What is a Chief Executive Officer? A CEO is the highest-ranking executive in this American nation; and he/she is elected by 'We, the People”. The President, as CEO, even outranks any and all military generals or admirals. It is a very important feature in the U.S. Constitution that an elected official is responsible for execution of public policy, both civilian and military. As former President Harry Truman stated, “The Buck stops here.”
This Presidential Election scheduled for Tuesday, November 8, 2016, has not been very informative about the role the U.S. President as its CEO (Chief Executive Officer). Mainstream media has focused upon the future President's role as CIC (Commander-in-Chief). The reason for this may be that the Military-Industrial Complex, which former President Eisenhower warned this nation about, is now in control of too much. Of all the agencies the Pentagon has the largest budget and, on occasion, the U.S. Congress allocates funding for weaponry development not needed nor desired by the Pentagon.
As CEO, the President's primary responsibilities includes implementation of the laws of the land, which the U.S. Congress in its responsibility to craft, through negotiation and compromise, the many public policies needed to accomplish the 'Public Interest' (while doing the greatest good for the greatest number). The President also implements the public policies which have been already established .
Think of America as a very large corporation whose cash flow amounts to more than $3 trillion per year. It is a special corporation because its funds are all handled
As America's CEO, President Obama made major decisions and managed this nation's overall operations and resources. The White House, especially its Oval Office which represents this nation's executive branch, becomes the main point of communication between the U.S. Congress (Senate and House which make up the Legislative branch) and the Supreme Court (the Judicial Branch). As prescribed by the U.S. Constitution, these three arms of our national democratic government exist and exercise all the 'check and balances' extant. The upcoming November 8th election is when registered voters in each state elect the new President along with many Senators and Members of the House of Representatives. The President, Vice-President, Senate (100 elected officials) and the House of Representatives (435 elected officials) are all supposed to work together in the constitutionally established processes which govern this nation and its resources. That's 537 elected officials which govern this nation and its 335 million residents. President Obama's
term will end this coming January 2017. His successor will be elected by the registered voters of these United States on November 8. America, as this worlds super-power, has been able to transfer the power and authority of its CEO peacefully since its sovereignty was established 240 years ago during 1776. Consider what a newly elected CEO will face when assuming the Office of the President of the United States of America. I am certain that Hillary Clinton already has a TRANSITION TEAM assembled and working diligently out of sight of mainstream media. I am not confident that Donald Trump's team or the National Republican Committee have their Transition Team working at all. The American Public does not know that about 5,000 appointed officials exist. (These are put up by the President and approved or endorsed by the U.S. Senate). A notable example is the recent Supreme Court nomination of Judge Merrick Garland (at least six months ago) by President Obama on which the U.S. Senate has not taken its 'up or down' vote. Therefore, the Senate leadership

has not done its job per the U.S. Constitution. To enable a smooth transition, some 500 individuals need to be already vetted and ready to assume their administrative positions when their predecessors are relieved. The most important selections are those which staff the White House and the top advisory councils which assist the President as CEO on all matters, both domestic and military. Now, both Transition Teams will need qualified applicants from which to choose appointees. It would be a good move for local associations, (especially CPA's, Budget & Management Analysts, Lawyers) to inform its membership of this opportunity. The Silicon Valley Latino Community needs to have some direct representation in the White House. Their presence would enable local Latinos to be able to provide direct public policy input on many matters. In my estimation, being CEO is more important than being the CIC. After all, the CEO takes care of 'We, the People.' YOUR VOTE IS YOUR VOICE.
Un asunto de dignidad Por José López Zamorano Para La Red Hispana A dos semanas de las elecciones, todo pareciera indicar que los latinos nos enfilamos a una participación record en las elecciones presidenciales del 8 de noviembre, así como a incrementar nuestro peso político, no sólo en la Cámara de Representantes sino también en el Senado, y a lo largo del país. Más de 27 millones de adultos de origen hispano son elegibles para votar en el actual ciclo electoral, de los cuales más de 16 millones están registrados y unos 13 millones se prevé acudan a las urnas a depositar su voto, de acuerdo con estimaciones de la Asociación Nacional de Funcionarios Latinos Electos (NALEO). En la Cámara de Representantes nuestro número podría aumentar de 29 legisladores a 36, mientras que en el Senado existe el potencial de pasar de 3 senadores a 5, lo que sería un hito en la historia legislativa
de Estados Unidos. Además, se espera un incremento neto de latinos en legislaturas estatales y como funcionarios en gubernaturas. Si se cumplen las expectativas, seremos testigos el próximo mes de un nuevo capítulo del progreso político de la comunidad latina en los Estados Unidos. Es discutible si el ritmo de avance es suficientemente rápido, pero es innegable que se trata de una trayectoria en la dirección correcta. Pero las cifras muestran también una realidad preocupante. Más de 11 millones de adultos latinos aún no están registrados para votar, y millones de hispanos Residentes Legales Permanentes (LPR) no han dado el paso crucial hacia la naturalización, que les permitiría gozar de los beneficios plenos que otorgan las leyes a los ciudadanos estadounidenses. Además, los latinos votamos en menores niveles que afro americanos y blancos no hispanos en elecciones presidenciales. Y aún si se materializa
la cifra record de más de 13 millones de votos en noviembre, podría tratarse de un descenso proporcional, comparado con nuestra participación en los comicios de 2012 y 2008. Es verdad que podemos enumerar una larga lista de causas que explican la situación: Seis de cada 10 votantes latinos han sido ignorados por las campañas políticas este año; los maratones de registro de votantes se han centrado en sólo media docena de estados “campos de batalla” y las fundaciones redujeron sus aportaciones para iniciativas de voto. La confluencia de esos y otros problemas significó según expertos que se perdiera una oportunidad histórica para galvanizar a la comunidad latina en torno a la bandera de la participación electoral, como respuesta a las ofensas y humillaciones de uno de los candidatos presidenciales. Pero aún es tiempo que nuestra comunidad latina nos sorprenda
con una asistencia extraordinaria a las urnas el 8 de noviembre, que lo haga en cifras que rebasen todas las expectativas y que deje atrás el eterno debate si el “gigante” de la política sigue dormido. Y es que la responsabilidad final de votar es nuestra, no tenemos que esperar que alguien nos despierte, nos convenza y nos lleve de la mano a votar. Queda en nosotros ejercer nuestro derecho al voto, hacer valer nuestro peso demográfico, y hacer que paguen un costo político los candidatos que esgrimen mentiras, prejuicios e ignorancia y que nos usan como chivos expiatorios de los problemas del país. VACUNA UNIVERSAL CONTRA LA GRIPE Sandhya Kalavacherla Especial Para El Observador
La temporada de gripe de 2016-17 está por llegar y todos estamos obligados a considerar el la obligation anual de enrollar nuestras mangas para vacunarse. Tendemos a subestimar la gripe y descartarlo como si fuera tan inofensivo como el resfriado común; la gripe siempre se ha hecho de menos en comparación con otras enfermedades como Ébola y el SIDA. Sin embargo, a nivel mundial, la gripe causa aproximadamente 250.000 a 500.000 muertes cada año, según la Organización Mundial de la salud (OMS). De hecho, la gripe mata a más personas cada año que Ébola y se considera ser más contagiosa que el SIDA. La última pandemia de influenza, la "gripe porcina" o H1N1 pandémica, mató entre 8.870 y 18.300 personas durante la temporada 2009-2010. Tal es el poder de la gripe que debemos considerarla como una enfermedad seria. Para combatir este ataque viral recurrente, Jonas Salk y Thomas Francis desarrollaron la primera vacuna en 1938. Una vacuna consiste en una sustancia utilizada para estimular la producción de anticuerpos, que luchan contra cuerpos extraños en la sangre. A pesar de que las vacunas no portan el virus activo, el cuerpo reconoce la vacuna como un agente extranjero y produce anticuerpos. La presencia de anticuerpos en la sangre crea un sistema de defensa que resulta útil en el caso de un ataque viral. La temporada de gripe varía en su cepa viral, duración, severidad y tiempo cada año. Según el CDC, en años cuando el virus de la influenza A (H3N2) es prominente, las tasas de mortalidad son más del doble lo que son en temporadas cuando los viruses de la influenza A (H1N1) o influenza B son dominantes. Como resultado, es importante para los científicos intentar predecir cuál cepas del virus serán más frecuentes para crear vacunas para administrar al público. Científicos en Estados Unidos vigilan durante todo el año y usan los informes de campo de las comunidades en el hemisferio sur para predecir la cepa viral y su severidad. Sin embargo, esto no es fácil. La vacuna contra la gripe de 2014-15 se considera uno de los peores fracasos del CDC. Como resultado, la temporada de gripe de 2014-2015 fue una de las peores en la última década. Some people love the rain – its relaxing, refreshing, and begs for blankets, fires and time on the couch. However, if you aren’t prepared for rain, it can wreak havoc on your home. A leaky roof, clogged gutters, dangerous tree branches, a faulty heater and drafty windows are a much bigger headache once the rain starts, so it’s important to make sure you’re prepared before the next storm hits. If you want to feel calm rather than panicked at the sound of raindrops, follow these five Better Business Bureau (BBB) tips to make sure your home is ready for rain:
••ROOF: Hot and dry weather can make your roof more vulnerable to leaks. To catch them before it’s too late, call a roofer to inspect your roof for trouble spots and fix existing leaks. In 2015, BBB received over 8,000 complaints about roofing companies nationwide. Many of these complaints were about shoddy work, issues with contracts, and poor customer service and refund policies, so make sure you find a roofer that you can trust. A great place to start is the BBB Accredited Business Directory at bbb.org. Here you can find Business Reviews of businesses that hold themselves to BBB’s high standards. They include details about the business’s location, services and reviews from past customers.
••GUTTERS: It’s important to clean out your gutters in the beginning of fall and again after the first downpour. If you
need professional help with your gutters, find an accredited contractor to check that they’re in good condition and tight against the roof. Visit bbb.org to find a contractor near you.
••YARD: Your yard often suffers the most damage from a storm. Make sure that your yard drains correctly to avoid flooding and excess mud. Have your trees inspected to make sure they’re healthy and not a safety hazard and secure any fences or outdoor furniture. Some of this work requires an expert, but be careful if someone shows up at your door claiming that they just finished a job down the road and can give you a discount. Consumers have reported over 350 similar “home improvement” scams to BBB Scam Tracker (bbb.org/scamtracker) as of October 2016 and the results can be catastrophic. Reach out to a professional yourself, and make sure to do it before the rain hits. The BBB Accredited Business Directory at bbb.org can help you find a landscaper or arborist, and you can even use BBB Request a Quote to receive estimates from trustworthy businesses in just a few clicks.
••HEATER: If your house gets cold during the winter months, now is a great time to make sure your heater is working properly. BBB received over 11,200 complaints about heating, ventilation, and air conditioning (HVAC) companies in 2015. These were mostly about incorrect charges, misleading estimates, and difficulties receiving refunds.
••WINDOWS & DOORS: Make sure that your doors and windows are leak-proof, sealed and properly caulked. You should be able to handle a lot of this yourself. But, if you think you need new windows, now’s the time to look into it. There are a lot of window companies vying for your business, so start at bbb.org. Additionally, check out energy.gov for more information on how energy efficient windows and doors can save energy and reduce costs.

DTSC Inicia la Segunda Revisión de Cinco Años del Remedio de la escuela primaria -- Ramblewood, San José CA 95121 El Departamento de Control de Sustancias Tóxicas (DTSC) iniciará la segunda Revisión Quinquenal de la eficacia del Plan de Limpieza de remedio en noviembre de 2016, del sitio de la Escuela Primaria Ramblewood (Sitio) situado en 1351 Lightland Road, San José, California. El propósito de la Revisión quinquenal es de evaluar el remedio de limpieza para asegurarse de que continúa protegiendo la salud humana y el medio ambiente. Esta revisión es para ver si el remedio funciona tal como fue diseñado, y si el Distrito Escolar de Primaria Franklin-McKinley (Distrito) ha mantenido el remedio adecuadamente. El remedio fue de cubrir el sitio con una tapa creando una barrera para evitar la exposición al asbesto de origen natural (asbestos) que se encuentra en el suelo y la roca nativa en el sitio. PAN DE MUERTO DE DULCE DE LECHE Ingredientes
•• 1 paquete (7 gramos) de levadura en polvo •• 1/2 taza de agua tibia (100-110° F) •• 1/2 taza de Dulce de Leche LA LECHERA de NESTLÉ
•• 1/2 taza (1 barra) de mantequilla sin sal •• 1 cucharadita de semillas de anís •• 1/2 cucharadita de sal •• 4 huevos grandes, a temperatura del ambiente
•• 4 1/2 tazas de harina para todo uso, uso dividido
•• 1 yema de huevo, disuelto en •• 2 cucharaditas de agua •• 2 cucharadas de azúcar granulado, uso dividido
AÑADIR los huevos y 1 taza de harina y mezclar bien con una cuchara de madera. Continua agregando la harina restante taza por taza mezclando bien hasta que la masa se junte. Amasar por 5 minutos o hasta que la masa esté suave y elástica y ya no pegajosa. Poner en un tazón grande engrasado. Cubrir con plástico engrasado. Dejar reposar en un lugar tibio durante 1 hora o hasta que duplique el tamaño. FORRA una bandeja grande para hornear con papel pergamino. GOLPEAR la masa con el puño y divídela en mitad. De cada mitad corta 3 bolitas pequeñas (de aproximadamente 1 cucharada). Trabaja 4 de las bolitas para formar los “huesos”. De cada una de las grandes mitades de masa formar una bola de pan redondo. Suavemente presiona los huesos en cada pan formando una “X”. Trabaja las 2 bolitas restantes para crear la calavera. Coloca la calavera en el centro de cada “X” y presiona suavemente. Poner los panes en la bandeja preparada y dejar que crezcan en un lugar tibio durante 30 minutos. PRECALIENTA el horno a 350º F. Pintar la superficie de cada pan con la mezcla de yema de huevo.
Direcciones MEZCLA la levadura y el agua tibia en un tazón grande. Dejar crecer por 10 minutos. Calienta el dulce de leche y la mantequilla en una cacerola pequeña sobre fuego bajo hasta que la mantequilla esté derretida. Añadir el anís, la sal y la mezcla de dulce de leche a la mezcla de levadura y mover bien para combinar.
HORNEAR por 20 minutos. Sacar los panes del horno y pintar nuevamente la superficie de cada pan con la mezcla de yema de huevo y espolvorear con las 2 cucharadas de azúcar granulada. Regresar al horno por otros 20 minutos o hasta que los panes estén dorados y suenan huecos cuando los tocas. Sirve caliente o deja enfriar completamente. Los panes son más ricos cuando se comen el mismo día.

Recent polling shows that county voters believe housing is the most pressing problem today, higher even than crime and transportation. Also, 83 percent agree that it is difficult to find housing in Santa Clara County. More specifically, 76 percent believe that children deserve the opportunity to succeed in school and life, and that Measure A will provide affordable homes for the hundreds of homeless children and their families living in shelters, cars or on the streets. With a very low vacancy rate for apartments and rents climbing higher and higher, we have a major imbalance between the number of jobs the Valley produces and the number of housing units being built. One study found that Santa Clara County has the fewest housing units compared to jobs of the nine Bay Area counties. The lack of affordable housing also means that our homeless population is growing. Last year we had 6,500 people without housing, including 4,500 who were unsheltered, or living on the

Measure A is a $950 million affordable housing bond that will build thousands of dwellings for homeless families, low-income seniors, veterans and victims of abuse. Apartment buildings will also house government and nonprofit agencies to provide supportive services such as health clinics, job training and substance abuse counseling. Too many of our neighbors—immigrants and low-income working families—often have to work two or three jobs just to pay the rent, or they have to live with several families in one apartment or even in a garage. More than half of Latino renters and homeowners struggle to pay their rent and mortgages. Because of the great gulf between income and housing costs, many Latino families face foreclosures, evictions and homelessness. That’s why passing Measure A is so important. In the struggle against the disease of homelessness, housing is the cure. GREEN HALLOWEEN: TIPS ON HOW TO GREEN UP HALLOWEEN THIS YEAR she took her two-year-old trick-or-treating anyway and was delighted to find a few of the houses in her neighborhood handing out non-candy treats like bubbles and stickers. “I was so thrilled that someone thought outside the candy-box that, while shouting, ‘Thank You!’ at the top of my lungs, I made a note to myself to remember to trick-or-treat at these homes the following year,” she recalls. “But after winding through several streets in the dark, I had already forgotten which homes were candy-free.” “Wouldn’t it be great if there were a sign you could place on your door or window that notified trick-or-treaters that their upcoming treat would be healthy?’” Colwell-Lipson wondered. “This way, parents could seek out those homes and turn trick-ortreating into a scavenger hunt—a hunt for treasures rather than treats.” Thus the idea for Green Halloween was born.

These days, some 10 years later, Halloween is greener across the country thanks to Colwell-Lipson’s pioneering efforts. In 2012, Green America, the non-profit membership organization with the mission of harnessing economic power to create a socially just and environmentally sustainable society, put its muscle behind Green Halloween and expanded the program nationwide.
Halloween may be fun, but...this most ghoulish of holidays is also cause for lots of waste, given the preponderance of one-time use costumes that end up in a box or in the trash come November 1. And sustainability proponents also decry Halloween for promoting unhealthy eating habits, as obesity and diabetes rates among American kids continue to skyrocket. So what’s a green Halloween reveler to do?
With Halloween right around the corner, there’s no time like the present to get started. Host a costume swap in your neighborhood or at your kid’s school, or both. This way everyone can the save money and reduce the waste associated with buying new costumes off-the-shelf at the store. Spread the word far and wide so others can join the costume swap and spread the good green Halloween cheer.

SACRAMENTO, Calif. - California stands out for its work in turning young lives around, according to a new report on youth prisons. The Annie E. Casey Foundation research pulls together evidence of the ineffectiveness of youth correctional facilities, showing they are expensive and prone to abuse, and concluding they fail at reform.

It recommends closing all youth prisons and reinvesting in other types of programs.
"They are staffed by corrections officers and, in some facilities, things like Mace have been used, long extended isolation, shackles, handcuffs - very brutal methods of controlling a young population," he states.
Foundation president and CEO Patrick McCarthy says California is a good example, as a number of juvenile justice reforms reduced the number of youths in state custody from 10,000 in 1996.
Instead of what he calls the outmoded assumption that locking up young people improves safety, McCarthy says the corrections culture should focus on rehabilitating them.
"The last figures that I saw is that they had 700 in those facilities today because they provided incentives for the counties and the communities to take responsibility for their own children," he relates.
"We've got to build a juvenile justice system that's based on the very simple principle of developing young people's capacity, giving them opportunity," he stresses. "Holding them accountable, of course, is also very important, but doing it in a way that provides them a path to get back on track."
The report notes that California also passed legislation to only admit youths to state facilities that have committed serious offenses, enacted programs to increase prevention and closed eight of its 11 large

Between now and Election Day, you are sure to hear all manner of pundits and experts talk about the possibility of hacking voting machines. While it is not “child’s play,” for someone schooled in the art, the work can be done in a matter of minutes. Your smartphone is significantly harder to hack than any of these “digital” voting machines.

Consolidation increases efficiency but decreases resilience, which is clearly demonstrated every time there is an attack on a provider.” Says Maura Sullivan, PhD, Managing Director, Eidos Group and former Chief of Strategy and Innovation for the Department of the Navy, “Physical security models do not work for networked systems and a new mental model is required to make intelligent trade-offs between efficiency and resilience.” Sullivan’s words are not comforting.
RIGGING AN ELECTION There’s a compelling and reassuring post by Chris Ashby, a Republican campaign finance and election lawyer, that clearly explains what would be necessary to “rig” an election. It’s a good read. In it, Chris opines: “To rig an election, you would need 1) technological capabilities that exist only in Mission Impossible movies, plus 2) the cooperation of the Republicans and Democrats who are serving as the polling place’s election officials, plus 3) the blind eyes of the partisan poll watchers who are standing over their shoulders, plus 4) the cooperation of another set of Republicans and Democrats — the officials at the post-elections canvass, plus 5) the blind eyes of the canvass watchers, too.” What Chris means by “technological capabilities that exist only in Mission Impossible movies” is that even though hacking an individual machine is relatively easy, hacking the right machines in the right places to successfully and undetectably “rig” a national election would take an almost impossible-to-imagine coordinated effort by an army of technicians and wizened election volunteers from both political parties. OTHER ELECTORAL HACKS Shelly Palmer Anything that can be hacked will be hacked. Electronic voting machines are no exception. Which raises the question, “Could you hack enough electronic voting machines to influence (rig) the outcome of the upcoming presidential election?” To answer this question, you need to have high confidence in the answers to three additional questions: 1. Are there a sufficient number of electronic voting machines in swing states? 2.Can you identify and tamper with (hack) the right machines in the right locations? 3.Can you infiltrate the required number of the more than 8,000 distributed, local, mostly offline, public polling places, and defraud a sufficient number of ordinary citizen volunteer election monitors, trained and credentialed partisan poll watchers, and the local and state officials who have a system in place to forestall both human error and any type of suspected tampering?
HACKING AN ELECTRONIC VOTING MACHINE According to the U.S. Election Assistance Commission’s website, “The Help America Vote Act (HAVA) of 2002 was passed by the United States Congress to make sweeping reforms to the nation’s voting process.” Its goal was to address “improvements to voting systems and voter access that were identified following the 2000 election.” While HAVA guidelines are voluntary, the act was accompanied by about $4 billion in federal funding to help states update antiquated voting methods. The result was a windfall for companies selling voting machines that utilized turn-of-the-century touch screen technology such as the Premier/ Diebold (Dominion) AccuVote TS & TSx, the Advanced Voting Solutions WINvote and the Sequoia (Dominion) AVC Advantage. Importantly, the vast majority of these machines were sold before 2006 (when the HAVA cut off federal funding). The Internet is replete with articles, reports and blog posts about the security issues with these and other
On Friday (October 21, 2016) a remarkably large number of well-known websites such as Netflix, Twitter, Spotify GitHub and some sites hosted on Amazon Web Services, were effectively taken offline by one of the largest, smartest, scariest Distributed Denial of Service (DDoS) attacks ever reported. What made this particular DDoS attack scary? This attack, which involved tens of millions of Internet Protocol (IP) addresses, utilized tactics that have not been seen at this scale before. Flashpoint has confirmed that some of the infrastructure responsible for the DDoS attacks against Dyn DNS (the primary strategic target) were botnets compromised by Mirai malware. This is malware that conscripts Internet of Things (IoT) devices such as DVRs, IP video cameras, baby monitors and other commonly used low tech consumer electronics equipment. This particular attack lasted less than a day, but it cost the collective targets tens, if not hundreds, of millions of dollars of down time, and many more millions to defend against. “DDOS

Was this just a test? Is there a bigger, more disruptive DDoS attack planned for Election Day? How would that impact our ability to vote or count votes? A direct technical attack is not the only type of hack. What about social engineering? It is usually the lowest-tech, highest-efficacy type of attack. Could there be a massive social engineering hack on, or near, Election Day? The answer to all of the above is maybe. But – and this is important – everyone who can do anything about any of this is fully aware that it might happen, and they are ready for it as anyone can be. It’s the things we haven’t thought of and that we don’t see coming that are the most dangerous – and we’re on the lookout for them, too! HACKED DOES NOT EQUAL RIGGED Between all of the hacked documents being released by WikiLeaks, the massive Yahoo email hack and the recent super-sized DDoS attack, it’s natural to wonder if a technical hack could impact or rig the upcoming election. While conspiracy theorists, fear-mongers and attention seekers may want you to believe it’s probable, and while it is true that the chances that hackers might influence the outcome of the upcoming election are non-zero, in practice, it’s just not possible. The thousands of very well-distributed, mostly old-fashioned, partisan-monitored, local election polling places that make up our national election system are on full alert, and it is more than capable of defending our democracy on November 8th. So please, go out and vote with confidence. America needs you.
