County to Ask Voters to Approve Minor Sales Tax Increase in November The County of Santa Clara Board of Supervisors approved the second and final reading of an Ordinance that would ask voters to increase sales tax by one-eighth cent in November, increasing the local tax rate from 8.375% to 8.5. Chicano Community Pays Tribute to San Jose Cultural Worker San Jose, ca

On Saturday, August 18, the Mendoza Family and Chicano community will hold a memorial for one of San Jose’s cultural treasure, Maestro Rick Mendoza. Considered a Chicano mensch, Maestro Mendoza, was raised by longtime Chicano parent activists, Gilbert and Sofia Mendoza, to care for his fellow human beings and to be a man of true strength who was not afraid to show it with humility and respect.

Maestro Mendoza would eagerly join his parents on the picket lines with Cesar Chavez and the farmworkers and helped his parents advocate for the civil rights of San Jose’s Chicano community through civic action and protests.

However, Maestro Men-

doza showed a natural ability to play musical instruments and became an influential cultural arm of the Chicano movement in San Jose. He not only went on extended trips to Mexico but went as far as Cuba to learn music and dance. He was also instrumental in forming the folkloric dance groups Xochipilli and Los Lupeños de San José during the 80’s while putting together a 16 member band called Los Cumbancheros.

As a result of his endeavors with Los Lupeños and other dance groups, Maestro Mendoza’s fame as a dance master spread to Mexico, resulting in perhaps the ultimate honor of his career.

In 1981, he was asked to bring a dance group to perform in La Muestra Folklorica de la Nacion in Guadalajara, Jalisco, the first time a group from outside

of Mexico was asked to perform, thus initiating long lasting binational cultural partnerships. Generations have benefitted as a result of his role in the cultural maintenance of folkloric performance art.

Like a true bay area native, Maestro Mendoza had a life-long obsession for the Oakland Raiders while taking time to do his other loves including golfing and fishing. He graduated from Santa Clara University with a degree in History and Anthropology.

Thus, over 12 performers will gather in this one day tribute to remember his love of culture and arts, August 18, noon to 7pm at The Villages off San Felipe Road just past Evergreen College (cross Yerba Buena Rd.).

and mathematics (STEM) fields, earning just 7% of STEM-related bachelor’s degrees and 4% of the master’s degrees in 2009–2010,

Pero en el apuro de preparar a los pequeños para el año escolar los padres olvidan que ellos también podrían regresar a la escuela. Un diploma de educación secundaria (high school) es clave para obtener un mejor empleo. Cómo detener las molestas llamadas de los telemarketers llama. Por ley, los telemarketers deben usar una repetición de su nombre comercial en la identificación que aparece en pantalla, pero algunas organizaciones inescrupulosas intentarán engañarlo con datos de identificación confusos.

Si no reconoce el nombre o número, puede contestar la llamada o dejar que atienda el correo de voz. Si cortan sin dejar mensaje, generalmente es una llamada automática sin operador.

De todas formas, seguramente continuará recibiendo llamadas hasta que tome alguna medida al respecto.

Cuando se sancionó la Ley para la Implementación del denominado “No Llamar”, en 2003, se suponía que marcaría el comienzo de una nueva era de silencio –como cuando se implementó la prohibición de las molestas llamadas de los telemarketers durante la hora de la cena. Pero, en vistas de la cantidad de llamadas no deseadas que todavía se reciben en mi hogar casi una década después, yo diría que la ley ha tenido solo un éxito parcial.

Para ser honesto, la cantidad de llamadas disminuyó considerablemente desde que registramos el número de teléfono de casa y los números de nuestros celulares en el Registro Nacional de “No Llamar” de la Comisión Federal de Comercio.

Hay algunas cosas que se pueden hacer para limitar las llamadas molestas y evitar también caer en los engaños de los telemarketers: Primero, si todavía no lo ha hecho, registre sus números telefónicos en el registro, ya sea por Internet en www.donotcall.gov o llamando al 888-382-1222 desde cada teléfono que desea registrar. Aunque es

ilegal que los telemarketers llamen a los teléfonos inalámbricos, sería bueno registrarlos también por las dudas.

Debe saber que algunas organizaciones están exentas de las reglamentaciones que impiden el contacto.

Y, por último: puede notificar por escrito a determinados vendedores que desea continuar recibiendo sus llamadas. Pero sepa que algunos comerciantes pueden intentar obtener dicho consentimiento subrepticiamente por medio de solicitudes o correos electrónicos aparentemente inocentes. Este es un motivo más por el que es tan importante leer detenidamente todos los documentos y correos electrónicos antes de firmar o aceptar la letra pequeña.

Restoring the Delta is essential to Santa Clara County Richard Santos

Congresswoman Zoe Lofgren (D-16th CA Congressional District, Milpitas, San Jose. Morgan Hill) held her annual BBQ Fundraiser at History Park in San Jose this past Sunday, August 5. It is informative here to review Lofgren’s history: She is a graduate of Gunn High School, Palo Alto, Stanford University, and Santa Clara University Law School. John Collins, Esq. is her husband and they have two children. She was first elected, by defeating Tom McEnery (former San Jose mayor), to the U.S. House of Representatives in 1994 succeeding Congressman Don Edwards.

Congresswoman Zoe Lofgren’s remarks to those attending her annual BBQ were that “Congress today is so dysfunctional that Democratic members have sought ways to get things done using President Obama’s executive action authority based on existing legislation. An outcome has been the recent establishment of the satellite Patent Office in San Jose. Also, Reps. Zoe Lofgren, Anna G. Eshoo and Mike Honda Announced $3.75 Million Grant Funding for Santa Clara County Valley Transportation Authority Bus Replacement.

Lofgren is currently the chair of the 34-member California Democratic Congressional Delegation. She is the ranking Democratic member of the House Judiciary Subcommittee on Immigration, Citizenship, Refugees, Border Security, and International Law. In April 2011, she became the first member of Congress to call for a federal investigation into the Secure Communities deportation program.

Recently, Lofgren initiated a bill that would accelerate use of fusion energy as an alternative energy solution. Another piece of legislation that she recently authored provides for lower Internet access rates to schools, libraries, and other public institutions. Lofgren is a leader on intellectual property law issues, and has fought against what she views as the unnecessary expansion of copyright law.

On December 15, 2011, she was declared “a Hero of the Internet “ for her role in the Stop Online Piracy Act House Judiciary Committee hearings, in which she defended the current state of the Internet in opposition of the bill. She has also opposed the data retention requirements in the H.R. 1981 (Protecting Children from Internet Pornographers Act of 2011). Lofgren’s House Committee assignments include U.S. House Committee on House Administration, Subcommittee on Oversight (Ranking Member), U.S. House Committee on the Judiciary Committee, Subcommittee on Intellectual Property, Competition, and the Internet, Subcommittee on Immigration Policy and Enforcement (Ranking Member), U. Since the House is deadlocked by partisan Republicans, the highest priority is being given to election of additional Democrats to the House. Here Lofgren’s focus is on those six California congressional districts which currently are represented by Republicans.

The Democratic Party can gain control of the House if 25 new Democratic House members are elected to the House this coming Presidential Election Day, November 6. Using identical logic, the Senate can be controlled by Democrats if only six additional Democratic Senators are elected to the U.S. Senate. Republican House members have refused to negotiate and compromise on important infrastructure legislation which would create jobs by improvement of highways, bridges, and other elements of the infrastructure. Their actions on recent tax measures was to continue to provide very low taxes for the very wealthy 2% while increasing tax rates for the 98%.

Republicans even proposed legislation that would prevent women residing in the District of Columbia from having medically needed abortions. This bill received no Democratic support so that effort failed.

Lofgren commented, “In this election year, it is very important to have as many Democratic voters register to vote. This is especially true for Latinos. Since the Democratic Party is being outspent by Republicans, it is essential that every Democratic voter get to the polls.

This will be a very close election, but Democrats can regain control of the House, the Senate and retain President Obama in office.”

Santa Clara Valley Water District

The Delta is a ctritical component of our water system. Here in the Silicon Valley, 40 percent of our water supply passes through the Delta. Our imported water comes from the Sierra Nevada snowmelt and rainfall that fills rivers and streams that flow toward the San Francisco Bay. Yet, after decades of alterations, the Delta is far from the natural estuary it once was. The Delta’s 150year old man-made network of levees is old and fragile. It is the hub of California’s water system, providing drinking water to 25 million Californians.

Without an effective conservation and renewal strategy, the Delta’s sensitive ecosystem and water transport system will continue to deteriorate, threatening the delivery of safe, reliable drinking water to the nearly 1.8 million residents that we serve.

The Santa Clara Valley Water District and other public water agencies, environmental and conservation organizations, state and federal agencies, farmers and other interest groups have been working since 2006 on the Bay Delta Conservation Plan (BDCP). These parties have spent countless hours and millions of dollars to understand the environmental science and address competing interests for Deltaconveyed water.

The statewide BDCP effort is attempting to achieve water supply reliability and ecosystem restoration for the Delta. To sustain our economy and our way of life, we must find a balanced solution that restores the Delta ecosystem and assures long-term sustainable water supplies.

As the name implies,

the Bay Delta Conservation Plan is a comprehensive habitat conservation plan for the recovery of threatened and endangered species and benefit of the environment. New science is showing the need to address stresses on the Delta’s environment, as well as the timing and quantity of flows and diversions. The BDCP proposes to restore as much as 113,000 acres of tidal marsh and other habitat, an unprecedented restoration plan covering nearly the same land mass as the city of San Jose.

Studies by researchers at UC Davis identified a twothirds chance of major Delta levee failures within the next 20 years. This would not only have a major effect on the residents of the Delta, but also on our region and statewide water supply.

Locally, we are continuing to reduce our reliance on the Delta. Thanks to our ongoing conservation efforts, today we use 15 per-

cent less water than we did in 1990, even though our population has grown by 300,000 people. We also actively maintain and protect our groundwater basin, storing water underground during wet years for use during dry years. In addition, we are teaming with the city of San Jose to construct a state-of-the-art advanced water purification facility to expand our use of locally sourced recycled water.

However, we cannot solve this problem by addressing only the demand side of the equation. Nor can we attempt to force a solution that secures supplies for one stakeholder group over another. Instead, all parties must compromise to reach a balanced solution that restores the health of the Delta ecosystem and assures sustainable water supplies.

Fogging to Suppress West Nile Virus Mosquitoes

Santa Clara County Supervisors Mike Wasserman and Dave Cortese kicked off the beginning of a threeday Economic Summit by discussing the green economy with a panel of experts Tuesday, August 7th at the Santa Clara County Board of Chambers.

Wasserman and Cortese planned the summit to discuss how the county can contribute to business growth and employment in three sectors, green economy, health care and small businesses.

The Santa Clara County Vector Control District (SCCVCD) confirmed that adult mosquitoes collected from the 94024 and 94040 ZIP code areas of the Cities of Los Altos, Los Altos Hills, Mountain View and parts of the unincorporated area tested positive for West Nile virus (WNV).

Transmitted by mosquito bites, WNV causes mild to severe flu-like symptoms such as fever, headache, body aches, and, in severe cases, significant neurological damage or even death.

The elderly and those with compromised immune systems are most susceptible.

Since the arrival of WNV to California in 2003, 3,146 people across the State have contracted the disease.

Some practical measures against mosquito bites are: At home: DRAIN or DUMP standing water weekly since this is where mosquitoes lay eggs. Check items such as flowerpots and planter bases, toys, cans, leaky water faucets and sprinklers, rain gutters, buckets, pools, ponds, and old tires.

Make sure your DOORS and windows have tightfitting screens.

DAWN to prevent mosquito bites. Those are the times when the mosquitoes that transmit WNV are most active.

If you need to go outside at dusk or dawn, or when in an area where mosquitoes are active: DRESS in long sleeve shirts and long pants, preferably of light colors.

Apply insect repellent following label instructions.

Tuesday’s panel consisted of experts from various local companies such as, Bloom Energy, SolFocus, Chevron Energy Solutions, Nanosolar, Tigo Energy, Working Partnerships USA, and Pacific Gas and Electric Company. Greg Sellers, President of Burnham Energy facilitated the event for the afternoon.

“What’s interesting about technology companies participating in clean energy is that we do share that common goal. We’re all trying to deliver sustainable energy at a price people can afford and make it’s dependable energy,” said Nancy Hartsoch, Vice President of Marketing and Business Development in SolFocus.

Panelists agreed that investing in green businesses will improve job growth for the long term. But the demand for green businesses and green energy needs to

come from the government not just consumers.

“If there was more demand from government and consumers, there would be more jobs,” said Mark Emerson, President of Business Development at Chevron Energy Solutions.

He added, “[the county] should continue to lead by example, continue developing and installing energy projects in or around county buildings and properties.”

Aside from investing in installing energy projects on local government buildings, Louise Auerhahn, Associate Policy Director for Working Partnerships USA recommended investing in transportation.

“Transportation often gets overlooked when we talk about green jobs and the green economy,” said Auerhahn. “But just like energy, transportation is really a core piece of the infrastructure that’s intrinsic to the growth and health of businesses.”

Auerhahn said transportation is also a huge employment sector. Local projects such as BART Silicon Valley will create 2,500 jobs from now until 2015 from construction. An estimated 23,000 people per day will use the future BART station.

Auerhahn, like many other panelists, also emphasized the importance of keeping green jobs local.

Auerhahn said that when contractors are hired from out of state, their earnings leave the local economy.

Critics of green technology are worried about the possible environmental impacts from placing green technology such as solar fields on land. But Hartsoch, said that with the right type of technology, no land will be harmed.

“If there’s way to use that land, consider it temporary use. And give it a temporary use for 20-25 years. You can restore it to its natural state by using the right types of technology,” said Hartsoch.

“When you need the lands for other things you can restore it to its natural state.”

Consumers are also hesitant to adopt green technology because they are simply unaware of their actual energy costs, said Mark Emerson. He also said certain consumers are less inclined to invest in the technology.

“People don’t want to invest in improvements to buildings they rent, lease, or don’t own,” said Emerson.

After the panel discussion, the audience made public comments and asked the panelists questions.

Over 10 audience members stepped up the podium to voice their concerns as well as praise the summit as a whole. Public comments were limited to two minutes each. Supervisor Cortese recommend they contact him personally to voice their concerns.

The Ecomonic Summit will continue on Friday, August 10th at 1:00pm at the Santa Clara County Chambers to discuss health care.

Feeling safe in one’s neighborhood is something everyone desires, but that feeling can sometimes be very difficult to obtain. This is because most people do not know the person living next door to them. Many times neighbors do not know each other because they simply do not have, nor take, the time to do so.

Councilwoman Rose Herrera (District 8) announced that her district will be using Nextdoor’s service so that her district’s residents can better communicate with each other. “This is an exciting new tool that will be beneficial for all,” Herrera said. “And it is free so no tax dollars will be paying for it.”

Nextdoor, a free private social network, is on a mission to bring back a sense of community to the neighborhood by providing a free service that helps keep neighborhoods together.

Nextdoor allows its users to create pages for upcoming events and news on issues such as crime and health. “This tool will allow its users to get connected in real time,” Herrera said.

“The tool will evolve as more and more people start using it.”

“When people applaud you feel very good. It fills you with pride,” said Torres.

“That’s the most beautiful, I believe, receiving the applause of the people.”

The performers will prove they have virtues of courage, strength, wisdom, and heart to arouse the dragons that might appear before the audience.

To the Torres this is not just a job. It is their life, their passion, and love for motorcycles that really drives them to give the best performance they can.

“We’ve broken two world records, which would be the first of the eight bikes (to put in the sphere). The second one would be a woman in the sphere also with eight motorcycles, something never seen in the world,” explained Ariel Torres, leader of the family.

The circus will also include acrobats, Lacey Alexander who does a mixed act with tigers and lions for the first time in the United States, and of course clowns.

Silbato de soplados y acelerando sus motores es clave de cada piloto para embarcarse a un patrón, o la ruta de la trayectoria.

El circo incluirá reyes de kung fu, trapecistas, muchachos rusos que realizan trucos con caballos, Alexander Lacey quien hace un número mixto con tigres y leones por primera vez en los Estados Unidos, y por supuesto los payasos.

El globo de la muerte es una esfera de acero que mide 16 pies. Allí se meten ocho personas en moto al mismo tiempo y orbitan a velocidades de hasta 65 mph.

“Hemos roto dos records mundiales, que seria el primero de las ocho motos, y la segunda que seria meter una mujer dentro del globo también con ocho motocicletas, algo que nunca se ha visto”, explico Torres.

“Cuando la gente te aplaude se siente muy bien, muy confortable que la gente le gusta lo que uno hace, te llena de orgullo”, dijo Torres. “Eso es lo mas lindo yo creo, recibir el aplauso de la gente”.

Para la familia Torres ser parte del circo no es sólo un trabajo, es su vida, su pasión

Not your typical pair; the boyfriend jeans

As many of you already know, I’m an avid follower of fashion trends and styles.

One of the trends I have seen recently is one many Hollywood hot actresses and young stars have adopted and are making last.

It is effortless, comfortable and will fit pretty much every body type. I’m talking about the Boyfriend Jeans.

I am not exactly sure how, or where, this trend got started but, just like many popular styles, it quickly caught on and now many women are getting on the fashion train sporting this popular look.

But don’t take my word for it. Let’s explore why this fad got so popular -and it doesn’t show sign of slowing down.

The first and most important reason, I believe, is comfort-ability. Who doesn’t want to feel comfortable wearing the clothes they want? I know I do.

The Boyfriend Jeans let you be as comfortable and

stylish as you want without even trying. The coolest part is that you don’t have to squeeze your size 12 butt into size 9 jeans. Trust me, a lot of girls do this and it is just not cute. Which leads me to the next reason why these jeans are popular and that is: accessibility.

You could pretty much get your own pair of jeans from your boyfriend— hence the name—or buy a pair of your own at any clothing store. They can be as expensive, or as cheap, as you want, After all, you are not looking for a pair that hugs your curves and molds to every part of your body.

That is not the purpose of these jeans.

One of the coolest things about boyfriend jeans is one I already mentioned at the beginning, and that is the fit. I can tell you I am 100 percent sure there is not one specific pair of jeans that will fit every body type there is out there.

I can also tell you that boyfriend jeans will look good on everyone depending on how they wear them.

These jeans lend them-

selves to versatility. What do I mean by that? Many styles of jeans will allow you to dress them up, or dress them down, depending on your preference. If you thought these jeans were only made to be worn dressed down, think again.

You could easily go from a casual day at the mall, wearing some cool canvas shoes and your boyfriend jeans, to a night out with the girls by ditching the shoes and exchanging them with a cute pair of pumps.

The key is in knowing how and what to pair them with.

However you decide to wear your own pair, make sure you have fun doing it and actually feel comfortable wearing them. Because if you don’t, than that would defeat the purpose of the boyfriend jeans.

But if you would rather feel uncomfortable—there is no shame in admitting it, pretty hurts—then you might as well go back to squeezing your size 12 butt into size 9 jeans, and I will just leave it at that.
