This conference reminded me of the ‘education system' where PTA leaders, teachers, Principals, and Superintendents’ meet and confer about education program issues, but leave out parents who are legal guardians of children. There is a need to include representatives of “Homeowners Associations” and Neighborhood Associations.
Hilbert Morales EL OBSERVADOR The “Rebuilding Wealth Through Homeownership” happened Friday, December 9, 2016 at Microsoft's Conference Center, Mountain View, CA. This event was organized by former CA Assemblymember Joe Coto. This topic is of great interest to the general public who needs to know that in Silicon Valley, it takes an annual income of $88,000 just to get by and $35,000 down payment is needed to purchase a very modest home. Rents are rising due to the lack of an adequate supply of housing. No wonder the County of Santa Clara has 6,500+ homeless individuals, some of whom are single moms with children.
Here are two anecdotes which have some influence to this conference's content: A) Corporate Human Resources Departments per policy award $15,000 per year bonus to any employee who resides within 10 miles of their corporate site (Facebook’s borders East Palo Alto, Menlo Park, & Redwood City). This enables a Facebook employee to pay $1,000 per month more than a long-term resident (who happened to be the surveyor I employed). His rental lease was terminated by the homeowner who now received $1,000 per month more in rental payments. The social costs not included are the surveyors family relocation; kids being transferred to a different school district; finding new church; new friends, new health care clinic, retail stores, etc. All are part of this gentrification
Wouldn't it be a good Christmas gift for all these homeless to have their own residence. This alone would mitigate many mental health issues such as anxiety and stress. Gentrification issues are involved which disrupt long established urban communities. GENTRIFICATION was formerly a slow process which has recently been accelerated by the extraordinary success of high-tech and internet cor-

This is what GENTRIFICATION is all about. This surveyor moved his family to Sonoma County & now commutes. B) East Palo Alto City Council recently turned down two developers (300 new homes) because NO RELIABLE POTABLE WATER SUPPLY could be assured to the future homeowners. Potable water supplied in adequate reliable quantities is essential. Who has the contacts & ability to tell Mark Zuckerberg, Facebook billionaire, to make a deal with City of East Palo Alto; to front the money to build a DESALINIZATION PLANT at East Palo Alto and/ or Alviso (San Jose) using the SF Bay as the source of ocean water. Solar panels and wind turbines could generate the electric power needed. Enticing EPA residents to place solar panels on their roofs eliminates need for a ‘solar panel farm'. Then back feeds electric power generated using existing electric conduits. This approach would make EPA and San Jose independent of naturally produced potable water plus address the reality that before 2050 this approach will be needed to supply potable water for the growing CA population estimated to be 50 million by 2050. (In all instances, the technology and best practices
already exist & are being used in the Mid-East and cities such as Santa Barbara & San Diego.) As a visionary I believes that CA could make itself independent of Global Climate Change and eliminate potable water shortages by going ahead with the construction of strategically located desalinization plants along its Pacific Ocean coast from SF to San Diego. This eliminates the need to divert Sacramento River water ‘SOUTH' using those twin tunnels favored by Governor Brown. So why not ask billionaires (Bill Gates and Mark Zuckerberg) to make the investments needed to build that desalinization plant needed by East Palo Alto and Alviso?
Our business community and governance agencies need ethicists to develop a decision making paradigm which is not solely based on “the bottom line”; which needs to include ‘civic stewardship’ and define a reasonable profit margin. Presently a lot of profiteering goes on unabated resulting in inequitable distribution of wealth as well as gentrification which breaks up established communities where everyone knows your name...and what you do….and who you are. WHAT IS REALLY NEEDED IS A STATEWIDE HOUSING PLANNING AUTHORITY AND THE NEED TO TAKE ON A PROJECT TO UPDATE
PROPOSITION 13. Corporations have taken advantage of Prop 13 especially now that the US Supreme Court’s Citizen’s United case defined corporations as ‘individuals’. Property taxes supporting public schools has diminished since Prop 13 was adopted.
This conference offered no discrete action plan crafted to address one or two of the many challenges to having more folks own their homes which facilitates becoming 'well off '. A discrete project would be to include legal protections possible which home mortgage holders need. This would include 1) ability to pay interest only on mortgage principal due (needed to avoid default when a serious illness or loss of income suddenly happens; 2) Any home equity accumulated by the mortgagee needs to become 'legal property' of that mortgagee. During the 2007 mortgage meltdown, too many 'homeowners' lost the only 'equity wealth' accumulated. Simply stated, current mortgages protect lenders, banks and real estate agents. Let's transition to a home ownership system that meets the housing reeds of all residents. The future 'housing authority policy' must effectively monitor the future system throughout and perpetrators of wrongful acts will be prosecuted, lose licenses and are imprisoned following appropriate due process.

MAKE AMERICA A DEMOCRACY AGAIN Gil Villagran Special to El Observador It is clear that our nation, the world’s first democracy, has lost its way from a revolutionary democracy, once the leader among nations, ripping apart the monarchist illusion that only a hereditary inbred family can rule by divine right. Today, our democracy is hopelessly mired in a lobbyist funded, grid-locked Congress, unable to fix our ailing nation, who stood hapless as a plutocrat swept up less than a majority of voters with his circus barker bravado, who realized that in the echo chamber that passes for informed news and debate, an often
repeated lie becomes the latest “news” which can move the masses, but only when they cease to think, and are burdened by their own prejudices, and accept a 70 year-old lifelong brat who is certain that he is the wisest man in Manhattan, therefore on earth. The Democratic principle of one person—one vote--only works when all adults are able and encouraged to vote, without insidious national voter suppression, with observed counts of all the votes, without hacked computer counting. HOUR OF CODE: FROM NOR CAL TO SO CAL Stratford School’s 8th Graders Mentor Preschoolers In Virtual Classroom Storytelling/Coding Project On Friday, December 9th, preschoolers at Stratford School’s Melrose campus in Los Angeles used video conferencing to connect with 8th graders at the San Jose Middle School campus. These two classes came together in a virtual classroom collaboration, to w rite and animate a stor y using the computer coding skills they’re learning as part of Stratford’s unique and balanced STEAM curriculum (Science, Technology, Engineering, Arts and Mathematics). The activity was part of “Hour of Code”, a global event put together by Code.org. All 23 Stratford School campuses participated in the seven-day, world-wide event.

This event was created to give students the opportunity to learn more about computer science, and show how this practice can increase overall problem- solving skills, logic and creativity. Organizers expect tens of millions of students to participate worldwide every year.

Better Business Bureau Still need to buy holiday flights or find a room for New Year’s Eve? If you search online, it’s likely that some of the first results will be from online travel agencies and third party booking sites. They may claim that they offer the best deals, and that it’s hassle-free. Booking your flight or hotel room online through a third party, not the hotel or airline itself, may have advantages. However, there are also risks involved. Although there are many legitimate online booking sites, like those that are Better Business Bureau (BBB) Accredited, there are also some bad actors out there that may try to take advantage of travelers. So far in 2016, consumers nationwide have filed 2,284 complaints with BBB about online travel agencies. This is a 28% increase from last year. Nearly 1,800 complaints had been filed by this point in 2015. The leading cause for complaints are issues with guarantees, followed closely by problems with refunds/ exchanges and poor customer service. Travel and vacation scams are also a problem. So far in 2016, around 260 have been reported to BBB Scam Tracker – with a median loss of $890. Consumers have reported booking hotels through online third party sites and discovering upon arrival that the hotel simply did not exist. Scammers may also attempt to phish consumers by creating fake hotel websites imitating legitimate brands in an attempt to steal personal and financial information. Follow these seven tips from your BBB to protect yourself when booking a trip online: 1. Do your research. The first step when booking through an online site is to check bbb. org. When you visit a company’s BBB Business Profile, you can see its rating, complaint history and reviews from past customers. If you’re looking for a booking site to use, check out the BBB Accredited Business Directory for trustworthy businesses that are committed to BBB’s Standards for Trust. Reading about a business online can help you avoid issues that others have dealt with already. If you see the BBB Seal on a website, you should still
check that it links back to the company’s BBB Business Profile. Just as it’s easy to steal hotel pictures from a legitimate website, it’s also possible for scammers to steal the BBB Seal. 2. Read the fine print. When booking through a third party site, it’s vital that you read the fine print. Consumers are often surprised by unexpected fees and angry about poor policies that were actually stated in the fine print. Make sure to read the cancellation and exchange policies, and be on the lookout for “booking fees” and other charges. It’s also important to check the contact information. Consider it a red flag if you can only contact the business through email and there’s no listed phone number. 3. Double check the URL. Rogue sites may use URLs that are very similar to legitimate hotel, airline or booking site’s URLs. Double check the URL, hover your mouse over links and make sure the spelling and grammar is correct. This can help you avoid getting scammed. 4. Look for a secure connection. A secure connection is especially important when you’re entering personal and financial information. Look for the “https:”, where the “s” stands for “secure”, and other trust marks. The site should have a clear privacy policy as well. At every point in the online process, you should know who is getting your credit card information. 5. Use a credit card. In case something does go wrong, it’s best to use a credit card. A credit card may offer more protection than a debit or prepaid card. 6. Watch out for too-good-to-be-true deals. You may stumble across a third party booking site offering unbelievably low prices. Be careful – this may be a sign that something fishy is going on. Don’t click on online ads or links in unsolicited emails advertising great deals. It may be phishing. 7. Call the company directly. To be extra safe, call the hotel or airline directly to confirm your reservation. You can make sure that the third party site properly booked your accommodations, and also alert the company about any special needs or specific requests you may have.

• En una piedra de mortero coloca el orégano, el comino, los dientes de ajo y dos cucharadas de agua. Muele hasta que tenga una consistencia pastosa. Deja a un lado.
Cantidad de porciones: 15 Tamales INGREDIENTES 8 onzas de Salsa para Enchiladas Las Palmas® (Picante) 2 cucharadas de aceite de oliva ½ cebolla amarilla grande, cortada en rebanadas 2 libras de tomates rojos, cortados en rodajas 1 cucharada de orégano Una pizca de comino 3 dientes de ajo 1 libra de puerco cocido y desmenuzado (También se pueden utilizar carnitas del día anterior) Sal al gusto 1 libra de masa preparada para tamales De 15-20 hojas de maíz secas
• Vierte la mitad de la mezcla de los tomates y la cebolla cocinada en una licuadora y tritura la mezcla con 8 onzas de Salsa para Enchiladas Las Palmas® (Picante). Añade sal al gusto y deja a un lado. • Luego, agrega el puerco cocido y desmenuzado (o carnitas desmenuzadas) en una sartén caliente con el resto de la mezcla de tomate y cebolla. Revuelve por 2 minutos a fuego mediano y sazona con sal. Añade la mezcla de la piedra de mortero a la sartén hasta que cubra completamente el puerco cocido y desmenuzado. • Cocina por otros 5 minutos a fuego alto, revolviendo ocasionalmente. Puedes utilizar un plato o una piedra de mortero para mantenerlas sumergidas dentro del agua. Para preparar el relleno: • En una sartén calienta el aceite de oliva a fuego alto. Logan Pollard California News Service LOS ANGELES - Come January, the Republican-led Congress will have the Affordable Care Act, often referred to as "Obamacare," in its sights. A new report by the Urban Institute suggests repealing even portions of the law will leave 4.9 million Californians without health insurance. Over a ten-year period, the state could also lose more than $160 million in federal funding for health coverage. Kelly Hardy senior managing director of health policy at the group, Children Now, said these are gains that would be sorely missed by families, including more than a half-million children who are now insured.

"More and more kids have been getting health coverage, and so what that means for parents is that you don't have to worry that you're one playground accident away from bankruptcy, because that is really what can happen if kids are uninsured," she explained. Detractors of the ACA balk at this argument as a scare tactic, and House Speaker Paul Ryan has said that a partial repeal would allow for, as he put it, a "good transition period" for the millions of people who were able to get health coverage because of the plan. Joan Alker, executive director of the Georgetown University Center for Children and Families, said there's a
lot of misinformation about the ACA. For instance, it isn't true that it covers undocumented immigrants. Alker advises people to learn more, because changes may happen soon. "Congressional leaders are moving very quickly to try to do this in January, as soon as they return from the holidays," she said. "So, people are not aware that this could happen so quickly and also, they're not aware of the consequences." The Urban Institute report predicts those consequences include a major disruption in the insurance industry, and a much higher number of uninsured Americans than before the Affordable Care Act ever went into effect.

SACRAMENTO, Calif. - California gets billions each year from the 1998 Tobacco Master Settlement Agreement, and yet, it spends only 22 percent of what the Centers for Disease Control recommends on smoking prevention and cessation programs, for which the money was intended A new report, “Broken Promises to Our Children”, is from a coalition of health advocacy groups. It said the Golden State is spending $75 million this year to prevent tobacco use, a $10 million increase over last year. John Schachter, director of state communications for the Campaign for Tobacco-Free Kids, said that's better than many other states. "Overall this year, the states will collect over $26 billion from the state Tobacco

IVANKA TO THE RESCUE? But environmentalists shouldn’t start salivating just yet. As Chelsea Harvey and Chris Mooney run down in the Washington Post, many of the Donald’s apparent choices for key posts in the cabinet and below (at State, Interior, Energy, EPA, and Homeland Security) are populated by climate deniers, EPA-haters, drill-baby-drillers and their ilk — all of whom would be hard pressed to accept an about-face on climate by the Donald at this late date. Plans are no doubt already well underway to wiggle out of the Paris climate accord and reduce EPA to a shell of its former self.
First Daughter Arranged Al Gore / Donald Meet-Up Roddy Scheer EarthTalk Just when you thought all was lost in terms of U.S. commitment to embrace clean energy and battle global warming, Ivanka Trump is trying to help her dad do the right thing. Recently Nobel laureate and former VP Al Gore made his way to Trump Tower in New York City to meet with Ivanka about why the Trump administration should heed warnings from the scientific community about the seriousness of global warming and embrace greener sources of energy. And guess who showed up at the meeting? The Donald himself… Where has Al Gore been for the last 10 years, you may wonder? As John McReynolds reported in EarthTalk, Gore has been busy, albeit less in the public eye. After losing the Presidency to George W. Bush in 2000, Gore devoted himself to climate change activism, speaking tirelessly all over the world, producing the book and then movie versions of An Inconvenient Truth, and forming the non-profit Climate Reality Project focusing on climate campaigning. Gore was a key negotiator at last year’s landmark Paris climate accord, and remains passionate about enlisting everyday people as “global citizens” in efforts to curb carbon emissions. But perhaps more importantly, and of more interest to a guy like Donald Trump, is what Al Gore has been doing with the other 50% of his time: making money. His “green” investment firm, Generation Investment Management, only puts money into a hand-picked portfolio of socially and environmentally responsible companies — and has outperformed market indices and non-green competitors over its first ten years in business. With a 10-year average of 12.1 percent yearly increase, GIM ranked second among more than 200 firms analyzed by the consulting firm Mercer recently. No doubt this kind of dollars-and-sense talk could make Donald’a ears prick up.

This is precisely why we need Ivanka to stick around. Conflicts of interest? Fuhgeddaboudit. The current plan is for Ivanka to step back come Inauguration Day and focus on building and selling Trump properties around the globe and marketing her jewelry line while her dad runs the country. But maybe we shouldn’t be trying to move Ivanka back into the private sector quite so fast. She may be the only voice of reason left around the Donald these days. The media first picked up on Ivanka’s conscience-bound sway over her dad when the Donald unveiled new leftish policy proposals for lowering childcare costs — including guaranteeing six weeks of paid maternity despite GOP groans — that she reportedly crafted for him. The First Daughter-elect is also passionate about “equal pay for equal work,” assuring voters that she would make sure her dad sees straight on the issue, Republican orthodoxy be damned. Likewise, Ivanka is passionate about climate change solutions. Leonardo DiCaprio recently had a private meeting with Ivanka during which he presented her with a copy of Before the Flood, a climate change documentary he produced. Anni Karni calls Ivanka on Politico.com “Trump’s avatar among the moneyed leftwing elite…now poised to be the first ‘first daughter’ in modern history to play a larger public role than the first lady.” Karni adds that “Ivanka wants to make climate change — which her father has called a hoax perpetuated by the Chinese — one of her signature issues.” Getting her father an hour with Al Gore, who won a Nobel prize for his activism on the issue, is certainly a good place to start. Only time will tell where we go from here. With a transition team hell-bent on ramping up fossil fuel development at any cost and a First Daughter fancying herself a climateczar-in-waiting, the Donald has us all in suspense once again, only this time the fate of the planet might be at stake.

Logan Pollard California News Service LOS ANGELES -- California is a powerhouse in a promising field for job creation, according to a new report that paints energy efficiency as a growing industry and an economic driver. Some of the more than 300,000 jobs in energy efficiency in California - and 1.9 million nationwide - are in new construction, while others involve bringing older buildings, lights and appliances up to code. The report, by the group Environmental Entrepreneurs, said these businesses project a 13 percent growth rate this year. But Bob Keefe, executive director for the group, warned that relaxing federal energy efficiency standards could stall the momentum. "We're in a very dangerous spot right now," Keefe warned. "Hopefully, smart lawmakers in states like California will continue moving forward with the smart energy choices that we're making in renewables and in energy efficiency and keep these jobs growing - like these 1.9 million energy efficiency jobs - in the future."
Of the companies currently operating in the energy efficiency field, 70 percent are small businesses, the report said. As a result, the sector often isn't recognized as an industry. The report indicated that policies in California are paying off - even while the state's energy consumption is only increasing by one percent a year, according to the California Energy Commission. California's Senate Bill 32, aimed at creating more ambitious targets for reductions in greenhouse gas emissions, faced strong opposition. Republican legislators were concerned that meeting the stricter regulations would be costly for some businesses. But Keefe said the bill continues a longtime trend of environmental leadership in the state. "It's got some of the best policies of any state in America," he said, "and as a result, it's creating jobs. " According to the report, the greatest concentration of energy efficiency jobs in the state is in the metro area that includes L.A., Long Beach and Santa Ana.

CREATING A CITY OF STARS: “LA LA LAND”
Damien Chazelle's take on his ambitious musical romance film and how it came to be Arturo Hilario El Observador
working on it, started trying to pound this out. This was back in late 2010-2011.
American film director and screenwriter Damien Chazelle is known for his breakout 2014 “drummer with a death wish” drama “Whiplash”, and now will get notice for another musical based film. Chazelle wrote and directed his new musical film “La La Land”, which has released to a lot of buzz, from critics and audiences alike.
This couldn't have happened elsewhere in the world but in “la la land”, or “tinseltown”.
Yes, a mainstream movie musical in 2016. Let me add my first hand account that it turns out the film is full of ambition, soul and grounded in reality. And of course, people singing. Unlike the musicals on Broadway that are constricted to the stage and surrounding area to tell the tale, or the studio sets the old “studio system” Hollywood musicals “La La Land” is fashioned around used, this film allows grounded emotions and uses the city of Los Angeles (and its actual congested freeway overpasses) as a character to create distinct magical moments on screen. The story of Sebastian (Ryan Gosling) and Mia (Emma Stone), two people trying to make their deepest dreams come true in present day Los Angeles seems like a tricky thing when the reality of LA and the dreamy escape that is old Hollywood ideals intersect. Yet throughout the film the transitions from “oh god, 80's cover bands, Prius' and cell phones” to dizzying spectacle and song are almost seamless, and according to Chazelle it's because of the adventurous efforts of the cast and crew to make a musical that hits emotions in the cinema. The following is a recent conversation with him.
Damien, to start off, how did the concept of “La La Land” start off? Where did it come from. First and foremost I think that there was something about the old Hollywood musicals that I just loved and wanted to try to recapture, I was also interested in kind of modernizing the genre and trying to both reach back and push it forward at the same time and tell a contemporary, modern and hopefully realistic story about LA, but through the prism of those older movies. I started writing it about 6 years ago and I was working on it with Fred Berger and Jordan Horowitz and I had already worked with my composer Justin Hurwitz, we'd gone to school together. So the four of us just started
No I don't think so. I think that LA is one of the major characters, it has that idea that as much as the physical city is the idea, part of it (is) that it's the city that is born and built by the movie people coming from all over the world to work.
What was it like filming and preparing you and your actors for this film? This is your and many others, (including Gosling and Stone's) first musical film. It was this sort of big gamble for all of us but that was probably what was fun about it I think. Especially with them I wanted people in the movie who didn’t all associate with musicals. I wanted it to be something of a surprise when they break in song. At the same time we need actors that were good enough to ground those things and to ease an audience, especially an audience today who’s watched very strict musicals, into that world. Ryan and Emma just have those special, magical capabilities individually and together and they just apply that bridge. They just kind of jumped into rehearsals for three months. It was a very intensive prep to get ready for shooting.
What were your reference films and works when you wrote the screenplay for “La La Land”? Certainly all the great MGM musicals from the 40’s 50’s and I think I was also so smitten by the French New Wave musicals in the 60’s, movies that took the MGM style but sort of put it in the real world so to speak. I hadn’t seen anything like that in a really long time so I wanted to kind of do something in that vein. Those movies were incredibly inspiring.
Was there any intimidation or uneasiness in going from a smaller, quieter (but soundwise very loud) film like “Whiplash” to this extravagant musical film? Yeah I think there’s a certain amount of fear in all of our parts and taking a risk and jumping into the deep end a little bit but what was really kind of wonderful about the whole process was it ended up being this group of people who I was able to make the movie with. and were excited by it. You get anxiety from that but you get this tremendous excitement from it and I just remember shooting and it's this adventure where we set these challenges and we weren’t sure if we would meet, and then just continually try to meet them. And there’s this certain kind of energy and athleticism and exhilaration to the set that I have just never felt before.
Based on how you are feeling now that it's premiering and you hear the feedback and you see it on the screen in finality, was it what you imagined in your wildest dreams your musical film could be? It’s crazy, and the short answer is yes. For a movie that was just basically a dream movie for 6 years and that it would probably never get made or never get made the way I wanted it to get made. Again, the group of people that came on board to make it just didn’t meet my hopes and expectations they exceeded them.I think in every step of the way they and pushed me to make this film
even better, and pushed me to make myself a better filmmaker and I think we all pushed each other in this wonderful collaborative endeavor so I guess I'm mainly just proud of their accomplishments of the movies, each member of the team whether it’s cast or camera or production design or costumes or sound or music. What every team, and every person brought to the movie. They all just did extraordinary work.
What do you hope that people come out with after they leave “La La Land”? I hope they come out with some amount of hope I’d say, that it takes them on an emotional ride, maybe something they’re not expecting. I think a musical can be such a profoundly emotional experience and sometimes they don’t get credit for that. So I’m hoping that that it will change people’s minds to the genre and it reminds them why these sort of movies can be so moving. "La La Land" is out December 16th.

One such gift I could recommend is "Titanfall 2", the latest game by Respawn Entertainment and the sequel to their critically acclaimed, fast paced multiplayer shooter, “Titanfall”. A lot of you might be asking, why is this perfect gift for the gamer for Christmas? Allow me to give you some example as to why this game is the perfect gift for them. ne example I can give right off the bat O is the titular Titans of Titanfall, the giant mechs that are operated a Pilot, highly trained and mobile soldiers trained to use said Titans. The Titans are a huge selling point of the game. Why you might ask? Because nothing is more fun that operating 40 tons of walking and talking machinery with an arsenal of variations to choose from. There’s your lightweight Titans line Ronin, a sword and shotgun wielding Titan with the ability to phase in and out of battle, Northstar, the sniper of the Titans with a hover capability, tethers to ensnare other Titans and a railgun to dish out huge amounts of damage from a distance. You also
have you mid range Titans which are meant for more beginners guide to Titans like the Ion Titan, which comes equipped with an energy rifle that can split its projectiles into three separate beams for maximum damage, a vortex shield that absorbs all projectiles so they can be flung back to their sender, and a shoulder mounted laser cannon for a quick shot to damage enemies or to get those pesky Pilots out of the sky. The other mid range Titan is Tone, who is equipped with a 40mm tracking cannon capable of getting a lock on a target. Once locked on, you can fire a volley of tracking rockets at your target for maximum damage. And now onto the heavy Titans. The heavy armor, but low Titans include, Scorch, who is equipped with a cannon firing thermite round to set targets ablaze, gas canisters to set an entire section ablaze and a flame whip to lay down a long stream of fire. The final Titan, and my personal favorite, Is the Legion, the mini gun wielding, zone controlling badass of Titanfall. If you’re looking for a Titan that makes you feel like a souped-up version of the Terminator, look no further. Legion is equipped with a minigun, rightfully called the “Predator Cannon” which comes with two firing modes, long range for more accurate shots and close range for a more scattered wall of lead. Each firing mode also has a charged shot. It's pure fun as you strut your way across maps.

Nightmare Scenarios Looking Ever More Probable

Jag Davies DPA What a strange time to be fighting to end the war on drugs and the mentality that gave rise to it. In recent years we’ve won a wide range of once-unimaginable victories and super-majorities of public support – and yet we now face the prospect of the federal government undoing our painstaking progress and committing newfangled atrocities that were unimaginable just a month or so ago. There’s little doubt our incoming commander-in-chief is primed to launch a new war on drugs that could be worse
than anything we’ve seen before. He has not just called for doubling down on draconian drug laws – he has also called for more private prisons, rejected restoring the right to vote for millions of Americans living with a felony conviction, and supported unconstitutional “stop and frisk” policing. He’s even said he’ll deal with opioid addiction by building a magical wall at the U.S.-Mexico border. In perhaps the most chilling sign yet, the President-elect recently expressed support for Philippine President Rodrigo Duterte’s campaign of mass murder of poor people suspected of using or selling drugs. (And if you think what’s happening in the Philippines can’t in the U.S., it’s time for a wake-up call.)
Long before Trump unveiled his Cabinet of Horrors, his explicit appeals to the most racist, xenophobic elements of American society were foreboding given the drug war’s racist, xenophobic origins and the ongoing, disproportionate targeting, arrest, conviction and incarceration of people of color for drug law violations. Now that Trump’s Cabinet has taken shape, though, his administration has taken on even more sinister dimensions. Many people initially hoped Trump might at least make good on his campaign promise to let marijuana legalization play out at the state level – but that appears unlikely given his choice for Attorney General is Jeff Sessions, a drug war extremist with a career-long history of racist comments and actions. In recent years, Sessions played a critical role in blocking efforts to reform sentencing policy, asset forfeiture, and marijuana laws. He’s likely to escalate the war on drugs by undermining civil rights, stifling state-level marijuana reforms that have drastically reduced arrests in communities of color, and rolling back any progress in policing and criminal justice made by the Obama administration. (The Drug Policy Alliance is fighting to put the brakes on Sessions’ nomination so please ask your Senator to oppose his nomination here.) The rest of the Cabinet is looking almost as disturbing as Sessions (which is really saying something). Last week, Trump selected General John Kelly to head the Department of Homeland Security. Kelly served as head of U.S. Southern Command, overseeing drug war efforts in Latin America. This guy is a true believer in the drug war, and it’s an ominous sign that he’s been tapped to head up Homeland Security (a role, it’s worth noting, that has not previously been occupied by someone from the military – yikes). director of health and human services, has consistently voted against key medical marijuana measures in Congress. Price’s healthcare plan would no longer require insurers to cover addiction treatment, which would be a profoundly destructive step backwards. Even Trump’s pick to head the EPA, Oklahoma Attorney General Scott Pruitt, is an anti-marijuana crusader who sued the state of Colorado in a futile attempt to overturn Colorado’s groundbreaking marijuana legalization law. Trump hasn’t announced his “drug czar” yet but odds are it’ll be someone with an abhorrent track record. Florida Attorney General Pam Bondi, a staunch opponent of sensible drug policies, is currently a leading candidate to head the Office of National Drug Control Policy. Bondi vigorously opposed Florida’s medical marijuana ballot measures in 2014 and 2016, and took a heavy-handed, counterproductive approach to her state’s problems with prescription opioids and new psychoactive substances. This is the time when we find out what we’re really made of. This new administration is not just an attack on sensible drug polices – it’s an attack on civil and human rights, bent on unleashing vast destruction in historically oppressed communities that have long borne the brunt of the drug war. It’s more essential than ever that we venture past our growing edges, join together with other movements, and walk the walk when it comes to social integrity and racial justice. If your partner cannot fulfill your emotional needs and you don’t disclose this reality to them, you’re cheating.” You may or may not agree with that consensus, but this is only armchair research. I’m sure there will be many professional ethicists and scientific researchers exploring the full range of human emotions involved. THE NEXT LEVEL
ROBOT LOVING IS ALMOST HERE Shelly Palmer

Westworld has inspired some of the best, most engaging (mercifully apolitical) conversations I’ve had in a very long while. The series is both entertaining and thought-provoking. If you haven’t seen it, Westworld is an HBO series, based on the 1973 Michael Crichton movie, about a futuristic amusement park where people can interact with synthetic humans (robots that are indistinguishable from human beings) and do pretty much whatever they want with them.
That aside, if they are not sentient, then they are just mechanical devices. But this line of reasoning has gotten me into a bit of trouble.
IS SEX WITH A ROBOT CHEATING? YES OR NO? There are quite a few articles that explore the ethical and moral issues arising from the advent of this type of technology. This article is not one of them. This article is about the incremental technological steps between where we are now and where this is clearly going. So if you want a yes or no answer to the question, “Is sex with a robot cheating?” you have to reword the question thusly: “Is sex with a surrogate, synthetic human with a convincing amount of AI capabilities cheating?” Asked that way, mostly everyone I’ve discussed this with would quickly say, “Yes.” Which raises the question, “When is this going to become an actual problem, as opposed to a hypothetical one?” The difficulty in answering “when” is complicated by the verb “to be.” In the series, we (the audience), they (the humans who visit Westworld) and the Hosts (the synthetic humans) do not know if the Hosts are sentient. If they are sentient, then we have created artificial life. That technology will come with
INCREMENTAL STEPS TO HUMAN-ON-ROBOT RELATIONSHIPS “Real” Westworld-style Hosts are the stuff of science fiction. (We’ll discuss what it might take to build one in a minute.) The point is, you don’t need anything like a Westworld-style Host to create a real world of ethical, moral and sexual issues. In 2013, Joaquin Phoenix starred in Her, a movie about a man who falls in love with a natural language processing (NLP) system named Samantha. According to the Consumer Technology Association, in 2013 NLP systems could understand approximately 3 out of 4 spoken words. Today it’s just shy of 4 out of 4. That is an amazing amount of technological ground to cover in only three years. Why do we care about NLP? Well, at the current pace of technological change, the science fiction female NLP system that Joaquin Phoenix fell in love with in the movie is just a few years from becoming science fact. We’re just waiting for AI to improve a bit – not all the way to pseudoconsciousness (however that may be defined), but just good enough to fool you. (Do some research about the Turing test if you’re truly interested in what I mean by “fool.”) Can you fall in love with a computer? Can you have phone sex with it? La-la-la-la, I can’t hear you … don’t answer; they are rhetorical questions. But I have to ask, is a relationship with a non-sentient NLP system cheating?
The adult entertainment industry is evolving Virtual Reality (VR) much more quickly than it evolved streaming video or webcams. There are several companies working as quickly as possible to combine VR, NLP and AI to create convincing sexual experiences. Following this logical progression, would a relationship with a non-sentient system that combines VR, NLP and AI be considered cheating? SOME GUIDELINES ARE REQUIRED Are you having trouble placing the line that needs to be crossed? Do you have a private line as well as a line that you would prefer to present to the outside world? If we’re talking about a device that is not sentient or conscious – a machine – is there even a line? I’ll let others tell you how to think. I’m just going to tell you about the technologies that are here today or just over the horizon. From a technologist’s perspective, I can say with certainty that we are very close to creating systems that will cause us to rethink and redefine some of our most sacred ideas. Terms like relationship, commitment, fidelity, monogamy and many, many more are about to evolve. In practice, we don’t need anything like a real Westworld-style Host to cause all kinds of pain, anxiety or worse. Remember that talk you had with your parents when you were just starting to notice the opposite sex? It’s time to think about how that talk is going to sound when you add loving, committed relationships with an AI system to the mix. Unless the machine identifies itself as a machine, a child who is between the ages of five and eight years old today will not be able to tell if they are speaking to a person or a machine by the time they are at an age where they are seriously dating. At the rate the technology is progressing, it will take less than 10 years to get there – probably way less. MIND-BENDING ISSUES Want to think about some potentially mindbending consequences of the advance of

machine learning and NLP systems? I wrote an article in May 2016 titled “I’ve Talked to the Future and It Talked Back.” Here’s a question you should be asking yourself today: “Should you treat your household NLP interface (Alexa, Google Personal Assistant, etc.) like a person? Should you be polite when you speak to it, or is it OK to be abrupt or even abusive? The devices won’t care. They don’t have feelings; they are computers that have been programmed to speak with us. Will we care? How will we teach our children to differentiate between machines that sound and act like people, and other disembodied voices that are actual people? Will a child (or a grown-up) know when a customer service representative is a person or an NLP interface? In the very near future, it will be almost impossible to tell.” THAT’S GREAT, BUT WHEN WILL WE GET WESTWORLD-STYLE HOSTS? There have been countless hours of chatter between my professional friends and colleagues who work in and around the technologies we believe would be required to create real Westworld-style Hosts. I say “believe” because if we were to start building one today, we could only use the component technologies we have now: current chipsets, power sources, machine learning, data science, robotics, nanotechnology, regenerative reliquary (bioprinted scaffolding seeded with stem cells or something like stem cells), some kind of chemistry to blend collagen with synthetic fiber or a fully synthetic substitute for collagen, and on and on. But that’s today. If anyone were to start this journey with any hope of making a device not only that was indistinguishable from a human but also that could fool another human into believing it was alive, they’d probably be better off waiting for a more advanced set of building blocks. Assuming there is a reason to actually build Hosts, they will probably be born in the last half of this century. Could it be sooner? Of course. On the other hand, get ready to discuss relationships with machines realistically, because the subject will not be hypothetical much longer. On Wednesday December 14th, executives from Silicon Valley’s largest technology companies including Apple, Alphabet, Cisco, Facebook, Intel, Oracle and Tesla met with President-Elect Trump to discuss collaboration with the Trump Administration and the role of the industry in the nation’s economy. Silicon Valley Rising, a coalition of community and faith-based organizations and labor unions representing service workers who support the tech industry across the Bay Area, is calling on tech companies to take a stand
and resist threats to the rights of workers, consumers and the communities they live in and to take proactive steps to become a model for economic inclusion and opportunity. The Coalition released the following joint statement: We believe President-Elect Trump’s campaign commitments to deport millions of people, ban Muslims from entering the country and create a registry of Muslim Americans stand in stark contrast with the values many tech companies and industry leaders purport to uphold while also directly threatening
President-Elect Trump’s policies present a dire threat to the lives and well-being of workers and contractors across the tech sector whose hard work day in and day out makes the success of these industries possible, and to millions of their customers — be they immigrants, women, workers or Muslim Americans. Now is the time for the tech industry to step up as leaders, speak truth to power and live out the values of freedom, inclusion and opportunity. In doing so, the industry has an opportunity to be a beacon of hope for millions of Americans fearful of what comes next, and a model for how companies can begin to address the greatest economic challenges facing working families. As leaders of community and faith-based organizations and labor unions who represent workers in the tech sector across Silicon Valley, we urge companies in attendance at Wednesday’s meeting to play a leadership role in resisting unjust policies if they are put forward by the Trump Administration. Specifically, we call on companies to refuse to cooperate in the development of any registry monitoring Muslim Americans, sharing user and employee information or otherwise collaborate with law enforcement agencies to investigate violations of federal immigration law.
The solutions that address economic inequality in the tech sector are not going to come from the Trump Administration delivering tax cuts or slashing regulation for the industry. Instead, tech companies can begin to address these issues by leveraging the enormous power of their companies, their platforms and their supply chains to raise wages and job standards for their workers and contractors, positioning the tech sector as an example for industries across the economy. Millions of families — undocumented workers, union members, women, Muslim Americans, low-wage workers who could lose healthcare or affordable housing — are living in fear of what comes next. At a time when racism, bigotry and economic hardship are driving our politics, it’s time for leaders in the tech sector to stand up for our communities and use their immense power and resources for good.
