Kato Road Closed for Nine Months Starting Monday, April 30 SAN JOSE, CA
The Santa Clara Valley Transportation Authority (VTA) requires closing Kato Road between Milmont Drive and Warm Springs Boulevard in Fremont for nine months beginning April 30, 2012. No thru traffic will be allowed for vehicles, pedestrians or bicycles. Local access to businesses and residents along Kato Road will be maintained. A full closure of the road is necessary to construct improvements (a grade separation) which will separate vehicle, pedestrian and bicycle traffic from current Union Pacific Railroad freight trains and future BART service. This project is the first of 11 grade separations that are part of corridor preparation for the BART Silicon Valley Berryessa Extension Project. The project will bring long-term safety and mobility improvements to the city of Fremont. It is a 16-mile extension of the existing BART sys-
tem and will a

Automobile, pedestrian and bicycle traffic will be required to use Dixon Landing Road in Milpitas as a detour. Signal timing modifications and additional turn lanes will be added to the Scott Creek/ Warm Springs and Warm Springs/Dixon Landing intersections. These improvements will help alleviate increased traffic flow during the morning and evening commute. During the closure, excavation of the existing roadway will commence to lower Kato Road underneath the existing freight railroad tracks. Construction will also begin on three bridges, one for the existing freight, one for future BART service and the third for maintenance and access to the future system. Construction will occur Monday through Saturday.

Jeffrey F. Rosen, District Attorney, County of Santa Clara, accompanied by John Chase, Deputy District Attorney, Public Integrity Unit, had a press conference to inform the public that former Mexican American Community Services Agency (MACSA) executives are being charged with felony grand theft. After a two and one half year joint investigation, collaborating with the U.S. Department of Labor, the analysis of MACSA financial data established the legal basis for charging Ms. Olivia Soza-Mendiola, former Chief Executive Officer, and Benjamin Tan, former
Chief Financial Officer, with the illegal diversion into the MACSA operations of more than $1 million. These funds, all employee retirement pension plan deductions, were not correctly paid into the appropriate employee pension plans. Rather, these funds were used to support other ongoing MACSA services and operations. It was determined that ‘probable cause’ existed for the felony grand theft complaint, DA NO. 120408422 which is in the process of being executed. Pension Plan Woes The City of San Jose has Measure B, a pension plan initiative, on the June ballot. At issue are the unfunded pension obligations which accrued over time during past administrations. In the past, retirement plans were entered into without the actuarial analysis which would have established the monies required to be set aside to fund the pension benefits proposed. It took the current mayor, Chuck Reed, to reveal that, very soon, the City of San Jose would be required to assign one of every three dollars of general revenues to make good on retirement obligations. The cutbacks on staffing and civic services would no longer provide funding levels required by existing retirement plans.

Another ‘shoe has fallen’…..The Wall Street Journal (Editorial, page A14, Monday, April 23, 2012) reports “new revenues are needed to backfill the unfunded teachers pension fund.” An actuarial report presented to the California State Teachers Retirement Systems Board “this month indicating that contributions would have to increase by about 68% to pay down its $65 billion unfunded liabilities over the next 30 years.” If investment returns are lower than those projected, then the actuarial required contribution would more than double. This means that the local school districts could be responsible for payments up to $10 billion annually over the next 10 years to meet their teachers’ retirement payments! The taxpayers need to know what is happening. One may depend upon a professional to set up and administer a pension plan. However it has always been a requirement to monitor

One way to resolve the current situation is to have pensions support only the costs of an average standard of living. But then, who knows what ‘an average standard of living’ costs may be? Another approach is to require the individual to keep working longer. Still another is to require no pension payments to be paid out until the individual is 65 years old. Currently some plans begin to pay once the individual is vested (say after 25 years). Imagine an individual who has 25 years of service by age 55. Certain of these individuals can ‘retire’, collect their pension, and still go to work in another field. These are the double dippers that need to be controlled in a manner that is appropriate. Basically, a pension income needs to provide for hous-
How did an agency agree to provide pensions at 90% of salary level? These levels of retirement income are the responsibility of the individual, not the agency. Retirement plans need to be indexed against the current prevailing economy. If current retirement plans are not renegotiated to reasonable levels, then the organization has no option except to declare bankruptcy. In any bankruptcy process everyone loses, and other costs are incurred which were not part of the original plan projections. One thing is obvious at this time. Whenever a person, a civic organization, or a business proposes to agree to a retirement plan, an actuarial analysis must be performed. Its logic, assumptions, and conclusions must be available to all stakeholders. Direct honest and factual transparency is a requirement. All participants must pay into the plan’s projected investment schedule. Funds must go into the retirement fund when required. If not paid in, as required, the future retiree will have no benefit. This is what occurred in the recent case of MACSA, where executives diverted retirement funds to other operational costs. In the case of the City of San Jose, agreements were made for pensions which essentially were never appropriately funded. In the case of the California State Teacher’s Retirement System, retirement plans were unfunded to the extent of $65 billion. The only way to prevent this fiscal nightmare is to ‘trust but verify’ frequently. Economies fluctuate, expected financial returns on investment are not realized, and then there are those whose greed creates the distrust and cynicism which prevails today. The outcome is ‘Pension Plan Woes’.

Our most hopeful news consists of you, your caring
commitment for empowering yourself to create the politics we want, need, and deserve. Once you acknowledge how dysfunctional and broken our political systems are, we offer you a strategic action plan for advancing a new Politics of Trust. As we boast of our “New Economy,” celebrate our “New Demography,” we find ourselves stuck in the same old politics: cynical and controlling, top down and condescending, divisive and dysfunctional. West Nile Virus and Mosquito Control Awareness Week County of Santa Clara Vector Control District Launches Expanded Mosquito Surveillance SANTA CLARA COUNTY, CA
The California State Legislature has declared the week of April 22nd as “West Nile Virus and Mosquito & Vector Control Awareness Week” in California. This week, the Santa Clara County Vector Control District (the District) announces the beginning of its expanded seasonal efforts to monitor mosquito breeding sources and West Nile virus (WNV) activity. West Nile virus is a disease transmitted by mosquitoes that can result in debilitating cases of meningitis and encephalitis, and could lead to death in humans, horses and birds. Using a state-of-the-art system, the District will conduct an aerial survey of urban areas in South San Jose today. This operation will cover approximately 78 square miles and is designed to identify neglected swimming pools and other possible mosquito-breeding sources. The area to be surveyed is last season’s WNV hotspot, which persisted for six weeks and resulted in one severe but non-fatal human case. “We have detected WNV activity as early as February this year, and we are expecting another very busy summer,” noted acting District Manager Russ Parman. “Last season’s human case underscores the need to continue our surveillance and control operations to minimize the risk of getting WNV.” A single poorly maintained pool in a backyard can produce millions of mosquitoes during the warm season. Since 2007, the District’s aerial surveys have cataloged over 4,000 locations with neglected
mosquito-breeding source; and • Report dead birds to the State of California WNV hotline at 877-WNV-BIRD or at www.westnile.ca.gov. Almost half of the mosquito control treatments applied to these properties have consisted of free delivery and planting of mosquito fish, which eat immature mosquitoes. The District has also placed seven flocks of chicken in strategic areas across the county to monitor WNV activity. When WNV infected mosquitoes feed on the chickens, the chickens will develop antibodies and thus act as a good indicator of local virus activity. This year’s late rainy season may result in more standing water in warmer temperatures, which could encourage mosquito breeding. As always, the eyes of the public are critical to help the District keep mosquito numbers low by watching out for standing water, and reporting larger breeding sources such as swimming pools. To help control mosquitoes, the District is asking residents to take the following steps: • Make sure that doors and windows have tightfitting screens. Repair or replace screens that have tears or holes; • Flip or dump small containers collecting water; • Contact the District if you are being bothered by mosquitoes during the day; • Contact the District if you know of a potential

The District asks Santa Clara County residents to report crows, jays, sparrows, finches, or birds of prey that have been dead for less than 48 hours and do not appear to have died because of an injury. People who find those birds should call the State of California WNV hotline at877-WNV-BIRD (2473) or at www.westnile. ca.gov. “Our technicians are surveying public areas; we need the eyes of the residents to help us promptly respond if this mosquito shows up in our county,” said José Colomé, Community Resource Specialist for the District. For free assistance on mosquito control, WNV, or other vectors, residents can contact the District office by calling (408) 918-4770/ (800) 675-1155, or fill out a service request form online at www.sccvector.org. The Asian Tiger Mosquito differs from other local mosquitoes: it is smaller and tends to bite during the day. They also breed in small containers such as cans, flasks, saucers and plant leaves holding water. The local treehole mosquito, which also bites during the day and is small, breeds in trees and lacks the white stripe down the back. The District has successfully eradicated two invasions of ATM in the past decade.

El “Boleto para trabajar” inspira a una bailadora de salón Mariaelena Lemus Especialista en Relaciones Públicas del Seguro Social en San José
María Rivas era justamente como cualquier otra persona cerca a los treinta años de edad: brillante, ambiciosa y llena de vida. Ella obtuvo grados de Licenciatura en Ciencias Forenses y Biología, con una asignatura secundaria en Química. María comenzó a trabajar y a edificar su carrera. En su tiempo libre, ella persiguió su pasión: el baile competitivo de salón. En enero del 2008, Rivas tuvo un episodio depresivo muy grande. Su enfermedad causó que perdiera su trabajo, resultando en problemas financieros. Rivas tenía derecho a beneficios por incapacidad. Los pagos mensuales la ayudaron a mantenerse a flote, pero aún así ella tenía el deseo de trabajar otra vez. Sabiendo que necesitaría ayuda para regresar a trabajar, buscó el programa del “Boleto para trabajar” del Seguro Social y otros incentivos de trabajo para apoyo.
Rivas se enteró que el programa del Boleto era gratis, voluntario y designado especialmente para adultos quienes reciben beneficios por incapacidad a través del Seguro Social. Decidió que el programa era apropiado para ella. Una vez que Rivas eligió participar en el programa del Boleto para trabajar, decidió trabajar con una Red de empleos (EN, siglas en inglés) que provee apoyo y orientación laboral. La EN ayudó a Rivas a desarrollar un plan para lograr sus metas de trabajo y le ofreció asesoramiento en establecer una carrera, colocación de empleo, adiestramiento y asesoramiento. Rivas dijo “puedo tratar de trabajar. Yo sabía que no iba a estar por mi cuenta”. Usando su Boleto, fue capaz de poner a prueba sus habilidades, reforzar su confianza, y continuar recibiendo sus beneficios mientras trabajaba. A Través de los incentivos de trabajo del Seguro Social, ella pudo mantener su cobertura de cuidado de salud, lo cual le dio paz mental.
Rivas encontró empleo estable. Como resultado de su dedicación al trabajo, ahora trabaja como especialista en el control de documentos, ganando más dinero de lo que recibía en beneficios por incapacidad. El reporte de este año demuestra que a pesar de que California todavía tiene uno de las peores condiciones de aire en el país, su progreso en reducir el ozono y el material particulado contaminante ha provocado que el estado tenga el aire más limpio desde que el primer reporte anual de la Asociación del Pulmón se publicara hace 13 años. National Hispanic University Debate Team Places Fifth in National Competition Bioethics Bowl brings together top undergraduate debate teams in the country

The National Hispanic University (NHU) debate team placed fifth in the rigorous Bioethics Bowl that took place March 23–24 during the National Undergraduate Bioethics Conference (NUBC) in Denver, Colo. The competition, sponsored by the American Society for Bioethics and Humanities, brings together university teams from around the country.
NHU’s debate team is one of only a few collegiate debate teams competing at the national level that is composed entirely of Hispanic students. Over the years, the team has earned top rankings in national and state debate competitions, including winning the first National Undergraduate Bioethics Bowl in 2008, where they defeated the University of Miami, Dartmouth College and South-
ern Methodist University, and winning the 2006 California Regional Ethics Bowl. Taking home fifth-place honors at the 2012 Bioethics Bowl were this year’s team members: Stephanie Anchondo, Eric Morales, Gabe Sanchez, Ben Vega and Ernie Martinez. NHU philosophy teacher Michael Jordan has led the university’s debate team since 2003.
To prepare for competition, team members conduct exhaustive research on competition debate topics and hone their debate techniques through regular practice sessions throughout the year. The experience helps them develop solid speaking skills as well as confidence in their personal and professional interactions as they prepare to graduate from college.

During the Spring break, 16 teachers from various schools in the East Side Union High School Dis-
trict (ESUHSD) attended a weeklong tour of NYC as part of their completion of the requirements for the Teaching American History (TAH) competitive grant our district received from the Federal government three years ago. These
teachers attended seminars conducted by San Jose State University history professors on various topics concerning 20th century America for the past three years; participated in a oneweek curriculum development seminar in the sum-
mer; and produced lesson plans for sharing with their colleagues. The culmination of their efforts was a week in New York; where they attended tours of the Tenement Museum, Apollo Theatre, Brooklyn Heights, Ellis Island, Little Odessa, Chinatown, Wall Street and, of course, Ground Zero. At each site, professional tour guides and NY teachers, Art and Susan Zuckerman, who shared stories and insights into the history and life of the city, led instructors. East Side teachers saw firsthand the impact New York has had on the United States in the final decades of the 20th century, and will now apply their learning into their lesson planning with the materials and lectures gleaned from their trip. Chris Evans, one of the attendees, stated “I’m not sure which is more amazingthe fact that a city of seven million works so well, or the fact that 16 history teachers got along great together for a solid week in close quarters.” This summer the final group of Year III TAH participants will be heading out to Washington, DC for a week of instruction.

Proposed Dedicated Funding For Library A Bad Idea The San Jose City Manager released a preliminary analysis of a proposed charter amendment that proponents are hoping to place on the November ballot. This measure would carve out a portion of the city budget for library services, but it does not have any new revenues associated with it. The City Manager’s report states, “Using the 20112012 Adopted Budget as the basis for analysis, the Budget Office estimates that the total amount budgeted to the Library Department per the terms of the proposed initiative would increase to $52.9 million, with the General Fund allocation increasing by $19.4 million, or 86%, from approximately $22.6 million to $42 million.” Based on 2011-2012 costs, $19 million is the cost to fund approximately 100 police officers or firefighters. The full analysis can be found online: www.piersystem.com/ Mayor Reed released the following statement: If this measure were to go into effect, we’d have to cut $19 million from other
services to increase funding to libraries. San Jose’s libraries are a valuable community resource and they need more funding. However, this ballot initiative would set aside funds for the libraries ahead of all other city services. San Jose residents shouldn’t be swayed by promises that this initiative will allow libraries to reopen without impacting other city departments. That’s just not possible. Revenues are growing slowly and costs continue to rise rapidly. For example, over the last decade, the City’s annual bill for retirement costs has increased from $73 million a year to $245 million. If we increase funding to libraries – and make it a dedicated set-aside – we will have to cut money elsewhere. That’s why I won’t be signing the ballot initiative – and why I encourage San Jose residents to join me in saying no. I love our libraries. I just don’t support taking money away from our police and fire departments to do so.

Ásalos hasta que estén hechos, tomen un color rosado y empiecen a dorarse, 8-10 minutos. Sácalos del horno y pásalos a un bol para refrigerarlos en la nevera. En otro bol grande, mezcla las 4 cucharadas restantes de aceite de oliva virgen extra, el zumo de limón y la miel. Sazona con

Coloca las rebanadas de baguette en una bandeja de horno grande con borde y
rocíalas con aceite de oliva. Espolvorea con sal y tuéstalas en el horno hasta que estén doradas y crujientes, aprox. 10 minutos, dándoles la vuelta a los 5 minutos. Resérvalas. Mientras, cocina el bacón en una sartén anti-adherente grande a fuego medio hasta que suelte la grasa y el bacón esté crujiente, 12-15 minutos. The President has worked tirelessly to reinvigorate our economy. He knows much more must be done. Smart investments in education leading to a stronger middle class employed in better jobs. The strength of the American economy is inextricably linked to the strength of America’s education system, particularly at this make or break point. We must continue to invest in educating all capable of acquiring the knowledge and skills for success in the current global economy. At a time when the average earnings of college graduates is twice that of workers with only a high school diploma, higher education is the clearest pathway from being disadvantaged into the middle class. However, an affordable education is now out of reach for most. Today access to higher education is just too expensive for families. • America has created the best education system in the world, yet college and university’s tuition and fees measured in constant dollars have more than doubled over the past two decades. • In 2010, graduates who took out student loans had debts of more than $25,000 now surpassing credit card debt for the first time ever. Reductions in supportive funding for institutions are making acquiring an education even more challenging through higher tuition. This forces students to rely on loans to finance their postsecondary education.

Congress must stop the interest rate on these student loans from doubling for over 7.4 million students. portunity at an Affordable Higher Education. The President is asking Congress to advance new reforms to create more equitable and fair access to higher education. Higher education is an economic imperative if the American domestic economy is to be globally competitive. President Obama has emphasized that the federal government, states, colleges, and universities all have a role to play in preparing individuals with a solid education enabling success
in their careers. Perhaps educational organizations need to be moved towards a very competitive educational market wherein funding is provided through the student consumer client rather than directly to the institution. This would enable: 1) Reforming student aid to promote affordable access and value by providing “consumer choice.” 2) Creating a competitive incentives for a Race to the Top for college affordability and completion. The
4)Provide better information enabling families to choose the right college for their child. 5) Redoubling efforts to contain education system costs. Competition will reduce system costs. The present subsidy system has become an entitlement without a sunset date. Let’s Build on Landmark Federal Investments to Make Higher Education More accessible to all. The Obama Administration has championed landmark investments in student financial aid to make education more affordable to all by: • Increasing Pell Grants:
The President has raised the maximum Pell Grant award to $5,635 for the 2013-14 award year – a $905 increase since 2008. The number of Pell Grant recipients has increased over that same time by 50 percent, providing college access to millions of additional students across the country. • Helping Responsible Students Manage Student Loan Debt using“ Pay as You Earn” plans. • Expanding Education Tax Credits providing up to $10,000 for four years of college, university, or community college tuition for families earning up to $180,000 annually. Over 9.4 million students and families benefit from the American Opportunity Tax Credit each year. President Obama has called on Congress to make this tax credit permanent and prevent it from expiring in 2012. The ultimate objective is to have an education system which provides the American domestic economy all the trained and skilled individuals needed. “This is a very exciting time for me,” Vidal says. “Projects continue to keep coming my way.”
Doing what you love for a living is a dream shared by many people. For Lucas Vidal, that dream was to compose music. Vidal is a versatile and expressive composer who has recently scored the feature films “The Raven” with John Cusack and “The Cold Light of Day” starring Bruce Willis and Sigourney Weaver. “I compose the music for these movies by looking at the images and film sequences of each movie,” Vidal says. “Creating music is not easy, but it is what I love to do.” Vidal was exposed to the intricacies of music composition at a very young age, allowing him to develop his distinct style of composition and a unique use of longhand writing skills.
Lucas Vidal was 18 years old when he began attending the Berklee College of Music. A native of Spain, Vidal began playing the piano when he was just five years old. “I would learn the music from several composers such as Bach and I began participating in music competitions when I was 13 years old. I can also play the flute and the cello.” Vidal made history at the Berklee College of Music where he was the youngest student to ever
compose and record the score for a feature film with an 80-piece orchestra. “The experience introduced me to several areas of music such as the ballet.” He then moved to New York to attend the Julliard School of Music and continue his studies under the guidance of Richard Danielpour. Vidal is currently working on several projects such as a movie called After
In addition to numerous feature films, his impressive resume includes writing a piece for the opening gala of the Boston Ballet, conducting at the Boston Symphony Hall, commercial advertising and video game soundtracks. “Performing live and recording are very different because there is no turning back if you make an error when performing live,” Vidal says. “But that is what makes live performances more exciting.” Vidal currently splits his time between Madrid and Los Angeles. “I like living in America because it has exposed me many different people and cultures,” Vidal says.

I know I might be a little harsh, but trust me, I do it because I care. Earthquakes Unveil Dollar Dog Wednesdays for 2012 Season SAN JOSE, Ca
The San Jose Earthquakes announced today that Dollar Dog Wednesdays will kick off on May 2 when the club hosts D.C. United with a Police vs. Fire hot dog eating competition officiated by five-time defending Nathan’s Hot Dog Eating champion Joey Chestnut. Per the promotion, fans can buy $1 hot dogs at Buck Shaw Stadium for each of the club’s three Wednesday matches in 2012. In addition to May 2, the offer also extends to key Western Conference matches on July 18 against FC Dallas and Sept. 19 against the Portland Timbers. Kickoff time against D.C. Technology professionals continue to be in high demand across a wide array of industries. Health care, technical consulting and computer system design are just a few of the growing career directions grads can choose with a technology degree. The technology industry remains one of the fastest growing career fields. Employment in computer systems designs and related services is anticipated to grow by 47 percent through 2020, according to the U.S. Bureau of Labor Statistics. By contrast, employment expectations are decreasing by 1 percent during the same time period in the manufacturing fields and by 6 percent in utilities, mostly due to outsourcing of industry for manufacturing and improvements in technology for utilities. Because businesses will need technical advice on planning and logistics, as well as adding or using new technologies to help improve business services, there is a need for technical consultants to fill these jobs, in many different industries. “With the rate of change in the IT industry where new information is doubling in 18 to 24 month intervals, the demand for IT personnel with proven learning abilities is very desirable,” says Dr. W. Lynn McKinney, computer information science program director at Everest University in Mel-
bourne, Fla. “Our premise is to teach people how to learn.” In addition, as more complex technologies continue to develop, companies seek employees who stay up to date with new technologies. “While some of our students have just graduated, we also find that many students in our computer technology courses have worked before and are coming to us because they want to stay on top of advances in the field. They realize that a technology degree can give them the career they are looking for,” says Eric Hodge, academic program chair of Everest University in Pompano Beach, Fla., one of Florida’s computer training schools. In addition to good computer technology training, businesses are searching for employees with problemsolving abilities. “Employers are increasingly telling us that they don’t want employees with just computer knowledge, they want employees who use computer know-how to solve problems,” says Hodge. Cybersecurity is a high demand field right now, and the growth is not anticipated to slow down anytime soon. This is due to businesses in both the public and private sectors becoming more aware of the need for information security. “Companies increasingly store sensitive information electronically, and as a result, they need to protect that information,” says Hodge.

En la segunda emisión del programa “Pequeños gigantes 2” se despejaron las dudas sobre si uno de los hijos de Gloria Trevi participa como cantante portando una máscara de luchador. “He oído comentarios, pero claro que no.
