Lacoincidencia de tres virus: COVID, influenza y el virus respiratorio sincitial (RSV), han desatado una tormenta perfecta de salud pública en los Estados Unidos que ha saturado a un creciente número de hospitales en el país, especialmente las salas pediátricas, y provocado una escasez de medicamentos infantiles.

De acuerdo con los Centros para el Control y la Prevención de Enfermedades (CDC), los niveles de contagio de COVID y de la influenza son incluso superiores a los registrados el año pasado, ya que se han registrado hasta inicios del octubre más de 8.7 millones de casos de flu, incluyendo 78,000 hospitalizaciones y más de 4,500 muertes registradas.

Ahora sabemos que las complicaciones de salud derivadas del COVID y de la influenza son en gran medida prevenibles gracias a la vacunación.

Pero ya nos encontramos en el mes de diciembre, en vísperas de las fiestas de fin de año y hasta el momento sólo uno de cada cuatro adultos estadounidenses ha recibido la vacuna contra el flu. Thecoincidence of three viruses: COVID, influenza and the respiratory syncytial virus (RSV), have unleashed a perfect public health storm in the United States that has overwhelmed a growing number of hospitals in the country, especially pediatric wards, and caused a shortage of children's medicines.

According to the Centers for Disease Control and Prevention (CDC), the levels of contagion of

COVID and influenza are even higher than those registered last year. Up until the beginning of October more than 8.7 million flu cases have been registered, including 78,000 hospitalizations and more than 4,500 recorded deaths.

We now know that health complications from COVID and influenza are largely preventable through vaccination.

But now we find ourselves in December, on the eve of the holidays, and so far only one in four American adults has received the flu vaccine. Although they are slightly higher figures than the previous season, they are clearly insufficient to contain the wave of influenza.

Worse yet, according to the CDC, flu vaccination rates are especially low in some of the highest-risk groups, hitting adults 65 and older, pregnant women, and children the most. So far, 14 pediatric deaths have been reported, including 2 in the past week.

And while viruses don't discriminate by age, skin color, or ethnicity, people from distinct racial and ethnic minority groups are more likely to be hospitalized with the flu.

Compared to white adults, influenza hospitalization rates are 20% higher among Hispanic adults, 30% higher among American Indian/Alaska Native (AI/AN) adults, and nearly 80% higher among black adults.

While there may be more than one reason for the disproportionate impact of viruses in our communities, one explanation seems obvious: During the 2021-2022 season, the flu vaccination rate was just 38% for Latino adults and 42% for African Americans, compared to 54% for non-Hispanic white adults.

The message is clear: An annual flu shot is the best way to protect yourself against this virus. Vaccination helps prevent infection and can also prevent serious outcomes in people who get vaccinated but still get the flu.

It is true that vaccination does not always prevent or avoid infection, but it can make symptoms less severe and reduce the risk of hospitalization or death. And since you have to lead by example: I am vaccinated against COVID and against influenza, you and your family should be too.

During 2021, the first year after the pandemic began, California managed to keep more than 96% of children insured, according to a new report from Georgetown University.

The authors credit a federal law which gave states extra money so no one would be dropped from Medicaid during COVID.

Joan Alker, executive director of the Georgetown University Center for Children and Families, said the protections are slated to lapse when the national health emergency ends next spring, and she predicted the national child uninsured rate could double.

"Three out of every four children that may lose Medicaid coverage will still be eligible," Alker pointed out. "Sometimes children lose coverage at Medicaid renewal, just because the letter gets lost in the mail. Families with limited English proficiency may have more trouble getting through the renewal process successfully."

Next spring, Medi-Cal will likely resume its annual re-evaluations of recipients' eligibility. Alker argued all states need to launch a massive outreach campaign to make sure no eligible child is dropped. And parents need to make sure Medi-Cal has their correct address.

"The state is not slated to implement that provision until 2025," Alvarez stressed. "We're urging the state to move as quickly as possible with those protections so that our children don't drop off of the rolls."

Nationally, the child uninsured rate in the U.S. was 5.4% in 2021, down slightly from 2019, reversing a trend from the Trump years, when the rate of uninsured children went up.

Theholiday season is here. And, as we comb through our collections of treasured holiday ornaments, put Santa and his reindeer on the lawn, and plan elaborate feasts, health experts advise us to devise a strategy to keep our beloved friends and family safe from COVID-19 infection. This is especially important to protect elderly family members.

Dr. Dali Fan, a cardiologist and health sciences clinical professor at UC Davis, says he expects there will be an increase of COVID-19 cases this winter.

“I would not call it a ‘surge,’ which carries a tone of an uncontrolled situation. But a winter case increase is likely, and we need to stay vigilant,” said Dr. Fan.

Boosters Provide Protection

About 80 percent of Americans have received their initial COVID-19 vaccine series, but just 10 percent have availed of the updated booster, which is believed to recognize and provide protection against the Omicron variant.

In mid-October, the BA.5 subvariant accounted for 70 percent of COVID-19 cases in the US. But rapidly emerging are the BA.4 and BA.4.6 subvariants, which account for 13 percent of infections. BQ.1 and BQ1.1, both immune-evasive variants, are rising rapidly and account for about 11 percent of cases in the US., said the CDC in a Nov. 4 report.

“It’s unclear whether any of them will overtake BA.5 as the country’s dominant COVID strain,” Fan said. “That makes getting a new Omicron-specific COVID booster all the more crucial.”

Dr. Fan provides advice on keeping our families safe from a COVID-19 infection, as we celebrate the holidays.

EMS: The holidays usually mean large indoor parties, often with poor ventilation because of inclement weather. Are such gatherings superspreader events?

Dr. Fan: The short answer is yes. Hosting a holiday party indoors is considered risky for those who invite family and friends living outside of their homes. Risks associated with parties and events are driven in large part by the highly infectious Omicron strain of COVID-19.

A Harris Poll conducted last year found that 54 percent of fully vaccinated respondents intend to make vaccination status a factor when they’re making their holiday plans. More than 50 percent are hesitant to attend gatherings with unvaccinated family members or friends. So, if you are concerned, you are not alone.

EMS: How can hosts keep their guests safe from getting a Covid infection during their indoor gathering? Conversely, what can guests do?

Dr. Fan: First, urge everyone on your holiday guest list to get vaccinated, and to get a new updated booster or third dose if advised to by their health professional. This will be the biggest COVID-19 risk factor reduction.

Second, if you’re able to, host family outside, where risks are considerably lower.

Third, protect yourself while attending indoor gatherings. Wear a well-fitted mask, keep a safe distance from others, and wash your hands frequently.

Lastly, if you are sick, stay home.

EMS: Would you recommend wearing a mask at an indoor holiday party, even if folks around you choose not to wear them? And should we limit the size of gatherings?

Dr. Fan: Wearing a mask in indoor spaces helps slow the spread of many different respiratory viruses including RSV, flu and COVID.

I personally recommend that if you’re going to get together with people who are not living in your home and local transmission rates are high, do wear masks, if possible. This can be awkward and embarrassing. But it lowers your risk, your host’s risk, as well as your

loved ones.

If the meal can be enjoyed outdoors with a limited number of people, that’s safer than gathering inside. If the celebration must take place indoors, opening windows can increase ventilation.

Who Should Wear Masks?

Other people who should consider wearing masks include:

• Younger children who may not be able to receive full vaccinations

• Elderly guests who may be considered immunocompromised but unable to complete vaccination and those who face pre-existing conditions that put them at high risk for severe sickness

• Those living in a town or city where local COVID-19 transmission is trending high, as asymptomatic spread (those who are sick without any symptoms) is still a concern.

EMS: Would you recommend that hosts mandate a COVID test of each of their guests on the day of the gathering?

Dr. Fan: I don’t think a COVID test mandate is necessary, but those that feel safer testing before traveling or attending in person events should feel free to do so.

EMS: How do we keep elderly family members and high-risk people safe? If a resident of a longterm care facility joins in, what safety measures would you suggest for them, and your guests?

Dr. Fan: Remember: Compared to young adults, those over the age of 65 are 60 times more likely to die from COVID-19, according to the CDC. The death rate is 340 times higher for those over the age of 85. This underscores the need to get vaccinated and boosted and to take any additional precautions based on your situation, like masking or celebrating outside or virtually if necessary.

People from long-term care facilities usually have the highest risk. Inform your guests about their presence.

EMS: Will boosters play a big role in keeping people safe during the holidays?

Dr. Fan: believe the COVID vaccine booster doses are crucial. Please keep in mind that while the original mRNA coronavirus vaccines have proven effective at preventing death and severe disease from COVID-19, breakthrough infections and reinfections have become more common in the face of an evolving virus and waning immune protection over time. The boosters can strength the protection on both fronts.

The updated booster is a bivalent vaccine, which means it contains two messenger RNA (mRNA) components of the coronavirus. Half of the vaccine targets the original strain, and the other half targets the BA.4 and BA.5 Omicron subvariant lineages, which are predicted to continue circulating this fall and winter.

EMS: When is the ideal time to take the shot, for protection through the holidays and beyond?

Dr. Fan: It’s going to take about two weeks for you to start to develop protection from the initial COVID vaccine. It typically takes a few weeks for the body to produce T-lymphocytes and B-lymphocytes after vaccination. But the protection starts to wane after about six months.

So, the best time to get boosted for the holidays is now. Check with your medical care provider, local clinic, or MyTurn.ca.gov.

IS CALIFORNIA’S BELEAGUERED JOBLESS BENEFITS AGENCY READY FOR A RECESSION?

California’s Employment Development Department struggled to keep up with the demands of the pandemic. But a potential recession isn’t likely to be as intense, and the department has made several changes that could smooth the process of getting benefits

of tech layoffs, the strain of inflation and news of potentially recessioninducing decisions from federal bankers could spell tough economic times ahead.

If more people are laid off, more Californians will turn to unemployment benefits to help them afford the basics while they look for a new job.

It’s a process that buckled under the pressures of the pandemic. Residents sometimes waited months for benefits from the state’s Employment Development Department, dialing the department hundreds of times. On top of that was a string of fraud scandals: Claims came from ‘unemployed’ infants and children and according to prosecutors, benefits were paid to tens of thousands of inmates in jail and prison, who are ineligible. The vast majority of the fraud was in temporary, federally funded pandemic aid programs.

The situation has since improved. But how will the system hold up if there’s a recession?

Thanks to “the level of testing that the pandemic put us through, we are in such a strong position to weather a typical economic contraction,” said Gareth Lacy, communications advisor at the department.

But not everyone is convinced. “There have been some major improvements,” said Daniela Urban, executive director of the Center for Workers’ Rights. “But I think we’re not at the point where if a major crisis hit the unemployment system again, the system would be able to function as it should.”

A recession would probably look different than the shocking early months of the pandemic, when claims for new benefits jumped tenfold from February to March of 2020, according to department data. One point of comparison: There were 20 million claims for unemployment benefits during the pandemic and 3.8 million during the Great Recession, according to Lacy. And during the pandemic, the challenge for the department wasn’t just dealing with the surge of claims; it also had to implement new federal aid programs.

The incredible wave of people applying in a matter of weeks was “extreme” says Till von Wachter, an economics professor at UCLA. Normal recessions are more gradual, he said, so the number of claims the department has to process per week would likely be lower. “They just went through trial by fire,” von Wachter said. He’s optimistic that the department would be able to better deal with a recession.

But, if the agency struggles to keep up with the demands of a recession, it wouldn’t be the first time. In the wake of the recession that began in 2008, reports emerged that checks were delayed due to outdated computers, and exasperated workers were met with busy phone lines.

Inside the department’s recession plan

In 2021, state lawmakers required the department to come up with a recession plan; the result is a nearly 90-page report.

One change, the report explains, is that the department created a new team tasked with forecasting unemployment benefit-related workloads and figuring how many staff will be needed. The report also details how the department will adapt if the unemployment rate reaches specific levels. California’s unemployment rate is currently around 4%, but if, for example, it ticks up to 6%, the plan includes authorizing overtime, reducing vacation slots during peak periods, and limiting the approval of part-time requests. If it reaches 8%, the department would hire additional staff and “deploy retired annuitants.” If it reaches 12%, it’s time to call in the contractors.

The report says pulling all this off is challenging because federal funding for unemployment benefit administration is tied to an actual — not anticipated — workload.

ting benefits.

For Californians whose primary language is not English, expanded multilingual services should make it easier to navigate the system. “Individuals who are not fluent in English face insurmountable barriers to receiving assistance,” found a September 2020 ‘strike team’ report. In a February settlement with several advocacy groups, the department agreed to:

• Provide real-time spoken and signed language services for workers in any language they need

• Add dedicated phone lines for Korean, Tagalog and Armenian speakers in addition to existing lines serving Spanish, Mandarin, Cantonese, and Vietnamese speakers

• Translate all important unemployment benefits documents in the top 15 non-English languages used in the state by the end of 2022.

A new section of the unemployment benefits website now provides forms and other information translated into eight languages, plus simplified Chinese. The expansion came after a legislative push to add multilingual services for unemployment benefits.

Another recent change addresses what happens if you start getting benefits, and then your eligibility is called into question. In the past if, in the course of filling out forms to prove your ongoing eligibility, you indicate that you worked one day, or were sick one day – two things that could disqualify you from receiving benefits –the department would stop sending payments until it determined whether you were still eligible, which could require an interview, said Urban.

“At the height of the pandemic, (the department) was so behind the determinations (that) people were waiting 15, 16, or more weeks for these determinations,” and in the meantime, they weren’t receiving any benefits, Urban said. Now, if the agency can’t determine whether you’re eligible within 14 days, it will keep paying benefits while they sort out the issue, Urban said.

There have been other customer service tweaks over the past couple of years, including adding a call-back feature on call center phone lines so that people don’t have to wait on hold, improving the mobile phone version of the website, and enabling claimants to upload documents, rather than physically mail them in, according to the department.

The department has also begun a multi-year modernization effort, dubbed EDDNext, aimed at improving customer service for unemployment benefits, paid family leave, and disability insurance, for which the department received $136 million this year. So far, the department has begun designing a new online login that will work for unemployment benefits as well as paid family leave and disability insurance, and designing forms that are easier to read and understand.

If there’s a recession, some workers can’t turn to unemployment benefits. That includes the self-employed, who generally aren’t covered by unemployment benefits, said Jenna Gerry, a senior staff attorney at the National Employment Law Project. The federal government created temporary benefits for self-employed workers and contractors during the pandemic, but that ended in 2021.

Another large group that will find itself without unemployment benefits if a recession hits is undocumented workers – despite a major push from advocates and a bill passed by the Legislature. Under federal law, undocumented workers can’t get traditional unemployment benefits, said Gerry.

This year, worker and immigrant advocates pushed for a new pilot program that would have

provided unemployment-like benefits to noncitizen workers – an idea Colorado lawmakers embraced this year. But California legislators didn’t provide funding for the program in the state budget, said Sasha Feldstein, economic justice policy director for the California Immigrant Policy Center. Curiously, they then passed a bill that laid out how the program would work, but which didn’t include funding, and Gov. Gavin Newsom vetoed the bill, citing, in part, the absence of “a dedicated funding source.”

An $18 billion dollar problem

Another consequence of a recession could be growing California’s already massive unemployment debt.

The state’s unemployment insurance trust fund ran out of money during the pandemic, after so many laid-off Californians relied on the benefits. The federal government loaned California billions to keep benefits flowing, and the state still is on the hook to pay back about $18 billion.

California’s debt is uniquely large. While many states had to turn to the feds to pay out benefits during the pandemic, at this point just California, New York, Connecticut, Illinois and the Virgin Islands still have debt. California’s debt is roughly double the size of the other four combined.

“If there is a slowdown in the economy, we are totally and completely unprepared to be able to provide for California workers because of the deficit.”

This isn’t the first time the system has gone into debt. In the wake of the Great Recession, the debt grew to about $10 billion. California didn’t finish paying it off until the spring of 2018, according to H.D. Palmer, a spokesperson for the Finance Department, and the state spent about $1.4 billion on interest on the Great Recession era unemployment debt, according to Palmer.

Unemployment benefits are funded by employers, and in order to pay off the current debt, a federal tax on employers will automatically increase by $21 per employee in 2023, and ratchet up by an additional $21 per employee per year until the loan is repaid. This year state lawmakers also decided to kick in $250 million in state funds toward the loan principal and $342.4 million to cover the interest accrued so far.

But if the state goes into a recession, that debt could grow even larger.

“If there is a slowdown in the economy, we are totally and completely unprepared to be able to provide for California workers because of the deficit,” said Rob Lapsley, president of the California Business Roundtable, which represents major employers and has advocated for the state to contribute $10 billion to pay down the loan principal. “There may not be an interest in Congress to bail out California and New York,” Lapsley said.

But it would be unprecedented for the federal government to let a state’s unemployment system run out of money and stop providing benefits, said Gerry, with the National Employment Law Project. “That has never happened in the history of the unemployment insurance program since it was enacted in 1935.”

“I don’t think that there’s a real threat that no benefits will be available,” Gerry said. But having a system that repeatedly goes into debt means that taxpayers get stuck with an avoidable bill. And, Gerry said, “if we had more money in our trust fund, it would be easier to make the case that we could enhance benefits.”

actualmente el 4%, pero si, por ejemplo, sube hasta el 6%, el plan incluye autorizar horas extras, reducir los espacios de vacaciones durante los períodos pico y limitar la aprobación de solicitudes de medio tiempo. Si alcanza el 8%, el departamento contrataría personal adicional y “desplegaría a pensionistas jubilados”. Si llega al 12%, es hora de llamar a los contratistas.

El informe dice que lograr todo esto es un desafío porque los fondos federales para la administración de beneficios por desempleo están vinculados a una carga de trabajo real, no anticipada.

La agencia ha realizado otros cambios que podrían facilitar el proceso de obtención de beneficios.

Los sistemas de cubiertas consisten en cubiertas duras y suaves. Las cubiertas duras son cubiertas de cemento donde se encuentran los edificios, concreto y/o asfalto. Las cubiertas suaves son áreas cubiertas con una barrera geotextil o una combinación de ellas (una lámina de plástico gruesa que actúa como barrera y marcador entre el NOA y el suelo limpio), relleno limpio, césped, vegetación nativa, corteza y/o cercas seguras. El sindicato del distrito escolar de King City terminó de implementar esta solución en agosto de 2007.

El objetivo de la Revisión quinquenal es averiguar si la remediación seleccionada sigue protegiendo la salud humana y el medio ambiente. También realizamos una búsqueda de cualquier nuevo requisito normativo formado desde la decisión de limpieza. Recomendamos medidas para corregir las deficiencias encontradas. EN CIFRAS: ASÍ FUE LA TEMPORADA LEVE DE INCENDIOS FORESTALES DE CALIFORNIA EN 2022

Amedida que California emerge de su temporada “máxima” de incendios forestales, el estado ha logrado evitar una reciente plaga de incendios forestales catastróficos. En lo que va de 2022, se han quemado la menor cantidad de acres de terreno desde 2019.

El director de Servicios de Emergencia del Estado, Mark Ghilarducci, dijo que California tuvo “un poco de suerte” con el clima este verano. Aunque soportó otro año de sequía, gran parte del estado se salvó de lo peor del calor y la sequedad que pueden provocar incendios. Y en algunos casos, la lluvia oportuna vino al rescate.

Los funcionarios de Cal Fire también atribuyen parte de la temporada leve de incendios forestales a su énfasis en eliminar la vegetación que alimenta los incendios. AsCalifornia emerges from its “peak” wildfire season, the state has managed to avoid its recent plague of catastrophic wildfires. So far in 2022, the fewest acres have burned since 2019.

State Emergency Services Director Mark Ghilarducci said California had “a bit of luck” with weather this summer. Although enduring yet another drought year, much of the state was spared the worst of the heat and dryness that can spark fires. And in some instances, well-timed rain came to the rescue.

Cal Fire officials also attribute some of the mild wildfire season to their emphasis on clearing away vegetation that fuels fires. Cal Fire Chief Joe Tyler said the $2.8 billion spent in the last two years on forest management made a difference, with the work “moderat(ing) fires approaching communities.”

“We are not out of the woods yet.”

Mindful that wildfires can spark at any time in an environment driven by climate change, California officials have their fingers crossed after Gov. Gavin Newsom pronounced “the end of peak fire season” in mid-November. While California has entered an age of year-round fire seasons, the bulk of its fires occur from April through October.

Still, Newsom knows better than to tempt fate. So while reporting that the state had a relatively moderate fire season and praising fire managers and crews, he quickly added that anything can still happen.

“We are not here with a sign, ‘Mission Accomplished,’ in any way shape or form,” Newsom said. “We will continue to maintain our vigilance.”

Here’s a look at some of the stories behind the numbers.

That’s how many acres burned across the state so far this year. Almost a quarter of those tore through remote El Dorado and Placer counties during the Mosquito Fire in September and October.

For perspective, last year’s acreage was about seven times larger — 2.5 million. And those years paled in comparison to record-breaking 2020, when more than 4.3 million acres were ablaze in California.

The state still threw everything at the wildfires it faced this year, hiring 1,350 additional personnel, deploying a new fleet of bespoke firefighting helicopters, and putting satellites, drones and artificial intelligence to work to attack each blaze.

MILD 2022 WILDFIRE SEASON

The scenario of that fire burning in a dense and dry landscape was sobering enough to prompt evacuations and weeks of defensive actions including closing parts of Tahoe and El Dorado national forests at peak camping season.

A sustained deluge of rain in October was credited with finally helping to suppress the blaze.

Along with the Mosquito Fire, two other wildfires were also, in part, extinguished by an increasing rarity in California: Rain.

Firefighters in the Rockies have an axiom: Snow puts out fires. California’s analogue occurred this summer when unexpected rainstorms doused two particularly nasty fires: the Fairview Fire in Riverside County and the deadly McKinney Fire in Siskiyou County.

Statistics about dramatically fewer structures destroyed by wildfires offer cold comfort when it’s your home that burned down. Still, there was much less damage done compared to recent years: 772 California structures were destroyed by fire this year, while 104 were damaged.

The McKinney Fire in July leveled 185 structures and the Oak Fire in Mariposa County destroyed 182, also in July.

Last year, a challenging fire season, was much worse: 3,560 buildings were destroyed — almost five times more than this year— and 286 were damaged. And during the 2020 season, the benchmark worst in nearly every statistical category, 11,116 buildings were lost.

The 2018 Camp Fire in the Butte County town of Paradise remains the most destructive fire in California history, wiping out nearly 19,000 structures—an entire community.

The ultimate cost was great, even in a quiet fire year. 2022 fires claimed the lives of nine Californians.

Four people died in August in the McKinney Fire in rural Siskiyou County, a sprawling blaze that also injured 12 firefighters. Two people were found dead in a car in their driveway. Another victim was a woman in her 70s who worked as a fire lookout for nearly five decades. She was killed in her home.

For comparison, three people died during the 2021 fire season, 33 in 2020 and three in 2019. The Camp Fire, which killed 85 people, retains the awful distinction as the state’s deadliest fire.

It’s a small victory, but fire officials will take it. Some 7,490 fires were sparked in California in 2022, which is 256 fewer than the five-year average of 7,746. In the fire world, even modest gains (about 3% below average) are welcome.

Tree removal projects — and burn scars from previous wildfires — can often slow or stop the spread of new fires. That simple calculus of creating a less-combustible landscape should equate to fewer and smaller fires, even with the dozens of variables that go into sparking wildfires.

California has a goal, in conjunction with the federal government — which owns the majority of the state’s forested land — to “treat” a million acres annually by 2025. That entails setting and monitoring lowintensity small fires, building and extending fuel breaks and clearing rights-of-way.

But it’s painstaking and slow: In the 202122 fiscal year, the state conducted nearly 600 fuels-reduction projects across 101,000 acres. An additional 21,000 acres have been cleared since July.

The state’s largest wildfire of the year, the Mosquito Fire, which burned 76,788 acres in national forests, turned out to be puny by recent standards, especially when compared to 2020’s million-acre giga fires and last year’s 963,000-acre Dixie Fire.

Size isn’t everything. Although not huge, the Mosquito Fire, which ignited in early September, was stubborn in the extreme, abetted by its location in steep canyons where fighting the flames was difficult. The fire quadrupled in size in one day. It took almost three months for firefighters to control it.

Moisture from Tropical Storm Kay bailed out the Fairview Fire in September, and thunderstorms dumped three inches of rain on the McKinney Fire in August to douse some flames. But the storm also sparked lightning, which set off mud and debris flows.

It’s not just precipitation that influences the severity of the fire season. It’s also wind.

As wildfires in the northern part of the state were tamped down at the end of summer, attention turned to the south, where fires often are triggered by dry Santa Ana winds. Perhaps to remind everyone who’s in charge, winds gusted through Southern California over the Thanksgiving weekend, setting off red flag alerts for brush fires. But no large fires erupted.

If history is any guide, the 12th month of the year can’t be counted on to be quiet.

In 2017 Southern California exploded under strong Santa Ana conditions, sparking 29 wildfires, including the Thomas Fire, which burned 281,893 acres in Santa Barbara and Ventura Counties, making it at the time the largest fire in California history.

The month-long barrage started in December, ran across 440 square miles and destroyed more than 1,000 structures. It burned into January.

In 2020 more than a half-dozen wildfires started in December, a month that is reliably cool and moist — or sometimes hot and dry.

In other words, to quote the governor, “We are not out of the woods yet.”

1 large shallot

2 tablespoons dry red wine

In large nonstick skillet over medium-high heat, heat 1/2 teaspoon oil until hot. Combine salt and 1/4 teaspoon pepper. Press evenly onto all surfaces of roast. Place roast in skillet; brown evenly. Remove roast from skillet.

Heat oven to 425 F.

In food processor, pulse mushrooms and shallot about 10 times until finely chopped. Do not overprocess.

Place same skillet used for roast over medium-high heat and heat remaining oil until hot. Add mushrooms and shallot; cook 4-6 minutes until tender and all liquid is evaporated, stirring often. Add wine; cook 2-3 minutes until all liquid is evaporated. Stir in mustard, thyme and remaining pepper. Cook 2-3 minutes. Remove from skillet to medium bowl; cool.

Line rimmed baking sheet with aluminum foil and place in oven. On lightly floured cutting board, unfold pastry dough. Roll pastry out to 12-by-9-inch rectangle; lay dough with shortest edge toward you. Spread mushroom mixture onto pastry dough, leaving 1/2-inch border around edges. Place roast in center of mushrooms. Fold pastry dough neatly around roast, stretching dough if necessary. Cut off excess pastry dough; press to seal overlapping edges.

Remove baking sheet from oven and dust lightly with flour. Place pastry-wrapped roast, seam-side down, on baking sheet. Cut four (2-inch) vents in top of pastry.

Bake 35-50 minutes, or until golden brown and instantread thermometer inserted into center of roast registers 135 F for medium-rare or 150 F for medium. Transfer roast to carving board. Let stand 10 minutes. Temperature will rise about 10 F to reach 145 F for medium-rare or 160F for medium.

Carve into slices and serve.

Top Sirloin Roast with Herb Garlic Peppercorn Crust

1 center-cut sirloin beef roast (about 3 pounds)

1 tablespoon olive oil

Seasoning:

2 teaspoons kosher salt

2 tablespoons fresh parsley, chopped

2 tablespoons fresh thyme, chopped

5 cloves garlic, minced

2 teaspoons coarsely ground mixed peppercorns (black, white, green and pink)

Preheat oven to 350 F.

Rub roast with olive oil.

To make seasoning: In small bowl, combine salt, parsley, thyme, garlic and mixed peppercorns; press evenly into beef roast.

Place roast in roasting pan or baking dish with wire rack in bottom. Bake 40-60 minutes. Remove roast when meat thermometer registers 135 F for medium-rare or 150 F for medium.

Transfer roast to carving board; tent loosely with aluminum foil. Let stand 10-15 minutes. Temperature will rise about 10 F to reach 145 F for medium-rare or 160 F for medium.

Carve roast into slices by cutting against grain.

Anestimated five billion people will watch the World Cup soccer matches, according to FIFA, the International Federation of Association Football. That’s more than half the world’s population.

And despite a slew of political scandals that have overshadowed this year’s games, they remain unique among global venues when it comes to leveling the playing field between nations.

“To me, it’s the best time in life that I could sit and watch soccer from all over the world,” says Charles Anchang, co-publisher of Immigrant Magazine, which focuses on the U.S. immigrant experience. “It was the only sport we could participate in as young kids. We used to make footballs out of rubber from tires so we could play.”

Anchang, a native of Cameroon, first came to the U.S. for the World Cup to watch the Cameroon national team in 1994. The tiny African nation has qualified for the FIFA World Cup eight times, more than any other African team.

“It put Cameroon on the map more than anything else has done,” Anchang said.

He was among a diverse panel of speakers during an EMS media briefing on the enduring appeal of “the beautiful game” and what it is about soccer — or football as it’s known worldwide — that makes it “the people’s sport.”

The people’s sport “I grew up playing with the youth programs, then played with the national team of Egypt and went to the Africa championship,” said Ehab Zenga, who now runs a soccer academy for youth and trains players for the semi-pro Anaheim Bolts in Los Angeles.

Zenga, who started playing at age nine, says he played barefoot as a child, noting this is how children in poorer nations often play the game and — because so little equipment is needed — is part of soccer’s global popularity. “It’s a sport for everybody,” he says.

Andrew Howonn Jo started playing in South Korea when he was ten. He was an active player for 12 years. A trained chemist, Jo returned to soccer and has been coaching kids in Alabama and Georgia for a decade.

Jo echoes Zenga, saying part of soccer’s appeal is the fact that it requires so little to play. “With baseball, you need a bat and glove… soccer can be played anywhere,” he says, noting goals can be constructed from just about anything, including trash

cans or a pair of stones.

Henrik Rehbinder, a former editor with the Spanish-language daily La Opiníon, grew up in soccer-crazed Argentina, home to one of the game’s most famous players, Diego Maradona, whose ascent from workingclass roots to global stardom personifies soccer’s mythos as a great leveler.

“You have this addiction of playing, and you don’t require anything except a couple of people who have the same addiction,” says Rehbinder, 66, who now plays in an over-60 league.

“I thought that I was going to be one of the old ones… and I find myself with a goalie who’s 90 years old, and another one is 85. I feel like I’m a kid,” Rehbinder said.

Scandals amid the celebrations

Thirty-two teams qualified to play in the 2022 World Cup, winnowed down in qualifying rounds of FIFA’s six regional confederations that began in 2019. For every team that qualified there were three that didn’t make it. So just getting to play in the World Cup is a victory.

But FIFA has been rocked by several scandals involving graft and payoffs that won Qatar, not a big soccer power, the 2022 World Cup. In 2015, when FIFA President Joseph “Sepp” Blatter won re-election easily, Chris Dagonas reported that a mysterious Middle Eastern broker bribed FIFA executives $50,000 each to vote for him.

“Among other accusations, the American and British investigation team concluded that FIFA executives had accepted bribes from governments and corporations, did little to end racism in the sport, forced alcohol back into Brazilian stadiums, and passively accepted the deaths of over a thousand migrant workers in Qatar,” Dagonas wrote.

So, while the players are heroes to millions of fans with their talent and devotion to the game, reporting shows that FIFA executives have been gaming the system for their own benefit for years.

Still the game inspires new players all the time.

World Cup a window to the world

Take Tim Weah, for instance. His father, George, was a famous footballer from Liberia and later played for Cameroon and, as a pro, played for Chelsea FC, one of England’s top soccer teams. In 1995, he won the prestigious Ballon d’Or, the trophy given every year to the world’s best player. But Weah senior never played in the World Cup.

In 2019, Weah senior was elected president of Liberia, a nation founded by former African American slaves. His son, Tim, is a forward on the U.S. squad in the 2022 World Cup. Young Weah scored the only goal in the U.S. win over Wales.

The World Cup brings out old rivalries, revenge matches, and with so many good players, it has become easier for small teams to beat big teams like Japan’s win over Spain last week. That upset knocked Germany, with four World Cup trophies, out of the tournament.

But Anchang says the game also offers an important window onto global migration patterns and a platform for international diplomacy.

Players like Weah or U.S. midfielder Yunus Musah — born in the U.S. to Ghanaian parents — reflect growing diaspora communities in the U.S., notes Anchang.

“There is always going to be tension. I’m going to beat you, or you will beat me,” he adds. “But say, for instance, if the USA were to do a friendly match with Iran, it will bring those people together… and that exchange is always good in terms of encouraging tolerance.”

Indeed, following the U.S. team’s defeat of Iran — whose players drew attention during an earlier match for refusing to sing the Iranian national anthem in solidarity with protestors demanding greater freedom and gender equality — American defensive player Antonee Robinson was lauded for embracing a tearyeyed Ramin Rezaeian.

The American team lost to the Netherlands on Saturday and is out of the competition. The panel predicted powerhouses Brazil, Argentina, or France would become the 2022 World Cup champion.

Promoting access to nature for underserved communities can improve quality of life while bolstering biodiversity and fighting climate change, according to a new report from the Hispanic Access Foundation.

The study was released at the recent United Nations Conference on Climate Change and suggests 10 policy areas which could make a big difference.

Shanna Edberg, director of conservation programs for the Hispanic Access Foundation and co-author of the report, said it is not enough to simply protect nature. People's access to nature must be protected, especially for disinvested communities.

"When you look at it through the lens of access, you end up leveraging people's health and jobs and racial equity and mental and physical wellbeing," Edberg explained.

The report praised Indigenous stewardship and calls for more lands and waters to be returned to tribes or comanaged with local authorities. The authors want people to use more native plants in landscaping, and "green" the water infrastructure so more is absorbed into the aquifer through the soil rather than flowing into the sea.

The study also suggested planting more trees and improving parks in urban neighborhoods.

Pedro Hernandez, public lands advocate for the organization Green Latinos and another co-au-

thor of the report, said low-income communities of color are part of the ecosystem, and they deserve protection and public investment.

"Conservation projects would include more access to healthy green areas, or retrofit existing green areas to better suit the needs of the ecosystem," Hernandez pointed out. "For example, with more native plants or more urban canopies to address climate issues."

The report also looked at the benefits of improving public access to the coast, restoring wetlands, and cleaning up old oil and gas extraction sites.

LOS REZOS A SAN LÁZARO

Enestos tiempos que vivimos donde coexisten entre nosotros, tantos padecimientos de salud y tantas enfermedades, son muy recomendados los rezos a Santos y espíritus de luz, para pedir con ello su patrocinio y protección. Desde hace más de un milenio, existe un Santo que ha sido venerado a través de los siglos, un Santo al que se le atribuyen muchos milagros, especialmente con los relacionados a la salud. Ese Santo es San Lázaro.

Durante muchos siglos, San Lázaro, ha sido uno de los santos más venerados dentro del catolicismo y otras creencias que le sincretizan con santos de religiones alternativas. Como por ejemplo en Santería, se le considera el equivalente de Babalú Ayé.

El caudal de muchos milagros que se le atribuyen, es verdaderamente impresionante, se cree que es uno de los médicos divinos, quién asiste a los fieles en momentos de enfermedad, debilidad y convalecencia.

Los files devotos ofrendan velas y rezan oraciones especiales para alcanzar del santo sus favores divinos y sus milagros.

Su fecha de celebración es el día 17 de diciembre.

San Lázaro era un desamparado, mendigo, de quien se habla en San Lucas 16:19-31. Nuestro Señor Jesucristo se refirió a é como un hombre paupérrimo, quien sufría

el desprecio de la gente, pero que ante los ojos de Dios, era un hombre justo y apreciado por Él. La historia de San Lázaro siempre fue utilizada para darle a entender a la gente que el Señor mide el valor de las personas, no por su abundancia material ni por su apariencia, sino por lo que valen sus sentimientos, por sus obras y buena voluntad. San Lázaro es representado en imagen como un anciano con muletas acompañado por dos perros.

Lourdes, una creyente del santo, nos comentó como ella atravesó por una serie de

enfermedades de las cuáles los médicos, no encontraban la cura a sus padecimientos. Durante esas fechas de desesperación y ansiedad, encontró en la red digital, una serie de testimonios de devotos de San Lázaro, fue tan inspirador para ella el leer cientos de testimonios, por ello decidió acudir al Santo y pedir su patrocinio. Su fe la llevó a ofrendar veladoras y a recitar oraciones diariamente, poco a poco comenzó a sanar y su vida dio un giro inesperado, recobró la vitalidad y la alegría de vivir.

“Los caminos de la fe son maravillosos, el

Todopoderoso utiliza a sus Ángeles para que estos obren milagros verdaderos en la vida de los creyentes” señaló, Lourdes.

Peticiones: Se pide su intercesión en todo tipo de enfermedades, vejez prematura y cuando se pasa por adversidades emocionales y financieras. Miles de creyentes afirman el haber sido sanados de todo tipo de padecimientos, a través de esta devoción.

Oración a San Lázaro

Santo patrón de los humildes y los convalecientes, llamo a tu espíritu para pedir de ti un favor. Mantengo vivo tu recuerdo y llevo presente en mi pensamiento el caudal de todos tus milagros.

Te invoco sagrado santo para pedir tu protección, tu santa intercesión a toda hora, y para pedirte que hagas justicia frente a los que me muestran hostilidad.

Clamo tu bendito nombre para que me sea concedida esta humilde petición. Confiado en tu bendita bondad, a través del poder y la gloria de Dios Nuestro Señor. Amén.

La Oficina de Asuntos Culturales de la Ciudad de San José (OCA) aceptará solicitudes para concesiones de tres programas culturales competitivos:

Las Concesiones Para Festivales, Desfiles, y Celebraciones (Festival, Parade and Celebration Grants [FPC]) proveen apoyo para festivales comunitarios, desfiles y celebraciones por parte de organizaciones no-lucrativas en San José. Eventos de recaudación de fondos no califican. La fecha límite es el 25 DE ENERO, 2023 a las 5:00 PM PST.

Las Concesiones Operativas (Operating Grants [OpG]) proveen apoyo general operativo a organizaciones de arte profesionales o semi-profesionales en San José con un presupuesto consistente arriba de los $50,000, y una temporada completa de programación de las artes.
