FIRST-IN-THE-NATION ‘ROBOTRIPPING’ LAW TAKES EFFECT JANUARY 1 SACRAMENTO
On January 1, California will become the first state in the nation to prohibit the sale of over-the-counter cold and cough medications containing dextromethorphan (DXM) to minors.
Senate Bill 514, authored by State Senator Joe Simitian (D-Palo Alto), will require store clerks to check identification to ensure that no one under 18 purchases these medications, which are known to cause a potentially
life-threatening high when consumed in high doses. According to WebMD and the Consumer Healthcare Productions Association, one in ten teenagers say they’ve used DXM to get high – making it more

popular than LSD, cocaine, ecstasy or meth. The California Poison Control System reports that DXM abuse calls for children under age 17 have increased 850% in the past ten years, making DXM abuse the most commonly reported type of abuse in this age group. When taken as recommended, DXM is a safe and effective cough suppressant commonly found in overthe-counter cold and cough medications. Taken in higher doses, however, it produces intoxication, hallucinations, seizures, loss of motor control, and “out of body” sensations similar to PCP and LSD.

Restricting the sale of DXM was a winning submission in Simitian’s 2004 “There Oughta Be a Law” contest from Wayne Benitez and Ron Lawrence, both with the Palo Alto Police Department at the time (Lawrence is now the Rocklin Police Chief). The legislation stalled in 2004, but Simitian successfully reintroduced the bill earlier this year. “With this law, we hope to see the abuse of DXM decrease around the state,” said Palo Alto Police Sgt. DXM is known by the street names robo, skittles, Triple C, Vitamin C, dex, red paint, and tussin. Because abusers commonly use Robitussin to get high, the act of abusing is often called “robotripping” or “robodosing.” Senate Bill 514 was supported by the Consumer Healthcare Products Association (the manufacturers of these products), the California Peace Officers Association, the American College of Emergency Physicians, and the California State Board of Pharmacy, among other groups. A violation of the new law will be an infraction. The law provides an exception for sale to minors with a prescription.

Un año más que se va, dejándonos lecciones valiosas que debemos poner en práctica para que los tiempos venideros sean siempre los mejores. El nuevo año 2012 representa un periodo de esperanza para millones de seres humanos, será un lapso en el que ocurrirán eventos que sorprenderán e inquietarán a la tierra y a sus habitantes, especialmente en cuanto a la política, economía y a las sorpresas que traerá la madre naturaleza. Las siguientes magias de ocasión son propicias para despedir el año viejo con alegría y recibir el año nuevo con optimismo. Impregnemos el corazón de nobles sentimientos y preparémonos a vivir un año que promete cambiar el destino de todo el mundo. Para el Trabajo Se prepara un altar en el cual se colocarán 8 monedas de la misma denominación, un florero con tres ramas de romero y un ramo de flores blancas, 2 veladoras de siete colores, un espejo y un cristal de cuarzo. Finalmente se dedica el altar a San Martín Caballero y se pide por su sabia intercesión para que el trabajo no falte. Se debe preparar el altar el día 30 y se mantiene hasta el 6 de Enero o hasta que se terminen las veladoras.
Para Protegerse de Malas Voluntades y Envidias Se quema incienso de iglesia mezclado con mirra, incienso sangre de dragón, copal y canela en polvo, entonces durante unos veinte minutos se pasa el incienso por todos los rincones de la casa por dentro y por fuera, y se invoca a San Miguel Arcángel. A review of happenings and accomplishments of 2011 is in order. The main accomplishment is that despite a recessionary economy many small businesses kept on keeping on, staying in business. Local small businesses do much to support and foster this local community and its economy. In fact 75% of employment is by small businesses. During 2012 fostering the reestablishment of a middle class will be essential to having a stable domestic economy competitive within the global economy. The wealth produced must be distributed broadly and fairly to create a global middle class.

Redistricting was accomplished by 14 citizens,’We Draw the Lines”, who had no conflict of interest so that future elections will occur with fewer jurisdictions being predictably Democratic or Republican. During 2012 the Latino citizens need to register to vote, learn about the issues, and then vote in their own interest. If that doesn’t occur, the Latino community has only itself to blame when its communities continue to receive inadequate allocations of project/program funding. As a community Latinos need to not let their current personal situation hinder their vote. For once be idealistic. Other notable happenings included the death of Steve Jobs, whose imaginative and intuitive mind changed our world in ways still not fully apprecieated. Smart phones enabled the Arab Spring effort to depose several dictators such as Khadafy of Lybia. Also, Osama bin Laden’s life was snuffed out by our special forces in
a covert operation personally endorsed by President Obama as ‘Commander in Chief’. As America’s Chief Executive Officer he authorized the withdrawal of all American combat troops from Iraq by December 31, 2011 ending that ‘dumb war’. About 40% of those combat troops are Latinos so be prepared to assist their efforts to become civilians again. During 2011 the ‘Occupy Movement’ successfully brought to the attentiion of all that there is a severe income disparity as well as a payment of taxes disparity. The conservative political party (i.e., the Republicans) have paralyzed their ability to stay in control of the House and Senate in Congress because of their inability to compromise and negotiate. During 2012, look to help the Democrats and Independents to regain control of the U.S. Congress as well as having Preseident Obama re-elected to a second term. When that is realized, it would do the nation a lot of good for the Democrats to pass the comprehensive immigration and naturalization legislation needed to resolve the issues faced by the 11,000,000 undocumented residents already in America. In addition, comprehensive income tax reform must be enacted to eliminate all corporate welfare and assess the higher tax rates to those whose incomes are more than $250,000 per year. The 2012 goal must be to formulate a tax code which re-establishes the American middle class which is so essential to the checks and balances which foster the American Dream for the 99%, not just for the 1%.
Only with local community support will adequate funding for all education programs be achieved. If America is to continue to be the leader of creativity, those who have the potential to be innovatively productive must be educated and trained without reduction of their imagination and intuitive visions of the future. Economic and community development does not occur in communities wherein there is no safety, security, and peace. Fortunately, San Jose is a safe city because it has an effective police force capable of enforcing exisitng laws. The Board of Supervisors voted not to cooperate with ICE which still managed during December 2011, to corral 63 undocumented individuals who had criminal records. Nonetheless, effective community safety is enhanced when the residents cooperate with the local police in ensuring the achievement of justice coupled with law and order. The above is an incomplete survey of what is going on in America as a democatic ‘work in progress’. Latinos need to ensure their full participation since they are now 42% of California’s resident population and really are the future swing vote politically Together we can accomplish much. It just takes a few of us to analyze and communicate what is possible, but it will take all of us to have a diverse inclusive community which provides security, equity, justice and full employment for all. Let’s participate fully during 2012. Have a prosperous 2012 New Year full of joyful success.

In December 2010, the City adopted a Single‐Use Carryout Bag ordinance that bans single use plastic carryout bags; the ordinance will begin on January 1, 2012 at which point consumers at all grocery and retail stores (including Target, Shopping Malls, Drug Stores, etc...) in San
José will have the option to bring their own reusable bags or pay a minimum price for recycled-content paper bags. This minimum charge will be from $0.100.45 and dependent on the store and quality of paper bag. Consider the following to prepare for the ordinance: - Start shopping
with a reusable bag now. Keep reusable bags by the door, in your car, or near car keys. - Keep foldable bags in pockets, backpacks, or your purse. - Give your friends and family a reusable bag, and encourage them to start shopping with them today. For those who are part of the WIC Program, the paper bags will be cov-
ered by their food stamps for the first 2 years. A high-quality reusable bag has the potential to replace over 600 single-use plastic bags over its lifetime. Plastic bags are one of the most common litter items found in creek cleanups. Paper bags are just as problematic, taking 14 million trees each year in the
United States to produce a year’s supply for retail use. Shopping with reusable bags is a great way to take part in reducing litter and conserving natural resources.
