - via EPA funding. Their first bus came via the VW settlement money and the next four came from a partnership with Duke Energy, the local electric company. The tribe bought the sixth. "Duke Energy did a pilot program and they're testing using our buses for V2G - vehicle-to-grid," Owle says. That is, they're using the buses, which sit idle for many hours each day, to power the grid during peak energy use times. This practice, which LAUSD is also looking into, could be a win-win for school districts, which would be paid by the electric company for the energy.
As in Los Angeles, Owle says most Cherokee Central School System drivers have been won over by the new buses. "Some of the drivers don't want to drive electric, then when they get on and drive it, they don't want to get out of it!" he says, laughing. They like that the bus accelerates a lot faster, so that pulling out onto the highway is safer, he says. And he echoes LAUSD driver Aquino's appreciation of the quiet: "You can actually hear the kids talk. You can hear what the kids are saying about you!"
In addition to the lack of noise - and the fact that his bus is clean and brand-spanking-new - there's something else Aquino loves about his electric school bus: It's the talk of the town. "Our bumpers and rims are lime-green, so it makes the electric buses stand out. Everybody looks at the bus when we're at a stop sign and you can see them talking about it!"
And it's fun to see the students so excited, too, he says. "Especially if they haven't been on the electric bus before they come in and are like, 'Oh my god! Is this a new bus?'"

about Proposition 33? You’re not alone. A recent poll shows the ballot measure to give local governments more ability to limit rent increases is running neck and neck, with nearly a third of voters undecided.
Prop. 33 would repeal a state law known as the Costa Hawkins Rental Housing Act that prevents local governments from controlling rent on single-family homes, homes built after 1995 (or earlier in some cases), and when tenants move out. If it passes, local governments could create whatever measures they want to limit annual rent increases, and the state couldn’t intervene. Tenant advocates largely support Prop. 33. Landlords are bankrolling the campaign against it. Democratic officials are split: Some side with tenants on the importance of keeping rents down on existing homes. Others are more focused on increasing overall housing supply, and want to make sure homes are profitable for developers to build and landlords to operate. You wouldn’t necessarily know all this from the attack ads airing on TV and mailers fluttering into Californians’ mailboxes. Both sides say they stand for affordable housing, and some of the arguments have included a few head-scratching claims. We fact-checked some of those claims, so you don’t have to.
Claim: Prop. 33 would repeal more than 100 state housing laws, including affordable housing requirements and eviction protections.
Ken Rosen, a UC Berkeley business school professor, makes this claim in a No on 33 video ad. Opponents of Proposition 33 argue that it would give cities who don’t want to build housing a way to undercut new development: by mandating rents so low that developers couldn’t afford to build. They say that could make it hard to enforce recent state laws aimed at addressing the housing crisis, such as the “builder’s remedy” that relaxes zoning rules in cities whose housing plans haven’t been approved by the state.
“A city would be able to create the economic conditions to basically ignore those laws and requirements,” says Nathan Click, a spokesperson for the No on 33 campaign.
But that’s not the same as repealing those laws. And California courts have held that rent control policies are unconstitutional if they don’t allow landlords to earn “a just and reasonable return on their property” — meaning any city that tries to force landlords to charge obviously unfeasible rents, such as $1 per month, could face legal challenges.
Verdict: False.
Claim: Prop. 33 could create over 500 local rent boards
A No on 33 mailer makes this claim, pointing out that the rent boards would have the “power to regulate single-family homes, add fees to housing, and even dictate what you can charge to rent out your own home.”
There are just under 500 cities in California, and all of them could theoretically create rent boards to regulate local rents, whether or not Prop. 33 passes. Under Prop. 33, those boards would be able to cap rent increases on single-family homes, potentially affecting income for both corporate and mom-andpop landlords. Rent boards can charge landlords fees to cover their operating costs — in San Francisco, for example, it’s $59 per unit — but current law already allows them to do that and would not change under Prop. 33.
Verdict: Mostly true.
Claim: ‘Rent control is an American tradition for over 100 years.’
This, from a Yes on 33 video featuring actor Blair Underwood, is pretty accurate. “Fair rent” committees sprang up in dozens of United States cities in the early 1920s, and rent control became widespread during World War II, helping drive an increase in homeownership. However, more than 30 states have since passed laws banning local rent control. In the states that do allow some form of rent regulation — including California and New York — more than 200 local governments have passed measures limiting how much landlords can charge, according to the National Apartment Association.
Verdict: Mostly true.

Claim: Prop. 33 would repeal the strongest rent control law in the nation
No on 33 campaign ads make this claim, saying the proposition would erase California’s “progress on housing” by getting rid of a law signed by Gov. Gavin Newsom. Newsom signed a law in 2019 that caps rent increases in California at 5% plus the rate of inflation, or a maximum of 10%. (The No campaign, staffed by the governor’s longtime advisor, Click, lists Newsom as an endorser.)
Prop. 33 doesn’t repeal this law, which is set to expire in 2030. It would, however, add this sentence to state law: “The state may not limit the right of any city, county, or city and county to maintain, enact, or expand residential rent control.”
Proponents say cities need this flexibility to keep annual rent increases below 10%, a rate they say still puts a big burden on tenants. Opponents argue that cities could also use this freedom to allow rents to soar higher than the state cap. But legal experts disagree about whether Prop. 33 might actually allow that: Deepika Sharma, housing clinic director at the University of Southern California’s Gould School of Law, said the rent cap “is not preempted by overturning Costa Hawkins,” while UC Davis law professor Chris Elmendorf said the proposition could create “a lot of legal murk about how conflicts would be resolved.”
Verdict: Mostly false.
Claim: ‘Stanford and UC experts agree Prop.33 will make the housing crisis worse’
This claim comes from a No on 33 audio ad. The chair of UC Berkeley’s Fisher Center for Real Estate and Urban Economics, Ken Rosen, appears in a No on 33 ad and has argued that Costa Hawkins needs to be preserved or construction will slow and landlords will pull rental units off the market. This echoes the view of many economists at California’s elite universities and elsewhere that rent control reduces rental supply, a view that’s backed by some empirical studies.
But other economics and policy researchers — particularly those who believe in a stronger role for government in solving social problems — see rent control as part of the solution to housing insecurity.
“Rent regulations support those who need it most, including those who are not being adequately and safely served by the current set of regulations that provide landlords substantial market power in the housing market,” wrote 32 economists from universities including UC Santa Barbara last year, urging the Biden administration to regulate rents in buildings with federally backed mortgages.
Verdict: Somewhat misleading.
Claim: ‘Prop. 33 (eliminates) existing protections for seniors and veterans’
This claim from a No on 33 video ad is not true. Prop. 33 doesn’t contain any language about seniors and veterans, and the law it would repeal, Costa Hawkins, doesn’t either.
Verdict: False.
Claim: Homelessness in California is up nearly 40% since 2019
This Yes on 33 video ad overstates the crisis. There are nearly 186,000 homeless Californians, according to a CalMatters analysis of the latest federally mandated census, up from about 151,000 in 2019. That’s an increase of about 23%.

(Implied) claim: Kamala Harris supports Prop. 33
A video ad from the Yes on 33 campaign titled “Stand with Kamala Harris” does not say anywhere that Kamala Harris supports the measure. There is even a sentence that appears on screen for a few seconds: “Use of Kamala Harris’ likeness and words does not imply endorsement.” That said, the ad features her image and snippets of speeches prominently for nearly all its 30-second runtime — leading the vice president’s campaign to send a letter to TV stations clarifying that the she has not endorsed the proposition. One could understand how a voter could be confused.
Verdict: Misleading.

PROTECTING MONARCH BUTTERFLIES

Withits quintessential bold orange wings and black markings, the monarch butterfly is a global celebrity with populations existing in places like New Zealand, South America, Puerto Rico and India. The monarch’s large presence in Mexico has made it a particularly significant cultural symbol, especially during Día de los Muertos. Despite recent population declines of this popular species, new research is giving hope that this meaningful cultural figure will fight the risk of extinction.
In North America, hundreds of thousands of monarch butterflies migrate south from places as far north as Canada seeking a warmer climate during the winter. Monarchs west of the Rocky Mountains travel down to the California coast to establish a home for the winter while monarchs east of the Rocky Mountains migrate to Mexico and find seasonal homes in protected areas within their preferred habitat, pine and fir forests.
Right on schedule, the monarch butterfly arrives to Mexico in tandem with the kickoff of Día de los Muertos celebrations. During Día de los Muertos, which takes place each year on November 1 and 2, Mexican families welcome the spirits of deceased loved ones into their homes to eat, dance and be together in a joyous atmosphere. In Mexican folklore, and especially among Indigenous populations like the Purépecha and the Mazahua, monarch butterflies are thought to carry the souls of deceased ancestors who have returned home to visit their families and, over time, have become a symbol of these celebrations.
Unfortunately, over the past six years, researchers have seen an increase in the number of monarch butterflies who did not complete their typical migration paths as well as a decline in the species’ overall population. Rising temperatures due to climate change make milkweed, a plant that monarch butterflies depend upon for survival, less available. This plant not only acts as a shelter for the butterflies, but it’s also a food source and a place for monarchs to lay eggs throughout their life cycles. When milkweed is not readily accessible, it increases the chance that monarchs will endure a difficult migration path which results in fewer monarch butterflies reaching their destination. In addition, extreme heat is decreasing the butterfly’s likelihood of survival, repopulation and becoming pollinators for plants, wildflowers and agriculture along their migration path.
Butterflies, along with bees, birds and other insects are shown to be responsible for one out of every three bites of food we eat. When the monarch population is at risk, there’s a chance that there will be fewer pollinators in our environment which can potentially lead to a decrease in the production of agriculture.
The good news is, there is hope for monarch butterflies as improvements have been made to the way this iconic species is monitored through important community science initiatives. In 2018, it was reported that there were 30,000 monarch butterflies in California and only five years later, 233,394 monarch sightings were documented throughout the state. This increase in the population size is due to researchers calling upon community members to assist in reporting monarch butterfly sightings. As a result, scientists accounted for more butterflies in locations along their migratory paths, rather than just monitoring the sites where they are known to rest during the winter. As the butterflies continue to fight the effects of climate change, there are steps everyone can take to support monarchs and many other important pollinator species.
Planting milkweed is one way to help, which provides monarchs with a familiar place to rest, lay eggs and shelter. The Open Space Authority actively plants milkweed in open spaces to offer monarch butterflies a safe, native habitat along their migration route. Also, cultivating plants that flower yearround, such as nectar plants, helps many different pollinators, including butterflies, refuel along their migratory paths.
In San José, CA, Open Space Authority staff and volunteers planted native nectar plants at Sierra Vista Open Space Preserve in a riparian habitat to increase the number of pollinators, including monarch butterflies. And monarch butterflies are just one of the many important native wildlife species that can be seen at this open space preserve.
Although monarchs continue to face challenges, there is hope that this population will rebound and continue to grow. This is incredibly important as it means that monarch butterflies will continue to be deeply rooted within the Mexican culture and, specifically, Día de los Muertos celebrations.

Groupsthat fight for criminal justice reform are urging California voters to support Proposition Six and reject Proposition 36.
Prop. 36 would increase jail time for certain property and drug crimes, reversing parts of Prop. 47.
George Galvis, founder of the Oakland nonprofit CURYJ, which stands for Communities United for Restorative Youth Justice, said the most commonly shoplifted items include baby formula and diapers.
"These are crimes of survival," he said. "These things would be elevated to become felony crimes. When we're spending $137,000 a year to incarcerate people, it really does not make sense, as opposed to just investing in programs that actually are effective."
Supporters of Prop. 36 argue that current penalties, which were set by Prop. 47, are too lenient. Prop. 47 diverts the savings from lower prison costs to social programs that help formerly incarcerated people get back on their feet and address the root causes of crime like poverty and addiction.
Prop. 6 would amend the California constitution to ban involuntary servitude as punishment for a crime - which would put a stop to forced labor in prison. Galvis added that there is a connection between Props. 6 and 36 - large chains that sell products made with prison labor.
"The largest contributors to Prop. 36: Walmart, Target, Home Depot are also the beneficiaries of Prop. 6 because they profit from contracting prison labor. So, this feels very much like a conflict of interest," he contended.
The chains that support Prop. 36 have not come out against Prop. 6, which has no organized opposition.

Apairof voter surveys released the week of October 21 offer some encouraging news for the Harris camp just two weeks out from the November 5 election. Both polls show strong support for the Democratic candidate among voters of color in key swing states.
With Harris and Trump locked in a dead heat, marginalized communities in battleground states could make the difference in a race likely to be won along the margins.
“There is a buzz in our community,” said Yadira Sanchez, co-founder and executive director of Poder Latinx, a civic and social justice organization focused on building political power for Latinos nationwide.
Poder Latinx joined APIAVote and the National Coalition on Black Civic Participation for a multi-state survey of young voters of color gauging attitudes on a range of issues in the lead-up to election day.
Among the findings, the survey shows overwhelming support for Harris among younger voters of color compared to her Republican rival, with 61% of Latino, 83% of Black and 63% of AAPI youth voters showing a preference for Harris over Trump. Voters preferring Trump were also more likely to say they are willing to change their mind.
The poll of 800 voters was conducted between October 11-15 in Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania, and Wisconsin. It has a margin of error of ±3.9 percentage points.
According to Sanchez, young Latinos – and particularly younger Latinas – have been galvanized by Harris’ candidacy. Many also look to Mexico’s recent election of its first female president, Claudia Sheinbaum as inspiration for a Harris’ presidency.
“I believe Harris’ support, especially among young Latinas, is being undercounted,” noted Sanchez, who said her organization saw a surge in voter registration after Harris’ announced her candidacy in July.
Sanchez spoke Tuesday October 22 during a Zoom briefing announcing the survey results. She was joined by APIAVote Executive Director Christine Chen, Sean Floyd, programs manager with the National Coalition on Black Civic Participation, and Guy Molyneux with polling firm Hart Research, which conducted the survey.
Chen, whose organization conducts the bi-annual Asian American Voter Survey, echoed Sanchez, noting that a lot of the organizing within the AAPI community was being done by younger women. “Harris enjoys a large advantage among young women of color,” said Chen. Earlier polling has shown a notable gender gap among younger voters, with 67% of females saying they support Harris compared to 48% of males saying the same.
Other findings from Tuesday’s results show the economy and reproductive rights are top priorities for younger voters of color, with issues including democracy and climate change scoring lower in terms of political importance.
Among respondents, 69% said abortion should always be legal, with 64% saying states are making access to abortion too difficult, compared to just 29% who said abortion should be largely illegal and that states are making access too easy.
On the question of immigration, a sizable majority (60%) favored some combination of increased border security combined with a path to citizenship for undocumented immigrants now in the country. Just one-third expressed support for a border wall.
More than half of respondents (54%) said they have experienced racial discrimination, with 64% saying it would be very important to elect a president who would work to fight racism. That number was especially high among Black respondents (72%.)
“Support for the Democratic ticket is very high,” said Floyd, who spoke from Toledo, Ohio, part of a multi-state bus tour organized by the National Coalition on Black Civic Participation.
According to Floyd, there is an overriding sense that the Democratic ticket will be “most effective in putting policies in place that will support the growth and understanding of the Black community, and particularly Black youth.”
He added, “Black voters are engaged and excited and are going out there to get the word out.”
The poll comes just one day following the release of an-
other survey of 2,000 likely Latino voters in battleground states conducted by the organization VotoLatino. Similar to Tuesday’s poll, the VotoLatino findings show strong support for Harris (64%) compared to 31% for Trump among respondents.
Harris’ support was notably strong in Arizona, where the harsh anti-immigrant tactics of former Maricopa County Sheriff Joe Arpaio sparked a surge of Latino political engagement.
“He’s what got a lot of these people in the game,” María Teresa Kumar, CEO of Voto Latino, told The Hill. “And so the fact that was able to swing and not just tear into Trump, but also diminish the stronghold of independent voters, that really struck me.”
The website 538, which averages national polling data, shows Trump with 1.9% lead over Harris in Arizona. The two remain deadlocked in most of the swing states, while the Vice President maintains a 1.7% lead nationally.
The numbers suggest even modest shifts in voter turnout in battleground states could make the difference come Nov. 5.
“Youth are not only mobilized but also critical in battleground states,” said Chen. “Their votes have the potential to swing critical races.”

Nació en Perú en el año 1575. Su madre fue una esclava panameña y su padre un noble español. Su padre no lo reconoció y por ello, San Martín se crió pasando por muchas dificultades económicas. Durante la adolescencia trabajó como ayudante de un curandero, y de él, aprendió a sanar heridas, fracturas y recetar remedios. Prontamente comenzó a laborar en un convento de frailes dominicos, en ese tiempo se dedicó a procurar alimento a los pobres, también atendió las enfermedades de los esclavos que llegaban de África. San Martín, siempre se distinguió por ser un hombre bueno y compasivo. La fama de sus curaciones prodigiosas, se extendió por toda la región. Cuando tenía veinticinco años, se inició como hermano lego. Su compasión por todos los seres vivientes fue magnánima, fundó un hospicio de niños huérfanos, y un refugio para animales desamparados. Vivió una vida ejemplar en santidad, hasta que falleció en 1639. Es el Santo patrón de las relaciones sociales, la sociología y la justicia social.

San Martín Caballero también conocido como San Martín de Tours, nació en el año 316 en la región que ahora comprende Hungría, era hijo de una familia pagana. Su padre era un oficial del ejército Romano. Recibió su educación en Roma, y a la edad de quince años se vio forzado a servir en el ejército del imperio. Después de volverse Cristiano, vivió su vida como un monje, rehusando a continuar sirviendo en el ejército a la edad de veintitrés años. Una leyenda cuenta que cuando era soldado, encontró a un mendigo que estaba casi desnudo. Hacía un día muy frío, San Martín se quitó su capa y la cortó por mitad, dándole al hombre una de ellas. Esa noche se le apareció Jesucristo en su sueño, vestido en esa mitad de su capa, diciendo: “Martín me ha cubierto este día.”
Las fuerzas oscuras trataban muy a menudo de tentar a Martín en diferentes formas, a veces en forma de espíritus de humanos o de animales, pero los ahuyentaba con sus oraciones y su crucifijo. El obispo San Hilario, le cedió unas tierras en una zona apartada de Francia y allí fundó un convento, el primero en ser establecido en Francia.
