CalRecycle Les Recuerda a Conductores Reciclar el Aceite y Filtros Usados de sus Automóviles SACRAMENTO
Un reciente estudio realizado por el Departamento de Reciclaje y Recuperación de Recursos de California (CalRecycle, por sus siglas en inglés) reveló una discrepancia crítica en la conciencia de los conductores que personalmente cambian el aceite de su motor. Mientras que el 95 por ciento de ellos afirmó reciclar el aceite usado de su motor, aproximadamente un tercio admitió tirar los filtros de aceite usados a la basura, lo que podría contaminar el medio ambiente con desechos peligrosos. Residentes que personalmente cambian el aceite de su motor quienes respondieron que se deshacían de sus filtros de aceite usados en la basura, admitieron no estar conscientes de que los filtros podrían ser reciclados, revelando una oportunidad crucial para mejorar las prácticas de reciclaje de
filtros de motor usados a través del Estado Dorado. Nuevos esfuerzos para construir mayor conciencia sobre la importancia del reciclaje de filtros de aceite se están desplegando en todo el estado. The California Democratic Party voted to endorse Prop 37, agreeing with the overwhelming majority of Americans who want the right to know if their food contains genetically engineered ingredients. Following Saturday’s endorsement by the Resolutions Board that voted nearly unanimously to support the measure, the Executive Board adopted it Sunday without debate. While opponents had nearly a dozen lobbyists at the meeting,
party leaders chose to be on the right side of history and enthusiastically joined with the people’s movement that is calling for more transparency in our food system so that individuals and families can make informed choices. “As a mom, I believe all families have the right to know what’s in the food we feed our kids. As a friend of labor, I trust farm workers and public health providers who support labeling generically engineered foods. That’s why I’m proud to join the grassroots movement
supporting Yes on 37,” said Christine Pelosi, Chair of the State Democratic Party Women’s Caucus. At least 49 other countries including all of Europe, Japan, China and Russia require labeling of genetically engineered foods. The United States stands virtually alone as one of the few industrialized countries that doesn’t provide this information to consumers. EDUCATION POLICY-THE NEXT CIVIL RIGHTS EFFORT
On July 27, 2012, La Raza Roundtable had as its featured keynote speaker, Congressman Mike Honda (D, District 17, San Jose/ Fremont), who spoke to his frustration about the national status of education. “I want to place a challenge before all of you concerning the need for equity in education,” said Honda. “There is a critical need to consolidate and unify, the voices of many supporters of several different programs into one advocacy force for an educational program which delivers equity to each and every student in America.” The programs Honda addressed include migrant education, Upward Bound, Science Technology, Engineering and Mathematics (STEM), and several programs for students having special needs such as ‘English as a Second Language (ESL). Honda asserted that too much legislation which impacts education is being written by those who have no training nor experience in that field. The first thing that must be addressed is to distribute education funding in a manner that ensures equity. Today, wealthy areas such as Palo Alto, CA have school districts which are allocated about $12,000 per student per school year. On the other hand, school districts in less affluent areas, such as the Alum Rock Elementary School District, receive $6,000 per student per school year. In addition, there is a mosaic of assistance programs that deal with lunch programs, remedial training, vocational and occupational training, etc. which are all very specific and focused. An outcome is that too many individual students do not receive the personal, focused education which would minimize school dropouts and require special efforts to enable these students to earn Gen-

eral Education Diplomas (GED’s). “ Between the ages 6 to 16, youth must attend local schools. Public education was developed to meet these training requirements.” said Honda. “The U.S. Constitution does not assign this area to the federal government so education is a local community responsibility in each of the 50 states. Some regions, e.g., the South, developed ‘Separate but equal’ school programs which were declared unconstitutional. Other regions applied “Manifest Destiny” approaches to education. Herein lies the challenge which will soon make education the next civil rights public policy issue. If America is to remain a world economic power, equity in education must be accomplished in all local communities. Corporations may have their central offices in America today, but are now using the needed skilled workforce wherever it can be found in the world. Our kids must be taught well enough to be competitive in the current global economy.” Honda explained how special interests pit communities against each other. He spoke with fervor and eloquence about the need to unify the supporters of many special educational programs into one voice which advocates for an education system which provides equity to each and every student. “A child has a right to equal educational opportunity. Each child must have access to educational equity,” declared
Honda asserted that the federal budget couldn’t be balanced on the backs of the 99% today. Efforts to improve education have involved vouchers, private schools and charter schools. The focus has been on the ‘digital gap’ and the ‘student achievement gap’ rather than development of a system of education which delivers ‘educational equity’ to each and every child. Statistics such as API and ADA do not measure the learning process, but rather emphasize the achievement gaps. Anglo and Asian students do well; Hispanics and African-American students do not. “There is a need to assess the developmental potential of each child at an early age to enable teachers to formulate teaching modules which maximize desired outcomes. Education must go from a ‘lock-step” approach to a system which deals with each child’s training where that child is capable of benefitting from his/her special individualized training sequence. The challenge today is to refocus educational processes for the benefit of each child. Evaluation will be essential at different points of a student’s development.” Honda believes that the current structure of schools must be changed to achieve the outcomes desired in the training and development of the human capital needed today by America. Honda concluded his remarks by asking all to become informed enough to participate in the coming debates. No question and answer period happened because of the need for the Congressman to go to his next appointment. Honda promised to return to have that conversation…meanwhile let’s prepare for that debate.

Hace poco, la espeluznante historia del caníbal histérico que atacó a un indigente en La Florida acaparó la atención del mundo. El primer diagnóstico indicó que el cerebro del individuo estaba invadido de sustancias químicas presentes en las aparentemente inofensivas sales de baño. Hasta ahí la historia ya era bastante macabra. Lo suficiente para que los más desprevenidos empezaran a mirar con desconfianza su bañera. Sin embargo estudios forenses posteriores revelaron que en el organismo de Rudy Eugene – el citado caníbal ultimado por la policía mientras ingería el rostro de su víctima se hallaron únicamente restos de marihuana. Algunos expertos, sin embargo, han indicado que el sólo consumo de marihuana no generaría una reacción tal. Pero la pregunta pervive. ¿Hasta donde puede llegar un ser un humano bajo el influjo de sustancias ilegales, alucinógenas o como se den en llamar? La mala noticia es que dichas sustancias están permanentemente al alcance de la tierna mano de nuestros hijos – lo que es
más que obvio si hablamos, por ejemplo, de sales de baño - . Pero además, hay que decir que existen gran cantidad de productos aparentemente inofensivos que circulan por las calles como Pedro por su casa. Como las sales, que se consiguen en llamativas bolsitas, muchos se venden como inofensivos paquetitos de incienso, especias o popurrí y pueden conseguirse casi en cualquier estación de servicio. Pero lo que en realidad contienen, es el llamado K2 o marihuana sintética muy fácil de fabricar y aun más de comercializar pero que implica un riesgo latente para el bienestar de nuestros jóvenes por su contenido de sustancias altamente peligrosas. El incremento entre los jóvenes del consumo de sustancias de este tipo – también conocidas como drogas de diseño - y la falta de control sobre su producción y distribución, hicieron que en días pasados el presidente Barack Obama prohibiera, a través de una ley federal, estas sustancias sintéticas. Y es que las salas de emergencias dan fe, cada vez con más frecuencia, de la llegada de pacientes con síntomas extraños que incluyen episodios de para-

noia, demostraciones de fuerza extrema y alucinaciones. Sin embargo a la hora de los exámenes de toxicología – como en el caso de La Florida - no hay rastro de las drogas. La explicación se la dejo a los científicos, siempre fui muy mala para la química. Lo claro es que debemos tomar las medidas del caso si no queremos que nuestros hijos sufran las consecuencias. El K2 también conocido como Spice, que se vende como incienso o popurrí esta hecho de una serie de químicos que intentan reproducir el tetrahidrocannabinol – TCH – ingrediente activo de la marihuana, pero que podrían llegar a ser cientos de veces más potente y las sales de baño contienen químicos similares a las anfetaminas y se venden como sustitutos de cocaína o LSD sintético que puede inhalarse, tragarse o inyectarse. Recuerde que al arcoíris de posibilidades se suman los solventes industriales, los pegantes, ciertos fármacos como las benzodiacepinas o los barbitúricos y el éxtasis. Acérquese a sus hijos, hable con ellos, dedíqueles tiempo de calidad y abra los ojos. Es posible que las leyes federales ayuden pero el control de su casa lo tiene usted, ¿o no?

Victim Assistance Fund started to provide aid to the three children who were orphaned The San Jose Police Officer’s Association (POA) Charitable Foundation has established a Victim’s Assistance Fund on behalf of the three children who were orphaned as a result of the recent double homicide. On Monday, July 23rd, Marybel and Pedro Jimenez were murdered inside a residence in the 300 block of N. 7th Street. The three children, who were present inside the residence at the time of the murders, tragically lost both of their parents. While homicide detectives continue to work tirelessly to locate and arrest
the suspect, other officers within the department have expressed a desire to help. The San Jose POA was willing to coordinate the Victim’s Assistance Fund to provide the public a way to give financial support to the children in their time of need. The public is encouraged to give a monetary donation which would help pay for clothing, housing, food, school supplies and other immediate needs as they arise. Additionally, the Police Department is holding an internal fundraiser in order to further assist the chil-
dren. All money or supplies donated by San Jose Police Officers will be given to the family in order to care for the children. The Women, Infants, and Children (WIC) program offers assistance to help teach mothers about the importance of breastfeeding and helps mothers successfully breastfeed. Much was made of the size and complexity of the Patient Protection and Affordable Care Act when President Obama signed it into law in 2010. But now that the Supreme Court has upheld much of the act’s constitutionality, it’s a good time to review key provisions that have already gone live and to plot out what’s expected to happen in the next two years. Many core features of the Affordable Care Act won’t take full effect until 2014. Details are still being finalized, but here are highlights of what’s expected to happen between now and then: • By August 1, 2012, insurance companies that didn’t spend at least 85 percent of 2011 premium dollars for large group plans (over 50 employees) on medical care must refund
Medicare Part D participants who reach the infamous doughnut hole now receive a 50 percent discount on brand-name prescription drugs. the difference, through refund checks or discounted future premiums (80 percent for individual or small group plans). • By October 1, 2012, plans must begin adopting rules for the secure electronic exchange of health information – this will reduce paperwork, costs and medical errors. • By January 1, 2013, new federal funding will be in place to state Medicaid programs that choose to
cover preventive services to patients at little or no cost. • By October 1, 2013, states will receive two additional years of funding to continue coverage for children not eligible for Medicaid. Effective January 1, 2014, most key provisions will be in place. For example: • Individuals and those whose employers don’t offer health insurance will be

Upward Bound hits Shaky ground

A program that was recently only days away from closing its doors to low income high school students has secured one more year of funding. But this was not enough for upset Upward Bound students, parents and alumni who marched to the SJSU Research Foundation last Thursday to demand the 36-year-old program stay for good. Charlotte Ratzlaff, Upward Bound Director, said that an administrative glitch caused the program its funding this year. “Every five years trio programs have to apply for funding…and this was the year for Upward Bound,”
Ratzalaff explained, “roughly half of the programs that applied did not get funding this year.”

Upward Bound SJSU enrolls 150 students at a time and provides tutoring, guidance in the college application process, community service opportunities as well as leadership skills and personal building strategies to maximize the chances of their students earning their degrees.
“So what the university and the research foundation has done is really step up to identify alternative funding sources,” explained Sidney. And with one more year guaranteed for this estab-

He said, “Upward Bound just gives people an insight into the educational system like this ‘is what we have to offer and we can help you get to college.’” Ratzalaff also explained that even though the program only serves 150 students at once, there is a ripple effect that gets this crucial information out to a large number of students “A lot of my friends didn’t know what they were supposed to do and were lost as to where they were supposed to go,” said current Upward Bound student Kassandra Soto, “so what Upward Bound taught me, I just kind of went and taught it myself.”

Soto is the first in her family who will go to college and she said she would be lost without Upward Bound’s guidance. “Upward Bound not only teaches us about school, but they teach us about team work, breaking us out of our shells and having us learn who we are…I’ve learned that I’m not that shy anymore,” continued Soto. “Now they can’t get me to be quiet.” She added as she stood with her fellow Upward Bound college dreamers who waved picket signs that urged Upward Bound to stick around. Maria Velazquez was also among the many Upward Bound supporters, who raised their voices as they marched from the SJSU Event Center to the corner of Fourth St. and Saint James, and there expressed their concerns inside the SJSU Research Foundation
building about their program being in jeopardy. Velazquez’s three students have benefited from Upward Bound’s support. “If it wasn’t for them, I would be lost, like a chicken without a head. I didn’t know who was going to help me. In school they only have to two counselors for 2,500 students,” she explained. Velazquez also expressed that it’s a disaster that the funding has been jeopardized. “These programs do help… they’re here to hold your hand. I hope they’re able to save it because what it would be a shame for our community,” said Velazquez. For now, the program is spared one more year but the long-term future of Upward Bound will depend on the funding it is able to gather.

Nueva Encuesta Nacional: Casi el 90% de los Hispanos Apoyan la Energía Limpia Washington, DC
El Sierra Club y el Consejo Nacional de La Raza (NCLR) anunciaron una nueva encuesta nacional
que reveló que el 90% de los votantes hispanos favorece la energía limpia en lugar de la de combustibles fósiles. El sondeo nacional entrevistó a 1,131 votantes his-
panos registrados en todo el país sobre varios temas de salud pública, el medio ambiente y energía, u develó un apoyo abrumador por el desarrollo de la energía limpia, la protección de los terrenos públicos y la limpieza de la contaminación tóxica. Los resultados de la Encuesta sobre Hispanos y el Medio Ambiente de 2012 revela que los votantes de esta comunidad en todo el país apoyan la energía limpia. Algunas de las respuestas más sobresalientes: La contaminación del aire y el agua sigue siendo la preocupación medioambiental principal de los votantes hispanos, ya que el 61% de ellos declaran que es una de las dos mayores inquietudes para ellos y sus familias. Desde 2008, la preocupación por la contaminación del aire y el agua y los lugares tóxicos ha aumentado un 10%. • Los votantes hispanos claramente favorecen la energía limpia en lugar de la procedente de los combustibles fósiles, y el 83% está de acuerdo en que “las plantas de combustión de carbón y las refinerías petroleras

Endangered Species Bounces into Happy Hollow SAN JOSE, Ca
Five months after it was born, a new Parma wallaby joey has just peeked out of its mother’s pouch at Happy Hollow Park & Zoo. The new joey is the 24th Parma wallaby to be born at San Jose’s zoo since 1994. “We just spotted the new joey’s tiny head and long legs popping out of its mother’s pouch last week, though we estimate it was actually born in mid-February,” said Valerie Riegel, Happy Hollow Zoo Curator. After a thirty-five day gestation period, the joey was smaller than a jellybean at birth and spent the first months of its life in the mother’s pouch. Happy Hollow is now home to five adult Parma wallabies, and the new addition brings the Happy Hollow Zoo count to six. The current captive population size is 116 individuals distributed amongst thirty zoos accredited by
the Association of Zoos & Aquariums. Natives of Australia, Parma wallabies were once thought to be extinct until a small population was discovered in 1967 on Kawau, a small island near New Zealand. The Parma wallaby has been listed by the U.S. Fish & Wildlife Service as an endangered species since 1970. Due to the critical status of the Parma wallaby, Happy Hollow participates in the Parma wallaby cooperative breeding program with other zoos in the United States and abroad. This program helps to protect and increase breeding chances for this endangered species. Parma wallabies are the smallest member of the genus Macropus, which includes all kangaroos and wallabies. Adults weigh 7 to 12 pounds and are around 18-20 inches tall, only onetenth the height of the tallest macropod, the red kangaroo.

La celebración del National Night Out involucrará a más de 15,000 comunidades de los 50 Estados, territorios de los EE.UU. En total, se espera que más de 37 millones de personas participen en la “Noche de las Américas contra el crimen”. Este evento está diseñado para combatir la delincuencia y el consumo de drogas y el crimen local. De hecho fortalece los lazos de amistad entre la comunidad y la policía y fundamentalmente es un mensaje para todos los criminales que los vecindarios están organizados y luchan por su tranquilidad.

On Tuesday, August 7, the Santa Clara Valley Transportation Authority (VTA) will join together with local law enforcement to participate in the 29th annual National Night Out event – America’s night out against crime. VTA staff will be out in the community sharing public transit safety tips while supporting the goals of National Night Out that focus on heightening crime prevention awareness. “Safety is a top priority at VTA but it takes the vigilance of every one to assure the safest transit system possible,” said Xavier Campos, District 5 San Jose City Council member and VTA Board member. “National Night Out provides the opportunity to remind riders about VTA safety programs while building partnerships within the community to help thwart criminal activ-

Riders and community members are urged to immediately report any suspicious circumstances. For this purpose, VTA emergency blue tower phones are located on each light rail platform and directly connect to 911 or VTA’s Customer Service Center. Passengers are also

As the Olympics are well on their way across the pond, it is hard not to pay attention to the games as they appear to follow you just about everywhere. Trust me, I am not the biggest sports fan—maybe because I was the kid who always got picked last—but as the news junkie that I am, I try to follow what’s going on in the world at any given time. As such I can’t help

Now, if you were one of the 41 million viewers in the US who sat in front of the TV to watch the games’ opening ceremony, you probably noticed the outfits that each of the different nations were wearing; and just like with any other ceremony, every single athlete was dressed to impress— not necessarily in a good way however.
Unfortunately, where there is good there is also the bad and the ugly.
The Mexican delegation makes its appearance in the opening parade of the Olympic Games in 2012. In the world of fashion, just like sports, everyone is always trying to outdo the other; it’s like a competition to see who’s better, trendier, and always pushing the envelope. As such it was expected for all the different nations to try and make a
lasting impression on the people watching—after all, it was just the entire world—and I have to say many of them did just that. The nation that reigned supreme over all other nations—in the style depart-
ment that is—was, The Netherlands. With orange pants and blue trench coats they were the epitome of what is hot right now. Leave it to the Dutch to make something so daring look so hot.
For example, Mexico. Did you see what they were wearing? If so, can you please tell me what it was. Never have I ever been so embarrassed to see my fellow nationals wear something so atrocious, and please don’t tell me I was the only one who felt this way. I know for a fact we definitely made an impression on all the viewers and, unfortunately, it wasn’t a good one. Whoever designed those duds should be arrested, or at least fined, by the fashion police. What did you think of USA’s outfits? Although I didn’t think they were the worst looking, I didn’t think they were the best, or even that they deserved to be worn by world class athletes. Let’s face it, the US is one of the hubs for cutting edge fashion with top designers and creative minds leading the way. Therefore I expected uniforms that would be as fantastic as the athletes themselves. Not to mention the controversy surrounding these ugly outfits. Don’t get me wrong. I think Ralph Lauren is a great designer, however, I don’t think he was necessarily the appropriate designer for this particular event. The women’s outfits made them look matronly and shapeless, not to mention those ugly berets. The men’s outfits were equally atrocious, to say the least. If the opening ceremony outfits were a preview of what these London games hold in store for us then I can’t wait to see the rest.

“When I finish a book, I applaud,” said Donna Neal of Missouri. “No one’s in the room, but I applaud.” Neal’s enthusiastic appreciation is not just for the book itself, but also for the opportunity to read it: Neal is blind. For blind and physically disabled readers, getting a hold of the latest bestseller isn’t as simple as pulling a book off the nearest book-
store shelf. Books have to be made accessible. At the forefront of providing such materials, as braille and audiobooks, to readers like Neal is the National Library Service for the Blind and Physically Handicapped (NLS), part of the Library of Congress. “Our primary goal is to ensure that our patrons have the reading materials that they need to increase
their quality of life. This is what we’re all about,” said Karen Keninger, NLS director -- the first blind person to hold that position.

Por tercera ocasión en la historia del deporte mexicano dos atletas subieron al mismo podio en unos Juegos Olímpicos, luego que este día en Londres 2012 lo hicieron las arqueras Aída Román y Mariana Avitia. En la disciplina de tiro con arco, Aída Román, luego de caer en la final ante la surcoreana Bae Ki Bo, se colgó la medalla de plata, mientras que Mariana Avitia se conformó con el
bronce tras vencer a la estadounidense Khatuna Lorig. Aunque no se escuchó el himno nacional, en la XXX edición de los Juegos Olímpicos dos deportistas “aztecas” compartieron el podio en una justa veraniega, algo que no sucedía desde Los Angeles 1984. En el certamen estadounidense los mexicanos que se colgaron una presea fueron los marchistas Ernesto Canto y Raúl González, quienes hicieron el 1-2 en la especialidad de 20 kilómetros, de manera res-
pectiva. Pero la primera ocasión que dos deportistas nacionales subieron al mismo podio en Juegos Olímpicos fue en Londres 1948, en equitación, categoría de salto individual, cuando Humberto Mariles se agenció el metal dorado y su compatriota Rubén Uriza el argento. Curiosamente, la ocasión que compartieron podio los jinetes y ahora las arqueras fue en la capital inglesa, territorio que ha dado grandes satisfacciones al deporte nacional.

If the Water District doesn’t develop more focus and establish clear and specific stream restoration goals, we will not see the restoration of the health and beauty of our streams in our lifetimes! Title and Summary The Title of this measure is the Natural Living Streams Restoration Act. This measure would create a Stream Restoration Program within the Santa Clara Valley Water District. The goal of the program would be to restore the natural beauty and ecological health of Santa Clara County Streams for the enjoyment of the citizens of Santa Clara County and for the sake of a healthy stream ecology. The measure specifies the key elements of a stream restoration program necessary for success. It further provides for specific actions towards the restoration of the fishery on several major streams. It clarifies that the Water District’s existing legislative authority empowers the District to restore streams to achieve healthy ecosystems. Lastly, it establishes a scientific panel of stream and fishery experts to help guide the District in implementing the program. 23rd Annual San Jose Jazz Summer Fest Will include the first ever “Women in Latin Jazz” Jackeline Rago & The Venezuelan Music Project will perform August 12 at 6:00pm at the Jazz Summer Fest.
Y Su Orquestra, Orquestra La Fuerza Gigante, and Team Bahia. Half of the acts are new to the festival. The reason being that the organization wants to educate the audience of what’s hot and new in jazz.

A festival within a festival. It might sound a little bizarre at first but that’s the only way to describe the Latin jazz festival that has been going on in the Bay Area for over 20 years. The catch is that you have to go to the San Jose Jazz Summer Fest. To encounter the latest’s national acts, hottest artists, and top local talent. The Summer Fest will take place Friday, August 10 through Sunday, August 12 in and around Plaza de Cesar Chavez Park in San Jose. This year it will present 18 acts, with the salsa stage being the second most popular in terms of attendance. This year they’re doing some special things. “On the Latin jazz stage we’re focusing on women who play Latin jazz,” said Arturo Riera, who programs the Latin music for the festival. “Women are often overlooked and not really presented in the best light.” “Women in Latin Jazz” will feature eight femaleled bands at the Castellano Latin Stage. Acts will in-
clude KPOO’s DJ Avotcja heading up a jazz set mixed with spoken word, and playing with her group. Alexa Weber Morales and Kat Parra delighting guests singing a blend of Caribbean, Latin American, and Brazilian tunes. Monica Fimbrez co-leading the ensemble Santos Perdidos as they play Afro-Cuban standards. Sandy Cressman & The Homenagem Brasileira doing Brazilian music and Rebecca Kleinman leading a trio of three female flutists performing Brazilian classics. Jackeline Rago & The Venezuelan Music Project performing folklore-driven songs to more contemporary urban dance compositions. “All these women are bay area heavy weights, in our region, that travel world wide,” explained Riera. “So what our festival allows us is really the opportunity to present artists that travel all over the world that rarely get a chance to play locally.” For most of the groups it will be their first time at the festival, some of them even releasing a CD for the very first time. On opening night, new acts appearing on the salsa stage will be Grupo Bakkan, Julio Bravo
Another special feature of this year’s festival will include cooking demos and a BBQ competition, judged by festival-goers. There’s also going to be a Latin jazz jam on Saturday, where people will be encouraged to join the stage with their instruments and play with other musicians. Masters and young lions will be directed by John Calloway with Luis Romero and Daniel Riera. The youth participating in San Jose Jazz school programs are encouraged to play along with the masters. The festival makes sure that when it comes to the Latin style, it is the most authentic on the west coast. “We think it’s the best kept secret and we’re doing everything we can to make sure that the world knows how great it is,” said Riera. Admission to the festival is $20 a day, $45 three-day pass (special pre-sale price, available onlie through August 8); VIP packages are also available. Children under 12 are free.
